On Aug. 11 at Gyro Park in Grand Forks, the Boundary Peace Initiative hosted an event to commemorate the first victims of nuclear weapon use. Nuclear bombs were dropped in Hiroshima and Nagasaki in 1945. “It’s good to see everyone here to commemorate the victims of the first use of

nuclear weapons and all the subsequent victims that followed. We also call for an end to the madness of the nuclear industry,” explained Laura Savinkoff, one of the organizers and Boundary Peace Initiative chair. “We hope everybody will get involved in a world where peaceful living is the norm and not something we seek and strive for, but simply is.” The actual dates

Tragic drowning at Moody Lake Grand Forks Briefs The former fire chief of Christina Lake is dead after falling into Moody Lake while on his canoe on the morning of Aug. 9 at 9:30 a.m. According to Barb McLintock of the BC Coroners Service, Richard (Dick) Arthur Thomas, 78, was in his canoe at Moody Lake when he fell out of the canoe. “Our understanding, at this point is he had his canoe out and was working from it to try and cut back some of the weeds in the lake,” McLintock told the Grand Forks Gazette. The website rebuild has been made possible with the financial support of the Columbia Basin Trust, Nelson and District Credit Union and Tourism Rossland. New features of the website are twofold. Latest in a weekly look at items of local interest selling on eBay. Several interesting items from Greenwood and the nearby ghost town of Phoenix have popped up lately, some fetching significant sums. A set of blueprints for the Eastern Townships Bank at Phoenix, from around 1900, sold for the lone bid of $200 US. The floor plan shows the bank was two stories high, with 15-foot ceilings, and had a vault in the back corner. The architect isn’t named. The bank, founded in 1859 in southeast Quebec, was among Canada’s oldest financial institutions. By 1900 it was starting to expand to Western Canada and granted a $500,000 line of credit to the Granby Consolidated Co., the major mining and smelting operator at Grand Forks and Phoenix. According to the Phoenix Pioneer of January 6, 1900, “Contractor David Mutchsler ... arrived yesterday and has begun work on the building to be occupied by the Eastern Townships Bank. It will probably be ready in two weeks.” However, the bank didn’t open until mid-

When Phoenix ceased to exist, the bank’s clock was taken to the Grand Forks branch, where it sat in the basement until decades later when Alan Clapp asked if the library could have it. Betty Kohn wrote in a history of the library: “They had to contact their head office and word came back that we could have it if we attached a suitable plaque.” The clock and plaque are still there. • The same Peachland seller also auctioned off a four-page contract between the Sargeant and Greenleaf Safe Co. and Greenwood branch of the Bank of Commerce for a time lock. It was from 1910 and went for $103.50 US. • A colour lithographed postcard of the Granby operation at Phoenix sold for $46 US along with two original photos of the smelter at either Greenwood or Boundary Falls. Mitchell Joseph Fleischacker from Sidney, B.C. died from a possible drugoverdose at Shambhala Music Festival this weekend. The 23-year-old man was found collapsed at the Salmobased music festival without any identification early on Sunday morning. A joint investigation from the B.C. Coroner’s Service and the Trail RCMP Detachment is ongoing, but specific details about the death have yet to be released. “There’s not a lot to go on here,” said Sgt. Dan Siebel. “I did hear that he was there alone; he wasn’t part of a group. He may have met up with some individuals while he was there and he did not have any identification with him while

he was at the hospital.” Some significant follow up is still being done by RCMP investigators and Shambhala security, he added, to positively identify him. But a recent report from the CBC indicated event organizers saw the man collapse in the food court around 5 a.m. First responders found him unconscious and non-responsive but breathing, said festival executive producer Corrine Zawaduk in a written statement on Monday. “He was quickly transported to our on-site medical centre where he received a high level of emergency medical treatment from a doctor, a registered nurse, paramedics and several first aid attendants,” said Zawaduk. The medical staff then took the man

by ambulance to Kootenay Boundary Regional Hospital in Trail, but he had a heart attack en route and died, said Zawaduk. Seibel suggested the man died from a possible overdose. “We don’t know the drugs that were used,” he said. “We’re working with the coroner to have an autopsy completed.” According to a recent CBC report, the death is the first ever fatality to occur during the Shambhala Electronic Music Festival’s 15-year history, which draws 10,000 people from all over the world annually during the first week of August. Police do not have a timeline for this investigation, but expect to learn more about the death after an autopsy is performed. In addition, the Trail RCMP detachment is looking

the Salmo River Ranch festival feeling fatigued and hungover. A strong police presence was to remain in the area. The festival is well known to police for its long-standing reputation for drug use. As a result, it is the largest single event for police resources in the West Kootenay, said RCMP Staff Sgt. Dan Siebel. More than 50 police members are involved with the festival. The RCMP supplemented their Salmo detachment resources of four officers, utilizing a full contingent of traffic and integrated road safety members patrolling and doing checks in the area. Seibel said traffic statistics related to the event would be released later this week. “Knock on wood that we don’t have any other major incidents,” he said.

According to IHA official Karl Hardt, the Kootenay Boundary Regional Hospital (KBRH) in Trail does see an increase in emergency department visits during and following the music festival—some of these presentations would relate to mental health/substance use. Trail Briefs A new B.C. Court of Appeal ruling on class sizes could put a crimp on the school district’s plan to increase its sizes for next year. The court ruled Friday that school administrators must be accountable to teachers when it comes to planning class sizes, overturning a 2009 arbitrator decision that as long as a class did not exceed 33 students, then only the opinions of a principal or superintendent mattered when determining if the size and composition were appropriate. However, in a move last March to deal with a budgetary shortfall, School District No 20 (Kootenay Columbia) decided to impose a district-wide rise of one student in the student-to-teacher

ratio—from 24-1 to 25-1. SD20 board chair Darrel Ganzert said the increase will be within the realm of reasonability, but it could still be challenged by the teachers’ union. Predators take toll on deer The balance of nature has been tipped in favour of Wile E. Coyote as predators are gaining the upper hand in the region, according to local outsdoorsmen. An annual Trail Wildlife Association survey of the populations of deer in the region has revealed some startling numbers. Unofficially, deer populations in the Fort Shepherd region have declined by 80 per cent since 1969.

A new children’s book is on the horizon, The Hundred Dollar Special – The Antics Of A Rescue Cat. A new acquaintance to Sandra, M. Katherine Bourdon, is a retired school teacher from Rossland who now resides near Salmo. She has written a children’s book and needed an artist’s accompanying illustrations to complement

her story. She searched around the area for artists who were willing to try their hand at interpreting the story in colourful pictures. Uncle Sam – Now Taking a “Softer Approach� with Taxes? SUBMITTED

Life Matters You might have heard the furor last fall caused by a program announced by the IRS which will require all Canadian financial institutions to report annual financial information on their clients’ accounts if they are U.S. citizens. This development will make it nearly impossible for U.S. citizens living, working and investing abroad to continue to simply “hide� from the IRS. Though there has been heavy lobbying by Canada and other countries against the plan, the IRS has thus far “stuck to their guns.� The

implementation has been pushed off another year to 2014, but beyond that point any U.S. or dual citizens, who are not compliant with the requirement to file annual U.S. tax returns, will automatically become criminals (tax-evaders) in the eyes of the U.S. government. Now, it has been our experience that the great majority of U.S. citizens living in Canada usually do not actually owe additional U.S. tax. Even if they did file, due to the exemptions available under the tax treaty between our two countries, the tax paid in Canada is generally enough to satisfy the U.S. tax payable as well. However,

along with the actual tax returns, there are certain “information� returns (such as a listing of their foreign bank accounts) and elections (such as treating their RRSPs as tax-deferred retirement plans) that are required. Failing to file these before the deadline each year (usually June 15 for Canadianresident U.S. citizens) carried onerous automatic late filing penalties which could run into the thousands, or even tens of thousands, of dollars. This creates a substantial disincentive to “catch up� for a U.S. citizen who is currently noncompliant. Needless to say, then, the automatic disclosure to the IRS of a U.S. citizen’s

foreign bank holdings in 2014 will put them in a very scary situation! Some of these taxpayers have recently become aware of their filing obligations and now seek to come into compliance with the law. The IRS is softening their approach somewhat by announcing a new procedure for current non-residents including, but not limited to, dual citizens who have not filed U.S. income tax and information returns to file their delinquent returns. This procedure will go into effect on Sept. 1, 2012. Description of proposed new procedure:

While more details will be forthcoming, taxpayers utilizing the new procedure will be required to file delinquent tax returns, with appropriate related information returns, for the past three years and to file delinquent FBARs for the past six years. All submissions will be reviewed, but the intensity of review will vary according to the level of compliance risk presented by the submission. For those taxpayers presenting low compliance risk, the review will be expedited and the IRS will not assert penalties or pursue follow-up actions. Submissions that present higher compliance risk are

VICTORIA – Here’s a summer scene being played out all over North America. Family van pulls up to the corner store to stock up on a few camping essentials: pop, chips, hot dogs, a case of beer and a bottle of vodka. Not in B.C. you say? It happens every day at rural agency liquor stores around the province. As with many other issues, there is one reality for urban B.C. and another for the rest of

us. Selling booze in grocery stores would presumably create anarchy in B.C cities and towns, but villagers and their visitors somehow manage it, just as everyone does across the line in Washington or Alaska. These rural agency stores are “flyspeck operators,� sniffs an acquaintance who spent his career as a union activist in government liquor stores. Picture dusty old bottles on a rickety shelf, greedy owners and poorly trained clerks more likely to sell to

under-age drinkers. Similar generalizations can be heard about the hundreds of private liquor stores that have popped up around B.C. since they were legalized. And in fact there have been more violations in private stores, re-

vealed in sting operations run by liquor inspectors. In the year ended March 31, 54 private stores were caught selling to a minor, for an 84 per cent compliance rate. Only four government stores were caught, a pass rate of 96 per

cent. Five rural agency stores were tested, and one flunked. But here is the telling statistic. In 2010, the government allowed liquor inspectors to employ actual minors to test stores. Continued on P. A17

Previously, they hired people who looked young but were old enough to buy alcohol, As late as 2009, two out of three stores (government or otherwise) sold to them. Problem is, that’s not an actual offence. Now liquor inspectors send in undercover teens, and relieve them of the evidence when they are allowed to buy booze. The watchdog now has teeth, and compliance has jumped. The government glossed over the poorer performance of private stores. But in fairness, three times as many private stores as government ones were targeted in the new inspections, and the gap is narrow. Government stores also have a huge builtin financial advantage

in their wholesale rate, and are generally overstaffed by private sector standards. The B.C. Liberals also moved this spring to make rural agency stores easier to establish. Regulation changes brought the minimum population served from 300 down to 200, and eliminated a vague requirement for a “bona fide community” to exist around the store. Meanwhile, the big booze story this year is cabinet minister Rich Coleman’s plan to sell B.C.’s warehouse and distribution monopoly to a private contractor. The B.C. Government Employees’ Union has protested, despite assurances that their jobs will continue. B.C.’s burgeoning craft beer industry has looked to Alberta’s all-private model and predicts

higher costs. The B.C. Liberal government has been on the defensive from the start, with the NDP pointing to the paper trail of lobbyists with an apparent inside track. It’s great politics, but it matters little to consumers in an increasingly competitive but heavily taxed business. Another new regulation took effect this summer, creating a $525 fine for adults serving minors, on the job, at home or as a bootlegger. Parents who provide booze for their own under-

age children are exempted. Previously, penalties applied only to licensed establishments. If the issue really is public safety and teen binge drinking, the key job for government is to regulate sales effectively. Once that is done, no justification remains for government liquor sales. Welcome to our new regular feature introducing the artists behind the sculptures in this year’s Castlegar SculptureWalk.

‘Kinetic Weather Disturbance’ (copper/silver/brass/steel) By necessity, Douglas Walker has become a recycler extraordinaire. His elaborate, fantastic sculptures and garden fountains are eye-popping marvels of odds and ends – usually with brass musical instruments as a focal point – and he is prolific to boot. So he is always on the lookout for sources of objects to work with, and those materials are disparate and wildly varied. It’s the way he combines them all that reinforces the notion the end result is the work of some creative genius cum crazed mad scientist. Not true, at least not the last descriptor. Working from his studio/home in Black Creek on Vancouver Island, Walker uses everyday objects that combine in a riot of lines, shapes and movement. While horns are always a favourite, he incorporates mundane objects like kitchen implements, wire coils, piping, sports trophies and other eclectic bits and pieces into stylized contemporary sculptures and working fountains. “Early on, I traded a sculpture of mine for a trove of old horns that someone had amassed. I was in heaven – from there the pieces have taken on a life of their own. Now I’m sourcing and collecting stuff with an eye to future use all the time. It is a lot of fun but really, it’s what I do as my daily work, just like everyone else.” Well maybe to him, but like most artists he’s not your average 9-5 cubicle guy. ‘Kinetic Weather Disturbance’ is a visual feast writ large, standing about 4 metres (12 feet) high, a metre and a half deep and wide. Various brass instruments (French horn, sax, trumpet and trombone ends) are accentuated

by fans - one made of spoons – an alarm clock, twists and lengths of copper piping and brass decorative pieces. Collectively they burst forth like a demented metallic flower, or some unexpected freak weather system as the title suggests. Moving pieces add to the dynamism. As in all of Walker’s works though, it is never in short supply. Interestingly, his signature sculptures and water fountains stem from a relatively recent change of direction. Walker’s previous careers have included fine art photographer and industrial

technician. He then focused on self-employment and refining his sculpting talents by opening Waterworks Garden Sculpture with his wife Jann. He continues to fashion lovely garden gates, bird feeders and comparatively simple fountains as always. With his style, materials and vision reinforced with each completed sculpture however, the complexity and elaboration found in works like ‘Kinetic Weather Disturbance’, ‘Triple Threat’ and ‘Honk Fest’ has come to the artistic forefront. Tip of the Week: The game of life guarantees dramatic interactions. Everybody wants to win and some are much more ambitious and determined than others. While this produces Olympians at one extreme, it also produces greed at others, thus the complexity of the game. With the balance point ever moving in sync with the eternal laws of change, allegories to life as an ever flowing river with complex currents, eddies, rapids, boulders and snags and so on are apt. The cyclic reality of time which comprises the fabric of change is certainly a core feature of the overall plot. Birth, life and death are the natural order. As grim as this process may seem, how could life be without it? Astrology focuses upon cycles and their meaning, purpose, function and their respective duration. While there are certainly common denominators, each person is engaged in and experiences these cycles uniquely. This is one of the ways in which Astrology proves its worth. Not ‘believing’ in this science of cycles simply implies its own form of bias, prejudice and/or lack study of the subject. Deciphering the timing of cycles and consciously cooperating with them can produce all kinds of success.
