He sees today's announcement is the moment when this cloud will finally be lifted from Burns Lake. Rustad described a similar sentiment, “It’s going to be a great opportunity for Burns Lake to rise out of the tragedy that has happened and to see a bright future take shape over the next year.” Zika was careful to caution that much work remains to be done. “I want to caution that the
decision of the Hampton board of directors is contingent upon working out satisfactory timber supply agreements with the B.C. government, First Nations, the Burns Lake Community Forest as well as an operating agreement with the United Steelworkers Union." “But we have to work quickly as the board of directors of Hampton is expecting them to be completed [the agreements between other parties] by our next board meeting on Dec. 3 of this year.” Rustad said that even though “there is more work to be done,” he is confident that all issues will be bridged between now and then. Mayor Strimbold shared Rustad’s confidence: “We continue to be united and to stand together to support the rebuilding of the new mill.” Mayor Strimbold later commented that, “the important thing is to realize how important the local level is in all of this. What’s the story? Two recent reports, one by the B.C. Forest Practises Board and the other by the B.C. auditor general describe our forests as under-studied, under-inventoried and insufficiently reforested, especially in light of the mountain pine beetle epidemic which has affected up to half the available pine in our province. This is the stuff of national news that the people of Burns Lake and district live with long after national news has turned its focus elsewhere. Burns Lake is again in the eye of national interest with the announcement today that Hampton Affiliates will rebuild the Babine mill. This decision is what the community has been hoping to hear, but the road ahead is not easy. Rebuilding the mill does not restock the forest or counter the years of neglect of our most valuable and valued resources. The biggest stories this week (the fate of the mill, the success of Lake Babine Nation’s salmon harvest, and the final report regarding the allocation of NEEF money) are all resource related and hide a lot in their shadows. With the mill being rebuilt, how will Burns Lake define its place in tomorrow’s forestry industry? If we predicate what we do tomorrow on what we did in the past then our tomorrows are numbered. We need a new blueprint for the management of our forests and of the forestry industry. This is an exciting time for the community forest and its management team to build on their demonstrated strengths and become a voice of leadership locally and in the province. The Lake Babine Nation’s fishery has had great success over the past two sea-

sons. The shameful note to our story covering this year’s harvest is that it could have been a story more than 100 years long in the running. They had a successful and sustainable fishery until 1906 when it was ordered closed in favour of a coastal fishery that has long been criticized as harmful to the size and stock diversity of the salmon population. NEEF (Nechako Environmental Enhancement Fund) money for the Kenney Dam fresh water release facility is available, but it remains for the Cheslatta Carrier Nation to first raise their own funds before anything will be released from the NEEF. This money was awarded as part of a rehabilitation project recognizing the harm done to the Cheslatta in the destruction of their land and way of life during the flooding of the Nechako Reservoir [Rio Tinto Alcan] in 1952. In 2012 there seems to be strong willingness to get this project off the ground, but where will the initial money for this and other projects come from? The province doesn’t appear to be in a position to put money into the things that matter most to us in Northern B.C. and with large stakeholders like Rio Tinto Alcan able to postpone their contribution, despite having reaped enormous benefits from the land, we have to ask, what’s the real story here? The mill will be rebuilt; that’s a genuine front page, good news story. But like other events we followed this week, you can be sure that the whole story doesn’t fit in a headline. As your new editor at the Lakes District News I look forward to getting the whole story out to you, and I’ll need your help to do that.

Mike de Jong’s debut as B.C. finance minister was a grim one. The first financial update for this election year projects a $1.4 billion decline in natural resource revenues from Kevin Falcon’s one and only budget in February. Most of that is from declining natural gas revenues in the next three years. And it’s not just the price of gas that’s lower than the finance ministry’s array of private sector experts had forecast. The volume of B.C. gas sold is down as well, as abundant new sources of shale gas come on-stream in the U.S. As with oil, that’s currently the only market Canada has. And it wasn’t long ago that the energy ministry was trumpeting its monthly totals for “bonus bids” paid by gas companies for drilling rights in northeastern B.C. That gold rush has wound down as shale deposits are staked and the price falls. De Jong’s response shows how serious this problem is for any B.C. government. He inherits Falcon’s political commitment to present a balanced budget next spring. How he will do that, and be believed in a heated post-HST election campaign, remains a mystery. De Jong announced a hiring freeze for government staff, and a management salary freeze across health care, universities and Crown corporations as well as government operations. He hinted at an even harder line with unions, as the government’s largest employee group continued selective strike action. This, and the familiar vow to rein in travel and other discretionary spending, won’t come close to replacing the lost gas revenues. Asset sales, which Falcon came up with in a desperate effort to dig the government out of its huge sales tax hole, won’t show up on the books until next year, if they go ahead at all. Raising taxes or fees? Forget it. It’s either cut programs or run another deficit. The one glimmer of hope in what de Jong called the “ugly” resource revenue picture is that natural gas revenues don’t have much farther to fall. And then there is the light at the far end of the tunnel, exports to Asia where the price remains much higher. That project took two important steps forward last week. Spectra Energy and British multinational BG Group unveiled plans for a third major pipeline to bring northeast gas to the coast, this one to a site near Prince Rupert proposed for a liquefied natural gas facility. And on Friday, the Haisla Nation and the B.C. government announced a land use agreement to develop another LNG export facility on the Douglas Channel near Kitimat. Two proposals in that area have already received federal export permits and financing from global energy players, including Chinese, Japanese and Korean companies. One of the bills jammed through by the B.C. Liberals in the hectic legislative session this spring was to do away with another of those federal-provincial overlaps that make industrial development so slow and difficult. Ottawa has sole authority to regulate reserve lands, but agreed to delegate that to B.C. and the Haisla, allowing them to pioneer the latest agreement. This is a major breakthrough, not just in the industrial development of northern B.C. but in dismantling the century-old logjam of aboriginal resource claims. At the centre of Premier Christy Clark’s much-promoted jobs plan is the target of having three LNG export terminals and associated pipelines in production by 2020. That now looks like a more realistic target. But the jobs and revenues won’t arrive in time to save the B.C. Liberals from their current predicament. Comfor Management announces sale of Sheraton Tahtsa Timber Ltd. to purchase and maintain the operation’s current capacity WALTER STRONG In a Sept. 13 press release ComFor Management Services Ltd. (CMSL) announced the sale of Sheraton Holdings to Tahtsa Timber Ltd. The sale, which includes the plant, equipment and inventory has been sold for 'over $980,000'.
Comfor originally purchased Sheraton Holdings for $1,153,902 but the mill was dramatically affected in the economic downturn that saw the shutdown of mill operations in 2010 and did not operate through most of 2011. The mill re-opened for operations earlier this year through assistance from Hampton Affiliates and Community Futures Nadina. New WCB regulations concerning allowable dust levels require that the mill undergo 'extensive sawmill upgrades to mitigate dust accumulation' or else change its operating procedures. CMSL decided that it would not undertake these kinds of capital improvements and after considering Tahtsa’s business plan for the mill proceeded
with the sale. This sale is part of larger changes taking place within ComFor Management. In email correspondence, President Beach assured Lakes District News that “the board of directors of CMSL with representatives from the Burns lake Band, Wet’suwet'en First Nation, Office of the Wet'suwet'en First Nation and the public at large have been meeting regularly and with full quorum and have participated in unanimous decisionmaking.” Owner of Tahtsa Timber Ltd., Klause Posselt declined to make further comment about the purchase stating, “I have preread the statement from Comfor and am satisfied with it. I do not have anything to add at this time.”

NEEF report recommends funding for the Kenney Dam water release project Cheslatta Carrier Nation’s response report WALTER STRONG Senior policy advisor for the Cheslatta Carrier Nation, Mike Robertson is optimistic regarding the Sept. 12 Nechako Environmental Enhancement Fund (NEEF) management report which recommends that up to 80 per cent
of the available NEEF money be allocated for the construction of a Kenney Dam Water Release Facility (KDRF). He is optimistic because the report finalizes and puts into motion what, “should have been done years ago”, but he is quick to point out that this report, “is basically just repeating history. In 2001, they [already] acknowledged that the best use of the fund was the water release facility.” The NEEF is a 'matching funds' agreement between the province of British Columbia and Rio Tinto

Alcan where Rio Tinto agreed to contribute, on a matching dollar basis, up to $50 million to the NEEF. “This fund does not represent a grant to the Cheslatta First Nation,” Robertson says, “but is a legally binding agreement rising out of the 1997 [B.C./Alcan] agreement.” It remains for the Cheslatta Nation to find their own funding in order to receive matching funding from
NEEF. The construction of the KDRF, a project that would see the rehabilitation of the Nechako watershed as well as provide hydro power generation, is a $280 million project that will require large private investment. The $38 million NEEF dollars committed to the KDRF requires the Cheslatta Nation to come up with matching dollars first.
The potential total value of NEEF and matching funds for the KDRF could approach approximately $76 million, but only if the Cheslatta Nation can raise funds first. “It’s a monumental task, but we can do it. Editor: Wow. I am not your enemy. I support the concept of an artisan centre for our community and I did write a letter of support for an artisan centre. So don't call me a liar. The lack of respect for other artists comes through in your letter. Every business which shows and sells out is great for our community and the artists. That is not the issue. The issue is one business in
town being subsidized over all other businesses. Whoever wishes to go into business in Burns Lake needs to find a landlord whose rental price meets their budget and with the village as a landlord, they need to stop unfairly competing with the other landlords in Burns Lake. Editor: In B.C., our government is recognizing the immense contributions of coaches in every athlete’s personal and professional development by proclaiming the week from Sept. 15 to 22 as B.C. Coaches Week. Coaches are mentors for kids and adults alike. They are powerful influences with the potential to change lives. The Coaches Association of B.C. represents some 40,000 coaches, of which 98 per cent are volunteers. It is coaches who teach the youngest athletes the essential skills
of their sports; coaches who inspire and motivate athletes of all ages; and coaches who spot excellence in an athlete and work hard to develop it. Coaches also teach ethics and fair play-critical lessons for young athletes that last a lifetime. Our collective goal is to ensure that every coach receives the training he or she needs to provide effective leadership. With that in mind, we will invest more than $2 million in coach development over the next year. Since last year, more than $100,000 has been directly targeted to de-
velop coaches in northern British Columbia in the lead-up to the 2015 Canada Winter Games in Prince George. In addition, the Coaches Association of B.C. is offering free National Coaching Certification Programs in many locations around the province. I call on all British Columbians to recognize the critical role played by coaches as valued contributors to the health and social development of children and youth in this province. Summer salmon harvest a success for Lake Babine Nation Lake Babine Nation’s salmon harvest bolsters the north coast fisheries WALTER STRONG The strength of the Lake Babine Nation (LBN) sockeye harvest over the 2011 and 2012
seasons is changing the nature of the commercial salmon fishery in Northern B.C., according to Greg Taylor, an active B.C. fisheries consultant. While the supply of sockeye salmon has historically been dominated by the summer harvest of coastal fish, the band has developed an inland fishery that effectively and profitably extends the sockeye harvest past the end of July and into the middle of September. This puts the North coast sockeye fishery in the unique position of being the only fishery in North America to bring sockeye to market from
the middle of June to the middle of September. For thousands of years LBN had harvested salmon from its own waters and had a thriving fishery until it was ordered closed by the government in 1906. They used a traditional selective method of catching fish that was sustainable, but this method of selective harvesting was not carried over into the coastal fisheries that came to dominate the industry. The coastal harvest is a 'mixed harvest' that does not select for the sustainability of smaller salmon runs like coho or steelhead.
In 2007, the Government of Canada announced the Pacific Integrated Commercial Fisheries Initiative (PICFI) in order to address the issues of an economically and environmentally sustainable commercial fisheries where conservation and the interests of First Nations are fundamental. LBN received funding through PICFI to help rehabilitate their own historically thriving fishery. Greg Taylor is a fisheries consultant with over 30 years of industry experience. He sits on the board of directors for Lake Babine
Nations Fisheries Ltd., the independent company set up by the LBN to manage its fishery. “The LBN did not have a consistent fishery,” says Taylor, “but through PICFI they were able to use $600,000 to upgrade their facilities and through strategic partnerships with North Delta Seafoods and other partners they have taken the fishery to the next step.” Sockeye salmon harvested by the LBN is marketed and sold throughout North America and internationally through large retailers like Costco in fresh and frozen portions. Robertson is emphatic that the success of the KDRF project, and ultimately the success of the NEEF itself, depends upon a contractual agreement with BC Hydro to buy power generated through the construction of the KDRF. “BC Hydro must open formal negotiations with the Cheslatta Nation. Everything rides on BC Hydro. It’s the make or break on this.” “The next step in our process is to convince the provincial government to direct BC Hydro to
open formal negotiations with Cheslatta on an energy purchase agreement,” says Robertson. Without a purchase agreement, the Cheslatta Nation has nothing to approach private investors with. “To get the private investors we need this purchase agreement,” says Robertson. The value of NEEF, for Cheslatta First Nations, depends upon how the province directs BC Hydro regarding hydro purchase agreements. Cheslatta Nation has no plans to approach the province for funding, but Robertson feels very strongly “that the provincial gov-
ernment needs to reinvest in the Nechako River and we’re going to continue with our campaign to bring to light the fact that the Nechako has been used as an industrial power source for a private corporation.” This use, according to Robertson, has lead to the drastic impact seen on the Nechako watershed today, where the Nechako River has been reduced to onethird of its natural flow. “The Nechako River is the life blood of the valley,” says Robertson. “It’s the biggest tributary to the largest salmon river in the world [the Fraser River]”.

Government approved inspectors record all ‘bycatch’, incidence of which is very small. ...From page 7 Lake Babine Nation is involved in a very important sea change in thinking concerning fishery management. “That’s what makes this interesting,” says Taylor. “The coast has been a mixed fishery for over 100 years and over-fishing has required that the coast fishery be clamped down. In doing so, a surplus has been created going up river. It’s always been a trade of between yield for economic value. We’ve changed that scenario, that scenario no longer exists. You now don’t have a trade off between economic value and conservation. It’s a very innovative step in salmon management in British Columbia to think outside the box that you need to harvest this fish in a marine environment.” The band traditionally harvested salmon through a series of fishing ‘weirs’ that trapped salmon as they moved upstream. These weirs were wood constructs in the river that allowed for the selective harvesting of strong stock while weaker stock were free to continue their run. Harvest techniques have changed to boat and beach ‘seines’ rather than permanent weirs, but they still allow for selective harvesting. “This fishery is a very selective fishery and it takes place at the terminus where these fish are going to end up,” according to Taylor. “Other species of concern are split off to their own tributary streams. All that is left is an identifiable surplus.” This surplus is then harvested according to need and market demand. All the other LBN fisheries (babine fence and mid-river fishery) are selective for species in the same way. The return of the LBN selective fishery is a return to the sustainability principles that guided salmon harvesting over 100 years ago. Taylor summarizes his work with the LBN as “the best experience of my career, to be involved in something that had been taken away at the turn of the century.”

Over 270 participants and volunteers enjoyed a beautiful day of entertainment, baking, barbecuing and running at the Lake Francois community hall. The turn out was down a bit from last year's number of participants, but the weekend's event was still a great success. Runners, walkers, strollers and riders raised $13,658 for the Terry Fox Foundation. About half of the money raised was through a large silent auction. (bottom left) Mayor Luke Strimbold lends a helping hand at the concession.

Researchers at the University of Bonn have identified a gene mutation that increases a person’s susceptibility to Internet addiction. In a study of 843 men and women, 132 people were found to be addicted to the Internet to such a level that it negatively affected their sense of wellbeing if they were unable to use it for extended periods of time. When their DNA was tested and compared to a control group, a high percentage of the 132 test subjects were found to have a slight variation of a gene identified as CHRNA4. A mutation of this gene is also believed to play a major role in nicotine addiction, and seems to appear more frequently in women. Though scientist feel further analysis is required, many are satisfied that the current results confirm the link between the genetic mutation and Internet addiction. This finding could result in the classification of Internet addiction as a disorder by mental health organizations, and could lead to better methods of helping people understand and overcome what for some can be a very unhealthy reliance on the Internet.

Bud and Evelyne Bennett Albert Johnston Bennett August 17, 1929 - March 19, 2012 Born August 17, 1929, fourth child of Polly and Harold Bennett of Ootsa Lake. Bud had 2 older sisters, Kathleen and Dorothy and a brother Bill, all of them grew up at Ootsa Lake. Although his name was Albert he was his siblings little Buddy and the name Bud stuck. Bud guided and cooked for the surveyors of the pre flooding of Ootsa Lake. Bud moved to Danskin when he was 15 where he met his lifelong friend Clarence Anderson. Bud starting working in Burns Lake driving truck, when he was 16 and worked at various jobs in the lumber industry. Bud met his wife to be Evelyne Eckland in 1951 and married her on January 12, 1952. They were blessed with their first child Brenda in Dec. 1952, and then the flood began. Sherry arrived in 1953 (died in infancy), Randy July 1959, Shelley Oct. 1956, Kevin Dec. 1957, Dolores July 1959, and Billy May 1966. One day in 1960 Bud happened into McConnell’s Machine Shop and Bob McConnell hired him. Bud worked in the machine shop for 4 years and then he bought McConnell’s Machine Shop. Bud and Evelyne also bought Omineca Distributors next door to the shop and they ran the 2 businesses jointly until about 1987, when they sold both businesses and basically retired. Bud and Evelyne enjoyed a lot of life together including many hours of boating, camping, fishing, snowmobiling, spending time at their cabin on Francois Lake. They travelled together to many countries including Spain, Tenerife, Mexico and many other places. Bud and Evelyne lived together in the same house 3 miles west of town for 50 years, until 2010 when they both had to move to town due to failing health. Bud was diagnosed with cancer shortly after moving into Tweedsmuir House. His health failed steadily until his illness sent him into the Lakes District Hospital for the final 5 weeks of his life. Bud slipped away in the early morning of March 19, 2012. A memorial service was held at Island Gospel Church on March 24, 2012.
Lorna Evelyne Bennett (Eckland) April 19, 1933 – June 26, 2012 Lorna Evelyne Eckland was the second child born to Elizabeth (Alice) and Helmer Eckland. Thelma was her big sister, Janet came after her, then Lenea, Michael and Gerald. Evelyne married her husband Bud Bennett in January 1951. Evelyne loved children and gave birth to 7 children. Brenda, Sherry (deceased), Randy, Shelley (deceased), Kevin, Dolores and Bill. Evelyne was an active member of the community with Bud and with her children. She was constantly driving the kids to Scouts, Brownies, Guides, CGIT, & Bible School and Camp. Evelyne was an avid curler and snowmobiler in her younger years, but Evelyne loved summers. Her yard and green houses were her pride and joy. Evelyne kept diaries of what she planted, how well it did and was always tweaking her greenhouses for the maximum crop of tomatoes to can and cucumbers to pickle. She loved her weekends at the cabin on Francois Lake. She was a great hostess to anyone that dropped in. She could whip up a meal with almost nothing it seemed. Bud and Evelyne travelled extensively for 25 years to Spain, Tenerife and Mexico, making many friends along the way. They also travelled in BC and the Yukon with their good friends Don and Marj Hoffman. In 1986 they sold their property on Francois Lake and spent their summers helping Brenda and Jake at Tchesinkut Lake, where they became the un- official hosts. In 2009 due to failing health Evelyne gave up her beloved camping and gardening. Evelyne moved into the Pines after a major stroke took her balance and equilibrium away. Evelyne died suddenly and peacefully in her sleep on June 26th in the Pines. The family thanks the staff at the Pines for their great care of Mom while she was in their care. Mom’s quick wit was a source of amusement for everyone that loved and cared for her. She will be missed by her children: Brenda (Jake), Randy (Donna), Kevin, Dolores (Rick), Bill. Grandchildren : Lianne, Gordon (Jana), Karla (Randy), Chelsea, Dylan, Jesse and Jules. Brother: Gerald. Sisters: Thelma and Janet, as well as many nieces and nephews. Evelyne was predeceased by her parents, daughters Sherry and Shelley, brother Michael (1972), sister Lenea (2006) husband Bud (Mar.19, 2012).
On October 6th we will have a Celebration Tea for Mom and will inter both sets of ashes in the Burns Lake Columbarium.

Lakes District News
The Northern Gateway Project is generating healthy debate. British Columbians are asking many important questions like, is this pipeline worth it for BC and its northern communities? The benefits that the Northern Gateway Project will bring to British Columbia are significant. It will create jobs, generate new tax revenue for BC, and strengthen the province’s economy.
New jobs will be created... Many people will be employed to build this project. Here in BC, over 3,000 high-paying construction jobs will be created during the building phase. And over 500 new long-term jobs will open up when it’s completed–jobs to monitor and maintain the pipeline, jobs at the Kitimat Marine Terminal, and indirect jobs in areas such as food and hospitality, accommodations, and transportation. And all right here in BC.
Over $800 million will be spent on local goods and services... During construction, hundreds of millions will be spent in Northern BC on equipment rentals, worker accommodations, trucking and fuel, just to name a few. Businesses will grow and new jobs will bring a steady source of family income, as well as opportunities for young people right out of school. All of this will have a positive impact on local businesses and community stability.
Local communities will have a brighter future... On top of new jobs being created, the project will generate $40 million per year in new tax revenue for BC–that’s $1.2 billion over a period of 30 years. This will make a difference to local communities who can use it to build facilities and strengthen public services.
Enbridge will also provide an additional $100 million to support communities near the pipeline in BC and Alberta. We are also committed to partnerships with Aboriginal communities–funding will be provided for community investment, scholarships and education programs, and Aboriginal business opportunities will be created.
People will learn specialized work skills... Individuals from towns near the pipeline will be given the opportunity to learn the skills needed to work in the energy industry. Enbridge has created the Gateway Education and Training Fund, a $1.5 million commitment that will support training initiatives that focus on pipeline construction skills. The knowledge and experience acquired during the construction phase will serve them well as the demand for skilled workers in the energy sector here in British Columbia, Canada and around the world continues to increase.
New global markets will open opportunities for new growth... As it stands, Canada relies on just one customer for its oil exports. The Northern Gateway Project will provide access to the growing economies and the huge markets of the Pacific Rim eager for our energy, which will increase Canada’s Gross Domestic Product by at least $270 billion over 30 years. So not only will the residents of British Columbia see an increase in tax revenue, employment and long-term job opportunities, they will see the economy strengthened in both their province and country as a new gateway to more trade partners opens up.
