Regular nurses to be trained for tricky insertions

Surrey Memorial, Royal Columbian and Burnaby hospitals are the only ones in the region with IV nurse teams, but they’ll be disbanded in September in a move that will save $600,000 a year. Fraser Health officials say regular floor nurses will be trained to take over all injections. Smith said she’s now somewhat reassured and hopeful the promise of broad training will mean all nurses end up more skilled in IV insertions. “A lot of people have a difficult IV start,” she said. “I’m skeptical just because there is a certain touch to this. There is an art to it.”

Supreme Court Thursday, allowing Bacon to be tried separately from Cody Rae Haevischer, Matthew James Johnston and Quang Vinh Thang (Michael) Le. All of them face charges in connection with the deaths of six people at the Balmoral Tower in Whalley on Oct. 19, 2007. Police believe four of the victims in the Surrey Six case were gang-related. Two others, 22-year-old Christopher Mohan, a

neighbour, and 55-year-old Ed Schellenberg, who was repairing the fireplace, were innocent bystanders. “Separate trials will enable Mr. Bacon to bring applications in relation to issues involving only Mr. Bacon, including issues like solicitor client privilege, that were raised before the Honourable Mr. Justice McEwan in Mr. Bacon’s civil (habeas corpus) proceeding,” B.C. Fraser Health spokesman Roy Thorpe-Dorward said the IV nurse teams at the three hospitals were overloaded by demand, leading to long waits for patients to get insertions. The region would have had to invest more money in bigger teams in order to meet the demand and reduce waits, he said, adding the decision was instead to provide the specialized IV training to many registered nurses and harmonize with the method at smaller hospitals. “We’ll be investing in training for quite a significant number of nurses – several hundred,” said Thorpe-Dorward, adding all nurses won’t be trained but enough to achieve a critical mass. Ten specialized IV nursing positions will be lost – five at Royal Columbian, four at Surrey Memorial and one at Burnaby – although it’s expected those nurses Janice will bump Buchanan into other positions based on seniority. B.C. Nurses Union vice-president Janice Buchanan said summer is a difficult time to launch a training program and doubted enough nurses would be ready by September because many are on vacation. employees will stage a one-day strike at ministry offices in Surrey, Kelowna, Campbell River and 100 Mile House today (Aug. 7), the second such action since rejecting the government’s wage offer. The B.C. Government and Service Employees Union (BCGEU) served strike notice with the Labour Relations Board last Thursday. Three forests ministry offices are targeted, with 40 staff in Surrey, 50 in Campbell River and 60 combined at transportation
and forest ministry offices in 100 Mile House. Another 30 union members in agriculture, health, environment and labour ministry jobs in Kelowna are to refuse a day’s work. The BCGEU repeated its promise that forest firefighting, courts, corrections and other essential services won’t be affected by rotating strike action. The first strike was at liquor distribution warehouses on July 3, after the union rejected an offer of a two per cent wage increase this year and another 1.5 per cent next year. The BCGEU is seeking about six per cent over two years after three
years without a raise. Finance Minister Kevin Falcon has warned that with the province in deficit, the wage offer could be withdrawn. The government describes its current negotiating mandate as “co-operative gains,” where pay increases must be financed by cost reductions in work arrangement. The BCGEU proposed increasing revenues by opening more government liquor stores on Sundays, and deploying deputy sheriffs for traffic enforcement. Union negotiators said both ideas were rejected.

.C.’s Privacy Commissioner is examining the use of cruiser-mounted cameras by police to scan licence plates from passing vehicles. Critics have objected, citing privacy concerns, that the RCMP and other forces are using the plate-scanning technology for purposes beyond the original intent. The camera-equipped police cars scan passing or parked vehicle plates against ICBC and national police databases. Police instantly see if a car is stolen or uninsured – or if the probable driver is unlicensed, prohibited from driving, wanted by police or accused of a crime. Each time a flagged vehicle is detected, its time and location are recorded and kept for two years. Rob Wipond, one of three independent researchers whose work prompted the privacy investigation, said the criteria for generating actionable hits has crept from traffic violations to data like whether you’ve ever gone to court to seek child custody or had a mental health episode that involved police. That might seem laudable when it helps police find an abduction victim, solve a murder or keep sex offenders from parking outside schools. But Wipond envisions Britishstyle uses, like recording the licence plates of vehicles coming to a lawful demonstration, then using ALPR to detect, intercept and slow the same protesters headed to future gatherings. Wipond theorizes police algorithms could one day decide that because someone went to a suspicious location, they should be flagged for closer scrutiny in the future – data that might result in them not being allowed to fly or cross borders. Would you be comfortable being tracked all the time? Would it affect your sense of freedom? Police maintain that the cameras are an enforcement, not intelligence-gathering tool, that the program doesn’t flag somebody simply because he’s got a criminal record. But RCMP are considering keeping all plate recognition data for every vehicle the system identifies on the road – not just the actionable hits. And given the program has morphed from tracking stolen cars to tracking a broader set of targets, it’s fair to ask, what next? That’s what the Privacy Commissioner is investigating, to determine a threshold for our eroding privacy. Licence plate numbers are already publicly visible with no expectation of privacy, but the data collecting program, good or bad, goes far beyond that. Tracking kidnappers is one thing, but routine traffic checks for accused drunk drivers is another. We need to determine a fair and proportionate use for the technology, how to apply it while still respecting one’s right to privacy. – Maple Ridge News

he B.C. Liberal government is taking its new hard-line approach to federal environmental hearings on the Enbridge Northern Gateway pipeline proposal in September. Environment Minister Terry Lake has filed the B.C. government’s notice to cross-examine Enbridge, one of the world’s biggest pipeline operators. Lake outlined the “tough questions” B.C. representatives will ask about spill response capacity on land and sea, tanker escort tugboats, pipe wall thickness, and Enbridge’s sluggish response to a pipeline rupture in Michigan. That’s all fine, and to be expected after Premier Christy Clark’s high-profile confrontation with Alberta Premier Alison Redford going into the recent premiers’ meeting in Halifax. Clark’s demands for “world-leading” safety and spill response, as well as meeting the constitutional obligation to consult and accommodate aboriginal groups along the route, are mostly a statement of the obvious. Her call for a “fair share” of proceeds from exported oil to reflect B.C.’s risk has been assaulted from all

a month proposed to sail under the Lions Gate bridge, a heavy oil spill from Second Narrows to Stanley Park would be catastrophic to Vancouver’s environment and economy. Tankers have made that trip safely nearly 100 years, but the congested modern shipping lane offers more threat of collision, and clearing Burrard Inlet for near-daily tanker transits would disrupt the rest of B.C.’s shipping trade. An Angus Reid poll last week showed as many as half of respondents remain openminded about the costs and benefits of new oil pipelines across B.C. Unlike B.C. politicians, they seem interested in learning more before making up their minds. Dix and the NDP ran to the front of the anti-pipeline parade early, as they did with the carbon tax and other issues. Clark began the Northern Gateway discussion with a principled position to wait for the result of the federal review, but that’s apparently out the window with an election looming. I JUST READ your article regarding former Mountie, Monty Robinson, and the fact that “Robinson’s aboriginal status was cited as the reason for not ordering jail time.” Are you kidding me? What country are we living in? What year are we living in? If this were the case for any other ethnicity, this would not be tolerated. Can you imagine, jail time handed out based on people’s ethnicity/skin color/cultural background? This is so completely wrong. My heart breaks for the victims family – what an absolute slap in the face.

Why pass on chance to build elite pool? RE: SURREY BUILDS two new pools.
I am afraid that once again the English Canadian bias against competitive sport has shown itself with the recent decision by Surrey council to build two community pools, rather than building at least one of them capable of handling elite competition. I recently attended the BC Summer Games at Surrey Sport and Leisure where it was virtually impossible to watch either the racing or synchronized swimming events due to over-
crowding and lack of a proper viewing gallery. Unbelievably, there isn’t a single pool in the entire Lower Mainland where a national event in any of the water disciplines (racing, diving, synchronized or water polo) could be staged. We have both the space and the opportunity to build one, but instead we have chosen to duplicate what already exists elsewhere in Surrey. With the London Olympics well underway and all four of our first medals won by French
Canadian athletes, the difference in the way English Canada views sport compared to the view of French Canada could not be more vividly displayed. Incredible that Surrey council has chosen now, against the backdrop of the BC Summer Games and London Olympics, to announce two community pools rather than something with a higher purpose. I have witnessed irresponsible dog owners allowing their dogs to chase eagles and herons at low tide. On July 21, on the South Surrey beach, I witnessed a dog owner actually pointing at the herons as a command for the dog to chase them. This is completely unacceptable behaviour. We are fortunate to have designated dog parks in addition to beach areas for dogs, is this not sufficient? I am appealing to the public to preserve our precious environment and to keep dogs on leashes in those area. Christian Sasse Surrey

the SkyTrain is now carrying large advertisements for alcohol. What does this tell the youth that are riding the SkyTrain daily to school (my 17-yearold daughter is one of them)? We are being charged a considerable sum in taxes and fares to use public transit and I believe the public should be treated in a fair and responsible manner in return. Promoting alcohol usage to our youth does not seem socially responsible and is in direct conflict with what society should be trying to discourage. Can we please get our government on board and stop sending conflicting messages that work against those of us that are trying to be responsible parents? So many times I have been on the SkyTrain and had to deal with public drunkenness and people obviously high on drugs. How many times my daughter has had to deal with the same makes me feel very uncomfortable. I’m sure this is a real problem for TransLink as well and costs a lot of money for security. So why does TransLink then promote drinking on those very same SkyTrains? I know there are many more people that feel the same way (I’ve talked to a lot). If guns were gone, would murders really stop? THE HYPERBOLIC RANT that I imagine was
supposed to pass for journalism on the Opinion page in the July 31 Leader (Vigilant gun control) serves no purpose except to crank up the already burgeoning paranoia in society with regard to firearms. While the AR-15-type rifle that James Holmes used can be legally bought in Canada (in semi-automatic only), the 120-round drum magazine that was used cannot. Also, while the semi-automatic AR-15 may look like an assault rifle, it is no different in action than a conventional semi-automatic hunting rifle. As to the teargas canister and bullet resistant protective gear used: they simply cannot be bought in Canada either. The last sentence of that article is particularly ludicrous: Gun restrictions may not reduce crime, but guns kill. If gun restrictions don’t reduce crime, what in the name of lucidity are Canadian taxpayers forking out millions of dollars annually for? And does the writer of that hysterical bit of drivel really think that if guns suddenly went
out of existence, murder would suddenly disappear with them? Has he/she never heard of highway carnage, beating deaths, stabbing deaths, burning deaths, poisoning deaths or whatever other mode of murder the human mind can conjure? Firearms are only tools like knives, baseball bats, ski poles, rocks, automobiles, human hands, etc. In short, the human is a potential killing machine, if it so chooses; and regardless of the tool used. Sick of law abiding gun owners taking blame for killers I feel I must comment on the editorial in The Leader on July 31/12. First, I take exception to anyone who writes an editorial, and doesn’t sign their name to it. I don’t believe in hiding behind an anonymous statement. With that said, I would like to correct
a couple of misleading statements in the editorial. While a semi automatic rifle can be purchased in Canada, a 100 round drum of ammunition is not legal here. A gun is only the tool used by any individual to kill. A person is the killer, and makes the choice to kill. Please stop blaming the gun. Murder may be committed by a knife or baseball bat, or any one of many things. I am sick and tired of law abiding gun owners taking the blame for some sicko who kills people. We have been attacked by the Liberal Federal government for many years, with the stupid gun registry, and now the Conservatives have finally understood that every gun owner should not be punished for the crimes of law breakers, many who simply smuggle their guns into Canada from the USA. Start putting the blame where it belongs, and leave us hunters, target shooters and collectors alone for goodness sake.

One day, 3 fires A NEWTON home with
two unauthorized suites suffered extensive damage in a fire last week. Surrey fire crews were called out to a home in the 8800-block of 134A Street Wednesday (Aug. 1) at about 10 a.m. They arrived to find the home ablaze, with flames shooting through the roof. Firefighters say nobody was home at the time, but that there were two suites in the house. Surrey’s bylaws do not allow multiple suites. Deputy Fire Chief Jon Caviglia said it’s believed the fire began outside in the back of the house but is not considered suspicious at this point. It was one of three blazes Surrey fire crews attended in about an hour the same morning. The others included a kitchen fire on Bear Creek Drive in Newton and another in a home near Surrey Memorial Hospital.

are the bread-and-butter work for radiologists. The process hasn’t changed much since the late 19th century, where ionizing radiation is sent through the body onto detectors. (At times, film is still used at the SMH, but radiologists mainly use Digital Radiography (DR), where the picture is created on a phosphor plate and then digitized by a laser image reader before being sent to a computer screen). The ghostly images are familiar, with a gradient of increasing darkness as the matter gets less dense: Bones in white (they’re too hard for the weak X-rays to pass through to reach the “film”), muscle in light grey, fat in dark grey and fluids or air (such as lungs) in black. CT scans (computed tomography) also use X-rays, but produce multiple images from different angles. Hodge describes it as a fan beam of X-rays that captures a larger volume of information as it spins around the patient. Ultrasound scanners use highfrequency sound waves to produce images. Results-wise, the same rules apply for ultrasound as for X-rays. “Bone reflects sound, whereas fat absorbs sound,” making bones lighter in the images,” Hodge explains. Then there is the most modern of modalities, the MRI, which stands for Magnetic Resonance Imaging. “I won’t go into too much detail,” Hodge begins without irony, “but essentially we align the protons of the body in one direction along the main magnetic field and then we can manipulate those with radio frequency pulses. And the radio frequency signal that is emitted by those protons as they relax back to their state, we can record, and through some complex transformations that are done by the computer, we end up with MRI images.” Heady stuff. Each modality has its strengths and weaknesses, and part of a radiologist’s job is to determine which modality would be best suited for the patient’s problem – though usually X-rays come first, especially in emergency cases. There are 10 radiologists shared between the Surrey Memorial Hospital and Jim Pattison Outpatient Care and Surgery Centre – scans at the latter are given to more mobile patients.

on an outstanding extradition warrant last Monday (July 30) in Surrey who was convicted of two counts of sexual contact with a minor in Prima County, Arizona two and a half years ago. Following a tip from the public, George Ross Wilcox was arrested at a shopping mall near 152 St. and 104 Ave. He was taken into custody and had his first court appearance July 31. According to Delta Police,

Wilcox failed to appear for the trial and was convicted in his absence of two counts of sexual interference with a minor. Since then, several police agencies have been searching for him. Settlement workers at a North Delta library advise immigrants about jobs, services and responsibilities by Boaz Joseph
H
aving no knowledge about student loans when she first arrived in Canada in her late teens, Harvinder Sandhu worked four jobs to pay her way through college. Although she spoke English fluently at the time, she might have saved herself years of stress as a newcomer if she had known more about available resources in her new country. Today, Sandhu is the one giving advice. A speaker of Punjabi who gets by in Urdu as well, Sandhu is an integral part in the Settlement and Integration Program offered at the George Mackie Library. It’s a service run by Options Community Services for immigrant and refugee newcomers, giving then information about such things as local culture, the labour market and paperwork. Sandhu says newcomers are often given incorrect advice by friends and relatives – with a potential waste of time and money or misdirected educational upgrades in pursuit of employment. With a staff of 12-15 people who handle all sorts of questions in languages such as Arabic, Korean, Chinese, Spanish, Tagalog and Punjabi, the settlement workers – a term Sandhu admits is a bit vague – offer the type of advice that helps immigrants deal with a Canadian bureaucracy that can seem Byzantine. Settlement workers inform newcomers about such things as assistance programs offered by different levels of government and building credit history though the use of credit cards – which weren’t used in India with regularity until about 10 years ago. The most common request settlement workers get is advice about finding work. It’s a daunting task when qualifications, language, education, resumes and Canadian employment regulations come into play. “I have to get to know them a little bit.” Often immigrants find that highly regarded careers in their old countries mean little in Canada, and that educational challenges seem insurmountable in the short-term. It’s no urban myth that there are Vancouver-area taxi drivers who were doctors in India, says Sandhu, adding many educated people formerly employed in respected fields end up in menial jobs. While those coming from India have their challenges, some are from places such as Pakistan or Somalia and come from refugee camps. They’ve had lives so unstructured, many of them list birthdays of Jan. 1 on government forms – meaning they don’t know when they were born. These immigrants are often advised to get used to making – and keeping – appointments. “I’m still struggling with some of them,” Sandhu says with a smile. The settlement service started in 1992 with a handful of volunteers. To keep the B.C. government-funded program running, Options has partnered with Progressive Intercultural Services Society (PICS) and

Offered as an outreach program at North Delta’s George Mackie Library and Surrey’s City Centre Library, the service runs at the Fleetwood, Guildford and North Surrey Recreation Centres, and will expand into the Newton, South Surrey and Cloverdale Recreation Centres in September with a Youth-Can program to assist youths aged 15-25 who may be at risk of falling through the cracks in the Canadian education system. Settlement workers are available by appointment at the George Mackie Library (8440 112 St.) on Tuesdays from 1-5 p.m. (Punjabi and English) and Thursdays from 1-5 p.m. (Mandarin and English). They are also available by appointment at the City Centre Library (Room 203, 10350 University Dr.) on Mondays from 4:30-8:30 p.m. (Korean, Spanish and English), Wednesdays from 4:30-8:30 p.m. (Punjabi and English) and Fridays from 3-7 p.m. (Mandarin, Cantonese and English.)
