N
anaimo educators are looking forward to a calmer school start-up in September compared to last year. Teacher job action lasted for most of last school year, with administrators taking over supervision and other duties from teachers from September until March, a three-day strike and then a withdrawal from extra-curricular activities for the remainder of the school year. But a deal reached in July between the teachers’ union and the province should mean a return to normal, said Jamie Brennan, school board chairman. “I’m looking forward to a positive and constructive year,” he said. The first priority for trustees this fall is finishing the strategic plan, which will guide all future decision-making in the district. Brennan said the board expects the first draft to be ready by the end of September. “Getting it done means we’ll be able to put our tiller in the water and know which direction to steer in,” he said. Brennan said trustees also plan to focus on some immediate needs that aren’t impacted by the strategic plan, such as seismic

Another new development this fall is the new learning services department, which includes the introduction of school-based, inter-disciplinary teams that will move from class to class and school to school to help teachers deal with challenging learning environments. Brennan said it is important to ensure the teams are making a real difference in classrooms and making teachers feel supported. “It can be a lonely job in the classroom,” he said. “We want teachers to feel they’re fully covered by staff.” Justin Green, president of the Nanaimo District Teachers Association, said teachers are looking forward to more certainty this fall – last fall they returned to work with no contract and unsure of what they should and shouldn’t be doing during job action. “Without a strike and without anything out of the ordinary, it should be an ordinary startup,” he said. “Everything should be as usual.” Green said the union will be busy this fall ensuring the new learning services department is deploying resources where they are most needed and participating in discussions about the strategic plan. ◆ See ‘ENROLMENT’ /5

Fellowship opts for extreme weather shelter I GROUP WAS overwhelmed by daily demand. BY TOBY GORMAN THE NEWS BULLETIN
Organizers of the city’s only full-time cold weather shelter say they were overwhelmed last year and as a result will be operating this winter as an extreme weather shelter only. The First Unitarian Fellowship of Nanaimo at 595 Townsite Rd. had operated an extreme weather shelter prior to last winter, but an increase in funding provided an opportunity for the fellowship to extend its service and stay open nightly from Nov. 15-March 15, 7 p.m. to 7 a.m. Last winter, the 24-bed shelter hosted 18 to 25 people nightly, a demand that Arthur Lionel, chairman of the weather shelter task force for the fellowship, said taxed volunteers and the program to their limits, if not beyond. “There were too many people. When we were open every night we were overwhelmed every night,” said Lionel. “There are people who would like us to be open every night no matter what the weather but we are not interested in that. We are interested in providing an opportunity for homeless people to get taken care of when the weather is extreme.” Last year, the program received $48,000 from the Nanaimo Working Group on Homelessness because of its status as a cold weather shelter. An extreme weather shel-
ter, which opens when the temperature falls below freezing or heavy rain accompanies temperatures of 2 C or below, is funded through B.C. Housing. Gord Fuller, a community activist for social justice and chairman of the 7-10 Club, said he is concerned that reverting back to an extreme weather shelter will create an inconsistency in the service and could even endanger lives. “In many ways it would have been better if the Unitarian Fellowship, when making the decision to go back to extreme weather only, had decided not to continue providing the service and allow another organization or group take on the running of the shelter,” said Fuller in an address to city council Monday. The Nanaimo Working Group on Homelessness closed a request for proposals process on Aug. 31 for other organizations willing to take on a cold weather shelter. A sub committee will meet Sept. 20 to discuss those options and others to ensure the city’s homeless have adequate shelter during the winter months. Bruce Anderson, the city’s manager for planning and design, said money is available for an organization that wishes to take on a cold weather shelter. Coun. Diane Brennan said that until the committee reports back to council, there is no need for council to intervene in the process. “Until the sub committee comes and says we’re having difficulty then I am absolutely hesitant to step in and interfere with this,” she said. reporter2@nanaimobulletin.com

Mounties seek threat suspect Mounties in Tofino have turned to the public to help find Gilganesh Palm. Palm, 39, also known as Gill or Gilly, is wanted under 10 criminal charges stemming from an incident in Tofino, May 24, when he allegedly made threats to cause bodily harm and operated a boat in a dangerous manner. Palm is Caucasian, 5’8” tall with a heavy build, brown hair, brown eyes and possibly wearing a beard. Police believe Palm left the Tofino area and could be living on his boat in Nanaimo, Parksville or Port Alberni. Nanaimo Mounties are asking for the public’s help to find the next of kin of a man whose ashes were found near Nanaimo River Road. The trailer is highly specialized and used for hauling telephone poles. 2012-23068 In the early morning hours of Aug. 7, three light standards at an industrial site at 2400 Labieux Rd. were damaged. The poles were purposely hit by a vehicle and completely bent over, destroying them. 2012-23047 On the evening of Aug. 20, 244 metres of wire was stolen from three power poles across from the Country Club Centre on the Island Highway. According to Dan Fox, organizer, some of the trash removed from the stream included a chesterfield, nine shopping carts, four bicycles, three scooters and a large pile of metal. One of the participants
removed bolt cutters wrapped in sweatpants, earning them a $25 gift certificate from Page Point Bistro in Ladysmith for the most unique item removed from Chase River. Nanaimo Regional Landfill waived the tipping fees, and Quality Foods provided the river stewards with a gift certificate for the return of the shopping carts. The Chase River is home to resident rainbow and coastal cutthroat trout and also provides habitat for spawning chum and coho salmon. In 2011, approximately 400 coho and 3,000 chum returned to the Chase River to spawn, providing one
of the strongest returns in recent history. “As an urban stream, the Chase River needs our help to keep it clean so that fish populations can continue to thrive there,” said Fox. “It is efforts such as these by concerned citizens and stewards that continue to make Nanaimo a beautiful place to live.” The Harbour City River Stewards is a group of people dedicated to the restoration and conservation of salmon habitat and aquatic ecosystems in Nanaimo, including Millstone River, Chase River, Beck Creek and Departure Creek. editor@nanaimobulletin.com

Missionaries from Nanaimo church head to camps in Washington to spread message of caring BY RACHEL STERN THE NEWS BULLETIN

paper cut-out heart tacked to Colleen Shoqist’s fridge door is a constant reminder of her experiences doing outreach in migrant worker camps this summer. “It’s very heart wrenching,” said Shoquist about the condition of the camps. Shoquist and other members of the Woodgrove Christian Community Church, based out of the Heritage Church building in Lantzville, visited the camps from July 30 to Aug. 4, to lead a Vacation Bible School, which includes arts and crafts, singing and games, and they bring toys, clothes and other items for the children. Five Woodgrove members were joined by five members of a Seattle-based church on the project. They visited two migrant camps in the Mount Vernon area of Washington, which different church individuals have been visiting since about 2005. It’s the second year Shoquist has made the journey. A decision she made because of her motivation to help and give the children the message that God loves them. At the Washington migrant camps the adults work in the fields picking produce during the days. They often lock their doors to keep belongings safe and children end up with no indoor space to stay in, said Steve Wilkinson, pastor of Woodgrove church. The older teens are often in charge of the care of younger children. “That is so sad to see young children looking after young

children,” said Shoquist. The camps the Woodgrove members visit consist of workers primarily from Mexico’s Oaxaca region. The adults often only speak their native language of Mixteca, but the children are usually multilingual and speak Mixteca, Spanish and English,
said Wilkinson. He said migrants often follow the cycle of crop growing and continually move from Arizona to California to Washington. During the school year some children are able to attend classes. Wilkinson said sometimes people question why the church works in the Washington camps and not with B.C. camps. He said the church has an established relationship of trust with the people in the Washington camps because they have done outreach work in them since about 2005. If the opportunity arose the group would consider doing work in B.C. camps. The migrant worker’s well-being is also an issue Canadians should consider, he added, because of the amount of fruit and vegetables imported from the U.S. that
Canadians consume. “The fruits and vegetables imported from the states, it’s being picked by these people. It’s being built on the backs of these people,” he said. Suzanne Wilkinson, who also went with the church group, said she tries to prepare herself mentally for the poverty she encounters in the camps each time but it’s never successful. “It affects me every single time – you don’t grow accustomed to it,” she said. “They live in really, really dreary little rooms.” Some of the camps they visit, Suzanne describes as the rough camps, have a reputation for crime and sometimes people openly carry knives in the housing area. “The other camp just breaks my heart. I cannot fathom how people live in such conditions,” said Suzanne.
There is one family the Wilkinsons have established a close relationship with over their years. Marcelina, one of the teens, is going to be the first person in her family to graduate high school and wants to attend college. The family is currently trying to figure out how to apply for Marcelina’s citizenship under the Dream Act. The church does outreach projects in the United States and Mexico and anyone can join the members during their work. Taxpayers fund carbon trust On occasion government spin slips into a deceptive state and that is where B.C.’s much-lauded “carbon neutral” status resides today. In the annual report of the government-controlled Pacific Carbon Trust is the claim: “The most notable accomplishment of the last fiscal year ... was the achievement of carbon neutrality for the provincial government.” In fact, carbon status is a tax-shifting sleight of hand dispensing corporate welfare to less-than-needy businesses. In 2007, the government called on its agencies to reduce carbon emissions to zero, but that would be an accounting exercise because you can’t operate hospitals and schools without leaving a carbon footprint. So, the government created the Crown corporation to turn the magic of mathematics into a greener B.C. The trust’s job is to find the money to buy carbon credits and reinvest the cash on greenhouse gas reduction projects. According to the Canadian Tax Federation, only 12 private companies or individuals bought carbon credits last year for $54,050. The rest of the trust’s $14-million budget was funded exclusively by taxpayers. On Vancouver Island, those tax dollars included $870,000 from the Vancouver Island Health Authority. That’s tax dollars that should have been earmarked for much-needed upgrades to hospitals. Who got the cash last year? Canfor, Interfor and Lafarge for “switching fuels”; Timberwest for “improved forest management”; and, Encana for “state-ofthe-art drilling.” These corporate bottomline initiatives would have been undertaken regardless of PCT handouts. The vast majority of projects were underway before the trust decided they were worthy of taxpayer support. This is just corporate welfare under the guise of green washing B.C. and it isn’t right. Archer’s suggestion is to follow Australia’s example and allow provisional registration before youth turn 18 – keeping the legal voting age at 18, but allowing a youth to register to vote at age 16 or 17. Provisional registration would become active registration on their 18th birthday. Archer notes that many teachers have expressed support for this concept as it would allow meaningful action by their students in the context of civics education. My vote would be for simply lowering the legal voting age. I spoke with Abbotsford West MLA Mike de Jong a couple years ago about this issue when he hoped to become the next premier. His suggestion was to lower the voting age in B.C. from 18 to 16, which he argued would afford more opportunities to teach about the importance of voting. By age 16, youth are old enough to research candidates and form their own opinions. With the help of some lessons from teachers on the importance of voting, it could instill in youth a lifelong appreciation for this civic duty, thus influencing coming generations of adults. Morden an attraction-in-waiting To the Editor, Much has been written recently of the need for Nanaimo to have a major focus as a tourism draw. There could be that iconic place – and the Friends of Morden Mine have been working very hard to convince the rest of us that it is doable. I am writing of the headframe and tipple of the old Morden Mine. The Friends have done much of the preliminary work that could lead to this structure being restored, with an interpretation centre/ museum. This would be the only restoration of what was once a

Class promotes cultural tolerance Modern Arabic fiction course popular among students at Vancouver Island University BY MARILYN ASSAF
E
nglish professor Katharina Rout had little background in Arabic literature when she proposed it as the theme for a fourth-year Vancouver Island University comparative literature course. “Initially, I thought we needed a course on modern Arabic fiction because, collectively, we know too little about the Arab world and because Canadian students would benefit from the insights into Arab culture and the daily life of Arabs that literature can provide – insights very different from those we get in the news media,” said Rout. “I thought it would be great if we all learned more – in particular given the public debate, the attitudes and the ignorance. I thought it would be very timely.” The first offering of the course attracted a mix of domestic and international students – many from Arab countries. While there were some tense moments along the way, it turned into such a success that it will be repeated in 2013. Rout, and her collaborator for the course Mohammed Hawamdeh, VIU’s International Students’ liaison, will also share their experiences in a presentation in November at the Canadian Bureau of International Education annual conference in Montreal. “It was a tremendous opportunity to promote internationalization of our campus,” said Hawamdeh. “Everybody felt it was a good experience.” Rout was attracted to Arabic fiction through the work of Egyptian novelist and playwright Naguib Mahfouz. His writings were included in a world literature course in which Rout focused on the novels of Nobel Laureates. “I read a huge stack of novels by Mahfouz and absolutely adored his work,” said Rout. “I was fascinated by his writing.” It was well before the 2012 Arab spring uprisings against authoritarian regimes, but Rout’s interest continued to grow. She read a New Yorker magazine article that listed several authors from the Arab
world who deserved more attention and Rout began to build a collection. Initially, Rout had trouble attracting students. She suspects domestic students may not have felt qualified to delve into the writing of authors who were unfamiliar to them and international students may not have been aware of the content of English courses offered at the third- and fourth-year levels. Rout took matters into her own hands and created a poster that she displayed on and off campus. Enrolment got a big boost when Hawamdeh, who has a Jordanian background, volunteered to help with recruitment of international students and delivery of the course. “Thanks to Mohammed’s promotion of the course to the Arab students on campus, several of them enrolled. Several more dropped by to participate and share their views of the literature and talk about their own experiences,” said Rout. Rout and Hawamdeh knew that delivery of the course required a heightened sensitivity to the widely diverse perspectives of participants and they made a concerted effort to make sure that the viewpoints of each participant were acknowledged. “We could never expect what was going to happen in class,” said Hawamdeh. “We didn’t know how it was going or where it was going. We had to be alert and sensitive to every word and notion and look that was made in class to maintain the right environment for learning.” Rout pointed to the example of a student’s request to post a map of the region. It seemed straightforward at first, but it raised questions about how borders depict the status of disputed regions. Rout and Hawamdeh were aware that some domestic class members were affected by stereotypes and had suspicions that Arab students might feel sympathetic to autocratic regimes or Islamic extremists. Rout and Hawamdeh were gratified that tension and suspicions that were evident early in the course were replaced with warmth and friendship.

“Sensitivities remained but you could see everybody developed an attitude: I want to contribute and make it work,” said Rout. “The class came to cultivate an attitude of mutual respect—in fact, ‘respect’ became one of the key concepts the Arab students used to explain their own culture and one of the key behaviours everyone worked hard to model in their contributions in the classroom.” “When people decided to lower their barriers, get out of their trenches and reach out, they started to take on a positive approach,” said Hawamdeh. Early in the course, Hawamdeh talked about the parallels in the “sibling” religions – Islam, Christianity and Judaism and pointed out how the Qur’an calls for equality of men and women. There were also discussions on how citizens of a particular country may not adhere to the political stance of their leaders and how there are diverse views and ethnic groups throughout the Arab countries. Rout and Hawamdeh could see students gain insights about the common ground they share as they explored Arab fiction.

Stories that touch on the hardships of poverty, repressed sexuality, love and loss reveal traits that resonate with readers from widely different backgrounds. “Every student had to read a book for a class presentation. And in every book there is a story that shows no matter where you live around the world, we share the same problems of everyday life,” said Hawamdeh.
VIU multi-media graphic designer Linda Hildebrand took the course out of personal interest and said she appreciated the contributions made by Arab participants. “Instead of studying a literature of another culture at arm’s length, having members of that culture present made it authentic and easier to recognize that there are other experiences and points of view,” she said. “It ought to be a requirement of everyone’s education – studying a very different culture with representatives of that culture.” Rout and Hawamdeh are eager to present the Arab literature course again and strengthen the collaboration between the international and arts and humanities departments at VIU. They also appreciate support from colleagues in VIU’s English Language Centre who participated in the class and supported English as a Second Language students who visited the class as guests and guest speakers. Filmmaker explores Nanaimo River in documentary
A local filmmaker is set to premiere his documentary about the historic and contemporary uses of the Nanaimo River. Paul Manly plans two screenings of his film Voices of the River at Nanaimo Centre Stage on Sept. 21 at 7 p.m. and 9:30 p.m. Each viewing will be followed by performances by some of the musicians featured on the film soundtrack. Many people that Manly interviewed see the Nanaimo River watershed as “the lifeblood of this community.” It is not only the main source
of drinking water for the city, but also one of the most important ecological features of the mid-Island region, comprising of more than 800 square kilometres and providing habitat to a wide range of wildlife, including rare and endangered species. Kathleen Agnes Born in Lacombe, Alberta, August 30, 1933; died in Nanaimo, BC, August 28, 2012. Kathleen was predeceased by her husband, Bob Frew and two of her sons,, John and Michael. She is survived by her children: Alan (May), Don (Brenda), Laura (Dave), Rick, Wendy (Doug), and Gerry (Sabrina). She is also survived by her brother, Gord (Moira). Mom had numerous grandchildren and great grandchildren, all whom she loved deeply. Mom had a major stroke a few years ago which robbed us of her beautiful singing voice. She has been residing in Malaspina Gardens for the past few years and even with her health problems, she never complained and held her head high. The Frew family would like to thank the wonderful staff at Malaspina Gardens, who treated Mom like their own. There is no service, by request.

he bad boy of lawn bowling is back. Nanaimo’s Hirendra Bhartu returned to the green this summer to capture another mixed pairs provincial championship, and this month he hopes to complete the comeback with a national title. Bhartu, 54, doesn’t fit the mould, perhaps, of what people might expect on the lawn bowling green. He might talk a little bit of trash and he’s quick to offer his opinion. But he can sure back it up – Bhartu is one of the best at what he does. After taking a year and a half away from the sport, Bhartu reunited with teammate Josephine Lee to go undefeated at provincial championships in Richmond in July. Six of the seven games didn’t even need to go to the final end. “Everybody there was like, ‘Man, you haven’t lost it at all,’” said Bhartu. “Why should I?” The Beban Park Lawn Bowling Club member first took up the sport down the road at the Nanaimo Lawn Bowling Club, and went on to great success. He and Lee have made

three prior trips to nationals, all of them ending with gold medals. He has another five national gold medals in other singles and pairs divisions, plus 15 wins on the professional tour. At the end of 2009,
Bhartu was ranked fifth in the world and joined Team Canada for the Commonwealth Games in New Delhi in 2010. There, he was asked to play vice-skip on the triples team, rather than the skip position he
believed he had earned. “So I’m standing there questioning, why am I in the middle? I don’t play here. Change the order.” Bhartu wasn’t shy about sharing his views with the skip. “I said, ‘Hey, buddy,
look at this. This is not going to work. You have to say something.’ Well, he didn’t. Well, I said something; they didn’t listen to me.” Bhartu felt that the team had no chance to win a medal, and it didn’t. He returned home and stewed for a while, going so far as to e-mail the national team’s coach, suggesting he resign. “I don’t hide my emotions…” Bhartu said. “I think I’m entitled to speak out because I can. I’ve been in situations, I’ve played world champions.” During his semi-retirement, he must have continued to throw bowls subconsciously. Because he found himself surfing the web, looking at pictures of provincial champions. They looked pretty good, he thought, in Team B.C. jackets the exact same shades of blue and yellow that were his school colours growing up in Fiji. “[At provincials] they said, ‘I thought you were retired,’” said Bhartu. “I said, ‘No, no. Scott Ranger, who was surely in the conversation for league MVP, was named the most valuable player on the Nanaimo Timbermen for 2012. The Coastal Windows Timbermen senior A lacrosse club announced its award winners last week. Ranger was acknowledged as the team’s top scorer as well as MVP, and also won the Mac Maude Memorial Three Star Award and shares the Keith Westwood Memorial Award for most inspirational player with Cayle Ratcliff. Ranger, a Nanaimoite and team
captain, was a Western Lacrosse Association first-team all-star in 2012 after leading the league in both goals (55) and points (92). Cody Bremner was the easy choice for the Timbermen’s Rookie of the Year award after being named the WLA’s Rookie of the Year earlier this month. Bremner’s 69 points put him fourth in league scoring. Chris O’Dougherty and Myles Kenny shared the Best Defensive Player award and Kenny also received the Keith Manns Memorial Award as the team’s unsung hero.
Cory Conway was chosen Most Sportsmanlike Player and Sean Nugent was selected as Most Improved Player. Earlier this month Ratcliff was named the WLA’s winner of the Maitland Trophy for outstanding play, sportsmanship and contributions to minor lacrosse. T-men goalie Zak Boychuk was a WLA second-team all-star. LACROSSE TALK … In other WLA news, the Langley Thunder won the championship on Wednesday, beating the Coquitlam Adanacs 9-5 to take the series in six games.
Long weekend delays scores Nanaimo sports teams were busy on the long weekend, but scores won’t be available until later this week due to early press deadlines. Notably, the Nanaimo Clippers and Nanaimo Buccaneers hockey teams closed out their pre-seasons and the Nanaimo Redmen midget team kicked off the Vancouver Mainland Football League season. Also, wheelchair racer Michelle Stilwell and adaptive rower Tony Theriault began their respective competitions at the Paralympic Games in London. Seven-a-side soccer starting Nanaimo Seven-a-Side has a few spots left for players who want to try its fast-paced brand of soccer. The league, which holds games Wednesday nights at Harewood Centennial Park, is preparing for another season starting Sept. 12. Already organizers are closing in on the 30-team maximum. “We’re having a ton of fun and our response has just been huge,” said Brandon Curr, one of the league organizers. Men and women age 19 and over can participate. There are co-ed recreational A and B divisions and a competitive division that isn’t fully co-ed, but includes some women. Everyone wants to be on the VIU Mariners. After two straight trips to nationals, Vancouver Island University’s men’s soccer program has seen a ton of interest this pre-season as
players look to make the 2012 team. Every time the coaches come close to choosing a roster, more guys show up at practice. “There’s a lot of competition, especially amongst some of the younger players this year,” said Bill Merriman, the team’s coach. “We’ve got a very good group of first-year players, probably one of the strongest I’ve seen in awhile up at VIU.” There are also a few famil-
iar faces. Chris Merriman, Davis Stupich and goalkeeper Robbie Cochrane all return to the team after helping the M’s win a national championship in 2010. Cochrane’s return means that VIU has three keepers – Scott Brown is coming off a strong spring soccer season last year with the Victoria Highlanders and Dan Mercer helped VIU to a national bronze medal last season. “It’s very interesting to watch,” said Merriman.
Overall, the Mariners envision having a lot of depth and strength at all positions. “We’ve got a lot of good leadership with the team, mixed in with the new players,” said the coach. “That’s the best for us, being able to have the combination of the two.” GAME ON … The Mariners start the Pacific Western Athletic Association season Saturday (Sept. 8) with a road game at Langara. sports@nanaimobulletin.com
