Ibata Hexamer molested kids in Surrey, Delta and Vancouver

Guilty plea in 3 child sex assaults by Kevin Diakiw A VANCOUVER MAN has pleaded

guilty to sexual assaults involving children in Surrey, North Delta and Vancouver. Police arrested Ibata Noric Hexamer, 44, in December 2010 after they found his DNA at three crime scenes. He was charged with 23 counts relating to sexual assaults dating back 15 years. On Friday, he pleaded guilty to six counts – two sex assaults, two sex assaults with a weapon and two unlawful confinement. On Aug. 30, 2007, Hexamer approached two 14-year-old girls in Ibata Noric North Delta and Hexamer asked for directions. Producing a knife, he forced them into a wooded area and sexually assaulted them. On July 3, 2009, a six-year-old girl was out with her 12-year-old brother and friend near 62 Avenue and 139 Street in Surrey, when Hexamer grabbed the girl and walked her into a wooded area at knifepoint, telling the boys to follow or he would stab her. Hexamer then sexually assaulted the little girl. The Vancouver case dates back to April 1, 1995, when Hexamer approached a girl outside an elementary school. He pulled her to an outdoor stairwell where he sexually assaulted her. His sentencing is set for Oct. 9.

On Sunday, U.S. Army veteran Wade Michael Page opened fire during a service at the temple in Oak Creek, killing six people before taking his own life. A peace prayer and candlelight vigil began at 6 p.m. at the Surrey gurdwara, with a message board set up in the Langar Hall (communal kitchen) where those attending expressed their feelings. TransLink Police to warn of fare blitzes Enforcement push coming in September by Jeff Nagel TRANSIT POLICE WILL start giving

advance warning of where they will set up enforcement blitzes to nab transit fare cheaters. Spokesperson Anne Drennan said public notice of fare checks through the media, on the web and via Twitter will begin in September as TransLink intensifies its efforts to combat fare cheating and make those who are caught pay their fines. “We think if we advise people where we’re going to be doing our fare checks they will realize we are out there in force and they have to buy their fare tickets or they’ll be getting violation tickets,” she said. She said it’s a similar tactic to police telling the public locations of speed traps – while it may help violators dodge a ticket the greater publicity increases awareness, hopefully improving compliance. Drennan also noted the publicized blitzes aren’t the only spots fare cheats could be caught. “Just because certain people might avoid the places where we’re particularly ramping up our CBC enforcement doesn’t mean Anne Drennan they won’t be checked at other locations.” New provincial legislation also takes effect in September giving TransLink wider powers to go after violators, most of whom did not pay their $173 fines. Unpaid fare evasion fines averaged $4 million a year in recent years. TransLink will also get the paid fine revenue from now on, instead of the province. There will also be more enforcers able to write tickets on the system. Until now only Transit Police could issue fines, but that power is now extending to other TransLink security personnel and SkyTrain attendants. A new fare enforcement blitz that started July 23 saw Transit Police check 10,000 passengers and issue about 100 fare evasion tickets. Asked if that violation rate – just one per cent – was low, Drennan said rates vary. “They always find when they go out there are people who have not paid.” Transit Police issue close to 60,000 fare evasion tickets a year.

Man pleads guilty to assault on night of 2010 fire A MAN ACCUSED of assault and uttering threats on the same night of a 2010 apartment blaze in Guildford pleaded guilty this week in Surrey Provincial Court. Alvaro Flores, 30, was initially charged with two counts of assault, one count of uttering threats to cause bodily harm and one count of breach of undertaking. On Wednesday, he pleaded guilty to one count of assault and one count of uttering threats. The other charges were dropped. The Dec. 12, 2010 assault occurred just prior to a suspicious fire at Bon Terra Apartments near 150 Street and 107 Avenue that destroyed six units in the North Surrey building. Police had recommended a charge of arson/disregard for

Following the fire, police said Flores knew the woman in the first-floor suite where the fire originated, but would not elaborate on their relationship. A pre-sentencing hearing on the assault and uttering threats charges haven’t been scheduled, but are expected in about eight weeks.

Dad held his proverbial breath waiting for the animal’s owner to do his job as a pet owner, but only for so long – it was rather surprising because he was an intensely mind-his-own-business type. Dad finally filled up a clean, gallon-ice-cream bucket with fresh, cold water and carried it over to the dehydrated animal that, quite not surprisingly, lapped up about two thirds of the content. When the owner did eventually come, Dad, suppressing a lecture about treating one’s pets, conversed with the skipper for a while, casually slipping in how thirsty the guy’s dog was that day. Perhaps the bliss of ignorance of just how that dog owner treats his best friend when nobody’s looking may be all a person can sometimes do when matters are unfortunately beyond one’s control.

do not care about the differences in faith and practices or whether the victims of their crimes are women or children but rather actively seek vulnerable targets, like Nirmal Singh Gill, who was the victim of an act of racism in Surrey. Racists and white supremacists cause fear in the wider community to demonstrate their force and power. It would be naïve to think that groups like these do not congregate and meet in secret, even locally. They wait in hiding and seek any Charan Gill opportunity to create hatred among people of all color, religion, and ethnicity. Our communities should not live in fear but must unite to show racists that our communities are happy to live in harmony and have an intercultural understanding of one another. Also on the horizon is the 2014 opening of the new $512-million expansion at Surrey Memorial, adding 150 extra beds. The province has also committed to a huge redevelopment of Royal Columbian Hospital and expansions or redesigns are also under consideration at Delta, Eagle Ridge, Burnaby and Peace Arch hospitals.

alleging bullying and harassment against women in the RCMP got a high-profile champion on the first day of hearings last Thursday. Valerie MacLean, an RCMP constable at Maple Ridge in the late 1970s and former head of the Better Business Bureau, said she’s joined the suit in an attempt to see justice and a fair hearing for the victims. “We didn’t join to be harassed or be humiliated or be told that our career depended on us being friendly or having relations with our direct supervisors,” MacLean told reporters. She said she complained to other officers when her supervisor pressured her to be “friendly” in exchange for advancement, but nothing was done and she quit the force in 1979 after he gave her a poor assessment. “Years later, nothing has changed,” MacLean said. “This systemic culture in the RCMP of harassment and not accepting these women as equals has to stop.” Lawyers expect a long legal battle with the RCMP on behalf of potentially hundreds of women who allege abusive behaviour by other Mounties while serving in the force. It’s expected to take until sometime in 2013 for a ruling on whether the proposed classaction lawsuit will be certified. At the centre of the case is former Nanaimo RCMP Const. Coffee barista training perks back up Student job program for at-risk youth being re-launched by Jennifer Lang

FIRE UP THE espresso press. An award-winning job training program that’s helped brew success for hundreds of at-risk youth in Surrey, Cloverdale and Langley has been saved. New funding sources have been found to re-launch the popular Baristas program, held up as a model by the business community for giving youth a foot in the door of the labour market by helping them overcome barriers to employment. The program was axed in March, after Surrey’s Pacific Community Resources Society (PCRS) learned the federal government would not renew its contract under the Skills Link employment program. Students, staff and supporters even gathered for a final wrap-up party. Offered through PCRS, Starbucks Coffee Canada, the

program was a unique partnership between a non-profit agency, the private sector, the Surrey School District and the federal government. Last month, the program resumed operations in Surrey, thanks to partial funding from two new sources: the Aboriginal Community Career Employment Society (ACCESS), which offers the BladeRunners youth employment program, and the B.C. Ministry of Jobs, Tourism and Innovation. Staff and supporters are feeling immense relief, said Ryan Paulson, community engagement coordinator for Pacific Community. “We’ve had this program since 2003,” Paulson said. “It makes such a difference for the youths who enroll. “You go to a ton of graduation ceremonies and you could see the life-altering impact. It was a shame to lose it.” As word spread about the program’s demise

last spring, “people just kind of came knocking on our door” with offers of help, Paulson said. “That led to discussions on what we could do to get it going.” The new funding doesn’t match previous levels, so only one full-time staffer can be hired instead of two, something it’s hoped will change once additional partners come on board. “We are actively looking for other public and private sector organizations who want to come on board and contribute to this initiative,” said Kay Sarai, manager of employment and community services at PCRS, adding it’s a great way to give back the community. Over the past decade, the program has helped hundreds of youth overcome serious barriers to employment, such as addiction and abuse. Participants go through an intensive, six-week life skills program, followed by a nine-week, paid work

placement at Starbucks, where they are treated like any other employee and held to the same

expectations. Many successful graduates were offered jobs at Starbucks upon

completion. It represents a second chance that many of the candidates wouldn’t

otherwise receive. “It really gives them a chance to turn things around.”

payments for Crown corporation executives won’t apply at TransLink or BC Ferries. The move replaces the current bonus systems at Crown agencies with a hold back of up to 20 per cent of executives’ pay, which is released if targets are met. The province also announced a pay freeze for current Crown executives and said new senior executives will be hired at salaries 10 per cent lower than their predecessors. Incentive pay – publicly unpopular but considered an effective tool in encouraging performance – became a flashpoint in 2009 when it was revealed former Ferries CEO David Hahn’s bonuses and benefits doubled his pay to more than $1 million. Bonuses to TransLink executives were paid out earlier this year but are under a board-ordered review for future years and are also being examined as part of a provincial audit of the transportation authority. Neither agencies are technically Crown corporations so are exempt from the rules. Canadian Taxpayers Federation spokesman Jordan Bateman called it a “poke in the eye” for taxpayers

that TransLink and BC Ferries are untouched. “Those are the organizations most of us are most concerned with,” he said. “You think of David Hahn – the million-dollar man. You think of TransLink giving themselves bonuses the same week they’re raising gas taxes.” Bateman said the two bodies should have a “moral obligation” to voluntarily mirror the new rules. As for other Crowns corporations, Bateman said much depends on whether the actual criteria set for holdback bonuses are easy or difficult to meet. “It’s a positive step forward, but maybe a half step,” he said, noting 99 per cent of BC Hydro employees were able to meet their past targets for incentive pay. “The idea that every person in the public service should always get a bonus for hitting targets was ridiculous.” The new policy also says executives should earn no more than 85 per cent of the CEO’s salary. The province also intends to phase out incentive pay for other non-executive staff, although it admits it can’t do so in cases where such payments have been negotiated into union contracts, as is the case at ICBC.

ing that heavy oil sands bitumen – already carried by tanker through Vancouver harbour – would sink if it ever spilled in the ocean. Grilled by Metro Vancouver politicians July 26, company reps called it misinformation in the media that diluted bitumen sinks in water, making a marine spill cleanup virtually impossible. “The diluted bitumen and other products don’t sink,� said Mike Davis, Kinder Morgan Canada’s director of marine development and engineering. “They’re less dense that sea water. They float.� He added any heavy crude oil could eventually sink if it “weathers� on the surface for too long, but added there’s no indication that would happen if a bitumen spill was boomed and cleaned within a reasonable period of time. Mayors at the Metro port cities committee said later they were surprised to hear the claim – and skeptical. So was B.C. Environment Minister Terry Lake when asked for comment. “The prevailing view is that bitumen will sink rather than float,� Lake said, but added more information might be needed. The province’s newly released technical report on heavy oil pipelines specifically lists bitumen’s different properties – and its potential to sink and complicate cleanup – as a source of higher risk. Davis said the first trial shipments of bitumen from Alberta’s oil sands via the Trans Mountain pipeline through the Lower Mainland began in the 1980s. He estimated between 20 and 30 per cent of the 300,000 barrels per day now flowing down the pipeline is either diluted bitumen or similar types of heavy crude oil. If federal regulators approve the company’s plan to twin the 60-yearold pipeline and increase the capacity

to 750,000 barrels, an estimated 300 tankers a year would go through Vancouver, up from about 70 now. Kinder Morgan reps outlined tanker safety measures that include double hulls, segmented holds, two local pilots in command, the use of tethered tugs and a system to vet and inspect tankers for safety. On land, Davis said staff fly the length of the pipeline in the Lower Mainland once a week and drive its length every two days in search of problems – in addition to the use of a leak detection system monitored out of Edmonton. He also said the company wants feedback from Metro cities on what sort of legacy benefits they envision, a statement mayors saw as a prelude to cash offers to encourage their support. North Vancouver City Mayor Darrell Mussatto challenged Kinder Morgan to agree to an independent audit of spill response times on both land and water – something Davis wouldn’t immediately commit to but said may be considered through the coming National Energy Board hearings. Several mayors said they have little comfort in the emergency response capability after the incident in Burnaby in 2007, when oil gushed out of the pipeline after an excavator struck it. Burnaby Mayor Derek Corrigan noted the spill response agency – Western Canada Marine Response Corp. – has just 22 full-time staff and eight part-time workers and would rely heavily on other vessels and fishermen in the event of a spill. Delta Mayor Lois Jackson said she’s worried there could be finger pointing between Kinder Morgan and shippers as to who is responsible for a spill at or near the Burnaby terminal. Metro has not yet taken any position on the twinning project, although Vancouver, Burnaby and some other city councils have already opposed it.

ronmental factors. The Angus Reid survey of 804 B.C. residents found 35 per cent completely opposed to the proposed Enbridge Northern Gateway line from northern Alberta to port facilities at Kitimat. Only seven per cent

indicated unqualified support for the line. Another 27 per cent said they support the Enbridge proposal but could change their minds based on economic benefits or environmental protection. Similarly, 24 per cent were opposed but

open to reconsidering based on economic or environmental concerns. The survey asked participants what they think of Premier

Christy Clark’s five preconditions for provincial support of the Enbridge project. About a third said they would more likely back the project

if Clark’s demand of “world leading� marine and land-based spill response was met, and a similar number said they would be persuaded if the current

federal environmental review supports it. Economic benefits to B.C. were cited as a factor in considering support by 32 per cent.

Vancouver works with developers to create Downtown South

Revitalizing the Granville Loops The City of Vancouver has been working with developers such as Cressey Development to re-imagine the area around the Granville Street onramps into a thriving neighbourhood they call Downtown South. With plans for new roadways, biking and walking access to the Stanley Park SeaWall and False Creek waterfront and plenty of commercial space, the community will be the perfect place to purchase a home. “It’s all that Downtown South has to offer,” says Cressey Development Manager David Evans. “There’s entertainment, shopping, the beach, the Seawall ... It provides access to all the amenities.”

Cressey is proud to be a part of the area with Maddox, a 32-storey condominium tower located on Howe and Drake streets. The pedestrian-friendly aspect of the community is particularly important, Evans says. “One of its biggest strengths is access,” he says. With Granville Island, Yaletown and Robson Street within easy reach, buyers who purchase in the area will find everything they could possibly imagine close by. Future projects include a grocery store, the opportunity for vendors such as food carts and sidewalk extensions for outdoor cafes and restaurant patios.

Petan will play for Canada in Slovakia North Delta player selected following selection camp in Toronto

A STRONG performance at

a four-day selection camp in Toronto has earned Nic Petan a trip to Slovakia. Petan, a member of the Portland Winterhawks of the Western Hockey League (WHL), was named to the under-18 national team which will compete at the Memorial of Ivan Hlinka tournament Aug. 13-18. “I feel very fortunate to have a chance to play with these great players,” said

Petan Tuesday after practice in Toronto, a day after he was named to the Canadian team. “I came here just expecting to work hard. I didn’t know anything about anybody else, or what it would take. I just wanted to have no regrets.” Hockey Canada invited 40 players to last weekend’s selection camp, which included three scrimmages in which Petan notched one of his team’s three goals. Canada departed today (Thursday) for Slovakia,

lisa Medina, a third year bachelor of design, fashion and technology student at Kwantlen Polytechnic University, is one of three winners of the 2012 Art Deco Chic Fashion Challenge. The challenge, held by the Museum of Vancouver (MOV), inspires emerging fashion designers and fashion design students to submit their own Art Deco era garments for a chance of winning a $200 bursary to be used towards the creation of the garments, and a spot to display their creations at the MOV from Sept. 1-23. Elisa has always been passionate about the arts and fashion but it wasn’t until she moved to Canada in 2008 from her native country of Ecuador that she began to pursue a career in fashion. Taking the inspiration from MOV’s Art Deco Chic exhibit, Elisa designed a contemporary look and presented it in the form of a fashion illustration and technical flats; this required

I now must translate my designs from technical flats to sewn garments, a process that involves pattern drafting, prototype development, and sewing the final pieces with a fit and finish worthy of a museum exhibit.” The Art Deco Chic Fashion Challenge is open to fashion design students, and fashion designers graduated from a postsecondary institution in the last two years or less. NELSON, Patricia M.A. It is with sadness that we announce the peaceful passing of a cherished Wife, Mother, Sister and Friend. Pat fought courageously and succumbed to her illness as the sun rose on Aug 1, 2012. She is survived by her loving husband of 40 years, John; children Janet, John (Bocar) and Jake; siblings Daphne, Janice and Don (Charlene); her mother-in-law Jean as well as many nieces, nephews and dear friends. Pat had a heart with room in it for everyone. She had a zest for life and made friends wherever she went. Pat was all about community and had a wonderful creative flare that was evident in all she did. We will all miss her caring, compassionate and kind spirit for years to come and she will forever be cherished by all who knew her. A Celebration of Pat’s life will be held at 2:00pm on Sunday August 12, 2012 at the East Delta Hall 10379 Ladner Trunk Road in Delta. FOULDS Francis Brian (Buck) There was only one Buck. Francis Brian (Buck) Foulds passed away peacefully at 6:10 a.m. on Monday, August 6, 2012, surrounded by his family. At 75 years of age, Buck had finally succumbed to cardiac disease, though he fought through numerous heart attacks and associated maladies with the passion of a pugilist. He was, and remains, one tough customer. Buck is survived by children Debbie, Rick, Leah, Darryl, Chris and Shane; grandchildren Melissa, Kyle, Jenny, Danica, Saige, Jeff, Tanice, Lisette, Rayne, Remi, Veronica, Atticus, Madeline and Olivia; greatgrandchildren Sydney, Jimmy and Shiloh; sisters Pat and Yvonne and many nephews and nieces. Buck was predeceased by his mom and dad and his sisters Audrey and Marilyn. He will forever be remembered for his love of his 442, the creation from the ground up of his successful garage-door company and his fondness for attaching a nickname to almost all he knew. If you knew Buck and you had a nickname, you know you were loved. Above all, Buck will be remembered for his devotion to his Gelly Bean, who left him too soon 13 years ago and with whom he resides today. A service to celebrate the life of the man with the ponytail and tough smile will be held at Newlands Golf Course, 21025 48th Ave., Langley, on Saturday, Aug. 11, beginning at noon. It will be a casual affair at which friends and family are welcome to share a story or simply sit and listen. In lieu of flowers, donations in Buck’s name to B.C. Children’s Hospital are appreciated.

Gallagher, James (Jim) 1934 - 2012 It is with deep sadness that we announce the passing of our beloved and respected husband, father, grandfather, brother, uncle and friend, James Patrick Gallagher, on August 2, 2012. Born June 27, 1934 to James and Bridget Gallagher in Liverpool England, Jim was the third oldest in a family of eight children. He immigrated to Canada in 1955 where he soon became one of the founding partners of Gallagher Bros. Contracting Ltd., a family business still operating today 56 years later. Jim is predeceased by his parents, James Sr. and Bridget, brothers Danny and Peter Sr. and infant sister Kathleen. He leaves behind his brothers Bernard and John, sisters Kathleen and Maureen, Silvia his loving wife of 54 years, sons Kerry and Steve, daughters Colleen and Laura, his 9 grandchildren Amanda, Mallory, Stephanie, Tyrone, Travis, Melissa, Dayna, Brandon and Tyler. Jim will be so dearly missed by family, extended family and all friends and business associates that had the pleasure of knowing him. Jim had a passion for his family as well as his business and a testament to this, during his career with Gallagher Bros. he served as President of the Northwest Wall and Ceiling Bureau, B.C. Wall and Ceiling Contractors and the Amalgamated Wall and Ceiling Contractors. When he was not working to help create a better, safer work environment in his industry Jim was active in many volunteer positions including serving as a member and certified official of both the B.C. Amateur Boxing Association. and the Canadian Amateur Boxing Association. His long standing community involvement included serving for several years as a director of the Cloverdale Fair Board as well as an active member of the Cloverdale Branch # 6 Royal Canadian Legion. For many years you could find Jim with his ready smile, delivering Xmas Hampers to the less fortunate, clothing to the Women’s Shelter, sandwiches to the Sisters of Atonement, and cooking pancakes at the Cloverdale Rodeo and Blueberry Festivals. He was instrumental in encouraging the Cloverdale Legion and its membership to offer their facility as new venue to the local annual Terry Fox Run in 2010. A generous mentor and loyal friend, Jim also enjoyed travelling with his wife Silvia, family gatherings with grandkids surrounding him, and time in his gardens, his faithful dog Buddy often at his side. Prayer Services will be held on August 14, 2012, 7:30 PM at Precious Blood Parish, 17475- 59 Avenue, Cloverdale. Funeral Services to be held on August 15, 2012, 11:00 AM at Precious Blood Parish.
