Participants will compete in several different events to see who can recover a predetermined amount of gold flakes from a bucket of pay dirt the fastest. The event attracts about 150 panners every year from as far away as Europe. “The competition draw is ‘Gold Fever’ and they will all catch it,” said event organizer Dan Moore, who is better known as Yukon Dan. “In the hey day 25,000 miners searched for gold in these parts.” The event kicks off on Thursday with two days of workshops and

demonstrations in Yale. Free gold panning will be held Thursday and Friday from 1-4 p.m. There will also be free metal detecting for children and teens on Friday night. Competition gets underway on Saturday at 9:30 a.m., with the top third in each category moving into the Sunday finals. All beginners will get a professional panner as a coach and every child that enters the competition receives a new gold pan and bag of pay dirt. Over $5,000 in prizes are up for grabs this year, including chainsaw carvings of min-

ers panning for gold. Moore will also put $2,000 worth of gold into two piles of dirt at the end of the competition and panners will get to keep what they find. The Fraser River Gold Panning Championships is held at Anderson Creek Campground, located about one hour north of Hope on Highway 1. Local families hosted 19 students from Hope’s sister city of Izu, Japan this week. They spent their time here skating at Hope Arena, picnicking at Othello Tunnels and visiting Hell’s Gate. The trip marks the first time many of the students have been to Canada. “Much effort and detail is put into ensuring our guests have the most memorable and meaningful Canadian experience with our wonderful host families that is not only culturally enriching, but also to enable friendships that will last a lifetime,” said Lori Izawa, sister city coordinator and cultural liaison. Council, district staff and RCMP members welcomed the

Carving competition attracts thousands More than 4,500 people poured into downtown Hope to watch the Chainsaw Carving Competition Aug. 1619. The event featured eight world-renown carvers, including local favourite Pete Ryan, sculpting cedar logs into intricate pieces of art in Memorial Park. “It went very well,” said organizer Victor Smith, adding that the souvenir T-shirts designed by Sasquatch Sign Company sold out. “The carvers and everybody enjoyed it.” Each carver received $1,000 for participating in the competition this year. An additional $3,000 was awarded to first place, $2,000 to second, and $1,000 to third. A $1,000 people’s choice award was also handed out at the end of the competition. “Everyone did a fabulous job and we’re just grateful to have these people come and participate in the competition,” said Mayor Susan Johnston “To be able to auction the speed carvings off twice during the event made people feel so good about getting a piece of the action.” A total of $5,320 was raised from the speed carving competitions on Saturday and Sunday.

ICBC mishandled The BC Liberals have completely mishandled ICBC, and the proof came last week, when a review showed that the company has been hiring boatloads of senior managers and paying them more each year — with the government apparently oblivious. There are 32 per cent more managers than in 2007, and they are paid (as a group) 70 per cent more than managers received in 2007. Fifty-four of them made more than $200,000 each in 2011. The Liberals insisted, on taking office in 2001, that ICBC didn’t need to be privatized, nor did there need to be complete competition in the auto insurance sector. They have also insisted, especially in recent years, that substantial dividends from ICBC go back to the shareholder — the government. This means that all ICBC customers, and that’s everyone who owns a vehicle, are paying additional insurance premiums to boost government revenues. It’s a tax grab, hidden in the guise of insurance costs. The government has now, very belatedly, said ICBC meeds to cut its management costs and manager compensation. This comes just after ICBC has boosted insurance rates by 11.2 per cent. The simple fact is this: ICBC is being used by government for all sorts of purposes that are far afield from its ostensible role as a public car insurance company. This isn’t new — the NDP did this with ICBC back in its earliest days. But it certainly points out that the Liberals are just as good as the NDP at mismanaging Crown corporations and sticking taxpayers with extra costs. ICBC needs to be privatized. There is no real need to have government operate a car insurance company that forces all drivers to buy at least basic car insurance. – Black Press

Time for investment in forests B.C. VIEWS Tom Fletcher The B.C. government’s emergency committee on timber supply has produced its report, but it leaves many of the big questions unanswered. Can the Burns Lake sawmill, destroyed by fire last winter, be given enough timber to rebuild? It’s likely, committee members concluded, if areas that are currently considered “marginally economic” are harvested. With nearly half the pine in that region dead from beetle infestation, and much of the better timber already cut, that means harvesting areas that would produce only about two thirds of the volume that is currently considered economical to log. Will eight more sawmills have to close once the beetle-killed

timber becomes too degraded to cut in the next few years? Committee members hold out hope that extending the cut to less economic timber stands can reduce this impact as well. But with the current cut far above historical levels to maximize beetle-kill harvest, some industry contraction seems inevitable. All this depends on adequate forest inventory and investment in replanting, fertilizing and provision of additional roads and power lines that would allow access to timber and potential bioenergy development. And that is where the political fight lies ahead. The timber supply committee delivered a unanimous report, despite the harsh divisions between the B.C. Liberal and NDP members who serve on it. NDP forest critic Norm Macdonald, vice chair of the committee, agreed it did good work during the seven months it has toured affected areas of the B.C.

If nothing else, the pine beetle epidemic has forced the B.C. government to consider some of the intensive forest management that we hear about in Scandinavia, one of those places that supplies B.C. with wood furniture. And it has prompted renewed interest in offering new forest tenures to aboriginal communities with unresolved resource claims. Under current law, the government can only direct award new forest tenures to aboriginal communities. So part of the committee’s proposed solution is to “expedite negotiations” with the Burns Lake First Nations to give them a chance to harvest some of the marginally economic forest areas that remain. I can think of two reasons: (1) refining crude oil requires enormous quantities of water, and (2) Enbridge intends to ship bitumen out of Kitimat come hell, high water or a refinery. When I heard the

company spearheading the bitumen refinery proposal was called Kitimat Clean Ltd, I instantly thought of George Orwell’s book 1984. In that fictional tale about tyranny, the Ministry of War is called the Ministry of Peace and the Ministry of Propaganda is called the Ministry of Truth. Kitimat Clean sounds like a name dreamt up by a team of public re-

lation consultants after they consumed too many martinis. Hopefully Mister Black will not misuse the power of his newspapers (over 80 of them are here in BC) to limit criticism of the Northern Gateway project and thereby manipulate public information. Tsunami debris poses greater risk We seem to have many opinions on oil pipelines. I lived next door and a short distance away from the Trans-Mountain Pipeline most of my life. At no time was it ever a problem. They, as well as the refineries, were excellent neighbours and quite willing to answer concerns and take action to investigate possible problems. There was a leak in my area of Burnaby after I had moved. I would have been devastated as I am very much affected by oil, including oil stoves in regular use. No one wants a spill, but I do believe that no

one has thought this situation through. We need oil. Supposed environmentalists would be the first to complain if they were deprived of any small convenience. Transportation, air conditioning, computers and cell phones. I feel that most opposing the pipeline are insincere in their environmental concerns. What I do not understand is why they cannot come to some compromise. It would be in the best interests of everyone to find a solution as quickly as possible. My reasoning has nothing to do with oil. We will need the sup-

port and financial assistance of some large companies to clean up the mess that is heading to our ocean coastline because of the debris from Japan. All the complaining groups will find themselves without federal, provincial or local support when the mess hits the coastline of B.C. This blanket of junk will do more damage than the oil spills that might happen from the transport of oil from Alberta. All these private boats and sailing vessels that use the Vancouver harbour should be ashamed of themselves

for expecting the Coast Guard to assist them. I do not call out the military when my car breaks down on the highway; I have BCAA. The people who use the Vancouver harbour should have the equivalent to BCAA. The federal government wants the pipeline to go through. Is this the same government we will be asking to clear our beaches of debris? I really think that B.C. should be thinking about what to do with the debris. Asking for money from Alberta for royalties is not the way to go. We are not in a position to be calling the

$13-billion oil refinery proposed for Kitimat Tom Fletcher Black Press

A Victoria businessman is heading up a proposal to build a $13-billion oil refinery in Kitimat. David Black, chairman and owner of Black Press, announced Friday he wants to build a world scale oil refinery at Kitimat, B.C. Black told a news conference in Vancouver Friday he is submitting an environmental assessment application to build a “world scale” oil refinery on behalf of Kitimat Clean Ltd., a company owned by Black. The application to the B.C. Environmental Assessment Office is expected this fall. The proposed refinery would be big enough to process all the diluted bitumen carried by Enbridge’s proposed Northern Gateway pipeline. Black said he has had extensive discussions with Enbridge and other players in the Canadian oil industry, but none has so far offered to back the project. Black said he will use his own money to finance the proposal through environmental assessment, which he expects to cost several million dollars. After that, he said investors would be needed to complete it, assuming both the refinery and the pipeline receive approval. He has had preliminary meetings with Kitimat and Terrace councils, as well as the Haisla and Kitselas First Nations in the region. The proposed site is a 3,000-hectare Crown industrial property between Terrace and Kitimat. Kitimat Mayor Joanne Monaghan spoke by phone to the news conference, offering encouragement for the proposal. But Black acknowledged he does not yet have formal support from communities or investors. “I see myself as a catalyst to make this happen,” said Black, who first proposed the idea to the province

and the industry seven years ago when he was chairman of the B.C. Progress Board. Black is working with Glenn McGinnis, a consulting engineer and former manager of the Ioco oil refinery in Port Moody. “We want it [the Kitimat refinery] to be the cleanest and greenest upgrading and refining site in the world,” McGinnis said. The refinery would produce 240,000 barrels per day of diesel, 100,000 barrels per day of gasoline and 50,000 barrels per day of kerosene or aviation fuel, refined from heavy oil. Among those attending the news conference was Art Sterritt, executive director of the Coastal First Nations, a group in the Kitimat area that has strongly opposed the pipeline proposal. Sterritt disputed Black’s assertion that a B.C. refinery “solves half of the problem” with exported oil by shipping refined gasoline, jet fuel and diesel

in tankers instead of heavy crude. Those products have their own risks, Sterritt said. Black pointed out that without marine shipments of those fuels, the remote coastal communities Sterritt represents would not be able to function. The lighter fuel products are still an environmental hazard, but they dissipate much more quickly and do not persist for many years like spilled heavy crude, he said. NDP energy critic John Horgan was also skeptical. “At this point, it’s a proposal without business partners and without First Nations and local community support,” Horgan said. “It doesn’t change our position [opposing] the Enbridge Northern Gateway project.” Black said the refinery will mean nearly 6,000 construction jobs over a five-year period, 3,000 permanent jobs at the refinery and tax revenue for various levels of government.

This Mazda is no slug. And thanks to some fancy engine plumbing, the power comes on smoothly, without any knocking or hesitation. All very impressive. Then there’s the new automatic transmission. Delicious. Again, only a geek would care why the shifts are so good (the torque converter is basically on the job only during gear changes) but let me tell you, up-shifts are smooth and downshifts are rev-matched. They are seriously snappy, too. As is the overall handling of the CX-5. Meanwhile, the exterior design is an eye-grabber and the cabin is roomy, intelligently useful and airy. Outward visibility is exceptional, rearseat room is good for adults and the big cargo area expands thanks to near-ﬂat folding rear seatback. As family haulers go, the CX-5 looks like a winner. No, that’s damning with faint praise. Mazda, in fact, has just thrown down the gauntlet in this segment. The competition should start tearing down CX-5s ASAP.

The original Bibles at Christ Church National Historic Site will be appraised at the church’s Heritage Roadshow on Aug. 25.

A stroke of luck and good timing heralded the return of historic artifacts to Christ Church. The set of three Bibles, which were stolen in late June, now await their turn to be appraised at the church’s Heritage Roadshow on Aug. 25. “Getting them appraised will be the first step in keeping them safe,” said Christine Elliott, the student who first discovered the theft of the Bibles, “but it will also be an opportunity for everyone else to get a closer look at a piece of the church’s history.” The event will be held upstairs in the Christ Church hall, which is located next to the historical church. “We first thought of

hosting such an event, and made the initial inquiries last spring while antique hunting for specific items to complete an exhibit at the church,” said Darla Dickinson, one of the show coordinators. Light refreshments will be available throughout the day for those who are getting their antiques appraised. Time slots will be divided up into 15-minute increments per item. The appraisal cost is $5 per item or $12 for three items. Doors open at 10 a.m. Anyone who wants to have their antiques appraised needs to register in advance by calling Elliott at 604-869-5402 to secure a time with the appraisers.

It won’t happen in time for the provincial election next spring, but the B.C. government is moving ahead with Premier Christy Clark’s pledge to examine online voting at the local and provincial level. Some municipalities have suggested modernizing elections to make voting more convenient, and reverse the recent trend to lower voter participation. Clark proposed the idea during last year’s B.C. Liberal leadership campaign. Justice Minister Shirley Bond has asked Chief Electoral Officer Keith Archer to set up an expert panel to make recommendations. Archer asked the government last year to give him authority to conduct pilot projects for electronic voting, and to consider extending voter registration to 16and 17-year-olds, as has been done in Australia and some U.S. states. During his leadership bid, Health Minister Mike de Jong proposed lowering the voting age from 18 to 16, to encourage younger people to get involved as part of their high school education. Walsh contends that attachment to our “things” should reflect our life’s goals and values. So there I was busily decluttering when it occurred to me that I could be listening to a good story (it’s hard to read a book and haul garbage) at the same time. What good timing! The library just subscribed to a new ebook service and it’s super easy to download books and get listening. Of the 356 e-Audiobooks now available on FVRL’s OneClick Digital service, over 100 are always available – no waitlists! So I promptly downloaded Elizabeth Hay’s Alone in the Classroom. Only took a few minutes from clicking “Play” on our homepage, then “eCollection,” and there it was: OneClickdigital. Just create a new account and Bob’s your uncle! The geese are flocking, there’s dew on the grass, and a bit of a chill in the air. The library’s Summer Reading Club (we had 232 readers this year) wraps up next week and that’s it, summer is officially over! The changing of the seasons often means changes in our lives — especially in September. Perhaps it is years of heading off to school but every September I find myself eager to de-clutter and Deb launch new Ireland projects. The library has tons of books on clutter and housecleaning. Using the keyword search term “clutter,” you can quickly find over 30 titles. And then even more by using the subject searches “storage in the home,” “orderliness,” or “house cleaning.” Using a more serendipitous approach though, I checked out two books which recently came across the library counter. One was What’s a Disorganized Person to Do? by Stacey Platt. This book offers 317 tips and tricks for sorting and organizing. But it

Four local riders recently took up the challenge of participating in their first competitive trail ride. The women – Becki Dent, her daughter Darla Dickenson, and friends Shelly Taylor and Denise Pascucci – headed to 108 Mile Hills Health Ranch on Aug. 10. Competitive trail riding differs from endurance riding in that riders must first weigh in with the saddle and bags their horses will carry. Along with body weight, the rider is then categorized as lightweight or heavyweight. The riders also start with a base point of 300 and can loose points depending on the horse’s vetting (hydration, pulse, gait, etc.) as well as time. Riders are allowed to return to base camp 10 minutes early or 10 minutes late before loosing points. Dent and Dickenson entered the Level 1 competition, which had them navigate 31 kilometres (19 miles) of countryside

through midget — but it has to start at the bottom and so far, the numbers in Hockey 1 to 4 are sparse. “We only have 11 registered in Hockey 1 to 4,” said Lang, “and only one of the 11 is in the H1/H2 age. Ideally, I would love to double these numbers and have an H1/H2 team and an H3/H4 team. “In atom, we have 20 skaters and two goalies. This is not quite enough for two

teams,” explained Lang. “At least four more forwards are needed there. “We had a very successful atom rep team last year but lots of them moved up to peewee and the way the numbers shook down there weren’t enough players for a rep team in either division — so some of the peewees are trying out for rep in Chilliwack. If you’ve been melting in the recent heat wave, the Hope Arena is now about the coolest place in town to get a break from it. The ice was officially opened for use last Monday and a handful of local youths were there to lay down the first grooves in the pristine surface. It used to be tradition to wait until after Brigade Days before laying down the ice — but in recent years, the rec centre has been bringing the opening into mid-August, making it possible for the Hope and District Minor Hockey Association to start their practices a week after schools reopen. The early ice also gives kids a chance to test out their gear and see if it’s going to need replacement before the season begins. Hope Minor Hockey is helping in that regard, by holding an equipment swap and sale meet at the arena mezzanine on August 31 from 4:30-8:30 p.m. “If kids have outgrown their gear, they can bring it and trade it or sell it,” said the club’s new president, Pete Lang. “There’s no charge for participants.” Starting on August 27, the HDMHA is holding daily one-hour clinics — except for Wednesday when a special event is using the ice. “Hockey 1 to 4 will be working with Michelle Inancsi of the Hope Figure Skating Club,” said Lang. “Their focus will be on skating skills, in full hockey gear, with sticks. “Atoms and peewees and bantams and midgets will be working with Paul Nicolls of Chilliwack,” said Lang. “Paul is the owner of the Xceed Training Centre and he’s also the development coach for the Chilliwack Chiefs. Those kids will be drilled on hockey skills such as shoot-

to try out in a neighbouring association,” said Lang. “We’ll see who makes rep in Chilliwack,” he added. “They’ll still be welcome to take part in any mini-camps that we hold during the season. “Peewee currently has 24 skaters and two goalies signed up,” said the president. “At this point, this is barely enough for two teams, depending on how many kids make rep in Chilliwack. We would like to see a few more registered. Thirty skaters would be ideal. “Bantam has 13 skaters and one goalie, which is barely enough for one team,” figured Lang. “There is room for more there — and midget has 21 skaters and three goalies. This is a tough one. There are not enough for two teams — but too many for one. “We are currently only counting on one midget team, thus we are wait-listing players and goalies. If we can get some more players, we can ice two house teams and nobody will be wait-listed.” Lang noted that the league has voted to eliminate all body-checking from house or “C” hockey, so this may attract players back to the game. It will also be easier to attract Interior teams to tournaments, as they had earlier moved no body-checking. CARLSON, Ethel May June 24, 1922 Aug 17, 2012 It is with great sadness that we announce the passing of our beloved Mom and Grandma. She is survived by her two children, Cheryl (Allan) Hahn and Daryl Carlson. Her grandchildren: Tessa (Donny), Dale (Carla), Darren (Tara), Chelaine (Shane), Chris (April) and Jason (Alicia). Her great grandchildren: Shelby, Grace, Kaitlyn, Ashlyn, Evan and Derek. We would like to thank Dr. Nyirenda and Christina Scherle, for being there for us during the final moments of her life. As per Grandma’s wishes there will be no service. On Friday, August 24 at 1pm there will be a private family ceremony at the Royal Canadian Legion Cemetery where we’ll place Grandma in her final resting place with Grandpa. She will remain in our hearts forever.

Born on February 29, 1932, Frances was predeceased by her mother and father, Ethel and Frank Kilbride. Frances leaves behind her husband Evan, son Peter (Rachel), daughter Laurie (Kindy), Evan’s daughters, Donna and Kyndree, her sisters, Joan, Shirley and Patricia, and grandchildren, Kyndree, Grant, Zoey, Caelee, Saje, Kiran, Samuel, Tavi, Ainav, and Maxwell, and great grandchildren Jake and Tao. Though her departure was unexpected, hers was a full life dedicated to family, friendship, community and teaching. She was a wonderful wife, mother and grandmother, a lifelong teacher, and a compassionate, curious and enthusiastic person. Her passion and determination co-existed in equal measure and enabled her to achieve many successes and bear any burden. A celebration of her life will take place in Hope, BC on Thursday August 23rd, 2012 at 2pm at the Hope Golf Club.
