Trucks crash into ‘Heroes’ sign By MONIQUE TAMMINGA Black Press

A two-vehicle collision in the 25100block of Highway 1 demolished the “Highway of Heroes” sign on Sunday. Around 11:30 a.m., two pickup trucks were driving east along Highway 1, when one of the vehicles changed lanes and drove into the other vehicle, said RCMP Freeway Patrol. The two vehicles locked together and slid off the road, smashing into the sign. There were no injuries, said RCMP. The Trans-Canada Highway between

Langley and Abbotsford was dedicated as the “Highway of Heroes” in June 2011 to honour 13 B.C. soldiers who died in Afghanistan. The roll call of the fallen includes Master Cpl. Colin Bason, a 28-year-old reserve soldier from Aldergrove, who was killed by the explosion of roadside bomb on July 4, 2007, and Pte. Garrett Chidley, a 21-year-old fulltime soldier from Langley. He was killed on Dec. 30, 2010, after the light armoured vehicle he was driving struck an improvised explosive device.

A Mayor’s Standing Committee that will help with the public consultation process required to develop final plans for a new Aldergrove Recreation Centre has been formed by Langley Township Mayor Jack Froese. “Creating this centre is a priority for Council. It is a significant investment in Aldergrove that will benefit the entire community,” said Froese. “We want to hear from the public, we want their input, and this committee will help ensure those voices are heard. It will champion the project through to its construction.” Under his authority as mayor, and with the cooperation of all of Township Council, Mayor Froese appointed Councillors Charlie Fox, Bev Dornan, Steve Ferguson and Bob Long to the committee. Four members of the public will also be appointed. “I invite interested citizens to act soon and apply for the positions,” said committee chair Bob Long. “We plan on having several meetings over the next few months, and our primary objective is to host at least two open houses. These events will allow the public to comment and provide input on the two preferred options for the recreation complex that were approved by council in July on the former Aldergrove Elementary School site.” The Aldergrove Recreation Centre will combine an ice arena with a combination indoor/outdoor pool, exercise equipment, and meeting rooms, and will potentially house the relocated Aldergrove Library. “Not only will the new centre provide much needed recreation services, it will Coun. The first committee meeting will be held on Tuesday, Oct. 9, with public open houses to begin later in October and through November. Tip busts million dollar ecstasy smuggler Aldergrove Star

A tip from the U.S. Border Patrol led Langley RCMP to more than a million dollars worth of illegal narcotics last weekend. Shortly before 9 p.m. on Saturday, Sept. 15, police received information about a suspicious male hiding in the ditch in the 27200-block of 0 Avenue, just north of the border. The man was located with the help of air services and a police dog. He attempted to flee, however the dog and handler were able to track him, and the suspect was taken into custody. He was in possession of two large duffel bags containing 20 individually wrapped packages of a substance believed to be MDMA (ecstasy). The narcotics weighed in excess of 20 kg and have a street value of over $1 million. Samuel Lopez-Rios, 30, of Mexico, has been charged with one count each of trafficking in a controlled substance and possession for the purpose of trafficking. He has been remanded in custody and will appear in court on Sept. 27. Langley RCMP credit a close working relationship with their partners in the U.S. Border Service for the arrest and seizure.

Drivers sign up in droves for Port Mann Bridge By JEFF NAGEL Black Press

Nearly 30,000 people registered to use the new tolled Port Mann Bridge in just the first two days of sign-ups, surprising project officials. The early surge already puts the electronic tolling system 10 per cent of the way to its target of 300,000 registered users by the end of February. “We’re very pleased that we’ve had the response we have had so far,” Port Mann/Highway 1 project communications director Max Logan said. “It’s a terrific start for us.” The province wants regular bridge users to sign up and get the TReO windshield decal that is automatically and efficiently detected without the more costly use of licence plate cameras and manual image checks that will be used to invoice non-registered vehicles. Officials also think the more drivers who register and use the system, the more will embrace the tolled Port Mann and not clog other routes to reach an untolled bridge. As an incentive, half-price tolls – $1.50 for regular cars instead of $3 – apply for a full year for those who reg-

ister before March 1, when the threemonth discount period for all expires and non-registered users start paying full price. A further incentive gives 20 free crossings to those who sign up before Nov. 30. Logan expects many more users to register as those two deadlines near. “Our goal is to have 80 to 85 per cent of our regular users registered,” Logan said. The new Port Mann officially opens sometime in December with a free week before tolling begins. TReO system registration opened Sept. 17 at www.treo.ca Logan said many drivers may not be aware yet of how the system works, that it costs nothing to register and get a decal and that it will also give them the lowest available toll when using TransLink’s Golden Ears Bridge. Asked how many drivers who don’t register might escape paying, Logan said the licence plate recognition system has an accuracy rate of more than 95 per cent but manual reviews of images should bring the enforcement rate to 99 per cent and ensure virtually all are invoiced.

‘Cluster’ development sought for ALR By NATASHA JONES Black Press

Judging by comments made at an open house on Sept. 12, Gar Campbell’s vision for the 80 acres he owns at 24453 - 60 Avenue is receiving a frosty reception. Campbell’s property was formerly known as Tuscan Farm Gardens where Heather and Arlie Fair grew lavender and echinacea. They tried at least twice to convince the Agricultural Land Commission to allow them to subdivide, but were turned down. They sold their property to Campbell. Campbell proposes to build 65 houses on a 32-acre parcel, the homes being

on lots ranging in size from 7,000 square feet to 32,000 square feet. Water for the properties will come from a connection to a new pipeline that will take water from Metro Vancouver’s eastern terminus in Walnut Grove to Aldergrove. A sewage treatment plant will be built. After being treated, the waste will be pumped onto two large fields where it will soak into the aquifer as clean water, Campbell explained. Existing trails that wind through what will be the residential community, if it is approved, will be expanded. “It’s not a closed development. They (trails) will be accessible to the public,” Campbell said.

The open house was not what some expected, featuring a series of posters detailing the development. There was no opportunity for the public to address the proponents, Pam Erikson noted. “This meeting is a propaganda. It’s very disappointing,” she said. “Obviously they don’t want people to speak.” Kitty Tomik had mixed feelings. “My big concern is where the runoff is going to go,” she said, adding that it looks as though it will flow into Coghlan Creek. Ron Fawcett shared that concern, and also wanted assurances about sewage treatment and the domestic water supply. With one-acre zoning, Campbell

could build an 80-lot subdivision. But in order to preserve productive agricultural land, open space and trees, the lots are being clustered. Since the lots are being clustered, they are being reduced in size and shape, with the permitted density remaining substantially below that permitted by the zoning. Because the lot sizes, depths and width will be reduced, a development variance permit is required to relax those standards. This will necessitate a public hearing which is expected to be held before the end of the year. Campbell said that Krause Farms is leasing a portion of the 80 acres for agricultural purposes.

‘Food Drive’ gives hope This past Saturday the B.C. Thanksgiving Food Drive collected an estimated 350,000 pounds of food for 50 local food banks throughout the province. “It was great to see how the residents of our communities came forward to support our project,” said Andrew Rolfson, BCTFD executive director. “The success can be credited to communities selflessly working together.” In the Fraser Valley region, the BCTFD event included more than 1,000 volunteers. VICTORIA – Premier Christy Clark’s latest employment announcement set the tone for one of the big issues in the 2013 election. Flanked by aircraft technician students at BCIT in Burnaby, Clark announced a $75-million program to upgrade aging trade and technical school facilities and hire instructors. And she did it with some pointed criticism of the career path chosen by many of today’s high school students. Clark introduced a student electrician, the first woman to win the senior technology education award at her high school, who then went on to get a bachelor’s degree in English and sociology. No job, so she went to BCIT. Her message was clear. The government’s pre-election budget is going to shift priorities to the huge number of skilled trades jobs that are already going begging in the north. More students will get started in high school, instead of being subsidized to wander around and find themselves with an unfocused university degree that still leaves them in need of practical skills. Shop upgrades were announced for trades training in Prince George, Kelowna and Greater Victoria. There will be new student financial aid, but it will be tied to skill

programs the economy needs now. And with the government’s financial situation, you can bet that sociology, women’s studies and the rest of the deadend programs dear to the hearts of last year’s Occupy campers will feel the pinch. The B.C. Liberal skills training push was partly inspired by last year’s “inequality” protest, after Dawson Creek Mayor Mike Bernier waded into the Occupy Vancouver squat to hand out business cards. They need cooks and labourers as well as pipefitters up there these days, and that’s before the B.C. gas patch goes into a huge expansion for Asian exports. A version of Kevin Falcon’s “welfare air” idea to move unemployed recipients north was included in last week’s announcement by Clark and her jobs czar, Pat Bell. Called “Job Match,” it’s a $2.9-million pilot program in the Peace region. It will deliver basic education and work boots for people in that region before anyone will be flown up from Nanaimo or Nelson. Cruising along at nearly 50 per cent in the polls, the NDP have also put a heavy emphasis on post-secondary. But they’re still playing to the urban Occupy crowd, with a promise of a tax on banks to fund student grants. Instead of providing loan relief after

successful completion, they’re going to hand out money at the front end, just like they did in my student days. My experience as a student, a job seeker and a parent is that free money encourages aimless study, and the selection of courses that are appealing rather than safe investments. We already have far too much of that, and I think most students today would be better off with a bigger debt and a well-paying job. As the new trades plan was being rolled out (and mostly ignored by the Vancouver media), former finance minister Colin Hansen announced he’s retiring. It was Hansen who started the push for skills training back in 2008, emphasizing that there will be a million new jobs open by 2019, 600,000 of them due to retiring baby boomers. Hansen made a sales trip to snowy Toronto to launch advertising to lure people to B.C. That effort is being revised with a series of interprovincial and international trips, because even if all 650,000 high school students graduate and go to work in B.C. from now to 2019, it won’t be enough to fill all the jobs on the horizon. Earlier this year, we announced our intentions to pursue expanding the Trans Mountain Pipeline System, which has been responsibly transporting oil between Edmonton and Burnaby since 1953. At that time, we committed to embarking on an open, extensive and thorough engagement process on all aspects of the proposed expansion project along the route and marine corridor. It was a promise, to hear every voice and every concern. Since then our conversation has begun in earnest and we’ve received much feedback from interested British Columbians about different aspects of our project. Of all the feedback we’ve received, risk and safety — particularly pipeline safety and marine safety — have been the primary concerns. This concern is echoed in the B.C. Government’s five conditions for oil pipeline projects. We’re confident that, with the cooperation of others, this concern can be addressed. We understand the safety of our coastline is paramount, and are proud to be able to say that all 900 tankers that have ever loaded and sailed from the Westridge Marine Terminal in Burnaby have done so without a single spill. This record is thanks to a culture of safety within Trans Mountain, the network of safety and response organizations in the marine community and the regulations and requirements established to ensure safe transit of oil tankers in the local waters. When it comes to marine safety, Kinder Morgan Canada (KMC) also stands with B.C. in advocating for the necessary level of federal funding and response capabilities. At the same time, we believe companies must also pay their fair share, as it is companies that are liable for potential spills — not communities. On the pipeline itself, we’ve had very few incidents in a history spanning nearly 60 years. For us no spill is acceptable, but we have plans to respond, clean up, remediate and learn from every incident should one occur. While we cannot promise there won’t ever be a spill, we can tell you this: we’re doing everything we can to prevent spills. There’s been much discussion about heavy oils and bitumen and whether these types of products pose increased risk. Bitumen isn’t something new, but a resource Trans Mountain has been transporting for close to 30 years — with no scientific or operational evidence that it is any more corrosive to the pipeline than other products. The bitumen in our pipeline is less dense than salt or fresh water, at a maximum density of 0.94, and will float if there’s a spill. Beyond risks and safety, another overall theme we’ve heard loud and clear from individuals and in the B.C. Government’s five conditions is that people want to know about the benefits of expanding the Trans Mountain Pipeline to British Columbia and B.C. communities. The project promises to yield significant economic benefits for communities along the route. It will create both construction and longterm jobs, and we are committed to hire companies and workers from communities and Aboriginal groups along the pipeline. Should the project proceed, more than 60 per cent of the $4.1 billion in projected construction costs would be spent in B.C. B.C. and its communities can also benefit from opportunities associated with this project to create legacies such as investments in the green economy, environmental stewardship, First Nations communities and improvements to drive a world-leading spill response and cleanup capability. We have some ideas, but also want to hear yours. We know the public is very interested in our project and are seeking channels to provide input. A large part of our project team is local, based in B.C. communities along the pipeline. We’ve been reaching out to the 2,200 landowners along the pipeline and meeting with community leaders, elected officials, environmental groups and Aboriginal groups to get their perspective. We agree with the Province’s view about building strong and enduring relationships with First Nations and we will meet its expectation to address Aboriginal rights. We’ll soon be expanding our public engagement program, giving British Columbians the opportunity to learn more about the proposed expansion and provide feedback on some of our routing options, soliciting ideas on the kinds of benefits they’d like to see, and listening and responding to their concerns. Lastly, through the discussions we’ve had so far, we understand British Columbians want and need reliable information and facts that will provide them with greater understanding of our proposed project and assist them in forming opinions, allowing for an even more informed and effective dialogue. We’ll do our best to provide that information through various channels, including a new and much more expansive website, meetings and various engagement events. Rivers Day welcomes Water Weeks to Langley Aldergrove Star

Water Weeks runs September 30 through October 20, the Township of Langley and Langley Environmental Partners Society (LEPS) have teamed up with local organizations to help residents explore, learn, and take action to keep their community and the earth green. “When it comes to protecting the environment, everybody can make a difference,” said Simon Tremblay of Langley Township’s Water Resources and Environment Department. Kicking off Water Weeks is the annual BC Rivers Day Community Festival. There is

no admission fee for the event, which will be held Sunday, September 30, 11 a.m. to 2 p.m., at Williams Park, 6595 – 238 Street. Over 30 interactive displays and activity booths will give visitors a chance to build a bird house, take the Green Can Home Tour, speak to a master gardener, become Power Smart, play a life-sized salmon board game, join the circus, and take a “Creek Peek” at juvenile salmon and aquatic bugs. Performers will provide family entertainment and Dixieland jazz. Lunch is locally sourced and will be available for purchase at on-site concessions. Throughout Water Weeks,

Editor: Early Sunday morning, Sept. 16, my husband and I were walking our German shepherd, which we do every day around the new fields in Aldergrove and have been doing for many years. We saw a woman walking a gold labradoodle (or something like that) coming towards us so my husband made our dog walk to the left side of him which is the proper way to han-

dle your dog and I moved behind him so this person could walk to the right of us and neither dog has to meet. We have walked by many dogs and owners and they all get it. Instead, this woman put her dog to the right and kept walking right at us, causing my husband to have to go into the extremely wet grass. When I made a comment to her about how ignorant that was (and no, I didn’t say it very nice), she had the nerve to start let-

ting us know how she had her dog under control and I suppose due to the fact that she made my husband walk into the grass she did. Also that we were what’s wrong with the world. I’d like to let her know that maybe had she not had her nose so far up in the air, she would have realized her ignorance and realized its her and her type that’s wrong with the world. Think about it Editor: There are some stupid people in the world and it seems that some of them managed to get elected and allegedly represent the public interest on the waste management committee of Metro Vancouver. I am referring to the proposed Waste To Energy Plant (WTE) for handling combustible waste materials, most of which can be recycled and takes effort, but some still think that burning is the best. They are of course under the illusion that once incinerated the bad is made good, as if by some magical process. Wherever incinerators are installed the health of those living downwind deteriorates. Various cancers and respiratory problem rates go up and people die before their time. While it is hard to directly lay the blame on the WTE plant, because the origin of the offending particulates are hard to pinpoint and health authorities don’t bother to investigate, the figures speak for themselves. public notice Be Wildlife Aware on the Road The Township of Langley is home to a diversity of wildlife habitat. Our residents share the area with many types of animals – large and small. Preservation of wildlife habitat is considered in planning all of Langley’s communities – let’s keep them safe! Help protect our wildlife by respecting road signs and obeying posted speed limits. Motorists should use extra caution in the early morning and evening hours.

The federal government, through Industry Canada, is responsible for regulating radiocommunication. This includes approving each site on which radio apparatus, including antenna systems such as cell phone towers, may be located, based on Industry Canada’s general and specific technical requirements. In exercising its mandate, Industry Canada believes that it is important that antenna systems be deployed in a manner that considers local surroundings. In this regard, Industry Canada requires proponents of cell towers to follow local government policies with respect to public notification. In the Township of Langley, local requirements are contained in the Telecommunications Tower Master Plan Policy, which requires proponents to hold a community consultation meeting as part of the public consultation process. Residents with questions or comments about the proposed tower can make their views known through this public consultation process. Public input obtained by the proponents at the meeting is passed on to Township staff, for presentation to Township Council. Council does not have the authority to approve or reject cell tower applications. Council’s ability is limited to either objecting or not objecting to such installations in its referrals to Industry Canada. Council does not have legislated authority to do anything else. Should Council have no objection to the proposed installation, the proponent will be permitted by Industry Canada to proceed, subject to compliance with their requirements. In the event that Council expresses objections that are considered by Industry Canada to be relevant and the proponent still wishes to proceed with an installation, Industry Canada will make a final decision as to whether to: • approve the application; or • reject the application; or • require amendments to the application, including re-submission; or • refer the matter to an alternate dispute resolution process in order to come to a final decision.

Summary of Initiative: The initiative draft Bill entitled, “Sensible Policing Act” proposes to amend the Police Act to no longer use provincial police resources on the enforcement of current laws in relation to simple possession and use of cannabis by adults. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

The little racers and their families honoured the memory of a special young woman at their annual Melinda Rose Hathaway Memorial Race on Saturday at the Langley Quarter Midget Association’s race track in south Aldergrove. A memorial plaque was unveiled that day at the track by her parents, Joanne and David, along with LQMA representative Scott Silas and Township mayor Jack Froese. Melinda lost her battle with cancer on Sept. 15, 1996 at the tender age of 15, but not before she realized her ambition to drive a race car. She had been diagnosed with a rare form of cancer called Askin’s tumor when she was only 12. The doctors did not believe that she would survive more than a couple of weeks, but she refused to go easily and fought back with all her energy. She underwent many radiation treatments and

The Aldergrove Kodiaks took a drubbing at the hands of the Abbotsford Pilots, Friday at MSA Arena, with a 5-2 loss. It was the third consecutive loss for the Kodiaks in four season games. The Kodiaks nearly matched the Pilots for shots on goal, 35-38, but simply couldn’t find the back of the net on 33 of those shots, despite the advantage of 11 power plays. The Pilots scored on two of eight power plays, including one in the first frame’s only score at 17:49. The Pilots scored their second power play early in the second, before Kodiak MacLean Hewitt finally got one at 16:33. During the last lockout, attendance increased 6.5 per cent during the regular season, and the league set a total attendance record by drawing over seven million spectators (including playoffs). The Heat, who have struggled to draw fans and meet revenue projections during their three years playing out of the Abbotsford Entertainment and Sports Centre, are surely hoping to see an increase on the 3,545 fans per game they averaged last season. Horner, Milanda (Wagner)

Feb 21, 1922 - Sept 14, 2012 Milanda passed away peacefully at the Menno Home in her 91st year. She was born to German settlers near Lutzk, Poland and immigrated to Canada in 1952. The Horner’s moved from Port Hammond to Aldergrove in 1962 where they dairy farmed and later raised beef cattle before retiring. Milanda will always be remembered for her strong work ethic and her beautiful gardens. She had a true gift for growing things and sharing whatever she produced. She was predeceased by husband Ignatz (John) of 48 years in 1999. Parents Gustav & Maria Wagner, siblings Henry & Eda. Milanda will be lovingly missed by son Heinz (Jeanette), grandchildren Mike (Lorea) and Amanda. Siblings Martha, Mary & Gus. She also leaves behind her beloved great granddaughter, Jennifer, who brought her such joy & great grandson Carson whom she welcomed just a week before passing.
