Pipeline won’t be imposed, Harper says By Tom Fletcher Black Press Prime Minister Stephen Harper has rejected suggestions his government is considering pushing through the proposed Northern Gateway oil pipeline across northern B.C. Harper was asked about Enbridge Inc.’s pipeline project at a stop in Vancouver Tuesday, and the frequent accusation that he has already decided it is in the national interest for it to proceed. “I’ve been very clear that decisions on these kinds of projects are made through an independent evaluation conducted by scientists into the economic costs and risks

that are associated with the project,” Harper said. “I think that’s the only way governments can handle controversial projects of this manner, to ensure that things are evaluated on an independent basis, scientifically, and not simply on political criteria.” Harper told reporters he has spoken with B.C. Premier Christy Clark and other premiers about pipelines, but those conversations are private. It’s his first public comment since a dispute erupted between Clark and Alberta Premier Alison Redford in July over Clark’s demand for more revenues.

“I’m not going to get into an argument or discussion about how we divide hypothetical revenues,” Harper said. He did emphasize that in general, it is important for Canada to diversify its trade and open up new markets in Asia. The federal government is planning “huge investments” to improve environmental protection for shipping resource material, but it won’t favour any individual project, he said. Kinder Morgan hopes to twin its existing oil pipeline from Alberta to port and refinery facilities in Burnaby, to transport more heavy oil from the Athabasca oil sands. mally applied for federal environment assessment. Clark initially said her government would wait until the federal assessment of Enbridge is concluded in 2013 before deciding whether to support it. Then in late July, the B.C. government presented a list of five preconditions, including a positive recommendation from the federal review. The others are “world-leading” oil spill prevention and response capability on land and at sea, meeting legal requirements to consult and accommodate aboriginal groups along pipeline routes, and a “fair share” of oil revenues for B.C.

BCGEU raise offer withdrawn After targeting provincial ministry offices with their second one-day strike, the B.C. Government and Service Employees’ Union says the provincial government has followed through on its threat to withdraw its offered wage increase. BCGEU negotiators had rejected a raise of two per cent this year and 1.5 per cent next year when it was presented in late June. Citing a twoyear wage freeze leading up to this year’s negotiations, the union wants 3.5 this year and a raise equivalent to the cost of living increase for 2013. The latest one-day strike created a four-day long weekend for 180 employees in provincial ministry offices Tuesday. BCGEU members refused to work at three forests ministry offices, with 40 staff in Surrey, 50 in Campbell River and 60 combined at transportation and forest ministry offices in 100 Mile House. Another 30

union members in agriculture, health, environment and labour ministry jobs in Kelowna struck for the day. Union officials have not indicated when their next strike action will be. The first was July 3 at liquor distribution warehouses in Kamloops, Vancouver and Victoria. After the first walkout, Finance Minister Kevin Falcon said the wage offer could be withdrawn if strikes continued. “We hope we don’t have to repeat job action going forward,” BCGEU president Darryl Walker wrote on his blog Wednesday. “But that’s the likelihood if the government doesn’t make us a fair and reasonable offer soon. We are prepared to take job action to the next level if we have to.” Last week Walker led a rally in Vancouver to publicize the union’s proposal to expand its deputy sheriff services to include traffic enforcement, raising extra fine revenue that could be used for pay raises.

am always fixated by the incredible amount of planning that goes into hosting something like the Olympic Games. From building the venues, arranging security, ensuring the proper flags, anthems and medals are ready for presentation to keeping the washrooms stocked with toilet paper, it all boggles my brain. Everyone has organized something, even if it’s only a child’s birthday party, so you would think we would be a pretty forgiving and empathetic bunch. But such is not the case. The Olympic cauldron had scarcely been lit before the critics started muttering. The queen looked grouchy, the cauldron was “hidden” from view, rows of VIP seats sat empty while thousands of people desperate for tickets were turned away, and so on. Though exactly how organizers are supposed to make the queen smile or the VIPs show up to events is difficult to say. I can never understand why countries compete to host the games. It would make more sense if the hosting job went to the country with the lowest medal count,

an added incentive to win so you didn’t have to host. Personally, I would rather scarf down a bucket of rusty nails than take on something like that. God bless the organizers of the world; all those behind-thescene volunteers who slave away so the rest of us can mutter and complain. It’s the same thing for armchair athletes. I am as guilty of this as anyone. A gymnast sends her body catapulting through the air in twists, turns and gravity-defying flips and I find myself saying, “Her landing wasn’t as crisp as I would have liked it.” Good heavens, what is that about? I would be hard pressed to manage a somersault on the back lawn and suddenly I’m critiquing someone for not sticking her landing? I should be amazed anyone can do it at all! A diver leaps from a

10-metre platform and I say, “Oh no! That was way too much splash on the entrance!” I should know about making a splash. I well remember going to the local pool for lessons. As a dedicated land lubber I did not share my classmates’ aquatic enthusiasms. A few lessons in we were lined up and ordered to walk to the end of the low diving board and jump. The board was only a metre above water but it might as well have been 30. The instructor held out a long pole which he pointed into the water; we were supposed to jump for the pole and, if necessary, grab it and get pulled to safety. A classmate who found my fear of water beyond amusing was ahead of me in line. When her turn came she not only jumped without hesitation, but did a little bounce and grabbed one knee to her chest as she went, which everyone thought was too cool for words. She quickly surfaced and watched with glee as I shuffled to the edge, my eyes as big as dinner plates, doing my best not to add to the whole sorry display by bursting into tears. I didn’t as much

jump off the board as I did lunge towards the pole, my hands clutching wildly for its saving pull. The instructor, perhaps thinking to cure my fear or merely being sadistic in nature, removed the pole from the water. It was sink or swim. I did neither. My unfortunate classmate had stuck around treading water so as not to miss a second of my stellar performance. All I could see was her smirking face. I went for it like, well, like a person drowning. Using her face like a cork, I pushed her under long enough to grab a lungful of air before she popped madly to the surface, only to have me push her down again. After our seesawing had sufficiently amused the instructor and our peers, he reluctantly relinquished the pole. To the relief of my classmate I let go of her head and grabbed for the pole instead. I have maintained a healthy fear of water ever since. I don’t know what became of that classmate; perhaps she grew up

with a healthy fear of red heads. So how I have the gall to judge the performance of an athlete leaping from the rafters into an Olympic pool is beyond me. But gall of Olympic proportions I seem to have and then some. Ah well, as the saying goes, someone needs to stand on the sidelines to cheer when the parade goes by. Cheer, mind you, not jeer. The most difficult invasive plants to manage are those that grow in aquatic environments. There are often few effective options available to treat aquatic invasive species and they have widespread negative impacts on water quality, water quantity, recreation, ecosystem processes, and native habitats. Our most important management tool is prevention. Once these species are established, management programs are left, for the most part, to observe and note their progress and attempt to slow their spread to water systems nearby. Two aquatic invasive species that are establishing in the lakes within the Cariboo Chilcotin are Yellow Flag Iris and Purple Loosestrife. Both plants choke out native aquatic plants that provide habitat and food for fish, birds, insects, or small mammals. These invasive aquatics form dense stands in wetlands, shallow ponds, and along stream banks causing an alteration in watercourse. Yellow Flag Iris is a native to different regions throughout Europe, Asia, and Africa. It was brought to North America as an ornamental pond plant and is a common choice for water gardens because of its sword shaped leaves and showy yellow flowers. So you may wonder what makes this aquatic beauty so unruly? Yellow Flag Iris can be extremely aggressive as a result of its high seed production and ability to grow new plants from small fragments of root. It can grow in ditches or lakes and in fresh or salt

water. Yellow Flag Iris forms dense mats with its roots, which collect sediment and leads to an interruption in the flow of water. It is still being sold in some nurseries and has escaped cultivation and has been identified in areas of Williams Lake, Lac La Hache and Bridge Lake. Purple Loosestrife is a native to Europe and Asia after arriving in North America in the 1800s in ship ballasts and in imported sheep wool. It then became a popular ornamental pond plant that soon escaped cultivation and now has taken over many lakeshores, wetlands, ditches, ponds, and wet pastures throughout North America. A single plant can produce up to one million seeds in one season and like Yellow Flag Iris, also has the ability to grow new plants from plant fragments. Within the Cariboo Chilcotin, Purple Loosestrife has

established itself in areas of Lac La Hache, Bouchie Lake, Dragon Lake, and Baker Creek. Pipeline posturing doesn’t help T

he B.C. Liberal government is taking its new hardline approach to federal environmental hearings on the Enbridge Northern Gateway pipeline proposal in September. Environment Minister Terry Lake has filed the B.C. government’s notice to cross-examine Enbridge, one of the world’s biggest pipeline operators. Lake outlined the “tough questions” B.C. representatives will ask about spill response capacity on land and sea, tanker escort tugboats, pipe wall thickness, and Enbridge’s sluggish response to a pipeline rupture in Michigan. That’s all fine, and to be expected after Premier Christy Clark’s high-profile confrontation with Alberta Premier Alison Redford going into the recent premiers’ meeting in Halifax. Clark’s demands for “world-leading” safety and spill response, as well as meeting the constitutional obligation to consult and accommodate aboriginal groups along the route, are mostly a statement of the obvious. Her call for a “fair share” of proceeds from exported oil to reflect B.C.’s risk has been assaulted from all sides. Pipeline opponents seized on Clark’s suggestion that a major oil spill might be tolerable if there was enough money in it for B.C. NDP leader Adrian Dix picked up the theme as he

conducted his own belated tour of the proposed route to reiterate his opposition. There had been earlier hints from Alberta that B.C. might need further rewards for the risk. But when Clark made the “fair share” demand public, Redford was moved to channel Margaret Thatcher, declaring: “The premier of Alberta is not going to blink on royalties.” The lady’s not for blinking, but neither is B.C.’s Iron Snowbird, as Preston Manning dubbed Clark this spring. All this political theatre doesn’t amount to much. I’ll stand by my January prediction that the Enbridge proposal is unlikely to proceed, mainly due to the tangled state of aboriginal claims. Wealthy U.S. foundations that view the B.C. North Coast as their 500-year ecoexperiment will be happy to help fund a decade of legal challenges, while continuing the media-spinning and protest support they are doing now.

Even if some way can be found to levy a B.C. tax on revenues from the Northern Gateway pipeline, it’s no solution. For one thing, it would confer an advantage to the Trans-Mountain pipeline that has been shipping Alberta oil to Burnaby and the U.S. for more than 60 years. The competing expansion proposal by Trans-Mountain’s current owner, Kinder Morgan, shows the inconsistency of opposition to pipelines. Does anyone really

believe that a new pipeline built to the highest standards ever would be too dangerous, while a 60-year-old pipeline is acceptable? Protesters have an easy target in Kinder Morgan. With a tenfold increase to 25 tankers a month proposed to sail under the Lions Gate bridge, a heavy oil spill from Second Narrows to Stanley Park would be catastrophic to Vancouver’s environment and economy. Tankers have made that trip safely nearly

100 years, but the congested modern shipping lane offers more threat of collision, and clearing Burrard Inlet for near-daily tanker transits would disrupt the rest of B.C.’s shipping trade. An Angus Reid poll last week showed as many as half of respondents remain openminded about the costs and benefits of new oil pipelines across B.C. Unlike B.C. politicians, they seem interested in learning more before making up their minds.

Dix and the NDP ran to the front of the anti-pipeline parade early, as they did with the carbon tax and other issues. Clark began the Northern Gateway discussion with a principled position to wait for the result of the federal review, but that’s apparently out the window with an election looming. Where to go, what to do. Boys & Girls Club street party tonight The Boys and Girls Club of Williams Lake hosts its annual Street Party for kids tonight. Operations co-ordinator Stefanie Hendrickson says the free evening of entertainment takes place Aug. 10 from 6 to 10 p.m. at the Boys and Girls Club youth centre on Fourth Avenue across

Big Lake Country Fair this Saturday The Big Lake Country Fair takes place in Big Lake this Saturday, Aug. 11 from 10:30 a.m. to 4:30 p.m. at the Big Lake Community Hall with lots of shaded rest areas in the lakeshore setting. Seven young men and women from across B.C. who are making the trip of a lifetime down the Fraser River will be in the Williams Lake area of the river this weekend, says Richelle Giberson, communications co-ordinator for the Rivershed Society of BC which sponsors the event. The group left the headwaters of the Fraser River Thursday, Aug. 2 and will be staying at the Xats’ull Heritage Village from Saturday night until Monday morning, when they will push off by raft to Sheep Creek Bridge where they will take part in a Department of Fisheries and Oceans fish

demonstration and spend the evening camping, say organizers of the event. The group is taking part in the Sustainable Living Leadership program, a 25-day journey by canoe, raft and foot from the Fraser River’s headwaters near Mount Robson to where it meets the shores of Vancouver some 1,400 kilometres away. The program is run by the not-for-profit Rivershed Society of BC with the goal of fostering sustainable living and responsible community and resource development. Participants convene in Mount Robson Provincial Park, near Vale-

mount, where the Fraser River, and their journey, begins. Now in its ninth year, the program has developed an incredible curriculum. In the river’s upper reaches, participants learn about the relationship between forests, riversheds and the logging industry with a hike on the Goat River trail. They also visit an ancient cedar forest grove east of Prince George — home to some of the province’s last remaining old-growth — and tour a pulp mill in Quesnel. In the Fraser Canyon, they learn about the importance of the Fraser for fishing and water in

the dry interior plateau. Participants stay at a traditional First Nations village, visit sites that have been used as summer camps by First Nations for centuries, witness salmon dip-netting techniques, and see a demonstration by DFO. Through the Fraser’s lower stretches they tour Glen Valley Organic Farm and learn about sustainable agriculture in a region that boasts some of the best soil in the country. They get to see firsthand the impacts of urban development on the river. The program’s founder, Fin Donnelly, has swum the Fraser River

Public encouraged to use oil recycling stations Summer ambassadors for the used oil recycling program were in Williams Lake Monday and Tuesday visiting six used oil recycling collection facilities and asking managers how their program is going. The goal of the program by the British Columbia Used Oil Management (not for profit) Association is to generate public awareness to keep hazardous materials such as used oil and antifreeze out of our drinking water and landfills with the message “one drop makes a difference.” Summer students Ali Amelaniec and Emily Louie are working on the program and are driving a white vehicle that looks like it has had a giant blob of oil dropped on it. Field guide to W.L. River Valley released BY Sage Birchwater Special to The Tribune A natural history guide to Williams Lake River Valley is now available for the public. Stepping into Nature: A Guide to the Williams Lake River Valley, was co-authored by Ordell Steen and Anna Roberts and produced by the Williams Lake Field Naturalists. The 86-page guide is illustrated with colour photographs and maps, and is jam-packed with useful information. The guide is a convenient size for people to pack with them on the 12-kilometre trail that extends from Scout Island to the Fraser River. “We hope people will put the guide in their pocket and take it hiking with them,” Roberts says. “It’s got maps that explain how to get into the valley and where the trails go.” Roberts says the guide is something she and other members of the Field Naturalists have been working on for at least 10 years. She says Steen took the bull by the horns and finally finished the project. “We want people to look around when they are exploring the valley. It’s a very diverse place,” Roberts says.

Sage Birchwater photo “The guide documents what people can see down there.” She says the Williams Lake River Valley provides an outstanding opportunity to experience nature in a nearurban location. “The upper part of the valley lies within the city boundaries.” The guide notes that improvements to the main trail along the valley bottom, include construction of 20 bridges, numerous interpretive signs, benches, parking lots, and two side trails. The guide will also help expand the experience and make this excursion into nature more user friendly. The guide is conveniently colour-coded

to highlight the various parts of the book, which include sections on geology, wetlands, the river, forests, clearings, grasslands, first people and an index. Steen wrote the geology section, which reaches back millions of years, describing how Alberta was once the western coastline of North America. “Most of the bedrock we see in the lower valley originated in an ancient tropical ocean closer to China than Canada,” Steen writes. During later ice ages, glaciers formed a big lake over present-day Williams Lake that sent the flow of the Fraser River north, and deposited huge volumes

of sand and silt into the valley. Over the centuries Williams Lake River has eroded the valley, making it deeper and deeper. Anna describes the different plants and creatures, great and small, that utilize the different habitats in the valley — the river, wetlands, forests, and dry, sun-parched slopes. The habitat is very diverse. Ecologist Ray Coupe, who also contributed to the project, describes the valley as an incredible resource right next to the city. “It’s a little gem we have right here.” He says that while the valley sits in a single dry interior Douglas fir biogeoclimatic zone, its diversity is reflected in at least eight distinct sub-zones or forest

ecosystems. “It is very diverse with east and west-facing slopes. The south-facing side which gets more sun is grassland. The valley bottom and north-facing slopes are forest.” The appendices in the back of the book list 140 plants species, 19 mammals, and 25 species of birds. The book is laid out with an overview of information printed in black ink on a white background, while more detailed information is presented in shaded sidebars. All proceeds from the guide book go to the Williams Lake Field Naturalists. Copies of the guide can be purchased at the Scout Island Nature Centre, the Open Book or at the Station House Gallery.

by appointment only Everyone is welcome to participate in the ?Esdilagh Music & Cultural Festival honouring elders which takes place this weekend on the banks of the Fraser River, Friday, Aug. 17 to Sunday, Aug. 19. Hosted by the Alexandria band, the event is for all ages and includes an incredible weekend of community music, games, talent shows, traditional games and cultural celebrations, say organizers. The music features the popular band Kordaroy, plus other surprise recording artists. There will be an open singing talent show and an open fiddle talent show, plus a lahal tournament, ring toss and other games for adults and children with prizes awarded. A traditional community feast to honour First Nation elders and

all elders will be held Saturday evening while listening to the fiddle and open singing talent shows. There will be Traditional/Contemporary Good Woman and Good Man contests featuring fire making, tea making, bannock making, fish cleaning, and traditional dress. A Texas Hold’em Tournament will be held with all funds raised going to ?Esdilagh Elder’s Trust and to help pay off a tractor. There will be food and artist vendors on site, and bonfires nightly (depending on fire bans) with great music. Workshops will be held on traditional drum making, basket making, story telling, fish cleaning and fish drying methods. There will also be a writers’ workshop. In the spirit of unity

people are invited to participate in traditional round dances to the Dene Drums. People will also have the opportunity to observe ?Esdilagh citizens traditional fishing. Camping is available on the beautiful natural lands by the Fraser River.  Elders and children enter free. The adult day or weekend pass is $10. Camping is $5 per night. Creek Road, cross the Fraser River at the Rudy Johnson Bridge and continue north on the West Fraser Road to the site at Alexandria. Born October 5, 1933 in Saskatoon, Saskatchewan Joyce Mary Begg (nee Sutherland) was granted her angel wings on August 6, 2012 at her family home in Lac La Hache. Her ďŹ nal days were spent surrounded by family and friends that Joyce had touched in some small way throughout her very memorable life. Those that were touched by her special smile and her tenacity for life will always treasure the memories. Through her battle with cancer, she gave us all such courage and hope and reminded us of the preciousness of life. Her interests included family, gardening, sewing and cruising the open ocean. She devoted much of her time and energy as a caregiver to family members. Joyce is survived by her loving husband George Begg; son Tim Begg (Bronnie); daughter Julie Watson (Bruce); grandchildren Nick Watson (Heather), Brandon Watson; and great-grandchildren Lucas, Averie (Nick) and Alexis (Brandon). As well as her brothers; Ken Sutherland (Joy), Harry Sutherland (Linda) and Alex Sutherland (Joy) and many extended family. Expressing the sentiments of her grandson: (author David Harkins) â&#x20AC;&#x153;You can shed tears that she is gone, or you can smile because she has lived.
