Lengthy waiting times for ambulances in a few serious health incidents has officials in Lake Country asking its residents to watch out for their neighbours as the number of emergency calls increase, perhaps due to the region’s aging population. Three separate lifethreatening incidents in the past several months saw residents wait nearly an hour before an ambulance arrived. Two of those incidents were heart attacks and a third was an industrial accident. “They were considered life-threatening and the first ambulances weren’t on the scene for 50 minutes,” said Lake Country fire chief Steve Windsor. “That seems more and more common. As B.C. Ambulance gets busier, we get busier and we are also seeing more out of town ambulances responding to accidents. It also gets more difficult for our paid-on-call department to respond as people have to leave their jobs.” Windsor made the comments as part of his six-month report to council, which outlined what calls the fire department had responded to during that time

period. He said B.C. Ambulance is stretched thin in the Okanagan Valley and that means the Lake Country Fire Department is often the first on the scene. Complicating the matter is Lake Country’s aging population including residents who live in retirement housing like the Blue Heron or the Lake Country Lodge and other areas of Lake Country that are home to retirees. “These places have a lot of retired people and we’re finding more and more calls generated because of these institutions within Lake Country,” said Windsor. “As people get older they have more need for (ambulance) service and we are seeing our calls increase.” Despite what appeared to be a trend to longer wait times, B.C. Ambulance says the average wait time for calls in 2011-12 was only 13 minutes in Lake Country. Urgent call volume for the area was 486 events, an average of just over one call per day. There are 19 paramedics that staff the Lake Country station and one ambulance is available 24 hours per day, seven days a week with a second unit on during the day, according to B.C. Ambulance.

THE B.C. AMBULANCE SERVICE says the average wait time for an ambulance in Lake Country last year was 13 minutes. Recently there were a few longer waits, that has district officials concerned. “The B.C. Ambulance Service is dedicated to providing Lake Country residents with a responsive ambulance service,” said Kelsie Carwithen, manager of media relations for the B.C. Ambulance Service. “We recently added a dedicated helicopter air ambulance in Kamloops to serve the residents of the Interior including Lake Country.” Despite that, several Lake Country councilors expressed concern with the high wait times at the three incidents. Coun. Owen Dickie urged Lake Country residents to be aware
of the senior population in the area, noting that Lake Country has a much higher percentage of retirees than the Canadian average. According to his own research, Dickie said almost 24 per cent of the Lake Country population is over 55 and 13 per cent of the population is over 65. “That did concern me. Fifty minutes is quite awhile,” he said. “On long weekends it’s entirely possible (B.C. Ambulance) could be stretched thin enough that there may not be any coverage. “As a community, we need to be aware of older

LC not ‘giving away the farm’: mayor KEVIN PARNELL STAFF REPORTER
Lake Country Mayor James Baker says there has been some misinformation circulating with regard to the boundary work being undertaken at the south end of Lake Country and the north end of Kelowna. “I had some e-mails saying that we were giving away the farm,” said Baker at the Aug. 21 council meeting. “Actually we’re not doing that. I think some things will be happening that will be beneficial to all parties in the area.” Baker said the Okanagan Indian Band is also in discussions surrounding the boundary issue between Kelowna and Lake Country. •••
Lake Country council has committed itself to supporting the 2012 regional agriculture tour, a venture that happens every two years in the Central Okanagan Regional District. This year’s agriculture tour will take place Sept. 20 and will take councilors, staff, media and others on a tour through Okanagan farm lands to discuss issues that farmers are dealing with. The locations for stops on the tour change each time. This year’s tour won’t go through Lake Country, but many of the issues farmers in municipality are facing are the same throughout the Okanagan, noted Lake Country municipal staff. ••• Lake Country Coun.
Lisa Cameron says that the Okanagan Regional Library bargaining committee and CUPE have struck an agreement that will stop all job action at the unionized branches of the ORL, including the Lake Country branch. The agreement between the library and its unionized workers still needs to be ratified by the ORL board and that vote will take place at the board’s September meeting. ••• Council noted the fall and winter activity guides for 2012 are now available online at www. lakecountry.bc.ca and residents should be receiving them in the mail. After five years in operation, the Lake Country Performing Arts Society has decided to call it quits. Citing dwindling crowds and a lack of fresh voices, the LCPAS has voted to disband its society, which had hosted two variety shows a year since forming in April 2007. “It’s been quite successful and it’s been great,” said founding society member Nina MacInnes. “But I think the time is right. We’ve all enjoyed this labour of love since 2007 and now it’s time to move on.” After turning a profit
on most of its shows, the past couple variety programs have lost money, according to MacInnes. At the same time the society numbers have fallen from 10 members to just four. And crowds at the Creekside Theatre have been too small to cover the cost of performers. At their last meeting on Aug. 14, no new members were present and the society voted to disband. The last two shows drew less than 100 people to the Creekside Theatre, said MacInnes, who pointed to the economy as one reason why fewer people were taking in the shows. “It is a shame that audience numbers

throughout the entertainment business have been much smaller in the last couple of years due to the recession,” she said. “The cost of putting on a variety show is getting higher and there is also a growing number of smaller venues for concerts.” MacInnes, whose father Frank Hall was on the committee that originally built the Creekside Theatre in Lake Country, says she started the LCPAS after she retired as a long-time municipal worker. “When I was thinking of retiring I thought I would really like to be involved with the theatre,” she said. “It’s surprising how
many talented people we have in the community. It’s been very interesting getting to know people and seeing them perform.” During the last few years, the LCPAS brought in Celtic performances for one of its two annual shows. Most of the other programs would have as many a six different acts over a two hour plus show, a heavy workload for the small society. As far as highlights, MacInnes says it was always fulfilling to see the audience enjoy the programs. “I don’t think there is any one real highlight,” she said. “I think it was just so gratifying to have a good audience that ap-
preciated all the music. The last Celtic performance we put on, the people were so enthusiastic. But it’s a shame that there just wasn’t enough of them to pay for the performer.” The LCPAS still has some money left in its bank account and has decided that it will hand it out to community groups that focus on the performing arts, such as school band programs. “We’re looking at giving a gift to these groups,” said MacInnes. “We need to talk to them and see exactly where we would like it spent.” The LCPAS will meet Sept. 17 to disburse funds and to formally disband. newsroom@lakecountrynews.net

NDP’s pipeline plan smacks of studying projects to death

DP leader Adrian Dix has announced that one of his first acts as premier would be to withdraw B.C. from the joint review of the Enbridge pipeline proposal from Alberta to Kitimat. The two-year federalled review will be mostly done by next May, but Dix proposes to start a new provincial assessment to examine at the B.C. portion. He doesn’t know how much it would cost, and under questioning he all but admitted the intention is to study the pipeline to death. Fresh from a summer tour of the pipeline route to reaffirm solidarity with its opponents, Dix is hardly in a position to consider anything but maximum resistance. As Premier Christy Clark did in her showdown with Alberta over benefits, Dix hinted that provincial permits for river and wildlife crossings would be made as expensive as possible, if

Tom Fletcher not refused. The same fate awaits the Kinder Morgan plan to twin the existing Trans-Mountain oil pipeline to Burnaby. Dix left the impression that he would undo the years of work that have gone into bringing some rational sense to environmental approvals that can be, and have been, dragged out for years. The B.C. hearings would provide another platform for opponents, and more complaints to justify refusal at the provincial level, to go along with court cases and direct-action
protests. Speaking of which, the frontal assault by agitators at the federal Enbridge hearings has mostly petered out. After 4,000-odd people were signed up to speak, most didn’t bother, and some hearings were cancelled. Apparently slacktivists such as “Jonathan L. Seagull” and “Cave Man” didn’t make it out of their Vancouver basement suites to tell the panel oil is bad. Professional environmentalists are now wringing their hands over Ottawa’s decision to leave smaller-scale reviews to the province. This means, for example, that there won’t be a duplicate federal review of the urgently needed refit of the John Hart Dam on the Campbell River. One reader suggested that environmental pioneer Roderick HaigBrown is still spinning in his grave over the damming of this legendary salmon river. Perhaps,
but that was in 1947. Does it make sense today to lard pointless bureaucracy onto a reconstruction that replaces wooden pipes and provides earthquake protection, without expanding river impact? NDP environment critic Rob Fleming hammered away at the B.C. Liberals about this in the spring, reminding them that Auditor General John Doyle had exposed a lack of resources in the B.C. Environmental Assessment Office, even before Ottawa’s changes. Fleming makes it sound like a huge new burden has been dumped on B.C. False. Provincial assessment already must be done with the participation of Fisheries and Oceans Canada, Transport Canada, the provincial ministries of natural resources and energy and mines, and of course aboriginal communities. This is why it’s so long and expensive. And don’t be fooled
into believing that a federal review would go out and count the tadpoles and caribou again. It’s only the desk jobs that have proliferated. There weren’t just two levels of duplicate review, but three. Earlier in their mandate, the B.C. Liberals exempted major projects such as mines and energy generation from local government control, citing the “provincial interest” similar to the federal authority over projects that cross provincial borders. I agree with the NDP that B.C. environmental assessment needs more resources, in particular to do the follow-up on approved projects, as called for by the auditor general. Forest management needs more money too. All the more reason not to waste resources on political gestures. Magazine racks offer us a snapshot of the society in which we live
B
ecause I spent more than half my working life in magazine publishing, I still pay attention to magazine racks. If you haven’t tried it, try looking at a magazine rack as a mirror of our society. Sometimes, while I wait for a prescription, I spend 20 minutes considering the magazines at our drug store. On the lower right, magazines about cars, motorcycles, and other things that burn gasoline. On the upper right, a small selection of magazines about knowledge, in general – psychology, astronomy, physics, geography…. Over to the left—I

Jim Taylor don’t think this has anything to do with politics —a mass of magazines deal with home and garden. Mostly they’re about what you would like your home or garden to look like, if you had the money, staff, or time. I suspect they rely on
envy for their sales. With their gorgeous pictures of Caribbean isles or Asian temples, travel magazines splash across the front of the rack at eye level. But the vast bulk of the magazines deal with human bodies. Perhaps about building a better body through exercise. Or through diet. Or about clothing that body with the latest fashions. Or disguising that body with makeup techniques that will hide wrinkles, pimples, and sags, and will make you look younger. The magazines on the highest level, often with part of their covers shielded from pruri-
ent eyes, portray the human body as a plaything. Most often, the female body, as a sex toy for the male libido. Omissions are significant too. I’m surprised— this being a rural community—at the lack of magazines about guns and horses. Perhaps people with those interests go to some other drug store. Because no one stocks a magazine rack with publications they think people ought to buy. They put out magazines on subjects the community cares enough about to spend money on. In that sense, a magazine rack is a printout of the community’s in-
terests. Obviously, a hole-inthe-wall cigar store in Brooklyn, a roadside café in Kentucky, a military base in Texas, won’t offer the same selection as my drug store. Very few magazine racks have anything at all about contentment. Who’s going to spend money on a publication that asks, “Do you really need this?” Despite the range of subject matter, magazines today all seem to share a common theme – more! More possessions, more horsepower, more excitement, more sex…. more of more… Don’t be too critical of secular society. But

Regional district approves gas tax-funded project proposals The Regional District of Central Okanagan Board has approved submitting three regionally significant projects to the Union of B.C. Municipalities for consideration and approval through the Central Okanagan share of gas tax funding. Of the total $8.7-million in regionally significant project funding for the Central Okanagan, almost $506,000 hasn’t yet been allocated. The RDCO board proposes spending $317,969 to upgrade and provide a backup centrifuge at the regional facility that treats septic tank waste; $150,000 for a regional household travel survey and analysis; and $38,000 to review and update the regional air quality management plan. •••

Forest firefighters contain Oyama blaze WADE PATERSON STAFF REPORTER
A nine-hectare fire that burned seven kilometres east of Oyama was contained last week by the quick response of provincial and local firefighters. Kamloops fire information officer Michaela Swan said crews managed to get guards and hose laid all the way around the perimeter of the fire and had it contained 12 hours after it was reported. Thirty-seven personnel, four pieces of equipment and two helicopters battled the blaze as at its height. The fire occured Aug 22. At its peak, the fire was a rank four, meaning it was a highly vigorous surface fire, spread-
ing three to six metres per minute. By the afternoon ofAug 22, it was considered a low vigour surface fire. Swan said initially the fire burned “quite aggressivelyâ€? due to the terrain and logging slash. The blaze was first reported to the Kamloops Fire Centre at 5 a.m. Aug 22. “We suspect it was a lightning fire, but a firecause investigation will have to be completed to confirm that,â€? said Swan. Chicky Drouillard, owner of Oyama Lake Fishing Resort, watched the bombers attack the fire from his porch. “These guys are good‌when we get a fire up here, they’re right on it,â€? said Drouillard at the time. wpaterson@kelownacapnews.com

Three Lake Country residents arrested in abduction incident At around 8:35 a.m. Aug 21, RCMP in Lumby were called for a report of a possible parental abduction case.
A Lumby resident reported that her ex-husband forced his way into her home and abducted their daughter.
While taking the girl from the home he allegedly assaulted the mother and a second daughter. The landlord of the
property witnessed the abduction and attempted to intervene. Words were directed towards him as well dur-
ing this time, say the police The child was carried to a waiting vehicle. When the mother attempted to stop them she was pushed aside. There were three adults in the vehicle as it was seen driving away. Officers from the North Okanagan Traffic Services assisted in stop-
ping the suspect vehicle in the area of Ricardo Rd in Coldstream. The three adult suspects were taken into custody without incident there was two males and a female. The father of the child and his current wife are from the Oyama area and a brother is from Winfield.
The three suspects spent some time in Vernon cells before being released on a promise to appear for a court date in September. They are expected to face charges of abduction, assault, and break and enter. The child has been returned home safely to her mother in Lumby.

several important projects including an investment for UBCO to acquire high-tech equipment and create a microfabrication facility, and funding for the Okanagan Research and Innovation Centreâ&#x20AC;&#x2122;s expansion into Kelowna. And just last year, I was pleased to announce that the governments of Canada and British Columbia, together through the Western Economic Partnership Agreement, invested more than $2.1 million for Accelerate Okanagan to provide incubation and business acceleration services for local companies. WD was also instrumental in supporting local infrastructure through the Recreational Infrastructure Canada (RInC) program, a major job creating investment under Canadaâ&#x20AC;&#x2122;s Economic Action Plan. This funding supported several local projects including the reconstruction of the Mission Creek Greenway and the Central Okanagan YMCA-YWCA expansion. Infrastructure funding, especially recreational infrastructure, not only
supports our local economic objectives and creates jobs, it ensures that residents enjoy access to facilities that improve our quality of life. That is why earlier this summer, through Economic Action Plan 2012, our federal government announced that a limited amount of infrastructure funding was available to local communities through the new Community Infrastructure Improvement Fund (CIIF) a two-year national program that will invest $150 million to rehabilitate and improve existing community infrastructure across Canada. Western Economic Diversification Canada (WD) will invest over $46 million under CIIF in Western Canada. Iâ&#x20AC;&#x2122;m using this opportunity to let local organizations know that CIIF is currently accepting applications for the second round of funding until Nov. 19. The first round of funding received a great deal of interest and it is expected that this will be the case in the second round. Organizations eligi-

ble to apply for funding under CIIF include local or regional governments or related agencies; provincial entities that provide municipaltype services to communities; non-profit organizations; and First Nation governments, including Band or Tribal Councils or their legally-designated representatives. The CIIF supports the rehabilitation or improvement of existing community infrastructure that is non-commercial and accessible to the public including: community centres; cultural centres; parks; libraries; recreational facilities (e.g. local arenas, swimming pools, sports fields, and other types of recreational facilities); tourism facilities having a local impact; and other existing community infrastructure assets which have a local community impact such as connectivity and broadband and local airports. Applicants seeking less than $250,000 in CIIF funding will receive priority and organizations which apply must leverage at least 50 per cent of total eligible project costs from sources other than the federal government and have all work completed prior to March 31, 2014. Lake Country wakeboarder Keaton Roper will soon need more than just one hand to count the number of provincial wakeboarding championships he has won. The 16-year-old Roper, a member of the Lake Country Board and Ski Club based on Wood Lake, claimed his fifth provincial title earlier this month. Roper was competing in the junior menâ&#x20AC;&#x2122;s division at the B.C. Wakeboard Provincials held at Sprout Lake on Vancouver Island. He placed first in the junior menâ&#x20AC;&#x2122;s competition and also claimed first place in the pro rails even and second place in the open/pro event. Thirteen-year-old Erik Schroeder, also from the Lake Country Board and Ski Club, was also competing. Schroeder placed second in the boys event and second in the pro rails competition. Both Roper and Schroeder were in Quebec this past weekend, competing in the national championships The LCBSC is a nonprofit organization that offers recreational and competitive programs in three-event skiing.

Managing health care costs relates to managing our own health
B
.C. is proud of the work it has done to improve innovation and make our health care system more
efficient—to ensure that more taxpayer dollars are focused on patient care. While I feel we’ve ac-
complished a lot on this front, there will always, always be room for improvement and ideas. Our priority remains
the same—patient care. But all organizations require management to function. With more than $16 billion spent every year on health care services, there will always be a need to innovate and improve. The better question to ask is if B.C.’s health care management is the best it can be? For the last number of years we’ve implemented innovations in the system such as Lean methodology design and patient-focused funding; administrative efficiencies, such as reducing the number of health organizations from 52 to six health authorities; the consolidation of certain services among the Lower Mainland health authorities (laboratory, pharmacy, etc.); and the creation of Health Shared Services B.C., projected to save our health authorities over $200 million by combining purchasing power and consolidating purchasing departments. Impartial observers have noted the hard work of our medical professionals and administrators to ensure most resources go towards patient care —and the results. The independent Canadian Institute for Health Information, the
most-respected data research group in this country, has recently reported that B.C. health authorities have some of the nation’s lowest administrative spending. According to the CIHI’s data, B.C. spends $58.80 per capita on administration—less than Alberta ($69.39 per capita) and Ontario ($60.47 per capita). The CIHI lists British Columbia’s spending on administration for 2011 at $111.3 million, the lowest spending on administration in B.C. since 1989. Much of this progress has been made in the last three years as spending on administration has dropped from $190.2 million in 2008 to a projected $111.3 million in 2011. The men and women behind B.C.’s health authorities have also worked to keep these costs down. For example, Interior Health’s recent announcement to co-locate a number of its multiple services into one convenient location for patients will not only improve patient care, but will offer important fiscal benefits. These accomplishments are all the more remarkable considering services have increased. Since 2001, B.C. hos-

Norm Letnick pitals have performed 137 per cent more knee replacements, 67 per cent more hip replacements, 60 per cent more cataract surgeries, and 64 per cent more angioplasties. Wait times are also down—25 per cent for hips, 29 per cent for knees, and 65 per cent for cardiac surgeries compared to 2001. As well, since 2001 MRI exams have increased about 191 per cent and CT scans by 108 per cent. The list doesn’t end there, either. This is something our health authorities should be commended for. B.C. does not want to have the most expensive health care system. We want to have the best one. Our work to reduce spending on administration and improve efficiencies continues to pay off for patients. A number of organizations have praised B.C. for having the best health care outcomes in Canada. For example, last year

According to the Canadian Cancer Society’s 2011 Canadian Cancer Statistics report, B.C. men and women have the lowest overall mortality rate and incidence rate for all cancers in Canada. According to the Cancer Advocacy Council, B.C. has the bestfunded and most timely access to cancer drugs in Canada. Highway 97 night time traffic delays & road closures Single-lane alternating traffic is in effect north of Winfield on the existing Highway 97 between the hours of 7:00 PM and 6:00 AM from August 20 to September 8. No work will take place between Thursday, August 30 at noon and Tuesday, September 4 at noon. During the same time periods there may also be complete closures of the highway for no more than 15 minutes at a time while drainage culverts are being installed across the existing highway. Plan to attend ArtWalk September 8-9 on the theme: Art for Change Visit Karen at Municipal Hall Saturday afternoon during ArtWalk to tell us what “Life. The Okanagan Way” means to you.
