Construction begins on aging reservoir, new storage facility

THE NEWS BULLETIN
THE NEWS BULLETIN
Every year, some Nanaimo students come to school in September with no binders, pens or paper to write on. Some don’t have jackets or proper shoes, so they sit in class all day with wet clothing or feet, some won’t have glasses even though they can’t see the board, or they will be too hungry to concentrate on what the teacher is saying. Nanaimo-Ladysmith Schools Foundation aims to give these students the start they deserve through its annual Stock the Lockers campaign. “Some families are able to make ends meet on a day-to-day basis, but any new expense that comes up, they can’t meet it,” said Erin van Steen, foundation executive director. “[The campaign is about] meeting basic needs so when kids come to school, all they have to concentrate on is learning.” The campaign kicked off Thursday and runs until Sept. 6. Donations can be made at the checkout of any Staples location, at any Coastal Community Credit Union branch in the city and at the HSBC branch on Aulds Road. People can also donate online at www. nlsf.ca or by calling the foundation office at 250-753-4074. The goal is to raise $50,000. A good portion of the money goes toward buying school supplies – last year the foundation spent about $20,000 on supplies – with the remainder going into the foundation’s student support fund to assist vulnerable children with items such as bus passes, clothing, food vouchers, sports program fees and glasses. Last year, the campaign raised about $44,000, short of its $60,000 goal. Van Steen said this year’s goal has dropped a bit in reflection of that. For more information about the foundation, please go to www.nlsf.ca.
Nanaimo is replacing its 100-year-old open reservoir with an enclosed water storage facility and power generation system. Construction of the first phase of the $11.2-million project – $7.8 million will come from the federal Gas Tax Fund, administered by the Union of British Columbia Municipalities, with the balance covered by city water reserve funds – starts this month with laying of a new pipeline and clearing trees at the build site. The reservoir is in the southwest corner of Colliery Dam Park next to the Nanaimo Parkway and Nanaimo Lakes Road. Phase 2 of the project includes construction of the new reservoir and energy recovery facility to be completed in the spring of 2014. Bill Sims, city water resources manager, said it is still too early to tell what will happen with the old reservoir and the land once the project is complete and the facility is decommissioned. “It’s actually still under study and still under thought,” Sims said. The hydroelectric generation plant included in the project will generate enough electricity to power up to 70 homes. The electricity is sold to B.C. Hydro to offset pumping costs to operate the system and might even produce a surplus of power offering further cost recovery. “It’s sort of an ideal location, because if you look at the existing reservoir, you can see the water jetting out and that kind of gives you an idea of the pressure that we’ve got behind and the amount of water we fill that reservoir with – and those are the two elements you need, pressure and flow,” said Sims. Construction of a new 14-million litre reservoir, which will supply 30 per cent of Nanaimo’s drinking water, starts in January and will start receiving water from the new South Fork Water Treatment Plant in 2015.

Premier hosts women’s event Premier Christy Clark is in Nanaimo tomorrow (Aug. 22) for a women’s town hall meeting at the Port Theatre. The Greater Nanaimo Chamber of Commerce is co-ordinating the invitation-only event, described as an “opportunity to meet with the premier and discuss the future of British Columbia with issues and topics directed by the women in attendance.” Mike Morton, Clark’s press secretary, said she has hosted about a dozen women-only meetings across the province since June. He said the meeting begins with a brief introduction followed by about an hour of open discussion.

Regional district conducts test on Gabriola well water BY RACHEL STERN THE NEWS BULLETIN
The Regional District of Nanaimo wants to know how much water is flowing underground on Gabriola. The RDN is conducting groundwater monitoring on the island from Aug. 19-26, thanks to 11 private owners
who volunteered their wells for study. The goal is to understand how ocean tides influence groundwater and underground storage capacity on Gabriola. The monitoring is part of the RDN’s Water Budget project that aims to determine how much fresh water is available in each

Province ponies up for cultural grants BY TOM FLETCHER BLACK PRESS

Ready to rock Jose Bingham, left, Matt Webb and Harrison Teed do some squats to limber up outside the Inn on Long Lake for Sunday’s Cops for Cancer Tour de Rock training ride. The team cycled from Nanaimo to Duncan and back as they prepare to embark on their charity ride Sept. 22-Oct. 5.
Mounties nab three in home invasion Three men are in police custody after allegedly participating in an early morning home invasion on Uplands Drive Saturday. Nanaimo RCMP say three males went to an apartment complex in the 4700 block of Uplands Drive at around 6:50 a.m. One of the men forced his way into an apartment through a window and once inside, repeatedly punched a 30-year-old female from Vancouver in the face. She later had surgery for a broken jaw. As the three
suspects fled, a 60-year-old caretaker attempted to intervene and was kicked in the face. He, too, received medical attention. During the break-in, a 911 call was placed and RCMP responded. A police dog and handler tracked down one suspect, who was arrested. Tips from witnesses led to the arrests of the other two suspects. Two of the men

arrested are in their early 20s and are from Nanaimo, according to police. The third male is also in his 20s and resides in Vancouver. Nanaimo RCMP Sgt. Sheryl Armstrong
said police are in the early stages of the investigation and are trying to determine a motive. Names of the suspects will not be released until charges are filed.

The B.C. government provided $16.8 million for community arts and culture grants for the current year, matching last year’s total with help from a dwindling 2010 Olympic legacy fund. Community, Sport and Cultural Development Minister Ida Chong announced the funding Monday in Victoria, along with B.C. Arts Council chairman Stan Hamilton. The council has juries that assess funding applications, and has already doled out about $6 million of this year’s budget. With less than half the money allocated in Chong’s current ministry budget, another $6.75 million came from the 2010 Sports and Arts Legacy. That $60-million fund was created in the 2010 budget to offset earlier recession-driven cuts to adult arts and sports organizations from provincial gambling revenues. It will be gone after this year, and there is no indication where it might be made up next year. When the recession hit in 2008, the B.C. Liberal government cut
grant funding from the B.C. Lottery Corp. from $156 million to $113 million, then raised it back to $120 million to restore funds to school district parent advisory councils. Applicants were told arts and sports funding from lotteries would be restricted to organizations for young people and the disabled. Premier Christy Clark promised to restore funds while campaigning for the party leadership last year. Once elected, she announced a $15-million increase in gambling funds for a range of organizations including community service clubs, fairs, festivals and museums. Chong said she sometimes meets artists and organizations who are not aware that they can apply to the B.C. Arts Council for grants. Eligibility requirements and application forms are available at www. bcartscouncil.ca. She said more than 1,000 grants are given out to 200 B.C. communities, including $1.1 million to writers, publishers and literary festivals, as well as scholarships for new writers. editor@nanaimobulletin.com

Marine SAR station needs volunteers BY JENN McGARRIGLE THE NEWS BULLETIN
Nanaimo’s Royal Canadian Marine Search and Rescue station is looking for people who love being out on the water and helping others. The group hopes to recruit about six people willing to join for at least a year or two, said Ruth Sharun, recruitment officer. “It’s quite an intensive training process, so we can’t take shortterm members,” she said. “We have enough to fill the schedule, but we want to make sure we always have new members coming in so we can keep a well-balanced, well-rounded crew.” Training starts in September. The Nanaimo station is busiest on the Pacific coast with 70-90 callouts per year and volunteer crew mem-
bers must be prepared to respond to a wide range of incidents, from long searches and towing boats to landing on islands. Volunteers gain knowledge and skills that help them become better boaters, but Sharun is looking for a specific skill set in potential recruits. People must have their pleasure craft operator’s certificate, restricted radio operator certificate, standard first aid and CPR-C and undergo a criminal record check. They must also have a fairly extensive boating background, commit to weekly training sessions and on-call shifts, live within 15 minutes of the station at Brechin Boat Ramp and be physically capable of going out on the water in all conditions. For information, please contact Sharun at recruit27@rcmsar.com. reporter@nanaimobulletin.com

City gauges scientific interest BY ROY OSTLING THE NEWS BULLETIN
If attendance in summer programs is any indication, demand for hands-on science education for kids has never been greater in the Nanaimo area. “It’s been phenomenal,” said Liz DeMattia, executive director of the Nanaimo Science and Sustainability Society. “We’ve had as many as 100 children a day join our Drop-In Science in the Park programs at neighbourhood playgrounds throughout the city this past summer.” Since the society was started in 2010 it involved local scientists and educators, held visioning workshops for community stakeholders, achieved charitable donation status, launched a summer science education program and most recently received approval in principle to develop a plan for a science centre in Bowen Park. Nanaimo Parks, Recreation and Culture is now conducting an online survey to gather public input into the proposed science centre at Bowen Park. The survey will continue until after an

For DeMattia, who resides in Nanaimo, teaches biolog y at Vancouver Island University and has a family, it’s all about having a safe, inviting place for families, children and people of all ages to discover through science the natural world. She points out that kindergarten to Grade 7 classes don’t have designated science teachers – some don’t even have microscopes. With a dedicated science centre, kids will get an interactive experience, dig in the mud

The project has the full support of the Young Professionals of Nanaimo. “One of the YPN’s g o a l s i s t o m a ke Nanaimo a better place to live, work, and play,” said Leif Bogwald, president. “We feel that the [society’s] proposed science centre will be a valuable asset to our community both in the way of attracting scientists and tourists, but also by helping to develop an interest in science for people both young and old.” editor@nanaimobulletin.com

Black Press owner proposes Kitimat oil refinery I PROJECT TO produce diesel, aviation fuel.
BY TOM FLETCHER BLACK PRESS
David Black, chairman and owner of Black Press, is heading up a proposal to build a $13-billion oil refinery. Black, from Victoria, announced Friday he wants to build an oil refinery at Kitimat, B.C. Black told a news conference in Vancouver he is submitting an environmental assessment application to build a “world-scale” oil refinery on behalf of Kitimat Clean Ltd.,
a company owned by Black. The application to the B.C. Environmental Assessment Office is expected this fall. The proposed refinery would be big enough to process all the diluted bitumen carried by Enbridge’s proposed Norther n G at ew ay p i p e l i n e. Black said he has had extensive discussions with Enbridge and other players in the Canadian oil industry, but none has so far offered to back the project. Black said he will use his own money to finance the proposal through environmental assessment, which he expects to cost several
million dollars. After that, he said investors would be needed to complete it, assuming both the refinery and the pipeline receive approval. He has had preliminary meetings with Kitimat and Terrace councils, as well as the Haisla and Kitselas First Nations in the region. The proposed site is a 3,000-hectare Crown industrial property between Terrace and Kitimat. Kitimat Mayor Jo a n n e M o n a g h a n spoke by phone to the news conference, offering encouragement for the proposal. But Black acknowledged he does not yet have formal support
from communities or investors. “I see myself as a catalyst to make this happen,” said Black, who first proposed the idea to the province and the industry seven years ago when he was chairman of the B.C. Progress Board. Black is working with Glenn McGinnis, a consulting engineer and former manager of the Ioco oil refinery in Port Moody. “We want [the Kitimat refinery] to be the cleanest and greenest upgrading and refining site in the world,” McGinnis said. The refinery would produce 240,000 barrels per day of diesel, 100,000 barrels per day
Fire risk levels fluctuate with weather patterns Nanaimo has had few brush fires throughout the summer, but a mini heat wave last week prompted Coastal Fire Centre staff to upgrade the fire danger rating for the Nanaimo area to extreme risk for wildfire outbreaks. However, a cooling pattern
on the weekend dropped the area back to a high-risk level. No burning is permitted in Lantzville because of dry forest conditions as the district initiated the fire ban Aug. 14. It includes campfires and incinerator burning. Meanwhile, firefighters

without marine shipments of those fuels, the remote coastal communities Sterritt represents would not be able to function. The lighter fuel products are still an environmental hazard, but they dissipate much more quickly and do not persist for many years like spilled heavy crude, he said. NDP energy critic John Horgan was also skeptical. “At this point, it’s a proposal without business partners and without First Nations and local community support,” Horgan said. “It doesn’t change our position [opposing] the Enbridge Norther n Gateway project.”

Among those attending the news conference was Art Sterritt, executive director of the Coastal First Nations, a group in the Kitimat area that has strongly opposed the pipeline proposal. Sterritt disputed Black’s assertion that a B.C. refinery “solves half of the problem” with exported oil by shipping refined gasoline, jet fuel and diesel in tankers instead of heavy crude. Those products have their own risks, Sterritt said. Black pointed out that

Ask electorate about pipeline pp Perhaps Premier Christy Clark sees a battle with Alberta – over revenue from allowing the Enbridge pipeline to use B.C. to link Alberta oil with tankers on the Pacific Ocean – as the last hope to rally voters in time for the spring 2013 election campaign. It stands to reason, since the B.C. NDP has staked the opposed-to-pipeline position and the B.C. Conservatives have claimed the support-with-conditions spot. However, by demanding that B.C. receive oil royalties from profits made from what flows through the pipeline, Clark is simply catering to those who already support the Enbridge proposal. Those opposed have said it is not about money, but the environment. Grand Chief Edward John, of the First Nations Summit political executive, summed it up when he said the B.C. Liberal government has missed the mark, stressing “B.C. First Nations’ traditional territories and pristine environment are not for sale.” John reminded Clark of the Supreme Court of Canada’s stance that there is a legal requirement for governments to “consult and accommodate” First Nations regarding any and all land and resource development initiatives in their respective territories. If First Nations cannot be convinced to allow a pipeline to be constructed through their territories, the pipeline simply will not be. With Clark’s demand having been rejected by Alberta Premier Alison Redford, with First Nations still on the sidelines and with strong opposition among the public, perhaps it would be wise for Clark to add a non-binding referendum question to the May 14, 2013 general election ballot. A simple question – Are you in favour of the Enbridge pipeline proposal? – could produce results that tell the government of the day which direction it should travel on this pipeline proposal. Transport of oil has advanced To the Editor, Re: Risk of oil spill heavy on B.C., Opinion, Aug. 18. Some writing about the extreme dire risks B.C. will face with the possible building of the Northern Gateway pipeline creates the impression that there have never been any advances made in pipeline or marine transport technology. I think Alberta Premier Alison Redford understands very well “what the fuss is about”.
And it was B.C. Premier Christy Clark who picked the fight with Alberta, based purely on trying to salvage her political career. Clark’s apparent ignorance about our federation doesn’t provide much confidence in her commitment to Canada. There are many ways B.C. can benefit from the pipeline, but extortion isn’t one of them. I also don’t understand comparing the defrauding of Alberta through the defunct National Energy Program, with Redford’s National Energy Strategy. The NES has yet to be defined and will likely be unworkable anyway since it’s a proposed “national” strategy. Obviously, shipping oil by sea brings risks to all ports that tankers use including Burnaby for the last 60 years and our East Coast which imports 800,000 barrels of petroleum daily by sea. But it can’t be denied that past tanker mishaps have resulted in enhanced safety measures and construction improvements that include double hulls and underwater collision avoidance systems. The claim that “almost all First Nations along the route oppose the pipeline” is true for those still being funded by various wealthy American Foundations, which is another issue. However, I’ve also read many Aboriginal people are willing to undertake training for construction and maintenance jobs on the pipeline, and Enbridge says it has
signed deals with 60 per cent of the First Nations along the route. So who should we believe? Actually, the whole discussion becomes academic if the NDP wins the next B.C. election. We’ll be on the road to being a “have not” province and will be able to share in Alberta’s wealth through equalization payments just like Quebec and Ontario. Jim Corder Nanaimo
Accurate trends develop in time Dear Editor, It should be obvious to practically everyone that, statistically speaking, one month’s job stats taken in isolation do not make for a trend. In order to spot a trend, one has to look at year-over-year stats. And when I look at the year-over-year job stats for B.C., I see 36,500 full-time positions gained since September 2011. These full-time positions replaced 27,800 part-time positions over the same period. That is a meaningful trend. If one goes back a bit further to February of last year, more than 78,800 full-time positions have been gained in B.C., replacing 32,000 part-time positions. The job trend in this province is therefore obvious: full-time positions are replacing part-time positions in significant numbers. The trend also shows that Premier Christy Clark’s efforts to create jobs is working and working well indeed for B.C. Naveed Waraich Surrey

To the Editor, Re: Cost of market ffood too dear for shopper, Letters, Aug. 16. I would like to respond to Gordon Jackson and his comments about the pricing at the Cedar Farmers’ Market. I am a vendor at the market but not a farmer. As for the pricing of the produce, I believe I know which garlic he is referring to and it is far superior to the “bagged” garlic imported from China and Japan. Everything costs money to grow in Canada. That is why we all enjoy the lifestyles we are blessed with here in our great country. I am also certain Jackson did not walk around and check all of the prices at the Cedar market nor did he chat with farmers. My table is beside a farmer vendor who supports the community. Young people with disabilities, and adults trying to get back into the work force for whatever reason, are able to work on the farm and learn. The prices are very competitive to those of my grocery store, and I know the produce was picked that morning or the day before. I am saddened to hear that Jackson found nothing at the market he wanted. Society hosts Take Back the Track run
Haven Society will take back the track to promote women’s safety. Women have the right to feel safe in their surroundings and Haven’s Take Back the Track run/walk event Sept. 9 takes a stand against sexual violence and aims to
ease the fear women have expressed to the society about going out for a walk or run in the Harbour City. This year’s event is open to men as well as women wanting to put women’s safety at the forefront of people’s minds and lower
the anxiety caused by reports of sexual attacks against women. The run happens at Westwood Lake starting at second beach at 10 a.m. (walk begins at 9:30 a.m.) Participants can walk, jog or run around the six-
kilometre trail. Registrants are encouraged to form teams and collect pledges to raise awareness and funds for Haven Society. All event proceeds will support Haven Society’s programs and services.
Registration is $20. Participants can register online at Haven Society’s website events page by visiting www.havensociety.com. The first 50 women to sign up online get a free T-shirt. Registration is also available on race day at 9 a.m.

TOXICOLOGIST says clean energy forms are needed.
Concerns surrounding oil spills drew more than 100 people to Vancouver Island University Aug. 2 to hear renowned marine toxicologist Riki Ott. Ott detailed her experience with oil spills and the effects she has seen first-hand on both human and marine populations over the past 23 years. The presentation, hosted by Sierra Club Nanaimo, attracted listeners from Duncan to Qualicum Beach who are worried about the threat of oil spills posed by both Enbridge’s Northern Gateway and Kinder Morgan’s Trans Mountain projects. Ott stated emphatically that
no definitive methods exist for reversing the damage caused by oil spills or for preventing their occurrence. Nanaimo was the first stop on her 10-community Think Tankers … and What Comes with Them tour. She described her research into the 1989 oil spill in Alaska’s Prince William Sound when the Exxon Valde z tanker ran aground and the more recent spills along the Gulf Coast and in the Kalamazoo River in Michigan. Ott said the dispersants used during containment operations for spills are causing long-term health problems to both human and animal populations. Her research has demonstrated that oil continues to be an environmental pollutant in Prince William Sound 23 years after the spill, resulting in the once thriving her-

Ott also encouraged citizens to work toward transforming dependence on fossil fuels to developing clean energy options including wind, solar, tidal, and geo-thermal sources of energy. Sierra Club Nanaimo is focused on informing the public about issues involving both Enbridge’s Northern Gateway and Kinder Morgan’s Trans Mountain pipeline projects as well as educating and encouraging the public to work toward the establishment of a clean energy infrastructure for British Columbia. Sierra Club Nanaimo welcomes involvement from all residents of the mid-Island who wish to work toward a clean energy future for British Columbia.

Festival promotes the blues A trimmed-down blues festival will help raise money for next year’s effort. Nanaimo Blues Society presents two days of blues music at Maffeo Sutton Park on Saturday and Sunday (Aug. 25-26), beginning at noon and concluding at 8 p.m. on Saturday and 7 p.m. on Sunday. More than 12 acts from Vancouver Island are performing, including Lazy Mike and the Rockin’ Recliners, Nanaimo Blues All-Stars, Andrea Adams, Glen Foster Group, Tidewater, Partyrock, Jayden Holman Band, Syzygy Blue and Andrea Smith, plus more. A jam session at the Foundry Pub, across the street from the park, continues the party on Saturday night. Closing out the event night is Uncle Wiggly’s Hot Shoes Blues Band on Sunday evening. Food vendors and artisans will be on site throughout the day. The event will happen rain or shine. Summertime Blues in 2011 featured three days of blues music, including David Gogo, Downchild Blues Band and Jim Byrnes, but the costs involved only allowed the society to break even. In the spring, the society’s board of directors decided to forgoe a festival in 2012 and to raise money to hopefully present a larger spectacle in 2013. Tickets $20/day; $30/weekend; free/ children under 12 with a paying adult. Tickets are available at Fascinating Rhythm, Pipers Meats and at the gate. here’s three of them – Gords, that is. Gordon Lee Worden, Gord Maxwell and Gord Matthews met as session musicians for Canadian folk legend Ian Tyson. As work with Tyson winds down, the three men are hitting the road as a group to promote their first album. “We were known as ‘The Gords’ for years,” Worden said, of their collective nickname in Tyson’s band. “It was, like, we just have to do this.” With each of the three song-
writers coming from a different background, their combined sound is a mix of roots, retro 70s, pop and blues. “If you ask each of us what we play, we’ll come up with different answers,” Worden said. “Everything we do is a melting pot.” Their career experience has been a melting pot, too. Matthews backed k.d. lang in the 1980s, which included two performances on David Letterman, plus spots on Saturday Night Live and the Grammy Awards. Maxwell fronted his own band, One Horse Blue, and is a sought-after singer and bassist who performed with country singers Ridley Bent, Lisa Brokop

and Aaron Pritchett. Worden played with Nick Gilder in Sweeney Todd, plus session work and touring in Asia and Europe. The Gords recorded their first album, Pick, piecing it together from a short studio session and individual bits of recordings captured in their homes in Oregon, Coquitlam and Alberta.
Then producer Tom McKillip, whom they also knew from the Tyson connection, put it all together. “He made sure we were all playing the same song at the same time,” Worden said. As they head out on tour, Worden said they only have good feelings about where the band is headed. “We already have enough material for three albums,” Worden said. Rel8shun Hope Management Single. Married. It’s complicated. Facebook really could just go with one relationship status and the dynamics between the characters in Rel8shun show exactly why. Tyson, a gay man disowned by his parents, accepts his new roommate Jeff, who’s just been kicked out by his wife. As they get to know each other’s living habits – the play’s inspired by The Odd Couple, so that’s an indication – they try to help each other navigate their relationships with others. Jeff meets a new girl, which complicates things with his ex-wife. Tyson continually explains to his little sister that his lifestyle isn’t a choice, despite her protestations to simply pray his gayness away. Great chemistry between the cast, acerbic wit with spontaneous delivery from Tanner d’Esterre (Tyson) add humour and hope to the story.

NANAIMO (DUKE POINT) to TSAWWASSEN
@ 2 Cliff Street, in the park, under the Spirit Tent.
The City of Nanaimo is working to further improve Maffeo Sutton Park. Now the busiest park in Nanaimo, Maffeo Sutton Park has developed over the last 40 years from an industrial site into Nanaimo’s destination waterfront park. The original Maffeo Sutton Park Improvement Plan was developed in 2008 with significant public input. The Maffeo Sutton Park Spirit Square opened in 2009 and was the first phase of park improvements. However, since 2008, 2.3 acres of property at 150 Comox Road has been added to Maffeo Sutton Park and the context of the park has changed. Therefore, City Council has initiated an update to the future phases of the plan. It is an opportune time to step back and develop a vision for the future of Nanaimo’s premier waterfront and special event park. Over the summer of 2012, public and stakeholder input is being gathered to assess the parks successes, weaknesses, and future directions. This input will help to develop an updated improvement plan for the park. Nanaimo City Council and Parks Recreation and Culture staff are keen to hear your input as we move forward in planning for Maffeo Sutton Park. 2012 is the time to brainstorm for what will happen next in the park. What would make Maffeo Sutton Park better and what should the priorities for improvements be? There are many ways you can communicate your ideas are for the park: t Attend an open house: - at the park (2 Cliff Street), under the Spirit Tent. - Wednesday, Aug. 22nd 4-8pm & - Tuesday, Sept. 11th, 4-8pm or t Fill out an online survey - www.nanaimo.ca t Talk to a park visitor surveyor in the park during the summer of 2012 t Email your opinions & input to parks@nanaimo.ca or call 250-756-5200.

De Gracia seeks out life’s opportunities C armela de Gracia loves to try new things. When she entered high school, she joined as many clubs and teams as she could fit into her days – the swim club, volleyball, the school band, wrestling, dancing, basketball, soccer and sea cadets in the community. The John Barsby Secondary School graduate loves the challenge of learning and then excelling at a wide variety of activities. “Just seeing that I can do it, taking advantage of everything,” said de Gracia. “I like expressing myself, showing what I can do.” Some lunch hours in her junior years, she took on so much that she had no time to eat. Last school year, she scaled back a bit so she could focus on a few areas, including achieving high grades in science, math and fine arts courses, and taking on a leadership role with the 136 Amphion
Royal Canadian Sea Cadet Corps, of which she held the second highest position. As regulating petty officer, her job was to ensure the dress, drill and deportment of the roughly 80 cadets were up to standard. “I get to really push myself,” said de Gracia. “You can’t make a mistake when you’re telling someone what to do because their safety is involved. I like having my own voice and speaking up.” Through sea cadets, she sailed the B.C. coast with nine other cadets, captained the seamanship team that came in first in the provincials this year and played the snare drum in the provincial cadet honour band. The leadership skills de Gracia learned along the way have served her well in school and other aspects of her life. She is the student most often picked by her peers to speak up on issues and possess the time
management skills needed to juggle a full schedule while achieving top grades. On top of cadets and her academic success, de Gracia played the alto saxophone in her school’s senior jazz band and senior jazz combo. She also sang duets on occasion, both in the jazz band and through the glee club she formed at her school. And for her athletic side, she joined the school’s wrestling team for fun – and while she decided not to compete, she enjoyed challenging others to unofficial matches. “I’m quick and small and I guess I’m competitive,” said de Gracia. She will study kinesiology at Vancouver Island University with the help of a full-ride scholarship and hopes to go into medicine. Sandy Dudley, commanding officer of the local sea cadets squadron, said de Gracia has a strong work ethic and is a natural leader.
McKenzie-Skinner champions for others
J
acqueline McKenzieSkinner is studying war because of her passion for peace. The Nanaimo District Secondary School graduate joined the army reserve last March and is spending part of her summer doing basic military training. “If I want to help end war, then I need to understand it,” said McKenzie-Skinner. “I’m supporting the people it’s supposed to help save. I hope if I participate I can make a positive difference.” She aspires to work with international organizations – perhaps the United Nations – on human rights issues, especially the fight to end human trafficking. To help her reach this goal, she is enrolled in Vancouver Island University’s global studies program. McKenzie-Skinner’s passion for human rights issues started after she read about the genocides in Darfur in her early teens, and realized that many people had no idea what was happening.

“It hurt that people didn’t know,” she said. The reserve kept her busy three days a week her senior year, but McKenzie-Skinner has devoted her passion and energy to numerous other activities. As student council co-president, she was responsible for overseeing the 50-member group, helping each of the committees develop ideas and making sure events go smoothly. She was one of the driving forces behind an anti-vandalism initiative started at her school two years ago – dubbed Project Inside Out. McKenzie-Skinner and three other students used a $1,100 grant from the district to create awareness amongst their peers about the damage vandalism causes. The project included a mural contest, speaking at a school assembly and a survey of the student body. McKenzie-Skinner also got involved in her home community of Gabriola Island. Last year, she was president of
the Gabriola 4-H Club, a youth organization devoted to engaging youth to reach their fullest potential. Born and raised on Gabriola, she joined the club, which focuses on agriculture and community service, when she was six. “The reason we like being in it is we can show the community there’s teenagers who want to help out,” she said. McKenzie-Skinner enjoyed judging competitions through 4-H – she usually placed in the top six out of roughly 100 competitors in judging everything from cows to tomato plants. She played softball on an adult team on Gabriola and coached a junior league team on the island for the past three years. “I prefer to have a lot of things going on,” she said. “It keeps you focused.” Sue Boulton, a leader with the Gabriola 4-H Club, said McKenzie-Skinner is energetic, enthusiastic and responsible. “She throws herself into things,” she said.

Breault envisions an Earth in full bloom C arly Breault’s passion for social justice and environmental issues drives her to do crazy things at times. The Nanaimo Christian School graduate showed up for classes one day in bare feet because she read that children in some developing countries have to walk for miles without footwear to attend school because they cannot afford shoes. Her feet were raw by the end of the day, but Breault felt it was worth it to make her point, adding that she was used to getting cut up from gardening. Ever since she was little, she’s helped her father in the garden and she got seriously involved in recent years. Together they grow all kinds of fruit, vegetables and flowers in their backyard. “We have a whole grocery store in our backyard,” she said. “I love dirt, I love bugs.” Breault hopes to get coming generations of students at the school interested in organic vegetable
gardening. Last year she fundraised, used her own money and secured donations of materials and labour from classmates, community members and school staff to put a community garden behind her school. “I keep my brother in mind a lot and the younger generation,” said Breault. “I want them to grow up not afraid of bugs and supporting the local food movement.” Breault also put compost bins in every classroom to reduce the amount of waste produced at the school and she collected the bins every week. She tries to set an example for others by doing something each day that benefits rather than harms the environment. Breault walks or bikes everywhere and during Bike to Work Week, she also managed to get about a dozen of her peers to bike as well. “We depend on [the environment] to keep us alive,” she said. “We live in an altered system and
we’re so used to being comfortable. We kind of take things for granted.” She writes about environmental issues in her blog – Small Impact Teen – and in the Mind’s Eye, a local youth newspaper. Besides her environmental activities, Breault kept herself busy with numerous projects as secretary of the Nanaimo Interact Club, a youth Rotary group, volunteering at the Crisis Pregnancy Centre and helping to organize a youth arts festival. She also writes poetry on the side and has been published in several poetry magazines. She will attend Vancouver Island University this fall with a full-ride scholarship to do a double major in global studies and geography. Graham de Greef, a math and science teacher, said Breault’s efforts have had an impact on other students. “People are thinking about simple things like turning lights off,” he said.
Numbers add up for Menon’s ambitions
E
very successful organization has behind it a dedicated person who picks up the slack and ensures events go forward as planned. For Wellington Secondary School’s student council, that person was Neetu Menon last year. Throughout the year, she quietly finished off what others started so that good intentions became reality. “It’s so sad when a good idea gets wasted by lack of planning and people to carry it out,” said Menon. She was the guiding force behind the water walk fundraiser last May – students and community members walked a mile with buckets of water to raise awareness about the realities facing people in some developing countries and money to help build a well for a village in Kenya. The initiative raised $700. The confidence needed to take on leadership roles began developing
at age 14 when Menon, who now has her third-degree black belt, started teaching adult taekwondo classes. “I’m often quite shy,” she said. “I find it hard to go up to groups.” Menon stepped out of her comfort zone again in Grade 10 when she joined her school’s Link Crew, a mentorship program that pairs senior students with Grade 8s to help them adjust to life in high school. She was afraid of being judged by the younger students, but overcame her reservations to try to pass on her love of learning. Menon’s particular passion in life is actuarial science. Actuarial science combines mathematical and statistical methods to assess risk in the insurance and finance industries. “I like using math as a way to understand the world,” she said. “I
found true bliss in probability and statistics. It’s kind of like exploring in a way. When I was in Grade 2, I used to go off and do algebra problems.” Her dream is to get her doctoral degree and do new research in this field. Menon reads universitylevel math books in her spare time and two years ago attended the Canadian Mathematical Society’s winter meeting in Vancouver to hear lectures from mathematicians about new research in probability. To balance out her high science and math course load at school, Menon sang with a local young adult choir. “I’m so busy with all these intellectual, left-brain activities and singing is kind of a creative outlet for me,” she said. Menon heads to the University of Waterloo to study mathematics in September.

White’s future includes doing his part for a clean environment C
onnor White likes to keep his calendar full. The John Barsby Secondary School graduate is a musician, an actor and a singer. Last school year, he was also on three sports teams, achieved top grades in math and science and worked part-time. White wants to be an engineer, but high school gave him the opportunity to explore his fine arts side. He played baritone sax in three bands in his Grade 12 year: a jazz combo that won a gold medal in the West Coast Jazz Festival at Vancouver Island University; a tour band that performed in West Edmonton Mall; and a jazz band that performed at the Port Theatre. “It’s the rush of being up there and having people enjoying what you’re doing,” he said. “When I’m playing, I don’t worry about stuff. It’s a good stress reliever.” White sang at a jazz festival at the Port Theatre and in the school’s glee club this year. In previous years, he combined his singing talents with acting in musical theatre, landing a lead
position in Once Upon a Mattress in his Grade 10 year. Despite a heavy band schedule, he found the time last year to be on his school’s swim and wrestling teams and played badminton competitively with a community team, placing well in local and provincial tournaments.
“People mistake [badminton] for that easy sport you play in gym class,” said White. “It’s a lot harder than people give it credit for.” On the academic side, he helped edit the school newspaper and achieved the school’s top mark in Physics 12 and Math 12 in his Grade 11 year.
Elphinstone faces up to world’s challenges
C
assandra Elphinstone is as off-the-grid as a youth gets these days. She doesn’t have a cellphone or iPod and while her family has a computer at home, she doesn’t spend much time on it. The Grade 12 Dover Bay Secondary School graduate doesn’t watch any television, either. “I don’t know where people find time to do that,” said Elphinstone. Instead, she spends as much time as possible outdoors – hiking, climbing or on environmental projects. Through her school’s environmental club, she worked on everything from stream restoration work to tree thinning. Her efforts helped her school win a national contest sponsored by Staples, an honour that came with $50,000 for a new computer lab. Last summer, Elphinstone went on a month-long journey around the Arctic with the Students On Ice program, which provides students, scientists and educators from around the world with educational expedi-
tions to the Arctic and Antarctic. The program is intended to foster a better understanding of the natural world and the challenges it faces. “There were biologists [on the trip] who had put the blue whale on the endangered species list,” said Elphinstone. Visiting Inuit villages brought home for her how much human activity is changing the world – she talked with one girl whose friend had fallen through the ice and died while hunting at a time of year when it was historically frozen solid. On the trip, Elphinstone founded the GAIA (Green Association for International Activism) network to unite school-based environmental clubs and empower youth around the world to act and speak out to create a sustainable planet. “One of the things that shocked me was how easy it was to do,” she said. “Everyone had connections and those connections would talk to their connections.” Elphinstone organized an
Environmental Day of Gathering – one of several around the world – in Diana Krall Plaza last March to raise awareness about environmental issues, sustainable living and poverty in third world countries. She authored a section of the recommendation paper written by the Students On Ice Alumni Delegation for the United Nations Rio+20 Earth Summit, which took place in June. When Elphinstone was not working on environmental issues, she was out enjoying nature, competing with the school’s track and field club, tutoring, and participating in math and science competitions. She enters the integrated science program at the University of British Columbia next fall with the help of a national Schulich Leader scholarship worth $60,000. After university, she wants a career that involves helping to protect the natural environment she loves so much. “I’m interested in studying grizzly bears and protecting their habitat,” said Elphinstone.
“I love math and a lot of science is math,” said White. “I love puzzles, solving problems, getting the right answer. It’s not abstract – there’s a right or wrong answer.” He was accepted into the University of B.C.’s engineering program, but plans to stay at home and attend Vancouver Island University for his first year to save some money. “I like the idea of going into research, being on the cutting edge and learning new things,” said White. “I want to work on clean energy – the state of our environment is a big issue.” To prepare himself for UBC’s engineering program, White has a heavy course load starting in September. Bob Orr, owner of Freeze Frame Photography, has employed White for about two years to handle printing requests on site at sports tournaments and other events. “Connor is one of those kids who’s never down – he always upbeat,” he said. “Often he’ll bring something to the table that you wished you had thought of.”

sports Raiders gritty, lucky in win I SUN MISS 10-yard field goal, V.I. hangs on for 30-29 victory.
Training camp will be intense BY GREG SAKAKI THE NEWS BULLETIN
BY GREG SAKAKI THE NEWS BULLETIN
The V.I. Raiders defeated the Okanagan Sun after an incredible football game and an improbable finish. The Raiders edged the Sun 30-29 on Saturday at Caledonia Park after the visitors missed a 10-yard field goal with 50 seconds left. “Just a hell of a football game,” said Matthew (Snoop) Blokker, Raiders coach. “We’re still young and we’re still stupid and we’re still making a gazillion mistakes but at least we’re not making the mistakes that I think you can’t fix, and that’s heart and desire and belief.” Both rival teams seemed to believe they could win, which made for a back-and-forth game the entire evening as the B.C. Football Conference rivals traded touchdowns. With less than two minutes to go and Vancouver Island leading 30-28, Nanaimo’s Ariel Fabbro made an interception that looked like it might seal the victory. On the very next play, however, V.I. quarterback Jordan Yantz was pressured and threw an interception that the Sun’s Alexander Hupe returned all the way to the six-yard line. The Raiders’ defence held, but Sun kicker Steven McFadyen had a chip shot field goal that might have won the game. “Early in the game they had no faith in the guy…” said Blokker. “We realized that and just before they were going to kick, we called a timeout to try to ice him, let him think about it. And sometimes a 10-yard field goal feels like a 50, then.” The attempt went wide left. “We got lucky…” Blokker said. “Sometimes corny things
“We’re not the tallest team, we’re probably not the strongest team but we’re going to work and we’re going to see where it takes us,” Gillies said. GAME ON … The M’s and Matadors tip off Wednesday at 6 p.m. at the VIU gym. Admission is $5 for adults and $2 for students.
The Nanaimo Clippers have started the process of putting together a roster for their historic 40th anniversary season. The city’s B.C. Hockey League team opened training camp on Monday, with the first ice sessions today (Aug. 21) at the Nanaimo Ice Centre. Thirty-eight players received invitations and the roster limit will be 22 once the season starts. “We like what we’ve got for a core group to start with,” said Mike Vandekamp, Clippers coach and general manager. “We know that we have lots of work to do, but I think we’ve added some size and some speed, some character and some work ethic to our lineup, and those are some of the things we were trying to do.” Now he gets to see how those traits transfer to ice level. Vandekamp said the morning practices will be short and intense, and the evening games will be played however the players decide to play them. “If you’re a goal scorer you go out and score some goals, if you’re a playmaker, make some plays, if you’re a hitter, make some hits, if you’re a fighter, get in some fights,” said the coach. “You’ve got to go out and do your thing.” Team Orange will face Team Black for the first scrimmage tonight at 6 p.m., the rematch goes Wednesday (Aug. 22) at 6 p.m. and then the third game will be Thursday at 5:30 p.m. At that point, the two groups will be shuffled prior to Friday’s annual Rhodesie Cup charity intrasquad game. GAME ON … The Rhodesie Cup will be Friday at 7 p.m. at Frank Crane Arena. Admission is $2 and proceeds go to KidSport Nanaimo … The Clippers’ first pre-season game is Sunday (Aug. 26) against the Alberni Valley Bulldogs at 7 p.m. at Frank Crane.

V.I. Raiders receiver Mike Schaper makes a one-handed catch overtop of Okanagan Sun defensive back Jack Rush during Saturday’s Canadian Junior Football League game at Nanaimo’s Caledonia Park.
“

happen in sports if you start believing and today I think we really believed.” The Sun did get the ball back, but time ran out on them, and the Raiders extended their seven-
year regular-season undefeated streak on home field. “It was hard work, but also a little bit of luck and a lot of grit,” said Mike Schaper, Raiders receiver. “I love playing the Okanagan Sun because they always bring their A game and I love beating the Okanagan Sun because they always bring their A game.” Schaper said the game felt like a championship game and Blokker called it a huge win for this stage of the season. “There is no better feeling in the world than beating the Okanagan Sun,” he said. ◆ See ‘RAIDERS’ /34

VIU’s basketball Mariners get second crack at NCAA opponent
I
MEN’S SQUAD faces Cal State Northridge.
The VIU Mariners can take the court confidently this week. Vancouver Island University’s men’s basketball team is preparing to play its
second pre-season game on Wednesday (Aug. 22) when it hosts the California State Northridge Matadors. The exhibition game will be the second in eight days against an NCAA Div. 1 opponent. The M’s played competitively in last week’s test, an 89-71 loss to Louisiana’s Northwestern State University Demons.
Matt Kuzminski, VIU coach, said his team “stepped up to the challenge” in that game, and showed him some things that he was glad to see. “It solidified what I thought we would be good at,” Kuzminski said. “I think we’ll be a good team at sharing the ball, getting everybody involved.”
Greg Gillies, VIU’s top scorer in that game, said the result was a confidence builder. The Mariners hadn’t had any full team practices prior to last week’s exhibition game, and were missing a couple of bodies, too. They recognize that at this stage of the pre-season, there is plenty of room to grow.

Raiders suggest ‘fate’ played part in victory ◆ From /33 Rockenson Angrand, V.I. defensive back, said the Raiders knew the Sun were going to come to play hard. “They’re a good opponent, we respect those guys,” he said. “They hit us in the mouths, we hit back and they kept fighting.” Sun coach Gavin Lake lamented penalties and missed opportunities to score as the difference in the game. “You don’t want to lose,” said Lake. “I wouldn’t say heartbreaking is the word, but it’s certainly unfortunate, and we have to get better at those things.” The Raiders also plan to use the game to improve. Ashton Galloway, V.I. tailback, said his team has a lot of work to do. “We’re not used to winning like this, we usually put up a lot of points,” he said. “But we’re just going to keep working, week after week and continue to get better.” Angrand said Saturday’s win will help a Raiders team that he said is still learning how to play the game. “We’re learning how to be consistent, we’re learning how to keep going,” he said. “It’s going to be a long [season]. You win some, you lose some, you get hit, you don’t quit. Fate loves the fearless.”
Schaper had a monster game with 180 yards on seven catches, including a 98-yard catch-and-run touchdown. Dustin Pedersen had a 20-yard TD catch, Galloway had a one-yard TD run and Mark Mueller kicked a 26-yard field goal. Yantz was 21-of-34 for 404 yards with two t o u ch d ow n p a s s e s and three interceptions. Defensively, the Raiders forced three safeties and Nathan Warawa was credited with a sack. Angrand made a team-high six tackles and Glenn Boyce had five tackles. For the Sun, QB Cam Bedore was 13-for-29 for 252 yards with one INT plus TD passes to Ben White, Bobby Davis and Jesse Kendall. Defensively for the Sun, Alexander Hupe had a fumble-recovery touchdown and an interception.
