Northern Gateway debate continues on Ruth Lloyd Caledonia Courier District takes a stand In one more case of recent bad news for Enbridge, Fort St. James mayor and council voted unanimously to take a stand against Northern Gateway. The special meeting, held Tuesday, July 31, included the results of the recent public opinion surveys from the community on the proposed pipeline. A number of community members sat waiting for the final decision and after over a half hour of proceeding business, the results were brought forward. After the results were summarized for the room, council seemed very clear in their direction, with little discussion proceeding the final vote on the motion to oppose the project. “We’ve taken a lot of delegations, a lot of presentations, we’ve tried our best to educate ourselves.
“I think we’ve done everything that we can to include the community, we’ve done surveys, opportunities for people to speak one on one with councillors,” said Councillor Riley Willick. “I would personally feel comfortable to take a position on [the project] as a district.” “I concur,” said Councillor Russ Gingrich. Willick then introduced the motion to come out in opposition to the proposed Northern Gateway Project, which Councillor Joan Burdeniuk seconded and subsequently passed unanimously. “Thank-you,” said Mayor Rob MacDougall, which was then answered from the audience by Brenda Gouglas: “No, thank you,” she said and members of the public applauded in the audience. A formal announcement will be made, and so far, the District of Fort St. James is the first municipality along the direct pipeline route to come out in public opposi-
tion to the 1,177 km twin pipeline proposed to carry diluted bitumen between northern Alberta and Kitimat, B.C.. The district will now be submitting a Letter of Comment as a Government Participant in the Enbridge Northern Gateway Joint Review Panel process to express their opposition. The district may also choose to participate in the final hearings for the joint review panel. Mayor and council had initially been concerned opposition voiced by the community did not represent a broader cross-section of the community. So they provided opportunities for proponents of the project to come forward as well. “It’s just important to get enough feedback,” said Burdeniuk. “I think we’ve done that.” She also said she was glad to see there were some responses from those in favour of the project in their survey,
which gave her confidence there was input from both sides during the survey. Councillor Dave Birdi said he felt while the project had large benefits for Canada as a whole, “the amount of money we would receive is very minimal” while the risks to the local environment are substantial. Enbridge in the news Enbridge has already been dealing with the fallout of yet another oil spill, with 1,200 barrels leaking from the company’s Line 14 pipeline in Wisconsin. The company faced some strong reprisals from U.S regualtors in response to the Wisconsin leak last week. A letter to Enbridge from Jeffrey Wiese, associate administrator for pipeline safety at the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA), was quoted last week in a Globe and Mail article and used strong
language admonishing Enbridge. “The history of failures on [Enbridge’s] Lakehead Pipeline system, of which the affected pipeline is part, the defects originally discovered during construction, and the 2007 failure indicate that [Enbridge’s] integrity management program may be inadequate,” he said.“The continued operation of the pipeline without corrective measures would be hazardous to life, property and the environment.” The letter was a response to a request from Enbridge to restart the line after the spill in Wisconsin took place. Permission to restart the line was denied, and instead the company was notified they would need to hire an independent agency in order to develop and implement a new safety plan for the Lakehead network, which includes 3,000 km of pipeline, of which Line 14 is part. NEWS Fort opinion poll rejects pipeline Courier

This seems to be the results of a general poll undertaken to get a sense of the community’s opinion on the proposed Northern Gateway Project. The poll, which the district undertook after a request from local citizens at a council meeting in May for mayor and council to take a stand in opposition to
the proposed pipeline. Eighty-eight per cent of the 117 surveyed from the District of Fort St. James did not believe the project will produce any economic benefit for Fort St. James, over 93 per cent said they did not believe they or their business would benefit from the project, and over 90 per cent also believed the project could have negative environmental impacts for both Fort St. James, the region and British
Columbia. Eighty-eight per cent of those surveyed also said the mayor and council should take a stand on the project, with 87 per cent saying their position should be opposed. Those from the Regional District of Bulkley-Nechako (62 polled) produced very similar results, with a slightly lower percentage believing the project will have no positive economic benefit for Fort St. James (79
per cent). While only 19 people responded to the poll who identified themselves as being from other nearby communities, including Nak’azdli, and Yekooche, the entire group said they did not believe the Northern Gateway Project would have any positive economic benefit for Fort St. James or themselves, and one hundred per cent also agreed the project could have a negative environmental impact for
Fort St. James, the region and the province. This group also was unanimous in saying the mayor and council should take a stand in opposition to the project. Community members were polled online and at an open house on July 11 from 2 p.m. until 7 p.m.. The survey was available for completion between July 2-13 both online and through the district at the open house and the Farmer’s Market on

Enbridge continues to defend their record after bad press Continued from Page 1 This comes on the heels of the release of a U.S. National Transportation and Safety Board (NTSB) report on the 2010 oil spill in Kalamzaoo, Michiga. The spill took 17 hours for Enbridge to recognize as a line break and shut down the line, resulting in over 800,000 gallons of heavy oil releasing into the area and the Kalamazoo River. Deborah Hersman, NTSB chair remarked the actions of the Enbridge staff as the spill was occurring was reminiscent of the “Keystone Kops.” This comes at a crucial time for Enbridge, in the middle of the indepth Enbridge Northern Gateway Joint Review Panel, the federal review which will determine whether the proposed twin pipeline to carry oil from northern Alberta to Kitimat, B.C. on the west coast gets federal approval. Let the review finish “It’s our hope that municipalities wait and allow the Joint
Review Panel (JRP) process to unfold,” said Todd Nogier, spokesperson for Enbridge. He said the company will continue to work with the ongoing JRP which will provide an avenue in which “all the issues and concerns and so forth can continue to be aired and questioned and our plan can be put to the test among the various intervenors.” The final hearings, which begin this fall, will be the opportunity for Enbridge to bring forward their plan and is when intervenors have a chance to question them. “It’s a long and thorough process and we would expect that a lot of concerns that people have in British Columbia will get aired and (they will get) to question us during the process,” said Nogier. He conceded incidents like the ones in Wisconsin and Michigan will become a part of the Northern Gateway debate, and it is fair for British Columbians to ask ques-
tions of the company because of them. However, he also emphasized the overall size of their network, comprising 26,000 kilometres of pipeline carrying 2.5 million barrels a day. “So it’s up to Enbridge to continue to assure people that we’re doing everything we can to improve, we’re doing everything we can to strive to have zero incidents, and clearly we have work to do and we intend on doing it.” Since the review process began and the release of the NTSB report on the Michigan spill as well as a spill in Alberta at a pumping station, Enbridge has brought forward some revisions to it’s plan which will add an estimated $500 million to the cost of the project. “We’ve heard a number of concerns (in the review process) and we heard over and over again that people had concerns with pipeline safety in remote areas and pipeline safety in environmentally sensitive areas,” said No-
gier. “So we heard that and recently we’ve announced a number of additional measures that go “over and above the already safe proposal in the application process.” While he made it clear Enbridge already felt their plan was “industry-leading” the company wanted to address these concerns. Thicker-walled pipe, more isolation valves and 24-hour, seven days a week on-site monitoring of remote pumping stations are among those changes. This will include isolation valves on either side of the Stuart River, approximately 3.5 kilometres apart and an on-site monitor at the Fort St. James proposed pumping station. The person hired to monitor the pump station could then travel the right-of-way and inspect it. The review process he called “long and thorough” may, however, not be as long as originally expected, as the Harper government’s Budget Bill C-38 which was
passed at the end of June brought in a time limit on environmental review processes. But Nogier said while the bill had provisions to make it take effect on ongoing review processes, which includes the Northern Gateway JRP, the company has not yet heard if there will be any changes to the review’s timeline. “We’re continuing on with the process as directed by the JRP,” he said. A statement from Al Monaco, Enbridge president which came out as the paper was going to press on Friday, also defended the company’s commitment to safety and pipeline integrity. “Enbridge operates the largest and most complex liquids pipeline system in the world,” he said in the statement. “Over the last decade we’ve transported almost 12 billion barrels of crude oil with a safe delivery record better than 99.999 per cent. “That’s good, but for us, it’s not good enough. We will never stop striving for 100
per cent.” He said the company has invested about $400 million in safety and integrity of their
pipeline systems, and the company is planning to increase this amount to $800 million in 2012.

Give us a break from brakes?

Ruth Lloyd Caledonia Courier It’s amazing what a little enforcement can do. Truly, sometimes I am dumbfounded at the number of truck drivers, who, either are completely illiterate and can not read the sign as they enter the community which clearly reads: “No engine brakes in urban areas,” or simply do not care they are going by homes and through a community. But I am also very impressed with the change of this when a little enforcement goes into effect. Tuesday of last week, it was the usual morning, with probably nearly one out of four large truck drivers using his or her engine brakes as they come down the hill and along the straight stretch next to Cottonwood Park and then into the sharp corner before downtown. But then, the day noticeably changed. On one trip to town, an RCMP vehicle was pulled over in front of Cottonwood, with a pickup truck with a plate which identified it as a company truck pulled over. For a few hours afterward, the change was noticeable, and far fewer engine brakes were being used. Now, perhaps this was just a coincidence, and it just so happened all of the literate truck drivers or considerate ones, whichever the case, were going by after the RCMP presence along the stretch. But perhaps it was a case of a little enforcement goes a long way. It is just great to see, whatever the case, or should I say, it is great to hear (the silence) and I sure do appreciate it. I hope the RCMP keep up the good work, or alternately, more truck drivers take a bit more consideration while going through communities.
Bill Phillips Prince George Free Press Let’s get this straight. The Liberal government, under Gordon Campbell, introduced the carbon tax. (If you didn’t gas up before July 1, you should have as the tax has continuously increased the price of fuel at the pump.) Okay, we’ve established that the Liberals introduced the tax. That’s why a press release from Environment Minister Terry Lake seems just a little incredulous and shows how incredibly twisted logic can become when politicking. “The NDP has shown once again that they don’t understand British Columbia’s competitive economy, and that their policies will kill jobs in the province,” reads the first line of the press release. Okay, that’s a standard issue line that all Liberal cabinet ministers are indoctrinated to repeat 1,000 times every week. (“Good morning, dear, what would you like for breakfast?” “The NDP has shown once again that they don’t understand British Columbia’s competitive economy, and that their policies will kill jobs in the province.” You get the picture.) Lake, however, was responding to a comment NDP environment critic Rob Fleming made about the carbon tax. Fleming said the Liberals should “fix” the tax by using it to fund transportation projects. “Raising taxes on business will only kill jobs in B.C.,” Fleming said, seemingly oblivious to the fact the Liberals have just increased the carbon tax. And that’s just the start. Here’s where it really gets convoluted. According to Lake, “the carbon tax has returned $500 million more to taxpayers than it has raised in revenue.”

Have you seen any of that money? Lake added that “the carbon tax is revenue-neutral: Every dollar generated is returned to British Columbians through reductions in other taxes.” Huh? Firstly, every time a politician tells you something is revenue-neutral what they’re really saying is that it doesn’t cost government anything, which is still a misnomer … everything costs something. And, more importantly, it still costs you. But Lake’s figures just don’t make sense. He says the carbon tax has returned $500 million more to taxpayers than it has generated in revenue. That’s an ambiguous statement. It seems to suggest that the Liberals have returned $500 million more to British Columbians, through lower taxes, than has been generated by the carbon tax, which means they had to take that $500 million from somewhere else in the budget. Revenue-neutral? Hmmm? In addition, Lake says more has been returned than it has generated in revenue, indicating that there is revenue somewhere. Once again, revenue-neutral? Hmmm. Quite simply, the carbon tax is a farce. If all the money collected is returned to British Columbians, what’s the point? It’s like telling your child that because they’ve been bad you’re they’re not getting their $20 allowance this week, but then buying them $20 worth of treats. It’s senseless. The idea of a carbon tax is to reduce our penchant for driving our gas-guzzlers. Seen any gas stations go out of business lately? We’re not driving less, despite the tax. So, let’s recap. NDP taxes bad because they kill jobs. Liberal taxes good because they tax us only to give it all back in tax breaks, which, in turn, creates jobs, reduces our carbon footprint, and save kittens stranded in trees.

CNC-Nechako Region includes campuses in Fort St. James, Vanderhoof and Fraser Lake; it has been serving adult learners in the respective communities for more than 30 years. The regional campuses serve 12 multicultural communities of varying sizes with a total population of over 18,000 in a geographical area covering 1,105,900 hectares – half the size of Vancouver Island. The role of CNCNechako is to equip learners to identify and meet the complex and evolving needs of their communities in ways that are culturally appropriate, economically and socially relevant, and wholly reflective of the adult learner. In addition to providing education opportunities the community campuses provide many social programs that benefit our local youth, adults, and seniors/elders. Our vocational education program offerings develop and strengthen a variety of employability skills for individuals seeking to enter and reenter the workplace.
The Administrative Assistant Certificate program is one example of a program that is truly a career kickstarter for many of the graduates. Many of the graduates have a job to go to before they have completed the program, or soon after! The Nechako campuses are working closely with mining companies to ensure we are delivering training relevant to their needs. The Mining Resource Industry Certificate, Drill Core Technician and Surface Diamond Driller’s Helper will continue to be delivered at both our Vanderhoof and Fort St. James campuses. The Mineral Processing Operator is a new training program available this fall for individuals interested in mine processing employment opportunities. Through the Ministry of Jobs, Tourism and Innovation - Employment Skills Access funding, campuses have successfully delivered fulltime training programs for Industrial Field Medic, Basic Security, Essential Office Skills, Resources Based Industries, Lumber Manufacturing, and Environmental Field Assistant. Due to the popularity of the Targeted Initiative for Older Workers (TIOW), all three campuses have offered multiple deliveries in Fort St. James, Fraser Lake and Vanderhoof. This very successful program is directed to unemployed workers age 50 to 64 years of age where they update their skill sets that builds confidence in their ability to secure future employment. The Aviation and Business Certificate program started in September 2011. The Aviation program called PilotPlus and is the only one offered in the north and pre-
pares new commercial pilots for immediate employment as pilots in command in single engine aircraft operations with small and mid-level aviation companies. The College has an agreement with the University of the Fraser Valley and Coastal Pacific Aviation to transfer to a full four year bachelor’s degree in Aviation Business. The Aviation program utilizes two-state-of-theart full motion flying simulators and is now expanding to offer a range of shorter length courses. Partnership and cooperation are key elements to the success of CNC Nechako Region; each initiative includes establishing multiple partnerships that assist us in addressing programming requirements that meet the economic and social needs in the communities we serve. Due to our commitment to social community development, we have taken the lead to support programs such as Neighbourhood Space, Seniors Connected, the Vanderhoof Youth Centre,
Fort St. James and Vanderhoof Community Adult Literacy Program (CALP) and ESL among other initiatives. All these have demonstrated to be very positive for participants as they become more engaged in their own communities. CNC’s staff in Fort St. James, Fraser Lake and Vanderhoof are involved in the community and participates in several local community organizations, including the Chamber of Commerce, Good Neighbours Committee, Fort St. James Pioneer Place Housing Society, Nechako Valley Community Social Services, Fort St. James Community Foundation Society, Literacy Now Task Group, Success By Six, Nechako Valley Food Network, B.C. Cattlemen’s Association, Central Interior Feeder Cattle Association, Enbridge Community Advisory Board (CAB), OBAC Agricultural Implementation Committee, Nechako Community Arts Council, Mount Milligan Community Sustainability Com-
mittee, Fort St. James Indicators for Mining Community Health and Sustainability Committee, and Fort
St. James Community Literacy Task Committee. These partnerships speak to the active in-

Bridge investigation continues Ruth Lloyd Caledonia Courier The process of removing a bridge from the Necoslie River is still ongoing and so is the process of healing for the driver who was injured when it gave way. On July 16, the bridge collapsed when a loaded gravel truck was backing across it. The 24-tons of weight were too much for the bridge, which had reportedly been modified to be put in over the Necoslie near Ketch Road. “When I made mid-span, it totally collapsed,” said the driver of the truck. The driver said as the bridge hit the river bed, the truck continued to bounce, and the springs were broken and the truck completely totalled, with the back of the truck actually embedded
into the bridge in such a way it had to be cut out to be removed. The accident “threw me around like a rag doll,” said the driver, who has a broken back from the incident. As the truck bounced over and over again once the collapse took place, the driver said he hit the steering wheel so many times his ribs and other parts of his upper body are still bruised nearly three weeks after the accident. “I’m lucky to be alive,” he said. He estimates it took him half an hour to regain his breath and because he was alone at the time and the radio would not work, he had to make his way out of the damaged truck to get cell reception on his phone in order to call for help. While there is no
known nerve damage, the man is in a back brace and will likely take months to heal before he can get back to work. The bridge was reportedly from the Tache River, but Ministry of Forests, Lands and Natural Resource Management staff said the original application to put the bridge in has not yet been found, but under The Water Act it did not require a permit from them because it was a free span bridge, which does not impact the river directly as there are no pilings and it went from one bank to the other. As well, for their application purposes, the bridge did not require engineering to go in. It is unclear whether another government organization would have required engineering plans to be submitted.
The Ministry of Environment, which also does the Provincial Emergency Plan response for such incidents, are aware of the bridge in the river, but were unable to comment on their involvement prior to press time. To get the bridge out, first the Work Safe BC investigation had to be completed, at which point the bridge was released back to the owner, Harry Hooke. According to the Work Safe BC investigator, the bridge has been released back to Hooke and Canyon Tree Farms. Once released, Hooke then has to gain permission from the Ministry of Forests, Lands and Natural Resource Management on a plan to remove the bridge. According to Kevin Hoesktra of the min-
istry, Hooke was contracting an engineer to develop the removal prescription which would then be submitted to Hoekstra, who would review and provide comment on it. Hoekstra said once he had the plan, he usually can review and provide a response with comments within the same day. He said due to the preservative chemicals in the structure, he would normally prescribe an aquatic boom be placed downstream. Hooke did not return phone calls prior to press time as to the progress on the project or engineering plan. As for the Work Safe BC investigation into the incident, the investigator is still gathering information and expects a report would be released
within

months,
