Let the derby begin Changes to Clutesi Haven Marina mean this could be the final year for Salmon Fest. But organizers hope not. WAWMEESH G. HAMILTON Alberni VAlley news

lutesi Haven Marina was relatively quiet on Tuesday morning. Three boats slunk in and out of the launch and some passersby watched as a seal frolicked by a green marker just outside the launch. But things will change on Friday as the 41st Annual Port Alberni Salmon Festival kicks off. For four days the marina will swarm with crowds, entertainment, volunteers and vendors. The weekend could be bittersweet: escalating costs are forcing salmon festival organizers to evaluate whether this will be the final salmon festival. “We’ll see if there is a No. 42 after we crunch the numbers from this one,” festival organizer Dan Washington said. “The board said let’s go for it this year so we’ll see where it goes.” According to Washington, changes to the marina grounds and liability requirements significantly raised the event’s costs. “The festival is 41 years old and you could say it’s going through a mid-life crisis,” he said. Earlier this year, the marina office building was demolished for safety reasons. The salmon festival society used the building’s meeting room and washrooms, and the side wall served as support for an awning that covered the seating area for the salmon barbecue. Subsequently, organizers have had to shell out for a portable trailer for an office, porta-potties with hand washing stations as well as large tents that will now serve

as the seating area. “There will still be a sitdown area so people can stay out of rain — or sun, I hope

— but we’ve had to redesign it because of the building,” Washington said. River Road is considered a

provincial highway, therefore a professional flagging firm is now used. And professional security personnel are required. Professional flag services cost the society between $6,000 and $7,000 for the weekend, Washington said. “Back in the day we used to be able to ask a ball team to do the flagging and security for us,” Washington said. “But we have to bite the bullet and hire professionals now.” Derby participant numbers also impact the society’s bottom line. Washington says an estimated 2,000 to 3,000 people will participate in the derby this year, which is up from 2,600 in 2011. “Less crowd means less

money left over to donate to things like salmon enhancement, bursaries and scholarships,” Washington said. The society will see what’s left after the dust has cleared and determine what the options are afterward. The worst-case scenario would see the festival cease completely. But a second option would see the society try to negotiate partnerships with the Alberni Valley’s corporate community to keep the family event alive. The idea would work by having a company sponsor the festival itself and other companies sponsor the vendors and possibly the entertainment. The concept is already in practice with Quality Foods sponsoring the fireworks display on Friday night to kick off the event. The event has served as a major fundraiser for Kiwanis, Lions, the AV Rescue Squad and other service groups. Those agencies help a lot of people and other groups in turn, so the trickle-down in the event of a cessation would be a corrosive spiral. “If it doesn’t continue then the Valley will change without it. “We’ll have to look at some form of commercialization if we want to continue,” Washington said. Meanwhile, preparations for the salmon festival were cranking up on Monday. Volunteers began to erect the skeletons of vendor booths and unload tables from a trailer. The entertainment will be as local as possible to give home grown entertainers exposure and a few dollars as well. Continued / 7

The proposed Raven Underground Coal Mine project is still subject to federal scrutiny, unlike nearly 500 other projects in B.C. in the wake of a revised Canadian Environmental Assessment Act. According to the Canadian Environmental Assessment Agency, projects that were undergoing a comprehensive study when provisions of the act came into effect last month will continue to follow requirements of the former act. Under the former, the CEAA is responsible for conducting a comprehensive study of Compliance Coal Corporation’s proposed underground mine in Baynes Sound.

The mine is expected to produce about 30 million tonnes of coal and rock over a 16-year period. The product would be trucked to a facility in Port Alberni. The total mine site surface footprint is expected to be about 200 hectares along with two hectares at the port facility. A comprehensive study report needs to be provided to the federal government “no later than six months of government time after CEAA 2012 came into force,” environmental assessment officer Rob Hajdù said by e-mail. The proposed mine has been met with widespread opposition at public hearings and during a public comment period. CoalWatch Comox Valley president John Snyder considers

the environmental assessment process to be “pretty flawed from what we’ve seen. “All the comments we’ve submitted thus far on a lot of our key issues like hydrology and the marine studies, it looks like they haven’t been (properly) addressed and won’t be addressed. “We can cross that bridge once we get to the next stage, which is the application stage.” In June, the Environmental Impact Statement (EIS) Guidelines/ Application Information Requirements (AIR) document was issued to the proponent, which must meet specified requirements when submitting the EIS/ Application. Once submitted, a third public comment period will take place.

And that’s what we offer,” Lindsay said. “The other thing we are looking at is how we can share our resources, particularly in the area of distance learning.”

“It’s a great opportunity,” PCU-WHS president Wolfgang Zimmermann said. “Students could complete a twoyear program at NIC, at any of their campuses, then come to PCU-WHS to complete another two years for their Bachelor of Science in Workplace Health Sciences, with a specialty in Disability Management.” Zimmermann said the majority of PCUWHS courses would be available online, but students would spent at least part of their studies at the Port Alberni campus. “We are following the Royal Roads University model of

distributive learning, where you will be expected to complete some of your courses on site, and the rest would be available online,” he said. “This is an international market today. The Internet has allowed students to seek out educational opportunities anywhere in the world.” Under the MOA, the two institutions will also explore the possibilities of an exchange of expertise at the faculty level. That could be accomplished through guest lectures, seminars and academic events, but at some point it could make sense to

share instructors, if a suitable agreement can be worked out. Lindsay said the goal is to provide students with more choices in designing their education. “We have already started to partner with other organizations to do that,” Lindsay said. “For example, we recently signed off on a dual-admission agreement with Vancouver Island University. So this is another opportunity to add to what we can do for our students.” NIC recently signed a $2.7 million program development agreement with the Vancouver Island Health Authority to expand the range

of health-related programs being offered. NIC currently offers a number of two-year programs leading towards a nursing degree. The PCU-WHS agreement provides a new career track, Lindsay said. “They may say, ‘I don’t really want to become a nurse, but I’m really interested in disability management, so I can take my two-year diploma and move on to this type of degree,’” she said. The PCU-WHS degree program is currently under review by the provincial Degree Quality Assessment Board (DQAB).

Drug bust on Dunbar

Nazlyn Pirani from Canada World Youth appeared before Port Alberni council earlier this month to explain the work CWY does in supporting youth leadership. Pirani explained that this year’s Youth Leaders in Action exchange will be in Vietnam for the first time. Nine youth from Canada and nine youth from Vietnam will spend three months in Vietnam starting in September. The students will then return to Port Alberni for the final three months.

A Port Alberni couple is facing drug charges for the second time in two months after a police raid on a home netted marijuana and drug equipment. RCMP members served a warrant at a suspected drug house on the 4800 block of Dunbar Street on Saturday afternoon, RCMP Cpl. Jen Allan said. The bust was part of an uptown drug crackdown, Allan added. An unspecified amount of BC Bud, scales and other drug paraphernalia were seized by police.

The city won’t be doing anything soon about what is arguably the most irritating and hotly debated traffic issue in Port Alberni. City officials say unless significant new development occurs, there is no justification for improving traffic flow at the intersection of River Road (Hwy. 4) and Beaver Creek Road. Traffic data reveals it is far from being the

pedestrians there,” she said. Over the summer months, thousands of cars travel through the city to the West Coast of Vancouver Island each day. At the close of Thunder in the Valley over the Aug. 11–13 weekend, traffic along Hwy. 4 heading into the city was congested for hours, and drivers attempting to turn left onto River Road from Beaver Creek Road were forced to wait for rare breaks in traffic flow, or for a good Samaritan to let them in. City engineer Guy Cicon confirmed he receives many inquiries about the junction. A report was done on the intersection in 2007, prompted in part by the possibility of future development at nearby Clutesi Haven Marina and Stirling Field. If either (or both) sites are developed, traffic will increase, meaning more delays and a greater potential for accidents, the report noted. The Ministry of Transportation (MOT), the city, ICBC and the Port Alberni Port Authority partnered on the

report, which focused on, the performance and operation of that intersection, Cicon said. The MOT was involved because River Road is part of the provincial highway network.

Peak traffic times there occur at noon and in the evenings, and July is the top month for car volume. At these times the level of service at the intersection is at its worst. July is also the month when the most collisions take place at the intersection, the report noted. If the city were to take action, it could

take the form of either channeling traffic with curbing; a roundabout; or the installation of a traffic light. The cost of installing a light would be approximately $300,000. Cicon pointed out the intersection meets just three of nine criteria the MOT uses to consider funding such improvements, meaning the city would likely be stuck with the bill. No development has taken place in the area since the study was done and traffic counts are relatively stable. There are no plans to take action concerning the intersection, Cicon said. As for Gertrude, Roger and Stamp, Cicon said changes have been made to reduce accidents, including the addition of a median and changes to the lanes. He pointed out a recent intersection receiving attention in Victoria was the site of 169 crashes last year, and that Port Alberni’s total crash counts are significantly lower than in many other island communities.

Traffic’s not going away The City of Port Alberni has decided not to deal with traffic issues at the intersection of River Road and Beaver Creek Road because congestion is a seasonal issue right now, and development of the area isn’t imminent. With the upcoming construction of a new Ford dealership on Beaver Creek Road, and possibilities for the Clutesi Haven Marina site, we hope the city isn’t simply sweeping this issue under the carpet in hopes it will disappear. The intersection at Roger Street, Gertrude Street and Stamp Avenue recorded the highest number of fender-benders last year, according to ICBC statistics. A median and lane markings have improved the area, however it can still be a scary place for drivers. While many people have asked for a traffic light in front of the marina on River Road, we would like to hear some dialogue on traffic circles for each of these intersections. A traffic circle or roundabout is a circular intersection without stop signs or electronic lights. A two-lane traffic circle on River Road could alleviate congestion and allow for smoother access to new development. A similar entity at the confluence of Roger, Stamp and Gertrude might also have a calming effect on traffic accidents. Traffic circles, long the butt of travellers’ jokes—recall the scene in National Lampoon’s European Vacation, when the Griswalds get stuck in the roundabout in London—are cropping up in more North American cities as communities come up with different ways to deal with congestion. We think they’re worth a look for Port Alberni.

ICTORIA – NDP leader Adrian Dix has announced that one of his first acts as premier would be to withdraw B.C. from the joint review of the Enbridge pipeline proposal from Alberta to Kitimat. The two-year federalled review will be mostly done by next May, but Dix proposes to start a new provincial assessment to examine at the B.C. portion. He doesn’t know how much it would cost, and under questioning he all but admitted the intention is to study the pipeline to death. Fresh from a summer tour of the pipeline route to reaffirm solidarity with its opponents, Dix is hardly in a position to consider anything but maximum resistance. As Premier Christy Clark did in her showdown with Alberta over benefits, Dix

hinted that provincial permits for river and wildlife crossings would be made as expensive as possible, if not refused. The same fate awaits the Kinder Morgan plan to twin the existing TransMountain oil pipeline to Burnaby. Dix left the impression that he would undo the years of work that have gone into bringing some rational sense to environmental approvals that can be, and have been, dragged out for years. The B.C. hearings would provide another platform for opponents, and more complaints to justify refusal at the provincial level, to go along with court cases and directaction protests. Speaking of which, the frontal assault by agitators at the federal Enbridge hearings has mostly petered out. After 4,000-odd people were signed up to speak, most

didn’t bother, and some hearings were cancelled. Apparently slacktivists such as “Jonathan L. Seagull” and “Cave Man” didn’t make it out of their Vancouver basement suites to tell the panel oil is bad. Professional environmentalists are now wringing their hands over Ottawa’s decision to leave smaller-scale reviews to the province. This means, for example, that there won’t be a duplicate federal review of the urgently needed refit of the John Hart Dam on the Campbell River. One reader suggested that environmental pioneer Roderick HaigBrown is still spinning in his grave over the damming of this legendary salmon river. Perhaps, but that was in 1947. Does it make sense today to lard pointless bureaucracy onto a

reconstruction that replaces wooden pipes and provides earthquake protection, without expanding river impact? NDP environment critic Rob Fleming hammered away at the B.C. Liberals about this in the spring, reminding them that Auditor General John Doyle had exposed a lack of resources in the B.C. Environmental Assessment Office, even before Ottawa’s changes. Fleming makes it sound like a huge new burden has been dumped on B.C. False. Provincial assessment already must be done with the participation of Fisheries and Oceans Canada, Transport Canada, the provincial ministries of natural resources and energy and mines, and of course aboriginal communities. This is why it’s so long and expensive. And don’t be fooled into believing that a federal review would go out and count the tadpoles and caribou again. It’s only the desk jobs that have proliferated. I wanted to have a “locals only” show that would live up to Port Alberni’s label as being “Car Town”, and I think we accomplished that. We had a total of 235 vehicles on display, and all of them were locally or former resident owned. Unfortunately the hot weather took its toll and the

Gov’t decision was torturous To the Editor, On Aug. 23, 1985 the federal government of Canada signed the U.N. Convention against Torture. Article 2 of the convention prohibits torture, and requires parties to take effective measures to prevent it in any territory under its jurisdiction. This prohibition is absolute. “No exceptional circumstances whatsoever” may be invoked to justify torture, including war, threat of war, internal political instability, public emergency,

terrorist acts, violent crime, or any form of armed conflict. Torture cannot be justified as a means to protect public safety or prevent emergencies. Neither can it be justified by orders from superior officers or public officials. Since the convention’s entry into force, this absolute prohibition has become accepted as a principle of customary international law. Yet, it was revealed in the Canadian Press on Aug. 24, that the Harper government has quietly given Canada’s national police force and the federal border agency the authority to use and share information that was likely extracted through torture. Newly disclosed records show Public Safety Minister Vic Toews issued the directives to the RCMP and the Canada Border Services Agency shortly after giving similar orders to Canada’s spy service. In using, or showing the willingness to use, information obtained through torture, Mr. Harper and Mr. Toews are condoning the use of torture contrary

to international law. This is just plain wrong. But if integrity has no meaning to the Harper government, they should at least be aware that information obtained through torture is usually inaccurate. Barbara Cooper, Port Alberni

The applauding ladies—who demand cash-strapped governments provide better health-care services, better daycare and schools for their offspring, better senior care for their parents, etc, etc—must be aware that B.C. and Canada would greatly benefit by exporting refined bitumen products via pipeline and tankers. I heard about a young man with long hair and tattered clothes who entered a church and walked up near the front pew and sat down cross-legged. As the sound of whispering spread through the congregation, an old elder walked up from the back. All eyes were on him as the curious onlookers wondered what he would do. The elder sat down next to him, crossed his legs and enjoyed the morning service. Abbeyfield celebrates Last Sunday dozens of people attended an open house to celebrate Abbeyfield House’s 10th anniversary. Visitors had the opportunity to view the building and appreciate the

new renovations, and to learn about the organization operation and services offered to 21 permanent residents. This Alberni Valley independent seniors home was founded by the late Terry Whyte.

Tours were conducted by volunteers, led by Marlene Dietrich, president of the board of directors. The event included a barbecue held in front of the Redford Street building.

Mention the name Hector Tourangeau in a place like Echo Village or Heritage Place, and country and western music lovers will grin. Tourangeau has volunteered his time playing country and western music in seniors homes in the Alberni Valley for decades. “I enjoy giving my time to entertain others, because it is also good for me,” says Tourangeau. The longtime local musician was born in St. Paul, Alta., and has been a Valley resident since 1965. “I came to Port Alberni from Armstrong, B.C., to help my brother who had a small sawmill here. Later on I worked at APD until my retirement 22 years ago,” he said. Tourangeau’s love for music began when his father, also a musician, bought him

his first guitar from Simpsons-Sears. From there on, he started entertaining by playing and singing

at parties, dances and other events. In the 1980s, Tourangeau played and sang with his

wife, children, and later his grandchildren. “Grace, my wife, who passed away 17 years ago, used to play the keyboard and I played guitar. It was fun to play at pub nights and dances at Fir Park Village and later at other homes. Today, I played the keyboard and with May, my wife of 15 years, we entertain at most senior homes for various occasions.” Throughout the years, Tourangeau has also been part of musical groups and played with individual performers such as Country Echoes, Murray Bannister, Venita, Sally Francoeur, Bernie Major, etc. Hector Tourangeau is considered by many a true western country musician who has given his time and talent to many in this community.

ICF asks for trestle cash ACRD: | Group comes to regional district for money. WAWMEESH G. HAMILTON Alberni VAlley news

The Island Corridor Foundation needs infrastructure upgrades and it wants the Alberni-Clayoquot Regional District’s help to pay for them. ICF officials Graham Bruce and Ken McRae made their pitch to ACRD directors at a board meeting on Aug. 8, ACRD official Wendy Thomson said.

According to minutes from the meeting, Bruce said that the federal and provincial governments provided the ICF with $17.5 million dollars for track restoration on the Vancouver Island Railway between Victoria and Courtenay. But the ICF needs $5 million more for bridge and trestle repair, and the foundation is asking its five member regional districts to help raise the amount. The money would be raised through taxing regional districts by

an amount rumoured to be 70 cents per $100,000 in property value. Bruce sketched some broad strokes but the details need to be examined and discussed before a final decision is made, ACRD vice chair Cindy Solda said. “This is a financial matter so of course there are going to be a lot of questions asked,” Solda said in a telephone interview. Chief among Solda’s concerns is the precedent opening the ACRD’s wallet would set if it agrees to pay for the upgrades.

“Is this a one-off or is this going to become a regular thing,” Solda asked, adding that the project could incur further costs. “And this is a federal responsibility so they (ICF) should go back and lobby them.” Another concern is when upgrade work would finally get around to Port Alberni. Chairman Glenn Wong and CAO Russell Dyson will attend an ICF meeting regarding the trestle work and report back to the board. reporter@albernivalleynews.com

Conley needed help with the purchase and the Lion’s stepped in to help, Gary Price, seated front, hands the cheque to Kusmin to cover the cost of the chair. Conley is being hugged by his son Roland Jr., 11, and behind them from left to right are Rob Dalton, Don Hudson and Tom Hall. Conley is thrilled and said, “Even though it’s not my legs, it feels like it is my legs.”

The Alberni Valley Bulldogs pre-season is ending and when the ice chips clear, character and chemistry are going to carry the day, head coach Kevin Willison said. The Bulldogs were 0-1-1 in pre-season play as they headed into a match with the Victoria Grizzlies at the AV Multiplex on Wednesday night, after the News went to press. The game marked the return of the Alberni born Fitzgerald triplets, who now play for the Grizz. “They’re going to be a handful

Cowichan was good but I was disappointed in the Nanaimo game,� Willison said. “That’s not the kind of effort a coach looks for in evaluating a player.� The preseason gives the coaching staff a chance to watch young talent and to try different line combinations. The process is similar to perfecting just the right recipe. “We’re looking for the right chemistry and the commitment and character to play at this level,� Willison said. The roster will be pared down from 28 players on Wednesday, and then again to 22 after the weekend. The pre-season

window for players to cut the mustard is short. “It’s over before it’s over,� Willison said. So far, Willison says he’s impressed with the play of Evan Tironese, Ryan Lough, Lars Hepso and Marlon Sabo. “We need to shore up our secondary scoring though,� Willison said. Men’s night fluctuates Summer’s over, golf isn’t the pin prize. The Tim Horton’s longest drive was won by Candice Werner. Low gross winner in the “B” division was won by Karen Vandermolen, with Rhonda Holcombe claiming second spot. The “A” division low gross winner was LaDonna Knutson with Suzanne Jones winning the runner up prize. The Shopper’s Drug Mart leaders in the ringer board have not changed since last week. Maryann McConnell and Sue Steinhauer remain at the top spot. We are almost halfway to our goal of raising a $1,000 to donate to Ty Watson House. Come on ladies, I know that we can reach that goal. We still have a few weeks left.

There is definitely that feel of fall in the air these days. Summer always goes by far too quickly. But the good news is that this is great golfing weather. The ground is dry so you get lots of roll and your ball goes much further (great for a duffer like me). It’s not too hot and you still have the time to get in a round of golf in the evening. The Boston Pizza longest putt of the night was won by Sandy Toombs. Suzanne Jones won closest to the pin and won a round of golf at Sunnydale Golf and Country Club. Tineke Rodger won the Safeway closest to

Amazingly the deuce pot has not been won yet and the pot stands at $191. I am challenging all female golfers to come out and to win that pot before the end of the season. I was very pleased to see the name of Candice Werner as a prize winner. I have known Candice since she and my daughter met at pre-school. They remain friends to this day. But what I am enjoying is that Candice and I get to be friends now and play a round of golf together. Because the nights are getting shorter, starting Wednesday Sept. 5, the start time for Ladies night will be 5:30 p.m. Come out and meet some new people, enjoy a round of golf, followed by a dinner and prizes.

A slight brush against a tree near our parking lot with a mower recently revealed a trunk overwhelmed with rot. The danger to golfers and automobiles was compounded by the enormous potential expense anticipated had the large tree fallen on the close power lines. A call to

BC Hydro indicated a 10 business day wait period, but the dangers and costs would not bear the time period. To the rescue came former faller Cec Hamilton and incredible club volunteer Larry Gavelin. Both club members took total control, professionally falling the tree from the top down, and eventually easing my anxiety. Men’s nights at Hollies this year has definitely been one of change.

Seemingly, every week we see a new low gross winner and the past week was no different as Robin Woodward took the Co-op low gross of the week shooting an even par 30 and bettering his personal best score for the second week in a row. Portal Players Dramatic Society has announced its 2012-13 lineup of shows. The season kicks off with the longest running show in the world, Agatha Christie’s The Mousetrap, opening Oct. 5 at the Capitol Theatre. Reefer Madness: The Musical is an adults-only show that will grace the stage beginning Feb. 22, 2013. The Attic, the Pearls and 3 Fine Girls rounds out the season starting April 19, 2013.

Char’s plans open house

Char’s Landing on Argyle Street will hold an open house on Tuesday, Sept. 4 from 1–4 p.m. to celebrate 100 years of community history. Festivities will include refreshments and music by Marilyn HarperSmith of Port Alberni. Go wild with paper collage

Local band Classical Tub is anything but classical in its efforts to bring the unique sound of the washtub bass to the fore of Port Alberni’s music scene. The band has been strumming its strings for more than 30 years in the Alberni Valley and has no intention of packing it in any time soon. Celtic-driven sounds create the base notes of Classical Tub, although over the years its members have added folk, blues, and doo-wop to their ever-expanding repertoire. Classical Tub is the brainchild of two husband-and-wife teams: Ron and Gail

Ross, and Dave and Gail Morton. Ron Ross plays the washtub bass around which the band has developed its persona. “Playing the washtub was borne of necessity,” Ron explains. “I didn’t want to sit on the sidelines and watch while everyone else was playing guitars, singing, and having all the fun.” Gail Ross does vocals and whistling for Classical Tub, as well as plays guitar, banjitar, and fiddle. Dave Morton plays the band’s lead guitar, and complements Gail Ross’s vocals with his own, adding harmonies and a distinctive blues style. Gail Morton rounds off the vocals and harmonies for

Classical Tub, and contributes eclectic whistle, mandolin, and harmonica playing to the overall sound of the band. The quartet has been playing music together for nearly as long as they have known each other, about 30 years. Together, the Rosses and the Mortons string their instruments and warm up their vocal chords to regale the Valley with their unique gifts in venues such as local care homes, Rollin Art Centre, and the annual Alberni District Fall Fair. “We make good music together,” Ron Ross says. “And after all of this time, we still talk to one another!”
