KITIMAT - BC LNG Export Co-operative, the partnership between the Haisla and LNG Partners LLC, will be sending out bids for its production and output possibly as early as this week, while they look for a final goahead before Christmas this year. That’s the word from Tom Tatham, managing director for BC LNG. Earlier this year BC LNG received a 20 year export licence for liquefied natural gas from the National Energy Board. The Sentinel contacted BC LNG after it received word that new changes to the Canadian En-

vironmental Assessment Act on July 6 would mean certain projects in the country would no longer require an environmental assessment. Douglas Channel Gas Services, one of the arms of the co-op, was among those affected. Tatham said that this change of policy won’t necessarily speed up development of the LNG facility as they were on track with their schedule already, and said that there’s no cause for concern that they won’t get an assessment because the construction and operation is fairly small-scale anyway, especially compared to the larger proposals in line for this area. “Our process was never as in-

volved as the bigger projects,” said Tatham. He did say they would still work with the Department of Fisheries and Oceans regarding potential impacts on the marine environments. Meanwhile the company is moving ahead in issuing requests for nominations this week, which will allow companies to bid on supplying the gas and purchasing it for the project’s Train 1. The facility is looking to an initial 700,000 tonnes per year output. As long as everything falls into place as it’s expected he said that construction should start before the end of this year with an operation date sometime at the end

Tatham said they are considering self-generation all their electricty after BC Hydro announced changes to its power rates. Tatham said BC Hydro introduced new rates which meant they wouldn’t receive the usual industrial rate for power. “We’ve told them either you do that or we’re likely to supply our own power,” he said. He said they’ll decide on their power structure once they firm up their financing.”

Rupert crime down despite statistics, says the RCMP By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - The Prince Rupert RCMP say that while the city had the eighth highest crime severity index in the country according to figures released last month by Stats Canada, it’s important to note the number actually dropped from last year. In the previous year Prince Rupert also ranked eighth, but this year

the overall CSI dropped 8.07 points, or 4.25 per cent, while non-violent crime dropped 11.66 per cent. “For the Prince Rupert RCMP Detachment this was a significant achievement,” said Cst. Matt Ericson in a statement from the local detachment. “The largest contributor to the decline in these statistics is largely the Prince Rupert RCMP’s members themselves. Often these members go above and beyond their

call of duty and remain after hours to complete files, apply for search warrants and in some cases attend the detachment on their days off to complete their investigations.” “These members are valued assets, and are dedicated to the community of Prince Rupert.” However, the detachment acknowledges that the violent crime increased year-over-year, but say that is attributed to “a local group attempting to break into the drug

Thornhill Mountain lookout gets spectacular restoration thanks to efforts of companies, agencies, clubs, people By Samantha Garvey THE NORTHERN CONNECTOR

TERRACE - A community collaboration is responsible for the rebuild of a lookout at the top of Thornhill Mountain. A lookout has been perched on the peak since the 1920s. But in recent years, the building had fallen into disrepair. To celebrate its centenary, the forest service in Terrace undertook the project to rebuild the lookout. But it wasn’t

alone. “(Projects) like this only happen when the community gives support,” said Carl Johansen of the local forestry service. And the community answered the call. The carpentry class of the Northwest Community College Trades Program completed the walls, roof and rafters as part of a class project. Quantum Helicopters flew the crews in and out of the site at a discounted rate and add-

ed a free day of flying. Labour was provided by B.C. Timber Sales, the Wildfire Management Branch and local contractor John Vandevelde. Terry Myhr from the McElhanney engineering firm in Terrace designed the structure, including cables that extend from each corner of the building. Further donations were provided by the rotary and Kinsmen Clubs of Terrace. The idea began with Johansen, and the timing

fit with allocations of funds to restore old lookouts from the BC Forest Service head office. But the overall project required more than the initial seed money from Victoria. “If it relied on our budget alone, it wouldn’t have happened,” said Johansen. To the top of Thornhill Mountain is a sevenkilometre hike, which would take an avid hiker nearly four hours to complete. The lookout was first

built in the 1920s. The new one was built on the exact same spot. “We were able to salvage the foundation,” said Vandevelde, adding that workers did need to touch up some spots. The cables went up Aug. 16. Close to hurricane-force winds blow over the top of the mountain so cables are necessary to keep the lookout right where it is. Prince Rupert Seniors bring back medals By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - Seniors from Prince Rupert took to sport venues around Burnaby last week for the 2012 BC Senior Games, and came back with a haul of 15 medals. Seven of those medals came in the poo with Don Davies bringing home three gold medals - including the men’s 55-59 200 metre freestyle, the 55-59 400 metre frestyle and the 55-59 800 metre freestyle - and one silver medal in the 55-59 100 metre freestyle. Just behind Don in the medal count was Andrea Anderson, who captured silver in the 6569 100 metre freestyle and bronze in the 65-69

400 metre and 800 metre freestyle. KITIMAT - Kitimat Council has asked for a report to come back from administration about costs association with a program offered through BC Hydro. The utility budgets $1 million each year for a program to go towards beautification projects that would essentially move power lines underground. Councillors wanted to know how much the town would have to front to do such work at the Viewpoint.

Stats are in for Kitimat’s July crime report By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Kitimat council received the July crime report from the local detachment at their last meeting. There was a single sexual assault in the month, as well as nine common assaults, one criminal harrassment, four threats against a person and 11 animal calls, four being for bears. One case was opened regarding cocain trafficking, and two for possession of marijuana. No businesses were broken into but two homes were.

Two vehicles were reported stolen, and there were 25 calls for causing a disturbance. Twenty-three driving tickets were issued as well as 35 warnings. In the comparison from this year to last, there have been 10 sexual assaults this year compared to seven last year. Assaults with weapons and assaults causing bodily harm are still below 2011’s 13 at 11 to-date. There has only been one business break-in this year compared to 20 in all of last year. And this year 14 homes have been broken into so far, compared to 22 in 2011.

TERRACE - The annual A&W Cruisinâ&#x20AC;&#x2122; for a Cause Day happened Aug. 23 at around 750 A&W locations in B.C., including here in Terrace. The event saw $1 from teen burger sold that day go towards helping fight multiple sclerosis (MS). Canada has one of the highest incidence rates of multiple sclerosis in the world and it is the most common neurological disease of young adults in Canada, effecting more than 55,000 Canadians. Inspiration for the yearly event harkens back over a decade to the Cruisinâ&#x20AC;&#x2122; for a Dub club, groups of classic car enthusiasts who would meet at the local A&W. The Terrace A&W raised almost $3000 this year through 360 teen burger sales, a bake sale, mug donations and more, while the Kitimat location raised almost $1300.

Six assessments cancelled By Shaun Thomas THE NORTHERN CONNECTOR

PRINCE RUPERT - When the Conservative government’s revisions to the Canadian Environmental Assessment Act took effect last month some 492 projects currently under review in the province no longer needed to have an environmental screening done, including a number here on the north coast. But of the six projects in the area, only one of them is in Prince Rupert. Improvements to the Prince Rupert aquatrain facility, owned by CN, began an environmental assessment in 2008 and was cancelled on July 6, 2012, due to the new Canadian Environmental Assessment Act. The project had called for the construction, operation, modification and decommissioning of the needed components; the removal

and disposal of an aging timber mooring wall, installation of four socketed pile dolphins, excavation and re-contouring of the foreshore area, in-water blasting and disposal of sediments. Two projects in Metlakatla no longer need assessments should they proceed. The first is for a sewage treatment upgrade that would see the construction and operation of an aerated lagoon, pump station, sewage forcemain and disinfection system as well as upgrades to an existing marine outfall. The second project is the construction of a Fist Nation Health Centre. In Lax Kw’alaams there were three projects no longer needing an environmental assessment. The band had proposed to construct a new transfer station, a community school and construction of a new sewage treatment plant.

The money came from participants â&#x20AC;&#x201C; individuals and some teams â&#x20AC;&#x201C; who donated and received pledges, 11 sponsors and businesses, who gave cash donations, and many gift donations were given in food/bev-

erages and for the prizes, she says. Participants walked or ran the Twin Spruce Trails, children enjoyed a scavenger hunt and a treat on their return, says Iamele. An information table on-site included forms and information from the BC Transplant Society, she adds. â&#x20AC;&#x153;I believe we are getting the message out and hopefully closing the gap of 85 per cent saying they agree with being

registered but only 18 per cent actually being registered,â&#x20AC;? says Iamele. The 25 volunteers made the day a great success, she says. The Knights of Columbus hosted a hotdog barbecue, and the Dragon Boat Society came out and had others join them for a 2.5 km paddle, she adds. â&#x20AC;&#x153;I am looking forward to the fourth annual walk, next year,â&#x20AC;? she says. TERRACE - A northwest First Nations leader said he plans to help the owner of Black Press find money to build an oil refinery. Gitxsan land claims negotiator Elmer Derrick said he applauded the Aug. 17 announcement made by media mogul David Black about plans to build a plant that would refine crude oil from Enbridge’s proposed Northern Gateway pipeline project. That would mean refined products like gas, diesel and kerosene would be exported on tankers instead of raw bitumen, reducing the threat to the coast. Derrick said the jobs that would come should the refinery be built and operate would make a significant dent in First Nations unemployment. “I think he made a bold move and it’s commendable,” said Derrick. “The whole thing about adding value to Canadian products is very important for me because we can’t just continue to ship raw materials out for other people to add

value to,” he said. The refinery plan calls for approximately 6,000 workers to be hired for the plant’s construction phase and about 3,000 permanent jobs afterward. “I always laugh at the statistics that Canada puts out about unemployment,” said Derrick, pointing to a recent Statistics Canada unemployment report showing a rate of 11.9 per cent for July for the North Coast and Nechako region, which covers just west of Vanderhoof to Haida Gwaii. “When you go to the villages, most of them average about 75 per cent unemployment,” said Derrick. “Our noses don’t seem to count when it comes to Canada statistics, and that really pisses me off.” He said the refinery could help with First Nations unemployment. “It will make a huge difference in the lives of young people in this community,” he said. “That’s why I spend so much time trying to bring development activity to this area.” Derrick said that

other First Nations leaders have contacted him since the announcement, although he wouldn’t divulge the names of those leaders. “I’ve talked to a number of aboriginal leaders and they’re quite interested ... different people from around the province who have phoned,” Derrick continued. But a good idea needs money to happen, and Black doesn’t have the capital to finance the entire project himself,

he said. “There’ll be people, like me, that will be trying to find other investors to bring into the mix,” said Derrick. So far Derrick is the only First Nations to openly endorse an oil refinery in the northwest. The Kitselas, on who traditional territory the refinery would be built if it does go ahead, have reserved judgement pending a full review of the Northern Gateway pipeline project.

DIANA ALBERTA ELKINS

nee Whiting February 9, 1926 - August 21, 2012 Surrounded by her family, Diana passed peacefully at Mills Memorial Hospital in Terrace, B.C. She was predeceased by five sisters, Joan, Molly, Joyce, Evelyn, Anne, husband Bob Elkins and partner Dr. Roger Hicks. She is survived by her son David Elkins (Leslie), two daughters, Dawne Kay of Ottawa, Ontario and Robin Elkins (Rob Babiuk) of Grand Forks, BC, her brother Bob Whiting of Vernon, BC, five grandchildren, five great-grandchildren and many nieces and nephews, in particular her niece Samantha McGowan of Terrace. Diana, a granddaughter of the Duck family who pioneered the Kamloops area in the late nineteenth century, was proud to call Terrace home since her arrival from Prince Rupert in 1949. She raised her three children, managed Terrace’s first medical clinic, and enjoyed many years working at the Terrace Airport for TransProvincial Airlines and Okanagan Helicopters. Those who met the very social Diana were always charmed by her vibrancy, generosity and upbeat nature. She will be greatly missed by her family and good friends. Donations in Diana’s memory can be made to the Dr. R.E.M. Lee Hospital Foundation, 4720 Haugland Avenue, Terrace, B.C., V8G 2W7. To honour Diana’s wishes, no service will be held.

Mickey was a true inspiration to all those that she met and will be remembered as a person who touched many lives on her journey here on earth. A funeral service was held on August 1 which was presided over by Pastor Clint Magnus. In lieu of ﬂowers, donations can be made to the Rod and Gun Association for a memorial in Mickey’s memory.

Mickey will be forever in our hearts and always in our prayers.

Shannon Michelle (Mickey) Maag would like to thank all of the people who were so supportive and generous during Mickey’s final days and during our time of grief. A special thank you to those that helped with the funeral service and reception that was held afterwards. There are far too many friends, family and community members to list but without the support of this community we could not have made it through this time.

Tourism Capacity Coordinator In 2011, The Cruise Ship Task Force was launched as a coordinated effort to re-engage cruise passengers and attract new cruise lines. The volunteer-led activities were successful in terms of engaging visitors, but sustainable development of the cruise sector in Prince Rupert will only come through the growth of excursion capacity for passengers. Despite our outstanding venues and activities, there is a shortage of tourism operators in the region. The Cruise Task Force is focused on incubating entrepreneurship through the creation of expanded tourism opportunities. We will concentrate on enhancing guest experiences through unique activities and settings. Inside Drag racing ender By Ed Evans THE NORTHERN CONNECTOR

TERRACE - The 2012 drag racing season winds down this weekend with the last of four races scheduled for the Terrace Regional Airport. There is talk of running a rain out weekend September 8th and 9th for the rain cancelled June race, but at press time it wasn’t known if this is an option. Racers have been running in the year long points series in their separate classes and first place in each class is up for grabs. Kris Barnett in his Yellow Altered leads the “Super Pro” class. Russ Gutnechkt and Gord Hidber round out the top three. In “Pro” class, Brandon Roth leads the pack with fellow Kitimat racer Randy Baker close behind. “Sportsman” class has two Rupert racers running for first place, with last years “Sportsman” winner Dana Amado rounding out the top three. Delany Ribero holds down first place in “Jr Dragster” with two first place race finishes, but first place is still possible for Lou Ribero and even for Tanner Daum. Should be a competitive weekend. Racing begins at the Terrace Regional Airport Saturday and Sunday with time trials at 10:00 and eliminations at 1:00. So join us on the weekend and see the smoke and hear the thunder. New coach vaults into Kitimat By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Bogdan Ilyushchenko has just vaulted into a new job with the Kitimat Dynamics Gymnastics Club as the new head coach. Ilyushchenko now adds Kitimat to an already impressive background including touring with the Cirque du Soleil show. He takes over from outgoing coach Angela Pitzel. Ilyushchenko has toured the globe extensively. As part of the high bar act with Cirque du Soleil’s show Alegria, he spent time in the United States, Canada, and Europe, as well as 14 months in Japan, which he said was the best time he had throughout his tours. But after three years his mind began to wander to new opportunities, which lead him to take the job in Kitimat. He said he’s excited about the new job here, and is already enjoying the positive relationships he’s cultivating with the athletes. Having moved here from Montreal, he’s impressed by the quality of people in town and their friendly demeanours. He said people back in Montreal are very rushed. Young Terrace golfer’s drive pays off By Anna Killen THE NORTHERN CONNECTOR

TERRACE - When 11-year-old Cody Bailey travelled to Prince Rupert to compete in his first golf tournament, he didn’t think he had much of a shot – especially when he saw that the athletes he was competing against were between 13 and 18 years old. But Cody left the Prince Rupert Junior Jubilee on Aug. 12 as the low-net winner, shooting 103 on the par 70 course on both days. In golf, the low-net winner is the player who shoots the best overall compared to his handicap, while the low-gross winner is the golfer who shoots the best out of the whole field. Cody’s handicap right now is 25. But the tournament wasn’t his personal best. “That was two weeks ago,” said Cody, at the Skeena Valley Golf Course after participating in the last day of the junior summer golf program. “I shot 83.” “He’s probably out here five, six times a week,” said his dad, Allan, noting that golf is pretty much all Cody wants to do. The Skeena Valley Golf Course junior program ran all summer and Cody was an avid participant. Even though the program is over, Tuesday nights are still designated junior night at the course. Cody, who attends Uplands Elementary in Terrace, also plays soccer and hockey. But golf is his passion. He’s even started beating his dad out on the course – and

teaching his younger sister the ways of the green. Cody started playing over three years ago with his dad, shooting balls at the range and taking a few shots here and there out playing rounds on the course. He won a fun tournament put on by the junior program last summer. But the Junior Jubilee in Prince Rupert was his first serious, out-of-town competition. Cody is hoping to get a job at the golf course next summer, and he’s already talking about the B.C. Summer Games. The low-net award is in memory of Francis Marie Wharton Loeppky, who was a junior at the Centennial Golf Course. She died on the highway between Rupert and Terrace in 2003 and her mother has been giving out the award since 2004 and will do so until 2014. The plaque reads: “May a spark of her spirit and determination remain within you.” “It’s a real honour,” said Cody’s dad. Junior Jubilee Champion for 2012 went to Prince Rupert’s Sten Sundin. He shot rounds of 72 and 71. Smithers Junior Nathan Cachia took second place and was awarded Championship Flight gross, joined by his brother Jacob, who took gross honours in the First Flight, followed by J.J. McMunn of Prince Rupert. Championship Flight net was awarded to Mitch Turko of Smithers. Dallis Kerbrat from Hirsch Creek in Kitimat was the First Flight net winner.
