The $8.6 million sale of the Catalyst Paper Elk Falls site to Edmonton developer Harold Jahn, owner of Pacifica Deep Sea Terminals Inc., has been delayed. The sale, announced with great fanfare Aug. 16, was scheduled to be complete on Wednesday, Sept. 5, however, the date came and went with Catalyst still scrambling to clear the property of valuable leftovers. Cortes Island regional district director Noba Anderson has been warned she could be the author of her own “demise.” That warning comes from Strathcona Re gional District (SRD) Chair Craig Anderson, the mayor of Gold River, in reference to Anderson’s summer newsletter to her constituents in which she suggested that one island resident was undermining the majority. Anderson – writing that she was just back from a “self-imposed mental sanity leave” – commented that Cortes resident Wendy Legare “has attended just about every regional district board meeting for close to three years and writes repeatedly to the board about
issues that matter to her.” The Cortes director suggested that without other Cortes Islanders in attendance at SRD meetings Legare’s “minority view can greatly influence decisions and therefore undermine the majority will.” Anderson also took aim at all Cortes Islanders because “very few of you will ever take a day out of your lives and incur the ferry cost in order to witness local gover nment decisions and processes.” Finally, she wrote: “It would not therefore occur to you to either support (Legare’s) perspective on issues or present your own.” SRD chair Anderson says he has reviewed the Cortes newsletter in question and can find “nothing underhanded in (the direc-

Island grandmothers kick it into high gear You may have seen these three women, Jackie Leigh, Margo Cormack and Linda Carlson, peddling their blue bikes about town. They will be joining 30 Vancouver Island grandmothers cycling from Campbell River to Victoria, September 7 - 9, to raise funds for African grandmothers who are faced with the unimaginable task of burying their own children and then raising their HIV/AIDSorphaned grandchildren. Cormack and Leigh are looking forward to joining the ride for the first time this year. Carlson did it last year and found inspiration in cycling the beautiful back roads of Vancouver Island with a group of wonderful women from across the Island. Many had done it several times and the oldest was 80-years-old. The journey begins today at 9 a.m. in Rotary

Much of the demand is due to increases in the senior population. Employers are struggling to fill vacancies. Since 1997, employment levels in B.C.’s healthcare sector have grown by 28% province wide, with even more growth on retirement hot spots, such as North Island communities.

Government employees strike likely not the last TOM FLETCHER BLACK PRESS Provincial government employees staged their largest one-day strike so far Wednes-
day, to press for a bigger wage increase, with two thirds of the workforce off the job at ministry offices, liquor stores and ICBC offices province-wide.
Both the government and the B.C. Government and Services E m p l o ye e s ’ U n i o n remained unwilling to budge from their positions after negotiations
broke down over wage increases this spring. The union executive is meeting next week to consider further strike action this fall. Two earlier one-day
strikes targeted liquor warehouses and then selected resource ministry offices across B.C. Government negotiators offered raises of
two and 1.5 per cent for the next two years, then withdrew the offer after the union staged the first strike. BCGEU chief negotiator David Vipond said

Wednesday the wage offer has been tabled and withdrawn three times since talks began early this year, a tactic he called “peek-a-boo bargaining.” And after three years without a wage increase, he said the union is sticking to its demand for 3.5 per cent in the first year and a cost-of-living raise of about 2.5 per cent in year two. “They want us to reduce our real income over this contract, and we’ve already taken a five-per-cent hit,” Vipond said in an interview. “So to try and chisel us again with a skinny deal doesn’t make sense to us. We want to at least keep up with inflation and gain a little of what we have lost.” P re m i e r C h r i s t y Clark unveiled her new cabinet lineup in Victoria Wednesday as BCGEU pickets circled gover nment offices downtown. Both Clark and Mike de Jong, the new finance minister, said they have no intention of increasing the burden on taxpayers to provide bigger raises. “The government’s position on this hasn’t changed,” Clark said. “I am not going back to taxpayers for more money in order to give gover nment workers a raise. We are in very tough economic times.” The government estimates that the wage offer adds up to $1,700 more over two years for a BCGEU employee making $48,000 a year.

Women will Take Back the Night Take Back the Night is a local march in solidarity for Campbell River women to raise awareness of women’s rights to be safe from violence in their communities and homes. As a group, women are still greatly overrepresented as victims of sexual violence. According to the Canadian Women’s Foundation, one in two girls in Canada will be physically or sexually abused in their lifetime. The first Canadian Take Back the Night march was in Vancouver in 1978, as an event to
speak out against violence, sexual assault, and harassment. It is about women reclaiming the right to be able to walk without fear at night and to eliminate sexual violence. All

Planning for Life Changes If someone has appointed their child or children as their Attorney and the attorney is taking their parent’s money; what protection is available?

When someone (the “donor”) makes a Power of Attorney then essentially they are appointing a representative that has the responsibility to protect and manage the ¿nancial assets of the donor. The attorney is not allowed to bene¿t from the donors resources. However, if the attorney abuse his/ her position and take the donor’s money then it’s likely that family/ children of the donor will intervene and attempt to protect the donor. If the attorney is a child of the donor and takes their parent’s money then government department called Public Guardian and Trustee has the authority to investigate and protect. Anyone (neighbor, friend, relative, etc.) can notify the public guardian and trustee. There were recent changes made in this area of law and the public guardian and trustee was given many new enforcement powers. Making a Power of Attorney is not simply signing a letter of authority. It’s a quite complicated area of law. One should seek legal advice in the matters related to Power of Attorney. “Planning for life changes” is a not-for-profit group made of local professionals who will be providing free seminars that will cover various aspects of life including retirement planning, income taxes, Wills and Power of Attorney, real estate matters, and funeral planning.

Labour cauldron bubbles as classes resume The summer holiday is over and the kids are back in their classrooms for another 10 months of education. Along with the ABCs and three Rs, this year they may even get report cards. This year students and their parents We say: Next B.C. don’t have to worry about scrapped after-school activities or navigating government will the simmering tensions between have its hands teachers and administrators. In September 2011, students entered full with teachers classrooms with teachers on a workto-rule footing. Instruction didn’t stop, but teachers didn’t write report cards, wouldn’t host parent-teacher conferences after school hours and in some cases,
coaching for sports teams was taken over by volunteer parents. In some schools principals, vice-principals, superintendents and managers scrambled to watch elementary kids at recess and after school. A three-day strike in March capped off a terrible year in public education. This year classrooms are basically back to normal, but the labour war between teachers and government bubbles behind the scenes – especially with the issue of class size and composition. The BC Teachers’ Federation is suing the government to regain bargaining rights over these factors. BCTF has a court date in December.
Just before he announced his retirement and left the education portfolio veteran cabinet minister George Abbott said he expected the next round of bargaining with teachers to begin next March or April. However, that process will be quickly sidelined by the May election which most political pundits and pollsters expect the NDP to win handily. The BCTF won’t waste its time seriously negotiating with a lame-duck Liberal administration when it can re-start negotiations with a more labour-friendly NDP government. And, the dearly departed Liberals will be more than happy to hand this hornet’s nest to their friends across the aisle. To the winners go the headaches.

Mayor needs defending Well I just can’t sit on my hands and say nothing, especially when our great mayor needs defending. Although the River Radio news was sympathetic that no one defended Walter Jakeway from Mr. Alan Edie’s verbal abuse, I do know that the Courier Islander’s and the Campbell River Mirror’s report in my opinion was not very favourable for our mayor and made Mr. Edie much too favourable in my opinion. Just prior to the Tuesday, Aug. 28, 2012 council meeting our mayor went through Mr. Edie’s Ironwood Mall, (on the outside of the construction fence), to have a viewing of the Development Permit on the council’s agenda, and for this he gets chastised for doing his job? What the real problem is, is that Mr. Edie was already excavating well prior to the Development Permit being approved. Well the next best defence is a good offence. Mr. Edie has enough experience to know that the mayor being in the storage business would have to take leave during the Development Permit discussion so he comes out verbally attacking our mayor and trying to make him look like the bad guy. Backyard chicken farmers: We know you’re out there

What Does New York City Have that Campbell River hasn’t got? Legal chickens in their back yards…housed in coops on their fire escapes and on their roof tops – that’s what they’ve got. And here we are in our pleasant seaside community housing potential criminals who are secretly raising chickens under bushes, in their basements or cooped up in derelict cars in order to avoid the fearful eye of the bylaw officer. We know you’re out there…you residents of Willow Point and Campbellton and Quinsam Heights. You are forced to go undercover by your desire to have fresh eggs for
morning breakfasts, gardens free of black slugs and destructive insects, pesticide free berries and veggies for your families plus plenty of droppings for the compost pile. More than a year has passed since the city conducted public surveys and posted very specific questionnaires on the development plans for the communities. The question of support for backyard chickens received full support from participants except for the No Vote of a former mayor who confided in me that he thinks chickens are dirty. Perhaps, as a child, he was chased by a depraved chicken. On the other end of the stick another retired mayor
secretly raised chickens for many years inside municipal borders and thinks the naysayer mayor is “crowing in the wind.” The Agricultural Steering Committee, of which I am a member, will be coming forward to city council in late September to appeal for a poultry bylaw that will allow these cuddly cluckers to live life to the fullest. It will free their masters from the terrifying possibility of finding a bylaw officer checking under bushes and peering into basement windows. A poultry bylaw will be a gift to the environmentally concerned residents when we can at last keep family birds with big ben-
efits. Chickens have great personalities and are interesting to observe. They will joyfully eat and recycle all our kitchen waste, thereby reducing municipal organic waste. They provide insect control and contribute rich fertilizer for gardens and composters. They allow families to take control of their desire to “eat local” and become more food secure. And…best of all… the city’s support for a bylaw will allow Campbell River to join the ranks of Island municipalities with visionary ideals. Those include Victoria, Oak Bay, Metchosin, Esquimalt, Saanich, Langford, Duncan, Nanaimo and Port Alberni.

No greater coach than Charlie I met Charles John for the first time in 1979 at the Campbell River Eagles Boxing Club. I was 12-years-old. He became my lifelong friend, mentor and companion, and coached me through 11 years of amateur boxing competition. A lifetime of watching him interact with people in an amazing number and variety of ways; Charlie was a great sportsman, gifted athlete, motivator, and
tremendous coach. His continuous inspiration to others, his knowledge and ability, unique training methods, leadership, easy going personality, and the pleasure and fun he always was to be around, were instantly appreciated and respected by all those he came into contact with. To be included in or even just to watch, one of his spirited and intense wrestling matches, was
something that everyone always loved. Perhaps Charlie’s most unique and wonderful talent was his ability to interact, communicate, teach and produce such a positive feedback in young people. Whether it was in or out of the boxing gym, he affected people in such a positive way and always fostered admiration. He was sometimes merciless and intense while pro-
viding coaching, training or leadership in the boxing gym, but he made it fun, rewarding, and people always came away with a smile; knowing they had been enriched by the experience. He disproved the commonly held boxing belief that a tough and gritty coach has to separate himself from or avoid friendship with his pupils or protégés. Charles John was a fantastic boxing coach.
I have met and been coached by many people across Canada and around the world, and no one bettered Charles in his knowledge of the mechanics of boxing, fitness, and strategy. In Campbell River, on Vancouver Island, across B.C., Canada or anywhere; Charles John was boxing at its purest and finest.

Sylvie passed away peacefully at the Campbell River Hospital on Sunday, September 2, 2012 at the age of 58. Sylvie was born April 15, 1954 in Moffet, Quebec to Henri and Colette Poitras. Sylvie grew up in Elliot Lake, Ontario and made her mark on the community through her work at St. Joseph’s Hospital and her many friends and family. There she met her partner in life and love, Steve, and they were married on March 5, 1983. Sylvie and Steve welcomed Emilie on August 22, 1986 and built their close family unit ďŹ rst in Elliot Lake and then in Campbell River, where Sylvie worked for the BC Winter Games and then the City of Campbell River. Sylvie was an incredibly warm-hearted individual who will forever be remembered by those who knew her as a bright light and a brilliant organizer. She loved to paint with her friends, read, travel, sing and gather family & friends for dinner. Sylvie was seless until the end, as was her nature. A loving wife, mom, sister, aunt and friend. Sylvie is survived by her husband Steve and her daughter Emilie (Liam) of Victoria, BC and her brother, Ray (Penny) of Campbell River. In lieu of owers, Steve and Emilie would appreciate donations be made to the Alzheimer’s Society of BC in Sylvie’s name. There will be a celebration of her life at 10:00am on Saturday, September 8, 2012 at Sutton’s Campbell River Funeral Home with a reception to follow. Bud Dewar passed away unexpectedly on September 02, 2012 at the age of 78. Bud was born in Vancouver, BC. He was raised on Cortes Island where he once again settled in his later years. Bud was adventurous and not easily daunted. He cleared land with his cat combed. He always cat and and logged logged and and beach beachcombed. dreamed of ying and got his helicopter license in his early forties. Bud pioneered the ying of shake blocks up and down the coast. He ran tug and barge for many years. His love for animals and ying remained close to his heart. He will always be remembered as an amazing story teller and for his many pranks that he was famous for. He will be sadly missed by family and friends. No service by request. Lyle Raymond Shaw January 12, 1947 August 29, 2012 Lyle Raymond Shaw, age 65, died August 29th 2012 in Nanaimo General Hospital, with his family close by his side. He passed away after a sudden fight with pneumonia. He was predeceased by his parents Gordon Raymond Shaw and Rita Marie Zaphyrine Shaw (Simard). He was a loving father to his children; Lawrence (Sophie Theoret), Tamara, Raymond, and Samantha (Jesse Godin). Grandpa to grand-daughters; Roxanne, Ann-Sophie and new grandson Bowie Godin. Brother to Darlene (Lawrence MacIntyre), Barbara, Joy, Russell, and Carl. Proud uncle to his nephews and nieces. Lyle was born in Montreal on January 12, 1947 and grew up in P.EI. He joined the RCAF and served in Bagotville and Comox. During his years on the north end of Vancouver Island he worked a variety of jobs. He owned two Radio Shack stores, one in Campbell River and another in Port McNeill. Lyle held many different sales positions throughout the years and made many friends along the way. He had many passions in life; travelling, fishing, music, cars, flying and reading. He was a real computer guy and liked to keep up with the latest in technology. He spoke fondly of his family in P.E.I . and enjoyed sharing stories of his adventures both on the east coast as well as the west coast. He left us much too soon and will be forever missed by his children, grandchildren, family, close friends and all who knew him. Lyle would want us to lift a glass in a toast to celebrate his life, listen to one of his favourite songs, and to continue sharing the fond memories that he left with each one of us.

She said the problems started when the city re-zoned her property from Commercial-5 (C-5) to Commercial-6 (C-6). “In 2007 they changed the zoning on my property without my knowing,” Kruse said. “In 2010 I was going to do some re-financing and I found out it was a C-6. The banks refuse to re-finance me for anything as long as it’s a C-6. And recently my home insurance people have refused to insure me, also because it’s a C-6.” Kruse said when she purchased her home the proper ty was zoned C-5 but it was

then re-zoned without her knowledge. Now she’s trying to sell her home but with little luck. “I actually had an offer on the house and they went to get financing and they couldn’t get financing either, so I’m kinda frozen,” said Kruse, who feels she’s being forced into leaving her home. “I’d prefer to stay there but I can’t get financing to re-finance my mortgage. If it doesn’t get changed, I’ ll have to leave Campbell River.” City Manager Andy Laidlaw said Kruse’s property was changed from residential to commercial sometime between 1949 and 1998. He said the re-zoning from C-5 to C-6 in 2007 should have no
effect on Kruse’s property as the activities allowed under both zonings are virtually the same. C-5 zonings allow for a retail store, hotel/motel, or other licensed facility. With a C-6 zoning, acceptable uses are a retail store, hotel/ motel, licensed facility, neighbourhood pub, or seasonal recreational facility. The change to a commercial zoning would have happened during a re-zone of the entire community, to match other properties in the area. “There’s very little difference, it would not affect the issue being addressed here,” Laidlaw said. “The zoning changed from C-5 to C-6 under the change of a bylaw so the use and description of activities
allowed under those zones would not have affected your property.” Kruse disagreed. “There may not be any difference to you guys in this zoning but the banks refuse to give money on a C-6 zoning,” she said. “They refuse to finance anything on a C-6 unless you’re a commercial business and I’m residential. For some reason the whole world hates C-6.” Laidlaw suggested Kruse meet with him to sort out the problem. “We’ re pre pared to abdicate on (her) behalf to the bank,” Laidlaw said. “We’re prepared to meet with her and bring in the resources needed to deal with her problem.”

Claymates back by popular demand Let your children be creative in the pottery classes offered through the City of Campbell River Recreation & Culture Department this fall. The popular Claymates programs begin this fall at the end of September. Beginner classes for Grades 6 and up are held on Mondays, starting Sept. 24. Classes for Grades 2 to 5 are held on Thursdays, starting Sept. 27. Both classes are held between 3:30 and 5 p.m. at the Community Centre. Students will exercise their creativity learning hand building, sculpting and glazing techniques, plus work on the potter’s wheel. The cost of the six-week programs is $80. Something new this fall is the Claymates Sampler prog ram. Home-school f amilies can participate in a pottery program designed just for them on Thursdays, starting Sept. 27 between noon and 2 p.m. The cost of the program is $42. The other Claymates Sampler program will be held on the first Pro-D Day, Friday, Oct. 19 between 9 a.m. and noon. The cost of the program is $18. Show and Shine celebrates 20th Cambell River celebrated Labour Day with a fantastic ending to summer. The season concluded in style in downtown Campbell River and at the Tyee Plaza on Sunday as the North Island Cruisers held its 20th annual Show and Shine. From a 1899 car powered by steam to a 2,500 horsepower nitro funny car, there was everything and more for car, truck and bike lovers. The weekend kicked off on the Saturday night with a cruise around the city and then Sunday’s Show and Shine took place all along Shoppers Row as thousands of people came out to enjoy the day. The day was capped off with the Campbell River Hospice Society drawing the winning ticket for its car raffle. Proceeds raised at the Show and Shine will benefit local charities. All in all, it was a highly-polished 20th anniversary. Well done North Island Cruisers!

Mountain extends biking season Storm season begins tonight Mount Washington is extending its bike park season. T he mountain is opening the park for three bonus weekends: September 8-9, 15-16, and 22-23, so spread the word. “After starting our bike season later than we’d originally hoped due to high snowfall levels back in late July, we’re pleased to announce three extra riding weekends in September,” says Mike Manara, bike park manager. “The great weather over the last month has enabled us to open up the entire trail network, including Monster Mile and Timewarp.” The park has seen unprecedented trail improvements over the last month. The Campbell River Storm open its new season at home tonight. The Storm kick off its 2012/13 Vancouver Island Junior Hockey League campaign against the Oceanside Generals at Rod Brind’Amour Arena at 7:30 p.m. The team is coming off an excellent preseaon, in which the Storm went 2-0, posting victories again the Comox Valley Glacier Kings. Last Saturday, the Storm squeaked by the Glacier Kings 2-1 in Comox. The Storm fol-

Total destruction at Saratoga Speedway The Canadian and American teams duelled it out for country dominance over a two-day show at Saratoga Speedway.
Eight Americans and eight Canadians battled over the two days, with the winning honours going to Canada which won by a 682-638

Glenn Pinto (#02) was racing Figure 8s for the first time this year and he didn’t disappoint, winning the 15-lap main event. Travis Stevenson (#72) had a good night as well, in the Crash to Pass division, winning the heat and leading every lap of the 20-lap main event. The CanadianAmerican challenge was made up of three events on day one – a dash, tire changing event and a 20 minute timed race. Gregg Sagmoen (#89) from team Canada won the dash. Sagmoen also found himself in the winning circle for the tire changing competition, setting a time of 0:01:09 compared to team America’s time of 0:01:25. When Mike Neufeld was just 15 years old and heading off to his first job as a logger for Alaska Pine, “you were out of work as long as it took you to get to the next camp,” he recalls. Today, at 79, Neufeld, the artist, is out of
work because of global economic forces and inter national currency fluctuations over which he has zero control. Neufeld is best known around Campbell River for his second career as a “turner,” a master craftsman whose artistry on the lathe has produced
intricate vases of BC maple, African ebony, Mexican coca bola and Chilean blood wood that have fetched more than $2,600 a piece in the finest galleries. That was in the glory days when the Canadian dollar was languishing in the 60 cent range against the U.S. dollar. Continued on B8

Turner: Pieces used to sell like hotcakes Continued from B7 “I could barely keep up with demand,� Neufeld says. His pieces sold like hotcakes in galleries in Chemainus, Tofino, Granville Island and at the Delmar Fair in San Diego. Even though he tried to sell locally, a piece worth $1,600 could sit unsold in a local gallery for six months and then sell in a day for $2,100 in a gallery in Vancouver. Today, in the world of Loonie parity that $2,600 vase, that takes a week to make and contains wood that costs as much as $100 a board foot, is worth maybe $1,300. “The margins became smaller and smaller,� Neufeld says. “I was already giving 45 per cent to the galleries.� After all, this was more than a hobby. It was virtually a second career quite in keeping with his first. Neufeld was destined to spend his life
around wood. When he was just 15 his logger dad said: “You really don’t want to go to school do you? I’ll get you a job in the woods.� When Neufeld retired from forestry in 1993 he was a market logger managing his own timber sales. In 1996 his brotherin-law Walter intervened. “He saw I had nothing to do and told me to go out and buy a lathe. Arthritic care now closer to hom People in Campbell River who live with arthritis may benefit from the arrival of two new rheumatologists that are coming to Nanaimo. The pair will help kick off Arthritis Awareness Month this September by leading a free public forum. Dr. Alison Kydd and Dr. Nicole Baur are
going fill a gap that has impacted people living with arthritis on Vancouver Island. “We currently have one rheumatologist who is serving this part of Vancouver Island and that is not realistic, given the demand – there is a year’s waiting list,” says Cari Taylor of the Arthritis Society.

Drive Smart BC What Does It Cost to Slow Down in a School Zone? It’s tough to write a fresh article on some traffic safety topics. Urging drivers to watch for children and slow down in school zones at the start of each school year is just one example. Everyone should know this along with the fact that traffic police will be active in school zones issuing expensive tickets for those who don’t slow to 30 on a regular school day. So, let’s take a different look at the situation. Just how much does it cost a driver if they do slow down properly for a school zone? School zones are most often 50 km/h zones when drivers are not required to slow down. This is a speed of about 13.9 meters per second. My calculator also shows that the 30 km/h school zone speed is about 8.3 m/s. Now let’s consider a school zone about 400 meters in length. This distance might even be a bit long for most zones, but it takes about 29 seconds to drive this distance at 50 km/h. Slow down to 30 km/h and it takes about 48 seconds, or only 19 seconds longer. 19 seconds is trivial and I’ll dare to say that all drivers can spare 19 seconds out of their day to contribute to school zone safety. Add the fact that a collision with a pedestrian when driving 30 km/h is significantly more survivable than one at 50 km/h and you don’t have any logical way of justifying your failure to obey the speed limit in these situations!
