Fire chief’s abrupt departure a surprise BRIAN KIERAN CAMPBELL RIVER MIRROR

The abruptly ended employment of Campbell River’s fire chief appears to have taken jobless Dean Spry and some of his colleagues by surprise. On Tuesday City Manager Andy Laidlaw issued a terse release that stated: “On Sept. 14, in an agreeable separation, Mr. Spry stepped down as fire chief.” Spry, reached at home, was painfully careful about how he characterized his sudden departure. “I came here for a reason … things came to an end,” he said. However, he added: “It came as a surprise to them (some fire hall colleagues) as well. “I don’t have much to say,” Spry said. “it was a mutual agreement.” The former chief, who came here from Kitimat three years ago, said he is looking for work. Whether he stays in Campbell River is “not determined. My Continued on A3

As for morale, he said: “We always have our struggles with the city budget.” Wharton said Spry “wasn’t an aggressive man (but) he was a true gentleman.” Laidlaw’s announcement stated: “We thank Mr. Spry for his efforts with the Campbell River Fire Department on behalf of the citizens of Campbell River, and we wish him well in his future endeavors. Deputy Chief Ian Baikie has accepted the position of acting fire chief until a permanent replacement is hired.” Spry’s sudden leaving has refocused attention on the frequency of senior staff turnover at the fire department. Baikie will be the fourth man to occupy the chief ’s office in six years. In 2007 the Fire Chiefs’ Association of BC was so upset over bad blood between the city and the fire department that it reversed a decision to schedule its annual convention here. Laidlaw told The Mirror: “This decision comes from the city manager’s office, not council. It was not something that council provided specific direction on.” Changes in municipal government management “are just part of life,” he said. “I am confident the fire department will continue to serve the community under the acting chief.” Laidlaw said “there is a transition plan in place” and he is not in a rush to find another person to fill the position. He said he, acting chief Baikie and council will discuss how they will proceed in January.

Elk Falls Mill sale deadline passes in silence Elk Falls Mill site into a new industrial park and create up to 600 jobs. In August, the Mirror reported that “question marks” were appearing beside Jahn’s name with regard to his business activities in Alberta. It became apparent that at least two similar Alberta projects proposed by Jahn have not got off the ground. In one case a municipal official in the Athabasca region said: “It’s a good thing that your alarm bells are ringing.”

In 2007, Athabasca County sold Jahn more than 30 acres that the developer promised to transform into a truck stop, convenience store and residential development. County Manager Gary Buchanan said the deal included conditions and timelines that Jahn failed to meet and the property was taken back in 2010. Also in 2010 Jahn was wooing the Village of Boyle in his role as the head of “Prosperity Industrial Park.” This project would involve

the transformation of 135 acres into about 20 industrial lots. “The companies that will likely move into the area are a lot of distribution, light manufacturing and energy services companies,” Jahn told the Athabasca Advocate. “There could be 500 to 600 positions available,” he hinted. Boyle’s Chief Administrative Officer Charlie Ashbey told the Mirror the land is still in the name of the original owner and the concept is in limbo. Contacted in late August and asked about these stalled projects Jahn said: “It is frustrating working in the (Alberta) North … there’s a lot of gossip going around.” In August Catalyst CEO Kevin J. Clarke described Jahn as “an experienced developer with the capacity and an industrial concept that will fully utilize the site’s infrastructure and bring new

business and jobs to the region.” After the initial announcement Jahn said Pacifica Deep Sea Terminals would accept “all environmental liability” for the site. That assurance came because B.C. environment ministry senior contaminated sites officer Vincent Hanemayer stated that “the Elk Falls Mill has been identified as a contaminated site by the ministry and prior to redevelopment contamination would have to be assessed and addressed.” The one-page Pacifica Deep Sea Terminals website states: “Pacifica is focused on transforming the former Elk Falls Catalyst paper mill lands into a dynamic industrial park and port facility with the goal of creating over 400 full time employment positions for the community of Campbell River within the coming 36 months.”

A local p olitician receives a rare honour today. Jim Abram, a former lightkeeper and current representative for Quadra Island with the Strathcona Regional District, will receive a life membership in the B.C. Lightkeepers Union. Abram, the firstever recipient of such an award, will be presented with a commemorative plaque this morning at 9 a.m. in front of

Quadra Island’s Cape Mudge Light Station – Abram’s former home and workplace – and the public is welcome to attend. “The B.C. Lightkee pers Local of the Union of Canadian Transportation Employees is presenting this honour to Abram in recognition of his pivotal role in reversing the Canadian Coast Guard’s decision to de-staff B . C . ’s re m a i n i n g staffed lighthouses, most recently in 2009 and 2010,” said Glenn Borgens, secretary-

treasurer of Local 20232, who will present Abrams with the award. Abrams was at the forefront of lobbying efforts to convince then-Fisheries Minister Gail Shea to keep a human presence at 27 lights strategically located along B.C.’s 27,000 kilometres of coastline to aid in marine and aviation safety. City to fund Homelessness, but confusion rules KRISTEN DOUGLAS

City council agreed to part with funding ear marked for the city’s Homelessness Coalition at Tuesday’s council meeting but confusion reigned over money the coalition thought it had coming. Paul Mason, spokesperson for the Homelessness Coalition, said the group was looking for $15,000 to staff a Nikola Road t r a n s i t i o n h o u s e, $1,200 for a contractor to help get a new housing complex off the ground, and a fur-

ther $5,000 in support funding. “Five-thousand dollars is actually from the City of Campbell River, which is the seed funds for 2012,” Mason said. “We received, as a coalition, from the city $5,000 when we were formed and led to believe that would be every year. We haven’t received anything for 2012.” Coun. Andy Adams said he was under the impression the city would not be making yearly money transfers. “My recollection is that it was one-time start-up money to

get the ball rolling,” Adams said. Mason was also looking for the city to release funding from the Vancouver Island Health Authority allocated for the specific purpose of developing housing for the city’s homeless. Mason said the coalition needed access to $1,200 to pay a contractor hired to develop a 30-50 unit housing development for the homeless. Mason was also looking for $15,000 for support staff at Palmer Place – a transition home for women and children who have

a Campbell River member of Citizens For Quality Health Care (CQHC). Jarvis says: “Most people don’t know that P3s are not the same for building a hospital as they are for building a bridge. “We are concerned about hospital services, such as housekeeping and dietary services, being turned over to

Area Affected by Proposed Bylaw: That portion of the Strathcona Regional District described as Electoral Area B (Cortes Island); the geographic extent including Cortes, Marina, Subtle and Twin Islands and small offshore islets. Purpose of Proposed Bylaw: In general terms, Bylaw No. 139, being Cortes Island Official Community Plan Bylaw 2012, if adopted, would satisfy the requirements for Official Community Plans under Section 875(1) of the Local Government Act and would repeal Bylaw No. 1740, being the “Cortes Official Community Plan Bylaw, 1995” and all amendments thereto.

As defined by the Local Government Act, the purpose and intent of an Official Community Plan (OCP) is to provide guidance for long-term planning, development, and land use management within the area covered by the plan, through a statement of objectives and policies respecting the purposes of local government. In the case of Bylaw No. 139, the proposed OCP maintains the land stewardship practices established under Bylaw No. 1740 and also offers policy development in the following areas: 1.Environment: This section has been expanded to differentiate between sensitive ecosystems, habitat protection and wilderness protection; Riparian Areas Regulation requirements have been added and a Freshwater Conservancy designation has been added to provide a measure of protection for drinking water supply(ies). 2.Sustainable Development: Sustainable principles and goals have been included in the OCP for Electoral Area B. In addition to climate change policy, including targets and policy to reduce greenhouse gas emissions, coastal planning and sea level rise considerations are also identified. 3.First Nations: The OCP lies within the traditional territory of the Klahoose, Tla’amin, and Xwémalhkwu First Nations and a section has been included that provides this context. Policy has been introduced regarding cooperative engagement, forestry and economic development. 4.Manson’s Landing: The OCP introduces preparatory local planning for Manson’s Landing as a primary social place on Cortes Island, including an amenity list for future development. Land use planning, waste management planning and environmental protection have been identified as key implementation projects in the future. 5.Coastal Designations: Current OCP mapping within Bylaw No. 1740 does not include designations over coastal waters. The proposed bylaw includes four new marine designations including Coastal Off-shore, Coastal Access, Coastal First Nations and Coastal Harbours. The intention of this change is to provide a long range planning framework for the myriad of marine activities in Electoral Area B. 6.Aquaculture: The OCP offers policy respecting aquaculture uses, including a list of criteria for aquaculture applications and direction to seek Map Reserve status for Gorge Harbour. 7.Agricultural Land Stewardship (ALS): A new agricultural designation has been introduced that provides for land sharing for farm operations. Similar in framework to Community Land Stewardship or Forest Land Stewardship, ALS allows for an increased number of dwellings to be sited on lands in support of farming activities. This designation does not apply to ALR lands. 8.Community Amenities: The proposed OCP includes a list of community amenities that may be requested in the event that a proposed development requests increased density. Copies of the proposed bylaw and related information are available for inspection at the Strathcona Regional District Customer Service Centre, located at #102 – 990 Cedar Street, Campbell River, between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday, excluding public holidays from September 21, 2012 to October 5, 2012. The bylaw may also be viewed on the Strathcona Regional District website at www.strathconard.ca. The public hearing will be held by a delegation of the Strathcona Regional District Board comprising the directors representing Electoral Areas A, B, C and D. Anyone who believes their interests are affected by the proposed bylaw will be given an opportunity to be heard or to file a written submission at the public hearing. Vehicle safety starts with practice There comes a time when good, old-fashioned common sense has to be the measuring stick in keeping us safe. It screams of bubble-wrap legislation – going to an extreme to protect us all from activities that have the potential to cause harm. That harm, on occasion, will have serious or fatal results. But you cannot cocoon the world to keep it safe. Richard Stanwick, society president and chief medical officer for the Vancouver Island Health Authority, said riding an ATV is a challenging undertaking even for an adult. He said people are often injured getting on a vehicle for the first time and underestimating the skill required to operate it.

But a ban is not the answer. Does turning 16 suddenly make a young person capable of riding with skill? No, that only comes with experience. We have to trust young people learning to ride are doing so under the guidance of adults who demand they wear a helmet and other protective gear, that they are on a size-appropriate vehicle and ride a course or trail that complements their ability. Introducing people to ATVs at an early age, and allowing them to learn properly, can reduce accidents. It won’t prevent them all, but it’s better than the freefor-all that could occur when they turn of age and take the controls.

Terry Lake, Minister of Environment I just returned from hiking the Centennial Trail through Bedwell Valley in Strathcona Park, in the southwest corner where it meets Clayoquot Sound on Vancouver Island. Following the river from tidewater to alpine, the trail passes through one of the most varied and scenic landscapes in the park. The trail is one of the finest in the park to experience the full range of coastal wilderness. At the mouth of the Bedwell River is Clayoquot Wilderness Resort is an elite horse camp. Your government approved a permit for CWR to rebuild road access inside Strathcona Park for the exclusive use of its private horse tours. This is a misuse of B.C.’s parkland, which should be accessible to all based on experience and ability not carved away for private enterprises such as luxury dude ranches. Examining the potential for Internet voting in B.C.

For some time now, we’ve been hearing from many British Columbians around the province, as well as from interested municipalities, that they want to know more about Internet voting. As a society, we’ve grown increasingly comfortable with the Internet as a tool. In fact, 93 per cent of British Columbians now have access to highspeed Internet, making us one of the most connected jurisdictions in the world. Many of us have grown accustomed to the convenience the Internet offers and we often rely on it for functions like online banking, shopping and

booking travel plans. This shows the potential Internet voting has to increase accessibility and convenience and reinvigorate democracy in British Columbia. However, when it comes to something as integral to our democracy as our electoral process, it is imperative that the appropriate precautions are taken. That’s why I, as Attorney General, have requested that Elections BC convene an independent panel to examine the potential for Internet voting here in B.C. This is the first step in exploring whether or not Internet voting is a feasible option for our province.

Specifically, Elections BC has been asked to look at best practices when it comes to internet voting in other jurisdictions - both in Canada and around the globe. The panel will look at Internet voting in both local and provincial contexts, as certain factors may be unique to each level of government. Most importantly, the panel will be examining all potential security and privacy concerns and how those may be addressed before we would even consider implementation. B.C.’s chief electoral officer Keith Archer will chair the panel, which will have members with expertise in technology, cryptography, Internet

security policy and electoral administration. This panel will - and already has sparked an engaging conversation about modernizing our electoral process. While we remain optimistic Internet voting could increase voter turnout in our province, we are exercising tremendous caution with something as significant as our province’s democracy. Fall yard waste collection starts next month The City of Campbell River’s popular curbside yard waste collection program starts again Oct. 1 and will run two months, until Nov. 23. The yard waste dropoff centre is another well-used option for residents. This year between January and the end of August, residents made 10,291 visits to deposit 537.5 tonnes of organic material at the facility off Willis Road. Residents are also encouraged to use backyard composting to keep valuable organic mat-

ter available for re-use in home gardens and landscaping. “Composting is a popular option, and through our composter rebate program we have seen 148 composters and digesters installed this summer,” says Amber Zirnhelt, the City’s sustainability manager. The rebate program was made possible through funding from the Comox Strathcona Waste Management (CSWM). “With three options available for handling yard waste, we remind residents that disposing of yard waste in nature

banks, dumping can lead to slope failure and erosion. “Large piles of branches can also be a significant fire hazard,” Samson says. “Thanks

to volunteer help from Strategic Group, the City is working to restore a steep slope along Simms Creek after a significant yard waste fire in August. The yard waste drop-off centre is open year-round (Friday to Tuesday 8:30 a.m. - 4:30 p.m.) and is located on the We Wai Kai Nation land, west of the Inland Highway. For extra garbage collection, residents can purchase a $2 garbage tag, one tag required per extra can. Tags are available at City Hall, the Community Centre and the Sportsplex.

A Reunion Dance is being held at the Quinsam Hall on Sept. 29. Playing the music at the dance will be the band Reunion. Proceeds of the evening will go to give charities – Campbell River Hospital Foundation, Campbell River Hospice Society, Campbell River Head Injury Society, Campbell River and North Island Transition Society and the SPCA. It was only two years ago when Campbell River came together to raise money for a local man, Brendan King. King was born and raised in Campbell River and has raised his family here as well. Thanksgiving Food Drive gives hope Last Saturday the BC Thanksgiving Food Drive (BCTFD) collected an estimated 352,588 pounds of food for 50 local food banks throughout the province, including 5,400 pounds in Campbell River. “It was great to see how the residents of our communities came forward to support our project,” said Andrew Rolfson, BCTFD Executive Director. “The success can be credited to communities selflessly wo rk i n g t o g e t h e r donating time, talent, and means to meet the needs of others – for this, we are truly thankful.” In Campbell River, t h e B C T F D eve n t included more than 41 volunteers providing over 101 hours of service to the community. Teens get animated Teens can learn everything they need to know to create a graphic novel at an upcoming workshop at the Campbell River Art Gallery with artist Glen Lovett. Lovett is a graphic novel artist who has over 30 years experience and has worked for everyone from Disney TV to Warner Brothers to Hanna Barbera, Nickelodeon and more. Lovett will help young artists aged 13-17 learn how to design characters, write a story and plot out a graphic novel during an intensive twoday workshop Wednesday, Oct. 3 and Thursday, Oct. 4 from 3:305:30 p.m. both days. Day One will feature a presentation about how to create a graphic novel, with a step by step demo from script to finished comic book. Lovett will also discuss the process of animation storyboarding for TV and film. On Day Two, bring along your own ideas and art as well as your questions about writing, characters, layout composition and more. Is the business profitable? In the first few years of operation, a business will often generate losses as it gets up and running. Is the business producing more income than the proprietor needs? If so, then incorporating may allow for income splitting (i.e. dividends paid to other adult family shareholders) and tax-deferral opportunities Does a corporation really pay lower taxes? Small businesses enjoy a greatly reduced tax rate of about 11% 19% (depending on the province) on the first $500,000 of active business income due to the small business deduction. Is retirement or succession planning being considered? If either is being contemplated for several years down the road, incorporating can reduce or defer the taxes that would otherwise be payable. Can an incorporated business write off more expenses? Many people believe that you can write off many more different kinds of expenses if you incorporate your business. Other considerations > Limited liability: Generally, creditors of a corporation cannot seize the personal assets of the owner-manager unless the owner-manager gave personal guarantees for loans of the corporation. > Tax holiday: In several provinces, newly incorporated business are offered up to three years of income or sales tax relief. > Non-taxable benefits: A corporation can offer benefits that are not available to sole proprietorship owners, like group health and pension plans. > Additional costs: A corporation is required to file its own tax returns and hold annual shareholder meetings, leading to higher administration, legal and accounting costs annually. > Capital tax: Some corporations are required to pay a tax on their “taxable capital,” although the federal government and many of the provinces are phasing out these taxes. ith a new single out this year, Summertime, country singer/songwriter Aaron Pritchett is still In the Driver’s Seat. The B.C. native brings his high-energy show to Campbell River’s Paramount Music Hall on Oct. 6 to raise money for the Campbell River Head Injury Society. The Mirror caught up with Pritchett on Monday from his hometown of Langley.

Mirror: Your most recent album, In the Driver’s Seat, was released in 2010. Are there plans for a new album?

Aaron Pritchett: I’m actually heading back to the studio Sept. 26 to start recording a bunch of new songs and then I’ll be in and out of the studio for the next six months or so to perfect those songs and record some new ones too, all in the hopes of a new album ready for late spring or early summer of next year. M: In the Driver’s Seat spawned three singles. Why do you think people embraced that album in particular? AP: There’s a lot of different reasons why. Mostly, the fact the songs on there are a true representation of myself and my life show. Previously,

most of my songs were geared towards country radio. When In the Driver’s Seat came out I wanted it to be a reflection of what it’s like for me on stage, like Light It Up and Livin’ It Up. I wanted people to feel like they’re at one of my shows. M:You grew up in a small town in northern B.C. How did you first break into the business? AP: I consider myself to have grown up in Kitimat. I spent most of my years there up until my early teens. Then I moved back to Vancouver where I was originally from. The experience of living in Kitimat, that small town mentality – I did

fishing, that’s where I learned to play hockey – I think that experience I had in my early years is easy to relate to. It was relatable and that shows in the country music industry. M: Why did you choose country music? AP: Well I think it kind of chose me. It was kind of divine intervention through my mother. She used to go out and listen to live country bands around Vancouver. She came up to me once and said ‘there’s this talent show in Langley, I entered you. You just have to tell the band which two songs you want to do and you’re entered Continued on A15

Shortly after that I formed my band and it just snowballed from there and I became a country music singer. Plus I had really liked country music when I was a kid. After I formed my band we started to play clubs and then we did shows in Vancouver and Calgary for almost 10 years before I had any success on the radio. M: You’ve toured with country stars like Toby Keith, Brooks and Dunn, and Alan Jackson. What did you learn from them? AP: I think it’s all about how they approach their shows. These guys have a

really great way of being involved in their live shows. When you see them behind the scenes, Toby Keith and Brooks and Dunn for example, they’re very involved with their band, they’ve very involved with their crew and it’s neat to see. The next thing would be the crowd interaction. That’s always been important to me, for the fans to feel like they’re on the stage with me and for me to feel like I’m in the crowd with them. Brooks and Dunn always did that and it was great for me to learn and cool for me to see. M: Where do you find inspiration for your writing? AP: I find inspiration anywhere, anyway and in anything. Even from a story a friend tells me or from what I’ve read on the

Internet. What I’ve found in the last while is listening to older folks, especially older men, just to listen to them and take a quote for a song title. Believe me, if you listen to older men talking... you can find a lot of great lines just listening to people. M: Did you have any musical idols growing up? AP: My first musical idol was Elvis Presley and he still is now to some degree. People wonder why and I think it’s because he was a great singer, a great performer, and actor – he did almost everything. He was one of the few rare ones with charisma. He could lie on a stage just reading a letter from a young girl and he would have 40,000 people still screaming because people loved him. M: What do you

think makes you unique and sets you apart from other artists? AP: I think ultimately we all have our own voice, our own style of country music. I think my shows set me apart. No disrespect to anyone else, but a lot of people like to go up there and just play their own music. I like to make it an event, a real spectacle. I like to give it my all from start to finish and hopefully by the end of the show I leave them wanting more. The band is based out of Vancouver but have chosen Campbell River schools for their fundraising campaign because two of the members are Campbell River locals. Drummer Cole George and singer-banjoist Keenan Lawlor were both born and raised in Campbell River. “Our goal is to support young talent in Campbell River by giving educators more funding to supply students with the resources they need to jump start musical careers. I was in the MCT program at Carihi some years ago, this program has given me the skills necessary to record my own music and operate as a live sound engineer. These skills are invaluable in the independent music community which is why I would like to help expand the program’s resources,” says Keenan Lawlor. “The more you can do on your own in this industry, the better. I’ve spent a lot of time in the past few years honing these skills on my own; hours that would have been much better spent with the right gear and instruction. The opportunity to have all that, especially within a high school timetable, is something I’m really excited to support”, says Cole George. The cost for the concert is $8. Problems arise when money enters the picture. Both ICBC and the Passenger Transportation Branch will become TYEE interested CHEV as will the police, depending on the amount of money that changes hands for the ride. If no money changes hands, ICBC does not require an insurance rate class change on the vehicle being used. If money is given to offset the cost, a vehicle owner may insure their vehicle in the rate class for its normal use, provided that their passengers’ contributions do not exceed the cost of fuel, insurance, wear and tear, and/or parking for the trip and don’t include expenses for depreciation of their vehicle. Their vehicle will only needed to be rated for business use if they start gaining financially from driving passengers. The Passenger Transportation Branch advises that a private car pool vehicle, for example, a driver from the Fraser Valley who uses his vehicle to car pool a group to BCIT or a group of individuals that purchase a vehicle that is designated a car pool vehicle and individuals take turns driving the vehicle at specific times. These types of vehicles are not captured under the legislation. In either case, if a profit is being made by the ride provider it then becomes a commercial venture and the proper insurance and licensing will be needed.

Recycling service expands in Campbell River The Campbell River Bottle Depot (CRBD) on Willow St, at the end of 16 avenue West, is happy is expanding its service. As July 1 2012, the small appliances program extended its list. Now they are accepting sewing machines, exercise machines, sport and leisure devices and electronic power tools, at no charge. Heart of Quadra Parks campaign nears finish line S

ave the Heart of Quadra Parks is on the home stretch of a decade-long campaign to save the heartland of Quadra’s spectacular marine parks by purchasing the land which lies between the Octopus Islands and Small Inlet Provincial Parks. In May, the provincial government signed a purchase agreement with the landowner and has secured the majority of the funds needed. Quadra Islanders have spent the summer in an all-out effort to raise part of the outstanding amount. “The response has been amazing, from

the local community and nature lovers far and wide who come to kayak and hike this unique park,” said Susan Westren of the Save the Heart committee. “Our target is an ambitious $200,000. We’ve raised over half that amount in 4 short months. Almost

all of these funds have come from individual donations of $1,000 or less.” On Saturday, the Save the Heart of Quadra Parks celebrates the culmination of this highly successful fundraising campaign to protect these vital lands. Campbell River Living Reeling in the years: 11th Haig-Brown Festival T

his is the 11th year for the Annual HaigBrown Festival which will be taking place on Sunday, Sept. 30, from noon to 4 p.m. in honour of World River’s Day. The original festival was held in 2002. This year, Cynthia Bendickson, who once worked as a summer student at the Campbell River Museum, has taken over as organizer and is devoted to making this year’s festival a success. “I really appreciate all the help I am getting from previous festival organizer Terry Hale”, Cynthia remarked. “He has

gone above and beyond what he needs to do to make sure I have an easy time taking over the reins. “It has been great having such a dedicated and organized group of people behind me, and I am very impressed by the wide range of community groups that get involved, and the diverse talent we have in Campbell River.” The festival continues to explore the themes of fishing, literature and conservation, with the addition of outdoor recreation and safety, and displaying local talent. Located on the banks of the Campbell River, adjacent to the King-

fisher Creek conservation area and surrounded by woods, the site’s location by the river is a focal point for the celebration. The Haig-Brown House on the property will be open and visitors can peruse the study with its treasure trove of older books. The City of Campbell River will again present Stewardship Awards on centre stage to individuals, groups or businesses in recognition of their contribution in areas of conservation like habitat awareness, waste reduction, energy and water conservation, and air quality protection. Greenways Land

trust will present the award for the winner of the Character Tree Contest. A variety of music is on offer by talented First Nations performers, including Duane J. Hanson who plays with the Laichkwiltach rock group Bentwood Boyz. Alternative teen rock band Who is Barbosa will also be featured. Admission is free, with fly tying demos, fly fishing lessons, children’s games and crafts, good food, readings from Haig-Brown writings, great displays, property tours and more that appeal to all ages. Roderick Haig-Brown was a fly fisherman,

he Campbell River Arts Council, the Haig-Brown Institute and the Museum at Campbell River are partnering this year to present the 2012 Haig-Brown Memorial Lecture. The lecture will take place on Saturday evening, Sept. 29, from 6:30-8:30 p.m. This year’s lecture, entitled What We Learned, will be delivered by all four of the Haig-Brown siblings, Valerie, Mary, Alan

and Celia. This will be the first time the four Haig-Brown children will deliver a talk together. The Haig-Brown Memorial Lecture Series was created by the Arts Council in 2009. The intention is to honour the legacy of both Roderick Haig-Brown and Ann Haig-Brown (nee Elmore). Roderick Haig-Brown (1908-1976) applied his passion equally to fishing, writing, conservation, and

public service and left behind a strong legacy of literary excellence, centered on the rivers of British Columbia. His work represented an early environmental voice. Ann Elmore (19081990) was a major force for social justice issues in Campbell River, notably around the challenges facing women. The Ann Elmore Transition House in Campbell River is named in her honour. The Haig-Brown

Memorial Lectures were created to provide an annual forum for writers to inspire a new generation with their vision for the environment, social issues and literary excellence. A signed and numbered collectable chapbook of the 2012 Lecture has been produced and will be available at the Museum. Call the Museum at 287-3103 to reserve a seat for this historic event. n a unique turn of events, a married couple will cruise Vancouver Island as part of the Canadian Cancer Society Cops for Cancer Tour de Rock. Const. Dorothy Junio, the Oak Bay police school resource officer, will tackle the Tour de Rock alongside husband Const. Jett Junio of Saanich police. They are the first married couple “You only get to to take part in the do it once and do it Canadian Cancer together …” Society fundraiser. “You only get to do – Const. Dorothy Junio it once and to do it together …,” Dorothy began. “It’s a unique opportunity for sure,” Jett finished. “We have the luxury of debriefing everything we do from work to riding because we’re on the same page.” They also share in fundraising responsibilities and aside from police work, in a local business as well. Jett returns to the Saanich police ranks in January after an 18-month leave to run Riders Cycles, a bicycle business on Cloverdale Avenue that the couple purchased a year ago. The Island-wide ride, Canadian Cancer Society Cops for Cancer Tour de Rock, developed from those events in the mid-1990s. “We knew the event (in Edmonton) was raising funds for kids with cancer, but the magnitude didn’t hit us until we got here,” Jett said. “The fever we didn’t feel until we got to the Island,” Dorothy added. “The whole Island embracing it is amazing.” With their kids, Adam and Ethan hitting 16 and 17 this year, they felt an opportunity to make a commitment to the cause. Plus it’s a year of milestones for the pair; both turned 50, celebrated 25 years of policing and it’s the 15th year of the Cops for Cancer Tour de Rock. Then there’s the illness itself. Dorothy’s mom developed cancer (she’s faring well right now), and suddenly they saw it throughout their peers. “It became a big deal,” Dorothy said. The biggest hurdles won’t be the kilometres-long hills or rainy days spent on a bike. “It’s going to be the emotions,” Dorothy said. “You sometimes have to battle that along with the physical.” As for the highs, just participating and seeing people dig deep to give is already providing those. “The ride itself is secondary,” Jett said. “It’s a vehicle to reach out to people for a greater cause: the kids.”

T h e f u n d s we n t towards the purchase of an infant monitor and a stabilette, which allow doctors and nurses to measure the health of babies and their mothers during and after delivery. “We have a pretty busy maternity ward,” says Stacey Marsh, executive director of the foundation. “Over 400 babies are born here every year, and many of the women who deliver are first time moms. Having this equipment is essential as it allows us to monitor a baby’s vital signs in utero, which gives us a better idea of how the labour is progressing. “The stabilette assesses the newborn baby’s vital signs and we can adjust the temperature and oxygen levels if needed.”

Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

Why an Aquaculture Awareness Week? One of the many reasons we are lucky in British Columbia is that the barbecue doesn’t have to shut down with the end of summer. We still have months to go grilling outside – and in Campbell River it just makes sense to make some of that barbecue salmon. And why not? Through wild fisheries and aquaculture, fresh salmon is available year round, and as a versatile food, it can be prepared for many different meals using many different methods. But more importantly, it’s just so darn good for you. Salmon is one of the best options for increasing healthy Omega 3s in our diets, lowering saturated fats, and it’s loaded with vitamins A, B and D. Canada’s food guide recommends at least two 150 gram servings of fish every week. Which brings us to another topic: because salmon on farms are fed, there is complete control over what they consume. That gives us complete confidence in the health of our product. Because of the ability to monitor feeding, organic standards can be set for foods raised on farms. Canada just completed an organic standard for aquaculture and some farmers are looking at whether it could be implemented. We’re very proud of the healthy, high quality product that our farmers produce - but ultimately, no matter what the source, we just encourage people to increase the amount of salmon they eat.
