A mobile poster display offering the health, environmental and social benefits of breastfeeding will travel through the community to various partner sites. In addition to the display, an art station will be provided to visually promote breastfeeding. The art station will contain fabric flags and markers; participants may decorate their flag in any manner they choose in support of breastfeeding (suggestions include children’s names, designs, positive messages, anything inspiring). The flags will be collected and strung together, then displayed at various venues in town. The flags will artistically and physically represent the support and community connections in promoting breastfeeding. This is an invitation to all community members, not just breastfeeding mothers.

Council hosts environmental delegations at meeting BY LORNE ECKERSLEY Advance Staff

Creston town council rolled up its collective sleeve and got back to work on Sept. 11 after a slow summer that required very little in the way of decisionmaking. With the summer holiday season coming to an end, the entire council was in attendance, as were all senior managers. Lou Varela, town manager, in Kelowna on town business, participated by telephone, a first for a Creston council meeting. The Sept. 11 regular meeting opened with presentations from two delegations, Jennifer Vogel of the Central Kootenay Invasive Plant Committee (CKIPC) and David Hillary of the East Kootenay Conservation Program (EKCP). Vogel reported that CKIPC is a group of concerned local citizens, land managers and nongovernment agencies â&#x20AC;&#x153;who share a common concern about the increase of non-native plants in the Central Kootenays and B.C.â&#x20AC;? Identifying invasive plant species, which can degrade wildlife habitat, choke out native plants and reduce biodiversity and crop quality and yield, is key to attacking the problem, she said. Vogel said invasive species in the Central Kootenay region include policemanâ&#x20AC;&#x2122;s helmet, invasive knotweeds, hoary cress, blueweed, plumeless thistle, yellow flag iris, yellow/orange hawkweed and Scotch broom. Such plants are often introduced in gardens as decorative features. Prevention is the most costeffective approach to managing the problem, she said, recommending that local governments adapt practices that include regular mowing of any areas with invasive plants, cleaning mowing equipment to prevent transportation of seeds and plant parts, mowing before seeds are produced and reseeding bare soil as soon as possible. Education and awareness is key, she added. Hillary described EKCP as an organization that envisions â&#x20AC;&#x153;landscapes in the Kootenays

that sustain naturally functioning ecosystems that can in turn support economic and social well being. â&#x20AC;Ś â&#x20AC;&#x153;We envision vibrant communities that demonstrate the principal of environmental stewardship for future generations.â&#x20AC;? EKCP brings together funders â&#x20AC;&#x201D; Columbia Basin Trust, Habitat Conservation Trust Foundation, Fish and Wildlife Compensation Program, Environment Canada, Nature Conservancy and Regional District of East Kootenay â&#x20AC;&#x201D; with more than 50 other partners to promote conservation of mostly private lands. It has helped to conserve more than 300,000 hectares of high value lands since it was established by referendum in 2008, brought in more than $100,000,000 in conservation investment and established the first local conservation fund in Canadian history. EKCP has recently expanded its mandate in the East Kootenay to include the Creston Valley. â&#x20AC;&#x153;Working together, we can maintain and restore the rich biological, economic and social heritage of the Kootenays,â&#x20AC;? Hillary told council.

Council Briefs â&#x20AC;˘A public hearing regarding a development variance permit for properties at 1403, 1407 and 1409 Hillside St. was held, with no objections being heard from the public or town officials. The process to create a panhandle access will now proceed. â&#x20AC;˘Creston Fire Rescue Chief Bruce Mabin reported that an application for funding under the Strategic Wildfire Prevention Initiative has been made. The program is designed to help fund wildfire protection projects. â&#x20AC;˘Council members were presented with a public health plan discussion guide and overview document that outlines the provincial governmentâ&#x20AC;&#x2122;s public health system strategies. â&#x20AC;˘The final report by Water Smart ambassador Clair Schadeli was presented. In her position, funded by the Town of Creston and the Regional District of Central Kootenay, Schadeli 2.8125â&#x20AC;? x 3â&#x20AC;?

worked to increase public awareness about conserving water and to assess opportunities to conserve the resource. Council directed Mayor Ron Toyota to send a letter of gratitude to Schadeli for her work in the summer position. â&#x20AC;˘In an effort to reduce paper use at Creston Town Hall, council recently moved to the use of iPads, which eliminate the need for paper agendas and information packages. A policy for the use of the digital equipment was presented. â&#x20AC;˘Mabin presented the second-quarter report for the fire department. While the fire department has 28 members, the average experience level is dropping due to the retirement of experienced members and hiring of new ones, he said. Creston Fire Rescue responded to 46 calls from April through June, 16 of which were motor vehicle incidents. Five structural fires resulted in a loss of $318,000, but Mabin estimates the value of property saved to be more than $1.6 million. â&#x20AC;˘Council voted to fund an evaluation of the Creston fire hall, in which a number of detriments have been noted, including mould, a shortage of shower facilities, a potentially dangerous air circulation system and a roof that doesnâ&#x20AC;&#x2122;t meet current snow load standards. Up to $10,000 will be spent to fund a complete assessment of the structure and get recommendations about how to ensure its viability in the future. â&#x20AC;˘The town will apply for provincial funds to help with the installment of an electric vehicle charging station at the Creston Valley Chamber of Commerce. The cost to the town for such a project would be about $1,000. â&#x20AC;˘A request from G.F. Oliver Funeral Chapel Ltd. to place a family columbarium in Forest Lawn Cemetery is being held until a report about all local cemeteries and their operation is received by the end of October. â&#x20AC;˘A noise control bylaw amendment to allow registered snow removal operators to clear snow during the night when necessary was passed.

On Saturday evening, firefighters were called out to deal with an open burning complaint in Erickson where a property owner had a large fire. â&#x20AC;&#x153;The fire had to be extinguished due to the burning ban in place and it was not meeting anywhere close to the requirements of a campfire,â&#x20AC;? Moore said. The provincial burning ban has been in place since July 13, with an update expected to be provided by the province yesterday. â&#x20AC;&#x153;The update doesnâ&#x20AC;&#x2122;t necessarily mean that the ban will be removed,â&#x20AC;? Moore said. â&#x20AC;&#x153;It would not surprise me if it is extended, although with cooler weather in the evening and the dampness, it is possible. Property owners need to check the provincial website to determine if a ban is in place or you may receive a fine.â&#x20AC;?

Suspects plead guilty to breaking and entering BY LORNE ECKERSLEY Advance Staff

Two suspects in the recent rash of thefts and break and entries pleaded guilty to six charges on Monday. They left court after receiving $650 fines. Corey Cooper, 23, and Nathan Townsley, 22, both of Woodstock, Ont., arrived in Creston to pick fruit earlier this summer and “fell in love with the Creston Valley”, RCMP Staff Sgt. Bob Gollan said on Tuesday. “Unfortunately, they chose theft as a way to make money

to stay here,” he said. One of the culprits was identified when an RCMP recognized his face from a surveillance camera photo. He had ridden to the police detachment on a stolen bike. He was arrested and his accomplice was later located at a campsite, where police found some marijuana and a large array of stolen property. The pair has left Creston, returning to Ontario with a parent, who came when notified about the crimes the young men had committed. “They had never been in trouble before,” Gollan said,

adding that police are now busy trying to trace the owners of the stolen property that was recovered.

Third winery now open BY LORNE ECKERSLEY Advance Staff

Five years after planting an orchard above Duck Lake, Wynnwood Cellars Estate Winery has finally opened its doors to the public. “We are getting a very positive response,” said winery partner Dave Basaraba. “We wanted to start with a soft opening so that we don’t create too much momentum — we don’t have a huge supply of wine just yet.” Basaraba and Michael Wigen partnered in the project after discovering they each had a long interest in making wine in the Creston Valley. Basaraba was growing grapes on a test site in Canyon when he learned that the Wigen family owned property on Duck Lake, an area he had identified as a potential vineyard site. “That land has limestone in it, just like some of the great French vineyards,” Basaraba said. Ten acres are now producing a variety of vinifera grapes, including Sauvignon Blanc, Chardonnay, Merlot, Pinot Noir and Cabernet Sauvignon. The slope to the north of Duck Lake is proving to be very good for ripening grapes, with the late afternoon sun reflecting off the lake surface and helping ripen grapes that don’t grow well in other areas of the Creston Valley. The Wynnwood winery and shop is located at 5566 Highway 3A, north of Wynndel, on Basaraba’s home site. Watch for the roadside signs. “I’m amazed at how much traffic we get,” Basaraba said. “We have been steadily busy since we opened

Since the latter part of 2010, many patients and their physicians have encountered a shortage of medications. Reports of shortages continue to surface in media such as the Globe and Mail, CBC and the Edmonton Journal. Recently, Dr. Brian Goldman dedicated an entire broadcast of his CBC program White Coat, Black Art to the drug shortages. It appears that the problem is global in scope with shortages reported in the U.S. and the U.K. The types of medications affected includes: chemotherapy drugs, antibiotics, anesthetics and pain killers. The drug shortage was exacerbated earlier this year when Sandoz Canada cut production at its plant in Boucherville, Quebec in order to address quality control issues. A subsequent ﬁre at the same plant resulted in further decreases to supply. Sandoz Canada has a near monopoly on the production of injectable drugs with 80% of the market. This in turn caused the postponement of some types of elective surgery.

Recently, The Canadian Medical Association Journal and The Canadian Pharmacist’s Journal jointly published an editorial calling for a national plan to manage the prescription medication supply and to deal with ongoing supply issues. The editors are asking that Ottawa make it mandatory for pharmaceutical companies to notify the government about impending drug shortages instead of relying on voluntarily reporting anticipated shortages as is now the case. After President Obama instituted mandatory advance reporting of manufacturing disruptions that might lead to shortages, the number of medications in short supply in the United States was reduced by 50 per cent. It is also possible to offer drug companies incentives to manufacture medications which are in short supply. Health Canada could also speed up the approval process to allow Canada to import medications from international suppliers more quickly should a shortage occur. Ultimately, the government cannot compel pharmaceutical companies to manufacture medication which are considered unprofitable or less profitable than other medications and therein is the problem. Until the right balance of incentives, planning and profitability can be found, it looks as though medication supply interruptions are going to be something that Canadians will have to adapt to.

A model of decency

My first memory of an Alberta provincial election goes back to 1967, when an upstart Progressive Conservative leader began to make waves in the news. It was no easy feat â&#x20AC;&#x201D; the Social Credit party had been ruling since 1936 and the Liberal party had typically formed what I recall to be a pretty weak opposition. It was a Saturday morning and my family was returning from our regular visit to the public library when we passed a man who was, literally, running from door to door, passing out campaign brochures and chatting with anyone who answered a doorbell. I recognized Len Werryâ&#x20AC;&#x2122;s face from the news. As election day neared, our math teacher, Jake Heibert (I was attending Bowness Composite High School), brought up the election subject â&#x20AC;&#x201D; our class was comprised of top students from schools around Northwest Calgary and we were expected to take an interest in these things. I volunteered an opinion that Werry would win our constituency and Heibert scoffed. The incumbent Socred, Charles Johnston, had previously been a member of Parliament. Werryâ&#x20AC;&#x2122;s door-to-door campaign paid off and he won, becoming one of six Progressive Conservatives to form the official Opposition. The following day, Heibert tossed a dime across the classroom to pay off the bet we had made. I caught it and placed into a spot I had ready. I had cut a photo of Werry out of a campaign poster, looped a string around the candidateâ&#x20AC;&#x2122;s neck and made a little

pocket to hold my winning coin, so that it looked like he was wearing a pendant. That little victory shrine remained near my desk for the rest of the school year. In ensu-

Canadian birth law Letter raises needs review questions for reader

To the Editor: (Re: “Election will be historic”, Sept. 13 Advance, page 7) Mr. Clement’s letter left me somewhat puzzled. He says, at one point, conjecturing on the future, “We may have a woman as prime minister — preferably Conservative.” Has he forgotten Kim Campbell or did she not have enough of those qualities he listed to count? He then goes on to say, “In regard to my own philosophy, I am conservative, but also progressive, believing in equality between men and women, protecting health care, education, the environment, working with unions in a positive way (non-union employees are also important), helping those who are less fortunate and building a better world for future generations.” Since the conservative government of B.C. and the conservative government of Canada have been most active in destroying all of the above items, I can only presume that he is proclaim-

To the Editor: It is shocking to learn that Canada’s law states that we are not human until after we have completely exited our mother’s body. This means that children in the womb do not have any human rights up until the point of complete birth. Our outdated law puts our nation in the same category as China, Vietnam and North Korea as far as implementing human rights for children in the womb. This is not right. Picture this: A child is completely out of the womb except for one toe. At that point, that child is still considered subhuman, with no right of protection. MP Stephen Woodworth tabled motion 312 at the beginning of the year and if it passes, it will commission a parliamentary committee to take a second look at Canada’s 400-year-old law that defines when a baby becomes human. Our MPs will have to decide if updated modern medical science proves that a child in the womb is in fact human before the moment of complete birth. Lougheed a gentleman and model statesman

To the Editor: That the recent death of Peter Lougheed evoked widespread sadness did not surprise me in the least. Neither did the volume of tributes to his achievements as premier of Alberta and following his retirement. As associate editor and editorial page editor of the Calgary Albertan from 1960-1980, I got to know Lougheed quite well. Ours was a Liberal newspaper, but not slavishly so. We commended the Conservative government when it did something we felt was good for Albertans. We disapproved when we judged that the government was misguided, but in a polite and reasoned way rather than with vicious contempt. NOW In the latter case, however, I would RECYCLING invariably get a phone call from Lougheed — but notLEAD at all couched in ACID wanted to anger. Through them and through occasional face-to-face meetings we developed what I believe was a friendly and mutually respectful relationship. Certainly I greatly respected him and I agree with everything said about him when he died. Peter Lougheed was among the three political leaders who were active during my journalistic career for whom I hold that level of respect and admiration (the others: Tommy Douglas and Lester Pearson). What’s happening to communication?

“What we have here is a failure to communicate,” are the memorable last words of escaped convict Cool Hand Luke in the classic movie of the same name starring Paul Newman. Luke, a war hero, had won the respect of his fellow inmates with his courageous rebellion against the brutal injustice of the prison regime. His tragedy was his lack of opportunity to develop his own fine qualities and express his frustration with authority figures in a socially acceptable way. Perhaps this unhappy situation could have been improved by his having more opportunities to nurture a more rounded personality with meaningful, interactive conversations. Unfortunately, in our real 21st century world, technology could lead to the deterioration of the face-to-face conversation. How many families choose to watch TV rather than sit at the dinner table and converse? How many times have we been annoyed when a person gives preference to his cellphone or iPod rather than present company? Will the popularity of tweeting, Facebooking and texting cause a disconnect from reality? Is the convenience of online shopping and banking preferable to the advantages of a local outlet? So often this sort of contact is one-way, with the

result that the use of expressions of common courtesy of gratitude, appreciation, regret and pleasure may be dying.

Obviously, conversation skills are an important factor in forming and maintaining relationships. For example, getting to know one’s prospective life partner by talking in more depth might lead to a marriage more likely to be successful and help reduce horrendous divorce numbers. Later, as parents, this welladjusted pair might be more likely to balance compliments with firm directions and pass on their skills to their offspring. Is the decline of conversational skills inevitable? Perhaps the older generation could be a model for the youngsters, as in their earlier years there were fewer alternatives to communication. Yes,

that’s you, seniors, and especially grandparents! Perhaps schools could help. Practicing conversational skills for 10 minutes a day could be useful and fun. According to a Sept. 10 Macleans article, “New research shows that it’s not academics that guarantees success in school, it’s social skills and resilience.” It’s well-known that youngsters’ favourite time at school is recess or lunchtime. What might be needed is a refinement of their forms of social interaction with some fun use of some conversation role playing, with firm guidelines as to what they talk about and how they converse. One guideline might be, “Take a genuine interest in your partner by balancing questions with statements and spending as much time listening as speaking.” Turning to the post secondary scene, the same Macleans edition features what they call “Crisis on Campus”, stating, “A shocking number of students feel depressed even suicidal.” Perhaps closer social contacts may relieve this unhappiness, preparing them not only for their own success and contentment but as the ones soon to govern our country. replacements and the extraction of some hairy objects from a couple drains. Top it all off with a total top-down scrubbing, pressure wash and disinfection, as well as a cleaning and inspection of all mechanical systems, and we feel pretty good about the shape of our community pool. Not by accident, this can be attributed to quality design, workmanship and materials, as well as a pretty regimented cleaning and inspection philosophy throughout the year. From the administrative angle, as part of the process, all parties keep notes of what went well and what didn’t, and a debriefing meeting will be held in a couple weeks to better streamline the process. This is our first “real” scheduled shutdown at the proper time of year and while it is unlikely the two-week process could be shortened because of the limitations of drain, clean, refill and heating times, there are always ways to improve sequencing and operations. Now we move forward with our rejuvenated pools and fall programming — and maybe I can work out some of those aches and pains again. A significant part of operating a sustainable, valuable program is having a vision and a plan of action that will accomplish that vision. Last year, the Therapeutic Activation Program for Seniors supported our members to continue to be productive members of their community. Another project we were part of was planting, weeding and pot washing at the College of the Rockies greenhouse. Visiting seniors at Swan Valley Lodge and Crest View Village was started in the spring and was welcomed by all involved. These projects have proven to be valuable and are now part of our regular activities. Our objective for the next year is living well. Good physical health is being promoted though a fitness program lead by Richelle, a kinesiologist from Creston Physioworks and More. Richelle has designed a program for seniors focusing on balance and agility. This class is offered Monday afternoons and seniors from the community are welcome to attend. Other workshops will be held on topics such as stress management, avoiding fraud and abuse, improving memory, wills and power of attorney, and self-esteem. These workshops will be presented by members of the community who have expertise in these areas. Social, emotional, mental and physical well-being will be supported by these workshops. Each month we take this opportunity to thank all those who support the TAPS seniors in a special way and this month our thank you is to Ann Day and Tanna Patterson. These ladies host the weekly book club at TAPS. Every Tuesday morning, a group of ladies meets to discuss the books they are reading, current events, history, politics and whatever else is on their minds. These discussions are always lively with lots of laughter coming from their table. One of the TAPS members described her enjoyment of the group to me. She said that the book club was “the fastest hour in my whole week.” Thank you Ann, and Tanna. A new TAPS brochure is now available and we have distributed it around town. Check at your clinic, the library, the community complex and many other places to get a brochure and find out all that is happening at TAPS. We always welcome visitors.
