Deaf man with cerebral palsy has special bike stolen Locked motorized bicycle taken from outside the Guildford Recreation Centre by Kevin Diakiw SURREY’S BRAYDEN Walterhouse, 20, has been challenged by cerebral palsy and deafness, but he has always persevered. One of the main tools he relies on is a black Opus brand bike, which allows him to travel to social engagements and to the gym. Because of his cerebral palsy – a disorder of the brain and nervous system that can affect movement – Walterhouse can’t use one of his feet very well on the bike’s pedals, so his parents installed a motor on the bicycle. But the Brayden young freeWalterhouse man’s dom was suddenly taken away Tuesday (Aug. 14) while he was working out at the gym at the Guildford Recreation Centre. He arrived for a three-hour workout at about noon, and during that time, someone cut the locked cable that secured his bike outside the rec centre and made off with it.

allowed – with or without a leash. The move shrinks the green space available to Surrey’s estimated population of 127,000 dogs. The problem isn’t so much the dogs, but what their owners leave behind. Sporting groups are tired of having to clean up dog waste on playing fields before begin-
ning games, and have lobbied the city hard to do something about the doggie-do. Coun. Tom Gill, who sits on the city’s parks committee, said some groups keep a shovel in their equipment room to scoop up the feces before a day of play.

Mac’s uses Facebook to find crooks Convenience store seeks robbery suspects by Kevin Diakiw
A LOCAL chain of convenience stores is using social media to out some of the people suspected of robbing their outlets. Mac’s Convenience Stores is using a Facebook page showing still images and descriptions of people believed to be in the process of robbing their stores. The latest posting regards a robbery of the Mac’s Store at 14820 108 Ave. on Wednesday, Aug. 8. The suspects entered the store, produced a knife and demanded the money from the register and cigarettes. The employee complied and the suspects left. The first suspect is described as male, 160-170 lbs., 5’8”-5’10”, Robbery suspect wearing a black and white Nike jacket, white hoodie, black and white gloves, and a red bandana covering his face. This suspect was in possession of a knife. The second suspect is described as male, 160-170 lbs, 5’8”-5’10”, wearing a black jacket with Rocawear on the back, red pants, red and black baseball hat, black gloves and a white shirt covering his face. He was also in possession of a blue and black bag. Modern light rail is almost universal THE ONGOING SKYTRAIN versus light rail debate continues in the Lower Mainland, which is curious because elsewhere modern LRT made SkyTrain obsolete over two decades ago. Has anyone at TransLink or the SkyTrain lobby noticed that no one builds with SkyTrain anymore? Over 33 years on the market, and only seven systems have been built. Compare this with over 150 new light rail lines being built during the same period. It’s not SkyTrain, rather its the family of driverless light-metros that have been made obsolete by LRT simply because you can operate LRT as light-metro, on a grade separated
guideway like Seattle, yet retain the ability to operate as light-rail or a streetcar on the same route if need be. This inherent flexibility of modern light rail made the much more expensive SkyTrain a fit for only small people-mover type systems. SkyTrain is driverless and being so costs more to operate than LRT because instead of drivers, SkyTrain has attendants – over 250 of them at last count – and with more technical employees needed for smooth operation, SkyTrain is more expensive to operate than modern LRT. Combined with SkyTrain’s huge construction costs, SkyTrain is a very bad bargain. The SkyTrain system has become a pariah of
transit systems, yet TransLink, which is sinking fast in a quicksand of debt, still plans for more of the obsolete mini-metro. Can’t any civic or provincial politicians draw a straight line from SkyTrain to TransLink’s financial chaos? Evidently not. Today, modern light rail has proven to carry more people, faster, at a far cheaper cost than SkyTrain. Who buys or even plans for SkyTrain today? It seems it is only the rubes in Victoria, Metro Vancouver and TransLink do. Malcolm Johnston Delta

Skewed justice Pools not for competition LETTER WRITER Dave Bains condemns the conditional sentence for ex-Mountie Monty Robinson as a “gross miscarriage of justice,” accusing the judge of having “made an egregious error in judgment.” Surely we should not be too surprised at B.C. Justice Janice Dillon merely dispensing the time-honoured “standard fare” of the many-splendoured “blessings” of crime and punishment, Canadian style, where the rights of convicted criminals, such as Monty Robinson and his “special” aboriginal status, trump the fate of their very real victims; where child abusers are inconvenienced with a mere three months in prison; where hit-and-run murderers have to endure the indignity of conditional sentences and house arrest; where the punishment of habitual offenders is measured not in terms of their crimes but in terms of the criminal being regarded as the “real victim” of societal neglect; where lenient sentences have made drug trafficking and organized crime the “crime that pays”; and where bail is granted with few questions asked. again the bias against competitive sport has shown itself with the recent decision by Surrey council to build two community pools, rather than building at least one of them capable of handling elite competition.
I recently attended the BC Summer Games at the Surrey Sport and Leisure Complex, where it was virtually impossible to watch either the racing or synchronized swimming events due to overcrowding and lack of a proper viewing gallery.
There isn’t a single pool in the entire Lower Mainland where a national event in any of the water disciplines (racing, diving, synchronized swimming or water polo) could be staged. Kurt Friesen

was shocked to hear of Fraser Health’s decision to eliminate the specialized positions of IV nurses. This definitely is a step backwards in health care and is fraught with disaster. Most wards are short-staffed as it is. Some medications are incompatible and have to be given separately and at different rates. The overworked nurse is responsible, as the person who administers the medication and must have time to research the dosages,
timing of drops, etc. Often times it is difficult to thread the needle through collapsed veins or to the scalp vein of a wriggling, screaming infant. On-ward emergencies can distract and doctors or relatives of other patients may demand her attention while she is trying to carry out this delicate procedure. Fraser Health – please reconsider. Our oil won’t last forever I’M WRITING regarding the bigger
issue of the B.C. pipeline, that is the depletion and export of Canadian resources. We all forget about the longterm real value of Canada’s resources base. Margaret Thatcher sold all of the UK oil reserves to corporations – there is basically little oil left now in the North Sea. The boom was short lived. This has and will impact the ability of the UK and Europe in times of crisis to have cheap oil and gas prices. Imagine now if Europe was awash in cheap gasoline. The same will happen in Canada. Oil pipe lines leaving Alberta go south to the U.S. and then on to Mexico for export to global destinations. The U.S. takes a transit fee on that oil – thank you Canada (it’s exporting our oil). We are now proposing another such gas and oil pipeline to the B.C. coast. That oil will go to Asia – China in particular. Economic growth in China has been such that it will consume all Canada’s oil if it had the chance. Hence, their interest in buying Canadian oil companies and licences to extract oil from the sands in Alberta. Would Canadian companies and our nation not be better off by having cheaper gasoline to run our economy and make us more competitive globally, as opposed to giving our energy away to other nations? Why isn’t the Canadian government offering the U.S. and global corporations opportunities to set up manufacturing factories here in Canada with a promise of cheap oil fuel and gas for the next 30 years? In the long run, this will support more job growth in Canada and grow Canada’s GDP and exports. Instead we are selling our assets to nations which will use that energy to manufacture goods that we Canadians then re-import. Not good for Canadian jobs in the long term. We become a nation of buyers as opposed to producers. Fifty years from now, Canadians will ask themselves: Why did we export so much of our oil and gas at the stupid price of $80 a barrel? Heavy police response in North Delta by Kevin Diakiw A MAN heading home from the rifle
range brought home a bag of spent bullet shells on Monday. Several shells dropped out through a tear in the bag as he walked into his suite in North Delta, sparking a full-on emergency response from police. After receiving reports of the spent shells, Delta Police called in the Municipal
Integrated Emergency Response Team (MIERT), which descended on Shannon Apartments at 11865 80 Ave. at about 3 p.m. Monday. One woman who lives in an adjacent co-op housing unit was visited by a police sniper who wanted to use her apartment as a perch. About 4 p.m., several black SUVs came roaring through the co-op, according to a witness. One woman said it was a fairly frighten-
ing experience. Parents were pulling their children out of the play areas while police trained their weapons on Shannon Apartments. Delta Police spokesman Ciaran Feenan said Tuesday the man came out of his home voluntarily and issue was resolved without incident. “He was totally cooperative and he worked with our investigators after,” Feenan said.

which have chased small children in the parks. “When you’re six feet tall, you’re kind of okay, but when you’re two-foot nothing, scrambling around the field, you get a little bit excited,” Gill said. Dog owners can expect a bylaw crackdown in some areas of the city where Surrey is receiving the most complaints. People who are found in non-compliance of the new rules can face a fine of between $50 and $2,000. Most of the time, the fine is $200. To accommodate the large and growing number of dogs, Surrey has devised its second longterm plan for off-leash parks: The City of Surrey 2012-2021 Off-Leash Area Strategy. It follows a 2001-2010 study that called for seven dog parks in Surrey, and now that those are built, the city has endorsed a pooch plan – based on a comprehensive $100,000 study – calling for 14 new dog parks by 2021. Five of those will be created between 2012 and 2015, and will be located at: • A lightly used corner of Bear Creek Park (Newton); • Pioneer Greenway (South Surrey); • Fraser View Park (Guildford); • Panorama Park (Newton); and • Bolivar Park (Whalley). Those parks have community support for accommodating canines off-leash, with 94 per cent of people at area open houses supporting the need for more dog parks. The study found that 38,000 dog owners visit a dog park every week, and almost 13,000 people said they visit one with their dog every day.

FOR DOUG McCallum, countless children awestruck by the horses at Fraser Downs Racetrack and Casino last Saturday (Aug. 11) were a welcome sight. The CEO of Harness Racing BC was hoping to attract more families to the track’s second-annual open house, which signalled the start of the standardbred harness racing season. The long lineups for everything from barn tours to jogging cart rides around the track proved that
goal was achieved. “We have said we need to promote Fraser Downs a lot more to families and that’s why we started the open house last year. And this year it was even more popular with the kids,” McCallum said. “Their eyes just light up when they see the horses.” The event also featured demonstrations, such as how to care for horses, and a craft area for kids where they painted horseshoes. The fall harness racing season officially kicks off this

The six that we’re off, everyone [involved in the industry] leaves and they don’t come back,” McCallum said.
The Great Canadian Gaming Corporation wanted its racetracks – Fraser Downs and Vancouver’s Hastings Park (which features thoroughbred racing) – to avoid competing for customers. The extended racing season was reinstated after protests, rallies and meetings between Harness Racing BC, B.C. government officials, the Great Canadian Camping Corp. and the BC Gaming Policy Enforcement Branch took place last spring.

system will test diesel pollution from trucks, buses and other heavyduty vehicles over the next three months to help guide future initiatives to curb emissions. Infrared and ultraviolet beams from a parked test trailer pass through the exhaust plume of heavy trucks as they pass and data is read by a detector across the road. The province’s AirCare program is slated to be dismantled for regular vehicles by the end of 2014, but the government held out the possibility it may be replaced by a bolstered program targeting truck pollution, which currently is subject to only mobile tests through the AirCare On Road program. “This study is a good first step to help us gain better understanding of diesel emissions from the transportation sector in the Lower Mainland, and is consistent with AirCare
commitments made by the province,” Environment Minister Terry Lake said. “The results will help us develop options for reducing diesel emissions in the region moving forward.” Emissions of soot, or fine diesel particulate, are estimated to be responsible for twothirds of the lifetime cancer risk from air
pollution in Metro Vancouver. Metro Vancouver, which is responsible for air quality in the region, has also begun a nonroad diesel emission reduction program, which charges fees on older heavily polluting machinery, such as excavators and forklifts, while offering owners incentives to upgrade or replace them.
“Now it’s time to find ways to reduce emissions from on-road vehicles too,” said Metro environment committee chair Heather Deal. The province is a partner with Metro Vancouver, the Fraser Valley Regional District and Port Metro Vancouver in the new roadside emission test program, slated to cost $130,000.

Schools finalists in BC Hydro award A total of 42 businesses across province nominated in Power Smart contest

BC HYDRO is giving Surrey schools top marks in energy efficiency. Both Kwantlen Polytechnic University and the Surrey School District have been named finalists for BC Hydro’s Power Smart Excellence Awards. Kwantlen was nominated in the category of Leadership Excellence. The university closely tracks, reports and evaluates how they use energy providing them with a keen understanding of how they are operating.
Interval meters for electricity enhance their building management system allowing facility employees to monitor and control energy at a detailed level and to identify new energysavings opportunities. Surrey Schools was nominated in the category of Power Smart Leader. As one of the largest school districts in Canada and the largest in B.C., Surrey Schools’ Energy Management Plan is on track to exceed its target of conserving 10 gigawatt hours in a year or enough to
power 909 homes for a year. By 2014, it’s estimated that Power Management software alone being installed on approximately 13,000 computers will conserve 1.2 gigawatt hours per year or enough to power more than 100 homes a year. In all, 42 businesses and individuals in British Columbia have been named as finalists for the Power Smart Excellence Awards. The bi-annual Power Smart Excellence Awards recognize best-in-class energy conservation leadership and innova-
tion from BC Hydro customers in commercial, government, and industrial sectors as well as retail and industry partners. on whether the regional district eventually rebuilds its aging collection of affordable housing complexes or decommissions them. The issue arose at a Metro council-of-councils meeting last month in Surrey, where White Rock Mayor Wayne Baldwin noted there is no fund in place to cover the long-term capital replacement costs of Metro’s more than 50 rental housing complexes. “They will have to be replaced,” he said. “So we’re going to have to come up with the money somewhere.” Although Baldwin suggested Metro try to “upload” responsibility for affordable housing back to the province, he noted Victoria is “quite happy to have us do the job.” The regional district currently owns and manages more than 3,600 units, some of which charge market rents that in turn help subsidize other units reserved for lowincome tenants who qualify for supplements from B.C. Housing. More than 10,000 residents are housed in Metro Vancouver Housing complexes. “It is not a municipal responsibility,” Baldwin said “Somehow we got into the business and we’ve Judy Villeneuve never gotten out of it.” The housing arm of Metro costs $35 million a year to operate and maintain, but that’s entirely covered through rents and B.C. Housing supplements – only housing policy and planning functions at the regional district are paid out of taxes. Where a gap exists is in setting capital aside to replace the buildings, which were built decades ago with federal subsidies. A planned redevelopment of Metro’s Heather Place townhouse complex in Vancouver near Vancouver General Hospital may offer one model for rebuilding, particularly in areas with high real estate values. Its replacement will be a mixed-use project built by a private developer with market housing where bonus densities have been offered in exchange for the inclusion of affordable housing units, said Surrey Coun. Judy Villeneuve, who sits on Metro’s housing committee. “There is an aging stock,” she said. “We have to look creatively at how we can ensure that we hold that stock.” Villeneuve noted Metro Vancouver and other local partners are lobbying hard for Ottawa to develop a national housing strategy with new incentives to build co-op and affordable housing. “It’s falling on deaf ears,” she said.

TransLink Commissioner Martin Crilly by January 2013. The watchdog who advises the regional Mayors’ Council on TransLink’s plans and actions wraps up his three-year term April 30, 2013 and legislation does not allow repeat terms. The commissioner’s job includes approving or rejecting fare increases beyond the rate of inflation. Crilly this spring rejected a proposed TransLink fare increase, denying the transportation authority an
extra $20 million a year, and released extensive recommendations on how TransLink should look to wring more money out of its operations. TransLink faces a bigger budget hole because mayors are withdrawing their support for a $30 million property tax after the province refused to allow any new funding source and dispatched auditors to find savings at TransLink instead. Various transit improvements, including express buses over the Port Mann Bridge and on King George Boulevard in Surrey, are on hold as a result.

The payouts for 2011 happened earlier this year and any payments for 2012 would happen early in 2013, if approved. The number of TransLink board and committee meetings were pared in 2011, helping reduce the payouts to directors, who receive $1,200 per full-day meeting or $600 for a half day in addition to retainers of at least $30,000. The total paid to TransLink’s directors last year was $508,000 and ranged from $46,000 to $54,700 depending on the number of meetings attended. Board chair Nancy Olewiler received a flat $100,000 stipend.

has turned a very successful season in the B.C. Premier Baseball League (PBL) into a college scholarship in Houston, Texas. Sonnenberg, an 18 year-old graduate of Fraser Heights Secondary, will attend San Jacinto College, a NJCAA (National Junior Collegiate Athletic Association) school that was won five national championships and played in 22 Junior World Series tournaments. A former member of Whalley Little League, Sonnenberg played this past season with the
Okanagan Athletics, and was a huge factor in the Kelowna-based team’s best-ever season in the PBL. The Athletics placed fourth in the league with a 32-16 (won-lost) record, then won five of six playoff contests for their first championship. Sonnenberg hit for a .340 average, seventh-best in the 13-team PBL, and was also in the top 10 in doubles (11) and triples (3). He was also a threat once on base, as his 23 stolen bases was second only to Matt Bryan of the Victoria Mariners. In six playoff games, Sonnenberg hit .368 with two doubles, a triple and 10 RBIs in 19 at-bats.

Storm perfect at nationals Softball team undefeated after six games in Montreal

THE SURREY Storm
are one of just two undefeated teams at the Under-18 Women’s Fastpitch Canadian Championship in Montreal. The Storm have opened the 17-team tournament with six victories, tied for top spot with the Guelph Gators, who are also 6-0 (won-lost). The top eight teams after eight round robin games advance to a modified doubleknockout playoff on the weekend, with the top four teams needing to lose twice to be eliminated. The fifth through eighth place teams are knocked out after just one loss. The Storm need one more win to clinch a top four placing. They were to play the 3-3 Calgary Kaizen last night, before taking to the field against the Gators at 12:30 p.m. (PDT) today (Thursday). A game-by-game recap of the Storm in round robin play:

urrey’s Sonja Mohrsen is gearing up to participate in the BC Lung Association’s 28thannual Bicycle Trek for Life and Breath on Sept. 8 and 9. An exhilarating two-day, 200-kilometre scenic ride from White Rock to Cultus Lake, the trek is an annual fundraiser in support of lung health and clean air. This will be the Mohrsen’s 16th trek – one she does annually to honour her mother, who passed away from lung cancer. “It’s a beautiful ride, and because the BC Lung Association takes care of all the logistical details, it’s a wonderful, worry-free weekend in the outdoors,” said Mohrsen, who rides with her team. “I look forward to seeing everyone every September. (It’s) like an annual family reunion.” “Spare Tires, our team name, came from a stop we made to buy doughnuts while riding one year. It has stuck with us,” said Mohrsen. “We like to dress things up a bit. One year we brought doughnuts to Trek to emphasize our name. Another year we wore spare bicycle tires around our necks, but that wasn’t very comfortable. “It’s a 10-kilometre ride with a couple of hills that are real doozies.” Mohrsen also participates in other sporting events throughout the year, including half marathons in August and at the end of September. The event itself is designed for everyone from the occasional rider to the experienced cyclist. Recalling her first time tackling the 200-km ride, Mohrsen advises new participants to “just enjoy the ride rather than trying to race.” Each participant is required to raise a minimum donation of $475 by event day. In return, they travel a fully supported route with rest stops and food to fuel their journey. “People of all ages from all walks of life take it upon themselves to volunteer and raise funds in support of lung health through the BC Lung Association,” says Chris Lam, BC Lung Association’s development manager. “More important than anything else is the genuine care and effort everyone puts in – participants and volunteers alike – it is truly inspiring.” Started by a dozen volunteers 28 ago, the trek has helped raise more than $5 million. SURREY’S ADA KIM, a fourth-year undergraduate at UBC, has been awarded one of four “studentships” for breast cancer research. The studentship program is funded by the Canadian Breast Cancer Foundation – BC/Yukon Region (CBCF ) and the BC Cancer Foundation, and provided through the BC Cancer Agency (BCCA). Thirteen research projects will be conducted until Aug. 31 at BCCA sites across the province, ranging in focus across several types of cancer. The CBCF-funded research is specific to the area of breast cancer, and may cover any discipline of breast cancer research, including clinical, translational, basic, behavioural or population research areas. “We were extremely impressed with the calibre of applicants this year,” said Wendy Slavin, CEO, CBCF-BC/Yukon Region. “These students are part of the promising future of breast cancer research in the province and CBCF is honoured to provide them with this opportunity for hands-on research.” Each year, BCCA offers up to 15 summer research studentships to support senior undergraduate university students and/or junior medical or dental students studying in B.C. Studentships are available for a period between eight and 16 weeks with students receiving $375 per week up to a maximum of $6,000. Applications for 2013 studentships will be available online this winter with the recipients announced in February/ March 2013.
