Rupert pellet plant gets the green light By Staff Reporter THE NORTHERN CONNECTOR
PRINCE RUPERT - The Prince Rupert Port Authority (PRPA) announced today that the environmental assessment of the Westview Terminal Redevelopment Project proposed by Pinnacle Renewable Energy Group (Pinnacle) is complete, and the project has been approved. PRPA has made the approval subject to strong mitigation and enforcement measures designed to ensure the operation fulfills its environmental, health and safety performance requirements. The assessment was conducted under the Canada Port Authority Environmental Assessment Regulations (CPAEAR) and included the participation

of a working group comprising the PRPA, Environment Canada, Fisheries & Oceans Canada, Lax Kwalaams, Metlakatla, and Gitxaala. Public input was solicited through an invitation for written comment, a May 29 open house held by the working group, and a June 18 public meeting held by Pinnacle Renewable Energy. Through this process, the assessment determined that the project as proposed is unlikely to result in a significant adverse environmental effect. The environmental assessment determination is subject to the implementation of a number of mitigation measures relating to environmental protection, including adherence to current regulations for maintaining air quality (including dust and greenhouse
gases) and limiting noise. Pinnacle will also be required to meet the following commitments: Air Quality: Pinnacle will be required to carry out continuous air quality monitoring by qualified environmental monitors throughout construction, operation and potential decommissioning of the project. Pinnacle will work with the BC Ministry of Environment to develop a plan that will achieve the required monitoring, ensure adherence to current regulatory standards, and determine corrective steps to be taken in the event that limits are exceeded. Noise: Pinnacle will be required to carry out continuous noise monitoring during terminal operations. Furthermore a plan will be designed to confirm the
accuracy of the Baseline Noise Assessment, confirm that the proposed noise mitigation measures are effective, and determine corrective steps to be taken in the event that limits are exceeded. In the event that emissions exceed the limits set out in any of the mitigation measures, Pinnacle is required to take immediate corrective action, and PRPA has specifically maintained the ability to require an operational shutdown if required. The Pinnacle terminal project represents an estimated capital investment of $42 million in Prince Rupert. It means 90,000 hours of construction work, up to 24 direct jobs in terminal operations, and a significant increase in the municipal tax base.

KITIMAT - The BC Ferries ship Northern Expedition anchored in Kitimat Harbour last week. The vessel diverted from its voyage from Prince Rupert to Port Hardy on Aug. 29 after a crewmember suffered a medical emergency. Deborah Marshall, communications director for BC Ferries, said that the issue was heart related and that a a doctor who was a passenger on the ship that day determined that the person had to receive immediate medical attention. When last heard, the patient was in stable condition. The ship’s emergency rescue boat was used to get the patient to shore. This is the first time that Kitimat has been used as an emergency stop for BC Ferries.

Terrace RCMP have busy time By Staff Writer THE NORTHERN CONNECTOR
TERRACE - Terrace RCMP have responded to approximately 132 calls for service between August 31, 8 AM to September 4, 8 AM. 11 of these calls were for false 911/alarms.
During the same time period 52 people were lodged in Terrace Cells. 44 of these were for public intoxication. In one incident, police observed two intoxicated people in the George Little park. A 49 year old woman and a 55 year old man were arrested for public intoxica-
tion. The man was on conditions to abstain from alcohol. The man was held for court and police are recommending a charge of breach of recognizance. As well, a cyclist who crashed was taken to Mills Memorial Hospital for treatment.

PRINCE RUPERT - In its report on US-bound cargo coming through Canada the Federal Maritime Commission (FMC) hinted that Prince Rupert may not be a secure port for use, and now the Prince Rupert Port Authority is disputing that claim. In its report, the FMC noted that there are “58 operational Container Security Initiative (CSI) ports that prescreen more than 86 per cent of United States destined containerized cargo; Vancouver, Montreal and Halifax are CSI ports, Prince Rupert is not�. The port authority says that any suggestion that Canadian ports are less secure than those in the US is “misinformed�. “We strongly reject the study’s subtle suggestions that security at Prince Rupert’s gateway is anything less than world-class,� said Prince Rupert Port Authority president and CEO Don Krusel. According to the port authority Prince Rupert is not part of the US-led

Interest sought to re-start Cadet program in Kitimat By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - Capt. R.J. Buller, CD, of the Canadian Cadets program, and recent transplant to Kitimat, is seeking interest from the community to re-start the cadet program. Kitimat did have a long-running Sea Cadets program however the doors were closed almost two years ago. Buller said that from he’s heard the program saw a decline in cadet enrolment and there was trouble getting enough adult involvement. But he believes that with times the way they are in Kitimat there’s a good chance to get the program going again. Buller joined the cadets in
1992 and has been an officer of the program since 2000. And when asked what it is that should make youth interested in the program, he said the experiences have proven useful in almost every job interview he’s had since. “Every job interview I’ve ever had, when I sat down with an employer and they asked me ‘state a time when you’ve overcome a problem,’ every example I’ve ever had has come from the cadet program,� he said. “There’s basically something for everyone in cadets.� Buller said that no one is limiting what sort of program will be offered, be it the Sea, Air, or Army Cadets. Where the interest is is where they’ll go. “If we have 30 kids who all
want to be in the air cadets we’ll look to form an air cadet unit,� he said. All cadet programs are free to join although there is a fundraising component to participation. Youth interested in participating in a cadets program are encouraged to visit www.kitimatcadets.com and fill out the online survey. That will give organizers the ability to see where interest lies. If the interest is there the hope is to begin training in the early fall. The experience is worthwhile, according to Buller, who said the friends he made when he was 12 are still his friends today. The program is open to people aged 12 to 18.
Open ďŹ res permitted in region again As of Friday, Aug. 31, open fires are permitted again in the Northwest Fire Centre. This applies to all BC Parks, Crown and private lands, but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are ser-

NEW AIYANSH - After several months of investigation on the heels of addressing the Terrace Chamber of Commerce, the Lisims/Nass Valley RCMP searched a house well known for bootlegging liquor in the small Nisga’a Village of Gingolx. Armed with a search warrant, RCMP detained an adult male and female searched the residence in the 1700 block of Volunteer Street. Officers seized two sealed cases of 26 ounce Smirnoff vodka and over 40 cans of liquor coolers drinks. Score sheets, liquor store receipts totally $1200 for the month August alone and small calibre rifle were also seized in the search. “The male resident of the home has been doing a brisk business re-selling liquor at twice the price we have information that he has been doing this for quite some time...� “Unfortunately his customers are usually those who are alcohol dependant, on social assistance or otherwise marginalized�. “This illegal activity just creates victims and we the tragic results.� Police will be seeking charges of Unlawful Sale of Liquor as the matter remains under investigation. Charge approval must first come from provincial prosecutors.

PRINCE RUPERT - Members of the BC Government Employee’s Union (BCGEU) and the Professional Employees Association (PEA) were on a one-day strike on September 5 to send a message to the government that a fair and reasonable collective agreement must be reached for the workers. According to the BCGEU, there have been no wage increases in the last three and a half years that equates to a five per cent wage cut after inflation in taken into account, and are seeking a deal for 3.5 per cent in the first year and a cost of living allowance in the second year. To help offset those costs the union says opening government liquor stores on Sunday and expanding sherrif duties would generate $280 million in government revenue per year.

Help Stewartâ&#x20AC;&#x2122;s heritage project STEWART - The community of Stewart and the Stewart Historical Society hope to revitalize and rebuild some of the communityâ&#x20AC;&#x2122;s heritage with the help of a grant. A project titled â&#x20AC;&#x153;Echoes of the Pastâ&#x20AC;? aims to revitalize nature trails, rebuild heritage gardens and reconnect children with their historical and natural heritage. There is a nature trail around town made around 1975 that needs some upkeep as well as the
heritage buildings and heritage gardens that need to be redone or restored, said Luba Kasum, vice-chair of the Stewart Historical Society. Itâ&#x20AC;&#x2122;s estimated that the project will cost about $80,000 to $90,000, added Kasum. â&#x20AC;&#x153;If we can get that, that would be great but we have to get as many people on board and voting for us as we can,â&#x20AC;? said Kasum. To that end, the community and society will be applying

for the Aviva Community Fund, which starts Sept. 24. There will be three qualifying rounds in which a total of 90 semifinalists will be chosen up until Nov. 26. The semi-finals then take place from Dec. 3 to 12. Judging goes from Dec. 20 to Jan. 28 during which time 30 finalists will be chosen, each of which will get $5,000. And then an overall winner will be chosen to get full project financing.

Kitimat Modernization Project spinoff represents an additional $56 million to the provincial economy for 2011 and continues to grow significantly as the project ramps up. The Kitimat Modernization Project is estimated to have accounted for a further 857 jobs in BC in 2011.

Cosmetics company vs Enbridge By Margaret Speirs THE NORTHERN CONNECTOR
TERRACE - Even the cosmetics industry is taking up the campaign against Enbridgeâ&#x20AC;&#x2122;s Northern Gateway Pipelines plan. An international company called Lush, which makes and sells handmade bath and body products, in messages printed on its sales receipts, urges customers to oppose Northern Gateway. And this spring it gave customers at its 45 Canadian stores the chance to cast a vote for or against the $5.5 billion plan to pump Alberta crude to Kitimat for export overseas. â&#x20AC;&#x153;Based on feedback from the shops throughout the campaign and our initial findings, we can confirm that the majority of in-store votes were against the Enbridge pipeline proposal,â&#x20AC;? said Lushâ&#x20AC;&#x2122;s Brandi Halls, who is directing the anti-Northern Gateway pipeline campaign in Canada. â&#x20AC;&#x153;We strongly believe that Canadians should have a say in their energy future and that each and every one of us should be making the final decision on projects like Enbridge,â&#x20AC;? said Halls. â&#x20AC;&#x153;By turning our shops into polling stations, we gave everyday Canadians a voice on the issue of tankers on B.C.â&#x20AC;&#x2122;s coast. â&#x20AC;&#x153;In so doing, people will also be reminded that next time thereâ&#x20AC;&#x2122;s an election, they have the option to vote for candidates who will stand up for our coast.â&#x20AC;? â&#x20AC;&#x153;We are a large B.C. based business with resources and the responsibility to make a difference so yes, we do believe that we can and are having an impact on this issue.â&#x20AC;? The â&#x20AC;&#x2DC;noâ&#x20AC;&#x2122; votes went to the Dogwood Initiative to add to its No Tankers petition that asks the government to protect the B.C. coast from oil tanker traffic. Lush also printed a page in its summer issues of its catalogue urging people to vote against Enbridge. The page explained who Enbridge is, gave details on the pipeline project and included a quote from Enbridge CEO Pat Daniel saying no one could promise that there would never be an oil pipeline accident. It also included, in red letters, â&#x20AC;&#x153;Whatâ&#x20AC;&#x2122;s at stake? The Northern Gateway Pipeline Project would put your water, culture, economy, land, ecosystem at risk.â&#x20AC;? The store also noted its campaign partner Dogwood Initiative, which works to protect rivers and coastline in B.C. from oil pipelines and tankers, as stated on its home page. As of last week, Dogwood Initiative official Eric Swanson said the petition had 137,253 signatures, mostly from B.C. residents. The petition is being sent to the federal government in batches of about 50,000 each time, he added. â&#x20AC;&#x153;We think the provincial government can make the right move and make these projects go away so we can focus on better projects,â&#x20AC;? said Swanson, adding that a number of people equals political power. â&#x20AC;&#x153;For the provincial government, they need evidence of a political win in it for them.â&#x20AC;? The Dogwood Initiative is being as political as it can without being partisan, he added. â&#x20AC;&#x153;I think itâ&#x20AC;&#x2122;s a big opportunity for both provincial NDP and provincial Liberals to strengthen their position and a stronger position I suspect will bring more votes,â&#x20AC;? he said, adding the Enbridge pipeline issue is set to become a decisive election issue in 2013. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m confident if the provincial government decided to stop [the pipeline] they could,â&#x20AC;? he said. The Dogwood Initiative has been one of the more consistent environmental groups to oppose the idea of having a pipeline carrying crude oil end up at a marine terminal and then be loaded onto tankers for a trip overseas. Enbridge earlier this week began presenting evidence at federal review hearings in Edmonton concerning its plan. Itâ&#x20AC;&#x2122;s the first time the company has had a chance to explain its $6.5 billion proposal. Hearings will also be held in Prince Rupert and these will take place toward the end of the year.

Another BC minister announces he won’t seek re-election By Tom Fletcher THE NORTHERN CONNECTOR
VICTORIA - Transportation Minister Blair Lekstrom has added his name to the list of retiring B.C. Liberal MLAs. Lekstrom announced late Tuesday he won’t run in next May’s provincial election. He said in a statement he is leaving “to pursue other opportunities in life” after 12 years as Peace River South MLA and five as mayor of Dawson Creek. Lekstrom quit the cabinet and the B.C. Liberal caucus in June 2010, after voting with the government to implement the harmonized sales tax. He rejoined the caucus last year and was appointed to the transportation job by Premier Christy Clark. “Politics can be an unforgiving profession, but I have always believed that – whether you are on the government side of the house or on the opposition side – we are all here because we believe we have something to offer which will make our province a better place, not only for the people

West Vancouver-Sea to Sky MLA Joan McIntyre and Richmond Centre MLA Rob Howard announced their retirement in separate statements Tuesday morning. McIntyre was first elected in 2005 and Howard in 2009. The changes came as Clark prepared to shuffle her cabinet, promoting MLAs who are running again. Surrey-Cloverdale MLA Kevin Falcon resigned as finance minister last week, joined by Education Minister George Abbott, Children and Family Development Minister Mary McNeil and Chilliwack MLA John Les in announcing they won’t seek re-election. Other B.C. Liberals who have announced they are retiring are Kamloops-South Thompson MLA Kevin Krueger, Burnaby-Lougheed MLA Harry Bloy, Vancouver-Fairview MLA Kash Heed, SurreyTynehead MLA Dave Hayer, Saanich North

João (John) Evangelista Verde March 20, 1927 - September 2, 2012 0 John E. Verde was born to a fishing family in Vila Praia de Âncora, a village on the north coast of Portugal. At age fourteen he became a mariner and fished on the Grand Banks. In 1955 he gained immigration to Canada, establishing the Verde family in this country. John’s fishing years were difficult ones and his stories of that era had a melancholic undertone. He worked for Alcan in Kitimat from 1956 to 1992 and this long tenure provided financial security for his family, both here and in Portugal. John was a founder of the Luso Canadian Association in Kitimat in 1961. On retirement, John joined a son and two daughters in White Rock, BC where he gravitated to the sea-side and spent his days strolling the promenade or netting fish in the shallow waters. Each day he would arrive home tired, but content. He was surrounded by family and two sons living in other provinces paid frequent visits. In December 2011, his wife Georgete died while he too was in perilous health. He went from the hospital to a care home before succumbing to cancer. The care he received (from individuals too numerous to thank individually) was exemplary and appreciated. John will be lying at rest beside his wife at the Garden of Gethsemani Cemetery where we may visit to reminesce and enjoy the pleasant spot that the two of them picked out. He is greatly admired for his dedication to family and will be missed.

Pre-deceased by her husband Jack Adkins, she will be missed and lovingly remembered by her sister Nicky Boates and family, her children; Jacquie Strachan (Tod), Bruce Adkins (Debbie), Rick Adkins (Terri), Tom Adkins (Jackie) and Sandi Stevens (Bob), and her 15 grandchildren and 11 great grandchildren. She will also be missed by many friends at the Happy Gang where she spent many happy hours volunteering, playing games and being with friends. The family would like to thank the staff at the Terraceview Lodge for their love and care and compassion. Buck passed away with great courage and dignity with his family at his side on Sunday afternoon. The Ànest man we ever knew, all will miss him. He leaves behind three brothers, a sister, his loving wife Libby, daughter Deena and son Dary(Cathy). Five grandchildren as well as many friends called him Papa or Uncle Buck. With strong hands and caring heart he lived his life always ready to help those he loved. His love of life was evident in all that he did, from his years spent Àshing at sea to skiing the slopes, traveling the world over and spending time with his family.

ZONE 10 - The northwest’s senior athletes, representing Zone 10 at the B.C. Senior Games held in Burnaby Aug. 21 to 25, have returned home and they bring with them oodles of memories and a whole whack of medals. Ninety seniors hailing from Haida Gwaii, Prince Rupert, Terrace and Kitimat – out of a membership of 182 – travelled for the tournament, which also happened to be the 25th anniversary of the games. Eleven participants and athletes from across the province, including five from Zone 10, have been with the games from the beginning, and celebrated their 25th games anniversary. Betty Nordstrom, Mary Arneson, Dorothy Cheyne, and Bob Goodvin have been members for 25 consecutive years and Maxine Smallwood has competed in 25 consecutive games – 23 of those years in track and field events. Smallwood and Goodvin brought home 11 medals in total in track and field and Nordstrom was a member of the gold winning fivepin bowling team.
“We did very well,” said Zone 10 president Bill Whitty. Athletes competed in 14 of the 26 events available, bringing home a total of 71 individual medals – 32 gold, 17 silver, and 22 bronze, he said. Archery saw Zone 10 win two gold, three silver; cribbage with four gold, two silver, two bronze; the bowling team of four won bronze; floor curling’s “B” team with bronze; golf with five gold, two silver; horseshoes with four gold, one silver; swimming with three golf, two silver, three bronze; track and field two gold, seven silver, eight bronze; whist winning gold; and five-pin bowling’s “A” team taking gold, plus three other gold medals. There were also six Zone 10 members who paddled for other zones in dragon boat racing. Next year’s games will be held in Kamloops from Aug. 20 to 24. “Zone 10 is looking forward to participating and having an even better result,” said Whitty. Zone 10 is thinking about starting to practice pickleball, he said. It’s a new sport similar to table tennis that has been gaining traction in North America and was popular at the games.
Port Edward man becomes King of the Mountain By Anna Killen THE NORTHERN CONNECTOR
TERRACE - The 35th annual King of the Mountain trail race was a terrific success, with a higher turnout than organizers expected and solid reviews of the race’s new route. Sixty-nine people, ages ranging from seven to 63, turned out for the 10-kilometre race that this year took the Terrace Mountain bike loop instead of the hiking loop. The new route appeared to breathe new life into the race, which has seen its numbers decline the last few years. “Everyone loved the new route,” said organizer Nadene Butler. “We had people mention that the King of the Mountain is
the best trail race in the northwest.” Racers, hailing from Terrace, Smithers, Prince Rupert, Kitimat, and Prince George, started at the Terrace Sportsplex and continued past the pool entrance onto Park Avenue. From there, they travelled approximately one kilometre up the Park hill road until hitting the Johnstone Street trail head and continuing all the way around the bike loop, 7.9 kilometres, until ending up back at the start of the trail head. “We are hoping that through word of mouth we can add even more people next year and maybe get over 100 people,” said Butler. “We would like to mention a big thanks to all of our hardworking volunteers as well as Terrace
Search and Rescue for attending,” she said. Judson Rowse of Port Edward took the top spot for the men with a time of 49:57. Donna Hull of Terrace came in first for the women with a time of 59:17. Ryan Roseboom of Terrace placed first in the 17 and under category, while Raychel Davies of Kitimat took first in the female 17 and under. Dave Peray of Smithers took top marks in the male 18 - 39 category. And Tara Irwin of Terrace taking first in the female 18 - 39 category. Chris Hampton of Terrace came in first in the male age 40 99 category while Nancy Vandevelde of Terrace took first in female 40 - 99.

Kitimat Ice Demons gear up for a new hockey season By Cameron Orr THE NORTHERN CONNECTOR
KITIMAT - As the Kitimat Ice Demons began tryouts this week the team will be looking to fill the head coach position and restrengthen themselves after losing a few strong players. “We’re losing a few guys who have gone off mostly to school,” said Terry Marleau, the team’s general manager. Those players leaving are Craig Hewit-
son, Blaine Markwart, Wade Masch and Kyle Madsen. Masch was named the unsung here last season and Madsen was rookie of the year. “We’ve lost a few good players but from what I understand...there’s a few new guys in town to do with industry who may be coming to the tryouts.” However the team is “madly, at this point, in search for [a head coach].” Past head coach Barry Boudreault has
stepped down due to health reasons. Marleau said there might be a chance someone from the roster will step up to the role but said that would mean losing a key player. He didn’t indicate who he was referring to. Meanwhile they’re looking ahead to dethrone last year’s Coy Cup winners. “I think Smithers is the team to beat, by far,” he said. He added that he believes their team is running with essentially the same
people as last year. Normally Kitimat-hosted, the Terrace River Kings will this year host the Lightning Cup on Sept. 28 and 29, a pre-season competition between Prince Rupert, Terrace, Smithers and Kitimat Prince Rupert might be in a bind this year as apparently their ice plant is broken, preventing on-ice training until late October. Kitimat’s first game will be against Prince Rupert on home ice on Oct. 6.
