It will be another month or two before organizers of the BC Seniors Games in Burnaby have final financial numbers, but on Monday it appeared to have been a hit with participants, according to Games chair Darlene Gering. “We had great feedback from the participants, they thought the Games were superb, very well organized and run ... they had a lot of fun,” Gering said. many thanked organizers for the opportunity and expressed a willingness to sign up to help for a future event. “From our opening ceremonies to all the 26 different events, everything went very smoothly,” said Gering. Organizers have documented its operations and processes and will present it to the BC Seniors Games Society as a legacy for possible use by future organizing committees. The annual event is in Kamloops next year and in Langley in 2014. just having a great time.” In all, there were about 3,700 participants. Of those, 800 hailed from the Lower Mainland, and another 1,000 live in the Fraser Valley, Gering said. The rest would have come from the rest of British Columbia, and stayed with friends and family or at local hotels. Matthew Coyne, executive director of Tourism Burnaby, said all of Burnaby’s hotels were booked solid during the event. A 20-year-old Surrey man has been charged after a Burnaby man was stabbed in Vancouver early Saturday morning, say Vancouver Police. At about 1 a.m. Aug. 25, police responded to reports of a man being stabbed after a verbal altercation between two men escalated into a physical fight outside the Anza Club at West Eighth Avenue and Ontario Street. Police found the suspect in the 100-block of East Broadway and arrested him without incident. The victim, a 32-year-old Burnaby man, was taken to hospital with a stab wound to the stomach. He is expected to make a full recovery. Gbassay MagonaKallon, 20, of Surrey is charged with assault with a weapon and aggravated assault. He is not previously known to police and was released from custody on a recognizance. His next court appearance is on Sept. 4 at 11:30 a.m.

The province is funding more than $5 million in improvements and upgrades to the B.C. Institute of Technology campuses. Upgrades to infrastructure and operational systems will take place at BCIT’s Burnaby and Marine campuses while ventilation systems will be upgraded at the welding shop at the Burnaby campus and the Great Northern Way campus. BCIT is also receiving more than $931,000 in one-time funding for shortterm training. Up to 113 seats in skilled trades-related fields is expected to be created. In Burnaby, foundation courses in welding, automotive, carpentry, joinery and piping will be offered. “BCIT will continue to utilize government funding to effectively and efficiently benefit students, and the educational process, with the ultimate goal of contributing to the prosperity of British Columbia,” said BCIT president Don Wright, in a press release. “This funding in support of post-secondary institutions will help ensure that our students have the proper education and skills to fill these jobs,” said Burnaby North MLA Richard Lee in the release.

A highrise condominium project is being proposed for the southeast corner of Gilmore Avenue and Halifax Street. The property, at 1846, 1876 and 1904 Gilmore Ave., is currently occupied by an autobody shop, a car rental business and a butcher shop. The site is designated for highrise residential uses under Burnaby city hall’s Brentwood Town Centre Development Plan. According to a city staff report, industrial properties to the north are currently undergoing the rezoning process for highrise multi-family development, and a newer highrise housing project built in 2005 is located to the east. Chris Dikeakos Architects Inc. is seeking a rezoning under the “s” category, which would
allow higher than usual density in exchange for significant community benefits, sustainable development, and high quality design, to allow for a residential tower with a low-rise residential component fronting onto Gilmore. The site is considered suitable for the “s” category’s reduced parking standard due to its proximity to Gilmore SkyTrain station. All parking would be underground with vehicle access from Gilmore. The north-south lane to the east of the site would be closed with the city selling it to the developer for inclusion in the finished site. Burnaby council authorized staff to work with the developer on a suitable plan for development for presentation to a public hearing. Canadian consumers are heading south for an overnight stay and shopping to take advantage of new cross-border allowances and the high dollar. Cross-border trips in June, the first month the higher exemptions took effect, were up to levels not seen since 1972. Way back then, the dollar was also above par, and gas prices were also low. Taking a trip to the U.S. was a breeze. It seems many are willing to spend the time in border line-ups and pay for the extra gas to save about 14 per cent on many items. They also want to have access to a wider variety in clothing and other consumables. The downside is that local retailers are taking a hit, and when they do, they cut back on new hires and those much-hated taxes (which pay for health, education and other important programs) take a hit, as well. Retailers in border communities like Surrey, Langley and Abbotsford are particularly hardhit. Canadians are understandably looking for bargains. But there may come a time when the lure of cheaper U.S. products will come back and haunt them. A long-term decline in retail jobs and declining tax revenue can do some major damage to the B.C. economy. Tax shortfalls must be made up somewhere, so that means everyone (including cross-border shoppers) will pay more. With fewer jobs, it will be that much harder to pay those added taxes. More likely though, as the U.S. economy rebounds as housing sales are cautiously expected to do, the loonie will eventually drop in value. This will greatly diminish the advantage of shopping down south. Black Press

Studying projects to death

DP leader Adrian Dix has announced that one of his first acts as premier would be to withdraw B.C. from the joint review of the Enbridge pipeline proposal from Alberta to Kitimat. The two-year federal-led review will be mostly done by next May, but Dix proposes to start a new provincial assessment to examine the B.C. portion. He doesn’t know how much it would cost, and under questioning he all but admitted the intention is to study the pipeline to death. Fresh from a summer tour of the pipeline route to reaffirm solidarity with its opponents, Dix is hardly in a position to consider anything but maximum resistance. As Premier Christy Clark did in her showdown with Alberta over benefits, Dix hinted provincial permits for river and wildlife crossings would be made as expensive as possible, if not refused. The same fate awaits the Kinder Morgan plan to twin the existing Trans-Mountain oil pipeline to Burnaby. Dix left the impression

he would undo the years of work that have gone into bringing some rational sense to environmental approvals that can be, and have been, dragged out for years. The B.C. hearings would provide another platform for opponents, and more complaints to justify refusal at the provincial level, to go along with court cases and direct-action protests. Speaking of which, the frontal assault by agitators at the federal Enbridge hearings has mostly petered out. After 4,000-odd people were signed up to speak, most didn’t bother, and some hearings were cancelled. Apparently slacktivists such as “Jonathan L. Seagull” and “Cave Man” didn’t make it out of their Vancouver basement suites to tell the panel oil is bad. Professional environmentalists

are now wringing their hands over Ottawa’s decision to leave smallerscale reviews to the province. This means, for example, there won’t be a duplicate federal review of the urgently needed refit of the John Hart Dam on the Campbell River. One reader suggested environmental pioneer Roderick Haig-Brown is still spinning in his grave over the damming of this legendary salmon river. Perhaps, but that was in 1947. Does it make sense today to lard pointless bureaucracy onto a reconstruction that replaces wooden pipes and provides earthquake protection, without expanding river impact? NDP environment critic Rob Fleming hammered away at the B.C. Liberals about this in the spring, reminding them Auditor General John Doyle had exposed a lack of resources in the B.C. Environmental Assessment Office, even before Ottawa’s changes. Fleming makes it sound like a huge new burden has been dumped on B.C. False. Provincial assessment already must be done with the participation of Fisheries

and Oceans Canada, Transport Canada, the provincial ministries of natural resources and energy and mines, and of course aboriginal communities. This is why it’s so long and expensive. And don’t be fooled into believing a federal review would go out and count the tadpoles and caribou again. It’s only the desk jobs that have proliferated. There weren’t just two levels of duplicate review, but three. Earlier in their mandate, the B.C. Liberals exempted major projects such as mines and energy generation from local government control, citing the “provincial interest” similar to the federal authority over projects that cross provincial borders. I agree with the NDP that B.C. environmental assessment needs more resources, in particular to do the follow-up on approved projects, as called for by the auditor general. Forest management needs more money too. All the more reason not to waste resources on political gestures.

Black’s Kitimat refinery proposal praised Media mogul David Black has my full support for his proposal to build a $13-billion oil refinery near Kitimat to process heavy oil from the Enbridge pipeline. I’ve had the same idea myself. Why should we let the Asian countries buy our Canadian crude oil and refine it for their markets when we could add value by refining it here in B.C. and shipping them the finished product? This is a strategy that would create local jobs for our own citizens and address the environmental concerns around oil tankers travelling in B.C.’s coastal waters. I know for a fact Alberta wants to do this because I worked on a project in East Edmonton (a stone’s throw from the refineries in Fort Saskatchewan) that would have seen it become a reality. And as long as Enbridge meets the conditions and standards set out by the premier, moving heavy oil from Alberta through a pipeline would be a heck of a lot better than shipping it by rail or truck. That’s why B.C. should be working with Alberta on exactly
the kind of joint interprovincial venture David Black is proposing, a venture that would bring valueadded tertiary oil refining to B.C. along with the heavy oil pipeline. Shipping gasoline, jet fuel and other refined oil products by tanker is just as practical as shipping crude oil and lot safer from an environmental standpoint. So let’s not waste this opportunity and the revenue and jobs it could bring to our province. There’s a lot we could do here in B.C. with a piece of the oil industry pie. Roop Virk Chilliwack
‘RE-EXPLAINING THEIR POSITIONS Is it not hilarious to watch what happened now that David Black declared he would like to build a refinery in Kitimat? Have you seen how many people are twisting themselves into a pretzel to re-explain their position, or to invent a new position or to otherwise make a fool of themselves? Even Enbridge had another
foot-in-mouth attack. It had nothing to do with Mr. Black’s announcement. But, as often before, their timing was terrible! Their public relations department published a picture of the Douglas Channel minus some important islands. When will you ever learn, guys? Only the NDP gets away with stunts like that! On top of that, an ex-employee made a statement that, I presume, was meant to be another (if not final) nail in Enbridge’s coffin. During initial negotiations with First Nations along the projected pipeline route, Enbridge had been disrespectful and overbearing. Shame! Or is this just language for: ‘did not show willingness to part with more money for nothing?’ Only then did the Native communities remember their commitment to the environment and started to oppose Enbridge in earnest. In the NDP camp some people have already dropped their constituted so-called love for mother earth. The oil to be send to the refinery in Kitimat
is as black as it was before. But, having a refinery in B.C. makes a difference to them. We would employ 3,000 well-paid workers. All those consistently concerned about our creeks and salmon should be out in full force to move that refinery right on top of the oilsands in Alberta! See what I mean? They also have a video on their website, showing and describing a trip through the narrow and pristine channels between islands from Kitimat to Bella Bella. It’s beautiful there and should have been a real eye opener for Mr. Mulcair. They never do explain, however, why tankers would hang a left, south, at Hartley Bay. China is west. Where the open water is. There is no reason on earth to follow the ferry route. And, what about all the other tidbits coming to the surface? Did you know freighters, just as big and clumsy as the feared tankers are visiting Kitimat once a week right now? Did you know this has been going on forever without a single tear shed by Peter Julian or

Adrian Dix? And what about the dangerous area which gives ships of that tonnage only two metre clearance? Good grief, the spot does not move around. It’s a rock! You know where it is and if you really want to make sure: get the navy to use a stick of dynamite! Too expensive? Wait an hour. The tide will then have given you three metres clearance! (Not sea level) Around there, maximum tides are around six metres, so there is more clearance if you are prepared to wait longer! Mr. Black may never be able to scrape $13 billion together to build a refinery. Who knows, is he even serious? He must sure have a lot of fun, though, watching a lot of hypocrites doing an about face. Those in the oil business before him gave up on refining in Canada because they know what the buyers want and are willing to pay for. We couldn’t find a room in the city.” With the local tourism industry still a “little bit down” and B.C. residents being lured south by the almost-at-par dollar and increased duty-free exemptions, Coyne said, to see Burnaby hotels at 100 per cent occupancy, “we can’t ask for anything else.” The almost 2,000 volunteers serve as a legacy for the city of Burnaby and its sport tourism efforts and hosting future events, he said. All the out-of-town visitors also bode well for the future of
Burnaby’s tourism industry. “We generated close to 3,700 ambassadors for Burnaby,” Coyne said. “We’ve heard nothing but good things and positive remarks from all the participants. Not only for Burnaby itself but all our venues and parks and facilities that were used. So hopefully they’ll be looking to return when they want to visit the Lower Mainland again.” The event was expected to generate $2 million in economic activity for Burnaby. Once the final numbers are in, there could be a financial legacy from the Games itself, said Gering, who noted the event had a strong level of sponsorship support.
Any surplus funds will be split evenly between the Games society and Burnaby, with the latter portion earmarked for the seniors community in the city. • During the Games opening ceremonies, Ida Chong, Minister of Community, Sport and Cultural Development, announced $265,950 in new community gaming grant funding for the 10 BC Seniors Games zones in the province. The money is in addition to the $175,000 the ministry already provides to support the Games. Diacarbon receives funding A Burnaby-based company will receive more than $142,000 for a project it is doing converting agricultural wastes into biocoal. Diacarbon Energy will receive the funding from the Canada-B.C. Agri-Innovation program. The company specializes in developing carbonneutral and carbon-negative products. The project
converts wastes such as anaerobic digestate, poultry litter and spent mushroom substrate into biocoal. Diacarbon, which is based on Boundary Road at Lougheed Highway, will also research the use of biocoal as an industrial fuel and energy source.

‘Pilot error’ blamed for death of hang gliding passenger Robert Freeman Black Press
A “hang-check” was not performed by two hang gliding pilot/instructors, one of them a Burnaby resident, at the start of a fatal tandem passenger flight in April, according to an investigation by the Hang Gliding and Paragliding Association of Canada. Passenger Lenami GodinezAvila, 27, fell 1,000 feet to her death on April 28 shortly after take-off from the launch site at Mt. Woodside near Agassiz. “The investigation concluded that the passenger’s harness was not connected to the glider on takeoff,” HPAC accident investigator Martin Henry said
in the Aug. 22 report. “The failure to ensure the connection of the passenger to the glider and failure to perform a thorough pre-launch readiness assessment suggests compounding incidents of pilot error,” he said. The report notes that pilot Jon Orders of Burnaby has not made an official statement since the incident, and his subsequent charge for obstruction of justice after swallowing a video chip that recorded the flight. The report also notes a second pilot was on the scene, and suggested “multiple distractions” may have contributed to the tragic oversight. “The investigation
concludes that the dynamics of multiple passengers and instructors may be the key to understanding why the critical pre-launch procedures were not performed,” Henry said. “Until such time that a statement from Mr. Orders is made available, the investigation assumes that pilot distraction resulted in a failure to perform recommended standardized safety procedures, resulting in the death of passenger Lenami Godinez-Avila,” he said. Orders, 50, had taken a re-certification course that included the pre-launch readiness assessment just a few weeks prior to the fatal flight, according to the report.
Lougheed stretch to get sidewalks A stretch of Lougheed Highway is set to receive finished sidewalks after council approved a $547,792 contract for the project recently. The work will involved construction of curbs, sidewalks and streetlight improvements, as well as a retaining wall, on Lougheed from Douglas Road to Kensington Avenue, according to a city
