Tim Hortons to open in Kitimat Dec.1 Sean Glanville Local company Jack Oviatt Contracting has been awarded the contract to build the new Tim Horton’s in Kitimat. The company began breaking ground for the new restaurant last Monday. Before year’s end, coffee lovers here in Kitimat will no longer have to drive to Terrace to get their caffeine fix from the Canadian icon. The Tim Hortons which will be built next to Hollywood Video in the City Centre Mall, is scheduled to open December 1. “It will be an early Christmas present for me and Kitimat,” said mayor Joanne Monaghan. “They (Tim Hortons) told me they are opening December 1st. All kinds of glitches can happen but that’s what they’re hoping for.” When Monaghan announced in the Fall of 2011 that Tim Hortons was coming to town, a hand-
ful of residents were skeptical it was a ploy to get re-elected. “I was told over and over that it (Tim Hortons) was my pipedream because I only said it because I wanted to get re-elected and I thought it was going to be a good election ploy,” laughed Monaghan. “I got a letter from Tim Hortons saying they were going to build here and nobody would believe me.” Mall owner Jerry Minni plans to open up the Tim Hortons and later on the M Hotel which also will be constructed at City Centre Mall. The hotel will have 44 guest rooms, a lobby and a conference room. The breezeway will also become enclosed, lighted and accessible to the public at all times. There will also be modifications to the storefronts under it.

City to begin wading pools repairs Sean Glanville Cori Boguski’s and Sharon Reece’s presentation to Council back on Monday, July 16 helped save and will eventually resurrect the wading pools at Chilko and Heron Park from being decommissioned. At the Committee of the Whole meeting on July 23rd Council was supplied with a memo about what it would take to bring the wading pools up to code. The motion for the pools to be maintained and kept open was called and carried. Council had set aside $25,000 to demolish the local landmarks but that money will now be put towards restoring the pools. “We had a budget of $25,000 for demolition of the wading pools which we will now put into repairing the pools. We will see how far that money will go and the Lions Club can also help,” said mayor Joanne Monaghan. The question being asked by many was why not wait to start construction on the wading pools until next summer. Being already August and the average annual closing date for the pools being August 17, that leaves little or no time for citizens to enjoy the pools after the two week construction period. Monaghan explained how moving forward with the project this year instead of waiting until 2013 did have its advan-
tages. They already had the money set aside for demolition at their disposal and starting construction this month will give them a better idea of any additional costs needed to bring the pools up to code. She also mentioned that the two weeks they put in now will put them ahead when they continue the project next summer. “I’m sure we will have to put some more money into it, but if we can get something happening this year and then go further next year is our goal,” said Monaghan. tual possibility of Kitimat building a spray park. Unlike the wading pools, a spray park would not have the headaches over having a lifeguard on duty and the uncertainty of having a summer worker on call pending weather. “In the future council may decide that it wants to do a spray park instead and that would be very good, kids really enjoy those and it’s much safer,” explained Monaghan. The memo Council were presented with reported costs of operating the pools in past years, which Councillor Mary Murphy described as ‘reasonable.’ However, it was the repair bill that raised some eyebrows with costs estimated from $75,000 to $250,000, citing the majority of repairs were due to ‘tripping hazards.’ “I think it’s reasonable, there might be something we can do to raise some funds to keep them,” said Murphy. The reason for the major discrepancy in the cost estimate was dependent on the guidance of Council. They have the option of patching up and repairing the pools or elect to dismantle them and build a spray park which would require no lifeguards. Despite the higher costs, the spray park could easily be the best long term solution.

Police Beat On Thursday, July 26 Kitimat RCMP were called to the water fountain at Centennial Park in regards to an offensive saying spray painted on the brick wall. The incident occurred between July 25 and 26. At this time Kitimat RCMP are seeking the help of the public in assisting with identifying the person or persons involved. The Kitimat RCMP are investigating a theft
that occurred at some time between July 20 and July 22. A green pontoon boat was stolen from a property on Greyling Avenue in Cable car Subdivision along with fishing gear. As the boat would not have likely been removed from the property without a vehicle, it may have been witnessed at some point during the transport. Kitimat RCMP are requesting the public’s assistance in identify-
identifying the person nor person’s involved. Damage was caused to four buses parked at the bus terminal on Lahakas Avenue in the early morning hours of August 2. Oil dipsticks were stolen from three of the busses and a pressurized diesel line was cut on another. It is believed that the vandal(s) may have returned home smelling of diesel fuel. Anyone with information regarding the following incidents are asked to contact the Kitimat RCMP at 250632-7111 or Crime Stoppers at 1-800-222TIPS (8477).

Shell LNG inks the deal Royal Dutch Shell and its three Asian partners have made their application for a licence to export a large volume of natural gas from its proposed LNG terminal in Kitimat. Shell announced Friday it had applied to the National Energy Board for a licence to export up to 24 million tonnes per year of natural gas. That’s equivalent to 3.4-billion cubic feet per day, which equals a a quarter of Canada’s entire output last year. Spokesman David Williams says they intend to build their first terminal to half of the requested capacity, with the option to expand the project to a total of four units or 24 million tonnes. Shell has partnered with Korea Gas Corporation, Mitsubishi Corporation. and PetroChina on an export terminal slated for Kitimat, and is asking for a 25 year approval period. The proposal follows others being considered for Kitimat, which looks set to become a major Pacific Rim export hub for gas produced from the massive Horn River and Montney shale gas formations in British Columbia.

Put funding into a spray park I’ve been trying to wrap my head around the entire wading pools issue. In 2010 Council decided to axe the maintenance of the pools from their budget. Now in their third year of being idle, Council decided to tear up the pools as they were becoming an eyesore. When Sharon Reece and Cori Boguski spoke to council in mid-July they were able to save the pools from being decommissioned. My question is, “Why after not using these pools for three years, do residents finally speak up now?” I’m a big fan of the proposed spray park idea. My daughters go to the spray park in Williams Lake all the time and love it. Perhaps the money spent on fixing the pools should all go towards a spray park. The pools require a lifeguard on duty and previous annual reports say they are lucky to be in operation 22 days of the year. Being weather dependent, they also require having a lifeguard on call. My apartment is on Kingfisher Avenue close to the Heron Park wading pool and I decided to drive over to see the existing damage to the pool and get a photo. First thing I noticed was for such a large park there is nowhere to park a vehicle. Heron Avenue is the closest spot and it has a little round-about at the end of the cul-de-sac where there is minimal room to park. The idea likely was that when the park was built the majority of people walked a lot more and the concrete walking paths do converge on it. The Nechako Mall area, which citizens tell me was once a very vibrant spot, is now in need of a revitalization. I like the idea of putting a spray park at the existing Heron Park. There is plenty of room to build an accessible and inviting parking lot to accompany a spray park and this would infuse some much needed life into the area. At the last Council meeting Luis Teves mentioned how he doesn’t hear the sound of kids playing here like in the past. A new spray park would attract hundreds of kids and their parents out on a hot summer day. Heron Park at the corner of Kingfisher Avenue and Nalabila Boulevard is probably the ideal central spot for a spray park. There are hundreds of residents in the Nechako and Whitesail areas that are all a five minute walk or less from the park. Kildala residents would be on the short end if the wading pool on Chilko were decommissioned, but I’m sure they would gladly take the trade off to drive three minutes uptown to enjoy a modern spray park. I see a “bargain” trip from Terrace to Edmonton costs $420 each way per person ($840 return) – while my return trip to Scotland from Vancouver cost more than $200 less per person. Dix enjoys breakfast with Council Sean Glanville NDP leader Adrian Dix was in Kitimat Monday morning to speak with Kitimat City Council and First Nations leaders. All parties involved met for breakfast Monday morning at a local restaurant. Dix hoped to get further insight from communities that would be most affected by the Enbridge Northern Gateway Pipeline project. A number of other topics concerning the community were touched on as well. “We talked about the economic development that’s happening here, the explosion of the community, the lack of hospitalisation, the lack of schooling, and there will probably be eventually a lack of housing and those types of things,” said Kitimat mayor Joanne Monaghan. “The meeting went well, it was very cordial.” Dix began his northern trek last weekend, arriving in Terrace Sunday and Kitimat the following day. After Monday’s sit down breakfast Dix planned to board a boat and head out on the Douglas Channel.
The journey would follow the path of Enbridge’s proposed Northern Gateway oil pipeline. starting the route tankers will potentially take out of the Kitimat. “I’m going to go to Klemtu and Bella Bella to spend time in the region to understand the impact that Enbridge Northern Gateway would have on our coast. It’s the reason why we’ve had a moratorium on supertankers on that part of the coast.” Dix says the trip isn’t about politics, but about getting a first-hand look at the effects a project like Enbridge would have. “We want to draw attention to the real issues around Enbridge Northern Gateway, not the premier’s latest position, but our environment, our economy, our ecology.” For those who say the pipeline would bring jobs and a badly-needed economic boost to the area, Dix argues some very important industries -- such as fishing and tourism -- would suffer economically if the $5.5 billion deal passes. “We’re talking here about the Great Bear Rainforest. It
has a very important appeal for tourism,” believes Dix. “People have been living off fishing for a generation. That’s been put at risk.” Dix also plans to mobi-
lize people across the province against the pipeline and correct what he says is the “misconception that people in the region are against economic development.”
“In fact the coastal First Nations and many other First Nations support the development of the LNG project out of Kitimat because the risks are very, very different.”
NW fire prohibiton now on The Northwest Fire Centre would like to remind the public that all open fires are now prohibited within the Northwest Fire Centre, with the exception of the former North Coast Forest District. Two industrial operations are currently exempted from this prohibition, including one at Long Lake (north of Stewart) and one southwest of Bob Quinn. This prohibition is to help prevent humancaused wildfires and protect public safety. The prohibition will remain in place until August 31, 2012, or until the public is oth-
erwise notified. Specifically, this prohibits: * The burning of any waste, slash or other material. * The burning of stubble or grass. * The use of fireworks or burning barrels of any size or description. This prohibition does not include campfires, gas or propane cooking stoves, or briquettes. Campfires must not be larger than 0.5 metres by 0.5 metres in size. People lighting a campfire must maintain a fireguard by removing flammable debris from around the campfire area
and must have a hand tool or at least eight litres of water available nearby to properly extinguish the fire. Campfires should not be lit or kept burning during windy conditions. Never leave a fire unattended. Make sure that the fire is completely extinguished and the embers are cold before leaving the area. This prohibition covers all BC Parks, Crown and private lands, but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are serviced by a fire department. Please check
with civic authorities for any prohibitions before lighting a fire. Anyone found in contravention of an open fire prohibition may be issued a ticket for $345 or, if convicted in court, be fined up to $100,000 and sentenced to one year in jail. Anyone who causes a wildfire through arson or recklessness can be fined up to $1 million or spend three years in prison and be held accountable for associated firefighting costs. JRP hearings to bypass Kitimat Sean Glanville Mayor and council have learned that Kitimat will be bypassed during the Joint Review Panel final hearings on the Enbridge Northern Gateway Project. Given the significant impact this project will have on Kitimat, council has sent a letter to the National Energy Board in Calgary requesting they reconsider their decision. The District of Kitimat was dumbfounded as to why they would exclude the most critical location in the Northern Gateway Project. Enbridge’s pipelines will terminate in Kitimat, and the new marine terminal for shipping bitumen and receiving condensate will be located here.
“Our community will not only be subjected to the risks posed by the two pipelines, but also is the only community along the pipeline route that will be assuming risks associated with tanker traffic in Douglas Channel”, said mayor Joanne Monaghan. Council’s letter also mentions they understand that the Joint Review Panel chooses appropriate hearing facilities that are safe, of adequate size and can logistically and technologically accommodate a hearing with many participants. “Kitimat can comfortably provide all of those components, therefore we request clarification on the decision to exclude Kitimat from the hearings,” said Monaghan.
In other JRP news, the scheduled hearing in Calgary Aug. 1 was cancelled due to lack of interest, only adding to the argument that BC residents are stepping up big in their fight against Enbridge. Calgary is the base for Enbridge and officials say less than 15 people have registered to make statements at the hearing causing the cancellation. Earlier this month, a similar public hearing on the pipeline set for Edmonton was cancelled for the same reason. More than 4,000 people in B.C. have registered to make comments on the project. Alberta and Ottawa support the pipeline, but Premier Christy Clark says B.C. wants a bigger share of the economic
benefits before it will endorse the project. The latest JRP hearings were held in Bella Bella on July 27 and Smithers July 30. The communities scheduled for upcoming JRP hearings include Port Hardy August 7, Comox August 8, and in Vancouver, Victoria and Kelowna in January and February 2012. Recently, First Nations, environmental groups as well as current and former politicians joined forces to hold a news conference to make it clear that in B.C., no amount of money will make the proposed twin pipeline attractive enough to make opponents in this province say yes to the project.
LNG looking into Rupert Spectra Energy is considering enhancing its pipeline grid in B.C. to support liquefied natural exports out of Prince Rupert and is already in “advanced negotiations,” CEO Greg Ebel said Thursday. Two of the five LNG export proposals out of British Columbia, from the UK’s BG Group and Malaysian state-owned Petronas, are for sites in Prince Rupert. The other three are in Kitimat, south of Prince Rupert. “Our view is that Kitimat is a great location, but it’s not the only location,” Ebel said during the company’s second-quarter earnings call. “We think Prince
Rupert is a great location. In my view, we don’t see four or five of those projects getting built, we see between one to three.” Spectra’s 3,540mile gas pipeline system in B.C. is connected to both Kitimat and Prince Rupert by existing laterals. Spectra would commit $4-$6 billion to Western Canadian infrastructure projects to support LNG exports. BG Group in February signed a deal with the Prince Rupert Port Authority to conduct a feasibility study for its LNG export terminal, looking at the Ridley Island industrial site.

On the evening of Saturday, July 21st, 2012 Kitimat Search & Rescue (KSAR) responded to a request for assistance from B.C. Ambulance Service (BCAS). The call was regarding a boat that hit a log jam, dumping it’s occupants into the Kitimat River, just above the Wedeene junction. A second party attempted to

One KSAR Team Leader, with the assistance of personnel from the Kitimat Fish Hatchery was able to pick up the two boaters from the drift boater that picked them up.

BC Seniors Games Sean Glanville The Zone 10 B.C. Senior’s Games delegation held their fundraising draw in Prince Rupert last Saturday. The first prize of $1500 was won by Prince Rupert resident Jacqueline Taylor. The second prize of $1000 went to Gary Rybiski of Terrace and the third prize drawn of $500 was awarded to Debbie Oviatt of Kitimat. Prince Rupert Councillor Nelson Kinney was the local dignitary on hand to make the draws. “It was great that we were able to have a winner from each of our three main communities involved,” said Zone 10 Director Bill Whitty. “It was a great fundraiser as there were over 3,000 draw entries.” The majority of tickets were sold setting up tables at a number of major grocery stores throughout their communities. This year’s seniors games take place in Burnaby August 21-25. Among Zone 10’s 182 members, 94 will be travelling to compete in the games. Anyone 55 or over qualifies for the seniors games, however, Whitty says there are often members competing right into their nineties. “It amazes me the camaraderie between all the athletes regardless of the sport they are competing in or their age difference,” says Whitty. He also was full of praise for the seniors games, describing it as the greatest alternative form of health care out their for seniors. “If not for the seniors games a lot of these people would be sitting in doctors waiting rooms,” says Whitty. “This gives them a purpose and keeps them actively involved and I think it’s the best alternative health care the province could offer.”

Related traffic will be present and logging crews will be working northeast of Kitimat, B.C., during this timeframe. Constructionrelated traffic will be using the entire length of the Kitimat Forestry Service Road and Hoult Creek Forestry Service Road on the east side of Highway 37. Construction-related traffic will also be utilizing the Copper Forestry Service Road and Clore Mainline Road out of Terrace, B.C., for the duration of this work. Pacific Trail Pipelines is also planning some roadwork to upgrade the Hoult Creek and Clore Roads. This work is planned for August and September.
