Ajax, pot on lips of those at UBCM By Andrea Klassen STAFF REPORTER andrea@kamloopsthisweek.com

TO BEE OR NOT TO BEE Schubert Drive resident Debbie Kernote had no idea she had a mammoth — and rare for these parts — honeybee hive in a tree in her yard until a neighbour pointed it out. A call to the Kamloops Beekeepers’ Club led to the hive being moved to Barnhartvale. Such hives exist in California, Texas and Mexico, said club member Ian Farber, but not usually in Kamloops. “This,” he said, “ is very rare.” Turn to Page A7 for the story. Dave Eagles/KTW

Concerns about the proposed Ajax mine will get another airing at the Union of B.C. Municipalities convention running this week in Victoria. Mayor Peter Milobar told KTW the city is set to meet with Environment Minister and Kamloops-North Thompson MLA Terry Lake and Rich Coleman, minister of energy and mines, during the week-long conference to discuss the copper and gold mine proposed south of Aberdeen. “With Terry, it’s a good opportunity — not that he’s unaware or anything — but it gives you a chance to be right with the staff as well, that you wouldn’t normally see, and have that discussion,” said Milobar. The Ajax discussions will focus on ways the mine could impact the city that Kamloops council wants to see studied as part of the environmental approval process. “It’s really about ensuring that the uniqueness of the location and the concerns that we’re hearing across the board — and, certainly, everyone on council has had and voiced those same concerns — are properly addressed and looked at as we move through the process, from dust to noise to light impact to socio-economic,” Milobar said. Also on the agenda is a meeting with Health Minister Margaret MacDiarmid regarding upgrades to the Royal Inland Hospital. This summer, the province committed $80 million to build new parking facilities and extra clinical space at RIH for what Premier Christy Clark has called the “first phase” of a major renovation of the hospital. A new surgical tower and more clinical space have also been planned for RIH, but not yet funded. Milobar said hospital discussions at UBCM will focus on “the potential for the surgical tower as phase two.”

The city also has two resolutions before UBCM’s approximately 1,500 delegates this week. One calls on the province to toughen its anti-smoking legislation and ban smoking on playgrounds, beaches, park and public events. The resolution also seeks to increase the distance smokers must stand from doors and windows to 7.5 metres (25 feet). The other resolution encourages provincial and federal governments to supply accessible ballots for the visually impaired at all polling stations during elections, as Kamloops did in its last municipal election. However, the most high-profile resolution at this year’s conference is likely one proposed by Metchosin and endorsed by the Association of Vancouver Island and Coastal Communities. It calls for the decriminalization, regulation and taxation of marijuana, calling current anti-pot efforts “failed policy which has cost millions of dollars in police, court, jail and social costs.” A vote on the resolution is expected on Wednesday, Sept. 26, but a preconvention debate on decriminalization held by a panel of legal and medical experts on Monday, Sept. 24, attracted a crowd of UBCM delegates — including Kamloops Coun. Nancy Bepple, who live-tweeted much of the discussion. The convention runs to Friday, Sept. 28. In addition to Milobar and Bepple, Kamloops councillors Donovan Cavers, Ken Christian, Marg Spina and Arjun Singh are attending.

Admitted killer back in court By Tim Petruk STAFF REPORTER

tim@kamloopsthisweek.com

An Edmonton man who admitted in a Kamloops courtroom last month to murdering his girlfriend and attacking an undercover police officer before stabbing his prison cellmate twice in the eye is expected back in court today (Sept. 25). Mark Lindsay stood trial in B.C. Supreme Court in Kamloops in August on allegations he stabbed an undercover RCMP officer in Barriere during an elaborate Mr. Big sting last year, and that he attacked his Kamloops Regional Correctional Centre cellmate during a game of Scrabble a

month later. The 25-year-old, who is the son of Edmonton’s former police chief, admitted both offences, but claimed both victims were part of a group of serial killers trying to kill him. During his testimony, Lindsay also admitted to murdering 31-year-old Dana Turner — his former girlfriend, who went missing in August 2011, days after Lindsay was released from an Edmonton jail, after serving time for stabbing Turner in the head. Lindsay claimed in court Turner was also part of the group trying to kill him. The RCMP Mr. Big sting, during which the officer was

Now neither one wants the vacation to end.

Justice Dev Dley ordered a 30-day incustody psychiatric evaluation. If the doctor’s report comes back saying Lindsay does suffer from a mental disorder, Dley could find him not criminally responsible for the stabbings of the undercover Mountie and the KRCC cellmate. Lindsay is also facing a second-degree murder charge in Alberta in relation to Turner’s death. He is expected to appear in a Red Deer courtroom for a preliminary hearing in January.

McLeod pledges support for MP pension reform By Andrea Klassen STAFF REPORTER andrea@kamloopsthisweek.com

KamloopsThompson-Cariboo MP Cathy McLeod is pledging her support for a reform of MP pensions the Conservative Party of Canada is expected to introduce this fall. According to news reports, the governing Conservatives are looking to change the rules for MP pensions, introducing longer waits to collect and increasing the amount members pay into their plans. Under the new scheme, MPs would

have to wait until age 65 to collect pension benefits, instead of 55. The Globe and Mail reports there is also a plan to shift that number to 67 — the age at which Canadians will be eligible to receive Old Age Security benefits in 2029, after the Conservatives tweaked the program in their last budget bill. The changes would kick in with the 2015 election and aren’t expected to affect benefits sitting MPs have already accumulated. While she said she isn’t “privy to details” of the new pension

legislation, McLeod said the changes are likely to show up in the Conservative’s next budget-implementation bill, which will be introduced this fall. “I’ve always said I will support changes to

the pension,” McLeod told KTW. “I’ve heard loud and clear from many of our constituents that they feel MPs are not paying their fair share. And, I’ve indicated for many months that I’ll support

changes.” McLeod declined to speak to reports that the pension-reform plan has caused friction inside the Tory caucus, saying she doesn’t comment on caucus discussions. A report by the

Canadian Taxpayers Federation released in January said McLeod will be eligible for an annual pension of $35,385 by the next federal election in 2015. If she keeps her seat

until 2019, her pension would jump to $56,227 annually under the current rules. The CTF has called for a new pension program for MPs, where government matches individual contributions dollar-for-dollar. While she said MP pensions should fall more in line with those of other Canadians, McLeod declined to say what she thinks the plan should look like. “I think we need to wait for the legislation to be introduced,” she said, “and I think MPs should be paying their fair share of the pension.”

Scam victim wants his $20K By Tim Petruk STAFF REPORTER

tim@kamloopsthisweek.com

The first of the eight victims of a Kamloops Ponzi scheme for which a former financial planner is now serving a two-year federal prison sentence has filed a court action looking for his money back. In court documents filed last week, Doug Williams, one of the victims Ed Chieduch bilked during a five-year scam that ended in 2010, filed a restitution order seeking $20,000 — the amount he invested in Chieduch’s scheme. Chieduch pleaded guilty in March to fraud over $5,000. He swindled eight clients for a total of $312,000. In court, the 58-yearold claimed he was a victim himself and said he stole the money from his clients to cover losses incurred in a soED CHIEDUCH called Nigerian email scam. Kamloops provincial court Judge Chris Cleavely called that story “callous.” By law, Williams’ $20,000 — and the money owing to the rest of the victims — is payable within 30 days, unless Chieduch plans to file an appeal. If Chieduch does not have the money to pay back his victims — and, court heard, he recently filed for bankruptcy — the restitution order will act as a judgement against him in civil court.

Collision disrupts Seymour Street traffic A violent collision on Sunday, Sept. 24, shut down a downtown intersection for nearly two hours and sent two women to hospital. Kamloops RCMP Staff Sgt. Grant Learned said the crash at Seventh Avenue and Seymour Street took place at about 1 p.m. when the driver of a black Mercedes Benz, headed south on Seventh, hit a Ford Focus. The Benz then smashed into a hydro pole, nearly cutting it in two. The driver of the Focus, a 33-year-old Salmon Arm woman, was taken to Royal Inland Hospital for treatment of minor injuries, as was her passenger.

POLICE BEAT The driver of the Benz, a 22-year-old Kamloops man, was not injured, but was ticketed for failing to stop. The intersection was reduced to single-lane traffic for 90 minutes while crews worked to clean up debris and repair the hydro pole.

Rollover on highway A Vernon man will likely face drunkdriving charges after a spectacular collision and rollover on the TransCanada Highway east of Kamloops on Sunday, Sept. 24.

Emergency crews were called to the westbound lanes of the highway near Hook Road at about 2 p.m. for a reported rollover. Investigators determined the driver of a Ford F-150 pickup truck, a 57-year-old Vernon man, struck the rear corner of a Hyundai Tucson SUV in the next lane. Witnesses said the pickup truck driver overcorrected and hit the ditch, rolling several times. Neither driver was injured. Learned said officers noticed “symptoms of impairment” on the pickup driver and gave him a roadside breath test, which he failed.

Learned said the man was taken into custody and refused to provide a breath sample in custody. He was handed an automatic driving prohibition and released on a promise to appear in court next month.

“I am 33 years old now and am happily living my life out on Vancouver Island and I owe it all to you and your company. You saved my life and I can never re-pay what you have done for me.” Dear Strauss Herb Company, I had cancer when I was 10 years old and went through 2 years of chemotherapy and radiation therapy. One of the drugs they used was called adriamycin. The adriamycin is very hard on your heart and ten years later I went from a normal 20 years old young man to not being able to physically lift myself off the couch. Just existing was like running a marathon and I was dying. After 4 months in the hospital and a few trips to the critical care unit for crashing I had enough knowledge to at least keep myself stable. One day the doctor came in and told me that they had found a node on my lung and did a biopsy and found another cancerous growth. I was now diagnosed with end stage congestive heart failure and lung cancer. Because of the lung cancer I was taken off of the heart transplant list and because of the heart condition I wouldn’t survive another round of chemotherapy. I was sent home with a prescription for my heart meds and a six month timeline as to how long I was going to live. They sent me home so I would be in familiar surroundings when my ¿nal breath was taken. Being as that I was only 20 years old, I had no intention of dying. One day I wandered into a health food store in my hometown and explained my story to the woman working. After a few tears and a heartfelt hug from her she showed me Strauss Heartdrops. I began as directed and continued to increase my dosage until I was taking 2.5ml/3x a day. After 6 months I began to be able to go for walks without seeing stars. The feeling like someone was standing on my chest started to subside. I remember the ¿rst time I fell asleep on my back - it was a small miracle because before it had felt like I was drowning. I reported to my cardiologist appointments as ordered and was stunned as I watched my improvement not only on a personal level but in a controlled environment using the best in modern equipment. I am 33 years old now and am happily living my life out on Vancouver Island and I owe it all to you and your company. You saved my life and I can never re-pay what you have done for me. There is so much more to this story but I just wanted to give you the gist of it. Thank you, thank you, thank you. Les

To bee or not to bee — that was the question for a Schubert Drive homeowner last week after a gigantic beehive, normally seen only in Mexico and California, was found hanging from a tree branch in her front yard. “We didn’t know anything about it until the neighbour said something,” Debbie Kernote told KTW. The neighbour emailed a local beekeeper and the Kamloops Beekeepers’ Club buzzed into action. Ian Farber, a member of the club, said volunteers met at the house on Thursday, Sept. 20, and and removed the enormous hive. “It was about 30 inches tall and about 20 to 25 inches across,” Farber said, describing the colony as “extremely gentle. “Nobody got stung.” The hive had been built on a branch in a tree on Kernote’s property. Her neighbour spotted it after noticing honeycomb in his yard while cutting the lawn. Farber, who has been keeping bees for 35 years, said he’s never seen anything like it. Honeybees, he said, almost exclusively build their hives inside enclosed spaces — between walls or in hollowed-out trees — in climates where winters are cold. But, the Schubert Drive bees, for whatever reason, decided to get tropical and set up shop in a tree. “Maybe the weather changed,” Farber said. “Maybe they swarmed on a warm day and then we got three or four days of rain, so they took the unusual step — something caused them to build outside.” Farber, who ballparked the population of the colony as high as 30,000 bees, said such hives are commonplace in Mexico, California and Texas. “But, not here,” he said. “This is very rare.” Members of the Kamloops Beekeepers’ Club, wearing protective suits, cut away the branch on which the hive had been built and loaded the structure into a specially built carrying container. The colony was taken to a bee yard in Barnhartvale. Farber said club members initially thought they were dealing with a wasp nest and a mistaken neighbour. “That’s always what it is with that type of call,” he said. “But, we went to look and they were honeybees.” Kernote wasn’t annoyed by the bees. In fact, she said, they were helping. “Our flowers have done really great this year,” she said. “They’re essential to polli nate our flowers and fruit, so it’s nice to have.” But, according to Farber, the hive didn’t stand a chance exposed as it was in Kernote’s tree. “It would have died in that tree,” he said. “We’re trying to save the bees in this case.”

Social Credit’s stepchildren perfect art of infighting

T

HE FIRST TIME THE B.C. Social Credit Party died, the death spiral began in Whistler in 1986, when Bill Vander Zalm emerged from the convention as leader. Five years later, W.A.C. Bennett’s powerhouse, the party that governed B.C. for 36 of the past 39 years, was reduced to being a political curiosity. The fact the current Socreds, under the B.C. Liberal Party banner, are holding their final convention before the May 2013 election in the same resort can only be a seen as a bad omen. Not that the Christy Clark Liberals need omens to foretell their bleak future. They only need voters to remain peeved at how the HST was introduced. They only need voters to remain irate that nobody in the governing party will explain why guilty government staffers Dave Basi and Bob Virk had $6 million in legal bills paid for by taxpayers in the BC Rail trial. They only need the premier to continue to treat democracy with disdain by cancelling fall sittings of the legislature while insulting the very institution she is paid to lead and shape with her own, preferably better, vision. The above would be considered simple fact entering this past weekend. However, with the right-of-centre coalition’s heir apparent, the newest version of the Socreds under the B.C. Conservative Party, emulating the NFL by staging a weekend of mind-boggling weirdness, the B.C. Liberals might just remain relevant — at least as official opposition — when ballots are counted in May. Such is the silliness of politics in

CHRISTOPHER FOULDS Newsroom

MUSINGS B.C., which never fails to amaze and bewilder and excite through each and every decade. On the weekend, B.C. Conservative Leader John Cummins and his supporters won an internal battle against those opposed to his leadership via a leadership-review vote at the party’s annual general meeting in Langley. Shortly thereafter, the party’s lone MLA, John van Dongen of Abbotsford-South, quit the Conservatives, only six months after leaving the B.C. Liberals to join the Conservatives. He will attend the Liberal convention in Whistler next month and did not outright reject rejoining the Grits. Right before the AGM, John Martin, the Conservative candidate in Chilliwack-Hope in the May byelection, also quit the party and joined the B.C. Liberals, prompting the B.C. NDP to mass email to news outlets an impressively long list of anti-Liberal quotes uttered by Martin in the very recent past. There has been enough flip-flopping in this political arena to have soccer sue for copyright infringement. Van Dongen leaves two political

parties in a span of two months; Martin leaves a party and joins the mortal enemy four months after the byelection battle. Need we add to the list? On Nov. 20, 2010, Cummins, thenConservative MP for Delta, visited the Kamloops Yacht Club, where he spoke to 16 people. At the time, Cummins was an advisor with the party and said without hesitation he was not interested in leaving federal politics to seek the B.C, Conservative leadership. Cummins also told KTW on that day that the party was not interested in reaching out to dissident MLAs from other parties, be they then-NDP MLA Bob Simpson or then-ousted B.C. Liberal MLA Bill Bennett. Or even van Dongen, one presumes. The B.C. Conservatives, Cummins said then, are “not the new Liberal party” and instead wanted to attract new people with new ideas. Meanwhile, the advisory committee charged with igniting this new entity was composed of anything but new people with new ideas — Cummins, Randy White, Brian Peckford, Rita Johnston and Jim Hart. Maybe the executive elected at this past weekend’s AGM will be the “new people with new ideas” as envisioned by Cummins. Perhaps the executive came up with the party’s proposal to revamp how and why the spring and fall sittings will take place. However, if the B.C. Conservatives are not the new B.C. Liberals, perhaps the reverse is true, based on the wacky comings and goings that have happened — and likely will continue as the election campaign nears. editor@kamloopsthisweek.com

Cathy McLeod, the Conservative MP for KamloopsThompson-Cariboo, is to be commended for sticking to her word on an issue that can and has split even families down the middle. On Wednesday, Sept. 26, in the House of Commons in Ottawa, Kitchener Conservative MP Stephen Woodworth is expected to put forth a motion calling on Parliament to re-examine the legal definition of when a fetus becomes a human being. While three Conservatives who support Woodworth’s motion rose in the House last week to speak to the issue, the NDP and Liberals have accused the pro-life MP of trying to reopen Canada’s contentious abortion debate, while Prime Minister Stephen Harper is opposed to the motion. As is McLeod, based on what she told Kamloops and region voters during the election campaign of May 2011. “I made a commitment to my community in the election campaign that I wouldn’t support it,” McLeod told a group of reporters in Ottawa when asked about her fellow MP’s motion. “I perceive this as opening up the abortion debate and, again, that’s against my commitment.” McLeod’s stance on Woodworth’s motion does not necessarily equate to her stand on abortion laws in Canada. What is does do, definitively, is show McLeod’s constituents that, on this issue — and there are precious few in Canada that are as emotional and controversial — she has stuck to promises made during the election campaign, regardless of the ramifications such a stance may have. For that, McLeod’s integrity should be applauded.

Daily News’ lawsuit response ‘hypocritical’ Editor: Re: (‘Strauss files lawsuit against Daily News, doctor,’ Sept. 13): So, the Kamloops Daily News and retired doctor Russ Reid are being sued for defamation by the Strauss Herb Company of Kamloops for a Daily News column penned by Reid called Reid: It has an NPN, but it’s snake oil. NPN means natural product number. Being sued for defamation is an occupational hazard in the publishing business. The Daily News is vigorously defending. I would expect nothing less. The newspaper says the statements were true. It says that, if they weren’t true, then they were fair comments made on matters of public interest and the public has a right to read those fair comments, while the newspaper has a right to print them.

Newspapers are, by definition, champions of free speech. One of their purposes is to foster debate on public issues. We have in Canada a constitutional right to freedom of thought, opinion and expression, including freedom of the press. What surprises me, though, is that Daily News publisher Tim Shoults and Reid are counterclaiming, seeking a court injunction to prevent Strauss from publicly advertising that its Heart Drops have “a proven, medicinal and therapeutic efficacy.” They seek to enforce the Business Practices and Consumer Protection Act. The purveyor of free speech is seeking a court order to suppress another’s right to speak. How hypocritical. The Kamloops Daily News has assumed the role of policeman. It seeks to speak for all consumers. Apparently, leaving Consumer Protection

Editor: Re: (‘Learn more about non-browning Arctic apple,’ Sept. 20): This article is scary. It sidesteps the fact these apples are genetically modified, which is not healthy. The article implies that, because the apple will not brown, it is of a higher quality. This is not true. It simply doesn’t show how old it is — and that’s really comforting, don’t you agree? The article implies there is no danger of cross-pollination with other organic trees because bees are the pollinator. However, bees are not limited to their hive area; there are wild bees that have no specific base. As well, swarming, a normal bee behaviour, is unpredictable with respect to timing and eventual reloca-

BC to enforce its own legislation — if it thought Strauss was in contravention — is not sufficient. These defendants have adopted the tactic, as many do, that “the best defence is a good offence.” The Daily News has lost sight of the unique position the press holds in our society. The press is to remain independent. It is to report on the game, not be a player in it. By seeking an injunction against Strauss, the Daily News has lost sight of its role as neutral commentator. It rings hollow for the Daily News to speak out of both sides of its mouth — to say it is merely a disinterested conduit for public discussion, but also to say it wants to enforce provincial laws against a corporate citizen of Kamloops. tion of hives. Bees are amazing creatures and so valuable to the pollination of plants, but they cannot be regulated to stay in any particular area. I am appalled by the way this article glazes over the issue with these apples. The first line says it all — “Do we really need an apple that doesn’t brown?” The answer is a clear “No!” It concerns me that these apple producers are allowed to continue with this plan without any input from the public. Genetically modified foods are not healthy — and that’s the bottom line. Why are they allowed to be produced and marketed as being “better for us”? Ann-Marie Hunter Kamloops

Editor: Re: The Sept. 20 letter from Bill Ligertwood (‘Do we want Canada’s Tea Party in charge?’ ) References to “extreme fundamentalist Christian right,” “absurd situation, “apartheid Israeli state,” “infatuation” and “sacrifice your son or daughter” support a conclusion Ligertwood’s comments are more emotional than rational. There are two non-accidental attacks. One is waged at the principalities and powers level to denigrate Christianity. The “religious ideology and dogma” described does not represent Christianity, which has concern for the poor, the sick, widows and orphans and caretakership. The difference between belief and practice is the responsibility of the adherents, not the theology. The other attack is waged by an oligarchy of corporations, government and political hierarchy, motivated by greed and a grab for power. Corporations donate to the political hierarchy, which can enrich itself and pass legislation desired by the corporations. Great system? This is not the Canada I want. The solution is a different way of running thinks, like, say, electoral reform to a proportional system in which power is apportioned according to the share of the popular vote, which is earned. Do you think the attackers will accept that? Ray Jones Kamloops

First Nations must remember stories By Tim Petruk STAFF REPORTER

tim@kamloopsthisweek.com

It is more important than ever for First Nations people to preserve their oral traditions and rebuild institutions taken from them when Europeans arrived in North America more than centuries ago, according to former Skeetchestn chief Ron Ignace. Speaking at the International Seminar on the Doctrine of Discovery, hosted by Thompson Rivers

Celebrate sports The fifth annual Sports Day in canada will be marked on Saturday, Sept. 29, at the Tournament Capital Centre. The family-friendly event will include games, activities, athlete meet-and-greets, try-it sport demonstrations and other events. Activities include food vendors, free cake at noon, a climbing wall and inflatable obstacle course for kids. Free swimming and other water sports go from 1 p.m. to 4 p.m. at the Canada Games Pool. There will be a passport program in which kids can get stamps to be eligible for a prize.

University last week, Ignace gave a talk titled A Policy of Racial Subjugation and Genocide. Ignace traced aboriginal-European relations back to Christopher Columbus’ arrival in North America — after which, he said, native population numbers on the continent dropped to 60,000 from 300,000. “Indigenous people were perceived as nonhumans because they were not baptized,” he said, describing accounts of Europeans “stabbing Indians for sport and mashing babies on rocks. Later, when Europeans appeared in the Thompson-Shuswap area, Ignace said, local natives were mistreated. “When the first Europeans came among them, the chiefs reigned supreme in their respective homelands,” he said.

“To the uninvited guests in our house, they extended an olive branch. “They were soon disappointed by their guests.” Ignace said the Europeans began pushing their way of life on area natives. “They force their laws on us without our consent,” he said of Europeans at the time. “They say the Indians know nothing and own nothing. “They enforce their laws one way for the rich white man, another way for the poor white man and yet another way for the Indian.” Ignace also referenced an 1835 decision by the Tennessee Supreme Court, in which a judge ruled “the law of Christiandom” gave Christians the right to “discover” and take land from non-Christians

— effectively allowing whites to take land from the native “godless heathens,” he said. With such a troubled history, Ignace said, it’s important First Nations people hang on to their oral traditions and build new ones. “Our stories are not just stories,” he said. “You have to understand, they are our schools, our universities. They are our physics. “They tell us about the universe. It’s important we get back to those. “We have to first of all look within ourselves and how we relate to each other and within our families. “We have to rebuild our own institutions. That will take care of our own people. “We have depended on others’ institutions and it has created nothing but disaster for us.”

Plan the Perfect Party!

Reserve early & have a great Christmas! If you are in charge of organizing a Christmas party for your family, a group of friends, your company, or just a romantic dinner for two, do yourself a favour and reserve early — that means right now! Why the rush? It’s true that there are still a few weeks before all those Christmas parties begin, but there are plenty of reasons why you shouldn’t procrastinate on this. By looking now for the ideal restaurant, bar, pub, reception hall, or hotel for your party, you’ll have many more possibilities to choose from as you search for a place that will suit your needs. Another advantage of making early reservations is that you’ll be able to choose the nicest room or the best-placed table, an undeniable privilege during this busy time of year when places are snapped up quickly. If you get on the ball now, you won’t end up with the table that no one else wanted, like the one next to the main entrance or the kitchen. Either one of those scenarios are enough to ruin the party mood, whether it’s a romantic dinner for two or a huge reception. If you reserve now, you are more likely to be treated well, as a good customer. One last reason to get busy: if you reserve early, the success of the party is sure to earn you a ton of compliments!

City moves legacy funds Five City of Kamloops legacy reserve funds are now being managed by the Kamloops Foundation instead of the city itself. Because the city must operate under the Community Charter, it’s not allowed to make certain kinds of investments that would be open to the Kamloops Foundation, assistant finance director Doug Stewart said. Because the foundation can take more risks, it can improve return on the city’s funds. The legacy reserves transfered to the foundation are: The Canada Games Legacy, the Sports Legacy, the 2006 BC Summer Games Legacy, the Arts Legacy and the Art Gallery Reserve. All but the latter are used to fund annual granting programs, while interest in the gallery reserve helps fund operations at the Kamloops Art Gallery. The balance of the five funds is just over $1.5 million combined.

Survey says — fewer families By Andrea Klassen STAFF REPORTER andrea@kamloopsthisweek.com

The dating pool in Kamloops has become a tad deeper, according to the latest release of 2011 census data from Statistics Canada. The latest numbers, which focus on family and living arrangements in the country, show the percentage of Kamloopsians 15 years of age or older living common-law or legally married fell slightly between 2006 and 2011, from 59 per cent to 58 per cent. Of the 28,560 census families in Kamloops, 68 per cent (or 19,560 families) were married couples. That’s also down slightly from 2006, when married couples

accounted for less than 70 per cent of families. The numbers reflect a trend across the country. While married couples still account for the the majority of Canadian families (defined by Statistics Canada as a married or common-law couple or a single parent and children), their share of the pie is decreasing — from 70.5 per cent of all families in 2001, to 68.6 in 2006, to 67 in 2011. Of those married couples, the number with children still at home is also dropping. In 2006, 34 per cent of married couples in Kamloops had children living with them. In 2011, it’s down to 32 per cent. The average number of children per home in Kamloops is

now 0.9. The percentage of single-parent families in the city stayed at 16 per cent, while the number of common-law families rose slightly, to 15 per cent oin 2011 from 14 per cent in 2006. Specific data on the number of same-sex married couples wasn’t provided for Kamloops. Statistics Canada included a disclaimer in its latest release of census data, noting it may have overestimated the number of people in same-sex marriages by up to 4,500 nationally, due to possibly counting roommates in oil-field and mining towns as same-sex couples. As a result, the agency is holding back data on gay and lesbian married couples for all but the country’s largest centres.

RECALL AND INITIATIVE ACT

This notice is published pursuant to section 4 of the Recall and Initiative Act. Approval in principle has been granted on an application for an initiative petition. The petition will be issued to proponent Dana Larsen on Monday, November 19, 2012 and signature sheets must be submitted to the Chief Electoral Officer by Monday, February 18, 2013. The Title of the Initiative is: An initiative to amend the Police Act. Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol. Sign your child up for the BEST MARTIAL ARTS SCHOOL FOR KIDS. Two-million dollars. That’s the new fundraising goal of the United Way of Thompson-NicolaCariboo, as revealed by campaign cabinet chairman Yves Lacasse, superintendent of the Kamloops RCMP, at the agency’s annual kickoff breakfast. The Domtarsponsored event, held on Friday, Sept, 21, at the Kamloops Convention Centre, attracted 500 people. TRU partners with Chinese university Both looking at course credit for work and experience By Tim Petruk STAFF REPORTER

tim@kamloopsthisweek.com

Thompson Rivers University is a pioneer among Canadian post-secondary schools in recognizing and crediting, for a fee, the previous nonacademic experience of incoming students — and now, a delegation from the world’s largest university is in Kamloops trying to start a similar program. Officials from TRU and the Open University of China (OUC) met in Kamloops on Friday, Sept. 21, cutting the ribbon on the TRU-OUC Research Centre. One of the main goals of the partnership is to discuss Prior Learning Assessment and Recognition (PLAR) — something TRU is doing and OUC is studying. “In essence, that’s

a model that OUC wants to explore,” said Gord Tarzwell, TRU’s vice-provost of open learning. PLAR works like this: Students enrolling in TRU’s openlearning (distanceeducation) programs can pay to receive university credit for their previous work and life experience, as long as it relates to the accreditation they’re pursuing. A PLAR candidate would go through a six-step process involving a resume, knowledge assessment and portfolio development before receiving credit. Alternatively, students looking for PLAR credit have the option of writing a challenge exam. PLAR fees are comparable to tuition fees in TRU’s openlearning division. For example, a second-year business administration course through TRU-OL,

Got Food? Petland does...

running online for 30 weeks, would cost just over $400 for a B.C. resident. For PLAR competency credit, the student pays a $750 flat fee for evaluation of their portfolio. The number of courses for which they receive credit is up to administrators. Challenge exams, meanwhile, cost $100 per credit. Most TRU-OL courses are worth three credits. If a PLAR candidate can demonstrate they already have the knowledge that would be in the syllabus of a specific class, then they pay a $520 flat fee plus $108 per course. For assessment of an individual course, TRU’s policy dictates

the candidate will not pay more than the cost of that course’s tuition. The costs of TRUOL courses vary. Some are $1,000. “Many traditional universities require students to start all over,” said Alan Shaver, TRU’s president. “This modern approach [PLAR] is far more efficient and reduces the cost of a university education.” Shaver said the benefit to students is they get through their studies faster and without having to complete courses in areas with which they are already familiar. TRU’s website states PLAR credits might not be accepted by graduate schools. The six-person

OUC delegation won’t be the only representation of international institutions on TRU’s campus this fall. Last weekend, TRU hosted representatives from the Universidad la Sabana in Colombia, followed by visits next week from China’s Jiaxing University and Mexico’s Tec de Monterrey.

Blazers weigh in on OHL fighting laws By Marty Hastings STAFF REPORTER

sports@kamloopsthisweek.com

T

HE ONTARIO Hockey League’s new fighting rules are garnering differing opinions on Mark Recchi Way. Kamloops Blazers assistant coach Ed Patterson likes the rule, designed to curb fighting and, especially, staged bouts. “It should be team toughness that counts, not one guy doing it for the whole team,” Patterson said. “There are no guys anymore that can’t play and sit on the bench and fight. Why support something that’s not in today’s game?”

The rules will see players suspended once they exceed the 10-fight mark and further repercussions to the club once they hit 16 tilts. Being the instigator will increase the amount of games the player is suspended. (The rules are printed on page A23 in their entirety.) JC Lipon and the departed Josh Caron led the Blazers with nine fights last season, meaning none of the Blazers — should the WHL have enforced the OHL’s new laws — would have been punished by the league. In fact, the Blazers had 40 fewer fights last season, with 56, than in the 2010-2011 campaign.

Blazer forward Chase Souto disagrees with his coach’s opinion on the OHL’s laws. “I think it’s a joke,” said Souto, who hails from Yorba Linda, Calif. “There are guys that have their role to do that. “If they’re goons about it, I can understand that, but we don’t really have those type of players in the league anymore.” Nashville Predators’ tough guy Brian McGrattan, who fought six times last season, sides with Souto. “feel sorry for those kids that cant fight in junior and are gonna have to learn the hard way in pro gettin their head punched in,” he

Colin Campbell, the NHL’s senior vicepresident and director of hockey operations, said he will be keeping a close eye on the effectiveness of the new rules. “They [the CHL] talk to us when they make rule changes like this,” Campbell told ESPN.com. “We’ve discussed the aspect of fighting over the years. We had a couple of initial discussions about this last spring. They were thinking about implementing some sort of quota. I mentioned to him we had debated that internally in hockey operations at the NHL level.”

posted on Twitter. There were 28 WHL players who eclipsed the 11-fight mark last season, with Spokane Chief Darren Kramer, who fought 26 times, leading the way. Lipon is not strongly for or against the rule, but he does think fighting has a place in hockey. “I like those character guys that fight 20 or more times a year,” he said. “That will probably be missed.” Staged fights don’t have a place in the game, added Lipon. “If I’m going to fight a guy, it’s for a reason, not just, ‘Hey, wanna go?’ “I usually do it through emotion.”

The Kamloops Blazers have carried their pre-season form into the WHL’s regular season. After posting a 5-0 mark in exhibition play, Kamloops — which topped the Kelowna Rockets twice on the weekend, winning 3-2 in the Little Apple on Saturday, Sept. 22, and 6-5 on Friday, Sept., 21, in the River City — is 2-0 in regular-season play. The Blazers travel to Vancouver Island this weekend for a pair of games against the Victoria Royals. Kamloops’ next game at Interior Savings Centre is set for Oct. 5, when Seattle comes to town. The Blue and Orange erased a 2-0 deficit in the third period on Saturday. Dylan Willick, Brendan Ranford and Matt Needham were

Kamloops’ goal scorers. Needham scored with 33 seconds to play to defuse the Rockets. Taran Kozun, who started in place of injured No. 1 netminder Cole Cheveldave, made 27 saves in the victory. In the home opener on Friday, Tim Bozon electrified with a gamewinning goal in overtime. “I tried twice before my goal to go coastto-coast, but I got hooked,” said Bozon, who must have been reminded of playing in Switzerland with the open ice afforded to him in the four-on-four extra frame. “I back-checked, got the puck and tried again for a third time.” Third time was the charm. Bozon beat three Rockets and fired across his body, finding the inside of Kelowna goaltender Jordon Cooke’s left post and, eventually, the back of the net. X See THREE A23

Fighting still has a place in hockey, say Blazers X From A21

There were 546 fights in 1,230 regularseason NHL games last season, the lowest tally in five years, according to hockeyfights.com. Still, if the NHL was operating last season under the OHL’s rules, 18 players would have been punished for dropping the gloves

too many times. Brandon Prust and Shawn Thornton topped the list with 20 fights each in the 2011-2012 campaign. While the Blazers KTW interviewed had differing opinions on limiting fighting, none liked the idea of completely banning scraps. “If there were a ban? I wish I could

Three Blazers nursing injuries X From A21

It was Bozon’s third goal of the game. Needham, Colin Smith and Landon Cross also notched goals. Cheveldave made 23 saves on 26 shots in two periods of work before Kozun took over and stopped nine of 11 pucks that came his way. Injuries to Cheveldave and Tyler Bell put a damper on the win. Cheveldave did not return to his net after the second period and Bell, a defenceman, left the game after being hit from behind late in the first frame. Bell was favouring his right leg when he was escorted off the ice by Kamloops trainer Colin (Toledo) Robinson.

Cheveldave’s injury was less obvious. He was involved in a collision with Rockets’ captain Colton Sissons in the second period, but the netminder looked to be OK and finished the frame in net. The scariest moment of the weekend came in Kelowna on Saturday, when stalwart blue-liner Tyler Hansen was taken off the ice on a stretcher after suffering an apparent neck injury. He was taken to hospital, evaluated and released. Cheveldave, Bell and Hansen are dayto-day, according to Blazer media man Tim O’Donovan. Bell will play this weekend. The Blazers do not yet know if Cheveldave and Hansen will be in action on Vancouver Island.

WHEN THE MUSIC’S OVER . . .

Renos, new direction for centre By Dale Bass STAFF REPORTER dale@kamloopsthisweek.com

The Kamloops Convention Centre has hosted many shows, including, clockwise from top, Johnny Winter, Alex Cuba, the Laughing Stock Theatre, Prism, Kate Morgan and the Kamloops Wine Festival. The venue will close later this year, except for events already booked, to prepare for new ownership and renovations next year. KTW file photos

Twenty years of Forster family involvement with the Coast Canadian Kamloops Hotel and Conference Centre — in all its incarnations — ceases on Nov. 1 as Art Forster ends his leasing arrangement with the hotel. Forster, who has been running the convention centre and Ora Restaurant, chose to not renew his contract, said Angela Tasker, director of sales for the hotel. His brother Al had run the hotel and centre in years previous when it was part of the Best Western chain. The changeover means the end of concerts at the Rogers Way venue, Tasker said, as the new leaseholder, an associate of hotel owner Ron Mundi, looks at renovations. Shows and events already booked for the ballroom and nearby theatre will not be affected, she said. The hotel has been undergoing

extensive renovations, with more than $4 million already invested in the south wing and its 105 rooms. During the winter, work will begin on redesigning and updating the north wing and its 98 rooms. Mundi said renovations and upgrades to the conference centre space will also occur “as availability allows us to do so, with a goal for completion of this stage of upgrades by the fall of 2013.” The restaurant will also be redesigned and renamed. The changeover is not expected to result in staff changes. Upcoming shows before the venue closes include Jonny Lang on Thursday, Sept. 22, Mules Goodwin and April Wine on Monday, Oct, 15, Michelle Wright on Saturday, Oct. 20, Nitty Gritty Dirt Band on Tuesday, Oct. 23, and Big Sugar on Thursday Oct. 25. One additional concert is likely to be booked in November, but has not been confirmed.

WHAT BIKE ARE YOU PICKING UP TODAY?” MY WIFE MARY’S VOICE CAME OUT OF THE KITCHEN. “Uh, a Harley,” I answered. “What kind of Harley?” she asked. Oh, here we go, I thought. “Umm, well, it’s a, uh, Fat Boy.” Cue the giggling. Personally, I don’t think the model choice reflects on me at all. And, sheesh, I already went through this two years ago with a Fat Bob test. But, at that point, all you can do is suck your belly in a bit more and stalk off with as much dignity as you can muster. ROB BEINTEMA The Fat Boy is a member of the Softail family and its wide First and chunky lines have become DRIVE synonymous with a kind of elemental cruising ethos, a macho style best emphasized when it was chosen as Arnold Schwarzenegger’s ride in Terminator 2. Tested here is an evolution of that original — the Fat Boy Lo, a lowered and customized derivation that was first intro-

duced a couple of years ago. Now, I may protest that I’m not an actual “fat boy” but, at 6-foot-3 and 220 pounds (or thereabouts), I am a big boy, so, this bike might not seem a natural fit at first. The dropped suspension lowers the seat height 690 millimetres (27.2”) to 670 millimetnres (26.3”), squatting down to barely two feet off the ground when I’m planted in the saddle. That’s the lowest seat height of any stock HarleyDavidson model. But, while it’s a good fit for smaller riders, bigger boys and girls should find enough room in the ergonomic triangle between the seat, grips and foot-forward pegs. The Fat Boy Lo brings a lot of other model-specific traits to the party, features that are not available in the regular Fat Boy — namely, a darker, slammed appearance complemented by a fat, leather-strapped tank, black bullet-hole wheels with wide tires, a denim-black frame and blacked-out engine bits with satin-chrome highlights instead of polished chrome. The Fat Boy Lo’s standard glossy vivid black choice is augmented with optional colours that include big blue pearl and brilliant silver pearl, but this tester came dipped in black denim, a head-turning, matte-black finish that suits the bike’s chunky muscularity to a tee. Retro-style, winged satin-chrome H-D side badges make for a nice touch on the tank. Other darkened style cues include flat-black exhaust

shields over the satin-chrome shotgun exhaust pipes, gloss black half-moon footboards. Even the mirrors and headlamp are blacked-out. Wide, beach-style bars have become synonymous with the Fat Boy style and a new set of low-profile, 1.25-inch internally-wired handlebars were introduced for 2012 with a reduced reach for more comfort and control. Also new for 2012 was an upgrade to the bigger, aircooled Twin Cam 103 Harley-Davidson engine, a motor that delivers more torque, crisp fuel-injected response and a lovely note singing through the pipes. This engine, mated to the six-speed cruise drive transmission, is the perfect next step up the power ladder. As the Harley literature says: “Evolved, yet carrying on the legacy of the Flathead, Knucklehead, Panhead, Shovelhead, Evolution, Twin Cam 88 and Twin Cam 96 engines that came before.” One innovation worth noting is an engine idle temperature management strategy (EITMS) feature that automatically cuts “fuel and fire” from the rear cylinder when idling, which helps reduce engine heat felt by rider and passenger. It’s an optional feature can be turned on by your dealer. The spec sheet claims a combined fuel-economy rating of 5.6L/100km. My real-world results were in the same ballpark, giving the bike a potential range of nearly 340 kilometres from a full 18.9-litre tank of gas. X See LOTS B6

Riding the Fat Boy Lo is a pleasure. We can argue about Harley’s individual signal switches but every other manufacturer in the world needs to attend a Harley-Davidson seminar on how to build a self-cancelling system that actually works. The six-speed tranny shifts smoothly through the gears with a standard heel-andtoe shifter. The bike is not exactly a lightweight, but its maneuverability belies its bulk. It tracks well through the corners and the combined efforts of the Softail suspension and fat-donut tires help smooth country bumps and long highway stretches. Anti-lock brakes have been added to a security package that includes the H-D smarsecurity system option with keyless ignition. The factoryinstalled next-gener-

ation security system comes with a handsfree fob that automatically arms and disarms the vehicle electronic-security functions as you approach and walk away from the bike. The rider’s view forward takes in the wide handlebars, the big bowl headlamp and a simple, yet beautifully ergonomic tank-mounted electronic speedometer. Although there’s no classic tach, the rider can read r.p.m.s and gear selection on a digital display that can also scroll through settings showing odometer, dual tripmeters and clock. There’s a handy six-speed indicator that lights up with a little green “6” when you’re in top gear, along with a fuel gauge with low-fuel warning light and countdown feature, low oil-pressure indicator light, engine-diagnostics

ally, I still think the black denim model is the pick of the litter. Having said that, though, the 2013 Fat Boy Lo does offer an interesting, new twotone anniversary version done in Vintage bronze and black. It’s an intriguing colour combination that, hmm, might require further testing.

readout and other LED indicators. This 2012 Fat Boy Lo was tested just before newer models arrived, but the 2013 models carry over relatively unchanged, except for a price bump of a couple of hundred bucks and a few new colours. Although, person-

RUBY STACK (née CANNON)

MARY GOSHKO April 5, 1908 ~ September 19, 2012

9 NOVEMBER 1925 - 18 SEPTEMBER 2012 After a life well lived, our mother, Ruby Stack, of Kamloops passed away peacefully early in the morning September 18, in her 87th year. Mom was born and raised in the Cariboo. Along with her six siblings they survived off the land during the depression years homesteading in a remote area east of Quesnel. As a teenager, Mom learned to be a cook at a hotel in Wells, B.C. and it was with this experience that she was hired by the owner of Cale Creek Sawmill to be the logging camp cook. She was the only female in camp. One of her favourite stories from this time was having to use a .22 rifle to shoot a black bear that was charging towards her at the cookhouse kitchen door.

Mary Goshko (nee Koldychuk) passed away peacefully in her sleep at 104 years young on September 19th, 2012 in Kamloops, BC. Mary was predeceased by her husband Dave, her son Tommy and her daughter-in-law Sylvia, as well as her grandsons Tommy Jr. and David. Mary, our Baba, is survived by her 2 daughters Xenia and Shirley and her 11 grandchildren: Gary, Brian, Lance, Eric, Wayne, Zen, Leo, Guy, Renee, Jane and Andrea. Our Baba has 14 great grandchildren and 3 great great grandchildren. Our Mary was always a hard working woman who loved all her family and friends equally. She will be fondly remembered by all of us now that she’s seen heaven and started walking. There will not be a funeral at this time, but there will be a celebration of life to be held at a late date. Arrangements entrusted to Alternatives Funeral and Cremation Services Tel. 250-554-2324

From the Cariboo she went to work at the Kelowna General Hospital during the Second World War, and it was during this time she met her future husband, Frederick Stack. On their way to Kamloops in early 1948, they stopped off in Vernon to get married.

delight and envy of all those who saw them. A favourite pastime was having morning coffee on her patio overlooking the gardens and the panoramic view of the valley.

Mom was an incredible cook and baker, and well into her eighties she was delighting her children and the grandchildren with her goodies. Mom had a special relationship with three of her grandchildren - Bonnie, Taylor and Carson - whom she helped to raise. Mom always enjoyed her time with all the grandchildren whenever they visited.

Dad had taken a job with B.C. Interior Sawmills on Mission Flats, where they were given a one room cabin to set up home. It was an auspicious beginning as they were directly affected by the great flood of 1948. The first two of their seven children were born while they lived there. In the spring of 1952 they moved to an acreage on the north shore on what is now York Avenue. Over the next several years the house was finished as funds became available and the remaining five children were born.

As was her wish, there will be no formal service. Cremation has taken place, and at a later date her ashes will be scattered at her favourite lake to be with those of her late husband.

As dad spent long days driving logging trucks, mom filled her days raising the seven children while running a truck farm and preserving enough food to get the family through the long winters and spring. Mom was also an accomplished seamstress, and used these skills to keep the whole family in clothes.

The family would like to thank the staff of Marjorie Willoughby Snowden Hospice for their compassionate care of mom in her last remaining days.

Dad passed away in 1975 and mom went to work full time at Blue Ribbon Cleaners putting her seamstress skills to good use. With what spare time she had mom continued to indulge her passion for gardening, tending to her flowers, vegetables and fruits. In 1993 she moved to a granny flat in the new home of her youngest daughter in Bachelor Heights. Here she recreated her incredible flower gardens much to the

In lieu of flowers, donations in mom’s memory to the Kamloops Hospice Association, 72 Whiteshield Crescent South, Kamloops, B.C., V2E 2S9, would be appreciated. Condolences may be expressed to www.schoenings.com Arrangements entrusted to Schoening Funeral Service, 250-374-1452.

Mom’s favourite sayings were “I spent most of my time in the garden...the rest I wasted.” and “It was prettier in the (seed) catalogue.”

Sept. 8, 1960 - Sept. 26, 2009 One night a man had a dream. He dreamed he was walking along the beach with the Lord. Across the sky flashed scenes from his life. For each scene, he noticed two set of footprints in the sand: one belonging to him, and the other to the Lord.

Courtney, Jesse & Carter, Tara & Dan Barbara, Dave, Gerry, Derek, Annie, Michael, Randy, Ryan, Dad & Mom

At peace with her Lord and Saviour, Doreen was a special lady who will be fondly remembered by all who knew and loved her. She is survived by her two daughters, Karen & Haley, dear friend Ed, staff at Bedford House, and many friends. Doreen will be remembered for her warm smile, quick wit, outgoing and friendly personality. We will miss her! A celebration of her life will be held at Gateway City Church, 163 Oriole Street, Kamloops on Sat. Sept. 29th at 11am Pastor Len Denbraber officiating. Reception will be held after the service.

T he Merry Lark T he merry, merry lark was up and singing; and the hare was out and feeding on the lea, And the merry, merry bells below were ringing, When my child’s laugh rang through me. Now the hare is snared and dead beside the snow yard, And the lark beside the dreary winter sea, And my baby in his cradle in the churchyard Waiteth there until the bells bring me.

Love Always Remembers

BRETT HANES

Remember him with a smile today He was not one for tears Reflect instead on memories Of all the happy years Recall to mind the way he spoke And all the things he said His strength, his stance, the way he walked Remember these instead. The good advice he’d give us His eyes that shone with laughter So much of him will never die But live on ever after. As we loved you, so we miss you In our memory you are near Loved, remembered, longed for always Bringing many a silent tear.

August 23, 1926 – July 4, 2012

Ruby also loved the annual August visits by Gregory, when they would pack up the travel trailer to explore B.C., Alberta and the Yukon, often with the grandchildren along for the ride.

She is survived by her seven children : Gregory Stack, Ottawa; Suzanne Powell, Kamloops; Kenneth (Nancy) Stack, Kamloops; Arthur (Jayne) Stack, Kamloops; Martin (Marian) Stack, Richmond; Trudy (Russell) McGill, Kelowna; and Heather (Kelly) Shantz, Kamloops. She is also survived by her 11 grandchildren:.Bonnie, Leah, Tanya, Koen, Justin, Steven, Kevin, Andrew, Michael, Taylor and Carson; and grandpuppy Cooper. As well, mom is survived by her sister Patricia Pierce, Kelowna.

The family enjoyed occasional day trips to the Shuswap and camping trips to Niskonlith Lake and elsewhere.

DOREEN PETCH

When the last scene of his life flashed before him, he looked back at the footprints in the sand. He noticed that many times along the path of his life there was only one set of footprints. He also noticed that it happened at the very lowest and saddest times in his life. This really bothered him and he questioned the Lord about it. “Lord, you said that once I decided to followed you, you’d walk with me all the way. But I have noticed that during the most troublesome times of life, there is only one set of footprints. I don’t understand why, when I needed you most, you would leave me.” The Lord replied, “My precious, precious child, I love you and I would never leave you. During your times of trial and suffering, when you saw only one set of footprints, it was then that I carried you.”

Margaret Fishback Powers

May tender memories soften your grief, May fond recollection bring you relief, And may you find comfort and peace in the thought Of the joy that knowing your loved one brought For time and space can never divide Or keep your loved one from your side When memory paints In colors true The happy hours that Belonged to you.

The District of Logan Lake is pursuing a Revitalization Tax Exemption Bylaw to provide increased incentive for development in Logan Lake. Through bylaw 727, 2012 property owners will be encouraged to upgrade their properties and new business will have added financial incentive to locate here. This increased activity will provide local job opportunities both long and short term and will contribute to the long term sustainability and viability of Logan Lake. The maximum term for a revitalization tax exemption will be ten (10) years. Activities that are eligible for the tax exemption are new construction, or the alteration of existing structure. If construction takes place before the application to the revitalization tax exemption program then it will not be eligible for consideration. The eligible construction thresholds range from $15,000 for façade improvements to $100,000 for industrial land development. Successful applicants will have the municipal portion of their taxes exempted for a term that is calculated based on the project value but that cannot exceed ten (10) years. Council proposes to pass Bylaw 727, 2012 at its October 2, 2012 Regular Council meeting, to provide revitalization tax exemptions to properties that meet the requirements as described in Bylaw 727, 2012. Derek de Candole Economic Development Officer
