on scene he was quickly warned that the elderly female had recently assaulted a police officer at another detachment and to be careful. Taking the warning into consideration, the officer cautiously approached the lovely grandma and offered his most compassionate assistance. Without hesitation and with cat-like reflexes, she struck the officer with a right hook and followed up with a kick to the groin. The officer was then able to hold her hands in hopes of reducing any future wounds and quickly looked around to ensure that no one around caught the encounter on film — this would not have been a proud YouTube moment. In the end, she received the medical attention she needed and the only thing bruised was the sergeant’s pride.

Spell out goJust about the time you were finally planting your garden, getting your kids ready for the big end-of-school track and field meet, and trying to squeeze yourself into your favourite summer beachwear, the Alberta government announced it wanted to hear your views on possible changes to the Local Authorities Election Act. The what? That’s the big, boring book that sets the rules for municipal and school board elections There was no requirement for town councils or school trustees to hold hearings or engage their electors — and potential replacements — in discussions to change the rules. So being mindful or your tax dollar and the time they waste at meetings, most took the economical route and simply didn’t discuss the matter in a public meeting. Wolf Creek Public Schools trustees did and so did Ponoka County councillors. They didn’t agree on all issues put forward in an Alberta Municipal Affairs questionnaire, and that’s just fine. The Alberta Urban Municipalities Association (AUMA), the lobby group for cities, towns and villages, has asked the government to review the length of a term of office for a municipal council, the timing of elections, how nominations are handled; who should be eligible to vote and their residency requirements; how campaigns should financed; and, how you should be allowed to cast your ballot. Changes could be made as soon as this fall so they would be in place for the planned 2013 fall municipal and school board elections. No doubt you and your neighbours have hashed out these issues sitting around the fire pit this summer. You want the privilege to serve your community to be accessible to all who are interested; you want transparency and accountability from councillors and school trustees; and you want local government to be efficient and to have a plan that reflects the community’s vision for the future. You’ve had heated discussions about how the local government’s term of office can’t be too long or it would discourage some capable candidates from seeking office because a four-year commitment to
be away from their family or their office would be too great. Really, any town council that can’t get a plan together in three years isn’t worth keeping. And you could limit the number of terms a councillor can serve to three or four but as Ponoka and RimGeorge Brown bey residents saw in the Off the Record October 2010 elections, the electors (the minority who show up to vote) can take care of that on their own. Our parliamentary governance systems being what they are, Albertans, since 2007, have had the pleasure of casting their ballots in two municipal elections, two provincial elections — with the added bonus of selecting senators in waiting — and two federal elections. Where Prime Minister Stephen Harper had to be concerned with losing the confidence of the House in his minority government, Mayor Sheldon Ibbotson isn’t required to call an election whenever a vote doesn’t go his way. Would extending local authorities’ terms to four years from three avoid voter burnout? No. Would it save money? Yes, a little, maybe; eliminating one election every 12 years. But longer terms might also incur more frequent byelections as more councillors move from the community, die in office, are disqualified, or simply bail out because of the time commitment. The provincial government that spawned municipalities, and the AUMA, Alberta School Boards Association (ASBA) and the Alberta Association of Municipal Districts and Counties (AAMD&C) should provide better training for candidates before the election and support after to ensure municipalities are being governed by qualified people. The province, in advance of this next local election, needs to state once and for all, whether volunteer firefighters — who do get paid for their service
— are indeed employees of their municipality and therefore ineligible to seek office. Although campaign fundraising is more prevalent in big city elections, local residents should know to whom their elected officials are financially beholden. Is the mayor backed by developers who want concessions in a subdivision application? Did a service club or lobby group back a candidate in the hopes of getting special consideration? Candidates, elected and failed, should be required to disclose campaign financial statements within 90 of election day. Back in the day, in many provinces, there was a corporate vote in municipal elections. Commercial and industrial property owners, regardless of their residence, could vote twice; once in their home jurisdiction and again for owning land elsewhere. There is no real push to revisit that notion as the “one person, one vote” principle is fairly well entrenched. It also gets into the messy discussion of who holds the corporate vote, the absentee landowner or the local businessman who rents the space? The provincial government should consider bringing more of the local authorities election mechanism under the auspices of Elections Alberta. Town staff should not be returning officers; the opportunity for abuse and influence is too great. Would a town manager responsible for enforcing campaign spending and advertising regulations want to order the incumbent mayor to tear down illegally placed signs? Let the government hire impartial returning officers. If Alberta Municipal Affairs and local jurisdictions are serious about improving turnout on election day, let’s move into the 21st century. Allow online voting. It’s a royal pain for commuters and a deterrent to participation these days to allow voting at only a few advance polls and on the big day itself. If you trust online banking, your vote for school trustee should be safe for tampering. Albertans deserve fair and open elections, transparent and accountable councils, and efficient and effect local government. It’s now up to the provincial government to ensure that’s what we get in 2013.
Saving the Gateway pipeline is still possible The fundamental logic of building transportation infrastructure to allow Canada’s resource exports to reach the centre of global economic growth is incontrovertible. At current oil prices, oil exported to Asia through the proposed Northern Gateway pipeline would bring in annual revenues of some $15 billion to producers and governments. And it would add billions more by removing the captive market discount on oil exports to the United States. With these economic underpinnings, it’s hard to see how any nation would give up such a key economic driver, provided that the risks are acceptable. On environmental risk, the facts should be in Gateway’s favour. Already designed to be one of the world’s safest pipelines, Enbridge just pledged an additional half a billion dollars to beef up pipe thicknesses and add more automatic leak detection shutdowns. The only alternative for accessing Asian oil markets is expansion of Kinder-Morgan’s Trans-Mountain pipeline system to Burnaby, B.C. For many years now, tankers have carried Alberta crude from the Burnaby terminal through frenetic Vancouver Harbour, under the Lion’s Gate Bridge, past the fleets of ships anchored in English Bay and into Haro Strait’s busy shipping lanes. This has been done without incident and, by comparison, the tanker risks of the Gateway project are clearly lower. Latest technology double-hulled ships, the safest on the ocean, would move down the considerably less busy channel from Kitimat accompanied by massive tugs. That Gateway is the lowest risk alternative hasn’t been much help in the public discourse. Environ-
mental groups have succeeded in planting fear and doubt in the minds of British Columbians. But why hasn’t Enbridge been able to counter their rhetoric with the facts? My years in the resource business taught Gwyn Morgan me how difficult it can Troy Media be for “big business” to be heard over the doomladen exaggerations of environmental zealots. And for the powerful international environmental groups, stopping Gateway (and TransCanada’s Keystone XL), is part of a larger strategy to stymie further oil sands development. Given that gaining public confidence requires a credible track record, the spate of recent pipeline leaks in Alberta and a damning regulatory report on spills from Enbridge’s aging pipeline in Michigan couldn’t have come at a worse time. Ironically, all that Enbridge would get from Gateway is a modest regulated return, while producers receive enormous upside if the pipeline is built and downside if it isn’t. In contrast to the oil pipeline, there’s wide support among British Columbians for proposed pipelines carrying natural gas to Kitimat for shipment to Asia on LNG (liquefied natural gas) tankers. Two big reasons are that natural gas brings no risk of spills, and that field development investments and royalty revenue will flow to B.C. Premier Christy Clark has stated the other big reason, public perception that Gateway poses “a very large risk . . . and a very small
. . . benefit to our province.” This was followed by a set of conditions for her government’s support that include a bigger share of fiscal and economic benefits To some, this condition raises fundamental questions about how a nation can succeed if one province has to compensate another for allowing products to cross borders. But it’s important not to turn B.C.’s stance into some gigantic existential crisis of Canadian federalism. Alberta Premier Allison Redford has interpreted the condition as a demand for a share of provincial royalties. But that isn’t what the condition states. And what are oil sands producers doing to find a solution? An idea to build a world scale refinery in Kitimat, initiated by a constructive B.C. business leader has been shunned, and there’s been no other creative ways of rebalancing project benefits coming out of Calgary office towers. The reality is that the pipeline industry’s self-inflicted wounds, along with complete failure by the Alberta government and oil sands producers to understand the realpolitik of B.C., have made Premier Clark’s stance politically inevitable. It’s been almost 150 years since redoubtable German politician Otto Von Bismark stated “Politics is the art of the possible”, and the continuing travails of the Northern Gateway proposal demonstrate his veracity. Saving Gateway is still possible, if the Alberta government and the oil sands industry get a lot more constructive and creative at practicing that timeless political art. Review editor wins award for censorship editorial A column about censorship written by the Rimbey Review’s George Brown has been recognized as one of the year’s best among an association of newspaper editors. His January 2011 editorial, “Decide for yourself what words are offensive” was selected by a team of judges as among the Golden Dozen honoured by the International Society of Weekly Newspaper Editors (ISWNE) at their annual conference in Bellingham, Wash. Brown said writing this editorial was “like shooting fish in a barrel. It’s tough not to get worked up about censorship and when you throw a few idiots into the mix — well, the words just seem to flow.” The editorial centred on the decision of the Canadian Broadcast Standards Council (CBSC) that the Dire Straits song Money for Nothing, a song that has played on radio stations around the world for more than a generation, contravened the human rights clauses of the Canadian Association of Broadcasters’ Code of Ethics and Equitable Portrayal Code. One person complained — 25 years after the song went to number 1 on the charts — that it was discriminatory because it includes the word faggot in its lyrics.
The CBSC ruled the song would be acceptable for airplay if the song were “suitably edited.” After some outcry, the CBSC later thought better of its decision and reversed its action. Judge Lyle E. Harris Sr, journalism professor emeritus at Western Washington University, said Brown’s editorial “addresses the issue in Canada and the United States, using powerful examples of censorship that succeeded, or failed, and tells his readers that removing words in classic literature that today are offensives is a harsh disservice to readers’ rights to be challenged in their thinking.” “Canada and the United States have a created a culture of censorship: we allow government censorship; we permit citizens to initiate censorship; and we censor ourselves, lest we offend our neighbours,” Brown told an international audience of newspaper people. “Every day we see reminders of why we as newspaper editors must fight for freedom of speech.” Brown also received the ISWNE Golden Dozen Award in 2006 for an editorial about the Royal Visit to Alberta in 2005; and in 2008 for a piece about the importance of voting in the 2007 municipal election.

Upon arrival, we were discriminated against, with a lady working there making ignorant comments about not having enough room to wheel down aisles, and concerned that we would leave tire marks on her clothes. Feeling unwelcome, I started wheeling mom out and told the lady
she had lost our business, to which she replied, “Fine.” It astounds me that another human being could be so discriminatory against a person with disabilities. Wetland loss spurs algae problem Dear Editor: Over the last few weeks, water quality issues have been surfacing throughout Alberta. Some lakes, most recently Pigeon Lake, are being negatively affected by algae blooms, which has placed them under algae advisories. This greatly harms sum-
mer recreational activities that normally take place at these lakes, can be lethal to fish stocks and could even start influencing property values on the affected lakes. The questions on everyone’s minds are — why is this happening and how can it be stopped?

Some blame the water quality issues on development, farm run-off, sewage run-off and dropping water levels. But, what you might not know is that wetlands, including marshes and ponds, play a significant role in the water quality of our lakes and rivers. Historically, intact natural wetlands on the landscape intercepted, filtered and absorbed contaminants and excess nutrients before they reached our rivers and lakes. Unfortunately, we have lost a great deal of these effective water filters. In the settled area of Alberta, we have lost two-thirds of our wetlands due to drainage and infilling. This is significant, and even more disconcerting is that loss continues at a rate of one-half of one per cent each year in Alberta. Across Canada we lose 45 football fields worth of wetlands every day. When wetlands are drained, it results in an increase of water flowing off of the land and with that water goes excess nutrients, sediment, pesticides and pathogens, which contribute to decreasing water quality in our lakes and rivers. Phosphorous is one of the key contributors to algae formation. Wet-

land loss has greatly contributed to the movement of phosphorous from Alberta’s watersheds, contributing to the algae blooms that Alberta is currently experiencing. Protecting and restoring wetlands doesn’t mean farmers can’t continue farming and developers can’t continue developing, in fact it would help mitigate the impacts of future economic development. We recognize farmers need to use fertilizers to produce food to feed our growing population and developers need land so our province can continue to grow and prosper. However, adding acres of farmland or houses at the expense of key assets in the watershed like wetlands is not a sustainable way to move forward. It all comes down to balance and managing the impacts of growth. It isn’t just about wetlands — it is about water. We should all care about the water quality of our lakes and rivers, and the good news is that we can do something about it. Given the historical evidence and research that Ducks Unlimited Canada and others have been gathering for nearly 75 years, an effective and proven solution is clear — wetland conservation and restoration may be one of the most effective ways to protect the quality and quantity of water in our lakes and rivers. The Government of Alberta is now in the process of developing a new provincial wetland policy. If Alberta develops and implements a wetland policy that effectively stops further wetland loss and facilitates a level of restoration where losses have occurred, we would be a significant step closer to addressing the water quality issues we’re seeing today in Alberta’s lakes and rivers. It would also put important ecosystems back on the landscape. We have an opportunity to make a real difference in Alberta right now to address these issues. All we need to do is act. By supporting a provincial wetland policy that includes those two outcomes, our province’s water quality and quantity would be much more secure for future generations. Fundraiser aids oppressed Somalians By Amelia Naismith It was a two-day pedal bike ride, inspired by Amanda Lindhout who was kidnapped in Somalia for 15 and a half months, and it raised more than the riders imagined. Emily Falk raised over $4,500 riding from Red Deer to Canmore in just two days. The initial goal was $4,000. Pledges were given in support of the project before the ride took place. “A lot of the support came from the Rimbey community,” Falk said. Falk raised the money and rode in support of the Global Enrichment Foundation (GEF). Lindhout founded GEF after she was released from Somalia. The foundation is dedicated to helping oppressed Somalian women through education, business training and sports. GEF has created a new project, the Rajo Woman’s Literary School. Seventy-five Somalian women are refugees in Kenya receiving education and business training. In Somalian rajo means hope. During her ride Falk was accompanied by her father and a support vehicle. ‘It was incredible,” she said, referring to the ride and the mountains she
passed. On the first day, Falk and her father biked from Red Deer to Cochrane, where they spent the night. It wasn’t hard, Falk said, because the weather was nice. During their bike from Cochrane to Canmore the weather turned on them. “It was like 10 to 15 minutes of torrential downpour.” Falk decided to bike as a way to raise awareness for the situations in Somalia where women are oppressed and live without a livelihood or education. Two years ago Falk had the opportunity to hear Lindhout speak of her experiences in Somalia. “Hearing her story really inspired me.” At the time Falk was coaching basketball. Her team held a free-throw fundraiser to raise awareness that generated $4,200. She also got to meet Lindhout, who asked her to form a Red Deer branch for GEF. Falk’s branch is called B.R.I.T.E., Bring Relief Inspiring Through Education. For the rest of August Falk is taking a fundraising break but she hopes to organize a charity concert in September or October.

AHS needs advisory members Alberta Health Services (AHS) has launched its annual recruitment campaign for volunteers from across the province to serve threeyear terms on its 12 health advisory councils. “Being genuinely responsive to the needs of Albertans is an important focus for Alberta Health Services,” says AHS board chair Cathy Roozen. “Health advisory council members play a crucial role in connecting us to the people of this province, helping us to better understand the health needs and concerns of local communities.” Established in 2009, health advisory councils facilitate discussions between community members and AHS. Each council has 10 to 15 members who volunteer their time to: • Engage the public in dialogue about health services. • Provide feedback about what is working well within the health system, and suggest areas for improvement. • Promote opportunities for our members to get their local community engaged in health topics. Councils meet six times annually. “This recruitment drive will fill vacant positions on councils throughout Alberta,” said Roozen. “We are seeking people who have an interest in health issues and volunteering their time to benefit the community, and reflect Alberta’s broad diversity.” Albertans over the age of 18 years interested in becoming a council member can complete an application through the AHS website. MS walk fundraiser surpasses expectations By Amelia Naismith After the recent Enerflex MS Walk 2012 a dedicated participant and MS patient is increasing her fundraising goal for next year. Heather Millar set a goal of $500 for
the Enerflex Walk and by the time it was over she’d raised close to $3,000. “That’s the most I’ve ever raised in my lifetime.” Millar is thankful for the support she received from the community. “It means quite a bit that they appreciate my ef-
forts.” With so much money raised, Millar feels she’s done a good job raising awareness in Rimbey, but even with her goal surpassed six times over, she doesn’t plan to slow down. “I look forward to raising more next

year.” She wants to increase her goal by more than $3,000 for the Enerflex MS Walk 2013. “If I can do that this year then I can do it next year too.” Millar plans to take part in other MS fundraisers either late this summer or in the early fall. When she isn’t out and about in Rimbey raising support and awareness for MS Millar works toward finding a cure in other ways. Sometimes she visits with people or she takes part in craft fundraisers. All proceeds go toward research to find a cure for MS. Millar is part of a MS walk team called Go Stronger, which she named herself. “You don’t want to quit, you want to keep going.” With that philosophy Millar says Go Stronger is a good team name and she hopes it will bring in more support for future endeavors.

The 2012 UFA Small Town Heroes contest has hit home — one of the top 10 nominees hails from the Rimbey area. Erin Steeves grew up in Hoadley and attended high school in Rimbey. It was co-worker Jeanine Went who nominated Steeves for the competition. “I was mostly just excited. A lot of the nominees are people who’ve done great things for their community,” Steeves said about making the top 10. Steeves grew up in 4-H and now volunteers on show day and helps the contestants with their public speaking. Since she was in Grade 10 Steeves has participated in community theatre groups. Her most recent stage performance was as Sarah in the Bane Buffoons Beau Jest performance. Beau Jest helped fundraise money for the library, where Steeves spends much of her time working with the library’s children’s programs. Steeves has been in so many Springdale Players performances she can’t recall them all. Since 2010 Steeves has volunteered with the Rimbey fire department.

She was approached by several members of the department but declined at first because she was too busy with different plays. Once the plays were done Steeves knew she had the time so she volunteered without fear or hesitation. “There’s not really any reason to be scared. You trust the guys you’re working with.” But all her volunteer work isn’t work to Steeves. “It’s just the way I was raised,” she said. Although she’d be excited to win to Steeves the contest isn’t about winning. “The Small Town Heroes isn’t really about me. Everything is for the community.” If she won the humble volunteer says it would just be the result of the community pulling together for themselves. A UFA rally for the contest will be held at the Lions Park on Aug. 22 at 4 p.m. Ice cream and children’s games are included. Voting and comments for the contest ends Aug. 31 at midnight.

Ruby Haarstad Anniversaries
JENSEN It is with great sadness that we announce the death of our dear mom, Gladys Jensen (Jaffray) of Red Deer, formerly of Rimbey, Alberta, who passed away at the Red Deer Regional Hospital Centre on Wednesday, August 8, 2012 at the age of 93 years. Gladys was the heart of her family and the glue that bonded all generations together. She was born to be a mother, loved her family unconditionally, and was so very generous with her family and friends. Gladys was raised in the Sunset Hills west of Bentley on August 21, 1918, and was the 11th of 16 children born to the late John and Sophie Solberg. In 1940, Gladys was united in marriage to James Jaffray and together they lived on the family farm in the Lockhart District where they raised five children. They retired to Red Deer where Gladys worked for several years on the switchboard at the Red Deer Regional Hospital. During and after these years, they made many happy memories traveling, dancing, and entertaining friends. Gladys took pride in the many quilts she made over the years and gave to others. James passed away in 1989, and Gladys moved close to her sister and best friend, Violet Taylor. In 1993, Gladys married Jim Jensen and they resided in Rimbey for several years before moving to Victoria Park in Red Deer. Jim passed away in 2005. Although the last years became difficult for Gladys and memories faded, she continued to have a keen sense of humour and was kind to all. Since 2011, Gladys resided in the Bethany Care Centre in Sylvan Lake. We are so grateful to the kind and caring staff that were a part of her life and took such compassionate care of Gladys in her last years.
