In a news release, Mungall says she’s concerned about access to health care for residents of North Kootenay Lake due to Interior Health’s decision to limit emergency room hours at Victorian Community Health Centre to weekdays from 9 a.m. to 5 p.m. “The communities of North Kootenay Lake have endured a lot of hardships recently” says Mungall. “Losing 24 hour emergency room service in Kaslo is not acceptable.” Mungall said gov-

However, reducing services in Kaslo would mean communities like Meadow Creek and Johnsons Landing would not meet that standard. “Ninety-six percent sounds like an acceptable number until you
are part of the four per cent,” Mungall said. “A 24/7 emergency room in Kaslo is essential for the health of the people and communities of North Kootenay Lake.” Mungall is asking the health minister to delay the decision to reduce services until all alternatives are reviewed. It’s scheduled to take effect November 2.
Rosslander rides the length of the mighty Fraser Rossland briefs Rossland resident Wannes Luppens recently completed a 25 day, 1,400 km journey down the Fraser River from its headwaters near Mt. Robson to its mouth in Vancouver. Travelling by voyageur canoe and raft, he was one of seven participants on the Sustainable Living Leadership Program, organized annually by the Rivershed Society of BC. Evenings were
spent camping under the stars along the banks of the river, while days were spent learning about stewardship and designing sustainability projects to implement in home communities. Cultural treat ahead The music will go on at the old Bank of Montreal building in Rossland. The Kootenay’s very own La Cafamore String Quartet
will be teaming up with clarinetist Nicola Everton on Monday Oct. 1, to present works of Beethoven, Brahms and Canadian born Bill Douglas. The quartet has been touring the Kootenays since 2008, and has not missed an opportunity to play in the Rossland area. “Our first concerts were at the Old Firehall, which was a great space for classical music” says violinist and Rosslander Carolyn Cameron.

Veteran executive delivers a message about B.C.’s economic future on Sept. 19 at the Castlegar Complex. Jim Shepard is a former CEO of Finning International and Canpar Forest Products (CanFor). After four years at the helm of CanFor, Shepard retired. He went into Christy Clark’s office after she won the leadership of the Liberals to become premier of B.C. Clark convinced him to become a policy advisor for $1 a year. “While I was in the premier’s office I got to travel with her to China and India as she was out there promoting and attracting investment into the province. I saw her dozens of times with CEO’s and ministers in complex and some-

times very trying situations, and I saw her as a very, very competent executive leader,� said Shepard. “And yet when I came back to Vancouver, I would see the press reports on her and they were slicing and dicing every little foible and painting her in an entirely different picture. I
thought to myself if the public could see what I see day to day with the premier they’d sing her praises to the high heaven.� It dawned on Sheperd that he couldn’t do anything to help her image while he was in the office. So after one year as policy advisor, he stepped down. “I went back to be-
ing a private citizen because I wanted to share with the public what I witnessed,� he said. “I’m going to share with them as someone who was a chief executive and knows what executive talent is like. I’m going to share with people what I’d seen.� Shepard met up with other like-minded individuals who were tired of seeing Clark being painted so negatively and formed Concerned Citizens for British Columbia. “I’m here in Castlegar, and other parts of the province, to basically share what I learned working with Christy Clark,� he said. “Seeing her energy, her commitment, her savvy in complex business situations.� The event was sponsored by Concerned Citizens for British Columbia and the Kootenay Tax Federation.

Short takes this time: • A beautiful real photo postcard of the SS Bonnington, largest of the Arrow Lakes sternwheelers, sold for $59 US. Launched in 1911, it was taken out of service in the 1930s and later broken up. Its sister ships were the Nasookin on Kootenay Lake and Sicamous on Okanagan Lake. The seller was in Middleboro, Mass. • A lovely colour lithographed postcard of the SS Rossland approaching Arrowhead went for $50 US. It was mailed to “Master Gordon C. Smith” of 5516 Wabash Avenue in Chicago in 1909. The message read:

of love to you and Mama, Papa.” • A 7 x 9 silver gelatin print of the Kootenay River falls taken by Frederick Steele of Winnipeg in the 1890s, prior to the construction of hydroelectric dams, sold for $55 US. Steele travelled across Western Canada and photographed scenery for the Canadian Pacific Railway. • A trade token from the Grand Central Hotel in Nelson, good for 6 1/2 cents, sold for $67 US. This large hotel was on the corner of Ward and Vernon streets where the credit union now stands.
Although at one of the most prominent intersections in town, very few photos of it exist. • A token from Nelson’s Royal Shoe store, good for 10 cents, sold for $19 US. It was one of the longest running Baker Street businesses, around from the early 1900s to the 1970s. A very faded phantom sign still exists on the side of the Aberdeen block. • Some more cancellations from defunct Kootenay post offices brought fairly modest prices. Two from Gerrard, at the south end of Trout Lake, from 1953 and 1954 sold for $16.50 Cdn and $22.50 Cdn, respectively. Others included Johnsons Landing, 1970 ($3.25), Harrop, 1934 ($2.50), Appledale, 1959 ($2.50), Eholt 1916 ($2.50), Arrowhead, 1907 ($2.50) and Deer Park, 1940 (failed to sell). • An 1893 stock certificate from the Kootenai Hydraulic Mining Co. of Waneta sold for $45. Four other copies of this stock have sold in the last decade for between $55 and $150. The Rochester, N.Y.-based company worked the placer grounds along the Pend d’Oreille River from its confluence with the Columbia. For photos of all of the mentioned items, see nelsonstar.com.

Jason Thomas did a great set of his own C&W-oriented songs. He is a new talent in the area, and one to watch for. Paul Bowles presented his poetic skills as well as his awesome rythmic abilities on tongue drum and xylophone. Paul is always surprising and delightful. Les Carter brought up the rear with a short poem and three
songs, one of his own and two from the tried-and-true archives. An audience member was heard to say after the show, “Well, I’ll be able to report that Joe Hill is really worth going to!� The next Joe Hill Coffee House is on October 21, at 7 p.m. in the Rossland Miners Hall. Randy Ball, former pastor of Grand Forks’ River Valley Community Church, and wife Cheryl left for a twoyear journey to Argentina last Thursday. They will make stops as they bike from Grand Forks, through the U.S. to Argentina to do volunteer work. “We’re in a transition period in our lives,” said Randy. “Our kids have all grown up and they’re doing their own thing now. So we’ve asked the question, ‘Now what?’ The whole thought is that life races by so fast and we get one kick at it, so what are we going to do that will be fulfilling for us?” Cheryl noted that they have had many garage sales throughout the year to sell off their belongings, from their car to furniture. “We’re just living on our bikes, our tents, our camping gear, our solar heating system and water filtration,” Randy said. “We’ll be

Ellis said the playground subcommittee of the three Rossland School Parent Advisory Councils would like to thank all of the donors and volunteers for their contributions. “The playground would not have been possible without them,” Ellis said. “It was truly a community initiative.” Ellis said the playground was made possible through grants and in-kind donations from the Ministry of Education, Tire Stewardship BC, School District No. 20, the City of Rossland, Nelson and District Credit Union, Teck Trail Operations, the Neighbourhood of Learning Committee, the RSS Parent Advisory Council, and the MacLean Parent Advisory Council. After the initial success of opening the Castlegar franchise in 1994, the couple deemed it worthwhile to expand their reach. “There are always obstacles with a new venture and this one is no different,” explained Cantalope. “But we have (had) very positive feedback in Trail from the City of Trail and from other businesses in town so we feel we made the right choice.”

Thank you to the volunteers of the Salmo Fire Department for another great lunch and for helping to escort the Toy Run out of Salmo. The live Music by “One Wroe Back” was a cool addition to the Salmo lunch stop this year. And were again greeted with Trail’s great hospitality along with Ferraro Foods with free water for all the riders. Once back at the Castlegar Complex we enjoyed a fine dinner put on by the Castlegar Special Olympics,
and the great vibes of Titus Kanby, Such Great Madness, Nothing to Lose, as well as performers such as Tracy Lynn and Jason Thomas. The music was pumping at the complex all day long. Burial plots scarce Trail briefs
The issue of a lack of cemetery plots in the Greater Trail region could remain buried no longer. On Tuesday night the East End Services Committee (EESC) voted to create a long-term plan for the development and provision of cemetery services in the region. With no spots left in two of the three cemeteries in the region—and only Trail’s Mountain View Cemetery having available plots— the situation needed to be addressed. Currently, all burials taking place in the region are in Trail, with around 600 burial plots left in the Mountain View Cemetery for sale. Although the Regional District of Kootenay Boundary (RDKB) encouraged the use of financial assistance to develop new burial plots in the respective communities—and more people are choosing cremation versus traditional burial, thus saving space—RDKB chief administrative officer John MacLean said the need for a policy was not a dead issue. “The development of a long term plan for cemetery services in the Greater Trail area would assist us in ensuring that we are being financially responsible and effective in meeting the burial needs of our community,” he told the EESC in his report. He said the changing demographics are seeing more cremations than burials. There are currently around 15,000 burials in the cemetery. However, of the average of 50 requests per year for cemetery services, almost 95 per cent of them are for cremations. In some cases, families are buying one plot for several cremations, or using existing family plots to

If it ain’t broke, don’t fix it The draft Trail Regional Airport Economic Impact Assessment has recommended that if the airport was to maintain its existing advantage over nearby competing airports, it needs to enhance what it already has. Future decisions of expansion should be balanced with the minimal economic impact the airport held, advised the company hired to examine what direction to take with the facility, at a special presentation to the East End Stakeholders Committee Tuesday night in the regional district building. According to the report by Wave Point Consulting of Victoria, the “economic impact of the Trail airport based on input/output analysis is relatively small.”

The draft law would prohibit the use of provincial police resources for this purpose, would require police to report in detail to the Minister of Justice any actual use of resources for this purpose and why it was necessary, and require the Minister to publish that report. The Bill also proposes that the Province would call upon the Federal Government to repeal the federal prohibition on cannabis, or give British Columbia an exemption, such that British Columbia is able to tax and regulate cannabis similar to the regulation of alcohol and tobacco. As well it proposes that British Columbia shall establish a Provincial Commission to study the means and requirements necessary for the province to establish a legal and regulated model for the production and use of cannabis by adults. Last, the Bill would make non-lawful possession and use of cannabis by minors an offence similar to possession and use of alcohol.

Ice breaker It was a rough start to the BC Major Midget League regular season for the regional team, with a pair of losses to the North Island Silvertips (dark jersey players pictured at left) last weekend. The local squad dropped both home games at the Nelson and District Community Complex, 5-1 on Saturday afternoon and 10-2 on Sunday morning. Lance Carleton
‘Flora Grande’ (painted steel)
The sculptures of Lake Stevens, Washington artist Lance Carleton tend to be tall, slender, austere and stylish. Using reclaimed metal, he creates works that are elegantly slim, sparse and simple, yet easily recognizable given his distinctive uncluttered style. ‘Flora Grande’ lives up to its Spanish name. One of Carleton’s tallest works at nearly 13 feet (4.5 metres approximately), it is a tangle of green and yellow stalks weaving together upwards from the silver-white leaves near the base. Red wire ‘flowers’ blossom on the green stalks; the yellow are silver with metallic ‘pods’ beneath – as if in the process of blooming. Overall it is spectacular: graceful, harmonious, large in scope and execution, and full of pizazz. As is its creator. “Life is art, art is life. I am life so therefore I am art,” says Carleton, paraphrasing the well known maxim. “ These words express the life I lead, and how life affects every moment I am. To be able to create an artistic expression from materials around me – themselves pieces of artistic expression - is the highest of honours.” Carleton has been working with “found and formed” metal artistically for nearly 14 years. He has displayed extensively through out the Pacific Northwest and his work is found in collector’s living rooms, gardens, back-

yards and grounds across the country. “I think my style works well in an outdoor setting. There is the contrast of nature with painted metal - springs, circles, triangular and other geometric shapes - but then there is the harmony and beauty of the piece amid the surroundings too.” He warms to the subject easily. “That I’ve moulded and massaged metal to create something that comes from my innermost mind and vision is ecstasy beyond words. To observe my hands working the form and shape is like a massage, to watch it textured and ground is like the Fourth of July, and to cast paint on the art as if it were a dance – oh, what a glorious place I’m in!” In addition to his unique vertically-oriented sculptures, Carleton also creates exquisitely funky, one-of-a-kind outdoor

benches and intricately woven metal wall sculptures. Included in his body of work are seven pieces in a Bells series that are functional and beautiful at once. He looks forward to displaying in Castlegar this summer, calling the event “ soon to be Canada’s premier sculpture walk.” Ever exuberant and passionate about sculpture, he is most likely right on the money with this prediction.
CASTLEGAR SCULPTUREWALK 2013 CALL TO ARTISTS Castlegar Sculpturewalk is now accepting applicants from sculptors to take part in our 2013 event. Now in its third successful year, Sculpturewalk is a year-long outdoor exhibit of original sculpture by local and international artists. The sculptures are owned by the artists and loaned to the exhibit, where they are available for purchase, lease, and are open for public voting. The winner of the coveted People’s Choice Award will be purchased by The City of Castlegar for permanent display, in addition to a cash prize of $3000. Sculptures will also be judged and awarded on Artistic Merit, with prizes in that category totaling $5000.

Tip of the Week: The big final countdown to 12/21/2012 has begun. This date marks the end of a ‘world age’ in Mayan Cosmology which consists of 5125 years. Multiplied by 5, this time period amounts to 25, 625 years, the duration of the Precession of the Equinoxes. Some assert that this end and beginning point of the new cycle completes a round of 5 world ages. Thus, we are poised to begin an entirely new round of 5 cycles of 5125 years. (The word ‘cosmology’ here is best understood in the metaphysical sense verses the strictly scientific astronomical perspective which has assumed sole ownership of this term and has largely dismissed the metaphysical interpretation.) That the cycle begins and ends with the Winter Solstice is significant and woven within this is the honouring of this fundamental cycle which demarcates the official beginning of each season. Some have posited the date of December 23 or 24th from a purely linear interpretation and have virtually dismissed the significance of the Solstice. This oversight is a projection of modern thinking. Our ancestors from all cultures always recognized and honoured the Solstices and Equinoxes because they were much more in-tune with the cycles of nature and these were intimately woven into the cosmologies and religions of all people. Whether the approaching solstice purely marks a symbolic key date officially marking the start of the large cycles mentioned and/or whether it will coincide with earth changes, as some assert, remains to be seen. We will find out soon….

Grand Forks Fire/Rescue Emergency Vehicle Awareness You Can Help • Signal, pull over to the nearest edge of the road on the approach of an emergency vehicle and stop. • In an intersection, move out of the intersection if it is safe to do so, and then stop at the edge of the road until the emergency vehicle has passed. • Check for additional emergency vehicles before pulling back out onto the roadway. • Use your rear view mirrors frequently to monitor for emergency vehicles approaching from the rear. • You may see emergency vehicles before you hear it. Be attentive to the flashing lights. It will give you more time to select a safe place to pull over. Garbage Collection Regulation Bylaw No. 1937 Schedule of Rates and Charges Starting on October 1st, 2012 the following rates, charges and schedules will apply: Residential Garbage Collection Service - $10.00 per month ($20.00 bimonthly) per residential dwelling unit as defined in the amended bylaw. The new charges will show on your next utility bill which will be sent out the end of October.
Residential Garbage Collection Service Includes: • Maximum of one (1) container or bag every second week of
garbage as defined in the bylaw • Green Bin provided by the City, with food waste recycling material as defined in the bylaw, will be collected every week • Yard Waste collection will be collected 9 times per year Tag-A-Bag tags for bags of garbage in excess of the one-bag limit every two weeks – 6 tags for $18.00. These tags can be purchased at City Hall or at Overwaitea. We’re doing something completely different with your waste Starting in mid September city residents will receive Green Bins and a Kitchen Bucket. These bins are visible symbols that recognize that not all the stuff we have been throwing into our garbage cans should be buried in the landfill. We know that residents recognize that we need to change some things to extend the life of our landfill and reduce our greenhouse gas emissions. Roughly 40% of the material in our garbage cans is food waste that can be composted. When you use the green bin for organic kitchen scraps you are helping divert material from the landfill and help create a useful product – compost. HOW IS METHANE PRODUCED? We know that most Canadians want to do something to reduce their greenhouse gas emissions. When organic material (everything that is derived from plant or animal material) is buried in the landfill, it is cut off from oxygen. Yet it still decomposes in this oxygen-starved environment. This process produces methane. Methane is a potent greenhouse gas that is 21 times more effective at trapping the sun’s rays within the Earth’s atmosphere than carbon dioxide. Methane is not produced in your backyard composter or in the RDKB’s windrow composting process.
HOW DOES IT WORK? Each residence has been provided with a 7-litre Kitchen Bucket and an 80-litre Green Bin. • Keep the Kitchen Bucket handy. • Fill the Kitchen Bucket with food scraps. • Empty the Bucket into the larger Green Bin. • Roll the Green Bin out to the curb on collection day. THAT’S IT? Some residents appreciate having a clean bin. Some options for reducing the ‘yuck’ are: • Try reducing the amount of ‘runny’ materials. Cut back on the gravy’s, sauces and other fluids that you put in the Green Bin. • Rinse your Green Bin and Kitchen Bucket after each use. • Line your Kitchen Bucket or Green Bin with paper bags. Bag liners are available at most Grand Forks Retailers. • Try lining the bottom of the bin with folded newspaper or paper bags. Check out the RDKB website for tips on folding newspaper to make a Kitchen Bucket liner.
WHAT GOES IN THE GREEN BIN? The material that is targeted in the Green Bin collection program is the ‘organic’ material that has been previously tossed into the garbage. This includes all manner of kitchen scraps, paper towels, paper tissue, leftovers, fruit pits, and yes, even kitty litter, dog poop and disposable diapers! (Please see list below). For the health protection of collection drivers, we require that messy material like dog poop, kitty litter and diapers be contained in paper bags. DON’T TRY THIS IN YOUR BACKYARD We know that the most cost-effective way to keep ‘organic’ material out of the landfill is to have residents compost in their backyards. However, we know that not everyone has the space or time to do this. We also know that there are materials that we want to keep out of the landfill that are problematic in your backyard composter. Dairy, meat and even cooked foods can attract animals to your backyard bin. This material can be composted safer in the compost piles at the Grand Forks Landfill. Animal waste and disposable diapers are also accepted in the Green Bin program. The concern with animal waste is that the material may contain pathogens. B.C. composting regulations require all pathogen containing materials to be ‘cooked’ at over 55 degrees Celsius for 14 days to kill these pathogens. The RDKB’s composting process achieves this. CAN I USE THE GREEN BIN FOR LAWN AND GARDEN WASTE? No. The best way to process leaves and grass is to compost these materials in your own backyard. If you would like to get started with a backyard composter, call the RDKB @ 1.800.355.7352 for advice on how to make it work. Residents of the City also receive a monthly Yard and Garden waste collection service. Visit the City’s website to view the schedule for your neighbourhood.
