Concerned citizen tackles tethering bylaw AUTUMN MacDONALD Observer Reporter After several complaints against dog owners, one concerned Gold Pan resident is taking her canine issues to council. “During that heat wave in July I witnessed several large dogs with heavy coats tied up with two feet of chain,� Penny Sharp said. “I made a couple complaints to both the SPCA

and the RCMP and nobody was able to do anything.� It was then Sharp decided to take matters into her own hands, with the goal of bringing the issue to council to request an anti-chain bylaw within the city and CRD. But first, educating the public is on the agenda. “We have a Facebook page with information and have approached several businesses with a petition

against chaining,� Sharp said. “In September I plan on doing a table at Walmart with information on tethering.� The BCSPCA has released research on longterm tethering, stating dogs left on chains for “hours, days, months and even years suffer immense psychological damage. “They can become aggressive, anxious and neurotic through lack of

socialization.� Sharp said since witnessing the chaining of local pups, she began researching the issue – and her findings were shocking. “There was a case in which a St. Bernard was tangled up in his chain for days and days and ended up gnawing his own leg off,� she said. “It’s horrible, just horrible.� Sharp insists the bylaw she’s seeking isn’t meant

The North Cariboo MultiCentre will be a modern facility designed to replace aging infrastructure. It features a 1,600-seat NHLsized arena, a 450-seat performing arts theatre and accompanying event and assembly space. Semi loses load on Hwy. 97 Speed is believed to be a factor in a semi truck loosing its load. At approximately 12:30 a.m. Thursday, Quesnel RCMP were called to the southbound onramp to Highway 97 at North Star Road where a semi truck pulling a fully loaded wood chip trailer lost control,

tipping its load and spreading debris over southbound lanes. Traffic was diverted around the clean up efforts for close to four hours as crews removed debris

and environmental specialists dealt with spilled diesel and hydraulic fluid. The detour utilized nearby highway access ramps and had minimal impact on motorists. The 43-yearold driver was transported to Quesnel’s GR Baker Hospital where he

was treated for minor injuries and later released. A vehicle inspection has been ordered and the cause of the crash remains under investigation by the Quesnel RCMP and Commercial Vehicle and Safety Enforcement. Speed is believed to be a contributing factor.

Surprise crowning at National Gold Panning event

All hail the Queen! A surprise turn of events in the 2012 Canadian National Gold Panning Championships saw the weekend’s “King of the Creek� grand prize contest rechristened “Queen of the Creek,� much to the delight of nearly 350 participants in 11 competition categories and more than 2,000 visitors to Barkerville Historic Town. Karen St. John, local owner and operator of the Northwoods Restaurant in nearby Wells, bested professional gold panners from across the country to claim the $1,000 cash prize and a $1,500 high bank sluice (courtesy of Greywolf Highbankers) at Sunday’s championship match. St. John found seven gold nuggets in quick succession, using a 14-inch metal pan laced with some of the toughest gravel, clay and dirt found anywhere on the competition circuit. “If you want bragging rights to call yourself King or Queen of Williams Creek, you’ve got to know you’ll be dealing with some of the nastiest panning material around,� event organizer Scott Rea said, who is himself a six-time World Invitational Gold Panning Champion. “We don’t fool around in Barkerville; you’ve got to go through what the original prospectors went through here

Bergen, Donald William August 20, 1958 - July 30, 2012 On July 30, 2012, Don passed away in Victoria General Hospital. Don was born August 20, 1958. He was predeceased by his parents Peter and Mary Bergen. He leaves behind ďŹ ve brothers and three sisters; Doreen (Nelson), Albert (Josephina), Dolores (Wayne), Ray (Niki), Lorne (Kathy), Ron (Marsha), Jeannette, Ed (Linda), and also many aunts, uncles, cousins, nephews, nieces, and friends. Don was a much loved member of his large family. Don loved country music, especially Johnny Cash and Stompin’ Tom. He spent hours with his guitar and listening to his CD’s. He also enjoyed watching wrestling on TV. Don worked at many jobs through the Community Living Association. He also worked for many years at Peter Voght’s Automotive. Don’s health had deteriorated in the last few years and he passed away peacefully in Victoria General Hospital. In his last years he was lovingly cared for by his sister Jeannette. There will be a gathering at the home of Ed and Linda Bergen to commemorate Don’s life on August 18, 2012 starting at 3 pm. 2883 Morel Road Quesnel, BC

Two of Quesnel’s own musicians, brothers Deni Stone, 19 and Adam Johnson, 15, have been invited to Ottawa, Ontario for the Canadian Grand Master’s Fiddling Championships. Last year was the experience of a lifetime for Deni. It was such an incredible nerve-racking event. To be among Canada’s finest musicians, to meet, play with and compete against is something few people have the opportunity to do… even once. So to be invited to compete again is very exciting. Adam has also been invited to the grand masters, but he won’t be going to compete. Adam has been chosen to be one of three young musicians in Canada to perform in

the junior showcase. The junior showcase features an elite group of incredibly talented youth between the ages of 13-17 yrs old, so to be chosen to play in this group is such an accomplishment. OPINIONS Remember the Paralympics

O

ne of the greatest sporting events is about to take place in London. No, I haven’t been cloistered away somewhere, unaware the Olympics have just ended. Aug. 29, the Paralympics 2012 begin in London and run to Sept. 9 bringing some of the world’s best athletes to the spectacle. In listening to one of Canada’s paralympians speaking, he reiterated sentiments expressed time and time again. He stated he public needs to be educated on the equal value of the paralympic games. He spoke of the same level of training, the same competitive spirit, the same pride of country and the same elation and disappointment over medals won and lost. With one runner in the Olympics competing with prosthetic legs, maybe it’s time to integrate the two spectacular events, allow the glory to be shared and the world to see world class athletes, both abled and disabled, on the same stage. Tennis matches with the same coverage, the same worldwide audience, the same accolades and same participator satisfaction. After the Olympic 2012 games ended, there was much talk of games hangover, the deflation and the returning to the mundane once the stands were empty and the athletes had returned home. Will the public re-energize, tune in and cheer on the Paralympians like they did the Olympians in London? I admire every one of the athletes who train and follow their Olympic dream, regardless of their sport or their ableness. It’s certainly something I can only appreciate from a distance. Paralympians are no different, no less worthy and certainly no less thrilling to watch than their ablebodied athletes, possible more. The secret to no stress is less mess

n a recent questionnaire I was asked: How do you de-stress? I thought about it for a moment. A couple of months ago the answer would have been easy: something related to drinking Baileys and eating junk food. But now the answer was exercise, and organizing closets. Truth be told, the latter is a very new discovery, initiated last week when I couldn’t find a particular polka-dot dress I really wanted to wear. “That’s it,” I said to my kids, frustrated with not being able to locate yet another thing in my tiny, overflowing closet. “I’m pulling everything out and organizing it once and for all. Would you like to help?” And with that, they were off like a flash. For the rest of the night I emptied the closet and made piles. Clothes that currently fit and that I still liked went in the “keep” pile; everything that was too big or I couldn’t see myself wearing

On A Brighter Note went into “donate”; anything too damaged went in “trash”; and all my tootight clothes went in a bin marked “skinny.” I don’t have any intention of being “skinny” exactly, but I’m half-way to my goal weight and that’ll be close enough. A job I naively assessed as a two-hour chore turned out to be so much longer and had me working well into the next day. But once I was left with a closet containing only clothes that fit me and that I would actually wear, I marveled at how wonderfully uncluttered it was and I couldn’t wait to do more. One drawer, cupboard and closet at a time I’ve been going through the

Of course she didn’t, there was no label on it. But there is now. Another thing I’ve discovered is that deriving any enjoyment from getting organized requires being in the right mood to do it and not expecting it to happen in a day. Similar to changing my bad eating habits into good ones, it’s a process that’ll take time. house, room by room, transforming the chaos and clutter I find and leaving orderly beauty in its wake. So much so that I’ve become addicted to the organizing. Because I’m limited on time I’ve been trying to be patient about the process. Completing tasks in bitesized chunks I’ve been attempting to keep the whole place from feeling like a tornado hit it, but not always succeeding. “Whoa,” my son said when he entered the kitchen as I was cleaning out the pantry. “I know you’re organizing, Mom, but right now it looks really bad in here.” “Yup,” I said gleefully. “But it will look great soon.” I was starting to feel rather Martha-Stewart-like, minus the cooking, sewing and hot-glue-gunning of course. “Life is too complicated not to be orderly,” that famous domestic goddess once said. I agree. And the more complicated my life becomes, the more order I desire.

Dealing with personalities and chaos Editor: I need to speak up; it’s time. I’m a newly elected councillor and gradually learning my job. The work can be very challenging and requires a lot of thought if you care about making good decisions, good for Quesnel that is. Most of the time, I find the work satisfying and I know why I asked the people of Quesnel to elect me. The part of this work that I find difficult to deal with are the personalities and agenda that is trying

to derail the governance process and sew chaos. I didn’t know Mayor Sjostrom very well before the election, but my respect and regard for her and her integrity, not to mention her work ethic, has gone up exponentially in the eight months I have worked with her. I vote with my conscience and I like to figure things out for myself; the mayor has never tried to influence me or lobby me on one issue. She has been helpful when I had questions on process or correct

procedures, as have the other veteran councillors. The idea that the mayor controls council is silly – she only votes when council’s vote is a three to three tie and I can’t remember when that has happened. We are all individuals and we make our decisions based on what is the right thing for Quesnel. The mayor’s job is determined to be a half time position and the pay is $42,300 annually. She works 55+ hours a week.

Her husband thinks she is married to the city, not him. For this enormous sum of money and all the apparent prestige, the mayor has endured two years of character assassination and steady rain, so don’t tell me she isn’t dedicated to our community. In September, mayor Mary Sjostrom starts a term as the president of the Union of B.C. Municipalities (UBCM). This means she was selected and voted in by 164 mayors and their councillors, directors

from regional districts and First Nations who are members of UBCM from all over British Columbia to represent them in Victoria. Why do they appreciate the mayor when some people in Quesnel are believing the negative publicity and allowing it to damage her credibility? I enjoy working with the other members of council who are actually doing the work, they have shown me nothing but integrity and devotion to the tasks we have to do. I don’t like the bullies

and I’m all for whistle blowers but please have something to talk about that is real or valid or stop wasting our time and let us do the work we were elected to do. In closing, I must say how incredibly fortunate we are to have the staff that we do. The professionalism, wisdom and skill they bring help us decide on most issues affecting Quesnel and I believe when we vote against a staff recommendation, we do so at our own peril. The University Farmers’ Market (UFM) is ramping up for its 2nd annual Kickoff Event on Tuesday, Sept. 11, marking the beginning of its second season offering weekly markets of local products to the Prince George community. The University Farmers’ Market runs every Tuesday (11a.m. – 3p.m.) at the NUSC Event Space at UNBC throughout the academic year. Beginning this season, some changes will be introduced to accommodate the specific needs of the UFM and to offer new vendor opportunities. “We are expanding our geographic boundaries this year to encompass all the regional UNBC campuses,” Serena Black, UFM market manager, said. “This allows us to extend conversations about strengthening communities to all UNBC campuses and it also allows us to invite a greater number of vendors to participate in our market.” The UFM had a great first year, learning how to run a farmers’ market on campus and is excited to build and expand the market further this year, Scott Green, UFM committee chair and UNBC associate professor, said. “Last year, we were focused more on connecting with the UNBC community. Now we’re looking to reach out much more actively to the larger Prince George community,” he added. “We want the UFM to be a place where people from all areas of our community can join together for the common purpose of making Prince George stronger, fairer and better able to adapt to changes that are coming down the road.” To help facilitate out-of-town vendor participation at the market, the UFM is encouraging vendors to develop partnerships and is also working on creating a student distributorship program that could be ready as soon as January 2013. Cariboo historic safe finds new home at museum

T

hrough the gracious generosity of the North Cariboo Growers’ Co-op, the CD Hoy safe has found its final resting place with the Quesnel Museum and Archives. Come in to see the 7000-plus pounds of solid steel that constitutes this monolith – it is truly a beautiful piece of art. With painted roses on its drawers and curlicued locks inside, you will marvel at the workmanship that went in to its construction. PAST TIME A true artifact in Cariboo history, the CD Hoy safe brings with it a multitude of memories and historical facts. The story of the CD Hoy family is written up in the Tribute to the Past, Quesnel and Area 1808-1928 starting on page 144 – truly a story of endurance and personal stamina on the part of CD Hoy. The CD Hoy safe was the victim of professional safecrackers in October 1937. To quote the Cariboo Observer’s October 5, 1937 article, The thieves were apparently experts at their business. They prepared the safe by knocking off the dial and running grooves

of soft soap around the door into which they ran their nitro-glycerine. Horse blankets and Hudson Bay blankets were then piled over the safe and the whole weighted down with sacks of flour. When the explosive was discharged the outer door was blown off and the inner one so badly bent that the thieves were able to remove the contents easily. I was told a parallel story about this safe by a well-known Quesnel fellow. This happened just after the safe had been blown up by professional safecrackers in 1937. This young chap and his buddies (who shall remain anonymous) used to dig holes over by the old hospital. I use the term ‘holes’ loosely because they were about five feet deep and five feet wide, covered in branches and dirt. One night, one of the boys got hold of some explosives and threw them in the hole. Having no idea how powerful the explosives were, they were very surprised when it was an event of some magnitude! They ran for home as the police cars came roaring down the street, thinking the CD Hoy safe was being blown up again. I understand he never told that story to any one until I mentioned the safe to him. Do you suppose there is still anyone around that remembers that explosion? We are still trying to ascertain if this

safe is the original CD Hoy safe or if it was replaced with a new one after the robbery. CD Hoy’s daughter, Lily, is attempting to get the exact details...to follow later. Bonnie McKee makes every stitch count F

or many years Bonnie McKee has been making quilts. Even though her health may slow her down somewhat she continues to set goals for herself. They are a real work of love and attractive designs. Some designs, such as the butterfly quilt, were from a book but the Wheel of Fortune and Pride and Joy quilt of flowers she designed herself. “Mama never threw anything out,� Bonnie recalls. Quilts such as Snowballs on Grandpa’s Shirt used up all scraps of materials. She is doing a quilt for her brother with a waterwheel pattern from a book. She enjoys doing memory quilts out of clothes made from loved ones clothing. Even though Bonnie’s health continues to give her problems, in the last little while she made four youth and seven baby quilts for family members. She buys small blankets such as a car throw on sale then sews prints of animals for girls and boys to put in a backpack. Her sewing machine serves her well, mainly for quilting but she does mending and has repaired table cloths. A sign on the gate reads, Daisy Handcrafts. She had hoped to set up a little shop. She taught quilting in the North Star Baptist Church every

Wednesday evening. One of her foster daughters also participated. Church members put the quilts together for missionaries going abroad. She also taught quilting to individuals in her home. Perhaps Bonnie will be remembered by more people in the community for providing child care in her home for 30 years. She also cared for kids in their own home as well as taking in foster kids. Photos of them are displayed in her living room as well as a dream catcher made by First Nations friends. Her 17 foster kids all call her grandma. She sent the kids to Christian Academy for their education. But Bonnie didn’t just sit around and work on quilts. She enjoyed being part of the single club and going square dancing. She has been on her own for a number of years. She recalls winning the silver buckle riding bareback in the rodeo. It was there that she met her husband George Edgar McKee – a movie actor and ballet dancer. Bonnie was born in Springdale, Arkansas, then moved to California when she was 14. She was the oldest of four. Her dad, a well driller, called her Ellick. Her grandfather was a Baptist minister in Arkansas.

Another memory Bonnie has is washing her feet in the creek before putting on her shoes for church. She enjoys watching hummingbirds through the living room window and the company of her three cats. – submitted by Ruth Scoullar

HÉBERT Observer Reporter Memory Lane Custom and Classic Auto Parts has expanded and added Cap-It to their services. “We decided to move to a new, larger location and were approached by CapIt,â€? owner Wendy Heppner said. “We had been already moving into selling and installing truck accessories and liked what Cap-It had to offer.â€? Heppner said they decided to close the shop for a week while renovations were taking place, during which Cap-It representatives came to help with the set up. “Cap-It was very accommodating in the set up process,â€? she said. “They were here to help set up the new products. “They have been here to help us with training in both the new system and with the product training.â€? Although this new venture has been exciting, there have been some challenges. “The most challenging part has been for us to get used to the new point of sales system,â€?

Heppner said. “There have been some adjustments to the move. “Trying to find things on the fly.� Heppner explained this new, bigger location and the addition of CapIt services means Quesnel residents can now shop locally for canopies. “We offer a large selection of truck accessories and do the installations right here,� she said. Heppner said the new location and new services have been well received so far in the community. “We’ve received positive feedback

about the look of the building,� she explained. “We’ve also received a very positive reception to the good use of the old Rempel Sales building.� Heppner said the addition has led to not only new services, but also new faces around the shop. “The addition has required us to bring in a new face to the front counter,� she said. “Brian Heppner is also training with the Cap-It staff. “Kris Wilkins is still with us doing quality installations learning a few tricks from the experts.�

Committee recommends measures to increase B.C. timber supply The Special Committee on Timber Supply today released its unanimous report making 22 recommendations to increase the supply and value of midterm timber and to strengthen future forest management in the B.C. Central Interior. This region of the province has been hit hard by the current mountain pine beetle epidemic that has killed 53 per cent of the total pine volume on the timber harvesting land base. The committee held public hearings in 15 Interior communities plus Vancouver, and received input from First Nations, local government, key stakeholders and the public. During its six-week consultation period, the committee received 650 submissions. Based on the public input received, the committee framed its recommendations within the broad context of future forest management in British Columbia.

Its recommendations to increase mid-term timber supply focus on: • engaging local communities and First Nations in future plans; • finding ways to grow more fibre and maximize its value, by utilizing marginally economic stands and/or investing in fertilization; and • increasing the type and form of area-based tenures to support enhanced levels of forest stewardship and private sector forest investment. The committee also considered carefully the requests for an early decision to be made on the timber supply to help facilitate the rebuilding of the Burns Lake mill destroyed by fire in January 2012. The committee’s recommendation outlines steps for government to facilitate the economic recovery effort. “Our report aims to strengthen future timber supply and

Smash n’ Grass Last Saturday volleyball players gathered at the outdoor soccer pitches to take part in the annual Smash n’ Grass Volleyball Tournament. The tournament consisted of a competitive and a recreational division, the latter of which had five teams, the former eight. The team of Justin Merta, Ben Saxton, and Jess Harms won the competitive division. Kyle Robertson, David Robinson, and Kelsey Piner got second and Eric Merta, Eric Pawluk, and Jordan Pawluk won third. In the recreational division, Cliff Siebert, Rachel Siebert and Monte Harrop placed first. “It went really well,” Justin Merta, event organizer, said. “Everyone was really happy with how it went and most were happy with the fact that it was put on at all.”

Migrating to Wells Thirteen riders made the 82 km ride from the junction of Highway 97 and Highway 26 all the way to Wells on a beautiful Saturday morning. A wonderful trail wind urged the riders on through the twists and turns of the Barkerville highway, through the trees and up 726 metres through gorgeous B.C. scenery. Double the rodeo, double the fun JONAS GAGNON Observer Reporter Overlapping rodeos had some very busy cowboys on the road this past weekend. The 140 Chilliwack Rodeo, Aug. 10–11 and the Pritchard Rodeo, Aug. 11 – 12, had riders commuting nearly 300 kms to take part in each event. In Pritchard, Quesnel rider Steve Hohmann took the top spot in bareback, followed by Jared Marshall of Prince George. Bree Low, of Langley, rounded out the top three. In tie-down roping Riley Isnardy, from Cache Creek, roped first for the weekend. Brock Herman of Knutsford, came in second, followed by Clayton Honeybrown of Quesnel. Hohmann did double duty in saddle bronc, riding second only to himself. Justin Buhler took third.

Cohord Mason of Kamloops wrestled his way to the top in steer wrestling, followed by Cole Scott, also of Kamloops and Luke Simonon, Naramata, in third. Keri MiIkkelson, from Kamloops, performed best in breakaway roping. Allison Everett, 150 Mile, took second, followed by a second Allison, Allison Bremner, from Williams Lake, in third. Dustin Speirs, riding out of Quesnel, took first in junior breakaway roping, followed by, KC Speirs, out of Vanderhoof in second. Sharla Hancock, also out of Quesnel, followed in third. In ladies barrel racing Julie Leggett, riding out of Kamloops, took first. Laura James, also out of Kamloops, took second, with Judy Hyde, from Prince George, rounding out the top three. Quesnel riders conquered in

junior barrel racing, taking all three top spots. Lane Wills raced to first, followed by Rikki Hutnyk and McKenzie Wills. KC Speirs took first in junior steer riding. Emmett Beeds, from Williams Lake, rode into the second spot, followed by Blaine Manual, riding out of 150 Mile. In team roping Cash and Carey Isnardy, out of Cache Creek, took the number one position. Josh Cahill, from Savona, and Ty Lytton, Lone Butte, took the second spot. Colton Bates, Williams Lake, and Brydon Rock, Quesnel, followed in third. Dyson Leneve, out of Quesnel, was fastest of the peewees around the barrels. Brianna Billy, Williams Lake, nipped at his heels, and outran Tyler Cherry, also of Quesnel. The companion rodeo in Chilliwack showed a surprising amount of overlap of riders

considering the distance between the two cities. In bareback Cash Kerner, riding out of Douglas Lake, took the first two positions, followed by Jared Marshall out of Prince George. Steve Pozzobon, Osoyoos, took the top spot in tie-down roping. Riley Isnardy, out of Cache Creek, took second, followed by Jonah Isnardy, also out of Cache Creek. Hohmann made the commute to take the number one position in saddle bronc twice in the same weekend. Joe Roberson, from Merritt, followed in second. In steer wrestling Norman Breen, from Princeton, came out on top. Cole Scott, of Kamloops, took second, followed by Joel Isnardy, of Cache Creek. Archie Williams, of Cache Creek, was tops in breakaway roping, followed by Katrina

The Horseshoe Club wound up their summer play last weekend with the Fall Windup Tournament. Players from Kamloops and Prince George came out to join the locals in the weekend matches. A beautiful Saturday saw local Lorenzo Ferrara take first in mens D winning all three of his games. Another local, Orlando Pellizari took second, only losing a single game. Finally, Phil Erickson rounded out the top three, making it an allQuesnel podium. In ladies D Muriel Scallon, up from Kamloops, won over Ines Lopez, also out of Kamloops, to take first, while Lopez settled for second. In the senior mens, 40 foot, category, Prince George native Mike Cunningham took first on the back of an unbroken win streak. Local Phil Erickson took second with an even two and two record, followed by Pellizari, also with a two and two record. Scallion took the top spot in the senior ladies category, losing only a single game in the process. Local Jeanette Ferrara took second with a three and two record, followed by Helene Boudreau, out of Quesnel, with the same numbers. The 30 foot senior mens was won by Elmer Bruan, with two wins and a single loss. Kevin Scallon took second with a win and two losses. Local Joe Brietkopf took the mens B category without a loss,

followed by Cunningham with a single loss and Errol Negard, out of Prince George, with a win and two losses. Ferrara took the ladies B with a record of three and one, followed by Pat Duncan out of Prince George with a two and two record and local Maureen Braun with a win and two losses. The tournament continued into Sunday with Elmer Braun taking the mixed A over Kevin Scallon, out of Kamloops, with three straight wins. Brietkopf took the mens C with five straight wins. Cunningham took second place on the strength of three wins, followed by Lorenzo Ferrara with the same record. In the ladies C Jeanette Ferrara won all

four of her games to take first. Muriel Scallon took second with a two and two record, followed by Ines Lopez. Boudreau took first in the ladies A in a two game sweep over Maureen Braun. Vic Vallee, down from Prince George, swept all five of his mens A to take first. Brietkopf lost only a single game to make second, followed by Lorenza Ferrara, in third with a three and two record. Helene Boudeau took the seniors mixed, losing only one of her five games. Elmer Braun took second with a three and two record, followed by Kevin Scallon. The next tournament is set for Sunday, Sept. 9, which is followed by a pot luck lunch.
