A group of Japanese tourists got a little more than just a view of the flowers Thursday, Aug. 2 when their tour bus caught fire on the way to Butchart Gardens. According to Cpl. Pat Bryant of the Central Saanich Police Service, just after 1 p.m., as the bus made a turn off the Pat Bay Highway onto Keating X Road, the driver and passengers on the bus noticed the smell of smoke. As the bus crested the top of the hill before the intersection at Central Saanich Road, it became apparent the bus was on fire. “The driver stopped the bus at the intersection and was able to get all 20 passengers off before the bus was engulfed,” said Bryant. “The cause of the fire is suspected to be mechanical and we have no reason to believe it was anything suspicious.” The Central Saanich Volunteer Fire Department quickly controlled the blaze and crews from Peninsula Towing and the district of Central Saanich, as well as Central Saanich police, were on hand to clean up after the fire and direct traffic at the busy intersection. The bus, a Hana Coach Ltd. bus out of Coquitlam operated by TourClick.ca, was completely gutted by the fire and had to be towed from the scene. Passengers from the burned-out bus were picked up by another coach and were taken to their destination safely. reporter@peninsulanewsreview.com

Residents in Central Saanich who live near Stanhope Farm oppose the farm’s processing of waste into compost, saying the facility is operating against the rules. But Stanhope Farm co-owner and manager of the compost facility, Matt Mansell, says that’s not the case. “We’re not skirting any bylaws as the [neighbours] may suggest. We’ve met or exceeded any bylaw regulation that was put forward to us,” said Mansell. The subject of large scale composting and the sale of compost has been contentious in Central Saanich for over a decade. Currently, the municipality does not allow the sale of compost from a farm facility, but the Agricultural Land Reserve Act allows for farms to sell up to 50 per cent of their compost off site. “We do sell compost, but it’s compost that’s been produced as a byproduct of farming. This is not a new thing for Stanhope Farm, this has been going on for 60 years and we know we are in full compliance with the law,” said Mansell. “We’ve been
inspected prior to starting the facility and many times since it’s been in operation. If we weren’t operating in accordance with the law, the CRD would be the first to pull our compost licence.”

He hopes the municipality will not

decide to change their bylaw to allow farms to sell compost for use off site. “If they aren’t using the compost on site and are trucking in waste to convert to compost, then it’s obvious they are operating an industrial waste processing facility. They aren’t farming.” Baker and his wife Lee Hardy live adjacent to the farm and the composting facility and say that along with the noise, dust and smell from the compost facility disturbing them and other neighbours, the facility and the truck traffic that comes with it is impacting the use of the popular Lochside Trail. “In 2006, this trail had 1.6 million people use it. Can you imagine how many use it now? It’s a tourist destination and draw for the Peninsula. We don’t want it to become Hartland Road,” said Hardy. David Bond lives along Lochside Trail down the road from Stanhope Farm and said some days the congestion along the trail becomes excessive. “Between the trail traffic of walkers, runners and cyclists
and the local traffic, then you add the trucks, it gets ridiculous and it’s dangerous,” he said. Baker noted that previously lawsuits have been filed over the same issue, but “for fear of lawsuits we can’t just let everyone do what they want.” The legal action against previous compost facilities included a case in 2000 between the municipality and Vantrieight Farms which stopped Vantreight from selling compost. A case in 2003 against Michell Farm by a neighbour with similar complaints as the ones that are being voiced about Stanhope was dismissed with a ruling that the Michells acted within their rights as farmers. The District of Central Saanich sent a staff report on the issue of large scale composting to the agricultural advisory committee and the Peninsula agricultural commission for input, but feedback on the subject has not yet been presented at council meetings. At council’s July 23 meeting, director of planning and building services Hope Burns

The rules don’t match Currently, Central Saanich and Agricultural Land Commission bylaws about composting conflict. The district does not allow the sale of compost from a farm facility, but the ALC allows farms to sell up to 50 per cent of their compost off site. The change of the bylaw in Central Saanich would make it legal for farms like Stanhope, Michell, Vantreight and others to produce and sell up to half of whatever compost they produce. Other governing bodies that have a say in what farmers are allowed to do with their compost on agricultural land include the Capital Regional District and the provincial government’s Environmental Management Act and Public Health Act Organic Matter Recycling Regulation.

In July 2011 in the week leading up to the Self Transcendence Triathlon held annually Elk Lake’s Hamsterly beach, high bacteria levels, fecal coliform caused by Canada geese droppings sparked a water quality warning from the Vancouver Island Health Authority. The warning was lifted just minutes before the triathlon start and the event went off as planned. Despite an increase in the number of geese on the lake since then, as observed by the Capital Regional District parks department, the bacteria levels are now well within what’s considered a safe range for swimming. “[Fecal coliform levels] are almost always related to the geese, especially once the bathers go away,” said Erwin Dyck, supervisor of environmental health officers for the Vancouver Island Health Authority. “If you go in the evenings, you’ll see [geese] just congregating where it’s easy to get out of the water.” Human activity will add to some of the contamination, but geese are responsible for the bulk of the bacteria levels, Dyck added. nnorth@saanichnews.com

Defining our affordability Affordable housing – or in some cases, attainable housing – is the new catch phrase for developers and politicians on the Peninsula these days. They have good reason. Living here is simply unaffordable for plenty of families, including those who work locally. According to the Victoria Real Estate We’ll never get to Board, the median affordable without price for a single family house in diverse housing North Saanich was $642,000 in July, $532,500 in Central Saanich and $478,250 in Sidney. For townhouses, the median price was $395,000 in Central Saanich and $295,000 in Sidney. (No townhouses sold in North Saanich last month.) Those townhouse prices are often cited as affordable or attainable for working singles or families and it’s true in some cases. But there’s another key ingredient here. The key to afforadability – or attainability, whichever you prefer – is diversity, because single family houses will almost never be affordable. Our land costs are just too high. Most Peninsula residents are in favour of affordable housing for working families – and for seniors too, who perhaps can’t shell out the better part of a million dollars for a home. The problem is, a large number of folks aren’t in favour of density. You can’t have one without the other. Without massive subsidies, single family houses won’t become affordable for families and individuals who are just starting out. That’s the starting point for affordable housing. The next step is ensuring any lowercost, higher-density builds go to the right people in the right locations. It’s a point North Saanich Mayor Alice Finall has often raised with very good reason. But we can’t get there without taking that first step. Density plus diversity equals affordability.

Marina proposal affects esthetics for all walkway users Re: Port of contention (News, Aug. 3) We are the owners of Blue Heron Strata, located at 9939 Third St. overlooking the Port Sidney Marina. We are in receipt of a letter from Port Sidney dated July 18 concerning its request for approval to move a float and locate thereon three large fabricated steel structures.
The new location is described as being on the shore side of the marina, but there is no site plan or specific descriptions as to size distance from other structure or specific dimensions other than stating that the structures are to be a maximum of nine feet in height. Although the materials provided in our mailbox lack detail, there is more than enough to cause us concern as residents of Sidney. The concerns are not limited to those living near the marina; the proposal will affect all residents as it impacts all who enjoy the walkway along the water and the views. The Town of Sidney has done a marvellous job of developing the walkway and otherwise beautifying the areas along the walkway throughout town. They should not squander that very successful effort by allowing the relocation of a float with what looks like three shipping containers on it. There is a delicate balance required to maintain the original esthetics of the marina which requires a balance of use. This proposal is not in keeping with the far- sighted vision of the town to create and maintain a scenic seaside community, nor is there any compelling case made
for the move by Port Sidney Marina. We trust that these concerns will be carefully considered and that the proposal will be rejected. Owners of the Blue Heron Strata Sidney
Another reader weighs in on Leblanc’s tent city at Woodwynn I am aghast at Richard Leblanc, selfappointed lawbreaker, who feels that he and he alone can do what he wants, when he wants and to any extent that he wants with the “motive” of helping others. It is my belief that the laws of this land were passed down by generations of people who had the welfare of their constituents at heart and, dare I say it, for the benefit of the community. Mr. Leblanc, in his arrogance, believes he can flaunt the laws of Central Saanich. Why is this allowed? I guess because he can shout longer and louder than the lawmakers who have allowed him to operate what used to be a very profitable farm. This was intended as an experiment to assist the less fortunate, to rehabilitate them and help them become useful and contributing members of the

United churches take prayer to great outdoors Contributor
As the sun rose over Mount Baker the morning of Sunday, July 29, a small group of Peninsula residents was putting the final preparations in place for an old time tent revival meeting at the Saanich Fairgrounds. Volunteers had raised the three masted tent the night before, but morning saw them back at the fairgrounds and busy arranging the sound system, chairs, flowers and outreach displays. The tent revival meeting was not only an opportunity to unite the Greater Victoria United churches as a family under one roof, but was also an opportunity to celebrate the 150th anniversary of one of the region’s oldest congregations, Shady
Creek. By 9:30 a.m. a crowd began to arrive for the 10:30 a.m. start and by the time the band Shady Mountain had played a few old time gospel favourites, the tent was overflowing with people of all ages. Between 500 and 600 people from as far away as Salt Spring Island attended the service and listened to guest speaker Ralph Milton as well as an amalgamated choir from a number of local United churches. When the two hour revival service concluded, all were invited to mingle and partake in sandwiches and refreshments provided by the Open Door society. A Peninsula athlete brought home a three-medal haul from this year’s B.C. Summer Games held in Surrey July 19-22. Alexa Bryant, 13, won two gold medals in the relay freestyle and medley swimming events and bronze in the 100 m freestyle event. Bryant, who swims with Island Swimming and lives in North Saanich, said the games were a great way for her to expand her competition horizon. “The games were amazing and had a great atmosphere,� she said. “Any other big event like this I can go to I will because it’s great experience.� Bryant completed Grade 8 at Bayside middle school in June and will attend Stelly’s secondary in September. She is now finished her competitive season and will resume training in the fall. Bryant competed for Zone 6 (Vancouver Island) during the games, which secured the top spot in the medal standings with 38 gold, 32 silver and 32 bronze for a total of 102 medals over the three days. The B.C. Games cauldron will be lit again in 2014 in Mission for the B.C. Winter Games and in Nanaimo for the B.C. Summer Games. sports@peninsulanewsreview.com

Hospitals’ carbon offsets on decline Daniel Palmer News staff
The Vancouver Island Health Authority spent more than $880,000 last year to pay for carbon offsets, something the organization attributes to colder weather in 2011 and the expansion of its hospitals. The 35,000 tonnes of carbon dioxide produced by the authority is still six per cent lower than 2007 levels, when the province began requiring public bodies to purchase offsets through Crown corporation Pacific Carbon Trust. VIHA hopes to reduce its carbon footprint by 33 per cent below 2007 levels by 2020. “Heat recovery from chilled water systems has huge potential and is being implemented at Victoria General and Nanaimo Regional General hospitals,� said spokesperson Shannon Marshall. She added VIHA is also exploring neighbourhood energy systems with the City of Victoria and Capital Regional District. Pacific Carbon Trust buys carbon credits from energy-efficient companies in the private sector, and then sells them to school districts, health authorities and other government bodies to offset carbon output. Peacekeepers parade memorializes casualties Peacekeepers Memorial Day will be marked with a service at the B.C. legislature grounds tomorrow night, Aug. 9. Following a 6:30 p.m. performance by the band of Albert Head Air Cadet Summer Training Centre, the Commander of Maritime Forces Pacific, Rear Admiral Bill Truelove, will join the Canadian Peacekeeping Veterans Association and other groups for the service at 7 p.m. The event is held leach year to honour Canadian Forces members who died in peacekeeping opera-
