Not for good, just for one weekend. TransLink has announced it will be repaving a portion of the 75-year-old structure “where damage to the asphalt pavement at the south end has become a safety concern,” said TransLink in a news release. To facilitate the work, the bridge will be closed to traffic from Friday, Aug. 17 at 9 p.m., until 3 a.m. on Monday, Aug. 20. TransLink said the work will depend on the weather and if there is precipitation heavier than showers the work will be postponed until the following weekend. While the bridge is closed to traffic, TransLink will do a thorough examination of the bridge deck and possiblly perform other work, such as repairing some of the corroded pedestrian guard rails. Alternate routes include the Queensborough, Alex Fraser and Port Mann bridges. Most of the repair work TransLink has done in the past has not required closures, although it repaved on nights and weekends during the spring of 2009. It was also closed in January 2009 for eight days after a fire destroyed some of the wooden structure on the south approach to the bridge.

in Surrey, a pair of Vancouver police officers face an investigation into allegations they failed to warn Tasha Rossette her life may have been in danger. According to the B.C. Supreme Court ruling last week, on Nov. 17, 2005, Const. Craig Bentley was told by a confidential source that Rossette’s boyfriend planned to murder her. Bentley passed the information to his Integrated Gang Task Force supervisor, Staff Sgt. John Grywinski, but the pair decided not to share the information with Rossette immediately, and instead investigate the matter further. Five days later, Bentley went to Rossette’s home and found it surrounded by police tape. She had been murdered. The murder tip given to Bentley and allegations against him and Grywinski only came to light last week after a judge dismissed their attempt to quash a review of their conduct by the Office of the Police Complaints Commissioner (OPCC). In her Aug. 7 ruling, Justice Laura Gerow said the investigation should Tasha Rossette proceed and reprimanded the police officers for taking so long to file their petition. It was November 2007 when the Vancouver Police Department (VPD) began investigating a concern raised by Crown counsel regarding evidence given by Bentley during a preliminary inquiry. Less than a year later, Rossette’s mother Simone also complained that the two officers failed in their duty by not telling Tasha she was at risk of being killed. In 2009, Simone complaint was dismissed by the VPD. The OPCC requested more information about the matter’s dismissal and ordered the police to revisit the allegations. A year-and-a-half later, the OPCC couldn’t determine whether the allegations had ever even been investigated and in May 2009, again ordered the VPD to investigate. After requesting several extensions, a November 2010 deadline to review the internal investigation was not met and the OPCC ordered an external investigation.

Keeping her dream afloat Surrey teen has a chance to spend her Grade 12 year sailing the world on a tall ship by Sheila Reynolds APART FROM FAMILY TRIPS to the U.S. and Mexico, Alysha Bacus has spent pretty
much all of her 16 years in Surrey. So when her friends, most of whom are from other countries, chat about their worldly experiences, she gets admittedly envious. “I listen to them talk about their lives before they came here, and I always find it amazing,” Bacus says. “I want to see how other people live and experience it for myself.” If things go her way during the next year or so, she just might have that chance. The Kwantlen Park Secondary student has been invited to attend Class Afloat, a Nova Scotia-based sea school program where she would travel the world on a tall ship while completing Grade 12. The program invites about 60 applicants aboard a 1927 Norwegian ship called the Sorlandet, visiting about 22 ports around the world over approximately eight or nine months. Bacus is entering Grade 11 this fall, so the trip wouldn’t be until late August 2013. “It would change my life. I’ve talked to so many people that come off the boat and it’s opened so many doors for them,” says Bacus, who wants to eventually join the Coast Guard. “You learn so much about different cultures all around the world because you’re just completely immersed in them – you’re a part of them for those four or five days that you’re in that port.” As well, for a year, the participants must learn to live in very close quarters with more than five dozen people. “You have a sea chest, a locker and a bed. That’s your personal space.” The only obstacle to her ocean journey is the cost: The Sorlandet $50,000. While she initially thought the fee amounted to the end of her dream, she kept thinking there had to be a way. She has since started a website called Dream Afloat. While she and her family have come up with $10,000, she hopes to raise the remaining $40,000 through contributions. Her idea is that if 2,000 people contribute $20 each, she’ll reach her goal. “I don’t actually know 2000 people but if you could do me the enormous favour of telling 10 friends about me and they tell 10 friends, it might just work,” her website says. So far, with money from bottle and coin drives, the total sits at about $16,400. Alysha’s mom Sherry, who was diagnosed with breast cancer last August and has since undergone multiple rounds of chemotherapy and radiation, says she has learned how important it is to value each day. Through the tough times, Alysha has been an inspiration, says Sherry. “The last year has been very difficult for our family,” she says, “and despite it all ... At about 10 p.m. Aug. 9, Shafiah Sadler, 51, was at the door of her home, struggling with some groceries as she attempted to unlock her door. An 18-year-old South Asian man pushed her, grabbed her purse and ran. Sadler gave chase, calling for help along the way. To her good fortune – and the bad luck of the perpetrator – Dosanj, a kickboxer, was driving by in his van near 75 A Avenue and 120 Street when he saw Sadler calling for help from the middle of the street. “I saw the male in the black hoodie, and I quickly assumed right away that he had stolen something from her,” the Delta teen said Friday. He rolled down the window, yelling at the perpetrator to stop. When the man with the stolen purse kept going, Dosanj, 18, got out of the van and gave chase. It happened so fast, he said, that he didn’t have much time
to think about possible repercussions, like if the thief was armed. He eventually caught up to the perpetrator behind the Shoppers Drug Mart on Scott Road, put him in a headlock and dropped him to the ground. That’s when the thief started yelling “Let me go, I didn’t do anything.” Dosanj kept his grip and the man finally gave up the purse, once again pleading to be released. After about five minutes, police arrived and arrested the suspect. Police commend Dosanj for his quick and bold action. “This young man is to be lauded for his courageous and selfless actions,” said RCMP Sgt. Drew Grainger. “As the police it is very satisfying to see young people in our community rise to the occasion to assist another citizen in need. Although we never condone this type of behaviour, we commend his efforts that night and for acting so decisively.” Police are recommending a charge of robbery against the suspect. As for Dosanj, he’s looking for work, possibly in the security business, or even policing.

Justice Gerow didn’t buy their argument. “The face of the 2009 order makes it clear that the Commissioner is ordering an investigation because all the information was not considered,� she wrote in her reasons for judgment. “The fact that the petitioners did not commence a petition until after the 2010 order for an external investigation was made, and allowed the investigation to proceed for 19 months before commencing a petition, is indicative of the fact that they were well aware of the reason for the 2009 order and were content with it.� Rossette, a 21-yearold single mother of a three-year-old girl, was stabbed 40 times and her throat was slit. She was 17 weeks pregnant with her second child. Her boyfriend, Amjad Khan and alleged accomplice Naim Mohammed Saghir were arrested and charged a year after her death. In 2008, the two were found guilty of first-degree murder, but those convictions were overturned on appeal last September and a new trial is scheduled to begin early next year.

He then opened his uniform pants and assaulted her again, reads the lawsuit. Then on Aug. 1, Johnston enlisted the help of Delta police Const. Jason Martens to “stand six” (be a lookout) while he led Jones into the Delta Police K9 office. It’s also alleged Johnston allowed Jones to read confidential police files, including one about a young male who had been killed, but that it was “nothing to be sad about because the deceased was a criminal.” Johnston then allegedly led Jones to work
A NORTH DELTA woman is suing the municipality, the Delta Police Department (DPD) and a police officer, alleging his “predatory” behaviour in beginning an extramarital affair with her after responding to a domestic dispute at her house. According to the civil claim filed with the Supreme Court of British Columbia on Aug. 7, Tori Jones called police to her home in the 11800-block of 85B Avenue on July 26, 2010, following an argument with her common-law partner, Josh Van Polanen Petel. Robert Wesley Johnston, one of the officers who arrived, gave Jones a business card with his name, personal cell phone number, and email address, advising her to seek legal counsel, and seek custody of their two-year-old son. He said Jones should call him if she had any further problems with Petel and he would “personally deal with him.” Shortly after, court documents allege a wild affair began at Johnston’s behest, resulting in sexual liaisons while on duty. Jones and Johnston began communicating via cell phone and text message two days after the domestic call, and on July 31, he allegedly met Jones in the underground parking lot of the Superstore on Scott Road and 82 Ave., where he allegedly committed sexual assault and bat-

They were interrupted by Petel’s stepfather, however, and fearing it could jeopardize his job, Johnston allegedly put his uniform back on and left from the back door of the house. The sexual assault allegations continue in the writ details of the court documents, including an iPhone text message that included a semi-nude photographs of Johnston while in uniform. He’s also accused of sharing a naked picture of Jones with a

That investigation included a report from Deborah Sinclair, a registered social worker, who wrote that Johnston’s “preoccupation with sex and his predatory behaviour towards women earned him nicknames as ‘the predator’ and ‘Kilo 69.’ ” The report says he continued “his relentless pursuit of sexual encounters with women despite the fact he was a senior officer who was married with two sons” and his well-known propensity for petite, blonde women. The Corporation of Delta, the DPD and its chief are also named in the claim. Delta Police spokesman Const. Ciaran Feenan said he couldn’t comment on the specific allegations. “What we can speak to is the fact that when those allegations were made, the Delta Police Department acted immediately,” he said. No response has been filed to the civil claim and none of the allegations have been proven in court.

One name that should be forgotten
T
he events in Wisconsin on Aug. 4 are almost beyond comprehension. A 40-year who was bounced from the U.S. army for being drunk on duty, a white-power skinhead, walks into a Sikh temple near Milwaukee and starts shooting. Six people die. Then the killer killed himself. It is a tragedy that hits very close to home in Surrey, where many residents are members of the same faith. The gunman was quickly identified and the hunt for every available detail of his life was underway within hours of Sunday’s tragedy. We now know a lot about him. His racist comments on various online forums have been exhumed, and his career path has been traced from a a military missile repairman to a psychological operations specialist to a bass player in a white-power band. With all that has been reported, we still don’t know exactly why he did what he did, and we may never find out. But his name and his history is not what we need to remember. The name and life history we should remember is that 65-year-old gurdwara president Satwant Kaleka, a farmer from the Duggal village of India’s Patiala district, who moved to the U.S. in 1982 and helped found the temple. It was the unarmed Kaleka who tackled the gunman at the door of the temple when the shooting started, suffering two ultimately fatal leg wounds. Kaleka delayed the killer’s entry by two minutes, giving others a chance to flee. Nor should we forget Oak Creek Police Lt. Brian Murphy, who was shot nine times while tending to one of the wounded in the temple parking lot, then reportedly tried to wave off fellow officers when they came to his aid, insisting worshippers indoors needed their help more. We also need to remember 39-year-old Parkash Singh, a quiet, gentle man who served as granthi (priest) at the gurdwara for six years. And the others who died: brothers Sita Singh, 41, and Ranjit Singh, 49. And Paramjit Kaur Toor, 41, and Suveg Singh, 84. The bravery of Kaleka and Murphy makes sense. Being a person of faith also makes sense. What the killer did was, by any definition, a senseless act. A man who may not have met the legal criteria for “insanity” nonetheless did something quite insane. He murdered people he did not know, and it appears he killed them simply because they were not like him. That is a particular awful sort of madness, the kind that resists understanding.

Family van pulls up to the corner store to stock up on a few camping essentials: pop, chips, hot dogs, a case of beer and a bottle of vodka. Not in B.C. you say? It happens every day at rural agency liquor stores around the province. As with many other issues, there is one reality for urban B.C. and another for the rest of us. Selling booze in grocery stores would presumably create anarchy in B.C cities and towns, but villagers and their visitors somehow manage it, just as everyone does across the line in Washington or Alaska. These rural agency stores are “flyspeck operators,” sniffs an acquaintance who spent his career as a union activist in government liquor stores. Picture dusty old bottles on a rickety shelf, greedy owners and poorly trained clerks more likely to sell to under-age drinkers. Similar generalizations can be heard about the hundreds of private liquor stores that have popped up around B.C. since they

industry has looked to Alberta’s all-private model and predicts higher costs. The B.C. Liberal government has been on the defensive from the start, with the NDP pointing to the paper trail of lobbyists with an apparent inside track. It’s great politics, but it matters little to consumers in an increasingly competitive but heavily taxed business. Another new regulation took effect this summer, creating a $525 fine for adults serving minors, on the job, at home or as a bootlegger. Parents who provide booze for their own under-age children are exempted. Previously, penalties applied only to licensed establishments. If the issue really is public safety and teen binge drinking, the key job for government is to regulate sales effectively. Once that is done, no justification remains for government liquor sales.

NDP up to same old tricks AS LEADER OF the BC NDP,
Adrian Dix seems to have latched onto the same cynical trick used by one of his NDP predecessors to lull B.C.’s business community into a reassured, sheep-like state of complacency about the NDP and the NDP’s ability to manage the B.C. economy. For the past year, Dix has been making the rounds of various business groups in the province to deliver a “have-no-fear-we-arenot-the-same-NDP-we-once-were” message. This is exactly the same thing NDP opposition leader Mike Harcourt did, and said, back in the late 80’s and early 90’s before he was elected premier. Well, we all know how that worked out. In the end, thousands of young people had to leave communities in every part of the province just to find work. Please tell me that B.C.’s business community and the people of B.C. are not so naive that they will fall for this same NDP trick a second time. B.C. barely survived the last bout of NDP government. What more devastating news can there be to hear about a horrific shooting in a peaceful place of worship, leaving six people dead? As a Sikh myself, I follow the teachings and understand the moral values taught by the Sikh religion. I think it is important for the Sikh community to establish a solid identity – not be mistaken for another religion and to educate others around us about who we are and what we believe in. One of the prime moral values of Sikhism if forgiveness. Sikhism teaches others to forgive their enemies. This was effectively portrayed last Tuesday night at the Lakshmi Narayan Mandir when, even after such a devastating tragedy, people are still expressing a willingness to forgive the gunman. It is truly unfortunate that racism still exists to such an extent even today in such a modern, civilized, united and mature world. I agree this tragedy has raised religious intolerance worldwide but it has also created awareness. We live in a multicultural, multi-ethnic society where all races, people of all different cultural backgrounds live united and peacefully. One of the teachings I greatly believe in is “Nirbhau Nirvair,” without fear without hate.

ran Gill (Leader letters, Aug. 9) on his appraisal of racist hate crime and would have not written this reply until I read his last paragraph. The letter was well-balanced and did not target specifically any group in these racist attacks until the last paragraph explicitly targeted “white supremacists” as the group of people that we needed to be educated about. My son is white and courted a “brown” girl for two years. (I am using the young peoples term when a say “brown”).
He endured a lot of negative racist “white monkey” comments from her grandparents and was always wary of groups of brown kids who threw taunts at him and asked her why she was with a white guy. Even her family went out of their way to try and introduce her to a better suitor of her own race. Racism is not a one way street. All sides need educating.

Plan to scrap IV nurses stings I WAS SURPRISED re: the story
“IV nurses scrapped at large hospitals” (The Leader, Aug. 7), since these are such a specialized group of nurses. I agree the demand was huge, but downloading the problem to the ward nurses does not solve the problem. IV nurses become very efficient at even the most difficult starts, which I suggest, comes with experience and practice. I do not want to denigrate the ward nurses in any way, but feel they are too busy to have the extra 15-30 minutes or more, per patient, to spend on IV insertions. I do not feel this is a good plan for the patients or the nurses. Elaine Belliveau, RN
Find healthcare savings elsewhere I recently had the dubious pleasure of a 15-day stay at Surrey Memorial Hospital plus a bonus night in the friendly hallways of the ER. The IV nurses I observed were professional, dedicated, compassionate and very busy. To save a measly $600,000 while causing a great deal of physical pain and mental anguish to patients suffering with collapsed or difficult to find veins is beyond cruel.
Letter writers are not pleased with Fraser Health’s plan to cut specialized IV nurses at several hospitals and instead train regular nurses to do tricky insertions. Inserting an IV, in this layman’s opinion, appears to be difficult and arduous in many cases and should only be undertaken by an experienced nurse. I believe that I read recently that Canada spends 17 times as much as Germany, on a per
capita basis, on health industry bureaucrats. Surely more substantial savings can be realized by downsizing this over- bloated management level perhaps only, in this case, by dismissing two or three redundant executives?
Patients will receive better and more effective health care while not noticing any drop in service from the loss of a few overpaid pencil pushers. Rick Stonehouse Delta

Minister of Social Development On Aug. 2, I rode the SkyTrain from Vancouver to Surrey. It was a 35 minute trip on a four car train. Every car contained at least one large colorful glossy booze poster at child’s eye level. Every car had minors. Two of the cars actually had two booze ads each. TransLink customer
service claims that they “try and make sure alcohol ads are as appropriately placed as practical.” This is simply not true. With six ads on only four cars, the obvious goal is maximum exposure and saturation marketing, with no regard for the effect on children. My children ride the SkyTrain at least 12 times per week. They have no alternative. If this is how we operate our public transit,
what does that say about us as a public community? It takes a village to raise a child. We are all responsible. Who authorized the sale of alcohol on our public transit, and can you stop it? As the Minister of Social Development, I feel it is your duty and responsibility to get involved.

He made no explicit funding promises but said the federal government intends to roll out a new long-term infrastructure grant program starting in 2014, after the federal deficit is eliminated. Strategic location cited in decision on new complex

FEDEX FREIGHT is beginning construction on a new $20-million freight hub in North Surrey that will handle shipments throughout western Canada. The company cited confidence in B.C.’s growth outlook and the region’s strategic position to its business for the decision to locate the 46,000-square-foot complex in Surrey. “It’s a very significant investment for us,” said Grant Crawford, FedEx Freight’s vice-president for international operations. The new building – with 70 cargo doors – will be open by the end of the year on a 16-acre parcel of land on Grace Road, near 104 Avenue and Scott Road. Until now, FedEx Freight was outsourcing its B.C. operations through a Burnabybased partner but has
opted to now run its own hub here. Crawford said the port infrastructure in Metro Vancouver gives the new hub ocean access to its global
network as well as the ability to ship south to the U.S. and Mexico and east across Canada. “At the end of the day Surrey from a logistical standpoint made a lot
of sense,” he said. There will be about 50 employees based at the new site initially, but Crawford expects that number to climb. jnagel@surreyleader.com

And though it’s been a most successful few weeks for all hometown Olympians – swimmer Hilary Caldwell rounded out the local contingent in London – Friday belonged to Weinberger. The podium finish caps an impressive few months for the young swimmer, who has second- and third-place finishes on the World Cup circuit this year. He also won an Olympic test event on the Hyde Park course last August, so the course was not unfamiliar to him. He qualified for the Olympics in June, when he finished second to Mellouli at a race in Portugal. In that race, Weinberger had to fight his way back from 49th – dead last – which is where he sat after one lap after he was forced to stop and readjust his goggles.

round robin games, the Delta Heat earned the shortest possible path through the playoff round at the Under-16 Girls Fastpitch Canadian Championships in Brantford, Ontario. But a loss in their first playoff contest Saturday night left them with the longest route to a national title. But the Heat endured in a schedule delayed
by rain, winning four games in a eight-hour span Sunday, claiming a national championship with a 14-0 decision over the Victoria Devils. The Heat didn’t leave the diamond Sunday, playing games at 9 and 11:30 a.m., and 1 p.m. before the championship game at 3:30 p.m. In a double-knockout format that usually tires teams that lose their first game early, the Heat thrived while

playing 25 innings in the final day of competition. One of just two unbeaten teams in the round robin, Delta was upset 7-3 by Devils Saturday evening. After Victoria won once Sunday morning to get to the championship, they received a two-hour rest while the Heat worked their way through the losers’ bracket. Delta began the marathon with an 8-0
win over the Burnaby Oakeys in six innings, scoring in every inning except the fourth. Taylor Gillis and Kennedy Bailey has three hits each, with Lexie Brenneis and Bailey driving in two runs each. Francais Olexa threw a two-hitter with four strikeouts for the win. A grand slam by Holly Spears in the fourth inning was the difference in a 5-1 win by the Heat over the Brampton Blazers.
Olexa and Marley Parker each had a pair of hits, with Parker earning the decision as a pitcher, striking out nine batters while allowing just four hits. Parker was pitching again in game two, holding the Mississauga Tigers to a single, a double and a walk in a 1-0 victory. Parker collected 10 strikeouts, and also homered for the game’s only run. inning. FOUL TIPS: The Heat placed six batters among the top seven RBI (runs batted in) leaders. Kennedy Bailey topped the list with 13 RBIs, followed by Lexie Brenneis with 11, and Cassidy King and Montanna Tumovitski with 10 each. Holly Spears and Marley Parker had nine each.
