Murdered teen’s killer identified The stunning news RCMP identified the man responsible for the death of Lac la Hache teen Colleen MacMillen almost four decades ago came with a plea for help in police investigations. MacMillen was last seen leaving her home and walking up to Highway 97 on Aug. 9, 1974, as she was planning to hitchhike to a friend’s house nearby. Her body was found a month later close to a logging road 46 kilometres south of there. On Sept. 25, RCMP Insp. Gary Shinkaruk, of the British Columbia RCMP Major Crime Special Projects Unit, announced a major break in Bobby Jack Fowler the case came from DNA evidence positively matched to deceased American convict Bobby Jack Fowler. “Based on what E-PANA investigators know today, Fowler is responsible for the murder of 16-year-old Colleen MacMillen,” said Shinkaruk. MacMillen was part of the ongoing E-PANA investigation into 18 girls and women on the Highway of Tears list of victims who vanished from highways 16, 97 and 5 between 1969 and 2006. Fowler has been eliminated as a suspect in eight of the files, but remains a person of interest in the remaining cases, as a potential serial killer.

Forest Week celebrates forests, communities By Steve Thomson As British Columbia’s Minister of Forests, Lands and Natural Resource Operations, I’m pleased to celebrate National Forest Week, Sept. 23-29. This year’s theme, Healthy Forests - Healthy Communities, provides an opportunity to reflect on how forests and communities are connected. This year, the province celebrates the centennial birthday of the BC Forest Service (BCFS). For the past 100 years, the BCFS has managed and protected our forests, so we all can enjoy the benefits they offer. Whether providing great economic benefits - accounting for more than 53,000 direct jobs supporting families all around the province, or recreational opportunities for residents and visitors, our forests play a significant role in local communities. B.C. continues to be a world leader in sustainable forest management

and maintains its commitment to the environment by producing more lumber certified to environmental standards that any other region in the world. Over the past year, B.C.’s forest industry has benefited from a positive 15 per cent increase in lumber prices, and to the end of June, a 17 per cent increase in lumber exports to the United States, compared to the same time last year. Both of these increases are helping local mills prosper and supporting jobs. As B.C.’s forest sector continues its recovery from 2009, we still face challenges, such as the mountain pine beetle. On Aug. 15, the Special Committee on Timber Supply released a report that provides 20 recommendations to increase the timber supply and value of mid-term timber in B.C.’s Interior forests. A number of the re c o m m e n d a t i o n s reflect actions already underway by the ministry, and we will work closely with commu-

nities, First Nations and stakeholders to implement all of the report’s recommendations. I can assure you the ministry’s response to the committee’s recommendations will provide a solid foundation for us to move forward and will address the needs of communities and families in the region. Backcountry roads to be kept open South Cariboo Theatre Amendments to the Occupiers Liability Act to help prevent resource road closures and reduce the possibility of injury-related lawsuits are now in effect, as the general public heads into the backcountry to enjoy British Columbia’s wilderness. B.C. has an estimated 450,000 kilometres of resource roads that provide commercial and recreational links to vast expanses of the province’s b a c k c o u n t r y. Currently, roads that do not access yearround communities are sometimes closed to the public after an industrial user no longer needs the road. The amendments will help keep more backcountry roads open by establishing that people using resource roads of their own accord do so substantially at their own risk. In addition to lowering the duty of care owed by the Crown and road maintainers, the revised legislation shifts the onus for personal injury insurance coverage to third-party users and brings the government’s resource road policy into line with policies cover-

important first step to simplifying the regulations covering B.C.’s vast network of resource roads. “Reducing the possibility of injury-related lawsuits will encourage road maintainers to keep roads open and preserve access to B.C.’s wilderness areas.” ATV Association of BC spokesperson Terry Wardrop says the association membership use these roads, both new and old, and feel they should be left open whenever environmentally possible. “As recreation-

al users, we’re willing to accept reasonable accountability in return for the ability to enjoy our sport in a sustainable manner.” B.C. Wildlife Federation president Bill Bosch says his group supports the amendments because they will keep more back country roads open for hunting, fishing and outdoor recreation. “The B.C. Wildlife Federation can provide liability insurance to its members through clubs, direct members and programs, such as the outdoor passport.”

Fire helps create forest diversity The Ministry of Forests, Lands and Natural Resource Operations provides the following facts about the ecological role of wildfires: • Fire renews and restores habitats by thinning the forest cover and enhancing the growth of grasses and shrubs. This results in vegetation of different ages and types, offering a mix of habitats for many species of insects, mammals and birds. Some threatened species, such as badgers, require open

forest and grassland for survival. Forest fires also create a more resilient forest that can better respond to disease and insect infestations. • Fires release nutrients that are locked up in slowly decaying logs and other organic material. The enriched soil then stimulates new growth and improves the nutrient content of new vegetation, which is an important food source for wildlife. • Some trees and shrubs have evolved to depend on

fire to reproduce. One example is the lodgepole pine, which has cones that are sealed by resin. Heat from a fire melts this resin and releases the seeds from the cone. • Trees, such as western larch, Douglas-fir and ponderosa pine, have bark that is so thick it insulates the living tissue and allows them to survive surface fires. Fire occurs naturally in stands of these trees every five to 20 years, keeping the forest floor relatively clean of

combustible material. This reduces the possibility of more severe fires that burn hotter and may damage soils or kill these trees. • Fire can open up a thickly treed forest, letting in sunlight to encourage the growth of shrubs and grasses that are forage for wild and domestic animals. Without periodic fires, sunlight-loving trees, such as ponderosa pine, give way to shade-tolerant trees, such as Douglas-fir, changing the diversity of the forest.

MLA REPORT British Columbia will face an interesting challenge in the coming years. While many governments struggle to deal with issues, such as unemployment and a shortage of jobs, we know we will soon face a shortage of workers, as the number of jobs will grow exponentially. In the coming years, we expect to see one million new job openings in our province, and of those one million new jobs,

about 43 per cent of them will need trades and technical training. Last week, we announced a comprehensive plan to expand and align skills training programs with economic opportunities to ensure British Columbians have the right skills, in the right places, at the right times. Under the Canada Starts Here: BC Jobs Plan, the B.C. Liberal government unveiled the new Skills and Training Plan, which will establish a more effective skills and training system. It will be built on four key areas of action: • Promoting and profiling today’s training for tomorrow’s careers, government will work to promote the dynamic opportunities in the trades

Court date for bestiality charge A Vancouver man accused of having sex with one of his dogs in Forest Grove is due in court next week. On Oct. 2, Brian Anthony Cutteridge, 37, is expected to plead guilty to one charge of bestiality, and will be sentenced the same day. The case is largely built on video seized of Cutteridge having sexual relations with a Rottweiler he owned. When a veterinarian became suspicious of the dog’s poor condition, the SPCA got involved. Following a search of his father’s home in Forest Grove, the suspect was arrested in July 2010 and his three dogs were seized. Although the maximum penalty for

bestiality is 10 years in prison, Cutteridge is expected to face a lengthy period of probation.

There is a great demand for trades training in rural B.C., and I’m making sure workers have the supports they need to take advantage of the economic opportunities that lie ahead of us, right here at home. The South Cariboo Health Foundation (SCHF) received a financial boost from a couple of recent community donations to its 2012 fundraising campaign. A $937.97 donation raised at the North Central Local Government Association (NCLGA) conference was recently handed over to the foundation by District of 100 Mile House Mayor Mitch Campsall and Cariboo Regional District chair Al Richmond. Richmond says he and Campsall went around selling raffle tickets to delegates and their spouses during a dinner at last May’s NCLGA conference in 100 Mile. Campsall adds it is a tradition at these conferences as a fun and friendly contest between local politicians “running

Students urged to write essay for prizes The Association of BC Forest Professionals (ABCFP) wants young people to celebrate National Forest Week, Sept. 23-29, so it is hosting an essay contest.

The essay contest is open to students aged 13 to 18 and carries a top prize of $300 (as well as two runner-up prizes of $150 each). Students are invited to write a short essay about

what the forest means to them or to the province of British Columbia. They might choose to write about recreational opportunities, the environment, the economic benefits or

the cultural aspects of the forests or a combination of these factors. Young people can also sign up for the ABCFP’s START program, which is designed to give sec-

ondary school and post-secondary students a head START on their way to becoming forest professionals. This free subscription gives students

the ABCFP’s magazine, BC Forest Professional, and the e-newsletter, The Increment, in addition to getting a discount on some association training events, such

Put ‘home’ back in ‘homework’ After a long summer, it can be tough to get children back into a routine, and focused on homework. However, homework is a key part of children’s education, and it’s important they not only complete it, but also understand what they’ve learned. Studies show children’s achievements in school improve with increased parent involvement in education. ABC Life Literacy Canada offers these 10 tips: • Develop a daily routine by setting aside a specific time each day/evening for homework. • Provide a quiet, well-lit place with basic school supplies. • Understand your child’s style of learning, as this will help you develop a personalized homework plan for your child. • It’s not uncommon for children to get overwhelmed with big assignments or projects. Help them break the project down into smaller steps. Work

on pieces throughout the week and do the hard parts on the weekend. • Talk with your child’s teacher and be aware of their method of teaching. Help your child by using familiar terms and examples. • Don’t reserve learning to homework hour. Make learning a part of daily life. • If your child gets frustrated or distracted with their homework,

allow them to take a short break. If this frustration continues, talk with your child’s teacher to determine if a tutor might be needed. • To reinforce comprehension and memory skills, take 10 minutes to talk about the stories you’ve read together. • Show your child that the skills they are learning relate to real life. If your child is learning

New pipeline to feed LNG exports By Tom Fletcher Black Press

Two months after opening its newest natural gas processing plant near Dawson Creek, Spectra Energy has announced a partnership that will more than double its British Columbia capacity with a largescale pipeline to Prince Rupert. Te x a s - b a s e d Spectra and British Gas (BG) Group announced Monday a development agreement to construct an 850-kilometre. largediameter pipeline connecting its hub of operations near Fort St. John with proposed liquefied natural gas facilities

near Prince Rupert. The pipeline would connect vast shale gas resources in the Montney formation near Fort St. John and the Liard, Horn River and Cordova Embayment shales near Fort Nelson. Its capacity of 4.2 million cubic feet per day compares to Spectra’s existing gas handling capacity of 2.4 million cubic feet per day. BG Group has optioned an 80-hectare site in the Ridley industrial area owned by the Prince Rupert Port Authority for a possible liquefied natural gas (LNG) export facility. Operating gas production facilities in 20 countries, BG is currently building

Caring for a relative with Alzheimer’s By Dr. Pia Kontos Caring for a relative with Alzheimer’s or a related dementia can be more than overwhelming, says Dr. Pia Kontos, a Canadian Institutes of Health Researchfunded researcher. She holds a PhD in public health sciences from the University of Toronto, and offers these tips: • We often assume when people are

non-verbal they are incapable of expressing themselves. However, we found people with dementia continue to express dislikes through grimacing, restlessness or pushing away undesired food. At the same time, people with Alzheimer’s became calm when provided with food or activities that they liked, such as a cup of tea or painting.

• Biographical information can provide really helpful insight into what your relative may enjoy eating, doing or celebrating. Recalling what they used to like can help you find activities they will still enjoy now. • If your relative is in a long-term care facility, share your knowledge with his or her care providers. Retire former legislature clerk, NDP MLAs state By Tom Fletcher Black Press

NDP MLAs used the first public meeting of the legislative management committee to call for former clerk of the house George MacMinn to be removed from his $240,000-a-year consulting job. NDP house leader John Horgan called for the second year of MacMinn’s consulting contract to be terminated, and asked if taxpayers are paying him for his car, club memberships or pension in addition to extending his salary. MacMinn stepped down last year after 54 years as a legislative clerk, the longest term in Commonwealth history. He served as chief clerk from 1993 until last year, when he agreed to make way for his longtime assistant Craig James. Horgan said the succession took place without consulting the official Opposition, and was “orchestrated” by MacMinn to include the consulting arrangement that extended his salary and benefits for two years. Horgan said committee members don’t know what MacMinn is supposed to do as a consultant, but public accounts show he was paid $250,000 plus $22,000 in travel

expenses last year. B.C. Liberal members of the committee agreed Tuesday to review MacMinn’s position, once a report is prepared on his duties. James warned the two-year term is legally binding, and if it was terminated, it could increase the cost to taxpayers. The B.C. Liberal majority voted to approve the appointment of James and the consulting role for MacMinn last year, with NDP MLAs opposed. Historically a secretive group overseeing the $70 million leg-

islature budget, the Legislative Assembly M a n a g e m e n t Committee was pushed into the open by a critical report issued in July by Auditor General John Doyle. The audit found that MLA credit card bills are being paid without receipts, and the legislative assembly hasn’t produced financial statements despite a 2007 recommendation from the previous auditor general. Speaker Bill Barisoff, chair of the committee, said work is well along to implement the auditor’s recommendations.
