The Heights neighbourhood could one day see the return of another neon landmark after Burnaby council approved the purchase Monday of the sign from the former Eagle Motors car dealership. City hall will spend up to $3,700 in gaming funds to buy the sign from a private collector, who
approached the city about the sale. The collector is in the process of selling off vintage neon signs bought and salvaged from Lower Mainland businesses over the years, said a city staff report. The Burnaby Eagle sign was created around 1950 for Eagle Motors Limited at 4161 E. Hastings St. (now known as Carleton Square) owned by well-known Burnaby businessman Frank McCracken. The dealership was the largest Ford retailer in the province while it operated.

In some neighbourhoods, redevelopment can leave people wistful for times gone by. Not at the northwest corner of Kingsway and Gilley Avenue. That’s where two properties, including the notorious Intercity Motel, are being proposed for a new residential and commercial development. “The community is hearing that it’s going to be redeveloped and the community is jumping for joy,” said Diane Gillis, president of the Kingsway-Imperial Neighbourhood Association (KINA). “Oh yes, it’s news in the ‘hood.” On Monday, Burnaby council authorized staff to work with the current owner of 6205 and 6255 Kingsway, Kevin Rakhra, on a development plan for the site, which would then be the subject of a rezoning application. “At 18 Terry Fox was a university student. At 19 he was a cancer patient. At 21 he was a hero.” That simple message on the back of the T-shirt worn by Darrell Fox, Terry’s brother, spoke volumes to hundreds of students crowded into Convocation Mall at Simon Fraser University on Tuesday for the school’s annual Terry Fox Run, and to hear Darrell’s inspirational words. Fox was in his first year of kinesiology studies at SFU when he was diagnosed with bone cancer in 1977. At the end of his third year he embarked on his Marathon of Hope to raise money for cancer research. Of course Fox’ quest to run across Canada ended that September when signs his cancer had reoccured forced him off the road at Thunder Bay, Ont. Since his death in 1981, the Foundation that bears his name has raised more than $600 million to fight the disease. SFU has never forgotten its most famous student. There’s a statue of Fox in the Quadrangle. Every year students, staff and faculty participate
in a run around campus. The Terry Fox Gold Medal Award is presented annually to a student who demonstrates “personal qualities of courage in adversity and dedication to society which have been exemplified by Terry Fox.” This year’s recipient is Cristina Pastia, who recovered from the shocking murder-suicide death of her parents to propel her studies in a new direction towards a career as a victim service worker. This year’s run also marked the launch of Terry’s CAUSE, to honour Fox and his legacy, as well as promote healthy and active living, at university and college campuses across Canada. • On Sunday, more than 350 participants and volunteers helped raise almost $15,000 at the 32nd annual Burnaby Terry Fox Run at Swangard. But with donations still trickling in, organizer Anna Solnickova is hopeful she’ll still reach the target of $20,000. “The sun was shining for a change,” said Solnickova, herself a cancer survivor. “Everyone was having a wonderful time.” Donations can still be made by contacting Solnickova at tfrbby@gmail.com or 604-7162963.

Eagle could enhance Heights branding: report ⫸

Any future conservation project would require restoration of its metal, paint and neon components. The city purchase and restoration of the Swinging Girl sign and its return to Hastings Street has “provided significant unique branding and identity to the Heights shopping district,” the report said. “The restoration of the Burnaby Eagle would further contribute to this community vision.” The cost of the Swinging Girl project was about $25,000. Cost estimates on any future work on the Eagle sign will require detailed study. In the meantime, city hall is buying the sign. The $3,700 approved includes the Eagle sign, its support frame and cart, the cost of moving it, and another smaller Burnaby neon sign from the M&B Grocery Store— formerly located at 6949 Royal Oak Ave., which will be added to the Burnaby Village Museum collection. “Since we already have the Swinging Girl in the Heights area, we thought it would be a great opportunity to bring back the Eagle, which is also one of our symbols for the city, back to the Heights area,” said Coun. Colleen Jordan, chair of the city’s community heritage commission, at Monday’s council meeting. “So we’ll first of all purchase it, then we’ll have to figure out and work with Heights Merchants [Association] about where we might locate it in the area and how it might be used in the future.”

Liberal opportunity The BC Liberals may be far behind the opposition NDP in the polls, but there are a few factors bubbling along — mostly under the surface — that may change their fortunes for the better by election day next May. The Liberals still face an uphill battle in getting re-elected. The NDP is polling well, getting roughly twice the support that the Liberals are getting in recent polls. However, the most recent poll, which was published last week, showed the Liberals gaining a small amount of support, with the NDP slipping slightly. This is simply one poll, and polling results are becoming less and less reliable, as the Alberta and Quebec elections this year have illustrated. However, the Liberals will do even better if the BC Conservatives, who have taken a significant amount of support away from them, falter. The Conservatives are holding a meeting this Saturday in Langley, and one item on the agenda is a confidence vote on John Cummins’ leadership. Should he not receive the backing of almost all the membership, the Conservatives will be thrown into chaos. While such a scenario seems unlikely, the Conservatives have a history of internal revolts and leadership dissatisfaction. If there is a significant split at the meeting, the Liberals will only gain. A third factor is Premier Christy Clark herself. While Clark has taken plenty of heat, she showed on Sunday at Rich Coleman’s annual barbecue that she has a good ability to campaign and communicate. Clark is a good campaigner, and is an effective match for NDP leader Adrian Dix. This will be a significant factor as people make their minds up. It is very likely that by next spring, the BC Liberals and NDP will be much more competitive than they are at present. -Black Press

Oh, to wonder what might have been Imagine a sunny day on a West Coast beach where a man has come to deliver a speech. Thousands of people are surrounding the outdoor stage, waiting to see him. A wave of applause ripples through the crowd when he appears. A breeze ruffles his famously curly mop of greying hair, and he flashes his trademark smile as people start chanting his name. Dozens of journalists record the event. A tangled web of cables connects rows of video cameras on another stage to his microphone. Cameras are connected to satellite trucks parked behind traffic barriers a discreet distance away, all of them broadcasting the moment live on television and the Internet. On another platform, photographers wait with sniper-like patience for a front-page image. When the man at the microphone looks down for a second, thoughtful and almost a little sad, there is a sudden burst of rapid-fire shutter noise. He waits for the chanting to stop, then starts, as he always does, by thanking everyone for attending.
Dan Ferguson That draws another wave of cheering. He waits for it to die down and then he starts talking about, of all things, quantum mechanics—a branch of physics, he explains, that suggests all possible alternative histories and futures are real, each representing an actual world. On this anniversary, he says he’s been thinking about what might have happened if things had turned out differently. What if, in some other reality, he didn’t recover? There would have been no second journey, no slow walk through the Prairies and methodical passage through the mountains. He describes how his heart sank when he thought he would have to quit. “People were still lining the road saying, ‘Keep going, don’t give up, you can do it, you can

make it, we’re all behind you.’ There was a camera crew waiting to film me. I don’t think they even realized that they had filmed my last mile… people were still saying, ‘You can make it all the way, Terry.’ I started to think about those comments in that mile, too. Yeah, I thought, this might be my last one.” At the memory, the cheering starts again, and again, he waits for it to die down. He likes to think that people would have carried on without him, he says. He reminds them of what he said. “Even if I don’t finish, we need others to continue. It’s got to keep going without me.” He says he would like to believe there still would have been an annual run to raise money to fight cancer, just like the one that was launched to celebrate the anniversary of his arrival on this beach. He would like to think people would remember that cancer can be beaten. “Anything’s possible if you try,” he says. “Dreams are made possible if you try.” He says it again in French, his characteristic West Coast accent more prominent than usual.

There are cheers, and then the chant begins again. “Ter-ry. Ter-ry. Ter-ry.” Louder and louder. He tries to talk over it, but they are simply too loud, and they will not stop. He knows what they want. He grins and loosens his tie. He hands his jacket to an aide and rolls up his sleeves. The cheering become ecstatic. His RCMP security detail takes up position to his right and left. They know what’s coming. He wades into the crowd. “Make a path,” someone shouts, and amazingly, the crowd parts like the Red Sea. And he begins to run, a familiar hopping gait, arms chopping the air. There are screams of delight, as people fall in behind. The Right Honourable Terry Fox, Prime Minister of Canada, is heading for the water to ruin his expensive shoes by dipping his artificial leg in the Pacific Ocean one more time. Make it safe Re: Cyclist killed at train crossing (NewsLeader, Sept. 14) Five years ago, the Railway Safety Act Review Panel held a public hearing in Vancouver. The City of Chilliwack made an excellent presentation on ways to improve pedestrian safety at level railway crossings. The rail corridor adjacent to Government Street in Burnaby is particularly dangerous because it has a pair of tracks with many curves. Trains may come from either direction with little advance visibility. A train-activated gate to barricade the pedestrian crosswalk on Cariboo Road, as illustrated in the Chilliwack presentation, would reduce the risk at this crossing. As well, the City of Burnaby and the railroad company must carefully examine this corridor to improve fencing to discourage trespassing. Derek Wilson Port Moody

Had our MP listened to his constituents, he could not possibly have avoided learning that increasing Canada’s export business has many advantages and is necessary if we want our grandchildren to enjoy the standard of living we have created for ourselves. The latest information pamphlet distributed by our Burnaby-Douglas MP caused me to have a different, but still very negative reaction. Using federal funds to promote political doctrine should not be permitted. It should come out of his own pocket, or at least the NDP coffers. Our MP has dropped all pretenses to seek information in order to properly represent his constituents. His pamphlet is full of potential disaster forecasts plus information on how residents of Burnaby will be negatively impacted by a Kinder-Morgan pipeline expansion. He then provides information how to oppose development of this nature. The language used is straight out of brochures of the environmentalists, who are heavily funded by U.S. interests and, obviously, have their own agenda.

The first motorists began using the new Port Mann Bridge Tuesday as three eastbound lanes opened across the new span. Tolls aren’t yet being charged and won’t be until sometime in December when it officially opens with eight lanes. “Woo hooo!” tweeted Carmen Wright, one of the drivers who drove across Tuesday. “It’s beautiful! To all who worked so hard on this – great job.” The partial opening is to shift traffic to allow construction on remaining elements of the project, such as the completion of the complex new Cape Horn interchange. Highway 1 commuters experienced heavy delays Monday morning after overnight lane closures constricted traffic. Project officials warn even worse delays are ahead before

work is finished. Westbound traffic will be cut to just one lane for the night of Saturday Sept. 22 and much of Sunday Sept. 23. The last weekend of September will see Highway 1 traffic reduced to one lane in each direction from Friday evening to Sunday morning. Long delays are expected and drivers are urged to avoid the highway and use alternate routes if they can.

No pass for Golden Ears Bridge TransLink has no plans to offer Golden Ears Bridge users a monthly unlimited pass like the one the province has announced for frequent users for the Port Mann Bridge. Pass users on the Port Mann would pay for a maximum of 50 crossings monthly – $75 per month for regular cars in the first
year, rising to $150 after the introductory toll goes from $1.50 to $3. TransLink spokesman Drew Snider said that’s not under consideration at the Golden Ears, nor is there any plan to reduce the tolls there, in light of the lower introductory price that will be charged at the Port Mann. “It just wouldn’t make
financial sense for us right now,” he said, adding traffic over the toll bridge between Langley and Maple Ridge is up 12 per cent from last year. “We’ve seen good increases,” he said, adding drivers increasingly view it as a good alternative to save time. The Golden Ears has pulled in less toll revenue than originally forecast since
opening in 2009 and it’s expected to fall $38 million short over the next three years, adding to TransLink’s financial challenges. That’s despite an expectation the bridge will get more traffic once the Port Mann no longer offers a free alternative. TransLink vice-president Bob Paddon dismissed

The B.C. government’s plan to award new logging rights so the Burns Lake sawmill can be rebuilt has a chance of working, but it is taking too long, NDP forest critic Norm Macdonald says. Jobs Minister Pat Bell and local MLA John Rustad announced Monday that the government will award a new community forest tenure to the Burns Lake Native Development Corp., which was a partner in the Babine Forest Products mill along with Oregon-based Hampton Affiliates. That would provide 150,000 cubic metres per year, and a new area-based First Nations woodlands licence would add another 65,000 cubic metres a year. Bell said a partnership of area First Nations will be formed to share another tenure that would make another 380,000 cubic metres of wood available to the rebuilt mill. The new forest tenure will mainly come from lower-value timber stands that were not included in the forest inventory before, and will include salvage trees for bioenergy production, Bell said. Hampton Affiliates CEO Steve Zika said if all that timber is delivered, it will allow the company to build a smaller mill to replace the one destroyed by fire in January. The company expects to make a final decision in December. Macdonald said Tuesday he supports the plan, which he helped work out on a

How the MLS Home Price Index works Last February, five of the country’s largest real estate boards and the Canadian Real Estate Association launched the MLS Home Price Index (MLS HPI) in Calgary, Fraser Valley, Montreal, Toronto and Vancouver. The MLS HPI is the best and purest way of gauging price trends in the housing market. It takes housing quality into account, such as housing category, location, number of rooms, living area, etc., in a way that no other method of price tracking does. The Real Estate Board of Greater Vancouver has had an HPI in place for over 15 years. Over the years, the HPI has been widely recognized as providing the most accurate indication of housing price trends. The MLS HPI does not predict the value of clients’ individual properties, any more than averages or median measurements do. It does, however, provide a more accurate indication of price trends regionally, or by municipality or neighbourhood. The MLS HPI is conceptually similar to the Consumer Price Index (CPI), which measures the value of a “basket” of common goods and services. Similarly, the MLS HPI measures the contribution toward a home’s price that each attribute or feature makes as part of a “basket” of housing features. Averages or medians can be skewed by the inclusion of high-end or low-end properties. The MLS HPI, however, is calculated using a sophisticated statistical model that estimates home prices based on their “basket” of features. Those attributes remain constant over time, making the MLS HPI the best tool for an “apples-to-apples” comparison of prices over time.
A look at the national resale housing forecast The Canadian Real Estate Association (CREA) has updated its forecast for home sales activity via the Multiple Listing Service systems of Canadian real estate Boards and Associations in 2012 and 2013. Since CREA’s last resale housing forecast, mortgage regulations were tightened further, activity in Ontario softened, and the slowdown of sales activity in British Columbia deepened. As a result of these developments, CREA has lowered its forecast for Canadian home sales this year and next. The national average price forecast has also been reduced, reflecting an expected decrease in Ontario’s and British Columbia’s provincial sales as a proportion of national activity. British Columbia’s share of national sales has declined further below its long term average. Ontario’s share of national sales has also retreated from elevated levels, and is expected to hold near its long run average. National resale housing activity is now forecast to rise by 1.9 per cent to 466,900 units in 2012. Alberta

is still expected to post the biggest increase in activity, offsetting a sales decline in British Columbia. In 2013, CREA forecasts that national sales activity will recede by 1.9 per cent to 457,800 units. This is a larger decline than was previously forecast, reflecting the cumulative effects of previous and recent changes to mortgage regulations, and anticipated interest rate increases in the second half of 2013. Activity is expected to ease in all provinces except Alberta and Manitoba, with Ontario registering the largest decline. Although revised downward, national sales in 2012 and 2013 are forecast to remain roughly on par with the 10 year average, with 2012 coming in slightly above and 2013 slightly below average. “All real estate is local, so housing market prospects can and do differ among regions and communities,” said Wayne Moen, CREA president. “For that reason, buyers and sellers should talk to their realtor about the housing market outlook where they live.” The national average home price

is forecast to rise by just 0.6 per cent to $365,000 in 2012, reflecting a strong start to the year for sales and average price in Ontario but fewer expensive home sales in British Columbia. The national average price is expected to edge lower by one tenth of one per cent to $364,500 in 2013, with Ontario and British Columbia registering small price declines amid modest average price gains in other provinces. “Recent changes to mortgage regulations are likely to sideline some potential first-time home buyers, particularly in some of Canada’s priciest housing markets,” said Gregory Klump, CREA’s Chief Economist. “That’s likely to result in slower momentum for resale housing activity, with an increase in the amount of time it takes for move-up buyers to sell their current home. Job growth is widely expected to continue at a modest pace while interest rates remain on hold, so the economic outlook is absent the factors that typically result in forced sales and a dramatic swing in prices.”
