Audit shakes up legislature finances By Tom Fletcher Black Press The B.C. legislature’s internal finances are being dragged into the 21st century in response to a damning report from Auditor General John Doyle. MLAs will start releasing detailed expense reports and conducting Legislative Assembly Management Committee meetings in public starting this month, Speaker Bill Barisoff announced after a hastily arranged meeting to respond to the audit. Two new financial staff positions are being added to address what Doyle

called “pervasive deficiencies” in basic financial accountability. The audit found that MLA credit card bills were being paid without receipts, and the legislative assembly hasn’t produced financial statements despite a 2007 recommendation from the previous auditor general. Legislature bank records didn’t correspond with actual bank balances, and records for the gift shop and dining room don’t allow for efficient management. Doyle said a future audit will look at the $119,000 annual allowance for MLA constituency offices, which Barisoff had asked to be exempted from the current examination. Transfer amounts and sal-

ary expenditures were verified, but other expense claims were not. Barisoff and Clerk of the Legislative Assembly Craig James emphasized that the audit did not find any misappropriation of funds. Doyle said he was unable to rule out fraud because the records aren’t complete enough to do so. Senior MLAs for both parties sit on the management committee, which administers an annual budget of $62 million to run the legislature chamber, law clerks, library, security and other departments. They include B.C. Liberal house leader Rich Coleman and caucus chair Gordon Hogg, as well as NDP house leader John Horgan

and caucus chair Shane Simpson. Simpson said the problems go back many years, and he wants to make changes rather than point fingers, which sparked a furious response from B.C. Conservative leader John Cummins. “B.C. Liberal and NDP MLAs are clearly circling the wagons, resisting calls for accountability with regards to their skyrocketing expenditures,” he said. Cummins called for Barisoff to resign for failing to get the management committee to intervene sooner, a suggestion Barisoff dismissed as a product of the summer “silly season” where trivial items make the news.

Poll finds open minds on oil pipelines By Tom Fletcher Black Press Despite the media focus on spills and protests against new oil pipelines proposed for B.C., about half of respondents in a new poll are open to changing their minds based on economic or environmental factors. The Angus Reid survey of 804 B.C. residents found 35 per cent completely opposed to the proposed Enbridge Northern Gateway line from northern Alberta to port facilities at Kitimat.

Only seven per cent indicated unqualified support for the line. Another 27 per cent said they support the Enbridge proposal but could change their minds based on economic benefits or environmental protection. Similarly, 24 per cent were opposed but open to reconsidering based on economic or environmental concerns. The survey asked participants what they think of Premier Christy Clark’s five preconditions for provincial support of the Enbridge project.

About a third said they would more likely back the project if Clark’s demand of “world leading” marine and land-based spill response was met, and a similar number said they would be persuaded if the current federal environmental review supports it. Economic benefits to B.C. were cited as a factor in considering support by 32 per cent of respondents. NDP MLA Shane Simpson said the poll shows a clear trend to more opposition as

people become more familiar with the pipeline issues. Firm opposition is five to one against the Enbridge proposal, and is strongest in northern B.C., he said. A proposal to twin the existing Kinder Morgan oil pipeline between Alberta and port facilities in Burnaby was supported by 37 per cent of respondents and opposed by about half. While the NDP is campaigning against the Northern Gateway project, Simpson said the NDP won’t take a stand

for or against the Kinder Morgan proposal until the company makes a formal application to Ottawa that details its plans. There were 32 tankers loaded with crude oil at Kinder Morgan’s Burnaby facilities last year, and 69 in 2010. A company official said an expanded pipeline would generate 25 to 30 tanker loads per month going out through Vancouver harbour.

HEALTH, MIND & BODY West Nile virus increases due to warm weather Higher temperatures mean more mosquitoes, and the BC Centre for Disease Control is warning that some of them may carry West Nile Virus. Increasing numbers of mosquitoes have been particularly noticeable in the Okanagan and the Fraser Valley, and people in those regions and elsewhere should take appropriate precautions to prevent mosquito bites. West Nile Virus (WNV) is transmitted from birds to people through the bite of an infected mosquito. So far this year there have been no positive test results in BC from human, animal, or mosquito samples. However, there have been

reports of positive samples in Washington, Oregon, Manitoba and Ontario. About 20 per cent of people who are bitten by a mosquito and infected with WNV may develop some symptoms, including fever, fatigue, headaches and swollen lymph glands. In rare cases (one in 150), the virus can cause severe illness, such as inflammation in or around the brain (encephalitis or meningitis), or polio-like paralysis, that can occasionally result in death. To reduce the risk of being bitten by mosquitoes: • If possible, avoid being out from dusk to dawn as mosquitoes

that carry WNV tend to be active at these times. • Wear protective clothing, especially outside in the early evening and at dawn. This includes longsleeve shirts or jackets and long pants that mosquitoes cannot bite through. Tuck your pants into socks for extra protection. • Avoid darkcoloured clothing as it can attract mosquitoes. • Use mosquito netting for babies and toddlers in cribs and strollers. • Use mosquito repellent. Putting on personal insect repellents that are federally registered, such as those that contain DEET (N,N-Dethyl-

m-toluamide) or PMD (lemon-eucalyptus oil) is an effective way to protect yourself from mosquito bites. • There are also many repellents that have been shown NOT to protect against mosquito bites, including bug zappers, devices that give off sound waves and Citrosa plants. The public can help monitor for West Nile Virus by reporting dead corvid birds (crows, ravens, magpies and jays) by using the form at http://westnile.bccdc.org. BCCDC, an agency of the Provincial Health Services Authority, provides provincial and national leadership in public

Access to eye care improved in B.C. Amendments to the Optometrists Regulation took effect Wednesday that will allow B.C. doctors of optometry to prescribe medications to treat glaucoma — an eye disease that often has no symptoms and may result in permanent blindness. The changes will make it easier and faster for British Columbians to get the advanced eye care they need to prevent or slow down the progression of glaucoma — especially in rural and remote areas of the province, according to the British Columbia Association of Optometrists (BCAO). “By allowing doctors of optometry to prescribe anti-glaucoma medications, patients will have greater access to timely and appropri-

ate eye care in all areas of the province,” says Dr. Surjinder Sahota, president of the British Columbia Association of Optometrists. “Doctors of optometry are educated and certified to diagnose and to prescribe treatment for glaucoma. The recent changes allow them to practice what they are already certified to do.” Glaucoma is one of the leading causes of blindness in Canada and roughly five out of every 100 British Columbians over the age of 40 have the eye disease. Unlike many other conditions, it can strike at any age, and generally has no symptoms — earning glaucoma the nickname “the silent thief of sight.” “Anyone can develop glaucoma, but the risk

increases with age and B.C.’s population is growing and aging,” Sahota says. “Expanding the scope of practice for B.C. Doctors of Optometry will result in an overall reduction in health care costs and reduced waiting times and travel for patients — particularly in rural areas. It’s not uncommon for rural patients to wait over a year or travel hundreds of kilometers to receive treatment.” Before the regulations changed, Williams Lake B.C. resident Sharon Keighley had to travel more than a thousand kilometres to and from Vancouver to receive treatment. “It’s not easy,” Keighley says. “It’s about time these changes took place. They will make a

huge difference.” Early detection and treatment are vital in preventing irreversible vision loss that occurs with glaucoma. Strokes for Life to raise Now open at our new location 383 Oliver Street funds for cancer research BY GREG SABATINO Tribune Staff Writer Williams Lake’s Patrick Verbeeck will swim across Williams Lake this Saturday, Aug. 4 to help raise funds for cancer research. Verbeeck, who graduated from Columneetza secondary this past June, will attempt the seven-

kilometre swim beginning at Russet Bluff and ending at Scout Island. He said he plans to start around 11 a.m. “I’m doing this because some friends of mine that I know have gone through fighting cancer,” Verbeeck said. “I’ve been getting pledges, going door to door. I’m hoping to

raise $1,000.” Verbeeck, a member of the Williams Lake Blue Fins Swim Club, said he’d like to invite anyone on the lake to join him in his swim. He’ll also have a team of kayakers and canoeists form a barrier around him to ensure his swim is safe. “I’ve never swam this

long of a distance before at once,” he said, noting it should be a fairly grueling task. He’s calling his swim Strokes for Life. Verbeeck said anyone interested in making a pledge or donation can contact him at 250-2964380 or by e-mail at verbeeck_patrick@hotmail.ca.

BCGEU targets ministry offices By Tom Fletcher Black Press Provincial government employees will stage a one-day strike at ministry offices in Surrey, Kelowna, Campbell River and 100 Mile House on Aug. 7, the second such action since rejecting the government’s wage offer. The B.C. Government and Service Employees Union served strike notice with the Labour Relations Board

Thursday. Three forests ministry offices are targeted, with 40 staff in Surrey, 50 in Campbell River and 60 combined at transportation and forest ministry offices in 100 Mile House. Another 30 union members in agriculture, health, environment and labour ministry jobs in Kelowna are to refuse a day’s work. The BCGEU repeated its promise that forest firefighting, courts,

corrections and other essential services won’t be affected by rotating strike action. The first strike was at liquor distribution warehouses on July 3, after the union rejected an offer of a two per cent wage increase this year and another 1.5 per cent next year. The BCGEU is seeking about six per cent over two years after three years without a raise. Finance Minister Kev-

Families can register births online As of Aug. 1 B.C. parents are now able to register the birth of their newborn child online, with the launch of a new birth registration system. Registration creates a permanent legal record of a birth and every B.C.born baby’s birth must be registered with the Vital Statistics Agency. Flights of the imagination and otherwise

I

have decided to end my obsession with flight 8175. We live beneath the flight path of Air Canada Jazz as it carries passengers from Vancouver to Fort St John approximately five times a day. As you no doubt know, the word ‘Jazz’ and a maple leaf tattooed on the side of the plane come in four different colours. By the time it arrives over our farm it is only 10 minutes away from dropping its landing gear and making preparations for its final descent. Some days it is low enough I can glance up and see which flavour is flying the skies; green, yellow, orange or red. But I wasn’t always obsessed. Oh, sometimes I would lean on my hoe, look up and watch as Jazz glided by overhead and imagine the flight attendant hurrying up and down the aisle collecting plastic cups and napkins and making sure the serving trays were stowed in their upright position. Sometimes I would think of the rows of passengers and all their little feet resting on the belly of the

plane as it passed over me and my patch of spuds. Other than that and a few latent dreams of an unrealized career as a flight attendant I gave very little thought to planes in our airspace. I knew nothing about flight 8175. All that changed when I received an iPad for my birthday last fall. Yes, an iPad. The same iPad I vowed to never get. The iPad my husband insisted I would love. I insisted he was wrong. He bought it for me anyway. He was right. Not only can I pack a library’s worth of books in its thin glassed slab but with a tap of the finger I can define a word, highlight a passage, adjust the font size and do a word search. It automatically takes me to the last page I’ve read no matter how long ago I read it so I can pick up where I left off. If I am reading a particularly juicy bit about a new technique on growing corn in the north, I can quickly switch to an Internet search to see if others are doing the same. If I read about a variety of beans I have never heard of I can track down the source and order a package online without leaving my bed. And if I get curious about the scream of an airplane passing overhead every evening as I lay reading in bed, I can easily do a search to figure out which airplane it is. And that’s how I became obsessed with Air Canada flight 8175, which passes over our heads a little after 10 p.m. every evening except Saturday. At first I was just curious. And I thought it would be

kind of funny to turn to Darcy and say, “Well, there goes flight 8175 right on time.” Or perhaps, “Well, what do you know? Flight 8175 is running a little ahead of schedule tonight.” I figured he’d be amazed at his wife’s knowledge; instead he was alarmed to learn his wife was actually spending time sleuthing out flight numbers. The obsession started when flight 8175 was neither on time nor ahead of schedule, but late. After half an hour would pass without the familiar shriek of the plane’s engine overhead I would start

fidgeting. I could no longer concentrate on my book. I found myself going online and looking up the flight status on Air Canada’s website to see what the problem was. I’d read that it had been late leaving the gate in Vancouver and wonder why. Were they held up waiting for a passenger? Did the pilot forget the keys at home? Do planes have keys? Was the flight attendant late? Or worse of all, was it mechanical? It is hard to lose yourself in a book, even a book on such titillating subjects as root cellars and potato scab when

you’re anxiously listening for a plane. One night when flight 8175 was more than an hour late and I was fighting off the urge to tap a reason out of my iPad, it occurred to me that if I had stuck with books none of this would have happened. As quirky and curious as I might be, I would never have bothered with the flight if the information hadn’t been placed so easily at my fingertips. Perhaps the iPad isn’t so wonderful. With the Internet, e-mail and apps vying for attention you just can’t lose yourself in it the way you can a real book.

Of course, reading something besides books on herbs, vegetables and flowers might help too! I am now striking a healthy balance between the iPad and my bookshelf. So, if you should find yourself on flight 8175, about 20 minutes before landing I’ll probably still think of you as you go by. 2012 Art Walk begins Tuesday The 2012 Art Walk officially begins Tuesday and has grown substantially over last year. Art Walk committee chair Willie Dye says there are 46 artists and 46 merchants participating this year compared to 34 merchants and 35 artists last year. The Art Walk runs Aug. 7 to Sept. 8 with several special events planned for Thursdays. On Thursday, Aug. 9 there will be a twohour grand opening guided walk for the public starting at noon from Sears, Dye says. A total of 25,000 passports have been created for the free Art

volunteers to help with the event. Operations co-ordinator Stefanie Hendrickson says she could use six to eight people to help with easy things such as flipping hotdogs and supervising craft tables. The Street Party free night of entertainment takes place Aug. 10 from 6 to 10 p.m. at the Boys and Girls Club youth centre on Fourth Avenue across from Safeway. “The event is geared toward children, youth and families, but everyone is welcome,” Hendrickson says. “Come enjoy a free hot-dog barbecue, prizes and entertainment.”

She says some of the activities include live music, a bouncy castle, face and nail painting, craft tables, a remote control car course, a graffiti wall for youth, and more. “Children and youth are invited to water balloon police officers at 6:30 p.m. sharp ... but you had better be careful, they might have water guns too,” Hendrickson says. ArtsWells festival this weekend More than 100 musical performances on nine stages featuring folk, hiphop, electronic, world, pop, roots, jazz, country, and funk will be featured at the ArtsWells Festival of All Things Art coming up in Wells this weekend, Aug. 3 to 6. Big Twang Daddy features Anne Smith on keyboards and vocals, Lyle Tribe on drums, and Tom Salley on guitar and vocals. Cameron Catalano of

Vancouver and formerly Williams Lake will present a rare showcase of songs he and his guitar have collected over the years. Troy Forcier of Miocene and Brent Morton of Williams Lake will be there, Morton with his band Drum and Bell Tower. Collaborations abound. The Little Horsefly Country Band from Arts on the Fly festival in Horsefly earlier this month will

also be in Wells. This country/honky-tonk group brings together sisters Pharis Romero and Marin Patenaude, Brent Morton, and Pharis’s husband Jason Romero. Singer/songwriter Patenaude also appears in solo performances. Daughters of Blood and Bone represents another collaboration with Pharis and Patenaude teaming up with Melisa Devost and Linda McRae. Some of the 100-plus

national and international musical entertainers include the Bidiniband from Toronto, Benny Walker from Australia, Aurora Jane from Australia, Crowd the Joanna of Kelowna, Party on High Street from Nelson, Selina Martin from Toronto, Tequila Mockingbird Orchestra from Victoria and many more. ArtsWells also features workshops in music, theatre, dance, and visual arts.

There will be 20 different workshops to choose from on everything from beat-boxing to Ukrainian dance to lyric writing to laughter yoga and more. Christianity is nothing if not a demonstration of the unconditional accepting love of God. The good news delivered to our world by the life and death of Jesus Christ is divine love saving humanity from rebellion and selfishness, one person at a time. An amazing Biblical story that illustrates the transformational power of the God’s love is that of an exceptionally brilliant Jewish man who as a protector of the status quo was killing those who dared to resist a leadership that had a form of spirituality but had rejected God. The Christian world today knows him as Paul, the untiring apostle to the non-Jewish world. Paul describes his life before he met Jesus as a dyed in the wool Hebrew of the Hebrews living according to their law righteous and blameless. But after meeting Jesus and understanding the holiness of God he regarded himself as the worst of men. The story of his transformation is one of the most outstanding life change stories in the history of our planet. This brilliant young Jewish leader was determined to preserve the ancient faith of his nation even killing anyone who dared challenge his spiritual world. The truth that the messiah had already come, been rejected, killed and raised from the dead was unbelievable yet very dangerous to him. Ambitious, angry and threatened, he persecuted believers without mercy even killing

BY CAMERON JOHNSTON those who dared to declare their faith in Jesus. Paul’s zeal for God was genuine but misguided and it took a direct intervention by the living Jesus himself to get his attention. Briefly here is what happened. Paul had been violently persecuting the church in Jerusalem and was at least partly responsible for the death of Stephen the first Christian killed for his faith. He was now on his way to the city of Damascus to imprison or kill any Christians there. Nearing the city the risen Jesus showed up, introduced himself and Paul was never the same again. Think for a moment, if you were threatening and killing people whom

you believed were enemies of God and suddenly you realized that they are in the right and you are caught in the very act of killing God’s friends. What would be your expectation? Immediate vaporization! In Paul’s mind such a crime deserved death or at minimum a serious lecture that would create enough fear and guilt to last a lifetime. Paul’s surprise was neither happened. Instead there was forgiveness, love and acceptance with the assignment to bring the gospel to the non-Jewish world. You can read the amazing story in Acts chapter 9. Paul, like all who have had a personal encounter with Jesus Christ, was surprised with joy and love. He was pleasantly surprised by the kindness and graciousness of God. The enemy of God and man has done a masterful job of defining the character of God as cruel and vindictive when in reality he is the exact opposite. What changed and transformed Paul from an angry, threatened and hard man to the champion of the gospel? A personal encounter with the love of God and that changed him forever. Ever after he considered himself the chief of sinners saved by the love and grace of God. His description of love in 1 Corinthians 13 remains the clearest description of God in print. Consider asking God to transform you? You have nothing to lose and you will be pleasantly amazed by the sweetness of divine love.

News Oil recycling promoted Summer ambassadors for the used oil recycling program will be visiting six used oil recycling collection facilities in Williams Lake Monday, Aug. 6 and Tuesday, Aug. 7. They will be spreading the message that “one drop makes a difference.” The goal of the program by the British Columbia Used Oil Management Association is to generate public awareness to keep hazardous materials such as used oil and antifreeze out of our drinking water and landfills. BCUOMA is a notfor-profit organization responsible for the implementation of a prov-

ince-wide recovery and recycling system for used oil, antifreeze, and their respective filters and containers. The organization says that more than 18 million litres of used oil is not recovered by the BC Used Oil program each year. These oils are extremely hazardous to our environment and drinking water; instead of sitting in our landfills, used oil can be recycled into a variety of useful products.
