School district reports $564,000 surplus SD 58 in a healthy state to handle anticipated enrolment declines, says secretary treasurer By Phillip Woolgar THE HERALD

The local school district posted a $564,000 surplus last year, according to the auditor’s report released on Sept. 12. The surplus means the NicolaSimilkameen School District 58 is better able to handle enrolment declines, which it anticipates for at least the next three years. The cumulative surplus is now $5.7 mil-

lion. “We are in a healthy state,” SD 58 Secretary Treasurer Kevin Black said. “As enrolment starts to increase, we aren’t going to get any additional dollars... If we experience a surge in enrolment, this provides us with a bit of a cushion.” Without that surplus, SD 58 would have to eliminate expenses — and with 85 per cent spent on teachers’ salaries, job cuts would be a likely outcome, he said.

Administration originally predicted a $500,000 shortfall in February and the variance in the audit is due to lower salaries and more grants than expected. “Some additional sources of revenue come in and, at the same time, some activities that you expect to occur didn’t occur,” he said. Among the additional grants was funding to support updated student counts in May, which contributed a portion of the $1.5 million increase.

The Return-It bottle depot in Merritt is expected to reopen next Tuesday, according to an Encorp Pacific spokeswoman. The depot closed permanently on July 21 under the former owner, and residents scrambed over where to toss their recyclables after that owner locked the gate, due to multiple family medical emergencies. “Unless something drastic goes wrong, we expect the depot to reopen [Oct. 2],” said Krystin Beck, regional operations manager for Encorp. “Most people have been waiting for the depot to reopen, and it’s Merritt, so hopefully people do have some space in their garages.” The new owner is finishing contract negotiations, so more information about who will take over isn’t being released. After the closure, Encorp contacted Extra Foods, Cooper’s Foods and the

rienced an slight influx in drop-offs, Beck said. “Most of the residents have been extremely patient, and we also had the little boy who was doing a bottle drive,” she said. “A lot of people have been dropping off at his site and we actually went there and picked them up.” Seven-year-old Jacob Schultz has raised money for the BC Children’s Hospital since April. He presented a $1,000 cheque to the hospital in August, though he is looking to donated more money. After Encorp picks up the containers, they are processed at various centres throughout B.C., depending on the type of material being recycled. The aluminum is made into Coke cans and are back in stores usually within a month, Beck said. Juice boxes are made into toilet paper. The location of the new bottle depot hasn’t been announced.

District down nearly 200 students this school year From Page 1 SD 58 Superintendent Bob Peacock said the surplus helps, but he is always concerned with declining enrolment. Since the district’s enrolment peak in the 1999-00 school year, the number of students in the district has declined by 1,076 — from 3,208 to 2,132 throughout the district, which includes Princeton. This year, Princeton’s students count for 22 per cent of the district’s enrolment. “Declining enrolment is always a concern, particularly when you get into the secondary schools,” Peacock said. “When the number of students declines, you have less teachers and so you have to offer fewer courses.” The district’s enrolment decline is at about

155, 30 more than expected at elementary and high schools in both Merritt and Princeton. Including the alternate programs, the district is down about 200, Peacock said. Diamond Vale Elementary and Central Elementary are down a combined 50 students, despite the CMS closure that meant Grade 7 students would stay in elementary school. The biggest increases are at Bench Elementary at 13, and Collettville with seven additional students. Funding protection is pegged at 98.5 per cent for schools with declining enrolment, a change that was partially responsible for the CMS closure. The auditor’s report was conducted by McConnell Voelkl Chartered Accountants.

Council defers Farmers’ Market fee debate By Jade Swartzberg THE HERALD

The Nicola Valley Farmers’ Market will have to wait to find out if Merritt city councillors are willing to waive a weekly $50 fee for the use of the parking lot on Voght Street. Councillors considered the local group’s request to waive the fees at Tuesday’s regular council meeting, but voted to defer the matter to budget discussions, and consider it a grant-in-aid. “I would like to see this go to grant-in-aid, and if they want to apply for a retroactive grant for 2012 they could do that then,� said Coun. Alastair Murdoch. Coun. Harry Kroeker was the only councillor who voted against the motion to defer it and said he would be happy to waive the fee right away. The farmers’ market has been located in the parking lot next to the Baillie House since July 14. Initially, the move was meant to be a temporary relocation from the

City Furniture parking lot during the Great Canadian Bike Rally, but the new location prompted so much positive feedback from vendors and locals that organizers decided to make it a permanent change. Leisure Services Manager Larry Plotnikoff said the City of Merritt had negotiated an agreement with market organizers, and organizers agreed to pay the weekly fee. “The market has decided that it is our best interest to make the move while there is still so much buzz about it in town, so we are willing to pay the fee until we can be heard by council,� said NVFM president Lucas Handley at the time. In a written request dated Aug. 24, NVFM secretary Janet Reaney asks the City to waive the fee, indicating that no extra upkeep is required by the City. “We do a followup each market day to ensure that the lot is left as we found it,� she said, adding that the market complements the Baillie House and drives traffic there as well.

The market, which runs for 22 weeks of the year, maintains an average of 10 vendors and usually increases by five as the season progresses. Vendors pay $10 per year for membership and $90 per year in vendor fees, so Reaney said the market can expect $1,000 of income at the start of the season, and nearly $500 more as other vendors participate. “As you can see, we do not have an abundance of funds but are managing what we do have well,� she said in her letter. “After all our expenses, that doesn’t leave a lot for paying rent.� By the end of the 2012 market season on Oct. 6, the NVFM will have occupied the City lot for 13 weeks, which adds up to $650 in fees. For a regular 22 week season, the total would be $1,100 at $50 per week. During Tuesday’s council meeting Coun. Dave Baker asked what the market gets for the $50 fee. “Do we have to clean anything up after they’re gone?� he said. “To me, they are actually a benefit

rather than a detriment.� Coun. Clara Norgaard also spoke of the benefit of having the farmers’ market adjacent to the Baillie House, which encourages people to visit Merritt’s downtown Visitor Information Centre. Chief Administrative Officer Matt Noble, however, pointed out that the farmers’ market was still a commercial enterprise. “They understood there would be a nominal fee, and upon locating there, they decided they should get it for free,� he said, adding that the appropriate time to consider the request would be during grantin-aid discussions. At that time, the NVFM would make an application as other organizations do, asking for a set dollar amount. If council approves the grant, the group would receive a cheque for that amount and continue to pay their rent, with the City’s help. “This will make the process transparent,� said Noble. “The public will see how this happens — if you just start to forgive things, they get lost.�

TOM FLETCHER B.C. VIEWS Premier Christy Clark’s latest employment announcement set the tone for one of the big issues in the 2013 election. Flanked by aircraft technician students at BCIT in Burnaby, Clark announced a $75-million program to upgrade aging trade and technical school facilities and hire instructors. And she did it with some pointed criticism of the career path chosen by many of today’s high school students. Clark introduced a student electrician, the first woman to win the senior technology education award at her high school, who then went on to get a bachelor’s degree in English and sociology. No job, so she went to BCIT. Her message was clear. The government’s pre-election budget is going to shift priorities to the huge number of skilled trades jobs that are already going begging in the north. More students will start in

high school instead of being subsidized to wander around and find themselves with an unfocused university degree that still leaves them in need of practical skills. Shop upgrades were announced for trades training in Prince George, Kelowna and Greater Victoria. There will be new student financial aid, but it will be tied to skill programs the economy needs now. And with the government’s financial situation, you can bet that sociology, women’s

studies and the rest of the dead-end programs dear to the hearts of last year’s Occupy campers will feel the pinch. The B.C. Liberal skills training push was partly inspired by last year’s “inequality” protest, after Dawson Creek Mayor Mike Bernier waded into the Occupy Vancouver squat to hand out business cards. They need cooks and labourers as well as pipefitters up there these days, and that’s before the B.C. gas patch goes into a huge expansion for

Asian exports. A version of Kevin Falcon’s “welfare air” idea to move unemployed recipients north was included in last week’s announcement by Clark and her jobs czar, Pat Bell. Called “Job Match,” it’s a $2.9-million pilot program in the Peace region. It will deliver basic education and work boots for people in that region before anyone will be flown up from Nanaimo or Nelson. Cruising along at nearly 50 per cent in the polls, the NDP

have also put a heavy emphasis on post-secondary. But they’re still playing to the urban Occupy crowd, with a promise of a tax on banks to fund student grants. Instead of providing loan relief after successful completion, they’re going to hand out money at the front end, just like they did in my student days. My experience as a student, a job seeker and a parent is that free money encourages aimless study, and the selection of courses that are appealing rather than safe invest-

ments. We already have far too much of that, and I think most students today would be better off with a bigger debt and a wellpaying job. As the new trades plan was being rolled out (and mostly ignored by the Vancouver media), former finance minister Colin Hansen announced he’s retiring. It was Hansen who started the push for skills training back in 2008, emphasizing that there will be a million new jobs open

by 2019, 600,000 of them due to retiring baby boomers. Hansen made a sales trip to snowy Toronto to launch advertising to lure people to B.C. That effort is being revised with a series of interprovincial and international trips, because even if all 650,000 high school students graduate and go to work in B.C. from now to 2019, it won’t be enough to fill all the jobs on the horizon. ‘Make sure you have a legal contract’ Dear Editor: This is my experience so that others will never endure the same fate as I have. I had separated from my marriage. Everything that seemed together fell apart. I had to start at the beginning with the basics and lower income. I changed many lives — I am truly sorry for this. I realized that I had one object that I could not move — my collector 1930s Chev truck, my children’s Chitty Chitty Bang Bang. Over the years I had many offers to sell and each time I smiled and said I would never sell

it; it was not for sale. After separating, I thought my truck would not be safe with my children’s dad. This thought I will regret for the rest of my life. I did what a lot of people do; I asked a dear friend. I phoned my dearest friend and I was told it was no problem and not to worry about it. I received calls from my friend about my spouse’s interest in the truck. The same reply was given every time; I would never sell my truck, it is for my children. I was told that the spouse received this message many times. When in town, I did confront this person and

said that the truck was not for sale and I would never sell it. I also regret that I did not move my vehicle right then. Years went by and a few things that were said was it would be nice to drag race again, or maybe we could do a little work on the truck. Well, that was all it took. I came to visit and the truck was chopped-up. Too late to say anything, and I thought racing is a family sport. I returned my exchange for work by helping in situations when they asked and using my painting skills. When I had a finished job, I said to stop

on my truck. Things seemed to change. I was unaware that my truck was now claimed as a gift from me and my children. I wonder why my friend never said “thank for the truck” to me, or “are you sure you want to give up your children’s truck?” All the time that I had my vehicle stored, I was never told it was not mine anymore. I do take full responsibility for the situation, for I had made a great error in judgement. My children do forgive me for what has happened. The days of a hand shake or “you have my word” are days long

gone. I will ask if anyone out in the world would like to gift a 1930s truck for my young boys. I would accept this gift. To spare anyone this fate, if you have valuable property and you are going to store it, make sure you have a contract — a signed, legal document. This may have saved my truck. The One to One Reading Program, a volunteer-based initiative that aims to increase literacy among Merritt students, is looking for volunteers to register today (Tuesday). Training and registration is scheduled at the School Board Office from 9 a.m. to 12 p.m. for volunteer readers and school co-ordinators, and from 12 to 3 p.m. for just school co-ordinators, states a press release from the program. “We’re looking for as many volunteers as we can get, really,” said Literacy Helping Teacher Jennifer Denton. “We are specifically looking for volunteers for Diamond Vale [Elementary]. But we need them anywhere, really.” The program aims to provide each student with 30 minutes of one-on-one tutoring three or four times each week for

about 10 weeks. The children are in grades one to six and they are not receiving other specialized reading help from school district staff. Tutors are tasked with providing a supportive environment that will help cultivate literacy among the students. Each volunteer needs to be able to commit to 1.5 hours each week, either in the morning or afternoon from October to early May. Tutoring is completed during school hours under the supervision of a teacher. Substitutes are available if the volunteer is on vacation. The program was developed in 1989 by reading experts at the Vancouver School Board, and by a group of volunteers. Now, the program extends throughout Alberta and B.C. Volunteers need to be at least 16 years old, have a solid reading foundation and

language skills, as well as a “desire to make a difference.” Francophone volunteers who are able to help at an immersion school are also sought. Approximately 40 students were a part of the program last year. Teachers recommend students who they think could benefit. Each volunteer needs to complete a criminal record check. Free training is a requirement of every volunteer in the program, and lasts for three hours for volunteer readers. Co-ordinators require three additional hours. Greyhound Canada is losing millions on its B.C. operations because of rigid provincial rules that require minimum bus trips on inter-city routes, regardless of passenger demand. Minimum daily service levels are set by the provincially appointed Passenger Transportation Board. For Vancouver to Kamloops, and on the Trans Canada Highway at Golden, for example, Greyhound is required to run four buses each way, seven days a week. “You have a minimum frequency that you have to run on every corridor, really regardless of whether you’re carrying 20 people or five people on each schedule,” said Stuart Kendrick, senior vice president of Greyhound Canada. Kendrick said the company lost $14 million on its B.C. operations in 2011, and previous years have seen similar losses. He has written to Transportation Minister Mary Polak asking the B.C. government to follow the lead of other provinces and deregulate bus service so it can be kept alive. Polak said she is aware that B.C. service is at risk, and ministry staff are working on options. “It’s obvious from what they’re saying that they need to make adjustments, or they’re going to have to pull out of the whole thing,” Polak said. The company has applied to the board to reduce service on B.C. routes, but not drop any routes entirely. Kendrick said the rules don’t allow adjustments to reflect lighter traffic on certain days of the week, or seasonal adjust-

Throughout District #31, there’s a real air of excitement surrounding the start of school sports this September. Gone is the uncertainty that pervaded all of last year’s athletics as a result of the teachers’ job action, and the subsequent compromising or cancellation of a large number of extracurricular activities. Adding to the excitement level is the re-configuration of the district’s student population as a result of the

ELEMENTARY According to NelsonSmith the five Merrittbased elementary schools plan to run all their traditional interschool sports programs over the course of the year, and even offer a few more if enough coaches can be found. “The year starts as usual with our highly-successful crosscountry runs at the noon hour,” stated Nelson-Smith. “They’ll be three Wednesday runs: September 26 at Central Park (hosted by Bench Elementary), October 3 at the Nicola Valley Band School, and on October 10 at Collettville Elementary.

SECONDARY Meanwhile, over at Merritt Secondary, Bowden states that lots of things are happening this fall. Both the boys’ soccer team and all three girls’ volleyball teams have begun or are about to begin their regular season schedules. Crosscountry runners are busy training for their first meets, and a swim club is trying to be formed to take part in both the Okanagan and B.C. Championships in October and November respectively.

All area grade seven students are remaining at their respective elementary schools for one more year, while all grade eight students have moved on, one year earlier than expected, to Merritt Secondary School. “We’re very happy to have the grade sevens back,” states elementary sports council spokesperson Lisa Nelson-Smith who teaches at Nicola Canford Elementary. “We’re looking forward

to the higher skill level and positive leadership that the older students will bring to our sports teams.” MSS athletic director Brent Bowden is just as upbeat about the influx of grade eights into his school’s sports programs. “The energy throughout the school is awesome. The arrival of the grade eights is going to result in us having more continuity in our sports programs from one year to the next in terms of skills development and systems.

In addition, Bench will once again host an Ekiden sash relay, on Friday, October 5.” Soccer interest in Merritt is growing in leaps and bounds, and area elementary schools expect record numbers of boys and girls to participate in the fall season. “Some schools will be running as many as four teams, with junior and senior squads for both boys and girls,” says Nelson-Smith. “Convenor Vince Kanigan from Bench plans to have several play days prior to the district tournament on Thursday, October 18. Each play day will see four or more teams

gather at one venue for a quick set of round robin games.” As the weather turns in late October, elementary students will move indoors for the sport of volleyball which will be convened by teacher Nicole Bouchard from Collettville School. The district tournament date has been set for Friday, November 30. After Christmas, Nelson-Smith and principal Leroy Slanzi at Central Elementary will team up to convene a pair of sports in tandem. Grade four and five students will play the very inclusive game of handball, while grade six and seven students will tackle the equally

popular but more sophisticated sport of basketball. Specific tour-

nament dates have still to be decided. The elementary

sports year will culminate with each school’s annual track meet in the

spring, and the storied district track meet in early June.

In addition, an MSS Fitness & Conditioning Club has been started for athletes involved in all high school sports. “Teachers Dave Anderson and JP Lancaster started the club to try and get some off-season and pre-season training and conditioning happening with our athletes,” Bowden explains. “In order for us to compete effectively with teams in Kamloops and beyond, the feeling is that we not only have to raise the profile of our sports teams, but do some additional training as well so that

our athletes are better prepared.” For MSS volleyball teams, an additional challenge this fall has been the lack of a home gym. Merritt Secondary’s gymnasium is being renovated, with new retractable bleachers being installed, and the changerooms receiving a major retrofit. While the construction is taking place, volleyball teams are having to use the former CMS gym for all their practices and any home games. “Our gym should be completed by the begin-

ning of November,” says Bowden, “but it’s construction, so there’s probably going to be some give and take on the finishing date.” The new bleachers will add several metres of additional floor space to the MSS gym, something that Bowden says will be very valuable for not only extra-curricular sports but regular P.E. classes, too. “If, down the road, we can take advantage of that extra space and re-configure [re-line] our floor completely for the likes of volleyball and basketball, I’ll be

time put in by volunteer coaches at MSS, Bowden states that an Athletic Committee

has been formed at the school, comprised of other volunteers willing to lend a hand.
