MP David Wilks talks about the first few weeks back in Parliament and his no vote on the beginning of life motion Annalee Gr ant Townsman Staff

It’s been a controversial few weeks in the House of Commons for Kootenay-Columbia MP David Wilks as members from across the country debated passing a motion to study when life begins. The private member’s motion, put forward by Kitchener-Centre MP Stephen Woodworth, asked Parliament to set up a commit-

tee that would study when life begins as it relates to the Criminal Code of Canada. Currently in Canada life officially begins when the infant emerges from a mother’s womb. Wilks, who was not in the House when the debate took place on Friday, September 21, said it was an interesting vote on September 26. “That was probably the quietest I’ve ever heard it in the House,” he said, explaining that often debate and conversation continues into the voting period. “It was a serious vote.” Wilks said his position was clear from the moment the motion was put forward. He voted nay on the motion, along with 203 other MPs, while 91 voted in favour.

It’s hard to believe, but Kimberley’s golf course on the mountain, Trickle Creek, is celebrating 20 years on Sunday, September 30. They are going to celebrate with a fun tournament that will bring together all sorts of people involved in the history of the course, including designer Les Furber and many former pros and managers. The community is invited as well, though space is limited. The tournament starts with an 11:30 a.m. shotgun start. If you can’t make the golfing you might want to attend a social at the clubhouse at 4:30 p.m. , where staff awards will be handed out. The beneficiary of all funds raised at this fun tournament will be Big Brother and Sister of Cranbrook.

Residents and visitors are advised to continue to exercise both caution and common sense this fall, as the late autumn deer mating (rutting) period begins. That is the message from the City of Cranbrook. In the weeks leading up to the rut (into November and December) bucks increase their displays of dominance and indirect threats. A dominant buck typically circles a rival with deliberate steps; back arched, head low and tail flicking. Bucks can also display dominance by violently thrashing the bushes with their antlers. “We are into a transition period, where some does with fawns remain wary and potentially aggressive toward humans with dogs,” said Mayor Wayne Stetski. “Now we will likely also see an increase of particularly aggressive acts

from the local urban buck population. Residents are reminded to please give deer plenty of space to move or leave the area. Do not walk closer to the deer; find another route.” The City of Cranbrook has an information brochure, “Living with Urban Deer”, which is available for pick up at City Hall or by downloading a copy from the City’s website – www.cranbrook.ca. Any acts of deer aggression where public safety is at risk should be reported. The City of Cranbrook and the provincial Conservation Officer Service each keep track of these instances of aggression. Funding flow

Municipalities seek infrastructure funds; provincial government says no cash; NPD MLA says wait until pre-election season C AROLYN GR ANT bulletin@cyberlink.ca

The second meeting of the newly formed BC Mayors Caucus occurred this week at the Union of British Columbia Municipalities conference in Victoria this week. Mayors from the majority of BC communities, including Kimberley’s Ron McRae, met to discuss common issues. The upshot of the meeting was no surprise, BC’s municipalities need funds to repair aging infrastructure. The Mayors Caucus released this statement: “We agree that our communities require immediate action to provide stable, predictable, long term infrastructure funding from federal and provincial governments, to meet municipal needs as defined by each community’s priorities. This statement affirms and complements the efforts of UBCM and FCM to address the infrastructure needs of communities to ensure social, economic and environmental well-being.” McRae said prior to the UBCM that he would be seeking funding assistance for Kimberley’s $4.25 million flume upgrade, and many other municipalities have major infrastructure repairs needing funding as well. $16,000 in ReMax scholarships available For the Bulletin

For the 13th year RE/MAX of Western Canada is offering $16,000 in bursary funds to deserving grade 12 students through their Quest for Excellence Bursary Program. 16 winners will receive a $1,000.00 bursary, including a formal presentation at the students’ commencement ceremonies and will be entered to win a hot air balloon ride for two from the closest metropolitan city. The Quest for Excellence Pro-

gram rewards Western Canadian students who have demonstrated and dedicated their personal time and efforts to the betterment of their community. High school students graduating in 2013 in British Columbia, Alberta, Saskatchewan, Manitoba, Northwest and Yukon Territories are encouraged to write an essay outlining any leadership, motivation or volunteer work in which they have been involved. Students are able to enter online at www.remax-western.ca/ quest-excellence, the application

deadline is March 11, 2013 and the winners will be posted on the RE/MAX website, May 6, 2013. “The charitable contributions that these young adults are making within their communities are profound,” says Marie Sheppy, Senior Coordinator, Corporate Affairs, RE/MAX of Western Canada. “It’s great to see the next generation recognizing that building a great community starts with leadership, kindness, passion and dedication of personal time.”

Minister of Community, Sport and Cultural Development Bill Bennett told Canadian Press that those seeking funding would not find a bulging community chest. The government had empathy, Bennett said, but no cash. He also suggested that communities look to controlling rising expenditures in their operating budgets. Columbia River Revelstoke MLA Norm Macdonald says that while the government will claim they have no cash, he suspects there will be a flurry of funding announcements prior to next May’s provincial election. “I think you will see spending announcements, you always do,” Macdonald said. “However, they won’t be able to credibly claim a balanced budget at the same time.” Macdonald says the pursuit of that balanced budget has him worried. “One thing they are going to do is try to sell assets, which is an unsustainable, one-time fix.” He says that in addition asset sales are only wise when you have made the decision that the asset is no longer of use. “But in this case, they haven’t even identified which properties they want to sell. They have no business plan for doing this. We know they want to sell the liquor distribution warehouses but there are huge questions around where that lucrative asset is going.” He also cites examples such as a feel good $10 million for forest health this year, but a $40 million cut slated for next year. “So you’re only uplifting money for one year for pre-election claims with no intention of doing it again. It’s very misleading.”

Cops for Kids has great year For the bulletin

The show case event for the Cops for Kids Charitable Foundation, 10 day bike ride through South Eastern BC topped up a record year for amounts raised in their annual fund raising efforts. Monies raised by Cops For Kids go to local families in need of financial support for kids with medical and special needs. 21 one riders and 6 support members from the RCMP and other law enforcement agencies which included BC Sheriffs and Canada Border Service Agency participated in this year’s ride from September 7th to September 13th. Riders again received fabulous support and warm welcomes in each community visited, over the course of the grueling ride. Riders also met with some of the children receiving grants this year.

Meeting and getting to know the young ambassadors of Cops for Kids, truly puts into perspective our own short term struggles, aches and pains encountered during the ride and in our daily lives, compared to those that these children face each day of theirs. This year’s funds raised of $215,000.00 permitted us to help so far over 100 kids in communities in southeast BC Stated rider and president Gail Harrison. In a show of support and solidarity, Southeast District Commander Chief Superintendent Mike Sekela was roadside at the Paulson Summit on Hwy 3, cheering on the riders and they tackled one of the harder portions of the route. “On behalf of Southeast District RCMP, thank you to all who helped us by donating to Cops For Kids” Stated C/Supt Mike Sekela.

“The Prime Minister made it very clear that he was not interested in re-opening the abortion issue,” he said, adding that he stands with PM Stephen Harper on the issue. “It is an emotional issue.” Harper voted against the motion, and during initial debate said the motion was “unfortunate.” Voting for the committee to go ahead was Minister for the Status for Women, Rona Ambrose along with nine other Conservative cabinet ministers. Besides Woodworth’s motion, it’s been a busy few weeks after Parliament officially began its 41st sitting on September 17. Wilks said there’s been a number of private members bills on the slab including his own and other initiatives. “It’s been an interesting couple weeks,” he said. “Everyone’s just getting back into the routine.” Wilks’ private

members bill seeks a minimum sentence of five years for any person convicted of kidnapping a young person under the age of 16. The bill has been met with criticism by the NDP and Liberal oppositions, both of which oppose mandatory sentencing. But Wilks, a former RCMP officer, disagrees. He said the NDP filibustered the debate when it was brought up on September 24 so it did not go to a vote. The vote was originally slated for October 29, but Wilks was happy to say it had been moved forward to October 5. Wilks said a mandatory sentence for a crime against a child absolutely warrants a mandatory minimum sentence, saying it is a fitting penalty. This fall also marks a slight shuffling of committees in the House of Commons. Wilks remains on the Abor iginal and Northern Affairs committee, but has

portunity for Wilks to fully grasp the language, as he said the majority of the meetings are held in French. Right now the Official Languages committee is working on the Roadmap to Canada’s Linguistic Duality which seeks to promote official languages in Canada. Looking forward, Wilks said he is excited about the 2013 budget and hopes to welcome the mayors of Revelstoke and Golden to talk about improvements to the Trans Canada Highway, an issue Wilks said is long overdue. “We really, really need to get on it,” he said. Wilks also looks forward to strengthening his relationships with all the communities in the Kootenay-Columbia riding and further talks about infrastructure improvements and concerns in each community.

Columbia Basin Trust is getting ready to send the first of four annual $25,000 cheques to Cranbrook to spend on youth initiatives. A workshop was held here on September 17 to bring together young people and stakeholders in the community. Thirty-five people attended the meeting and came up with a list of priorities to address youth’s needs in Cranbrook. “At that meeting, we identify some of the big priority issues, working in both small and large groups,” said Wayne Lundeberg, CBT’s director of youth initiatives. “What the issues are, prioritizing which are the major ones, coming down to which ones do we want to address with $25,000 a year, and coming up with some concrete strategies to start addressing that.” Cranbrook and Kimberley are just two of 16 communities chosen to receive the $100,000 Community Directed Youth Funds (CDYF) in the Kootenays since the program was started last year. The program helps communities set priorities for youth aged between 12 and 19. The September meeting resulted in a lot of raw material, Lundeberg

explained, and a committee of about 10 people will now shift through that information to create a work plan. The work plan will then be reviewed by CBT, before the first cheque is sent our way. Many of the issues Lundeberg heard in Cranbrook are felt all over the Kootenays, he said. “They are actually common themes that have come up across the Columbia Basin.” But each community drafts its own plan because each one has different needs. “One size doesn’t necessarily fit all, so as much as possible we try to adapt it to the community,” said Lundeberg. Dana Osiowy, chair of the Cranbrook Social Planning Council which applied for the CDYF, said priority one for Cranbrook will be hiring a youth coordinator, according to the workshop’s results. The committee will meet shortly to start the work plan. “We will be prioritizing the ideas, putting them into a work plan, and hiring someone to actually do the work,” said Osiowy. Those who wish to take part in crafting Cranbrook’s youth initiatives, call Osiowy at 250-489-3111. Once the plan is complete, Cranbrook residents will see results.

First, is it legal to make air attacks in a country that you are not at war with? Second, can you distinguish sufficiently between “militants” and civilians living in the same area? And, above all, why are you making double-tap attacks? It’s the double-tap attacks that are truly shameful. Do the controllers really think that the people rushing to rescue the survivors of a first strike are all “militants” too? Or are they just trying to deter people from helping those who were wounded in the first strike? That is certainly the effect of the policy: villagers now often leave the injured survivors of an attack in agony for hours before going to help them, for fear of becoming victims too. There’s no point in telling the military and their masters that this tactic is counter-productive, generating more new “militants” than it kills. The bureaucratic machine doesn’t respond to such subtle arguments. There’s probably no point in talking about the moral problem of killing innocent people either. But the fact that some fifty countries now have drones should inspire a little reflection about this unwritten change in the rules of engagement. The latest proud possessor of these weapons is Iran, which has just unveiled a new drone with a range of 2,000 km (1,300 mi), capable of flying over most of the Middle East. If it is really copied from the US drone that Iran captured last year, then it has major air-to-ground capabilities. So what if it starts using those capabilities over, say, Syria, against the rebels that the Syrian government calls “terrorists”? The US could not really complain (though no doubt it would). Ladies of the Lemon Patch What’s Up? KIMBERLEY AND CRANBROOK COMMUNITY CALENDAR

JANUS: Cranbrook Then & Now Jim Cameron

T

he ladies of “The Lemon Patch” — one of many nicknames given to Cranbrook’s Red Light District — led lives in which violence, disease, addiction and early death, if not commonplace, certainly lurked nearby. Living on the fringe of society in the heart of the city, they were both a part of the town’s everyday life and its seedy underbelly. The ladies have all since passed through the lace curtains of memory into the boudoirs of time but snippets of their lives remain. Her name was Lillian Shotwell, sometimes Atwood, more recently, Brandt. No matter. She was commonly known as “Miss Lily”. On the morning of Tuesday, June 20, 1898, she died in Nellie McDowell’s house of prostitution in Cranbrook, becoming one-half of the first murder/ suicide in the history of the city. Miss Lily, formerly of Minneapolis, left the state when her husband was convicted of forgery and sentenced to prison. She travelled to Fernie to join former acquaintance Harry Brandt, a piano player in a bordello in that town. From there they made their way to Cranbrook, living as man and wife. Harry Brandt’s jealous streak caused the couple to quarrel and he left town for a few days, travelling to Nelson in an attempt to shake his despondency. The attempt failed. On the morning of the day in question, Harry returned to Cranbrook to discover that Miss Lily, having sold their household goods, was living in Miss McDowell’s house. “Badly overcome,” he did what any man in his position would do. He went to Dickinson’s barbershop in the Cranbrook Hotel for a shave. He then went directly to the house where he was allowed to visit Miss Lily in the parlour in the company of Miss McDowell and Miss Salisbury, all of whom genially indulged in an early afternoon bottle of beer. For reasons unknown, Miss Lily asked for writing paper and the other two ladies left the room on the errand. From the parlour suddenly came forth “the pleading cry for mercy, like the wail of a lost soul, three gunshots and silence.” The occupants of the house, rushing into the hall, watched in horror as the door to the parlour slowly opened. Brandt walked into the hall

Brandt glanced behind him, opened the front door and stepped onto the verandah. He emptied the spent casings and reloaded the revolver. Retracing his steps to the parlour he closed the door once again. A single shot was heard and then a deadly hush. Coincidentally, Mr. C. Maggs and Mr. F.W. Hughes, proprietors of the B.C. Clothing House., were laying new carpets in another room of the house at the time. As something resembling luck would have it, they also served as the local undertakers. Mr. Maggs did what any undertaker would do under the circumstances; he rushed to the Herald newspaper office to return with Editor Simpson who duly recorded the scene in bloody detail for the next edition of the paper. Miss Lily, with two bullets in her head, sat dying. Harry Brandt, with a single shot in the temple, lay likewise. Miss Lily soon expired. Dr. Green, Coroner Moffat and Constable Morris arrived shortly thereafter. Attempts to save

Brandt proved futile and he died later that evening in the police station (a shack rented from Mr. Little — a proper jail having not yet been erected). Harry and Miss Lily were interred in the local cemetery (not the present day site but more probably the original cemetery somewhere near the Baker Home). On a cheerier note: Miss Jennie Howard plied her wares in Cranbrook during the early years. “Jennie Hot Stuff” was a popular lady. The fact that she was a “woman of colour” may have contributed somewhat to her local fame, but in truth she was hailed as a fine pianist, singer and entertainer and was often hired to perform (legitimately) at local parties and formal occasions. Following the destruction by fire of her house on “The Row” she purchased property on the corner of Van Horne and 1st Street, now a small park with a fountain and a “Downtown Cranbrook Welcomes You” sign — where she ran a “boarding house” which, much later, became the Van Horne Apts. Jennie was eventually arrested and sentenced to a short time in the Nelson jail, travelling there by train under the

watchful eye of aforementioned local Constable “Baldy” Morris. Jennie passed word that she and Baldy were leaving to be married and so saying, a group of town wags saw them off at the train station with a hail of rice and “Congratulations.” When violence came to the women of the night, as it indubitably did, they were not always as unprepared as Miss Lily. In 1913, at West Port (the Ft. Steele waterfront on the opposite bank of the river from the present day Townsite) a madam by the name of Stella Duffield was accosted by William Drewlette, a bad man by all accounts. Drewlette journeyed from Cranbrook to Ft. Steele around midnight on a March evening in 1913, apparently to visit with his lover, one of the ladies of the house. During her subsequent hearing in front of Judge Thomson Miss Duffield claimed “he was bothering her” and fired the shots in an attempt to scare him. One of the bullets lodged in his groin. She was fined $200 and costs. The fate of Drewlette is unknown. Next Week: The secret to a successful Red Light District: Location, location, location.

Reinhart hoping to build off successful rookie season TRE VOR CR AWLEY Sports Editor

Sam Reinhart, the WHL Rookie of the Year last season, will be a go-to guy for the Ice this year. He knows it, and he knows other teams know it as well. Sam, who wore No. 10 last season, is taking over his older brother Max’s jersey, which will keep the Reinhart name on No. 23.

“Every year in junior hockey is so important for a player’s development and my goal is to make it to the NHL.” Sam Reinhart Does he feel any pressure? “Nope,” he grinned before a practice this week. Max chose No. 23 because that’s what Paul, the Reinhart patriarch, wore during his 11-year career in the NHL in the 1980s. Max already had first dibs when Sam came into the league last year, so the youngest of three siblings settled on No. 10. Why? “Lionel Messi,” said Reinhart. “I’m a huge soccer fan. I probably watch it more than I watch hockey.”

Messi is an Argentine soccer superstar who plays for Barcelona in Spain and wears No. 10. Reinhart opened his sophomore campaign with the Ice in Edmonton last week, literally facing off against his older brother, Griffin, at a puck dropping ceremony featuring ex-NHLer Mark Messier. Reinhart will be a significant weapon in the Ice’s offense, and the 16-year-old (17 in November) has a clear goal this year. “Just to improve on last season,” Reinhart said. “Every year in junior hockey is so important for a player’s development and my goal is to make it to the NHL.” Ice head coach Ryan McGill knows Reinhart had a stellar year last season, but that success means other teams will paint a target on his back. The challenge is making sure Reinhart is put in situations with a workload where he can thrive and continue that success, said McGill. “That’s up to us as coaches, to put him in those positions and try to help him draw from his experience last year and our coaching ability to get him through those situations,” said McGill, “because he will be the guy who has the bull’s eye on his back and he has to learn how to get through that.”

Jays’ Escobar draws boos at first home game since eyeblack slur ASSOCIATED PRESS

TORONTO - Blue Jays shortstop Yunel Escobar was greeted with a smattering of boos during his first home game since writing an anti-gay slur on his eye-black. Escobar was suspended by the team for three games earlier this month. He later apologized and said he meant it as a joke. Escobar has played in road games since the penalty. A few fans booed when Escobar’s name was announced in Toronto as the lineups were read for Thursday night’s game against the New

York Yankees. There was a mix of boos and cheers as Escobar batted in the bottom of the first inning. Escobar caught the ceremonial first pitch from David Testo, a former MLS soccer player who is openly gay. The eyeblack incident created some backlash among Toronto baseball fans. For example, an online petition asking the Blue Jays to create a “You Can Play” video encouraging the acceptance of homosexuals in sports has been started by openly-gay Blue Jays fan Christopher Papps.

Ice prepared for first home action Kootenay has 10 of its next 11 scheduled games on home ice at Western Financial Place TRE VOR CR AWLEY Sports Editor

The puck will drop at 7 p.m. Friday night to open the Kootenay Ice’s first home game of the season at Western Financial Place. Despite two losses to begin club’s season during a road trip through Alberta, the team is taking hard lessons to heart, even getting some instruction from Tom Renney, who lent a hand to the Ice coaching staff on Wednesday’s practice. In a perfect world, Renney would be in Detroit right now, running the bench as an associate coach with the Red Wings during preseason action, but the NHL lockout has put the Cranbrook native in limbo while the league and the players union negotiate a new collective bargaining agreement. Renney observed

drills with Ice head coach Ryan McGill and participated in a few, working with the defense on puck movement at the top of the blue line in the offensive zone. The NHL coach also stood in both benches while McGill ran a fiveon-five drill, giving pointers to players. “He’s another wise hockey guy, obviously it helps to have him out there. [He brings] a fresh look on things and helped us out with a few things,” said Ice defenceman Joey Leach. Kootenay is still working out the roster equation with a few prospects left in the lineup but coaches’ message inside the dressing room hasn’t changed from the preseason. Cut down on the simple mistakes. “Eliminate the easy mistakes, just be sharp-

er,” said Leach. “They gave us the positives to take from it, and they gave us the negatives, and we just got to work on that.” In addition to direction from the coaches, there are plenty of older veterans who will be counted on to step up into leadership roles. Leach was an alternate captain last year, but Jagger Dirk, Tanner Muth and Erik Benoit are all 19 and will be leaders inside the locker room, even if they don’t wear a letter. Drew Czerwonka, the captain last year, earned his ‘C’ by a team vote, but the letters will likely be handed out by the coaching staff this year, according to McGill. “There’s a certain thing you look for in leadership qualities and you also want your leaders to be brought up from within, obviously,”

McGill said. “Players between the ages of 16 and 20, I’m not sure are qualified to name their own captain for their team, so therefore the coaching staff will do it.” Leadership needs to come from a mix of younger and older players dialoguing with the coaching staff and the rest of the team, which doesn’t necessarily come from players who have a letter on their jersey, added McGill. Having worn the alternate mantle last year, Leach agrees with McGill and said leadership is defined through actions on and off the ice. “It doesn’t matter who the captain is, or the assistants,” said Leach. “We got a strong group of leaders coming back and you don’t have to be wearing a letter to say anything to the team. “We’re not afraid to

help each other out.” The Ice have four 20-year-olds on the roster right now with Czerwonka, Leach, Brock Montgomery and Elgin Pearce. McGill said the letters will be handed out once the team cuts down to three overagers. The Ice open the weekend with home games against the Pats on Friday and the Lethbridge Hurricanes on Saturday. Including those two contests, Kootenay plays 10 of their next 11 games at Western Financial Place. “Obviously, you like playing in your own rink with the fans and the building,” said Leach. “You get to sleep in your own bed and get homecooked meals from your billets. “You got more time for practice to work on those mistakes that we had in the previous games.”

NFL refs return, Goodell apologizes to fans Associated Press

NEW YORK - The replacement officials are gone and the NFL is sorry it took so long. Now fans can go back to complaining about the calls made by the regular refs. The sport’s experiment with replacements ends Thursday night when a veteran crew works the Browns-Ravens game. Commissioner Roger Goodell apologized to fans for the anxiety of the last three weeks while denying that using replacement officials increased the chances of flagrant mistakes. After two days of marathon negotiations and mounting frustration across the league the NFL and the officials’ union announced at midnight Wednesday that a tentative eightyear agreement had been reached to end a lockout that began in June. The return of the regulars couldn’t come soon enough for many players, coaches and fans. “Those guys might mess up every now and then, but we can live with that happening with professional guys out there,” Detroit Lions receiver Calvin Johnson said. Goodell insisted the timing of the deal was not a reaction to the outcry over Monday night’s game, when a missed call cost Green Bay a win against the Seattle Seahawks. The two sides had been in “intensive negotiations” the last two weeks, he said, although he acknowledged it “may have pushed the parties fur-

ther along.” For the Packers, Redskins, Lions and other teams who voiced their displeasure with calls that might have swayed games, the agreement doesn’t change their records. “Obviously when you go through something like this, it is painful for everybody,” Goodell said. “Most importantly, it is painful for our fans. We are sorry to have to put our fans through that, but it is something that in the short term you sometimes have to do to make sure you get the right kind of deal for the long term and make sure you continue to grow the game.” The commissioner was watching at home Monday night. “You never want to see a game end like that,” he said. But Goodell repeatedly reminded reporters that the regular officials have botched plenty of calls over the years. The players don’t necessarily disagree on that point. “Everything is fine until there is a call that decides a game and then people - players, fans, reporters - are going to be complaining again,” Lions receiver Nate Burleson said. “If you thought there was a microscope on the replacement refs, just wait until people start expecting the regular refs to be perfect.” The new agreement will indeed improve officiating in the future, Goodell asserted, reducing mistakes like those made Monday and making the strains of the last three weeks worthwhile. Goodell acknowl-

The NHL’s collective bargaining talks are set to restart with a session that is likely to run through the weekend. And with the league announcing the cancellation of the remainder of the pre-season on Thursday, negotiations will have to pick up steam to prevent the loss of meaningful games. The league and NHL Players’ Association have blocked off Friday, Saturday and Sunday for meetings in New York

after spending more than two weeks away from the bargaining table. The talks resume with the scheduled Oct. 11 start to the regular season drawing near. A deal would likely have to be struck by the middle of next week in order for the league to avoid the cancellation of games that count in the standings. The NHL and NHLPA last met for formal negotiations on Sept. 12 three days before the lockout was enacted -

We always are going to have to work harder to make sure we get people’s trust and confidence in us.” The agreement hinged on working out pension and retirement benefits for the officials, who are part-time employees of the league. Goodell said the NFL’s offer to increase the deal’s length from five to eight years spurred some concessions from the officials. The tentative pact calls for their salaries to increase from an average of $149,000 a year in 2011 to $173,000 in 2013, rising to $205,000 by 2019. The current defined benefit pension

plan will remain in place for current officials through the 2016 season or until the official earns 20 years’ service. The defined benefit plan will then be frozen. Retirement benefits will

be provided for new hires, and for all officials beginning in 2017, through a defined contribution arrangement.

White House calls return of NFL refs a ‘great day for America’ How important is it to get the NFL’s regular referees back on the job? The White House calls it a great day for America. Without prompting, U.S. President Barack Obama’s spokesman, Jay Carney, on Thursday applauded news of a deal between that the National Football League and the referees’ union. “The president’s very pleased that the two sides have come together,” Carney said, adding, “It’s a great day for America.” The underwhelming performance of replacement officials has drawn the ire of fans, players and politicians. A blown call at the end of Monday’s game cost the Green Bay Packers a win. Carney said the focus can now return to the games, not the officiating. Republican Mitt Romney, campaigning in Virginia, was asked Thursday what he thought about referees coming back to work. “I sure hope they do,” Romney said, seemingly unsure that the dispute had been settled. “Obviously, we’ve got to talk before you can get a deal, so I think it’s important to get the talks going again.” Bill Daly and exchanged proposals on the economics that govern the sport. Both of those offers have since expired. As part of their decision to resume negotia-

tions, the sides agreed to revisit the secondary issues that will have to be ironed out in the new CBA. Those include, but aren’t limited to, grievance procedures, travel, medical care, and pensions and benefits. There was a small hint of optimism in the air with talks set to resume. On Monday, deputy commissioner Bill Daly told reporters he wanted the reopening of talks to happen this week. “Obviously, we’ve got to talk before you can get

a deal, so I think it’s important to get the talks going again,” said Daly. “But you also have to have something to say. I think it’s fair to say we feel like we need to hear from the players’ association in a meaningful way because I don’t think that they’ve really moved off their initial proposal, which was made more than a month ago now.” A source indicated that the union wasn’t planning to head back to the bargaining table with a proposal in hand.

TORONTO - Paul Henderson still can’t explain it, even 40 years later. Sitting on the bench with time winding down in the eighth and final game of the ‘72 Summit Series, Henderson abruptly stood up and yelled at Pete Mahovlich to come off. “I felt I had to get on the ice,” Henderson recalled recently. “A tie was no good, they were going to claim victory because they had scored more goals than we did. I really wish I had an answer, but I don’t. I just felt I had to get out there, I felt I could score a goal.” He was right, of course. Henderson fired a rebound past Russia’s Vladislav Tretiak to give Canada a seriesclinching 6-5 victory at Moscow’s Luzhniki Ice Palace. Exactly 40 years to the day after that iconic goal, the 69-year-old Henderson and the remaining members of the Canadian squad will cap a month of celebrations with a gala dinner Friday night. “Thank goodness Peter thought it was a coach yelling at him and came over the boards and I jumped over,” Henderson said. “(Yvon) Cournoyer had the far point, I yelled at him and he threw it across but it was a little too far ahead of me and the defenceman tripped me. “I remember say-

ing, ‘We still have enough time . . . ‘ But before I knew it Phil (Esposito) had whacked it at Tretiak and I got the rebound and shot it once. Tretiak stopped it and then I got the rebound and jumped in the air and we’ve been celebrating now 40 years.” Henderson, who has been battling cancer since 2010, was one of Canada’s top players in the Summit Series, registering 10 points (seven goals, three assists) in eight games. But Henderson wouldn’t have scored if not for Esposito, the heart and soul of the ‘72 team who fired the first shot at Tretiak. “I was at the faceoff dot to the right of Tretiak,” Esposito said. “(Russian defencemen Yuri) Liapkin and (Valeri) Vasiliev screwed up and the puck squirted and I was skating backwards to go back and I just shot it at the net. “Like nine out of 10 times I hit the net, I very seldom missed the net when I had an opportunity to hit it . . . and Tretiak, for some unexplained reason, pushed the rebound straight out and Paul, who had fallen behind the net, got up and came out because they must have lost him, just came out and put the rebound in.” Henderson’s heroics weren’t limited to Game 8. He also scored the winning goals in the sixth and seventh games the Canadians also had to win after falling behind 3-1-1 in the eight-game series.

ARIES (March 21-April 19) You might look scattered to an observer, but you are moving quickly in order to get a lot done. You also have many incoming calls and could feel somewhat overwhelmed. You know how to funnel your energy, and you do this effectively. Accept a lastminute invitation. Tonight: Not to be found. TAURUS (April 20-May 20) You have a lot invested in a project or goal. You might have to jump a small hurdle in order to succeed, but you will do so with ease. A lastminute offer could encourage you to look the other way. You’ll feel as if you can tackle any problem. Tonight: Curb excess spending. GEMINI (May 21-June 20) You certainly are a force to be admired. You know your limits and which direction you are going. You might want to change the tone of your days and take advantage of the upcoming weekend. Make an effort to complete a project. Tonight: In the limelight.

CANCER (June 21-July 22) Try to detach, especially if you become triggered. You will remain anchored and positive as a result, and your instincts will guide you. Verify what you feel before acting. You want to make a solid choice. Tonight: Be open to a new adventure. LEO (July 23-Aug. 22) You work well with others. You might want to emphasize your goals. If you want to move in a new direction, you will have others’ support. Your high energy and optimism draw a key person into your life. Tonight: Enjoy a loved one. VIRGO (Aug. 23-Sept. 22) You have your hands full just with being responsive to others, not to mention what you feel you must accomplish. Be as direct as possible in dealing with others. A key person you look up to could be quite pleased with the way you are handling yourself. Tonight: Share with fun people. LIBRA (Sept. 23-Oct. 22) Pace yourself and stay ahead of the moment. Listen to news, yet also use your observational skills to

For Better or Worse

figure out what is going on around you. Use care with your spending. Once you get going, it is hard to stop. Honor your natural limitations. Tonight: Out with a cohort. SCORPIO (Oct. 23-Nov. 21) Your libido defines the next 24 hours. When flirting, you naturally become seductive. As your primal energy emerges, others notice. When working on finding a solution to a problem, you naturally will choose to explore more than one path. Tonight: Expect some fun moments. SAGITTARIUS (Nov. 22-Dec. 21) You could be much clearer than you realize, yet others might pretend not to “get it.” You know how to evoke responses better than many, so go to work. Let your inner voice guide you. You will achieve your desired results. Tonight: Close to home. CAPRICORN (Dec. 22-Jan. 19) Continue returning calls, even if it is to your archenemy. You might want to resolve a problem and eliminate some tension for you and those around you. Your concentration allows you to attack one task after another. Tonight: Get

into the moment. AQUARIUS (Jan. 20-Feb. 18) Curb a new pattern of spending. You will feel much better if you get this somewhat destructive habit under control. You might want to approach a friend in a positive, fun and humorous manner. Let go of heaviness here. Tonight: Make sure you are in good company. PISCES (Feb. 19-March 20) Your smile draws others in. Use this moment to accomplish what you want most. Consider what you would do if you knew you would get a positive response. Make an effort to touch base with someone at a distance. Let the moment happen. Tonight: Be with your favorite person. Annie’s Mailbox by Kathy Mitchell and Marcy Sugar Dear Annie: My boyfriend of seven months recently ended things suddenly. “Ethan” is Mormon, and I’m Lutheran. We were planning a future together. Ethan claims he wants to go on a mission and cannot prepare to do God’s work while having a girlfriend. He said we could still be friends. But here’s the thing. He started hanging out with “Susan” the same month he broke up with me. He told me she was a “new friend” and also Mormon. He denied there was anything between them. I am having trouble moving on because I don’t feel Ethan is telling me the truth. He’s already ripped out my heart. The least he can do is be honest. Right now, he barely acts like an acquaintance, let alone a friend. I’ve lost sleep over this. What should I do? -- Confused in California Dear Confused: While Ethan is undoubtedly being honest about his upcoming missionary trip, we think he is being less so about the breakup. At least part of that has to do with your religious differences and his new interest in Susan. This is surely what you already suspect. We wish Ethan had the courage to come clean, but don’t count on it. Accept that your relationship has run its course. Regardless of his next move, yours should be to put him behind you. Dear Annie: My mother gives each of her kids and grandkids a specific amount of money for Christmas. As far as any of us knew, it has always been an equal amount. Last Christmas, two grandchildren received more money. The others found out and were hurt. Those two grandchildren lost their father last year. As saddened as we were over the loss, we feel this should have nothing to do with the money received from Grandma. After all, my sister’s family is well off and not in need of anything. We also have noticed that Mom pays for a lot of things for our sister and her kids, including their hotels and plane fares, while the rest of us pay our own way. Please understand that we expect to pay for our own, but how come our sister is taking advantage of Mom’s money? Those kids want for nothing and have all of the latest gadgets that they pay for themselves when Mom isn’t around. We know Mom can do what she pleases with her money, but do we have the right to let her know how much it hurts our kids that she favors their cousins? -- Trying To Avoid a Christmas Circus this Year Dear Trying: We don’t think Mom favors the cousins. We think she feels sorry for them because their father died, and she is trying to make it up to them the only way she can. It’s OK to tell her that the other grandchildren have noticed and are hurt. What she does with that information is up to her. Dear Annie: This is in response to “Single Too Long,” the 45-year-old man who has had no luck with the social scene. You suggested he ask his friends and family to critique him. He is not at fault. There are a number of us out there who have plenty to offer. The shame of it is that there are women who don’t want what we have. I say don’t change anything. Be true to yourself. Be uncompromising. Make them measure up to you, not the other way around. -- G. Dear G.: There are plenty of men and women who are perfectly lovely, but can’t find a date. But if you keep doing the same things, you will get the same results. An honest critique could help assess whether you come across as too strong, too weak, appear unkempt, talk about yourself too much, etc. No one should be resistant to change. There is always room for improvement. Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. thing so that it gets noticed. It’s what Buddhists call “mindfulness”. We touch each present moment deeply so that we celebrate the ordinary joys of life. We become completely present in the moment, and enjoy that moment in all its fullness. We are fully present to the people around us, to the wonders that surround us. We touch the world simply, gently, drawing its fullness into ourselves, and notice each thing simply so that it gets noticed. Thich Nhat Hanh, a Vietnamese Buddhist monk, has written a wonderful little book called Living Buddha, Living Christ. He writes, “Most of the time we are lost in the past, or carried away by future projects and concerns. When we are mindful, touching deeply the present moment, we can see and listen deeply, and the fruits are always understanding, acceptance, love, and the desire to relieve suffering and bring joy.” As we learn to live in such sim-

pler ways, we are countering the pressures of consumerism and materialism which seek to keep us always in a state of discontentment. We learn to appreciate the life around us, and we celebrate the joys of living each day to the fullest. What would you do if you knew the world would end tomorrow? I would go on doing what I’m doing now. It would mean, I think, that you had figured out a way to experience bliss wherever you are. You would have discerned that life is meant to be lived here and now, and not always sought for in some other place, at some other time, in some other condition. There is no need for flight. Grace is right here, right now. I want to be able to say with St. Ignatius, “I would go on doing what I’m doing now.”

paign? There may be Grits of the Bay Street variety who decide, for the good of the party, that it cannot be a coronation, and that stalwarts such as Marc Garneau and Denis Coderre must therefore have a shot. But that’s a tough sell knowing you’re backing, at best, a future industry or environment minister. But mid-term, whatever the texture of the race, Trudeau will give his party a new lease on life, even if he does little more than needle Prime Minister Stephen Harper and smile for the cameras. That’s partly because Harper is now personally vulnerable. Half the population actively dislikes him. And politics is still, at root, a popularity contest. Near-term for the Tories, there’s happy news: NDP leader Tom Mulcair has a rival in Quebec, which will blunt the opposition leader’s advance. It’s divide-andconquer: Let Trudeau attack Mulcair, and viceversa, over ground Harper no longer really needs anyhow. He has just five seats in Quebec, making the province irrelevant to his majority. But mid-term, Harper’s team has reason to fear Trudeau’s charm, his particular appeal in Quebec, Ontario and B.C., and the Liberal Party’s time-tested ability to morph into whatever policy shape best suits its needs at any given time.

Where Trudeau is strongest — likeability — Harper is weakest. With Trudeau as his foil, it will be less easy for the PM to cast himself as the dour national bean counter, too busy with his spreadsheets to bother being human. The PM’s forays at the piano, the blue sweater, the hockey book, are fading in the public consciousness. Whether he wants to or not — clearly he resists this kind of pandering, because we haven’t seen it recently even when it obviously would have helped him — he will feel pressure to retrieve Soft Harper from the crypt. For the New Democrats it’s all bad news, near and mid-term. Trudeau’s perfect fluency in French, his flair for the dramatic and the boxing match all make him a force to be reckoned with in Quebec, which historically prefers leaders with dash. Trudeau will set out first and foremost to eat the NDP’s lunch. There is no reason to believe he won’t meet with some success. The wild card, of course, is Trudeau himself. If he fails to excite with some good ideas, once the initial flurry of interest abates, or if he goes supernova through some as-yet unforeseen mistake — always possible for a first-time leadership candidate, but even more of a factor for the untested, the young,

and those blessed or cursed with a risk-taking gene — then he brings the Liberal Party down around his ears and we’re in a two-party system for the foreseeable future. So the Conservatives and New Democrats are banking on two things. First, that Trudeau displays vacuity on policy, offering nothing more than the usual Liberal fare. The Grits have been stuck in reverse, policy wise, since 2005. Many of the party’s most active partisans and contributors are baby boomers, for whom little sounds so sweet as a return to the Just Society. If Trudeau yields to this pressure, Harper and Mulcair will have an easier time fending him off. Second, Trudeau’s opponents will parse his every utterance for signs of flakiness, and cast him as a loose cannon, not to be trusted with the serious business of running the nation. Whatever scrutiny he has endured in the past will pale in comparison to what he’s about to experience. Because he is more strategic than he lets on, Trudeau very likely understands his own vulnerabilities. Therefore, expect to see some policy-heavy speeches, juiced up with personal barbs at Harper, in the early going. And expect to see a more measured and cautious speaking style than we’ve seen in the past.

Birdwatching with the Rocky Mountain Naturalists

A season of the dawn chorus at Elizabeth Lake Daryl Calder

A raucous ‘dawn chorus’ greeted birders who returned to Elizabeth Lake this week hoping to see evidence of the fall migration. A dawn chorus is most noticeable in the spring when songbirds are either defending a breeding territory or trying to attract a mate. Our choir consisted of numerous blackbirds and robins but the noisiest were the rafts of waterfowl. Studies have determined that birds perching higher in the trees with larger eyes tend to pipe up first, correlating with the amount of light perceived by the bird. One non-migrating bird we had not seen earlier, made a short, noisy flight along the outlet creek. Maybe the American Dipper was attracted to the increased flow in the creek due to the decrease of lake level in preparation for the replacement of the old concrete weir. Ducks Unlimited will build a new control structure; naturalists hope that this means less flooding of trails and greater shoreline area on the islands to provide better shorebird habitat. ‘American’ implies North American as opposed to Eurasian or African; many western birds are more common in Canada than the U.S. The American Dipper is an unusual aquatic songbird well known for it’s ability to walk and feed underwater. It’s strong legs and toes and powerful, stubby wings allow it to forage for insects and other prey from rocks beneath the surface of fast-flowing streams. In winter, it can be seen bobbing it’s body up and down, peering into the cold rushing water from it’s icy perch. Look for a plump, dark grey bird with long legs and a short tail. Above the more open grassland to the east, a high, squeaky chirp drew our gaze to a small, grey bird darting erratically and dropping to the ground.

Ahead on the path, an American Pipit walked delicately with head held high. Generally ‘highly conservative in appearance’, this small, slender songbird feeds on seeds and insects found on the ground. ‘Cosmopolitan’ in it’s distribution, the genus is widespread, occurring across most of the world, except the driest deserts, rainforests and mainland Antarctica. One unusual feature of the Pipit,

American Pipit which they do not share with songbirds, is that the ‘tertials’ on the wing entirely cover the primary flight feathers. This is thought to be a way of protecting the flight feathers from the sun, which causes the feathers to fade and become brittle if not protected. Almost always in small flocks, this migrant flies frequently. After landing, the flock disperses in all directions. These ground nesters lay up to six speckled eggs, and together with their drab, mottled brown plumage, rely on camouflage against the soil and stones of their surroundings. Waiting until the more colourful spring flowers have faded, the Western Pearly Everlasting bursts into bloom. A member of the daisy family, this is a vigorous, deer resistant roadside plant with a flat-topped mass of white flowers. The stems and the underside of the long, thin leaves are covered with a white wool which is usually hidden from sight by the bushy mass of dark

New RCAF commander gives F-35 thumbs-up, but will accept gov’t’s choice Canadian Press

OTTAWA — The new commander of the Royal Canadian Air Force insists the oft-maligned F-35 stealth fighter is the best choice to replace the country’s aging CF18s. But Lt.-Gen. Yvan Blondin says he’ll salute and accept whatever decision the Harper government makes in the coming months. Almost everyone in the government insists that the new secretariat overseeing the replacement of the older fighter bombers will look at all options as it analyzes the troubled F-35 program. The aircraft is not expected to exit its development phase until 2019, which is about the time the CF-18s will

reach the end of their service life. But Blondin says service life is not a finite line and he believes the air force can keep the old jets flying until at least

green leaves. The tightly packed flower head, about six inches across, is worth more than a passing glance. Each pearly white ball has a yellowish or brownish centre flanked by a large number of beautifully arranged parchmentlike scales of delicate pastel shading. The flowers, if picked in full bloom, remain without wilting thus leading to ‘Everlasting’ as an alternate name. Dying to it’s roots each winter, growing back in spring, this plant was used extensively by Native Americans for a variety of medicinal purposes. After autumn winds blow away the seeds, only the attractive outer bracts are left.
