A Burnaby resident is petitioning TransLink to reverse a decision she says has led to long waits and accessibility issues on two local bus routes. On Sept. 3, the No. 134 and 136 routes that provide service between Brentwood and Lougheed malls

switched to using community shuttles on weekends and holidays instead of the full-sized buses used the rest of the week. Tina Poole, 28, said that’s created an overcrowding issue, with about a dozen people passed up by the full shuttle at Holdom Station at 4:30 p.m. on a recent Saturday. With the route only seeing one bus per half hour on weekends, that can lead to a long wait for the next one, said Poole, a student at Simon Fraser University. While not currently an issue

during the NHL lockout, she is concerned about the shuttles’ ability to eventually handle crowds of people heading to and from Canucks games. The smaller shuttles are also less accessible, with room only for one wheelchair or one stroller, but not both, at any one time, she said, and they don’t kneel like many full-sized buses do and have more stairs. Poole said she recently watched a driver spend 10 minutes loading a person in a wheelchair onto the shuttle.

It’s a particular concern, she said, because the routes serve neighbourhoods with many seniors and young families. “I think it’s unjust that people should have to choose the times they go out. You shouldn’t have to worry about missing a bus.” With “very low” ridership, the weekend service needed to be adjusted due to budget considerations, responded TransLink spokesperson Drew Snider by email.

A City of Burnaby delegation is currently on an 11-day visit to sister and friendship cities in China and Taiwan. And while Burnaby council approved $30,900 in city funding to cover the costs of the trip for Mayor Derek Corrigan and three councillors, Burnaby-Deer Lake MLA Kathy Corrigan will pay her own way. “I’m paying my own way so I’m not there as a representative of government,” said Kathy. “I simply applied for a leave within my own [New Democrat] caucus.” She stressed the importance of such trade missions in paving the way for improved business relationships. Also on the itinerary are Kaohsiung, Taiwan, and two cities in China—Zhuhai, which has an economic trade agreement with the BBOT, and Shenzhen, where they will visit a light-emitting

diode (LED) manufacturing plant “to explore the possibility of using a more sustainable source of energy in the City of Burnaby infrastructure,” according to a city staff report. As for Kathy Corrigan, she noted that it’s a city delegation and that the mayor’s position would rank somewhat higher than that of a provincial MLA in opposition. “I think the way I’ll actually be introduced is probably as Mrs. Corrigan, and then it’ll be mentioned that I’m MLA for Burnaby-Deer Lake and they may or may not have any idea what that represents until I talk to them about it,” she said. “My primary role will be as spouse of the mayor. That role is also important ... I am an MLA but I am not there on behalf of the provincial government.”

The South Burnaby Neighbourhood House (SBNH) Car Rally is back for its 11th year, with a new sponsor and new fundraising initiative. Sponsors and participating teams will unravel clues and riddles to drive to where they need to go on rally day, Sunday, Sept. 30, taking on interactive challenges and games along the way. The day ends with a late luncheon at the Eagle Creek banquet hall at Burnaby Mountain Golf Course where the prizes are handed out. The event always starts off with breakfast at 9 a.m. and this year it’s courtesy of O’Reilly’s Organic Coffee House, a new family-owned business at the corner of Sixth Street and 10th Avenue, which has entered a team as well. “They were keen to help

out in the community,” said Antonia Beck, SBNH executive director, of O’Reilly’s breakfast sponsorship. Also new this year is the car rally raffle, through which “we thought it would be good for participants and users of the neighbourhood house to get involved in fundraising,” Beck said. “Any user of the neighbourhood house can participate on a smaller scale.” The raffle allows anyone to chip at a cost of only $2 a ticket (or three for $5 or a book of 15 for $20). Prizes include a Blackberry, a river-rafting trip, a $500 VIA rail gift certificate, Vancouver Giants tickets, and a $200 gift certificate that can be used towards SBNH daycare or preschool fees or two tickets to its annual Diamond Ball. The car rally itself is expected to raise about $15,000 while another $4,000 could be raised if all the raffle tickets are sold. The money funds programs and operating costs, such as rent

and utilities, that are otherwise not fully-funded by grants, including the seniors lunch and youth leadership programs, said Beck. “People are having a difficult time, they’re losing jobs,” said Beck of the current economy. “That just increases the need for the neighbourhood house. So fundraising is a really important piece for us between [the car rally] and Diamond Ball.” Teams wanting to enter the car rally can still do so at a cost of $300 per team. Businesses often use it as a teambuilding exercise for employees, said Beck. Meanwhile, raffle tickets will be sold until Friday, Sept. 28. The draw will take place Sept. 30. Even if you’ve never committed a crime, or a had a run-in with the law, you’ve likely encountered Canada’s justice system. Whether it’s disputing a speeding or parking ticket, or filing a civil claim against a neighbour for damage to a hedge, or seeking unpaid spousal support, the average everyday Joe and Jane still need the courts to work. But when you pass through the front doors to Richmond provincial court, the beautiful architecture and appearance mask a broken system. Frowns are everywhere, from judges to court clerks, to lawyers, witnesses, victims and the accused. This week, Richmond provincial court Judge Ron Fratkin, who shares a full-time position with another senior Richmond judge, expressed his frustration. Faced with an unmanageable court list, he had no choice but to add on to the frustration. Ask local lawyers, and they’ll tell you there are lots of local needs. More judges, more Crown counsels, more sheriffs, more money for Legal Aid. And they will all cost money. Lots of it. Who cares? you ask as you’re reading this. You should. A broken justice system means bad guys are staying on the road, police officers are spinning their investigative wheels, and lawyers are wasting their breath. It means children in ministry care are staying there longer than they should, it means family disputes are left to fester, it means people who are caught with their hands in the cookie jar are set free. While it will cost more money to fix the ailing system, the alternative is the resulting everyday waste in the form of the efforts of those well-paid people who keep our communities safe. —Richmond Review/Black Press

Swapping sociology for socket sets VICTORIA – Premier Christy Clark’s latest employment announcement set the tone for one of the big issues in the 2013 election. Flanked by aircraft technician students at BCIT in Burnaby, Clark announced a $75-million program to upgrade aging trade and technical school facilities and hire instructors. And she did it with some pointed criticism of the career path chosen by many of today’s high school students. Clark introduced a student electrician, the first woman to win the senior technology education award at her high school, who then went on to get a bachelor’s degree in English and sociology. No job, so she went to BCIT. Her message was clear. The government’s pre-election budget is going to shift priorities to the huge number of skilled trades jobs that are already going begging in the north. More students will get started in high school, instead of being subsidized to wander around

and find themselves with an unfocused university degree that still leaves them in need of practical skills. Shop upgrades were announced for trades training in Prince George, Kelowna and Greater Victoria. There will be new student financial aid, but it will be tied to skill programs the economy needs now. And with the government’s financial situation, you can bet that sociology, women’s studies and the rest of the dead-end programs dear to the hearts of last year’s Occupy campers will feel the pinch. The B.C. Liberal skills training push was partly inspired by last year’s “inequality” protest, after Dawson Creek Mayor Mike Bernier waded into the Occupy Vancouver squat to hand

out business cards. They need cooks and labourers as well as pipefitters up there these days, and that’s before the B.C. gas patch goes into a huge expansion for Asian exports. A version of Kevin Falcon’s “welfare air” idea to move unemployed recipients north was included in last week’s announcement by Clark and her jobs czar, Pat Bell. Called “Job Match,” it’s a $2.9-million pilot program in the Peace region. It will deliver basic education and work boots for people in that region before anyone will be flown up from Nanaimo or Nelson. Cruising along at nearly 50 per cent in the polls, the NDP have also put a heavy emphasis on post-secondary. But they’re still playing to the urban Occupy crowd, with a promise of a tax on banks to fund student grants. Instead of providing loan relief after successful completion, they’re going to hand out money at the front end, just like they did in my student days. My experience as a student, a

job seeker and a parent is that free money encourages aimless study, and the selection of courses that are appealing rather than safe investments. We already have far too much of that, and I think most students today would be better off with a bigger debt and a well-paying job. As the new trades plan was being rolled out (and mostly ignored by the Vancouver media), former finance minister Colin Hansen announced he’s retiring. It was Hansen who started the push for skills training back in 2008, emphasizing that there will be a million new jobs open by 2019, 600,000 of them due to retiring baby boomers. Hansen made a sales trip to snowy Toronto to launch advertising to lure people to B.C. That effort is being revised with a series of interprovincial and international trips, because even if all 650,000 high school students graduate and go to work in B.C. from now to 2019, it won’t be enough to fill all the jobs on the horizon.

BC Liberals to credit for current success Re: New Democrats need to chart a vision (Letters, NewsLeader, Sept. 19) Writer Trevor Ritchie must be living with his head in the clouds when he compares the BC Liberals and past NDP governments. I look around, and what do I see: Construction sites and jobs booming; hi-rise condos appearing everywhere; a new Port Mann bridge opening; widening of Highway 1; a mining industry that is thriving and employing thousands; restaurants, lounges and theatres packed. And all of this despite a world economy that is having a severe effect on the B.C. economy. The BC Liberals have not only produced a vision for B.C. where people are gainfully employed (at high-paying jobs), but they too have offered a vision for the future that will allow our children to benefit too. The NDP is so out of touch with the world we now live in. You can rest assured that you all will be paying much higher taxes with an NDP

government. And worse yet, the mining industry will be once again shut down and construction and business investment in this beautiful province will fall. Bill Phelps Burnaby

POST-SECONDARY STUDENTS BEING SHORT-CHANGED I have been talking to a lot of post-secondary students in the neighbourhood lately. I am impressed by their resolute pursuit of an education even in the face of daunting financial obstacles. One young man, who took off a semester to work full-time and build up his savings, is back at SFU but continues to work. Ironically, if he gets laid off he won’t get Employment Insurance because students are not considered to be available for work. A young woman from Kelowna, just starting at SFU,

provides live-in care for her frail grandparents in exchange for free rent. A recent graduate is working in a cement plant to pay off his $8,000 student loan. Another student who doesn’t qualify for a student loan took out a $20,000 line of credit with a major bank. In my day, access to higher education was the great equalizer. In B.C. today it’s more likely to be a lifetime debt sentence. Since the BC Liberals took power, tuition has more than doubled, interest on student loans is the highest in Canada, and needs-based grants have been eliminated. By the time they graduate, the average student will owe $27,000. That’s more than the average consumer owes, a number so high that the Bank of Canada is warning that individual indebtedness is putting the economy at risk. A student loan, repaid over 10 years, will have accumulated about $8,000 in interest alone. Make no mistake. The student debt crisis affects

us all. When young people can’t afford an advanced education society is robbed of the skills and knowledge they would otherwise bring to the economy. While graduates are paying off their loans they postpone the purchase of consumer goods and services that would stimulate the economy and create jobs for others. New Democrats are committed to equalizing access to education. That’s why an NDP government will introduce a $100 million needs-based non-repayable student grant program. Since then our conversation has begun in earnest and we’ve received much feedback from interested British Columbians about different aspects of our project. Of all the feedback we’ve received, risk and safety—particularly pipeline safety and marine safety—have been the primary concerns. This concern is echoed in the B.C. Government’s five conditions for oil pipeline projects. We’re confident that, with the cooperation of others, this concern can be addressed. We understand the safety of our coastline is paramount, and are proud to be able to say that all 900 tankers that have ever loaded and sailed from the Westridge Marine Terminal in Burnaby have done so without a single spill. This record is Ian Anderson thanks to a culture of safety within Trans Mountain, the network of safety and response organizations in the marine community and the regulations and requirements established to ensure safe transit of oil tankers in the local waters. When it comes to marine safety, Kinder Morgan Canada (KMC) also stands with B.C. in advocating for the necessary level of federal funding and response capabilities. At the same time, we believe companies must also pay their fair share, as it is companies that are liable for potential spills—not communities. On the pipeline itself, we’ve had very few incidents in a history spanning nearly 60 years. For us no spill is acceptable, but we have plans to respond, clean up, remediate and learn from every incident should one occur. While we cannot promise there won’t ever be a spill, we can tell you this: we’re doing everything we can to prevent spills. There’s been much discussion about heavy oils and bitumen and whether these types of products pose increased risk. Bitumen isn’t something new, but a resource Trans Mountain has been transporting for close to 30 years—with no scientific or operational evidence that it is any more corrosive to the pipeline than other products. The bitumen in our pipeline is less dense than salt or fresh water, at a maximum density of 0.94, and will float if there’s a spill. Beyond risks and safety, another overall theme we’ve heard loud and clear from individuals and in the B.C. Government’s five conditions is that people want to know about the benefits of expanding the Trans Mountain Pipeline to British Columbia and B.C. communities. The project promises to yield significant economic benefits for communities along the route. It will create both construction and long-term jobs, and we are committed to hire companies and workers from communities and Aboriginal groups along the pipeline. Please see RESIDENTS SAY, A13

Soccer Clan back on track The SFU Clan men’s soccer team bounced back from their first loss in two years with a pair of victories during their road trip to North and South Dakota. The Clan beat the University of Mary Marauders 3-2 in extra time in Bismark, North Dakota on Saturday. Thursday they thumped the University of Sioux Falls 5-1. While the results may have been positive on the scoreboard, there were still worries for head coach Alan Koch. “We are struggling to finish off games and will need to improve in a hurry to be successful in this year’s super competitive GNAC conference,” said Koch in a release. That’s quite a statement considering the Clan had been undefeated since 2010 until they dropped a 2-1 decision to Northwest Nazarene Crusaders more than a week ago. Freshman Colin Jacques extended the Clan’s new winning streak to two games with his second goal of the season in the 96th minute against the Marauders. Carlo Basso and Alex Rowley scored the other goals. Approval in principle has been granted on an application for an initiative petition. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

Local man charged with murder A 47-year-old Burnaby man has been charged in connection with Vancouver’s sixth homicide of the year, said Vancouver Police. Lance Wraye Standberg has been charged with second degree murder in the stabbing death of 57-year-old Ronald William March, also of Burnaby, whose body was found in the rear lane of the 3400block Renfrew Street on Aug. 8. Standberg has been in custody since Aug. 9 when he was arrested for a series of driving offences.

He will remain in custody until his next court appearance on Oct. 2.

Stabbing victim uncooperative A 22-year-old man is recovering in hospital after being stabbed Wednesday evening. The man was brought to Burnaby Hospital about 8:30 p.m. on Sept. 19 with several stab wounds and head injuries, say Burnaby RCMP. He was transferred to Royal Columbian Hospital and while his injuries

are serious, he is expected to recover. The victim was uncooperative with the police, but did say he had been assaulted by several dark-skinned males at a pub on Kingsway, possibly in Vancouver. Burnaby RCMP are still trying to determine where exactly the attack took place. : A salesperson who calls on our company has recently begun sending small gifts to my home. He has never mentioned the gifts when visiting my office but I feel I should say something. Do you have any suggestions?

You need to ask yourself, “Why is he giving me these gifts?” The answer may be more complex than you realize: gifts given to people in a business relationship generally have a different intention than those given to friends. If you recall the last time you received a gift from a relative or close friend, you valued it is a symbol of love or affection. The motive was obvious and nothing was expected in return. On the other hand, the salesperson is giving you these gifts with a more practical purpose in mind. You have rewarded him with business— which has probably enhanced his commissions— and so now he is tangibly demonstrating his appreciation. In addition, the gifts are implicitly communicating that continued business will mean more gifts. The connection between the two should not be overlooked. More troubling, however, is the fact that the gifts have been sent furtively to your home. They are, in effect, being given to you secretly in order than no one in your office should know. You say he has not mentioned the gifts when

visiting you; this is not surprising because the gifts have been given to you personally. You may not like the word, but I would suggest you are accepting “bribes.” And, while the gifts are not particularly valuable—at least in contrast to the money offered to some disgraced politicians—it is really the principle you should consider. It is entirely possible that the gifts will incrementally increase in value so you may suddenly realize they total something quite significant. Your only option I believe is to return all the gifts and request that he immediately desist sending you any further gifts. You don’t have to embarrass him or make him feel uncomfortable. The idea of sending you gifts make even have originated with his supervisor, so it is not necessary for you to reprimand him. Once the “slate is clean” you may continue to have a productive professional relationship which should not affect the continued opportunities for you to purchase needed products and services from him and his company. “We can’t just focus on acute care, we have to move to chronic disease management, and this is a classic case of why,” said New Democrat health critic Mike Farnworth. Evans is staying in an acute care bed costing “well over $1,500 a day, medicated into a stupor, which is not good for the patent and certainly not good for our health care system,” Farnworth said. In contrast, longterm care beds cost hundreds of dollars a day to operate, significantly less than an acute care bed, he stressed. “During the past, government said they would build 5,000 [longterm beds] but they never materialized. As we have an aging population, more cases of Alzheimer’s, there needs to be those beds in place.” Diane Evans said the family was so concerned about the care their father was receiving that the six siblings have been taking shifts the past 13 weeks to ensure someone is with him daily from mid-morning until he goes to sleep at night. Evans was a Burnaby city councillor from 1990 to 2005, and had served as president of both the Vancouver district of the International Woodworkers of America and the Vancouver District Labour Council. “If a person who is well known can’t even get that kind of attention, what about ordinary people?” said Burnaby-Edmonds NDP MLA Raj Chouhan. “A person like Mr. Evans, who has been on the front lines for so many years, and even he is neglected.” The Fraser Health Authority said in an emailed statement that its Patient Care Quality Office is working with family members and caregivers at the hospital to address concerns. “If a patient’s condition changes during a hospital stay, this can sometimes mean that the patient will need to be assessed more than once and a care plan that was previously appropriate may need to change.
