Anderson Point Boat Launch Construction Invitation to Tenderers Columbia Power Corporation, on behalf of BC Hydro, is managing construction of a boat launch at Anderson Point on the lower Arrow Lake near Castlegar. The work includes the drilling and blasting of solid rock for the production of various riprap products; excavation and placement of native material; supply and placement of various granular aggregates; supply and installation of socketed steel pipe piles; a floating breakwater; a floating dock; a toilet structure; precast concrete panels; corrugated steel culverts with headwalls; non-woven geotextile and concrete roadside barriers; supply and placement of cast-in-place concrete, and the placement of riprap. There is a mandatory pre-tender meeting and site visit scheduled for August 13, 2012, which must be attended by all prospective bidders.

Rossland A Vancouver Island police officer came to the rescue of a man who had swerved and went down a 100 metre embankment last week. Ian Craib was making his way past the Hannah Creek corner 14 km from Rossland on Highway 3B on a road bike, when he heard cries for help from the valley below. “I was thinking that it could be a mountain biker when I heard somebody calling,� said Craib. Golden City Days is just over a month away and organizers are looking for Rossland residents who are interested in helping with this year’s event, as well keeping the event going for years to come. This year is the 40th anniversary of the first Golden City Days celebration, first held in 1972. It was originally put on to mark the 75th anniversary of the incorporation of the City of Rossland. Receding river reveals damage

The waters of the Columbia River are now receding but are leaving a huge cleanup task and a bill for damages for the City of Trail to pick up. It is estimated costs for assessing and repairing the damage caused by the highest river level in over 50 years could peg for “hundreds of thousands of dollars,� said the city councillor in charge of the public works’ portfolio. Although the city’s engineering department is currently estimating damages, Gord DeRosa said there’s going to be major costs to the city once the water of the river has returned to a normal level and assessment, and repair, can begin. He pointed to the condition of the overtaxed storm sewer lines that feed into the regional system as one of the major concerns, and likely one of the major costs of what infrastructure was damaged. “If, in fact, the water table put them underwater, the question is did that put strain on those pipes since they are only clay lined pipes?� he asked. “Are they still connected? Unbroken? That is yet to be determined.�

What’s New with What’s Old?

Postcard recalls painful Edgewood past GREG NESTEROFF West Kootenay Advertiser

Part of a series about local artifacts popping up on eBay. A rare postcard showing the camp at Edgewood where Ukrainian Canadians and other Eastern Europeans were interned during World War I sold recently for the opening bid of $200 US. The unmailed card, showing two rows of tents and bunkhouses — as well as a chicken-wire fence in the foreground — is a reminder a little-known bit of local history. When the war began, the Canadian government implemented the War Measures Act and issued an order-in-council resulting in the internment of over 8,500 “enemy aliens,” more than half of whom were Ukrainian immigrants. The Edgewood camp and work site operated from August 19, 1915 to September 23, 1916. Up to 200 men, many from the Crowsnest Pass, were housed in tarproofed bunkhouses and forced to build a

News Dam Safety report shows strong progress SUBMITTED

VICTORIA - Improved monitoring, increased audits, greater public awareness and higher staffing levels highlighted the B.C. government’s ongoing commitment to dam safety over the past year, according to the second annual B.C. Dam Safety report, released today. The 2011-12 annual report includes data on incidents and failures, dam construction, inspections, compliance, corrective actions and program management highlights. Between April 1, 2011 and March 31, 2012, the ministry issued compliance surveys to 313 high, very high, and extreme consequence dams, resulting in a 96 per cent return rate. Of the surveys returned, 95 per cent reported the completion of formal inspections and 56 per cent had hired qualified engineers to conduct full dam safety reviews. The number of audits conducted during the reporting period increased to 130 from 99 the previous year, surpassing the target of 114 for 2011-12. There were zero dam failures, one dam alert and seven minor incidents, all of which

All dam owners in B.C. are responsible for the inspection and safety of their dams. Rossland’s local theatre company, Iron Mountain Theatre is excited about a new play they will perform Aug. 12 and 13, entitled Mennonite Mafia: The Untold Story of Abraham Harms. Iron Mountain Theatre is following up their past hits like Ski Bum: The Musical, White Star Lady, and Company Jump, with another all-original musical. The play is being put on by a group of six professional actors, along with live musicians, including banjo virtuoso Gabe Gaudet. The story follows Abraham Harms, who moves with his family from Ontario to Mexico, because of differing beliefs with the government at the time. Petters explained that Harms felt the children were unrightfully being forced into being in school past a point where it was necessary and so made the move. When he arrives, he discovers his new home of Chuatemac, Mexico to be stricken by a longstanding drought. When new trade relations between North America come to fruition, Harms finds himself unable to farm or sell his handcrafted furniture across the border. With times as desperate as they can get, he decides to team up with local drug cartel in transporting their goods across the border. He thus forms the first ever: Mennonite Mafia! “He was the first guy to have the idea of smuggling marijuana across the border in the furniture that he had made,” he said. “In 1989, he was also the first person

to be busted.” He said it is inspired by true events, but since there are so few articles written on Harms, they did elaborate on some parts. “We did have to fictionalize some of the parts, but all of the facts in the story are true,” he said. The show starts out very light, with comedic elements, then heats up in the second part as the realism of what they are doing catches up with them, he said. “There are a lot of laughs, a lot of heartfelt tunes,” Peters said, adding that they want to “really tell the story of these six characters and how their lives are affected by this one action.” Peters said he had been wanting to write the play for 8 or 9 years. “I read an article in the Reader’s Digest while at my Grandma’s house,” he said. “It had a big headline that said Mennonite Mafia, and I thought it would be the perfect musical.” Peters wrote the play along with Mark Pollard. Peters, along with directing, is also starring in the show as Harms. “Directing and being in the show has proven to be quite a challenge, but luckily I have good friends who can offer me an outside eye when I’m onstage,” he said, but added it’s not the first time he has both starred and directed a play. “Jane (Gaudet) and I started a theatre company almost 10 years ago, when we started it I was right out of theatre school and that’s what I was doing, directing and being in the show. I promised myself I would never do it again, it’s just too stressful.” But, as they started rehearsals, they

found they were missing someone to play Harms, so Peters agreed. The music is by Nadine Tremblay, lyrics are written by she and Pollard. They only have three shows planned at the moment, which Peters explained is usual when you are doing a brand new show. “Our intention for this was just to get it on its feet,” he said. “It’s a brand new script, brand new score, so we just wanted to make sure we did it right the first time. As you workshop a play, you find out things about the performance that you couldn’t find out before.” They also had to have the shows on the Sunday and Monday because the actors are mostly Gold Fever Follies actors, and those are their only days off. Peters hopes that the show can continue on in the future, and would love to put the show on in Victoria, where a few of the actors went to school. After this show, Iron Mountain is going on hiatus for awhile, as a few of the key players are heading back to school. “We’re not exactly sure what’s going to happen, there might be another ski bum, we’re just kind of focusing on this project and then we’ll see what happens after that,” he said. The shows are Sunday, Aug. 12 and Monday, Aug. 13 at 7:30 pm at the Rossland Miners’ Hall, as well as Monday, Aug. 20 at 8 p.m. at the Warfield Community Hall Tickets for this presentation are $15 and are available at the Rossland Hardware, by phone at 250-364-3823, or at the door before the show.

The Cyswog’n’fun Triathlon August 5, 2012. Ah, race day! The colourful hullabaloo of people setting up in the transition area. The emcee’s advice blurred to blaring incomprehensibility over the PA system. The endless trips to the loo. Even after so many triathlons, I still look out over the swim course and think “what the [expletive] was I thinking?” Just remember: the real goal of triathlon training has been accomplished – you are fit, you have trained. Now, go have a fantastic time doing the race. Let’s talk about race day. The first order of business is setting up your transition area. It’s a one-and-a-half by four-and-a-half foot piece of geography where you transform from normal well-adjusted human to triathlete, swimmer to cyclist, cyclist to runner, and finally, runner to finisher. Fit it all in. Look at how other participants do it. You should know where you’re going. When you come in from the swim or the bike, a sea of bikes and racks greets you. Find a landmark in the transition area that helps you find your way back to

your bike or running shoes in a timely way (eg. a tree). Make sure you know where the bike mount/dismount lines are, and where the run start is, from the transition area. Check your bike, make sure it’s in a gear that is easy to get going on (very embarrassing to fall over when trying to start because the gear is too hard to turn the peddles – trust me). The start. No one trains at 8 a.m. in open water; do your body a big favour by getting into the lake and swimming easily no later than ten minutes before the race is supposed to start. Get used to the cold and the dark before the start horn goes off. When the horn finally sounds, count to ten. S-l-o-w-l-y. Let the other swimmers whip the lake into a nervous-energy frenzy. Then leisurely dive in and find a good pace that you feel you can maintain. In a few minutes, pre-race anxiety will be gone and you can focus on a steady pace doing all the strokes and all the other things you’ve been practicing to get you through the swim. If you need a break, or feel ill, tread water and put up your hand; a kayaker will be there to help in a flash. Continued on P. A22

CBT strengthens its foundation to better serve Basin residents SUBMITTED

(Columbia Basin) – Learn more about Columbia Basin Trust (CBT) and the activities it supports through its 2011/12 Annual Report and 2012 Report to Residents. The Annual Report reflects CBT’s performance for the year ending March 31, 2012, and details its financial investments, spending and program and initiative activities. Report to Residents con-

tains a condensed version of the above plus highlights recent CBT-supported projects and initiatives, offering a readerfriendly and informative glimpse at CBT and its role in the Basin. The theme of both reports, “Foundation for Growth,” reflects CBT’s focus on strengthening its foundation to better serve Basin residents. It is doing so by working with partners and communities to build

collective capacity, and by implementing solid systems that can address the growth in CBT’s ability to deliver benefits to the Basin. “Over the past year, we significantly increased our ability to deliver benefits to the Basin by leveraging and expanding our strategic partnerships, implementing new programs and initiatives and continuing to work collaboratively with residents and com-

munities around key issues,” said Garry Merkel, CBT Board Chair. “We’ve also been identifying potential new roles and opportunities to work with Basin communities, and will further explore some of those opportunities and their implications for CBT over the coming year.” In 2011/12, CBT returned a record $18.2 million in direct funding benefits to Basin communities, up from $11.2 million

in 2009/10. CBT had a deficit of $1.4 million, partly due to making more funds available to deliver benefits in the Basin, and partly due to a decrease in total revenues, which were $22.9 million in 2011/12, down from $29.5 million in 2010/11. However, CBT’s earnings have increased over the past several years, resulting in surpluses. As such, CBT is in a strong cash position to fund future increases to its delivery

of benefits. “Due to deliberate and prudent planning, we were able to deliver a record $18.2 million in direct funding benefits to the region in 2011/12—60 per cent more than in the previous year,” said Neil Muth, CBT President and CEO. “We’re excited by a positive financial outlook moving into the new fiscal year and beyond, and plan to deliver $20 million in benefits in 2012/13.” The Annual Re-

This year’s Toadfest set for take off at Summit Lake, Nakusp SUBMITTED

NELSON The third annual western toadlet event - Toadfest will occur at Summit Lake Provincial Park, just southeast of Nakusp, on Wednesday August 22, between 4.00-7.00 p.m., and Thursday August 23, between 9.00 a.m. and noon. The free community event, to help a few toadlets safely across the highway, has quickly become one of the highlight summer activities to do for many families in the Kootenay region. The event is coordinated by the Fish and Wildlife Compensation Program (FWCP), with support from B.C. Parks, the Ministry of Forests, Lands and Natural Resource Operations (FLNRO), the Ministry of Transportation

and Infrastructure (BCMOT), and Columbia Basin Trust. “The timing of the event is right at the start of the annual toadlet migration so we can’t guarantee numbers, and the emphasis is on education and awareness about this important western toad breeding area,” said Trevor Oussoren, program manager for the FWCP in the Columbia region. “The event provides an opportunity to talk to biologists, understand the life cycle of the western toad, and learn about other species in the watershed – and of course to have lots of fun in the process, as there will be games and live music as well!” The FWCP is a partnership between BC Hydro, the Province of B.C., and Fisheries and Oceans

including live aquatic insects, amphibians, and reptiles on display, information on invasive plants, face painting and a chance to explore a simulated

“toad tunnel.” Every year tens of thousands of western toadlets, each not more than the size of a dime, get squashed as they attempt their

first migration from the shoreline of Summit Lake, across Highway 6, to upland habitat. In 2006 the B.C. Ministry of Environment and BCMOT began to address the situation through the design and installation of directional fencing and culverts (“toad tunnels”) to safely guide the toads underneath the highway. Project partners are currently working to monitor and evaluate their effectiveness. “Summit Lake is one of the key breeding areas for western toads in the Kootenay region, if not the province,” said Arrow Area Supervisor for B.C. Parks, Chris Price. “We need to ensure that it remains that way for generations to come, and a key part in doing so is ensuring that local

communities know what we have here.” To ensure the safety of event participants, traffic control, donated by Yellowhead Road and Bridge (YRB), will be in place during the scheduled times, and drivers can expect very minor delays. “We do not want anyone moving the toadlets outside of the organized event,” added Oussoren. Sculpture Talk

Welcome to our new regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.

‘River’s Edge’ (concrete) Winlaw-based sculptor David Ducharme eventually realized that living in his chosen home for over 20 years still hadn’t taught him all that much about the history of his surroundings. So he did some exploring, for both inspiration and knowledge. A conversation with Sinix’t Nation headman Bob Campbell provided the impetus for his dramatic, appealing entry. At the same time it made him appreciate things in a different light. “I always thought of the Kootenay historical mosaic as primarily being European settlement, mining, and the influences of the Dukhobours,” he says. “Speaking with Bob and others, I learned more about other societies here long before us, the Lakes people. I was inspired to try to capture an aspect of their way of life in ‘River’s Edge’.” Working in an oil/clay mix prior to mould making and casting in concrete, Ducharme has succeeded superbly. ‘River’s Edge’ features the sturgeon-influenced design of the sharply-nosed canoes the Sinix’t and Ktunaxa people used as they travelled the lakes of the area, living nomadic, fruitful lives dictated by nature and the seasons. Ducharme’s work features a canoeist battling his way through rapids, upright, attentive and muscled as he fights the current in his bucking, pitching craft, using only a single pole to navigate with. Trees line the bank in the background, the foreground is all swirling, foaming waves. Framing the canoe edge is a stylized sturgeon tail that binds the piece together figuratively and historically. ‘River’s Edge’ is full of action, gracefully depicting the inherent dangers of everyday life long before the European influx. It’s a way of life that has regrettably vanished. “In my figurative work, I strive to

immerse myself in the characters I am sculpting, exposing the essence, simplicity or intensity of a moment, bringing them to life. I hope to share with the world an appreciation for beauty, as well as everyday reality.” “Working in sand,” – Ducharme is part of the talented brigade of area sand artisans who regularly win awards at events around the world – “ has provided me with a bridge to other mediums. Right now I’m using my increased awareness of the area’s history, particularly the indigenous peoples, to create a

Keep your rhythm all the way to the other end of the swim, right until your fingers touch the bottom. When you stand, it’s not uncommon to feel dizzy. Give your blood flow a second to adjust from horizontal to vertical. Proceed to the transition area and do whatever exotic or funky dance is required to get that ridiculously clinging wetsuit off. Next is the bike. Do not leave your transition area spot without buckling up your helmet. It’s the law. Buckle up, then run (bring your bike) to the mount line. Follow the marshal’s instructions about mounting before or after the mount line. Once you’re on your bike, go slow. That’s right, slow. With the adrenaline from surviving the swim, people often take off at warp speed only to languish or fizzle mid-bike or run. Start slowly, and once you’re feeling comfortable and warmed up, say five minutes or so, set a pace you feel you can maintain. Keep it solid for the duration of

For me, in about the middle third of the run I lag mentally and physically and I don’t believe it will ever end. Then, in the last few kilometers, I miraculously recover because I’m almost there! And so are you. Just keep moving forward, listen to your body and hold onto the glorious feeling of finishing, of bragging about the race, of stunning family, friends, pets. Because you can do it. You just have. You’re fit and you’re focused. You’ve earned the right to brag, to feel great about your accomplishment and let that feeling infiltrate all other areas of your life. You can do it. Maybe you’ll even want to encourage others you know to do the same. And with that my friends, Congratulations! I’ll look forward to seeing you out there again next year. Happy training.

Local Food – Much More than a Trend

The cachet of eating locally grown food hit home for me after a recent visit to New York City. Our son was working there and we had a chance to visit on his birthday which called for a special celebration. Of the myriad fine restaurants he could have chosen, he chose Blue Hill in trendy Soho. It is a one-star Michelin restaurant, which means very high standards. Blue Hill is famous not only due to a recent visit specifically requested by President Barack Obama, but for sourcing most of its food seasonally and locally from their own

farm in Connecticut. When experiencing fine dining, it is expected that the server brings the wine to the table and explains the virtues of that particular vintage. For Blue Hill, I was surprised when servers came out with whole parsnips attractively displayed on a platter to show guests the vegetables from the farm and eloquently explain the type of parsnip and how it was used in the cuisine. This continued throughout the meal with presentations of other local ingredients like eggs and cheese. I was delighted that local food had reached

this level of attention but local food is much more than a trend - it benefits our environment, our economy, and has social/cultural and nutritional benefits as well. Most greenhouse gasses produced in agriculture come from the inputs required to grow, process and transport food. On average, about seven per cent can be attributed to transportation. Buying local food in season and organically whenever possible creates less greenhouse gasses. The economic benefits are even more compelling. More

money stays in the community and support for local agriculture creates local jobs. More jobs in agriculture helps to make it a more attractive and sustainable profession and this, in turn, can reduce our reliance on imported food. The social and cultural benefits of local food are often not as easily recognized. Some of the fondest memories my children and I have are growing and harvesting our garden. I will never forget the pride I saw as they held up a bunch of carrots or the excitement – equal to finding treasure- when

they dug up potatoes. In addition, our First Nations traditional local foods are steeped in custom and culture. Finally, the longer fruit and vegetables can be kept in the field and then picked at their peak the better the nutritional content. Fresh fruits and vegetables at their peak taste better too - you can’t beat juicy warm tomatoes off the vine or a fresh pod of raw peas. So enjoy and support local food whether you grow it yourself, buy it locally, or ask for local food be included at your favorite restaurant. Author: Rose Soneff
