Elk Falls Mill sale catches city hall by surprise A new industrial park on the former Catalyst mill site could create up to 600 jobs within three years in Campbell River, according to the buyer of the 400-acre industrial site. Harold Jahn, Edmonton-based owner and director of Pacifica Deep S e a Te r m i n a l s, signed an $8.6 mill i o n a g re e m e n t with Catalyst Paper to purchase the Elk Falls mill site. “We’ve had a lot of positive response from the community and we met with council. We met with the mayor and everybody’s Harold Jahn quite excited,” Jahn said Friday afternoon just outside city hall following a day of meetings. “We recently made an offer to purchase the Elk Falls site to (create) a deep sea terminal and an industrial park with 50 new tenants to create sustainable jobs for the community.” The sale is expected to close and become official on Sept. 5. That will complete Catalyst’s bid review process which began ear-

lier this year. Catalyst announced last Thursday it had reached an agreement with Pacifica. “We are very pleased to have attracted an experienced developer with the capacity and an industrial concept that will fully utilize the site’s infrastructure and bring new business and jobs to the region,” said Kevin J. Clarke, Catalyst president and chief executive officer. Catalyst had been seeking a buyer for its property since it permanently shut down its Elk Falls operation in 2010. Since then, equipment has been decommissioned and demolition work completed. According to Rivercorp CEO Vic Goodman, Jahn took everyone at city hall by surprise. “Harold flew in under the radar,” Goodman said. “They came into this thing in the eleventh hour in the bid process. Now we’re identifying him through (Thursday’s) press release.” Rivercorp had been working with Catalyst to try and attract Continued on A3

Baby Skye Alexandra MacLean was “landed” at Painter’s Lodge Monday by mom Brett, dad Allan and sister Sidney. It is believed to be the first birth at the famous fishing lodge.

Catch of the day: seven-pound, six ounce baby girl BRIAN KIERAN CAMPBELL RIVER MIRROR

Painter’s Lodge has dubbed this baby “the Catch of the Day” even though she weighed in Monday morning at just seven pounds, six ounces. The little keeper is Skye Alexandra, the “very

cute and slightly premature” second child of Quadra Island couple Brett and Allan MacLean. Skye was born in a rush at 8:28 a.m. in the “Pat Martin Bates Suite” at the famous fishing lodge. Brett, 27, said: “We had no time to think, no time to even consider calling for an ambulance. I did not Continued on A3

An agreement to sell the Elk Falls Mill site in Campbell River was announced last Thursday.

Mill: Sold to Alberta-based developer Continued from A1 an investor but Goodman could say little until now. “We knew there was a sales process going on but there’s some confidentiality and we can’t go waving our arms saying ‘hey, something’s going to happen!’” Goodman said. Goodman sat down with Jahn and city council Friday morning and hopes to meet again with him oneon-one to connect him with local businesses. “He’s Alberta-based and doesn’t have the network we have,” Goodman said. “I hope he allows us to work with him to connect him with other businesses.” Jahn, who owns and operates three industrial parks in Alberta, plans to bring some

of his existing companies – a developer of algae based solar cells, a lithium battery manufacturing facility, an ocean wave energy equipment fabrication, and an electric vehicle assembly plant – to the former Catalyst site. Outside companies will also lease some of the buildings on site from Pacifica. “There will be leases for different companies and an office building, like an incubator-style office, so small companies could come in and use the space,” Jahn said. “Some of the companies will be mine but the majority will be third-party companies, some from Califor nia, Nevada, B.C., and Asia. We’re hoping for 400 to 600 full-time jobs in about three years. That’s my intent, to create jobs

in smaller communities.” Jahn said he’s been working with about 20 firms since he first began pursuit of a deep sea terminal. He was originally looking at property in Kitimat, south of Terrace, but then the Catalyst property became available. “It’s an excellent spot,” Jahn said. “The infrastructure was already here, there’s a lot of professional people here, it’s a beautiful community, it provides access to the U.S. market, the Asian market, and there’s an existing workforce here.” Jahn incorporated Pacifica in 2008 and worked through 2010 and 2011 to pursue the Kitimat property which he said just “didn’t work out.” Now he’s content

with the property he will likely own as of Sept. 5. Goodman is thrilled Jahn chose to invest in Campbell River. “This will hopefully put Campbell River back on the map as the industrial base of Vancouver Island (and) diversify the economy of Campbell River and stabilize the economy long-term,” Goodman said. “It’s very exciting to be able to do something with that site.” The usually outspoken Mayor Walter Jake wouldn’t comment on the agreement until the deal closes next month. But as Jakeway left city hall Friday afternoon after meeting with Jahn, it was obvious by the grin on his face that the mayor is excited about Campbell River’s future.

even go into labour...it was quite a morning. “Allan is more than elated because he’s a hard core fisherman and to have a daughter born in a famous fishing lodge is a big deal.” The MacLeans had come over to Campbell River on Sunday for an appointment with their midwife Yarrow Fox. “Yarrow said I was getting pretty close to having the baby and should play it safe and stay in town rather than chance returning to Quadra,” Brett said. “That was amazing advice. I might have had the baby on the ferry.” Unprepared for the birth, the MacLeans and their friends on Quadra kept the Painter’s/April Point Lodge water shuttle busy

Painter’s General Manager Christine Fleming said in all of her 19 years at the lodge she has never registered a birth. “We’ve had lots of fish stories to tell, but nothing like this. This catch of the day is precious.” Painter’s is nothing but good luck for the MacLeans. Last year Brett won a fishing derby there with a 15.5 pound Spring. And, Fleming has informed the couple that the Pat Martin Bates Suite, named in honour of the Victoria artist, will be reserved every year on August 20 for the exclusive birthday pleasure of Skye and her family. “Pat will be thrilled to know she is now sharing the honours with Skye in Room #8,” Fleming said. “That’s awesome,” said the proud Mom. Originally cut as a waterline, West-Sells continued to carve a trail on up through the forest towards the H’Kusam peak. By 1992, West-Sells had cut a trail up to the 2,000 foot mark. In 2003, two hikers coming down from the top bumped into WestSells and his dog Chia. They ended up at WestSells’s house and heard West-Sells’s vision for an endurance event using his route. Before long, the Kusam Klimb event was born. So after 20 years of work, is West-Sells all done? Hardly. WestSells is now adding in a few benches at the lookouts. The trail has also officially been recognized by the Forest Service for recreational use.

SecƟon 11 of the bylaw aims to eliminate people using automaƟc sprinklers on lawns during the day, when evaporaƟon losses can be up to 50%. • People with an odd street address can use a sprinkler either from 7 pm to midnight, or midnight to 7 am, on an odd calendar day • People with an even street address can use a sprinkler either from 7 pm to midnight, or midnight to 7 am, on an even calendar day. Here are excepƟons to Bylaw 3216.

CITY CURRENTS

People can sƟll water trees, shrubs, vegetables and Ňowers as follows: • If using a sprinkler, any day before 7 am or aŌer 7 pm (regardless of street number) • If using a hand-held container or hose with an automaƟc shut-oī nozzle, any day at any Ɵme • If using a micro-irrigaƟon or drip-irrigaƟon system, any day at any Ɵme • Any method for the Įrst 24 hours aŌer planƟng trees, vegetables shrubs, Ňowers or vegetables When washing a vehicle, people must use a: • Hand-held container • A hose equipped with a shut oī nozzle • A commercial car-wash Please note that no-one is allowed to sell, give or convey water away from the premises to which water is supplied, without wriƩen authority from the General Manager of OperaƟons (SecƟon 3). SecƟon 11 of Bylaw 3216 deals with some aspects of wasteful outdoor use in summer – but to really understand the need for water conservaƟon in Campbell River, you need the facts about our region, and how to have a green lawn on one inch of water or less per week. Average water use triples in summer Ɵme, and most of this increase is due to ineĸcient lawn and garden watering. Increased water use at peak periods (7 – 11 pm and 5 – 7 am) on very hot days can exceed system capacity, compromising the City of Campbell River ĮreĮghƟng ability and increasing operaƟng and capital costs. For informaƟon on water-wise lawn and garden care visit the City of Campbell River website (www.campbellriver.ca), call or e-mail the water hotline: 250-203-2316, water.wise@campbellriver.ca. Bylaw 3216 can be found at campbellriver.ca under Bylaw Search.

Our View

MP John Duncan is in a bubble Letters to the editor expressing frustration with MP John Duncan’s unresponsiveness have been increasing recently. Brendan Johnson, responding to another letter critical of Duncan, Prime Minister Stephen Harper and Premier Christy We say: North Clark, defended all three in a recent Island MP seems Comox Valley Record issue. Johnson refuted a letter writer’s aloof to all but claim that Duncan is “never here” by party faithful writing that he met our MP in Courtenay “only a few weeks ago, and I am sure that he is willing to hear from his constituents.” There is nonetheless a pattern of behaviour by Dun-

can that suggests aloofness to all but party faithful. For some time, his public appearances have been timed to coincide with “good news” funding announcements. Not that this is surprising. Parties and politicians of all stripes maximize opportunities to demonstrate the benefits of voting for them. When the media has questions to ask, however, getting a meaningful comment from our MP, or any comment for that matter, has become impossible. Requests are routed to his public relations people. Since Duncan became a cabinet minister, he has on staff bright people who are masterful at appearing to say something while saying absolutely nothing on

his behalf. In effect, our MP is in a bubble, immune to approaches from constituents or the media that represent them. It’s not as if we lack empathy for Duncan. Like politicians, the media are in the public eye. We are often criticized, sometimes fairly, sometimes not. We lack a buffer between our critics and us, however. Duncan has a huge riding to represent. Travel within the riding as well as between B.C. and Ottawa must be daunting. His duties as a cabinet minister also distract him from representing his constituency. Please Mr. Duncan, come out of your bubble once in awhile, if the prime minister will let you. – Black Press

Letters

Of gods and monuments We now have elected a mayor who will listen to the needs and wants of the taxpayers. Recently one of our taxpayers, Mike Gage, was verbally tackled by a female council member playing God. She should consider that as a council member, she is working for the taxpayers and should be willing to accept some good advice which I am sure Mike had. In the past, some of our council have reflected an attitude of just wanting us to pay more taxes so they have their own wants and/or monuments. I have spoken of them in the past, so there is no need to further mention them. Our taxes have increased every year to pay for these monuments. Our city is full of them. It is time that our members of council listened to the taxpayers. The people in the coffee shops want the water lines full of water and the potholes filled. For instance, fix the break in the line on the corner of Discovery Drive and McDonald Road. It’s been about 18 years since I first reported it and it’s still leaking. I’ve had three mayors out to see it. I told a worker about it who said put a pipe into the bank until they could get around to it. That temporary fix must have been three years ago. I received a letter telling me to notify the works yard and don’t bother the workers and mayors. It is still leaking. My big kick now is our council that can’t give our mayor a little cooperation, instead of condemning him for being a good samaritan who offers a little advice. Ken Antonelli Campbell River.

Campbell River gets a charge out of electrifying news

Alistair Taylor Out On A Limb

Wow, talk about a surprise. Just before the Queen’s Diamond Jubilee Medal presentation was about to get underway Thursday, I was informed by Coun. Claire Moglove that the Elk Falls Mill site had been sold and that the new owner wanted to build lithium batteries and assemble electric cars there. Other councillors also approached me and you could sense their excitement. It was blockbuster news and I had to run home to find out more about it and put it up on our website (and twitter and facebook). I have to confess that when I heard electric car assembly, I had to temper my enthusiasm. Oldtimers like I now count myself (been here 23 years

now), remember the EXAR-1 electric car plant proposal for the industrial park in north Campbell River. How far did that go? I remember then-premier Bill Vander Zalm asked then-mayor Robert Ostler “Why Campbell River?” It was out of the blue and it ended up just being blue sky thinking. Nothing came of it. This proposal by Alberta businessman Harold Jahn is more concrete as evidenced by mill site owner Catalyst Paper announcing that there was an agreement for sale. Even if the site is not used for all of the ventures proposed, it will still be owned by a developer looking to get a return on his investment.

What’s most positive about the proposal to me is that it’s going to be used as an industrial park housing a number of businesses. That in itself may be more sustainable than it being used for one make or break industry. That Jahn is conglomerating a number of related businesess that he operates under separate companies is interesting and it would almost instantly stamp Campbell River as a centre for alternate energy production. Throw in Cogen and BC Hydro’s billion-dollar John Hart Dam upgrade and we may have to change our name from the Salmon Capital of the Word to the Energy Capital of Canada. It’s all pretty heady stuff but the old

cynics are circling their wagons and saying “Let’s wait and see.” There’s a long way to go yet but it’s certainly a positive development. I frankly didn’t think we would see heavy industry return to the site, figuring it’s value may have been higher as residential development – although decades of heavy industrial pollution probably would have nullified the chances of that. And there may still be a long road of environmental assessments to go down with industrial plants, particularly battery production. But it was Catalyst’s intention to get something back from their site and now it looks like it’s going to give Campbell River a electrifying future.

Man jailed in spite of loving comments PAUL RUDAN CAMPBELL RIVER MIRROR

Donald Walker tried to spread the love, but all he got in return was a jail term. The 34-year-old Tahsis man had his conditional sentence cancelled and was ordered to remain behind bars after pleading guilty to several offences on Monday in Campbell River provincial court. H o w e v e r, g iv e n the chance to speak, Walker was in a friendly mood. “I messed up…and I just want to get back to work,” he said, and then concluded, “and judge, I love you.” Judge Allan Gould did not respond, but Walker wasn’t done yet. Appearing by video from cells in Victoria, Walker wasn’t able to see his wife who was seated in the public

gallery, but was out of video range. However, he did spot his girlfriend in the gallery and expressed his love for her before being led away. Walker said his troubles began five years ago when he sold two tabs of ecstasy in Revelstoke. The building contractor said he’s not a drug dealer, but did plead guilty to trafficking a controlled substance. As a result, in a deal with the prosecution, Walker accepted a one-year conditional sentence so he could continue working rather than a sixmonth jail term. But as part of the conditional sentence, Walker was ordered to abstain from alcohol and to not go into any licensed establishments. This, he said, has led to several problems

which have “snowballed.” He was also ordered to abide by a 7 p.m. to 7 a.m. curfew. At 10:15 p.m., on April 12, Walker was in Alert Bay and went to the medical clinic looking for narcotics. He had done the same thing earlier in the day at the clinic in nearby Port McNeill. The nurse in Alert Bay contacted police due to Walker’s behaviour. He appeared intoxicated when officers picked him up and then gave him a ride to where he was staying. Later though, Walker returned to the clinic and police were called again. This time he was arrested and found with a prohibited folding knife. On the morning of June 13, Walker was driving near Gold River when he was

stopped at a police road check and found to be under the influence of alcohol. He tried to explain he was at a party the night before, had taken his last drink at 3 a.m., and that alcohol was still “in his pores.” However, at the RCMP detachment, Wa l k e r p r o v i d e d blood-alcohol readings of .140 and .120 – the legal limit is .08 – and was charged with impaired driving. He also did not have a driver’s licence. Then on June 20, he failed to show up for a court appearance in Port Hardy to answer to breach charges stemming from the incidents in Alert Bay. Lastly, on Aug. 6, Mounties were called to the Spar Tree Pub in Tahsis after an intoxicated Walker was asked to leave and then kicked the door,

causing damage to the frame. Police learned that Walker drank daily at the pub. In light of the eight new charges, federal prosecutor Paul Corbett asked Judge Allan Gould to rescind Walker’s conditional sentence while the provincial Crown, Bruce Goddard, called for 54 more days of jail time to run consecutively to the 11 months remaining on the drug sentence. In spite of Walker’s guilty pleas to six of the charges, Judge Gould adopted the Crowns’ recommendations, pointing out that a conditional sentence is typically viewed as giving someone a break. “Sir, you’ve left me without an easy choice,” the judge said. “A sensible decision…is to terminate the conditional sentence order.”

Some ‘bad apples’ led to the city’s crackdown KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

A few “bad apples” led the city to crack down on building developers and enforce tougher rules, admitted one councillor last week amid accusations the city is not treating all developers equally. The revelation came following a complaint brought forward by Merecroft apartment developer Brett Giese after he was told he was required to pay the cost of undergrounding power lines along his proposed development – something other recent city projects were exempt from. “I have the distinct feeling that if I had not made a direct inquiry about undergrounding the service, my development would have passed without installation of service or payment of a bond as have (other) projects,” Giese wrote in a let-

ter to council. “There hasn’t been a level playing field since the bylaw was passed two years ago, and I do not understand how can staff decide that the next development permit that walks through the door will be the one to set an example for all of the others.” Giese is upset he has to pay a 125 per cent bond to the city to ensure the work will be done, as well as 100 per cent out of pocket costs for the actual landscaping. Ross Blackwell, the city’s land use manager, explained in a report to council that the bond is necessary to keep developers honest. “The city is entitled to require a landscape bond by virtue of... the Local Government Act and utilizes this mechanism to ensure compliance with the DP (development permit) plans approved by

council and the replacement of any planting failures,” he said. “Without this, there would be no tool (to ensure compliance).” Coun. Andy Adams admitted at the Aug. 14 council meeting that the bond became necessary because developers that were required to install property frontage improvements such as sidewalks, curbs, gutters, street trees, and undergrounding of overhead wires, weren’t following through with the improvements they promised in their draft plans. “I’ll be candid, there were a few bad apples who spoiled it for the rest and...in order to get that certainty, it’s been applied for everybody,” Adams said. “In no way is this a reflection on any current or future developers as far as our confidence or trust in what they will do. I will say, past councils have been burned

in the past.” Adams said it was council that asked staff to request a landscape bond from the applicant during the building permit stage to avoid any major deviations. However, after hearing Giese describe the bond’s financial burden, Adams wondered if a compromise could be made. “One thing I would ask staff to consider, in hearing from the delegation, (is) how is there a way we can assist the developer in mitigating that requirement, that lessens the financial burden on the developer, while guaranteeing the work will be done that’s proposed,” Adams said. To take it one step further, council passed a motion directing staff to come back with a report reviewing the bylaw to deter mine if exceptions should be made to frontage improvements.

Arts & Entertainment Reel history at the museum The Museum at Campbell River is hosting a tribute to the Golden Years of show business. On Friday, the heritage Van Isle theatre is featuring Frank Capra’s 1944 classic Arsenic and Old Lace, starring the dashing and irrepressible Cary Grant. This whimsical comedy will be preceded by a short talk on Hollywood and the culture of theatre-going in the 1940s and 1950s. Popcorn and refreshments will be served. The movie afternoon runs from 1-4 p.m., and costs only $3.50 including tax. Space is limited, so don’t delay. Make your reservation via email at summer.programs@crmuseum.ca or call (250) 287-3103

Are you a musician between the ages of 12 and 112? The Strathcona Symphony Orchestra is looking for you to join them in an exciting new season of music and fun. Assembled from the Comox Valley, Campbell River and the adjacent islands, the approximately 40 members of the orchestra are a multi-generational mix of adult and youth musicians bringing a wide-ranging repertoire of musical offerings. Registration begins Sept. 10 at 6 p.m. at Georges P. Vanier School in Courtenay. Membership is $60 for each term ($120 for the year) with discounts for additional family members. Sheet music is included in the cost. Musicians must be able to read music and have a minimum two years experience on their instrument. Auditions for membership may be required. Former members of this amazing orchestra have included inspiring members such as fiddle players Trent Freeman and Canadian Grand Masters fiddle champion, Patti Lamoureux, and award-winning singer/songwriter Helen Austin whose music has graced numerous television shows such as Ghost Whisperer and Jane by Design. Though a mixed community orchestra, the Strathcona’s professional sound is a result of the excitement and teaching skill of Conductor Pippa Williams, now in her fourth season at the podium. The orchestra presents three concerts every season and will perform two benefit concerts—details to be released soon. “España: Music from Spain” will be the SSO’s Jan. 26 and 27 concert. Returning by popular demand, the Valentine’s Day concert, “An Affair to Remember” takes place Feb. 10. The final SSO concert of 2013, a Gilbert and Sullivan extravaganza, will be May 25 and 26. This season, all concerts will be held at the Native Sons Hall in Courtenay. The Strathcona Symphony is a multi-generational mix of musicians.

Comox Valley award-winning author and Lao Tzu expert, Colin Mallard, will launch his new novel, Stillpoint, at Still Water Books and Art on Friday, August 20 at 6:30 p.m. Thought-provoking and beautifully written, Stillpoint is peopled with unforgettable characters who deal with the ripples and waves generated by events which occurred from 1939 to 1948. As the characters search for what T. S. Eliot called “the stillpoint of the turning world,” American and Israeli politics collide in the ancient battleground of Palestine. Mallard sees “stillpoint” as “the place of pure seeing, of pure being, devoid of disturbance.” This work of fiction draws from historical events to paint an alternate future, where a more hopeful understanding of common humanity might emerge. The event will include readings from the book, discussion of the ideas related to the book, snacks, and book sales and signings. For more information, call 250-850-3103. The $5 cover charge is refundable on any purchase of $10 or more.

Reading Club winds up Bring your bling for Africa Those lazy days of summer reading are almost over, and it’s time for Summer Reading Club and Read to Me club members to celebrate their achievements. Everyone who has registered for one of these programs and completed their reading log has earned a reading medal. This week is your last chance to show your completed log at the Campbell River Library so they can put your name on the list of medal winners. The medals will be presented at the Summer Reading Club WindUp party on Tuesday Aug. 28 from 2:30-4 p.m. Local members of the Vancouver Island Regional Library Board, Ron Kerr and Brenda Leigh, will

be on hand to congratulate the winners. Vicky Williams will represent the Royal Bank, donors of the beautiful SRC medals. The party will also feature announcements of the grand prizes, refreshments, and a funfilled performance “The Bigg Show” with Trent Arterberry. His show has been described as “comical storytelling, masterful mime, compelling music and hilarious puppetry”. For more information about Summer Reading Club medals and the wind-up celebration, visit the library at 1240 Shoppers Row or phone 287-3655. Managing Your Money Renovating your cottage for retirement – 4x10 covering the costs and other considerations 4x10 Your cottage has always been an important part of your lifestyle – and now that retirement is just around the corner, you’re thinking of making cottage life your year-round life. But a cottage built and out¿tted for part-time occupancy isn’t always the ideal abode for full-time living, especially through your senior years. So you’re also probably thinking renovation. And if that’s the case, you’ve got some more thinking – and planning! – to do. Here are a few tips to get you started on a cottage retirement reno plan that works for you. Construct an enduring design for living This is going to be your retirement home, so plan for the long-term. Select durable, low- or no-maintenance materials. Consider such age-friendly modi¿cations as access ramps, wider doors, lower counters and easy-touse bathroom facilities. An architect and/or reputable contractor can help you make the right choices. Set a budget and stick to it. Changes during construction are very costly. Explore your ¿nancing options You may choose to do the renos yourself or hire a professional – either way, you’ll have to pay for them. Your ¿nancing options include: • Using your credit card for a small reno – but keep in mind, credit card interest

usually exceeds 18 per cent. You should plan to pay the balance to zero when the statement arrives, thereby saving the interest costs. • Taking out a personal loan at an interest rate and payback schedule you work out with the lender. • Obtaining a personal line of credit or a secured line of credit based on your equity in the property, which typically charge interest only on the funds you use each month and allows you to borrow funds as needed. • Arranging a construction loan. Often necessary for larger projects, the loan is based on an appraiser’s evaluation of the ¿nished residence, with money usually released at speci¿c points during construction. • Re¿nancing your mortgage which can allow you to borrow up to 80 per cent of your cottage’s appraised value. • Using your investments or retirement funds. Proceed with caution: you may be shortchanging your

retirement lifestyle. You could lose money by cashing out investments in a down market or by spending investments that can’t be replaced at the same interest level. And borrowing from your Registered Retirement Savings Plan (RRSP) may not only trigger an immediate tax hit, you’ll also lose years of potential growth. Your professional advisor can help you make the right cottage reno ¿nancing choices for the retirement lifestyle of your dreams.

packed, the jewellery is taken to Tanzania where it is sold in the markets to locals. “The original intention was to reuse beads to make new jewellery however it became a winning fundraiser for women’s projects.” Brown says. “Last winter, when working in Moshi, Tanzania, I showed the local women the used jewellery that was gathered here. They said it was too valuable to merely

recycle the beads. It was highly fashionable and in demand!” All of the jewellery was sold, intact, to local women. Used clothing and other goods are commonly sold in markets in Tanzania, why not jewellery? The funds raised went directly into Brown’s development projects for women, supplying chickens, feed or vet services to new entrepreneurs. Brown has been selected again by

Royal Roads University to return to Tanzania. Thanks to Island Fever Travel, she has secured 400 pounds as a luggage allowance. Her plan is to take as much jewellery as possible and is asking Campbell River to help out. Drop off used jewellery at 5th Dimension Hair Studio, Preston Jewellers, Merle Norman Cosmetic Studio, Classy Katz Consignment or Island Fever Travel.

Drug dealer avoids jail PAUL RUDAN CAMPBELL RIVER MIRROR

A man found with a smorgasbord of illegal drugs and a wad of cash will not be going to jail. After several months awaiting a judge’s decision, Anthony (Tony) Presidente, 37, was handed a conditional sentence order last Friday in B.C. Supreme Court. The former Campbell River man had pleaded guilty to two counts of possession for the purpose of trafficking – cocaine and ecstasy – and four counts of simple possession. Presidente was arrested Jan. 26, 2010, following an RCMP raid at his Campbell River residence located in the 500 block of Hilchey Road. Officers found a variety of illegal and prescription drugs in the house along $8,200 in

cash and another $474 in American bills. The drugs included 35 grams of cocaine, 168 grams of hashish, 125 grams of marijuana, 56 grams of magic mushrooms, 35 hits of LSD, 31 capsules of ecstasy, eight grams of powdered ecstasy, 10 morphine capsules and 10 tabs of dilaudid. Police also seized “score sheets” which kept track of drug tabs, d r u g - c o n t a m i n at e d digital scales, and a cell phone which had text orders for cocaine. “He was trafficking cocaine,” defence lawyer Peter Hertzberg told the court last April during the start of the sentencing hearing. “(It was) an opportunistic enter prise sought to supplement his declining income.” Federal Crown prosecutor Paul Corbett asked Justice Murray Blok to impose a ninemonth jail sentence

and asked for the forfeiture of cash and guns found at Presidente’s residence. However, the sentencing hearing was cut short when the judge had to leave to get back to Vancouver. The hearing finally resumed last Friday when Justice Blok declined to send Presidente to jail and instead imposed the year-long conditional sentence. That means Presidente can serve the

sentence at his home in Cumberland and continue working at his Courtenay business, Black Rose Tattoo. However, the judge did order the forfeiture of the cash, while allowing Presidente to turn the guns over to another registered owner. “Mr. Presidente is unlikely to re-offend,” said Her tzberg in April. “He has suffered shame…(and) he’s disrespected his family by his conduct.”

ILLEGAL DUMPING

The lawyer added the bust and arrest were a “wake-up call” for Presidente who now realizes the harm drug trafficking can do through addiction, violence and property crime. “He knew what he was doing was wrong, but he didn’t consider the consequences,” said Hertzberg. “He’s turned his life completely around… and has accepted responsibility for his conduct.”

Old scam is back The well-used “grandparent” or “emergency” scam has resurfaced. In the typical scenario, a grandparent receives a phone call from a con artist claiming to be one of his or her grandchildren. The caller goes on to say that they are in some kind of trouble and need money immediately. Typically they claim being in a car accident, having trouble returning from a foreign country or they need bail money. A typical call can go something like this: Con artist: Hi, grandma/grandpa. Victim: Hi. Con artist: Do you know who this is? Victim: John? Con artist: Yeah. The con artist then usually makes up a story about not wanting others to know that they needed the money and asks to have the cash transferred to them. (Free Sparring) she won her gold me match with a convincing lead of 5-2 and Scott was crowned Grand Champion of the girls under 8 years old division! Her good friend and teammate Caflisch also walked away with some impressive hardware after his stellar performance. Caflisch made it to the gold medal rounds in both of his entered events in the

boys under 10 category. Caflisch wound up facing opponents from Vene zuala and the U.S.A and took home silver medals from his Kata and Kumite events. Finishing of f the day was NWSK team captain Rowden in the under 14 girls division. She had worked very hard sacrificing a huge amount of the summer alongside her younger teammates, putting extra training sessions in daily and attending weekly fundraisers. Though her performance was her best to date, unfortunately Rowden wound up losing her bronze medal kata match to a girl from Quebec in a 4-1 decision. Rowden could not compete in Kumite due to injury. These three young stars rose to the occasion with grace and style, re presenting their home, country, classmates and martial art with class.

Mayor’s in the dark KRISTEN DOUGLAS

Shoppers Row borders on dangerous during the winter, according to Mayor Walter Jakeway. Jakeway brought to light the darkness on the downtown street at last week’s council meeting, and said he wants it addressed before the shorter days set in. “I have had discussions with people who work on Shoppers Row who are concerned about lighting along there,” Jakeway said. “Last winter we had a lot of lights out and I don’t think we want to go into winter with that kind of lighting.” The lights have weathered over the past 25 years. Jakeway would like to see a city staff report on where the city is at in replacing and upgrading those street lights. Ron Neufeld, the city’s manager of operations, was able to shed some light during the meeting. “There was some money set aside for the downtown street lighting project – for the assessment and design and the balance for the lights themselves,” Neufeld said. “Both have proceeded. The design work is more or less complete and

will be submitted for 2013 budget discussions. In terms of the works themselves, we purchased the light fixtures and those are now installed.” The new street lights replaced some of the old and failing lights using the existing bases and electrical services. A consultant hired by the city provided a preliminary design and estimated it would cost $1.45 million to redo the downtown lighting. The light replacement is meant to be a short-term solution and Neufeld said council will have to discuss further improvements during next year’s financial deliberations. That wasn’t good enough for Jakeway. “Will there be a temporary option for this winter to be considered?” Jakeway asked. “It’s pretty dark in some spots. It’s bordering on dangerous.” Neufeld said the city could look into it. “Certainly we can take a look to identify dark spots and potentially move luminaries around because we don’t have the funding for new ones,” he said. Jakeway wouldn’t take no for an answer.
