Preparations are underway for a Thanksgiving dinner for all the migrant workers from Mexico in the Similkameen. At this time, organizers are in need of some donated suitcases. It seems that the Mexican workers in our region practice “cross border shopping” - in a way that benefits local business for a change. The Mexican farm labourers arrive in the spring with their belongings in a small bag, but since they are allowed to take some things back to their country, they tend to accumulate a few items prior to their return to Mexico at the end of the growing season. She can make arrangements to pick up your suitcases, or have them delivered to Cheers church on Main Street, Penticton during Spanish classes.

Hedley Fire Department celebrates 100 years of service By Graham Gore, Hedley VFD The Hedley Fire Department held a celebration of their 100 year anniversary, starting with an apparatus demonstration, and a “water ballet” spraying water against a beautiful blue sky, creating rainbows against that spectacular backdrop. It was explained to spectators why we did things in such a way, why we wore turnout gear and self contained breathing apparatus and how the pump hoses and nozzles operated. A well attended open house with a historical display as well as all of the current apparatus, allowed people

to view the equipment, ask questions as to how they work, and see the contrast between firefighting today and 100 years ago. Almost 100 hotdogs were served, for a donation, dropped in a firefighter’s boot. Children as well as some older folk were entertained by being able to put out a “structure fire” using forest fire equipment, emulating in a very small way what a regular structure fire would be like. This celebration was held in place of Fire Prevention Week as home and fire safety were one of the themes of the day. The Hedley Fire Department now has a full roster of

20 with an average of 14 at each practice. This includes two junior firefighters, one of whom will graduate next year to become a regular firefighter. We hold regular practices on Tuesdays and optional practices on Saturdays so that people who miss regular practice can catch up, as well as those on probation can get more experience. We have been holding “cross training” exercises with the Keremeos Fire Department in areas such as roof venting and water transfer. We have also trained with the Princeton Fire Department. This is invaluable practice to expose our members to advanced instruction and experience practical training.

As Twin Lakes goes, so goes the aquifer: It’s generally accepted that Twin Lakes rises and falls according to groundwater levels in the aquifer, which has exhibited a pattern of filling and emptying over a period of several years. New monitoring wells in the aquifer have only just begun to provide consistent, reliable data, and Twin Lakes residents feel that the wells need to be monitored for a longer period of time before the aquifer’s viability can be ascertained. Developers of a potential subdivision in the aquifer disagree, telling the regional district board on Sept. 20 that their independent consultant’s study should be reviewed when a draft copy comes available later this year.

After a presentation by members of the Lower Nipit Improvement District, headed by Coral Brown, Mike Seymour of MSR Solutions, accompanied by Suki Sekhon, owner of the Twin Lakes Golf Course, addressed the board over their application for a variance permit. The permit application sought to reduce the maximum daily flow of water needed for a community water system from the present 8,000 litres per day to 1,900 litres per day. Sekhon plans to develop 136 single detached dwellings and 72 multi family units on a rock ledge above the golf course. The development proposal hit a road block last year when the provincial approving officer ruled that the project was “not within the public interest” due to concerns over a sustainable water supply in the Twin Lakes area. Seymour told the board that his company had retained consultants Golder Associates to gather further data regarding the capacity of the Twin Lakes aquifer. He was expecting a draft report after this irrigation season, and felt the report would contain sufficient data to make a decision on the aquifer’s capacity at that time. Seymour presented the argument that the regional district’s present daily demand requirements were not realisitc, suggesting that if more realistic daily demand rates were adopted, the development, adhering to strict water conservation principles, would be viable. Sekhon told the board that the golf course had cut water use by 35 per cent in the past four years. “We want restrictions,” he told the board, “we are not here today for development approval.” The golf course’s water “best practices” were challenged by Osoyoos Director Stu Wells, who noted that historical

Penticton theatre set for October opening Penticton theatre on track for October opening By Kristi Patton Black Press Movie-goers can now mark in pen on their calendars the opening date for the new Landmark Cinemas 7 in Penticton: Oct. 5. “The patient people of Penticton have waited and we are there now, finally, the way we want to be and it is a beautiful theatre. I am so thrilled and couldn’t be happier,” said Neil Campbell of Landmark Cinemas. “We have been in the Penticton marketplace for I think close to 40 years and I did not want it going to somebody else.” Demolition of the Liquidation World building started in December, and now the Westminster Avenue property is home to the seven-screen multiplex with glass windows and a shiny new Landmark Cinemas sign perched at the top. It has already been announced the theatre will have rocker stadium seats, 7.1 digital sound, RealD 3D in four out of seven screens and the ability to purchase tickets online. She said you have got to be able to do something better than this because now I have a car full of kids crying and screaming and hollering that, ‘Mom I want to see the movie,” said Campbell. “To her, that is one of the reasons why we are going to reserved seating in Penticton.” It is something Landmark Cinemas implemented in another new theatre that opened in May in New Westminster. “Now there will be no rushing and you will have no reason to be in a panic to get there. Usually a couple will have one person waiting at the concession stand while the other one runs in and holds the seats. Now you can both go there, get exactly what you want from the concession and when you walk into the auditorium, your seat is there waiting for you. It takes all the stress out of going to a movie,” said Campbell. The Landmark CEO said there are lots of movies being released at the beginning of October that appeal to all ages including the 3D animation flick Frankenweenie, Taken 2, Pitch Perfect, Hotel Transylvania, Won’t Back Down and more. You get a lump in your throat you feel so good about being Canadian,” he said. “People were on their feet literally clapping for 20 minutes. It was the biggest crowd reaction to a film I have seen in a long, long time there.” The Pen Mar Cinema Centre will officially close on Oct. 4. Campbell said the community should expect to hear more about the grand opening of the Landmark Cinemas 7 as the date gets closer. “We do have some really neat contests that are going to be coming and more surprises before the opening,” said Campbell.

Editorial Time a factor in battle for Twin Lakes aquifer The battle for the Twin Lakes aquifer continued at the regional district board meeting on September 20 as the two sides involved presented their cases to the board. At issue was a variance application by Twin Lakes Golf Course owner and potential developer Suki Sekhon to lower the daily consumption threshold in order to help clear a water shortage roadblock impeding a potential subdivision. Stating he wasn’t at the boardroom to discuss allowing the subdivision to proceed, he nonetheless wished to have a consultant’s soon to be released report used as a basis for making a decision on water availability - after three seasons of study. Lower Nipit Improvement District spokesperson Coral Brown, strongly representing her cause through a professional and factual presentation, as well as being well represented in the gallery by fellow residents, was asking the regional district board for more time - at least five years worth of data accumulation on the aquifer before making any decisions. Her group also presented a 185 name petition requesting a moratorium. The debate over the aquifer appears to be headed to a conclusion based on time - how much or how little the board decides it needs before enough scientific evidence is presented to make a decision. For Sekhon, less is better, while for the Lower Nipit group, the longer it takes, the better off they are. It will be a tough decision for the board. On the one hand, a potential development of over 200 dwellings and the inherent boost to the local economy that will bring. On the other hand, Coral and the gallery of concerned citizens are one of the most devoted and hard working taxpayers’groups ever to come before the RDOS board. They are informed, articulate, involved and are generally a fine example of how citizens can and should participate in forming government policy. Politicians often talk of the need for citizens to participate in the democratic process the way these residents have. It would be a democratic travesty, then, not to give them due regard in this case.

Greyhound struggles with B.C. rules Urbanization and changing travel habits have reduced demand for inter-city service, but B.C. regulations haven’t kept pace. By Tom Fletcher Black Press Greyhound Canada is losing millions on its B.C. operations because of rigid provincial rules that require minimum bus trips on inter-city routes regardless of passenger demand. Minimum daily service levels are set by the provincially appointed Passenger Transportation Board. For Vancouver to Kamloops, and on the Trans Canada Highway at Golden, for example, Greyhound is required to run four buses each way,

seven days a week. “You have a minimum frequency that you have to run on every corridor, really regardless of whether you’re carrying 20 people or five people on each schedule,” said Stuart Kendrick, senior vice president of Greyhound Canada. Kendrick said the company lost $14 million on its B.C. operations in 2011, and previous years have seen similar losses. He has written to Transportation Minister Mary Polak asking the B.C. government to follow the lead of other provinces and deregulate bus service so it can be kept alive. Polak said she is aware that B.C. service is at risk, and ministry staff are working on options. “It’s obvious from what they’re saying that they need to make adjustments, or they’re going to have to pull out of the whole thing,” Polak said. The company has applied to the board to reduce service on B.C. routes, but

not drop any routes entirely. Kendrick said the rules don’t allow adjustments to reflect lighter traffic on certain days of the week, or seasonal adjustments. Manitoba changed its regulations in July to allow flexible schedules. Alberta deregulated inter-city bus routes in 2011, allowing bus companies to enter or exit a route with 30 days’ notice. Some routes have been abandoned as a result, as urbanization and changing travel habits have led to declines in rural ridership. In New Brunswick, rigid rules prompted the only inter-city bus line to shut down entirely. Kendrick said the B.C. rules are not only inflexible, but the application process takes too long. The company is required to advertise any route change in affected communities, and may need to hold public meetings as well. Polak said the government may be able to change regulations rather

than amend legislation, which would have to wait until the B.C. legislature resumes in January.

October is the month to show appreciation to Foster parents To the Editor: October is once again a time to celebrate and appreciate the unique and extremely valuable role that foster parents in the Okanagan fulfill. I say fulfill because although it is considered a job and comes with an extended list of expectations, regulations and limitations they also in so many ways reap the rewards of a job well done. Many foster parents tell me how much they love and enjoy children and find what they do as very fulfilling. As the Foster Parent Coordinator of the South Okanagan I have the privilege of offering them support through the Okanagan Foster Parents Association. I enjoy my work providing this support and training opportunities to help them

in their day to day experiences with children of all ages and backgrounds. Many come into care needing temporary help for the family in crisis and others go on to longer term care or adoption. Foster parents offer love and acceptance and are particularly aware of their foster child’s attachment needs and the trauma that can result from separation. If you personally know a foster parent, give them the kudos they deserve. We have a valuable resource which is often unrecognized. VinylFest brings attention to traditional recording format To the Editor: On Sunday, September 30, the Peach City Community Radio Society is teaming up with the Shatford Centre to host Penticton’s First Annual Okanagan Vinyl Fest. Ian Mackinder, co-chair of the first annual event, states “the Okanagan Vinyl Fest is an event where the public can interact directly with vendors of new and vintage vinyl”. Local vendors, in addition to vendors from all over the Okanagan and beyond will be there offering their LP records, CD’s and audio equipment for sale to the public. “This event will provide the perfect opportunity to find that rare gem that you have been looking for to round out your vinyl collection, or, for the novice collector, a chance to get your collection started at a very reasonable price,” adds Mackinder. Maintaining its committment to the promotion of local artists and talent, Peach City Radio will host live bands to entertain the vinyl enthusiasts as they peruse the various genres of music for sale. “We’re excited to welcome Michael Musclow, Oceans & Lights, and Playing for Tips to the stage during the day long event and Peach City Radio would like to thank these local artists for supporting this event, and our society,” notes Dave Del Rizzo, current President of the PCCRS. Live entertainment for the

event will begin at 10:30 a.m. Okanagan Vinyl Fest will take place from 10 a.m.-3 p.m in the Shatford Auditorium, 760 Main Street, Penticton. Entry is via the rear of the building near Penticton Secondary School. Regular admission is $2 per person. Between 9 a.m.-10 a.m., keen collectors will have the opportunity to peruse the selection of items for sale during the “Early Bird Hour” for a special admission rate of $5. Admission is free for children 10 and under when accompanied by an adult. In February, Peach City Radio conducted a “Vinyl Drive”, where locals donated over 1,500 vinyl records to the society. This vinyl will be sold by Peach City Radio during the event. All proceeds from the Okanagan Vinyl Fest will go towards supporting the society’s efforts to establish a voice for the community in the form of a full time, community-based, broadcast radio station in Penticton. Supportive stance made for new Minister of State for small business To the Editor: In renewing her cabinet, Premier Christy Clark has directed her ministers to stay focused on jobs and fiscal discipline and to continue with efforts to make life more affordable for B.C families. A strong vision of where this province needs to head and what it takes to remain prosperous in a tough, uncertain and challenging world. And when it comes to understanding the importance of jobs and fiscal discipline, and providing for one’s family, there is no sector that understands it better than B.C.’s small business sector which employs over 85 per cent of B.C’s private sector work force and generates 34 per cent of the province’s gross domestic product (GDP). Considering the fact that 98 percent of businesses in B.C. are small or medium sized, the post of Minister of State for Small Business in Clark’s cabinet is a crucial one. And I believe North Vancouver-Lonsdale MLA Naomi Yamamoto is an excellent fit for this cabinet post given her chamber of commerce and small business background which speaks for itself.

But she definitely has her work cut out for her when it comes to the addressing the issues that small businesses have with local governments. Small business operators have long felt disenfranchised from local government on issues that affect them deeply, including bylaws, user fees, permits, licensing, land use, and general customer service. However, municipal property taxes are perhaps the biggest issue of concern for B.C.’s small businesses -- a major road block to small business investment and the ability of small businesses to hire more British Columbians. Hopefully, Minister Yamamoto can get local and municipal governments on board with fiscal discipline and making life more affordable for B.C. families. More than anything else, this is what small businesses in this province want to see. However, I am fully confident, given Minister Yamamoto’s small business background, that she totally gets all of this and I know that she will be a strong voice for small business at the cabinet table and around the province. Austin Squires and Julie MacLean of Rexdale, Ontario were in the region recently, taking advantage of September’s great weather to go on a wine tour. Wineries are reporting an increase in visits for this part of the season, no doubt due to the continuing summerlike weather. Wine tastings will be picking up in the coming weeks as the fall wine festival gets underway on the weekend with Oliver’s Festival of the Grape on Sunday.

Master composter course returns this September RDOS press release The RDOS will be hosting a free Master Composter / Recycler workshop on Saturday September 29 and Sunday September 30 on composting and recycling. The Master Composter / Recycler program is set up to train local residents that want to educate themselves and others about effective composting and recycling practices. Cameron Baughen, RDOS Solid Waste Management Coordinator, will be leading most of the weekend session. This will be the fourth time the free course has been offered locally. “The workshop will be fun but intensive training for people who want to provide environmental education in their community,” explains Baughen. “Someone with very little experience will learn how to train others in composting basics. Residents that have com-

posting experience will learn how to optimize their techniques.” The end goal of the program is to empower people to promote composting and recycling in their community. To become a certified RDOS Master Composter, participants will be asked to volunteer. Volunteer activities range from setting up compost displays, hosting courses and helping to provide composting workshops for friends and family. Everyone is welcome. Participants are asked to pre-register by Thursday September 27. This September the RDOS will be honouring two community volunteers that have achieved their RDOS Master Composter / Recycler designation. Friends of the Keremeos Rink hold fund raising raffle Contributed by Friends of the Keremeos Skating Rink Thirteen lucky winners of our 2012 raffle were drawn on Friday, September 7. The prizes were mostly donated by local business and range in value between $18- $140. In addition to the businesses that donated prizes, we would like to thank all thoses locations who acted as ticket sale vendors. Thank you to all who sold or purchased tickets to help us raise a net value of $771. All our fund raising goes directly to get kids on the ice this winter by subsidizing the cost of skating lessons, mites hockey (four – eight year olds) and “Sticks and Pucks” hockey for nine – 14 year olds. We also provide free skate passes to all children in the area. Friends of the Keremeos Skating Rink is a registered charity and can provide income tax receipts for donations. We will gratefully pick up your refundable beverage containers. Friends of the Keremeos Skating Rink has recently received grant-in aid funds from the Village of Keremeos ($250) and Area “G” ($1,000).

Knowing there are a lot of other worthy causes in the community, we are grateful for the support of tax payers through our local government. Area “G” Director Angelique Wood supports our efforts and recognizes “getting kids outside and into fresh air is really important. Good exercise habits developed in childhood result in healthier adults with fewer medical problems.” We are always looking for volunteers. Responsible teens and adults are needed to help with kids’ lessons and hockey. If you have time available, even just to help at a single session in December and January, please call Donna at 499-5654. We are particularly looking for volunteers to “coach / ref” the “Sticks and Pucks” hockey for nine – 14 year olds. It is an adult supervised, drop-in program for all skill levels, with the emphasis on fun. We have a selection of protective equipment available for players to use during the drop-in. In the south Okanagan you can recycle natural corks at several local businesses in Penticton and Summerland. Cork is a 100 per cent sustainable and renewable natural resource that can be recycled into dozens of new products. “Put A Cork In It” Cork Recycling Program was set up in Vancouver by Ian McSorley when he learned there were a variety of ways to remanufacture cork into underlay, flooring, acoustical wall tiles and fabrics. Put A Cork In It consolidates shipments of corks and sends them to the Jelinek Cork Group, one of the oldest, continuously active cork companies in the world. Their recycling program was the first of its kind in North America. Put A Cork In It currently has five locations in the South Okanagan. In Penticton residents can bring natural corks to Bench 1775 Winery, Upper Bench Estate Winery, the Penticton Wine Country Visitor Information Centre and the Campbell Mountain Landfill during nor-

mal business hours. In Summerland, Valentine Farm Vinegar Works can also accept corks. Don’t mix synthetic corks with natural corks as they are difficult to remove once mixed together. Synthetic corks can melt and potentially damage cork recycling equipment. The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

The strange world of Saturn’s largest moon, Titan

Titan, the largest moon of the planet Saturn, was discovered in 1655 by Dutch astronomer Christiaan Huygens. He noted that unlike other moons he knew of, which were generally some shade of grey, Titan appeared pinkish in colour. We learned later that the odd colour is due to Titan being unique compared with other moons in the Solar System in that it has a dense, foggy atmosphere. Later measurements showed that Titan is big, with

a diameter of 5,149 km, compared with our moon’s 3,475 km, and Earth’s 12,756 km. Titan is bigger than the planet Mercury, which has a diameter of 4,879 km. Our access to such accurate values comes as the result of centuries of careful work. Its uniqueness guaranteed that it would get special attention from space probes. First it was Pioneer 11, which sped past in 1979. This measured Titan’s temperature and gave a few fuzzy images. Titan proved to be very cold, which considering its distance from the Sun was not overly surprising. Then in 1980 and 81, Voyagers one and two passed by on their epic voyages to explore the Solar System. However, the cameras could only show a brownish-pink

ball; they could not penetrate the fog. The game changed completely in January, 2004. The Cassini spacecraft, named after Giovanni Cassini, who first studied Saturn and its Moons, was intended to go into orbit around Saturn and by using rocket thrusters to change its orbit, to have multiple close fly-bys of anything of interest in the Saturn system, including of course Titan. However, to make things even better, Cassini had a passenger, another spacecraft, called Huygens. This spacecraft would soft land on Titan, sending back data on the way down and from surface. On January 14 Huygens landed successfully. On the way down it sent pictures showing a landscape with lakes and drainage channels or rivers. It landed in what looked like a dry river

bed, with rounded pebbles, obviously shaped by liquid. The results from Huygens and numerous flybys by Cassini, which was equipped to map Titan through the clouds, showed a world with an atmosphere, wind, rain, lakes and rivers. There are even deserts with huge sand dunes. However, the temperature reported by Huygens was -180 C. Obviously the liquid forming the rain, lakes and rivers cannot be water. From the composition of the atmosphere, liquid methane and ethane, both hydrocarbons, are good candidates. Just to make Titan seem even more exotic, the pebbles in the pictures sent back by Huygens are believed to be ice. At those temperatures, ice is just another rock mineral. Current ideas are that life forms from a particular mixture of chemicals that new-

born worlds get from the material between the stars. On Earth that mixture is long-gone, but it is still there on frigid Titan. It would be very interesting to see how far along the road to life Titan has got. It could be there are life forms on Titan, but at those temperatures they won’t be much like us. Our world would be an unsurvivable blast furnace to them, so I guess they won’t be invading our planet any time soon. Mars and Saturn are low in the Southwest after dark. Saturn is still close to the star Spica. Jupiter rises around 10 p.m and Venus around 3 a.m. The Moon will be full on the 29th, the harvest Moon. RDOS aquires property adjacent to OK Falls Provincial Park Regional District and B.C Parks collaborate on park expansion at Okanagan Falls By Steve Arstad news@keremeosreview.com Earlier this month the regional district announced the purchase of land at 1295 Green Lake Road in Okanagan Falls. The RDOS envisions that the site will be used for the eventual expansion of the Okanagan Falls Provincial Park (Campground). The property at 1295 Green Lake Road became available for sale and Regional District Chairman, Dan Ashton noted, “This purchase and eventual change in land use is a great example of collaboration of different levels of government to establish the highest and best use of lands for the general public’s enjoyment”. The final purchase price of $175,000 will be funded through regional district reserves: • Electoral Area “D” park acquisition fund • Okanagan Falls park acquisition fund • Okanagan Falls Parks and Recreation capital reserve fund Discussions are ongoing concerning the regional district’s desire to enter into a formal agree-

ment with the province to manage the recently acquired property as part of the neighbouring Okanagan Falls Provincial Park. It is hoped that this initiative will greatly enhance recreational camping opportunities currently offered in the park. According to Keith Baric, Regional Planning Section Head, Okanagan, time will be needed to clean up the property, which amounts to around an acre in size. “Tying it into the park will have its challenges,” he said, noting that the purchase will enhance the park experience for those sites already in place, as the property was poorly maintained and previous uses created noise which could be distracting from the park experience at times. Baric said the property will likely be used to add a few more sites to the existing park. This park expansion happens in unison with the recent expansion and grand re-opening of Kenyon Park and the pending acquisition of Christie Memorial Park by the regional district in January 2013. An initiative begun by former Area “D” Director Bill Schwarz to develop a small campground on Crown land on the opposite side of Okanagan River in the community advanced to the conceptual plan stage, but at this point there are no immediate plans to continue with that project.

It is with profound sadness we announce the passing of Terry after a brief but brave battle with cancer and Àbrosis of the lungs. He died surrounded by his family and at peace. He was grateful to the many friends who phoned and visited him in his Ànal days. Terry was born in Victoria and grew up at Silva Bay, Gabriola Island where his parents founded Page’s Store and Marina in 1943. He attended elementary school in Gabriola and high school in Nanaimo and at Qualicum College. He spent the summers of his youth working at the family Àsh camp and marina and later on the family packer plying the coast. Terry moved to Vancouver in 1964 where he met and married Bundie, his wife of 39 years. They settled in Tsawwassen where they raised their daughters, Karen and Kelly. Terry worked for a concrete company for many years until he retired in 2007. He spent his spare time stock car racing and saltwater and sturgeon Àshing. They moved to Keremeos in 2008 where he spent his time completing his new home, volunteering for community events and began a passion for gardening. Terry always felt a close afÀliation with Silva Bay and his Gabriola Island friends. Terry (PaPa) will be sadly missed by his loving wife Bundie; daughters Karen, who lives in Australia with her daughter Sarah, and Kelly and her daughter Alexis; sister, Gail Page, and her husband John Frederick; nephews Trevor and Dallas and brothers-in-law Jim Dien (Susan) and Bob Dien, and other extended family members, as well as friends from Gabriola, Vancouver, Tsawwassen and Keremeos who knew Terry as a kind-hearted, hard working man, always ready to help others. A celebration of Terry’s life will be held at the Keremeos Senior Centre on September 29 at 2:00 pm.
