Shared wheels stuck in first gear Traditional car-share services slow to catch on in the suburbs

by Jeff Nagel WHILE THE City of Vancouver has bloomed as a mecca for car-sharing

– three services rent out more than 700 vehicles to users who typically forgo owning their own car – the concept has been much slower to roll into Metro Vancouver’s more car-dependent suburbs. Modo, Vancouver’s original car-share co-op, just added its third and fourth cars based in Surrey – both at the new Quattro housing project and they were both paid for by the developer. The other two are at nearby Surrey SkyTrain stations and are Modo’s only four car-share vehicles offered south of the Fraser so far. Another Modo minivan has recently been added at the River Market in New Westminster, its fifth shared vehicle in that city. But the bulk of the co-op’s 275 vehicles are in Vancouver proper, with a small smattering in North Vancouver and in Burnaby near SkyTrain Clark Williams- stations. Even the Canada Line hasn’t yet brought Modo into Richmond, although the co-op aims to be Derry there soon. Marketing director Bernice Paul said car-share vehicles first need to be authorized to use on-street parking and a bylaw is expected to come to Richmond council this fall. She said Modo will also look to Port Moody and Coquitlam once SkyTrain arrives with the Evergreen Line. But she said most of Modo’s 9,000 members are in Vancouver and the co-op must provide cars where they’re wanted.

And over the Sept. 22-23 weekend crews are to complete and open another new overpass – the longest in the $3.3-billion Port Mann/Highway 1 project – connecting Lougheed Highway westbound to Highway 1 eastbound. That’s just part of the complex array of work underway around the Cape Horn Interchange. “Reconstructing the Cape Horn Interchange is a megaproject within the Port Mann/Highway 1 megaproject, and a crucial part of the solution to our congestion problems,” Transportation Investment Corp. CEO Mike Proudfoot said. “Over the coming weeks, drivers are going to see big changes as the project’s most technically challenging components come together in a hurry.” Cape Horn is the most comprehensive interchange reconstruction in B.C. history and includes 15 new ramps, structures and Mike Proudfoot direct connections. The staged opening of the interchange and the new 10-lane bridge are aimed at avoiding much worse traffic delays than motorists will already face. Eight lanes of the new Port Mann Bridge are to open in December, when the tolls will also take effect, and three rebuilt interchanges between 160 Street in Surrey and Cape Horn in Coquitlam will also open by then. The full 10 lanes will open later after the old bridge is dismantled. The provincial government is also slated to release its tolling framework this month, potentially with lower introductory tolls than the $3 per crossing previously announced. Targeted shooting kills man in Newton 37-year-old gunned down in front of his wife and son by Kevin Diakiw A DeltA man was gunned down in

front of his wife and four-year-old son in a Surrey strip mall on Thursday afternoon. At 2:40 p.m. Sept. 6, Surrey RCMP were called to a report of shots fired at a mall at 68 Avenue and King George Boulevard. Jagdip Johal, 37, had been sitting in the passenger seat of his parked blue Chrysler Pacifica SUV, when gunmen, who some witnesses say were masked, opened fire through the front wind-

shield of the vehicle. Johal died an hour later in hospital. Police have not yet determined whether his wife and son were in the vehicle or standing right beside it. In either case, police say they witnessed the killing. Johal was known to police and investigators believe it to be a targeted shooting. The vehicle, which had at least a dozen bullet holes in the front window, was parked in front of Options Community Services Society. One employee at Options said the staff at the social services agency were

extremely shaken up. She said the victim was not an employee of Options. Police would not say whether they believe the shooting to be gangrelated, but described it as targeted and extremely brazen. “This apparent targeted shooting occurred in broad daylight in a highly populated public area where many businesses are located,” said Sgt. Jennifer Pound of the Integrated Homicide Investigation Team. “The potential for further victims was high and this selfish act of violence is not taken lightly by investigators.”

Puzzling cabinet snub

H

ow loyal does one have to be to receive a cabinet post in the B.C. Liberal government? More loyal, apparently, than long-serving SurreyWhite Rock MLA Gordon Hogg. Hogg has steadfastly stood to his post on a B.C. Liberal ship that has been taking on water since it hit the rocks over the introduction of the HST. More than that, he has publicly stated he will run for the B.C. Liberals in 2013. But though he has discreetly confined any disagreements with colleagues to private exchanges, Hogg has been repeatedly passed over for cabinet appointments by Premier Christy Clark and her predecessor, Gordon Campbell. While he apparently retains his posts as caucus chair and parliamentary secretary to the Minister of Social Development, and a slew of committee appointments, Hogg – yet again – has been left out in the cold in Clark’s latest cabinet shuffle, occasioned last week by the impending departure of finance minister Kevin Falcon, education minister George Abbott, transportation minister Blair Lekstrom and children and family development minister Mary McNeil. This, after some 15 years service to the party and the people, since first winning office in a byelection in 1997 and handily defeating all contenders in subsequent provincial elections. Indeed, Hogg continues to impress many on all sides as a voice of reason and a man of principle. Yet although he has served – by all accounts well – the portfolios of minister of state for mining, ActNow B.C., and children and family development, the veteran politician is clearly not seen as cabinet material by Clark, even with the rapidly dwindling roster at her disposal. By contrast, Surrey-Panorama MLA Stephanie Cadieux – still a rookie after three-and-a-half years in office and with a bad fumble on her record over pay raises for Community Living BC executives in her most recent post as social development minister – has moved on to the Children and Family Development portfolio. (Although that post can arguable be viewed as a political tar baby). The apparent snub to Hogg begs a few questions. Assuming he has not requested a lower-paying, lower-ranked position with the B.C. Liberals, is Hogg viewed as too useful as caucus chair and in his parliamentary and committee work to be burdened with additional responsibilities? Has he blotted his copybook in some manner that has never been – publicly, at least – revealed? Or has he simply committed the unpardonable sin of speaking his mind to people unprepared to hear his views? Only the premier knows for sure.

ocal politicians are preparing for their annual convention, to be held Sept. 25-28 here in the provincial capital. One of the first orders of business this year will be a vote to raise the dues paid by local governments to the Union of B.C. Municipalities, to cover rising travel costs for staff to serve on provincial committees. The plan is also to change the name to Union of B.C. Local Governments, to reflect the participation of regional districts and aboriginal communities. So what do these committees and conferences accomplish? The UBCLG, as it will soon be known, is mainly a lobby group for local politicians to seek changes to federal and provincial laws to keep up with changing times. The resolutions offer a snapshot of modern problems facing local governments. A major theme is public safety, and this year it is the Columbia Shuswap Regional District renewing a long-standing plea for more provincial policing money for rural communities. Surrey has a resolution seeking better notice and control of a growing number of medical marijuana licences issued by Ottawa. Local fire

location with any precision, creating timeconsuming searches that weaken response to real emergencies. Other resolutions tackle complex and important issues, such as the effect of hydro development on municipal water supplies. But alas, most will be lost in the convention noise, overshadowed by political posturing over matters best left alone. Last year’s convention featured the low comedy of delegates voting with wireless devices to condemn smart meters, after displaying their ignorance of the subject. This year, in addition to factually challenged railing about oil tankers, there will be a tough stance taken against shark’s fin soup, which will no doubt strike fear into the Chinese fishing fleet. Once delegates vote themselves more taxpayers’ money to run this show, perhaps they should keep their grandstanding to a minimum. As A former high school teacher, the beginning

of September always meant back to school. For students, it’s a time for many new things at school. It can also be a time for new experiences: becoming more independent, going to a different school or moving out on their own. Now, as a parent of two grown children, I am looking at the back-to-school season differently, reflecting on what I might have done to help them better prepare for school. I realize now that back-to-school time is the perfect time to have a frank conversation with children about the importance of managing their

personal finances, especially if they are moving out on their own for the first time. The agency I lead, the Financial Consumer Agency of Canada (FCAC), was established in 2001 to help Canadian consumers gain a better understanding of financial products and services such as credit cards, bank accounts, mortgages and investments. Since that time, FCAC has become a pioneer in creating clear, simple publications and easy-to-use web tools that give consumers objective, reliable help. The government of Canada has given FCAC the mandate to foster financial literacy. The agency

continues to develop innovative resources for students and all Canadians to help them strengthen their knowledge, skills and confidence to make responsible financial decisions. Burns Bog borders a ‘handy fiction’

Re: “FedeRAl court rules against

bog society,” The Leader, Sept. 4. Your paper’s statement, which is similar to other such claims in previous articles, that “the SFPR will not pass through the bog, though a small stretch will run adjacent to the wetlands,” is completely inaccurate. The historical extent of the peatland, wetland, fen, and swamp forest with a significant sphagnum bog component known as Burns Bog, is well known. And the South Fraser Perimeter Road runs atop deep Burns Bog peat through a considerable stretch of the bog, not “adjacent to [it].” This is why the federal government claim “that environmental assessments had been completed on the SFPR, and they found no adverse effects were likely to occur to the bog” is so absurd. Besides the creatures that will be flattened on the pavement, and the dust, fumes, and weed seeds, there is the physical obliteration of hectares of wetlands under lifeless asphalt. A handy fiction has been invented about where Burns Bog truly is and which parts of it are essential for its continued existence to accommodate politicians’ disingenuousness. The most popular and ludicrous claim is that Burns Bog abruptly stops at the borders of the portion of the main private land owner holdings, which government chose to acquire, rendering all other lands “adjacent to Burns Bog.” Federal Court Justice James Russell erred in claiming “Canada does not own any part of [the bog].” The South Fraser Perimeter Road runs through several lots of Burns Bog federal land, which the port authority has been landfilling without

Indeed, the very federal service – Environment Canada – charged with enforcing the covenant protecting the bog built a weather station in violation of its own covenant right in the Burns Bog ecological conservancy. How can citizens be expected to uphold the law when its enforcers

can and do violate it in every way with impunity – even, in the case of SFPR, with a judge’s endorsement? The federal government invested several million dollars in the purchase of Burns Bog, which is jointly administered, jointly controlled, jointly invested in, and jointly “owned” by four levels of government. Representatives of each of these levels of government sit on the

scientific advisory panel overseeing the Burns Bog ecological conservancy. It is unfortunate that West Coast Environmental Law relied so heavily in this court case on the affidavit (dismissed by the judge as “irrelevant”) of one person in the Burns Bog Conservation Society. Don DeMille

Mr. Kirsebom also mentions that the city stopped patients parking along Fraser Highway for free; this is an interesting turn of events because the contractors parked there for over two years with no problem while the clinic was under construction – the city thought that was okay for construction workers, but this freebee must not be extended to patients, many of whom are pensioners and can ill afford these scandalous prices.

Yesterday is a good case in point. I had an appointment with my doctor at the clinic at 11:15 a.m. I had another appointment at 12 p.m. I saw my first doctor at 12 p.m. after having sat at the clinic for one hour. I had pulled into a parking space at 11 a.m. after noting we can no longer park along Fraser Highway. I try to be on time for appointments, and my doctor does as well, but it was a very hectic day, and so I told him he had one minute with me as my meter was on the verge of declaring me a delinquent. He took my blood

pressure, which was through the roof because of the stress of waiting for one hour to see him. For patients who have to endure running outside in a hospital gown to renew the meter, I would salute you, but then I would have to let go of the gown which doesn’t cover much at all. As for Fraser Health, and the mayor of Surrey, please try to find another vulnerable, ill , elderly group to persecute. Pat Savage

the new waste system. Most of us ended up with new waste cans; not too long after they delivered the wrong sizes, and a lot us had to return the waste cans to the street again. I was looking in the booklet for the waste system and what caught my attention was where you were to place your waste cans. There is a height restriction of 10 feet and the booklet says to trim the trees. Most of the streets where the waste cans will end up for pick-up days is where City of Surrey have been placed on residents’ properties and are overgrown. They say we cannot trim the city trees, and in the booklet they say you need to trim the trees away from where the waste will be picked up. There are a lot of city trees that need to be trimmed, and Surrey has not kept up. Either they need to start getting a move on before October, or lots of residents will be placing their waste cans in the middle of the road away from the trees.

But he’s a big proponent of an emerging new option, called peer-topeer car sharing. Under that model, people rent out their own vehicles to people they connect with through a service like San Francisco-based Getaround, which handles the transaction and provides insurance for a 40 per cent commission. “The suburbs are perfect for this kind of thing,” Williams-Derry said, adding most residents need their car but may not use it for long stretches of time. Getaround claims its owner members earn an average of $350 a month and the service saw huge growth this summer after launching in Portland. New chief for TFN Kim Baird defeated in re-election bid

Nation Chief-elect Bryce Williams thanked his community Thursday for participating in the second general election in its short history of self-governance. “Tsawwassen Government is now entering its second mandate as the elected representatives of our proud, self-governing Nation,” said Williams in a statement released to media. The 23-year-old aboriginal leader was first elected to the executive council during the 2009 inaugural elections following an historical treaty negotiated by outgoing Chief Kim Baird in 2007. “Our government has come a long way in its first mandate, and there is still much to do. by Nick Greenizan The Surrey Eagles opened the BC Hockey League season with a split on the weekend, beating the Powell River Kings in and losing to the West Kelowna Warriors at the league’s first annual showcase event in Chilliwack. On Friday, the Eagles – whose playoff run last season was ended by the Kings – edged Powell River 3-2 in overtime, with Demico Hannoun notching the game-winning powerplay goal, 1:01 into the extra frame. Powell River opened the scoring when J.P. Villeneuve scored seven minutes into the first period, but the Eagles knotted the score at 1-1 when defenceman Craig Wyszomirski – a first-year Eagle who played last year in the NCAA – scored a

power-play marker. Wyszomirski finished with a goal and an assist, as did Brett Mulcahy, while fellow newcomer Stefan Burzan, a Surrey native, had two assists. First-year netminder Glenn Ferguson, a Surrey resident who played last year for the Junior ‘B’ Delta Icehawks, got the win in net for the Eagles, stopping 18 shots on net. After having Saturday off, Surrey returned to the ice Sunday against West Kelowna, losing 6-1. “Despite the score in that game, I was quite happy with how we played all weekend,” said Eagles coach Matt Erhart. “In the first period against (West Kelowna), I thought we were unlucky not to be up two or three-nothing, and then we just had some breakdowns the rest of the way.

“But it’s a glass-half full approach. You hate losing, but this was our first time with our full, new lineup, so there’s always an adjustment, but at the end of the day, I thought we battled pretty hard.” Mulcahy scored the Eagles’ lone goal, a power-play marker midway through the first period to give the Peninsula squad a brief lead, but it was all Warriors after that. West Kelowna scored twice in the final four minutes of the first period – Jetlan Houcher and Seb Lloyd with the goals – and scored twice in both the second and third periods to cruise to the win. Edward Dyson, the Eagles’ other new goaltender, took the loss. Erhart said he was unsure which of his two new netminders would shoulder the bulk of the work this season, instead

saying the decision would be based on performance. “Throughout training camp, they’ve both been good, so I think it’ll be a good internal battle, an ongoing thing. We’ll see if somebody gets hot, and we’ll ride him.” The BCHL Showcase was a three-day, 16-game event that featured each team in the league with games counting in the regular-season standings. It gave college scouts a chance to see many prospects all in one place. According to the league, 126 scouts were in attendance. The Eagles will have their home-opener Friday, when they host the Chilliwack Chiefs at South Surrey Arena. Puck drops at 7 p.m. On Saturday, the two division rivals will square off again, this time in Chilliwack.

The North Delta Soccer Club (NDSC) will celebrate 50 years of operation as a sports organization on Sept. 22 at Mackie Park (10900 of 82 Ave.). The club is expecting roughly 1,000 people to attend the daylong event, which will feature soccer games, clinics and other activities. “It’s going to be action-packed,” said Ryan Galovich, president of NDSC. “The celebration is going to be three-fold. We want to do something for the kids and for the past alumni, we want to do something for the coaches and we want to do something for the parents.”

Sanderson attended BC School for the Deaf and later his local high school, Semiahmoo Secondary, where he was part of a B.C. championship team. He also won gold in beach volleyball at the B.C. Summer Games, and has won

gold medals in provincial beach volleyball competition in the under-16, under-18 and under-21 age groups. Sanderson was one of 25 Canadians to receive the Terry Fox Humanitarian Award in 2005. The first Deaf Beach Volleyball Championship will include 24 men’s and 24 woman’s teams from throughout the world and will determine the seeding for next summer’s Deaflympics.
