At the Aug. 20 city council meeting, new city manager Byron Johnson reported on the city’s transit system and presented an annual performance summary. The report, based on the period between April 1, 2011 and March 31, 2012, found ridership in Quesnel has decreased by 10 per cent, from 73,014 in 2010/2011 while rev-

enue has increased by 5 per cent. “This is a good thing,” Johnson said. “Although the ridership is down, the city is making more money.” New equipment, which digitizes fare payment, has helped get more accurate revenue statistics. “We are seeing greater accuracy in financial reporting since the introduction of the GFI farebox,” the report said. Johnson mentioned ridership has been relatively flat province-wide.

costs affiliated with the transit system. The operational cost per hour for Quesnel was $9.12, well below the tier average of $10.53. The city saw a rise in operating costs, due, in part, to major cost drivers being fixed. The total cost per ride rose from $11.47 in 2011/2012 compared to $7.12 the previous year, a 25.7 per cent increase. Quesnel transit also saw a decrease in productivity, falling from 93 per cent in 2010/2011 to 91

In terms of revenue hours, the city has kept them mostly the same, with a slight decrease of point one per cent between the 2010/2011 and 2011/2012 reports.

All in a day’s training Quesnel RCMP hosted its 7th Annual Kids Camp, Aug. 18. Fifty-two children from throughout the community attended the Mini Mountie training which included sessions on handcuffing, radar, marching, and “target practice.” Highlights included the Police Dog Presentation, the tug of war and final graduation. The one day event is aimed at building positive relations with local youth and providing the kids an opportunity to be mini Mounties for a day. Two Mile Flat residents sought Open House on ﬁre protection services slated The Cariboo Regional District (CRD) is hosting an open house for residents who live within the Two Mile Flat Fire Protection Boundary. The session takes place Sept. 10, 7 – 9 p.m. at the Quesnel Recreation Centre to provide information about the proposed new Two Mile Flat Fire Protection agreement. CRD staff and Quesnel Volunteer Fire Department members will be on hand to answer any questions and provide information to affected residents. Since 1963, Two Mile Flat fire protection services have been provided by the City of Quesnel Fire Department through a contract with the Province of British Columbia. The province has been collecting taxes from these residents and remitting them to the City of Quesnel in order to provide this service. The province informed the City of Quesnel and CRD the agreement for this service expires Dec. 31, 2012 and requested both organizations negotiate a new agreement to continue fire protection services to the Two Mile Flat area. Under the proposed

agreement, the City and CRD suggest to maintain the current service at the current tax rates. The level of fire protection service will not change; the only change will be that the CRD collects the taxes rather than the Province of B.C. However, to enable this new agreement, the CRD must establish a new service in order to tax for the continuation of fire protection services delivered by the City of Quesnel Fire Department. In order to establish the service, the CRD needs to receive approval from the residents. An information brochure and the official petition have been mailed to residents within the current Two Mile Flat Fire Protection Boundary. Completed petitions need to be returned to the CRD in person, or by mail, prior to Sept. 17. An unsigned or unreturned petition must be counted as a “no” vote. If the petition is not approved, fire protection services for Two Mile Flat ends Dec. 31 of this year. Grant writer tips The Northern Interior Communities Association (NICA) and the Cariboo Regional District Grant Writer program are co-hosting a grant writing workshop for community groups, organizations and charities from the Cariboo Chilcotin. The event takes place Sept.14 and 15, in the City of Williams Lake’s Council Chambers. The workshop and the one-on-one sessions are free and light refreshments will be available. Sept. 14, 7 – 9 p.m., NICA will provide a two hour presentation on grant writing. Groups can also register for a 30 minute one-on-one session with NICA staff members, which will be held the following day, Sept. 15, 9:30 a.m. and 6 p.m. The workshop will focus on how to write successful applications for the BC Community Gaming Grants program and its current intake for the Human and Social Services sector. The deadline for grant applications to this program is Nov. 30. The session will also provide valuable grant writing basics which can be applied to all funding program applications.

Community groups and organizations planning on attending are encouraged to bring along applications in progress, or previously completed submissions to receive feedback on how to improve their grant writing techniques. OPINIONS Banking on voter amnesia

ormer finance minister Kevin Falcon’s departure reeks of jumping ship. Wednesday afternoon, Falcon announced he was leaving politics and would not be running in the 2013 election due to the customary excuse of needing more time with family. And fair enough. His wife is expecting their second miracle in February, right about the time he’d have to deliver his second provincial budget. No one can fault a man for wanting to focus on his family. But let’s get honest (yes, I realize the irony of using that term here.) Falcon did not choose to quit the team purely for family reasons. And he knows the game, he’s completely aware of how his hasty retreat is being deciphered. Falcon is jumping a sinking ship, even after he vowed to stick with the party win or lose. And his departure hits them at a time when they’re at their weakest. Not exactly a team player, nor one you want to see reemerge once voter amnesia inevitably settles in. And that’s what he’s banking on. Falcon has said he will not run in the 2013 election, but was quoted as saying “never say never” when asked if he was gone for good. Sadly, Falcon’s actions are not surprising or ground-breaking. Premier Christy Clark ducked out of provincial politics eight years ago only to reappear and run for the leadership. Voters need to pay more attention to the actions of political players rather than on the party. Falcon’s decision to bail when his team is in dire straights is indicative of poor leadership and poorer integrity. –Autumn MacDonald, Observer

anging upside down and pleading to get off the colourful, yet horrendous ride called the Sky Diver at Silverwood Theme Park in Idaho was my least gleeful moment of the summer. My 12-year-old son agreed. “Let us down!” Sam begged the unhearing ride operator as his knee bled from being tossed and turned in every direction possible for what seemed like hours. “I’m going to throw up!” Having witnessed his episodes of car-sickness numerous times over the years, I knew he was serious about his feelings of nausea and prayed to the amusement park gods not to have a power outage as we hung helpless, eighty feet above ground. Luckily, my prayers were answered and we soon descended and escaped the bright purple cage that held us captive. Once we were safely standing, we swore off that particular ride for good.

On A Brighter Note “Do you want to go on a rollercoaster?” I asked, eager to erase that memory and replace it with a truly exhilarating experience instead. “No,” Sam said, white as a ghost. “I need to do nothing for awhile.” It was an understandable reaction from a kid who had just spent five minutes trying not to squish his mom or lose his lunch. It was also our last day at the jam-packed park and he was ready for some downtime. We all were. After waiting in line for countless hours and eating overpriced junk food for three days straight, my husband and I discussed

complained about, they were now left with precious moments of pure delight, exactly the way my husband and I seemed to remember our amusement park days as children. “I’m done with theme parks,” my friend commented when we got back home. “They might be fun for kids, but they’re torture for parents. A relaxing vacation it’s not.” Okay, I have to agree, they’re not relaxing and some of it felt like torture to me too. Yet a lot of it was so much fun and watching the kids faces light up when they first found out about our surprise trip was something I’ll never forget. Next time we’ll just try to visit when it’s less crowded and we’ll do our best to avoid terrible rides like the Sky Diver. But the stale, salty popcorn? I’ll be eating that again for sure. Also, despite all the Enbridge controversy, foreign owned Kinder Morgan is going almost unquestioned with its plans to expand their similar Tran Mountain Pipeline through Vancouver. If that route is so much safer, maybe Enbridge should pipe their oil to Vancouver too. Along with double-hulled oil tankers, liners should also be required around the pipelines to contain any spill. Oil companies are heavily subsidized paying less than $8 barrel for royalties and selling the oil for well over $90/barrel, so they can obviously more than afford to pay for a safe efficient pipeline. With 804 Enbridge pipeline spills between 1999 and 2010, and Kinder Morgan having a similar record, any obvious safety improvements should be in the plan before the projects are seriously considered. Hiking Trail dedication Connecting the country by trails National Hiking Trail directors were in Quesnel for HIKE BC’s 12th annual general meeting held July 15. HIKE BC is a member of the Outdoor Recreational Council of B.C. The National Hiking Trail system is a series of existing trails and older roads, recreational, historic, mining and native routes, that cross British Columbia East to West and will soon connect to the Southern Mainland. Approval is still being negotiated regarding use of old trails through Jasper National Park to connect trails that will take one to the start of the Goat River Trail just north of McBride. This trail will follow a route to Barkerville where it joins the 1861 Goldrush Pack

Trail leading to the Keithley and Likley area. From here the trail will follow the Quesnel River downstream to Quesnel and will connect with the Quesnel Walking Trails to access the Telegraph Trail to the Blackwater River (West Road.) From here the trail will be using the Nuxall-Carrier Grease (Alexander MacKenzie) Trail to the coast. Much of the Lower Mainland has many connecting trails leading from the U.S. border through the districts and cities leading into Whistler. There are plans in the works to extend from the Whistler - Pemberton area through the Western Chilcotin region to join the trail near Tweedsmuir Park.

Falcon resigns from Liberal cabinet TOM FLETCHER Black Press Premier Christy Clark is planning a pre-election cabinet shuffle as early as next week to replace Surrey-Cloverdale MLA Kevin Falcon and other ministers who are likely to leave. Falcon announced Wednesday he has stepped down as finance minister and wonâ&#x20AC;&#x2122;t run in the 2013 election because his wife is expecting a second child at around the same time as the next B.C. budget is due. â&#x20AC;&#x153;Putting aside the timing associated with the newest addition to our family in February, I genuinely believe the premier requires a finance minister who will prepare a budget and make taxation and spending measures that he or she will be prepared to defend in the upcoming election campaign.â&#x20AC;? Clark appointed Attorney General Shirley Bond as acting finance minister, but said it is a short-term arrangement and a new cabinet lineup will be announced â&#x20AC;&#x153;in the coming daysâ&#x20AC;? to prepare for the May, 2013 election. The second-place finisher in the 2011 B.C. Liberal Party leadership race, Falcon was appointed finance minister and deputy premier by Clark. He has overseen the windup of the harmonized sales tax, which battered the governmentâ&#x20AC;&#x2122;s popularity and pushed Gordon Campbell out of the premierâ&#x20AC;&#x2122;s office.

Falconâ&#x20AC;&#x2122;s current budget projects that the province will balance the books again after a string of deficits that was extended to this year by the repayment of a $1.6 billion transition fund from Ottawa for adopting the HST. After being rejected in a province-wide referendum, the tax comes to an end next spring, just as the province is preparing for a scheduled election in May of 2013. NDP finance critic Bruce Ralston questioned whether Falconâ&#x20AC;&#x2122;s promised balanced budget can be delivered. Natural gas revenues have fallen with the price of gas this year and Falconâ&#x20AC;&#x2122;s planned sale of government assets may not come in time to generate the needed cash, Ralston said. QAEA preparing for 28th annual fall celebration Sept. 22 – 23 ANNIE GALLANT Observer Reporter

uesnel Agriculture and Exhibition Association is busy preparing for this year’s Fall Fair, Sept. 22 – 23 at Alex Fraser Park and promises it will be an event to remember. “This year we’ve partnered with the barrel racers for a truly diversified Fall Fair,” QAEA president Judy Easy said. “We’re still offering all the traditional elements but with an exciting, dynamic barrel racing component.” One of the fair’s highlights has always been the arts and agriculture division where local gardeners and crafters present their finest products for competition. Returning to the Arts and Rec Centre’s West Fraser Timber Room, the public is invited to browse through the division and view the exceptional efforts on offer. Baking, needlework, canning, vegetables, flowers, photography, crafts, children’s work and much more will be on display. Walking from the fair grounds to the West Fraser Timber Room, the public is invited to enjoy the Vendor Walk where food, displays, kids play area and areas to sit and relax are available. “We’re planning on arranging several areas around the park where people can stop, take a rest and enjoy the sights and sounds of the fair at their leisure,” Easy said. The Agriplex will also be a hive of activities. And yes, that includes a beekeepers display as well as horse and carriages, farm animals and several other displays. And what fair would be complete without a stroll through the Fur and Feather barns where all manner of critters and birds will be judged and displayed – always a family favourite. With demonstrations galore and a smattering of wonderous gizmos from the Antique Machinery Park, the 2012 Fall Fair promises two days of family fun. Fur and Feather, a Fall Fair highlight Quesnel Fur and Feather Association has been promoting the appreciation of breeding and showing of birds and small fur-bearing animals for decades and will, once again, fill the dedicated fur and feather barns at Alex Fraser Park with all manner of creatures during the Quesnel Fall Fair, Sept. 22 – 23. QFFA president Thomas Christien is looking forward to the show and invites the public to wander through the buildings and admire the exceptional entries on display. “I have a passion for poultry and rabbits,” he said. “This is a great club to share those interests with.” With prize books at various locations around town, the public can enter their prize-winning poultry including ducks, geese, pigeons, turkeys, game birds and all types of chickens, or fabulous furry creatures including rabbits and cavies. “Memberships, at just $12/year for a family, will be available and I encourage individuals or families interested in exploring this rewarding hobby to consider joining,” Thomas said. “However, membership is not a requirement to enter this show, so reg-

ister your poultry or animals; its a fun experience.” QFFA has been celebrating fur and feather excellence and educating the public for decades. A walk through the barns is an education in itself. SQBA presents 2nd Annual Outdoor Movie Night ANNIE GALLANT Observer Reporter Remember the thrill of dressing up in your pyjamas, climbing into the car with your family and going to the drive-in theatre? South Quesnel Business Association is recreating that family fun with its Second Annual Outdoor Movie Night Sept. 14 at the Kart track, behind the oval track at Cariboo Raceway Park. “We’re holding the movie night at the Kart Track to promote the park,” SQBA president Rob Moutray said. “Its a great venue for such an event.” The Lower Mainland company, Fresh Air Cinema, provides the mechanics and the large inflatable screen which offers an excellent viewing experience from anywhere on the kart track. Outdoor Movie Night is also a fundraiser for local charities and this year all donations go to Jamie Loeppky, a young woman who is adjusting to life after her leg was amputated due to an accident in Mexico. “We heard about Jamie’s ordeal and how it had such a negative financial

impact on her family, so the association decided she would be a good local person to raise money for at this year’s outdoor movie night,” Moutray said. He went on to say people can bring lawn chairs, blankets, flashlights, umbrellas (just in case), snacks and any other creature comforts to make the night special. “People are encouraged to arrive early (gates open at 6:30 p.m.), bring a picnic dinner if they like, or a frisbee and enjoy the kart park,” Moutray said. “Kart volunteers will have the grounds

groomed within an inch of its life and the great location lends itself well to family activities.” The movie begins as soon as its dark enough (Moutray estimated around 8 p.m.) and there will be a concession on site for those wishing to truly experience the drive-in atmosphere. The audience can choose their spot to set up on the kart track with the oversized screen – at least 20 feet tall – in an ideal viewing location facing the track. This year, the movie playing is The Pirates - Band of Misfits,

an animated family movie with tons of laughs. SQBA is asking for a minimum donation of $2 a person, however all donations are gratefully accepted and will be passed on to Jamie Loeppky. There are no tickets to purchase, just show up at the gate. Each person will receive a bracelet and are free to go anywhere on the track. If last year is any indication, the little bit of rain didn’t phase the crowd,

everyone had a great time. Watch for directional signs either up Racing Road or Westland Road. “There’s no end of possibilities for the Cariboo Raceway Park,” Moutray said. “Concerts, festivals, any kind of public performance would suit that park, in addition to the great track sports.” So pack up the kids, snacks and chairs and enjoy the Outdoor Movie Night Sept. 14.

Lynn Sanford Whitecotton February 1932 - July 2012

Lynn was born in Quesnel and lived most of his life in the Cariboo. He drove highway trucks until the early 1960’s, then started driving logging trucks in the Quesnel area, where he drove for the last 27 years for Unimack Carriers. Lynn retired in 1994 and enjoyed travelling, ﬁshing and camping. He is survived by his wife Dora, daughter Lynda Clayton (Howard) of Quesnel, sons Randy (Kelly) of Smithers, Glen (Cindy) of Prince George, Rick (Carolyn)

of Quesnel, 6 grandsons, 1 granddaughter, 3 great grandsons, his sister Helen of Abbotsford and brother Eldon of Smithers. He is predeceased by 1 brother and 2 sisters.

Cheyann Newman was invited to be part of Team Western Canada, which competed against a worldwide array of teams in Bolzano, Italy. Below is her story in her own words. urope was so much fun, but the two weeks went by too quickly! We started off with team photos at the Calgary airport, transferred at Amsterdam onto Milan then bussed to Innsbruck, Austria where we arrived at our hotel 18 hours later. We were tired because they are nine hours ahead of us and we were too excited to sleep on the plane. Every day we had a busy schedule: up by 6:30 a.m. with full days and a curfew at 11:00 p.m. Our schedule: Innsbruck, Austria for three days, but the second day we bussed to Vipiteno, Italy for rafting and shopping, then off to Italy for the rest of the trip: Val Gardena bus tour of the Dolomites one day, Bolzano and Egna for the six day hockey tournament and shopping, Verona and Venice for one day each for shopping and tours, Milan for two days, then back to

Canada. There was so much to do in Austria and Italy: touring, walking and shopping, playing hockey, fun activities and meeting new people. Our team and parents filled five rafts when we went rafting and most people, including myself, got thrown out of the raft at least once, even one instructor got tossed from his raft. The river was so cold, even with the wetsuits most of us had a hard time catching our breath when we went into the river. Rafting was the best team event; we all wanted to go again. We went to the zoo in Austria (Alpenzoo), toured many castles, practiced at the Innsbruck Olympic Centre, did shopping and lots of walking. In Austria, a few of us went on three different cable cars to reach the highest point of the mountain called Hafelekar, 2256m high. It was windy and cold at the top, which was nice

because it was over +35 degrees celsius at the bottom. The team took a bus tour through the Dolomiti Mountains. The view was incredible if you could handle looking down the edge of a cliff. With all the hair pin turns, most places only one vehicle could go at a time, so vehicles had to back up until there

was a place big enough to squeeze past. Our bus rubbed against another bus and also ended up hitting a cement guard rail. Riding in the gondola in Venice was very exciting. It was very busy; an experience I won’t forget. Even the taxi boat to get to the shopping was fun. There were lots of souvenirs and places to explore.

By the time we were in Bolzona I was so ready for hockey. I wasn’t even jet lagged. I wasn’t nervous, just excited and the practices just made me want to play even more. Some of the girls talked about not feeling well, some had jet lag and some said they had problems getting their legs going. I was lucky; I felt great. I felt even better when the coach gave us our jerseys and I was assistant captain. I was surprised, for I was one of the only girls the coach didn’t know until our practices in Edmonton. When he gave me my jersey he said, “You deserve it, play hard and enjoy this experience.” That is exactly what I did. Standing at centre ice listening to our anthem and then scoring my first goal were two of the most memorable points. Hockey was great in Bolzano. There were seven teams: U.S.A., two other teams which were mostly from the U.S.A. with a few Canadians,

Scandinavia (Finland and Sweden), Italy and my team Canada West NAHA Panthers. My favorite hockey team to play against was my friend Janika’s team called, “Scandinavia Elite,” which was a team that was made up of Finnish and Swedish players. At the end of the tournament we ended up with four wins and two losses. We did not make the semi-finals, despite beating the second and third place teams who only had three wins, while we had four wins. They ended up in semis and we didn’t because of tournament rules, which no one understood. The ice rinks were huge and the ice was soft. Some teams had a lot of skilled individual players, but we played better as a team so we were able to beat them. They were very rough. Here they would have had interference and roughing penalties, but nothing was called there. The refs made hardly any calls during the games; even when punches were thrown between players or even for offsides. During our last game with Italy their bench cleared

and they began to fight the five of us on the ice, but after the game we traded clothes and they said they love Canada the best! What happens on the ice stays on the ice. Being able to watch and play against the other countries was a good experience. The games were hard, fast and good hockey. I wish we could have played more hockey and more countries. I had a lot of fun. Besides playing hockey in Italy, my two favorite parts of the trip were white river rafting and meeting my new friends from Finland and Sweden. I enjoyed every second being in Europe even the + 32 or higher weather all day every day. I was sad when I had to leave. I hope to go to Europe again because it was an amazing experience. Maybe I will be able to compete again at the World’s Selects. I want to thank all of my sponsors and family members to help make this happen, without you I would have never been able to do this. This, I hope, is just the start to a long and happy hockey future.

The Wolfpack prowls in Quesnel JONAS GAGNON Observer Reporter The WolfPack prowled in Quesnel last week, teaching teamwork and how to forearm pass. Chad Grimm, an assistant coach with the TRU Men's volleyball team and erstwhile local, was in town to coach local students and help them grow in the sport they love. Grimm was happy to be back coaching in Quesnel. "I always like coming here cause the kids have a really good work ethic," said Grimm. This year however, the number of students who came to learn at the volleyball camp was drastically lower than usual, with 18 students, 11 grade nine to twelve students and seven grade five to eight students, coming out to take part. Most years, Grimm, who has been running the program in Quesnel for nine years, said anywhere from 30 to 40 athletes show up for the popular volleyball school.

This year however, volleyball, like many other school sports, has taken a bit of a hit. "Part of it is there's not as many local coaches anymore," Grimm said. Coaches who had been working within the school system had moved or stopped coaching, leaving some of the kids without teams he said. Besides that, the teachers job action may also have affected it, according to Grimm. "There wasn't as many teams because teachers weren't coaching as much," he said. Despite the lower numbers, the students who did show up had fun. Kassidy Flanagan, a student in the early sessions for younger students enjoyed her time at the camp. "I did it last year and I liked it. I told my friends to come so I had lots of friends to come with," she said. The camp focused on refining basic skills like passing and serving, so the athletes would have a firm base to grow their skills on. See PAGE A19

Fred & Barb Watkinson built the interest in butcher cows with 1423 lb cows trading to 75.25. The Salle Ranch 1405 lb cows traded to 76.25, their 1920 lb butcher bulls marked 86.75. The Quilchena Cattle Co put the go to our feeder trade. Their 758 lb heifers traded to 127.25. A ring full of their 910 lb Red & Red Blaze Face steers traded to 129.00, a pen of their 794 lb steers set a pace at 137.25, and a group of their high yielding butcher cows 1288 lb traded to 76.75. Long Farms from Kelowna had 908 lb Red & Blk steers trade to 128.75. Dan & Colleen Law had 660 lb Blk steers sell to 146.50, the 738 lb Red heifers traded to 132.00. Though the younger kids were not able to put the jump serve together, Grimm said serving is one of the few volleyball techniques that can be practiced alone and the footwork required for a jump serve builds a foundation for spikes as well. "I think sometimes we limit kids," said Grimm. "If they know what they're doing they can practice and that will help them a lot." With the foundational skills in place, the students are positioned well to continue their training.

My Shadow and Me I go out walking, my shadow and me, He struts along, as proud as can be. Sometimes he’s short, and sometimes quite tall, There’s time that he’s huge, and times that he’s small. He follows real close, like a wagon and horse, He marches along, but won’t talk of course. Mum is his nature, he won’t say a word, This silly old shadow is completely absurd. You must be alert, as you march out in glory, When there’s no shadow, it becomes quite a story. If you can’t see the sun, you walk all alone, Humming a song in a tune of your

own. Once you come in, for that much needed rest, Your shadow stays out, he’s no longer your guest. But once you go out, he’s waiting for you, To jaunt in the sun, so he can tag along too. It all seems so nice, just being around, Watching our shadow dance on the ground. For later that day, there’s no time to play, So my shadow is hidden and gone on it’s way. Elaine Couldwell
