Rustad says he has more work to do Ruth Lloyd Caledonia Courier Nechako Lakes MLA John Rustad will be running again, as some other prominent Liberals have been announcing their decisions not to run again. “My thought is, there’s some things that I want to get accomplished in the riding,” said Rustad. In particular, he’s hoping to continue to work towards a new hospital in Fort St. James and highway upgrades in the area as well as continued work on the timber supply issues which will be facing area mills. As the chair of the Special Committee on Timber Supply which recently released a report outlining some recommendations to help tackle the upcoming reductions in timber supply, Rustad has been involved in the issue, but knows there is more work to be done. “I would like to play a role in trying to help shape that and make sure that it’s going to be helpful for the communities and for companies,” he

said. While no NDP candidate has yet been chosen for the Nechako Lakes riding, nearby Stikine MLA Doug Donaldson gave his perspective on the Liberal record in the northwest. While he celebrated the extensive work done by the timber supply committee in creating their report and recommendations, he said their findings pointed to serious shortcomings in Liberal forestry management. “I think that despite this sector being so important to the north, the forestry file has largely been ignored by the Liberals over the last 10 years,” said Donaldson, who also referred to the Auditor General’s report indicating inadequacies in plans, inventory data and reforestation. The lack of inventory data which is a major factor in the decision whether or not to rebuild the mill in Burns Lake indicates significant falldown in management practices according to Donaldson. “This is a basic data necessity for forestry planning to be done properly,” he said.

He is also disappointed in what he sees as a lack of action on using wood waste for alternative purposes, specifically bioenergy. “Overall, I think it’s a pretty dismal record for such an important component of the regional economy,” said Donaldson.

As for health care and other infrastructure in the region, Donaldson said health care needs to be looked at for its importance in the economy as well, and because non-urban areas contribute over 70 per cent of new revenue streams to the province, there should be better funding

for these areas. “Instead of having to beg for infrastructure dollars … we should be in northern rural areas more in a position to say: We’re contributing to the economy … we want our fair share back,” said Donaldson.

Weeding out the bad guys Brian Mills Submitted Darrel Hill is the local contractor in Burns Lake selected by the Northwest Invasive Plant Council of B.C. (NWIBC) to control or eradicate invasive weeds along the Hwy. 16 corridor from the Queen Charlotte Islands to Alberta. Invasive plants are described as nonnative or non-indigenous species that adversely affect the habitats and bioregions they invade economically, environmentally, and/or ecologically. And everyone is familiar with some of the bad guys in our area; like orange hawkweed. “The orange hawkweed in this area has gone so far past the point of being able to manage that we really don’t spend much time trying to control it unless it’s in a really sensitive area,” Hill said. It’s the same story with Canada thistle and bull thistle, Hill acknowledged, but there is a program available to assist private land owners with weed problems. “If people in this area are interested, there is a program through the invasive plant council, a 50/50 program, where private land owners can apply for some help as far as the funding for getting their own land treated,” he said. As the name suggests the NWIBC program will share the expense of land treatment with the land owner. Its policy states: “Landowners incurring a cost to control

invasive weeds on their private land may be eligible for a 50 per cent reimbursement from the NWIBC. Rebates for chemical, mechanical and manual treatments will be considered to a maximum of $500.” The landowner must hire a certified pesticide applicator with a valid service license, like Hill, to provide invasive plant treatment recommendations and a cost estimate. Currently Hill spends most of his time targeting spotted knapweed, common tansy, and field scabious. “That’s a nasty one that we have a containment area for near Houston,” he said. “In a certain area in Buck Flats, field scabi-

ous has gotten so far out of control that it’s basically not manageable within our regular budget. So we draw a line around that area of land on a map and say we’ll spend our resources outside that area while continuing to monitor the contained patch.” Field scabious also known as blue buttons or pincushion scabious, invades roadsides, pastures, and fields where it replaces desirable vegetation. The flowers of field scabious range from violet-blue to white in colour and are similar in shape to red clover flowers. All plant parts are covered in stiff hairs. Leaves are deeply divided and they decrease in size as you move toward the shoot. “Most of these plants originate in Europe and Asia and come over as perennials that people like to grow in their gardens, and then they escape and get out of control because there are no natural predators or deterrents like birds and animals that feed on them,” said Hill. And this results in a lot of hard work to control the weeds. “More often than not for this program,” said Hill, “I do a lot of hands on work: pulling and digging and mowing. But there’s also some spraying. Mostly while treating the Hwy.16 right-of-way. I tend to use a selective herbicide that targets broad leaf weeds in particular because I don’t want to kill the grass,” he concluded. And the winner is: Last week one of the officers from North Okanagan Traffic Services likely could not believe his eyes when he pulled up to the traffic lights at 32nd St and 43rd Ave, in Vernon, at about 6:30 p.m. The officer noticed a Dodge pickup truck stopped in traffic on 32nd St. northbound the driver was drinking something from a can and on a cell phone, at the same time. When the driver realized the police officer was watching he dropped the cell phone. The officer stopped the vehicle in a nearby parking lot. The driver produced his driver’s license, he admitted to being on a cell phone, and when he was asked about the drink he produced an open can of Old Milwaukee beer. The open pack with 14 remaining cans was located under some clothes on

the passenger seat. The 30 year old Vernon resident was issued with a ticket for talking on a cell phone $167.00 and open liquor in the vehicle $230.00. He did pass a road side sobriety test and was allowed to continue on his way minus the remaining fourteen cans of beer. Diving into the shallow end

t was anti-climactic. The press release from B.C. Liberal Communications a day after former finance minister Kevin Falcon announced he was seeking re-election and hours after Chilliwack MLA John Les followed suit rather sheepishly announced a list of 11 upcoming candidate selection meetings. Among them such notable household names as Ben Stewart, Eric Foster, and Norm Letnick. Who? Exactly. It explains why Shirley Bond was holding down three cabinet portfolios and Pat Bell one, but with three large areas of responsibility. Granted, Bond was only interim finance minister and had that moved off her plate last week. Bell, on the other hand, had labour added to his portfolio. However, it shows that the Liberal caucus talent pool is inching away from the diving end and closer to the wading end. With an election next May (at least currently scheduled for next May), the last thing Premier Christy Clark needs is a rookie cabinet minister trying a full-gainer into the wading pool. There’s also another problem here for Premier Christy Clark … loyalty. Not only does she have to consider whether an MLA is up for the challenge when giving them a cabinet post, but she also has to pick an MLA who supports her. Remember, she garnered the support of only one MLA in her bid for premier. The knives may not be shining brightly, but they are undoubtedly close at hand. As for the exodus of high-profile Liberal MLAs this week, it is a natural occurrence for a party that has been in power for more than a decade so there will always be some who leave. The concern, as stated above, is that for a party that has been in power for 11 years there seems to be so little bench strength. It should be noted that Shirley Bond, Pat Bell, and John Rustad are among the 11 listed candidate selection meetings. which happened over the weekend. Sheparding the right Bill Phillips Special to the Express It was interesting meeting former Canfor and Finning CEO Jim Shepard last week. He’s an interesting guy and at “17 years short of my 90th birthday,” pretty vibrant. It’s not often us media types get to have a halfhour one-on-one with a guy like Shepard, at least that wasn’t the case when he was wearing his CEO mantles. But now he’s the latest figurehead for the unite-the-right movement in B.C., which rears up whenever the right-wing government of the day fears it will lose power. Make no mistake about it, unite-theright is about retaining power, not about any political philosophy or ideal. It’s something that the right wing in this province has embraced more than the left. In fact, it’s something the left often struggles with – do we stick to our political philosophy and ideals only to lose at the polls, or do we do what needs to be done to get elected and then make changes we want? The latter, of course, is also why people tend to distrust politicians. But back to Shepard. He did have an interesting take on the difference between being a CEO and being in the premier’s office. As he spent the last year as a political advisor in the premier’s office, he has some insight on the issue. And it goes along with one of my pet peeves … those who continually harp about how government should be run like a business. Shepard couldn’t praise the hard work of sitting

MLAs enough. After spending time in the premier’s office he couldn’t believe how the world doesn’t stop for them. Pulling out his Blackberry, he pointed out that even on Saturdays, Sundays, and holidays, when working in the premier’s office, he would get up and discover a half-dozen or more “issues” that arose overnight that had to be dealt with. As a CEO, he said, the work-week was Monday to Friday. Work like a dog during the week, but get away on the weekends. Doesn’t happen for politicians. Nor does it happen for us poor journos who are reporting those “issues” over the weekend (at much less pay and pension goodies than the MLAs) and it really doesn’t happen for thousands of small business owners either. Shepard, however, said that his new group, Concerned Citizens for British Columbia, will be touting the benefits of re-electing Christy Clark and shining a light on NDP Adrian Dix in hopes of turning the tide of public opinion that, right now, is lining up against Clark and the Liberals. It does add to the debate as we head into an extended silly season prior to next May’s election … and that’s a good thing. More debate is always good. However, the right wing has to actually coalesce into a single entity if it wants to keep the NDP out of office. That has always been the challenge. NEEF INFORMATION BULLETIN #6 NEEF REPORT FINALISED AND AVAILABLE Since the mid-May release of Information Bulleting #5 and subsequent public and stakeholder meetings in Vanderhoof at the end of May, 2012, the NEEF Management Committee has finished its consultation process and with all of the input received has now finalized its report. The Management Committee thanks all those who contributed their ideas and provided input to the consultation process. For those who participated in the NEEF MC process and followed the Information Bulletins, much of the final report content will look familiar. It includes background information, the consultation process we followed, a summary of the environmental enhancement proposals we received, and our decisions and recommendations. The Management Committee is planning to hold a public meeting in Vanderhoof on September 12th at 7PM at the Vanderhoof Friendship Centre, to distribute copies of the final report, answer any questions and discuss next steps. Copies of the report can be obtained from DFO (Prince George), Rio Tinto Alcan (Vanderhoof), or via request to the NEEF c/o administrator@neef.ca. The Management Committee will also be available to meet separately with stakeholders and other interested parties. To schedule a meeting please contact the administrator as soon as possible. Job numbers continue to improve: Bell DeLynda Pilon On a year-to-date basis, B.C. has surpassed Alberta in job growth, ranking the province number one in the country when it comes to employment increases. The numbers not only show the Canada Starts Here: The B.C. Jobs Plan created by the government is exceeding expectations, according to MLA Pat Bell, the statistics make it a great time to hold his position as Minister of Jobs, Tourism and Skills Training. “I am not aware of anytime in recent history when B.C. has been year-over-year ahead of Alberta,” Bell said. Of the 51,700 jobs created in the last month, 1,300 new sources of employment flourished in the Cariboo region, with 1,200 of those originating in Prince George, setting a new record for the city, with 51,800 jobs. “Prince George has really matured into an economic service centre,” Bell said. “It has always been the hub of economic activity for northern B.C.” The job growth is reflective of the increase in mining activity in the region in particular, Bell said. Finning, he added, is among the major suppliers doing work. The BID Group is taking on construction projects while IDL has significant contracts with the Kitimat smelter. In the province, 14,900 jobs were created last month alone, and the unemployment rate in the province sits at 6.7 per cent. Youth jobs saw significant growth over the last year with the unemployment rate falling several percentage points to 11.7 per cent. Youth wages increased significantly, up 6.6 per cent to an average of $13.87 per hour on a year over year average. Youth in B.C. are the third highest paid in the country. Hourly wages for other employees continue to grow at a moderate rate, B.C. has the fourth highest average hourly rate, which continues to be significant, Bell said. The sectors seeing the most growth are the ones primarily focussed on in the provincial job plan. Agriculture has seen an increase as has transportation, utilities, accommodation and the food sector. Jobs in forestry and mining rose by 1,000

in August and, on a year to year basis increased by 10,500, up 28 per cent. “This is a direct result of activity in the Asian market place,” Bell said. Bell added he absolutely believes the numbers will continue their upward trend as the Asian

market continues to grow by 6.5 per cent, though that is a decrease from previous numbers. “It’s still significant. There’s lots of room to move resources into those markets. We haven’t even begun to tap into opportunities around LNG,” he

said. Northwest B.C., though, is not reflecting the job growth being experienced in other regions. However Bell said there are growing opportunities in Terrace, Prince Rupert and Kitimat, including a pellet plant, LNG and in

mining. He added he believes there may be some anomalies in the statistics and intends to work with Statistics Canada to investigate on how the numbers are gathered. “There may be some anomalies in the stats because anecdotally we are

hearing there is some job growth in the region, and we need to validate that,” he said. “We are very excited to be number one in Canada in year over year numbers. More importantly, I look at where jobs are growing. As re-

gional economies build in strength they continue to support urban B.C. The first year of the jobs plan has been a great story,” Bell said. “Clearly this exceeds our expectations. We’ve pushed ahead of Alberta. It’s a great story to tell.”

The Hockey Canada Skills Academy Program (HCSA) allows students to engage in hockey training during school hours.
