Dr. Nathalie Boudreau doesn’t practice “Bad Medicine.” But she does sing the Bon Jovi tune. Five days a week Boudreau is a family practitioner at the ForeMed Clinic on Columbia Street in New Westminster. On weekends though, she swaps out her black scrubs for black jeans and teases her hair up high as the lead singer and keyboardist
for Arena, a Burnaby classic rock band that covers iconic anthems by the likes of Bon Jovi, Van Halen, Foreigner, Ratt, Ozzy Osbourne, and, of course, KISS. “If it’s fun and it’s ever been played in an arena in the ’80’s, we play it,” says Boudreau. “It’s about having a good time.” It’s also about letting off a little steam and unwinding from the demands of the busy clinic, where she’s been for four years. Canadian family, surrounded by music, Boudreau busked her way through medical school, playing everything from traditional French songs, to folk to obscure covers. For a class project, she even wrote an album of songs based on her experiences at med school. It was a great relief, she says, “to take a break from studying to scream and sing in my room.” While serving her residency in Calgary, she joined a series of bands and played solo shows.

A development “to create a new heart to Edmonds Town Centre” is being proposed for the Value Village property at Kingsway and Edmonds. Cressey Developments has applied to the City of Burnaby to have the large, triangular property rezoned so it can build a project that contains office, residential and commercial space. In a letter to the city, Martin Bruckner of IBI/HB Architects said the development will include an “architecturally significant iconic” five-storey office building, residential towers of 40, 30 and 25 storeys that will contain 817 homes, and streetfront retail store space totaling 214,000 square feet. “The concept is intended to be a development of significant scale and a variety of uses to create a new heart to Edmonds Town Centre which will be a catalyst for the revitalization of this important neighbourhood in South Burnaby,” wrote Bruckner. please see PROjEct, A3

ATM pilot extended to end of November A pilot project to place ATM machines at Burnaby city facilities has been extended to the end of November. But if current usage figures are any indication, the project could be a shortlived one. G&F Financial Group was chosen to participate in the six-month pilot in which ATM machines were installed last December at city hall, Shadbolt Centre for the Arts and Bonsor Recreation Centre. In a city staff report, the first six months of operation saw 1,050 transactions at Bonsor, 608 at city hall and 642 at Shadbolt Centre. The monthly average ranged from 101 to 175 transactions. Surcharged transactions, in which users pay fees based on their card provider, determine the revenue and profitability of an ATM, the report said. “G&F Financial requires a minimum of 400 surcharged transactions per month per unit to provide for
continuation of services,” it said, noting a typical Canadian ATM requires about 600 such transactions monthly. The average surcharged transactions in the pilot were 39 at city hall, 49 at Shadbolt and 96 at Bonsor. City hall and G&F Financial have agreed to extend the pilot for an additional six months to provide a full year of information to determine the feasibility of keeping the ATMs in place long term. Coun. Colleen Jordan said the city hall ATM will be moved to a location with more visibility to see if that leads to increased usage. Mayor Derek Corrigan noted Coun. Nick Volkow had championed the ATM idea. “Coun. Volkow, you’re going to have to use these machines 300 more times a month.” Volkow replied, “I’ll work on that.”

That spirit of giving back is something members of the band gleaned from their own experiences with big-time musicians like Juno winner Big Dave McLean, Phil Collen of Def Leppard and Sammy Hagar of Van Halen. Boudreau has traded guitar licks with Roger Daltrey, Joe Walsh and Megadeth’s Dave Ellefson at rock ‘n roll fantasy camps in Las Vegas. “When you connect to people musically, you feel normal,” says Boudreau. “You get to know each other, you start to relate, it becomes almost like a family.”
Most of Boudreau’s patients don’t know about her rocker alter-ego, although she doesn’t look like the stereotypical image of a doctor. She wears black, her fingers and wrist are weighed by thick, chunky jewelry, she keeps her dark prescription sunglasses on even when she’s inside. And she’s been known to cut loose with a song in the hallway between patients. The better to drown out the clinic’s soothing contemporary background music. “The development of the Kingsway and Edmonds Street project represents a unique opportunity to bring new business activities into the ongoing growth of South Burnaby communities.” The proposal includes the tip of the property at the northeast corner of Edmonds and Kingsway, which today includes a pawn shop. It would mean the closing of Britton Street, the little link between Kingsway and Edmonds that separates a small retail area on the corner from the Value Village parking lot. In its place would be a new road at the back end of where the current store sits, on the east side of the property. A report to city council said the proposed rezoning is in keeping with the Edmonds Town Centre Plan. The report estimated the total value of the density bonus—money that would be paid by the developer to the city—to be between $15 and $16 million. “It looks like a good mix for that corner,” said Coun. Paul McDonell on Tuesday.

“Once those three corners get redeveloped it will move [the area] up a level.” The northwest corner has already been redeveloped. The southeast corner has a Rona home improvement store on it, while the Edmonds Senior Centre, which is owned by the city is on the southwest corner. The centre will be moving to the new Edmonds Community Centre being built at Edmonds and Humphries when it’s complete. McDonell said the city hasn’t decided what it will do with that corner. “The building’s not in too bad a shape, but we’re wondering if there’s something we could use it for like immigration services. We’re talking blue sky right now,” said McDonell. The city will work with Cressey on putting a suitable plan of development together for a public hearing. Cressey purchased the Value Village site in the spring.

A concept plan for the massive redevelopment of Brentwood Town Centre that could take 30 years to complete will go to a public hearing Aug. 28. A report to city council this week said Shape Properties is proposing a concept that would be a complete redevelopment of the 28-acre Brentwood mall site. If it is carried out, it would have up to 11 residential high rises and two office towers ranging from 25 to 70 storeys, townhouses, a large amount of retail at ground level and a public plaza for year-round activity. “The plaza and pedestrian promenades are intended to be the hub of the development and the heart of the Brentwood Town Centre,” said the report. The proposal calls for the project to be broken down into four quadrants. The first to go up would be the one right at Willingdon Avenue and Lougheed Highway. Words on weapons The sad reality of the shooting rampage at the Colorado movie theatre last month is that the same guns used by the accused are just as readily available to anyone in Canada. James Eagan Holmes, 24 is accused of killing 12 people and injuring 58 others. More could have been injured had the military-style semi-automatic rifle he was using not jammed. He then switched to the 12-gauge shotgun and a pistol he was also carrying to fire on theatregoers. He had bought them recently at gun stores, as well as 6,000 rounds of ammunition over the internet. He passed the background checks in the U.S. for acquiring a gun. Anyone who passes the Canadian Restricted Firearms Safety Course and acquires a possession and acquisition licence could walk into Wanstalls in Maple Ridge and purchase firearms like those used in the massacre in Aurora, Col. Now, as following other mass shootings in the U.S. in recent years, there are again calls to make gun laws more strict, calls for leadership and courage, to not fear gun lobbyists, to do what is best, what is most safe, what is right. But crime rates in Canada, including those for violent crimes, continue to fall. Local RCMP are encountering more illegal weapons compared to a decade ago, although most of those are smuggled into Canada. So, where there’s a will there’s a way. Mass murderers, like serial killers or rapists, are driven by something disturbing and would only adapt to more restrictions, choose another weapon, so to speak, as James Holmes showed with his homemade bombs. Again, he passed the background checks in the U.S. for acquiring a gun. How do you prevent that? – Black Press

Taking too many for the team? What do the loss of Delta farmland, the paving over of ancient aboriginal sites on the Fraser River and Enbridge’s planned Northern Gateway oil pipeline to Kitimat all have in common? All three are sacrifices B.C. is being asked to make so the rest of Canada can use B.C. ports to exploit rising trade with Asia. Agricultural land is being carved off in blocks big and small to convert into portrelated development or highway improvements. The South Fraser Perimeter Road (SFPR) last year rolled over some of the province’s oldest First Nations archaeological sites near the Alex Fraser Bridge. That may have gone relatively unnoticed but most Lower Mainland motorists know their commutes are increasingly slowed by trucks clogging the roads and longer trains holding up traffic – more symptoms of the pressure to make Metro Vancouver Canada’s west coast super port. Now, after a rising tide of public opposition to the Northern Gateway pipeline,
Jeff Nagel Premier Christy Clark has vowed to block it without world-leading environmental protection and a big share of benefits for B.C. She has her eye on the $81-billion tax bonanza governments stand to reap from the pipeline. Should Ottawa attempt to force it through, the province threatens to bog Enbridge down in permit approvals and even deny the project electricity from BC Hydro. Standing up to Alberta and Ottawa might make good politics in the dying year of a possibly doomed government. But such posturing likely rings hollow for local environmental groups like the Burns Bog Conservation Society that have spent years fighting the SFPR over the threat it poses to the bog

and wildlife habitat along the Fraser. The perimeter road is all about quickly shunting trucks between Deltaport and Highway 1, which is also expanding to 10 lanes through much of Metro Vancouver. For years, B.C. has been an ardent partner of Ottawa in its Asia-Pacific Gateway strategy, expediting port and road expansion. Victoria never lifted a finger to stop the resulting industrialization of farmland, and in fact pulled land out of the Agricultural Land Reserve to enable port expansion envisioned in the Tsawwassen Treaty. Where, Metro Vancouver mayors might also ask, was Clark’s boldness to shake down Ottawa when they wanted to slap a tax on each container that moves through the port? Since container trucks beat up our roads and bridges, they suggested, why not charge a container toll that would go to TransLink and act as one new funding source that doesn’t come from the pockets of the region’s embattled taxpayers and motorists. But the container tax

was shot down almost instantly by the BC Liberals. In fairness, this region has been on the receiving end of plenty of cash from Ottawa. The feds have pumped in hundreds of millions of dollars – not just for obvious port-related projects like the SFPR and Roberts Bank Rail Corridor overpasses, but also big contributions to the construction of the Pitt River Bridge, the Canada Line and now the Evergreen Line to extend SkyTrain to Coquitlam. Port expansion also promises thousands of additional jobs in the Lower Mainland, which can’t pin its economic future on retail service wages alone. That doesn’t take away from the fact there are downsides to being Canada’s West Coast industrial park. Oil goes against the grain Alberta’s Premier needs to consider the following hypothetical headlines and then give her head a shake: “Grain spill cleanup begins in B.C.” and “Oil spill cleanup begins in B.C.” The environmental and the cost implications of these two headlines don’t even begin to compare. The same can be said for almost any other products shipped through B.C. from Alberta and vice versa. When was the last time anyone heard of a softwood lumber spill in Alberta that resulted in catastrophic environmental devastation and a multibillion dollar cleanup? Monika Bonney Burnaby

I reject the notion that having an unblemished 60-year safety record means they are due for serious accident soon, as claimed by some. However, after 60 years they surely must need to do repairs or replace certain sections. That is when someone with authority will do the perceived will of the people and shut the whole thing down. Metro Vancouver politicians want the province to take more time to consider the future of B.C.’s four-year-old carbon tax and not rush to either reject further increases or axe the tax altogether. The province is reviewing the tax and the regional board voted Friday to call for an extra 90 days of public comment beyond the current Aug. 31 deadline. “We don’t want to go backwards on the carbon tax,” Vancouver Mayor Gregor Robertson said. “At this point, losing it would be a lot more problematic than the alternative.” An extension would give Metro and its member cities more time to consider the issue and formulate positions on how the tax should be improved in the years ahead. The board is also reminding Victoria that it is already on record supporting the carbon tax – Metro’s Integrated Air Quality and Greenhouse
Gas Management Plan endorses continued increases in the tax. A Metro report says the carbon tax helps minimize the region’s contribution to climate change and supports a shift to transportation alternatives by making single-occupancy vehicle travel more expensive. Audit shakes up legislature finances Tom Fletcher Black Press
VICTORIA – The B.C. legislature’s internal finances are being dragged into the 21st century in response to a damning report from Auditor General John Doyle. MLAs will start releasing detailed expense reports and conducting Legislative Assembly Management Committee meetings in public starting this month, Speaker Bill Barisoff announced after a hastily arranged meeting to respond to the audit. Two
new financial staff positions are being added to address what Doyle called “pervasive deficiencies” in basic financial accountability. The audit found that MLA credit card bills were being paid without receipts, and the legislative assembly hasn’t produced financial statements despite a 2007 recommendation from the previous auditor general. Legislature bank records didn’t correspond with actual bank balances, and records for the gift
shop and dining room don’t allow for efficient management. Doyle said a future audit will look at the $119,000 annual allowance for MLA constituency offices, which Barisoff had asked to be exempted from the current examination. Transfer amounts and salary expenditures were verified, but other expense claims were not. Barisoff and Clerk of the Legislative Assembly Craig James emphasized that the audit did not find any misappropriation of funds. Doyle said he was unable to rule out fraud because the

Hastings defeated White Rock 20-0 in the final played in Trail to advance to the Canadian championship for 11 and 12 year olds in Edmonton Aug. 4 to 11. The winner of that
tournament moves on to Little League World Series in Williamsport, Penn., later this summer. Hastings represented Canada in 2009. This year’s team includes Burnaby boys Steven Moretto, Kolby Buljevic, Noah HansonStafford, Carson Ho and Cole Dalla Zanna. Moretto’s father Rob is a coach on the team.

What you need to know about contracts In B.C., realtors use standard form real estate contracts, according to the Real Estate Board of Greater Vancouver. The wording and terms of these contracts have been prepared by lawyers and have been tested in Canadian courts. Multiple Listing, Buyer Agency and Exclusive Listing contracts are made between the real estate brokerage (often referred to as “the agency”) and the client (the seller or buyer.) Realtors work within a legal relationship called agency. The agency relationship exists between you, the principal and the brokerage, the company under which your realtor is licensed. The essence of the agency relationship is that the brokerage has the authority to represent the principal in dealings with others. Your realtor acts as the brokerage’s representative in performing the agency obligations. The managing broker is the representative of the brokerage and is therefore responsible for the actions of his/ her realtors. IF YOU HAVE SIGNED A STANDARD FORM:

Things to know before you buy a strata property There are some important things that should be done, in order to safeguard your investment, before you purchase a strata property, according to the Real Estate Board of Greater Vancouver. Review Strata Council minutes for the past 12 months or more, along with by-laws, financial statements, Annual General Meeting minutes, and engineering reports that may have been completed. Look for past problems, previous repairs, special assessments, and upcoming expenditures. Ensure a maintenance program is in place by talking to the strata property manager to determine whether the building has a solid preventative maintenance program in place. Check the contingency fund since a portion of strata owners’ monthly maintenance fees must go into a “contingency fund” to pay for extraordinary repairs, such as a new roof or exterior painting. Find out if the contingency fund is large
enough to cover any upcoming expenses. Review the Strata Property Condition Disclosure Statement which sellers are strongly encouraged to complete. It is a checklist about the property’s condition. Buyers should carefully review it for any defects or potential problems. The statement can be legally incorporated into the Contract for Purchase and Sale. Investigate the warranty program and builder’s background, whether the condo is new or resale. Your realtor can find out what type of warranty the building carries, noting the limits and duration of coverage. S/he may also be able to help you obtain background information about the builder/ developer of the project. Hire a professional home inspector with proper accreditation and one who carries errors and omissions insurance to inspect the condition of the suite, common areas, and the overall building structure.
