struggling with learning in Surrey is high and growing by the year, according to a recent report. The study, conducted by Human Early Learning Partnership (HELP) examined kindergarten children over two school years from 2009-2011. Factors examined include physical health and wellbeing, social competence, emotional maturity, language, and Melanie cognitive ability Houlden and communication. Provincewide, the rate of “vulnerable learners” was 30.9 per cent, while the average in Surrey was 32 per cent – up from 28 per cent in 2007-2009. The greatest vulnerability in Surrey was that of communication skills, which was worse in communities such as Newton and Whalley, where there are typically more ESL students, according to the report. Shark fin activists set their sights on Surrey More city councils to mull ban on fin soup in restaurants

ban shark fin soup from all of Metro Vancouver’s Chinese restaurants to reduce fishing pressure on threatened sharks. Vancouver Animal Defence League spokesman Anthony Marr said his group will address council in Surrey on Monday (Sept. 10) and in Langley City on Sept. 17, while Maple Ridge’s council is expected to discuss the issue Sept. 11 ahead of a presentation at a later date. Activists have focused on Vancouver, Richmond and Burnaby – home to most Chinese seafood restaurants that use shark fin – and

Marr said he believes those councils are close to agreeing on a coordinated ban to take effect in six months. David Chung, president of the B.C. Asian Restaurant and Cafe Owners Association and owner of a Richmond restaurant that sells shark fin, has said he would only comply with a federal ban, if Ottawa can justify a halt to the trade. Marr isn’t just relying on the council-by-council approach in the Lower Mainland. He has also asked all B.C. cities to support a shark fin ban resolution that is to be voted on at the end of this month at the Union of B.C. Municipalities convention in Victoria. “We’ve heard back from quite a few of them and they are all in support of this ban,” he said, adding a successful resolution would put pressure on the province to ban shark fin sales across B.C. Ban advocates say slow-toreproduce sharks could be wiped out by the fin trade and the loss of the apex predator would play havoc with the food chain, destabilizing other fisheries.
Teens sought in thrift store fire Blaze leaves hospice and firefighters charitable fund struggling

At about 7:15 p.m. Sunday, four to five teens are believed to have lit a sofa on fire in the back of the Community Thrift Store, at 7138 King George Blvd. The group of Caucasian 16- and 17-year-olds then fled to the Newton bus exchange at 72 Avenue and King George Boulevard. The fire ripped through the back of the store, damaging much of the donated inventory. Revenue from the sale of the property goes to the Surrey Hospice Society and the Surrey Firefighters Charitable Society. Jacqueline Hewitt, executive director for Surrey Hospice Society, said what
wasn’t destroyed by fire has been damaged by smoke. The store was insured, but the outlet will remain closed for about a week. In the meantime, volunteers with the thrift store are looking for a place sort clothing, and temporarily store some of the inventory. And when the store opens again, donations will be needed, so Hewitt is asking anyone who can donate to please hold onto the items until the store re-opens. Those who can help are asked to call 604-599-9930 and ask for Donna or Tracy. Meanwhile, police are asking for any witnesses to come forward and call the Surrey RCMP non-emergency line at 604-599-0502, or to remain anonymous, Crime Stoppers at 1-800-222-TIPS (8477).

While the Blocks laud the work of those searching for a cure for Parkinson’s, their main concern is helping those who are already diagnosed cope with the illness. “You have foundations, like the Michael J. Fox Foundation, and they are searching for a cure, which is fantastic. But what about people who are already diagnosed? What do you do for them?” John asks. With the $100,000 the family plans to raise, they hope it can help put a significant dent in the $325,000 the Parkinson’s Foundation of B.C. requires to boost support services. But Block’s quest to raise awareness about Parkinson’s won’t end with the Hike for Hank campaign. With plans to appear on radio shows and interviews with magazine writers, at age 86, it seems Block is set to embark on yet another journey. And while the road is sure to be difficult, it’s one he is determined to finish, with his family at his side. No question,” he says. “I’m not looking for sympathy. I’m too proud for that. I’m looking for contributions – not sympathy.” The contributions he is referring to are to the Hike for Hank campaign Sept. 9, which ties into the Canada-wide Parkinson’s SuperWalk that same weekend. Block has pledged to match money raised for the Parkinson’s Society of B.C., up to $50,000. As of this interview, the fundraising campaign had raised nearly $40,000, and Laura has a feeling that Block may have to dig a bit deeper into his pockets if they surpass their goal. In spite of the monumental effort it takes to speak, Block doesn’t give up a chance to playfully poke at his wife’s generosity. “At first she said, ‘let’s start with five (thousand),’ then 10, and now it’s 50 and it keeps growing,” he smiles. “At this point, the hardest part about the whole thing will be giving up the cheque.” The positive attitude is something Laura, John and the family have come to rely on since the shocking diagnosis. “He’s always been the rock in the family and he LMD-VAN-SurNDelta-Astig2012-103125x35-BW.pdf still is,” Laura says. “He never complains. Lawn watering now only for the elite Clark’s oil
i have received information about Surrey’s
new lawn sprinkling restrictions (which have been in effect since June, apparently), and I was dismayed to see that I now need to wake excessively early in the morning to turn on my sprinkler (then wake again an hour later to move it). With no p.m. sprinkling times, Surrey has now made watering one’s lawn an activity of the elite. Not everyone can afford the expensive automatic in-ground sprinkling systems
required to completely water a lawn without waking. I’m willing to bet that whoever came up with this brilliant idea has one of these convenient in-ground automatic sprinkler systems. It’s also worth pointing out the possibility of a conspiracy theory (for whoever wants to develop it). I’ve got to wonder if the notices regarding the change in regulations were purposely delayed to September, a time when people
are not concerned with watering their lawns. (Shame on you, water police). As I’m coming to terms with this, I’m not sure which bylaw I’m more likely to get caught breaking: the sprinkling one because I can’t convince myself to wake at 4 a.m., or the noise one, because I did wake at 4 a.m. and woke my neighbours with my curses directed towards the City of Surrey.

Surrey’s waste plan ill conceived

changing to a new waste reduction program. As far as I am aware, there was no public consultation whatsoever before this decision was made, but there was a small trial done somewhere in Surrey. This is a real affront to the taxpayer. First, we have three new bins, which have been/or are being delivered by special truck to all areas of Surrey. These new bins are unsightly and for those of us with small homes, townhouses or condos, they create a huge space problem. For example, we live in a small zero-lot line home and have to leave the three bins outside our front door. One of my friends lives in a townhouse complex on King George Boulevard and they literally will not be able to get out their front door. They have no way to get the large bins around to the back of the townhouse. I am sure that pick-up days will be a nightmare. There is to be a reduction of garbage pick-up by 50 per cent – only organic materials will be picked up weekly. This will cause a problem with rodents, and in the summer, pungent odours. We also now have to purchase special bags for our organic kitchen waste, which will probably cost the average household an additional $120 per year. In addition, the bins have to be placed in a certain fashion, however there are many areas of Surrey where this can not be done, either because of tree height or actual road restriction. Pick-up can also be problematic, as presently when the organics are emptied, most of it ends up on the street and the company does not clean it up. Will the same thing happen in the future? Will the
letter writers commend the city for increasing recycling and waste reduction, but have concerns about the logistics and aesthetics of the new service. Christmas turkey bones be spread out over the street for the crows to feast upon? The idea of waste reduction is good and I am 100 per cent for it, but I feel that the way it is to be carried out is ill conceived and in these hard times, an expense we could all live without. Program not geared to apartment complexes
it is commendable that Surrey is finally adopting the Rethink Waste
collection program. However, this program appears to only affect the population living in single- family residential dwellings. Perhaps the same rules do not apply to apartment complexes, which have a much greater population density per city block . At the building where I live, in addition to recycling bins, there are large garbage containers which amass all manner of waste material from kitchen garbage to discarded sofas, beds , mattresses, office furniture and so on. It hurts me to see TVs and
microwave ovens simply dumped into these bins. In addition, non-residents can often be seen driving up to dump furniture, construction site materials, gyproc, empty paint cans, etc. during the dark hours. The whole load is then happily picked up and delivered to wherever garbage now goes to ground. I wonder how long it will take for the city to make landlords comply with whatever rules are, or will be, in place concerning proper disposal practice. H. Torenbeek, Surrey

despite what one would tend to gather from all of the recent noise and hoopla generated by the anti-pipeline faction in B.C., recent polls have shown that only about 35 per cent of British Columbians are dead set against oil pipelines. The other two-thirds (the silent majority of British Columbians) want to know more before making up their minds. That’s exactly the same position Premier Christy Clark and the B.C. Liberal government have taken on proposed oil pipelines, including the Northern Gateway pipeline project currently undergoing a federal environmental review. Right from the start, Premier Clark and the B.C. Liberals have made it clear that hearing all the facts, and considering all the potential benefits and risks, before passing judgement on any project is an essential part of the process. Premier Clark has also made it very clear (and rightfully so) that tough environmental standards would have to be achieved by any oil pipeline project and that meaningful engagement with the affected First Nations communities would need to be clearly demonstrated. Premier Clark’s position on oil pipelines shows that it’s not just about the money. It’s about meeting key environmental and social objectives which are just as important to the province as meeting key economic and fiscal objectives.

will face higher fines down the road if they refuse to pay their tickets for being caught without proof of payment in a fare-paid zone. TransLink on Friday unveiled escalating fines that start at the same initial level of $173 but will now climb to $213 after six months and $273 if they’re unpaid after a year. The province this year gave TransLink authority to collect fare evasion fines after Transportation Minister Blair Lekstrom vowed to fix a long-running enforcement gap that let scofflaws ignore their fines. Now TransLink will have the power to send unpaid fines to a collection agency and ICBC will refuse to issue or renew a driver’s licence or vehicle insurance to customers who owe unpaid fines. “It allows us to enforce fares a lot more stringently,” TransLink Chief Operating Officer Doug Kelsey said. “The people who pay should not be subsidizing the small group who don’t pay.”
Previously, fare evasion fine collection was the province’s responsibility, but the tickets were going into a black hole, with ICBC, for example, not doing anything to spur payment. As a result, most people who were handed tickets never paid them and about $4 million in unpaid fines stacked up each year. Transit Police last year issued 57,000 fare evasion tickets or nearly $10 million worth – more than in most previous years – and the force has continued to step up fare enforcement this year. Until now Transit Police were the only officers who could issue fare evasion tickets, but under the new rules Coast Mountain Bus Co. transit security officers will also have that power, extending more fare enforcement to buses. Sex assault attempt prompts manhunt

Mounties are on the hunt for a man
who attempted to sexually assault a woman in the Cedar Hills area last week. Surrey RCMP are appealing for public assistance in finding a black male who attacked a woman in the area of 128 Street and 96 Avenue at 4:30 a.m. last Wednesday (Aug. 29). The woman in her 40s was digging through a bin for clothing in the rear of a local business when she was approached by an unknown man. The man attempted to sexually assault her before being scared away by a pedestrian in the area.
The encounter left her emotionally shaken, but physically unharmed. The suspect is described as a clean shaven black male, 5’9â€? tall with a slender build and described as having wide-set, big eyes. He was wearing a dark toque and light coloured pants. Surrey Mounties are advising the public to use caution in that area, and for anyone with more information with regard to this attempted assault to contact Const. Suspects pulled over after Macâ&#x20AC;&#x2122;s robbed Police believe theyâ&#x20AC;&#x2122;ve
nabbed a pair of teens responsible for a string of convenience store robberies. Just before 4 a.m. Tuesday, a Surrey RCMP officer saw a suspicious looking male leaving a Macâ&#x20AC;&#x2122;s Convenience Store near 160 Street and Fraser Highway. Soon after, a report came in of a robbery at the store and the officer pulled the vehicle over.
The driver then sped off toward 96 Avenue and 176 Street, where Mounties had laid down a spike belt to stop the car. The driver of the fleeing vehicle tried to swerve away from the spike belt and hit the centre median. Two 18-year-olds from Surrey were arrested. They are suspects in the Tuesday morning robbery and are persons of interest in a string of convenience store robberies
in recent months. The robbery spree gained some attention when Macâ&#x20AC;&#x2122;s Convenience Stores started a Facebook page showing photos and descriptions of people believed to be in the process of robbing their stores. The most recent one was at the Macâ&#x20AC;&#x2122;s Store at 14820 108 Ave. on Aug. 8. The suspects entered the store, produced a knife and demanded the money from the register and cigarettes.

BCGEU strike not likely the last Government employees stage one-day walkout for a bigger wage increase

The union executive is meeting next week to consider further strike action this fall. Two earlier one-day strikes targeted liquor warehouses and then selected resource ministry offices in the B.C. Interior. Government negotiators offered raises of two and 1.5 per cent for the next two years, then withdrew the offer after the union staged the first strike. BCGEU chief negotiator David Vipond said Wednesday the wage offer has been tabled and withdrawn three times since talks began early this year, a tactic he called “peek-a-boo bargaining.” And after three years without a wage increase, he said the union is sticking to its demand for 3.5 per cent in the first year and a cost-of-living raise of about 2.5 per cent in year two.
Provincial government employees staged their largest one-day strike so far Wednesday to press for a bigger wage increase, with two thirds of the workforce off the job at ministry offices, liquor stores and ICBC offices provincewide. Government workers in Surrey were among the estimated 27,000 picketers in B.C., including many at the Surrey courthouse and at ICBC’s offices in Guildford, the Crown corporation’s biggest workplace. Both the government and the B.C. Government and Services Employees’ Union (BCGEU) remained unwilling to budge from their positions after negotiations broke down over wage increases this spring.

Both Clark and Mike de Jong, the new finance minister, said they have no intention of increasing the burden on taxpayers to provide bigger raises to provincial workers. The government estimates that the wage offer adds up to $1,700 more over two years for a BCGEU employee making $48,000 a year.

The three-month pilot project dubbed the Central Surrey Health Shuttle began service Tuesday between King George SkyTrain station, Surrey Memorial Hospital, the Jim Pattison Outpatient Care and Surgery Centre and Fraser Healthâ&#x20AC;&#x2122;s Central City offices. The shuttle runs every 30 minutes from 6 a.m. to 8 p.m. weekdays for ambulatory patients moving between sites, as well as
spokesperson Tasleem Juma said the current cost is $39 an hour, or $141,000 a year. She said the cost to Fraser may go down if the service is cost-shared by the RCMP, whose officers and staff could use the direct link from SkyTrain to the new E Division headquarters being built near the Jim Pattison centre. Juma said parking can be tricky at some of the sites during ongoing construction, so the shuttle can staff and patientsâ&#x20AC;&#x2122; commute easier, while encouraging reduced carbon footprints and healthier living.

Coleman has confirmed his intention to run in the 2013 election, as the party announced two more MLAs are retiring. West Vancouver-Sea to Sky MLA Joan McIntyre and Richmond Centre MLA Rob Howard announced their retirement Tuesday. McIntyre was first elected in 2005 and Howard in 2009. The changes come as Premier Christy Clark prepares to shuffle her cabinet this week. Surrey-Cloverdale MLA Kevin Falcon resigned as finance minister last week. He was joined by Education Minister George Abbott, Children and Family Development Minister Mary McNeil and Chilliwack MLA John Les in announcing they won’t seek re-election. Coleman kept his options open when asked about his intentions in the spring, but on Tuesday he said he was ready for another political battle. “When I entered politics in 1996, I was very concerned about the damaging impact of NDP policies and wanted my children to have a better future in British Columbia,” Coleman
said. “Today, I feel as strongly as ever that my children’s and grandchildren’s future needs to be protected.” Other B.C. An alert circulated last week by area First Nations warned Asian carp had been found in the river, but the Department of Fisheries and Oceans said Monday all the fish caught so far are European or common carp. They’ve lived in some Interior lakes for decades, but it’s rare to see them in the mainstem Fraser. Aboriginal fishermen near Lillooet netted several carp recently. Watershed Watch

Downsizers finding a home at Edgewater The recent increase in multi-family construction projects is a burgeoning trend. While many people still prefer a single-family home, buyers are flocking to developments that offer apartments or townhomes. “It’s a low-maintenance lifestyle,” says Vice-President of Sales and Marketing for Fifth Avenue Marketing Cristy Edmonds. Edgewater, by Barber Creek Developments in South Surrey, is one multi-family development that has seen sales boom since it opened for sale last year. Edmonds says that many of their buyers have been downsizers. “They don’t need the space anymore,”
she says. “It’s also become more socially acceptable” to live in a condominium or townhouse, plus the perks of no longer having to do your own maintenance. Edgewater is particularly popular for several reasons. “A project like this won’t be replicated again,” Edmonds says. “It’s one of a kind.” Only five homes now remain in the project. But what about the privacy that is often inherent in a single-family home? Though you might be giving up your backyard, many condo developments now include a private balcony or patio with every suite. It will be your own private piece of solitude, even in the middle of the bustling Lower Mainland.

Along with the car-share program, there are also electric car charging stations and four car wash bays. The neighbourhood itself is close to several schools, from elementary to post-secondary at Simon Fraser University and the British Columbia Institute of Technology. Restaurants and shopping are within walking distance, including Brentwood Town Centre. Recreation is also within easy reach with a variety of gyms, community centres and other leisure activities. “SOLO District proves that market strength exists for a strong community concept, which is exactly what Appia ... has created here at Brentwood,” says Wong. “The best developments will counter any negative real estate market trends.” In fact, buyers lined up for two hours on opening day on July 21. Surrey native captains Langley Thunder into Mann Cup final by Gary Ahuja Last year, Matt Leveque and his Langley Thunder teammates had their hands all over the Western Lacrosse Association championship trophy. And as has been well documented, the senior A lacrosse team lost in the Mann Cup championship series. So when the Thunder won their second straight WLA trophy on Aug. 29 at Coquitlam’s Poirier Sports Complex, the players let Langley team owner Ken Buchan Jr. handle the trophy while they steered clear of it during the celebration. ““We picked it up last year,” said Leveque, who has been with the Langley team for seven seasons now, serving as captain for the past six. “(Last year) was more about the excitement of all the hard years we had before and finally being on top. “But of course, we didn’t win (the Mann Cup) last year, so we figured don’t touch it this year and see what the outcome is.” Leveque, a native of Surrey, was referring to the struggles of the Langley squad prior to 2011. Since moving to Langley in
2004, the team went 30-96-1 with one playoff appearance in seven seasons. But last year, the Thunder went 8-8-2, qualified for the playoffs as the third seed and beat Victoria in the semifinals and top-ranked New Westminster in the championship series. In 2012, the Thunder went 12-6 to win the regular season crown, swept Burnaby 4-0 in the semifinals and then edged Coquitlam 4-2 in the finals. “It is definitely exciting,” said Leveque of the back-to-back titles. “It was a different feeling from last year seeing as we weren’t expected to go as far as we did (last year) and this year we were the team to beat.” Leveque said playing as the favourite can be a tricky thing. “It can be harder because you have all these expectations you have to live up to,” he said. “Whereas last year we were the underdogs, so everybody was counting us out.” Against Coquitlam in the WLA finals, Leveque said the key was sticking to the Thunder’s systems. “If we started trying to go one-on-one, it would have
played right into their system and had a different outcome for us,” he said. “We would not have scored the game we scored.” A big reason for the Thunder’s success was the offence provided by off-season acquisition Lewis Ratcliff, who has been to four Mann Cups and won twice. Ratcliff was named Most Valuable Player of the playoffs after notching 23 goals and 49 points in 10 games. He deflected credit for the award. “Obviously it is nice to get recognized, but realistically, our defence and our goaltending is what won us this series,” Ratcliff said. “They did a great job and I just tried to chip in where I could. “I thought we did a really good job as an offence in keeping the ball hot and making everyone dangerous.” The Thunder play game one of their best-of-seven Mann Cup series with the Peterborough Lakers tomorrow (Friday) in the Ontario city. The second game will be played Sunday afternoon.

ho’s the fairest of them all? There are many faces of all shapes, sizes and expression to choose from in the latest juried exhibition at the Surrey Art Gallery. Mirror Mirror, a show of self-portaits, is a diverse array of artwork featuring self-representation – some obvious reflections of the artists and others more symbolic or metaphorical. And the media is as diverse as the work, with paintings, photography and 3D pieces in the mix. Five works were chosen by jurors for special mention: First place to Thorsen Gohl: Just Me. Elizabeth Hollick for her painting Care Giver; second to Lisa Chen for Time Reflections; third to Gregory Dawe; and honourable mentions to Thorsten Goh for his piece Just Me and Hanif Janmohamend for Gift. Other artists in the exhibition are Joan Adams, Elizabeth Anderson, Holly Armishaw, Colleen Baran, Glenda Bartosh, Cathy Berg, Linda Bickerton-Ross, Brandur Coombs, Sibeal Foyle,

Specifically, these amendments would ensure that single family and duplex homes in the Neighbourhood Zoning Areas (zoned RS4-A, CD329, CD331 and CD366) are not permitted to exempt the floor area of an in-ground basement from the total floor area and floor space ratio calculations.
