Township Councillor Steve Ferguson said he is surprised and disappointed that delegates at the Union of B.C. Municipalities passed a motion calling on the federal government to decriminalize marijuana. The vote passed narrowly by a show of hands, and Ferguson said that there may have been a different outcome had electronic voting been used. An albatross hanging around Langley School District’s neck will be lifted two years earlier than expected. The district is expected to pay off its $13 million deficit, incurred from accounting errors in the years up to 2009, by the end of this year, said secretarytreasurer David Green at the Tuesday, Sept. 26 Board of Education meeting. The ministry of education stepped in, requiring a repayment plan after it was learned the district had accumulated the massive deficit. At the board meeting, Green told trustees that not only will the deficit be paid off, but the district is projecting a surplus of $839,000. Trustees debated at length about whether or not to hold that surplus money in an emergency/ rainy day account or put it back into classrooms today. The ministry recommends that the district carry a surplus of two per cent so it doesn’t go into a deficit situation again. A two per cent surplus amounts to around $3.1 million, said trustee Rob McFarlane. “That may seem like a lot but in this district, that is about a week’s worth of expenses,” he said. In the end, trustees voted to set up the rainy day fund. Green said the board can tell staff when and where they want the money released to at a later date. The Auditor General was brought in to audit the district’s book and the office has just come back prepared to issue a statement of approval “which is a really good thing,” said Green. Any district audited by the Auditor General is held to a much higher standard, said board chair Wendy Johnson.

New K-5 school brings catchment changes to district South Yorkson elementary to open next fall Monique TaMMinga Times Reporter

When the new South Yorkson K-5 elementary school opens in the fall of 2013, it won’t be full, said Langley School District assistant superintendent Gord Stewart at last Tuesday’s board meeting. “We were mindful when choosing South Yorkson because of the amount of building permits in the area,” said Stewart in a presentation about the new school’s catchment area. The downside is to the southeast of the school is farmland so there is no draw of potential new students from that area. Several condo developments are expected to go up in the area. The school will be located at 20965 77A Avenue (at 209 St.) The chosen location of the new school has been met with some speculation as to why a new school wouldn’t be built in the busy RC Garnett Elementary area, off 200 Street, which is bursting at the seams. RC Garnett has numerous portables, and had to be reconfigured to a K-5 this year to relieve the pressure at that school. In the meantime, Langley school

board is looking for feedback on changes to school boundaries and catchment areas for Willoughby Elementary and the new school. The change would affect only the eastern boundary of Willoughby Elementary. The changes will put 30 RC Garnett and 30 Langley Meadows students in the new school catchment area. Those students are able to stay at their schools if they like, or move to the new school, said Stewart. The public is asked to provide feedback at seyorksonfeedback@ sd35.bc.ca. The board will consider the proposed catchment boundaries at its Nov. 27 meeting.

Murder victim deep into drugs, friend testifies Marc Bontkes’ roommate takes stand at murder trial Monique TaMMinga Times Reporter

The last person to see Marc Bontkes alive was his then-roommate, with whom he shared a life of partying and drug use for the last few months leading up to his murder. Dwayne Nelson testified that Bontkes, 33, was addicted to drugs — “hard” — and that he was out of control and hard

to handle, but was a smiling and decent guy. Nelson was testifying in the Supreme Court jury trial of Robert David Bradshaw, who is facing two first degree murder charges for the deaths of Bontkes and another drug dealer, Laura Lynn Lamoureux. Roy Thielen is already serving a life sentence for both killings and Langley’s Michelle Motola, who was 17 at the time of the murders in March, 2009, is serving six years for Bontkes’ murder. Nelson was arrested the day after Bontkes was killed on “a suspicion of murdering” Bontkes. He was later released.

“Marc was addicted to heroin, but he would take anything he could get his hands on . . . he would beat people, rob people. I was hired to go have a chat with him in May 2008,” Nelson said of how they met. But the two came out of the chat as friends, and Nelson said they partied hard with girls and drugs, selling and buying daily. At the time of the murder, Nelson said they were living in Bontkes’ dad’s RV, which was parked on a 64 Avenue property that his father was going to develop. Nelson said at the time, Langley’s drug scene was “rough” and violent.

There were at least four dial-a-dope operations running at the same time in Langley, with turf wars and many people being “trunked” — a term meaning being put in a trunk, driven someplace and beaten. He said at the time, Lamoureux was known as an enforcer. “Who didn’t know Double D?” Nelson testified about Lamoureux. “If you didn’t know Double D, you weren’t in the drug world.” But later he testified that Bontkes didn’t know her. continued, PAGE 4

Before he knew it, Motola was driving him away. Hours later, police would tape off the parking lot of Hi-Knoll Park where Bontkes’ body was found. As soon as Nelson found out that a 33-year-old man had been killed, he knew it was Bontkes and called Bradshaw, first on his drug line. “I said where is that ****? She left with Marc and now he’s dead,” said Nelson. He alleges Bradshaw told him to calm down and the two

met in the parking lot of Samz Pub. Nelson said Bradshaw was a good guy, always friendly, easy to deal with. Nelson alleges Bradshaw said: “You live by the sword, you die by the sword” in reference to Bontkes’ murder. Nelson testified that in the drug world, that’s true. “You either end up in prison or dead,” he said. Bontkes left behind a toddler and a wife. The trial will resume on Wednesday. The jury is hearing from a wide variety of witnesses and is expected to finish by the end of next week.

Bontkes had robbed almost every dial-a-dope line and Nelson had to buy drugs for him because he had crossed everyone, he said. Bradshaw was one of the dealers Nelson would buy drugs from. Then Bontkes met the 17-year-old Motola, who would eventually lure him to his death. Nelson said the two partied hard and Bontkes drove her to her drug deals. He recalled a night when Motola picked him up in her car and her boyfriend was handcuffed and drugged out in the backseat as she ran her drugs. Bontkes couldn’t get over the fact that she had to sit on purses to see over the steering wheel. “Marc liked her but she was with Paulie (Bradshaw),” said Nelson. Nelson testified that he and Bontkes didn’t really discuss the murder of Lamoureux (her street name was Double D). She was killed five days before Bontkes, outside her Langley City apartment. On the night Bontkes was murdered, Nelson testified that Motola called him crying that her boss was going to slit her throat for debts she owed him. Nelson said he heard Bontkes tell Motola to come over and get him so he could

Judging by comments made at an open house on Sept. 12, Gar Campbell’s vision for the 80 acres he owns at 24453 60 Avenue is receiving a frosty reception. Campbell’s property was formerly known as Tuscan Farm Gardens, where Heather and Arlie Fair grew lavender and echinacea. They tried at least twice to convince the Agricultural Land Commission to allow them to subdivide, but were turned down. They sold their property to Campbell whose application for subdivision was granted, with conditions. Campbell proposes to build 65 houses on a 32-acre parcel, the homes being on lots ranging in size from 7,000 square feet to 32,000 square feet. Water for the properties will come from a connection to a new pipeline that will take

water from Metro Vancouver’s eastern terminus in Walnut Grove to Aldergrove. A sewage treatment plant will be built. After being treated, the waste will be pumped onto two large fields where it will soak into the aquifer as clean water, Campbell explained. Existing trails that wind through what will be the residential community, if it is approved, will be expanded. “It’s not a closed development. They (trails) will be accessible to the public,” Campbell said. The open house was not what some expected, featuring a series of posters detailing the development. There was no opportunity for the public to address the proponents, Pam Erikson noted. “This meeting is a propaganda. It’s very disappointing,” she said. “Obviously they

don’t want people to speak.” Kitty Tomik had mixed feelings. “My big concern is where the runoff is going to go,” she said, adding that it looks as though it will flow into Coghlan Creek.

Ron Fawcett shared that concern, and also wanted assurances about sewage treatment and the domestic water supply. With one-acre zoning, Campbell could build an 80-lot subdivision. But in order

to preserve productive agricultural land, open space and trees, the lots are being clustered. Since the lots are being clustered, they are being reduced in size and shape, with the permitted density

remaining substantially below that permitted by the zoning. Because the lot sizes, depths and width will be reduced, a development variance permit is required to relax those standards.

This will necessitate a public hearing which is expected to be held before the end of the year. Campbell said that Krause Farms is leasing a portion of the 80 acres for agricultural purposes.

Interior recognized

Civic leaders take stand

T

he choice of Judith Guichon as B.C.’s new lieutenant governor is a significant nod to both the B.C. Interior and the cattle industry, which goes back to B.C.’s earliest days as an organized colony, and later as a province. Very few of this province’s 28 previous lieutenant governors have had significant connections to the Interior, despite the fact that it makes up much of B.C.’s geography, and has been the source of much wealth for all B.C. residents. While Iona Campagnolo, the only other woman to hold the position, lived for some time in Prince Rupert and represented Skeena in Parliament, she was the last lieutenant governor with strong Interior connections since Robert Randolph Bruce, who established a mine near Windermere Lake in the East Kootenay in 1887 and served as L-G from 1926 to 1931. Most of B.C.’s lieutenant governors have been involved in the business community in either Vancouver, Victoria or both. One was a former premier of Quebec who had never lived in B.C. until his appointment. While the Vancouver-Victoria axis has been a dominant force in much of B.C.’s political and economic history, it is important that lieutenant governors represent the whole province, and all its varied peoples. Current L-G Steven Point is a shining example of this, as the first person from B.C.’s culturally rich and diverse First Nations to serve in the position. He has been a very good representative of the Queen. It was most fitting that he was lieutenant governor when B.C. turned 150 in 2008 in Fort Langley, where his ancestors were among the Sto:lo people who welcomed Europeans to share their riches and their world. This welcome was met with a lessthan-cordial response from some of the would-be colonizers, who wanted to dispense with or at least assimilate native people. Another example of a valued Queen’s representative was David Lam, who served from 1988 to 1995 and was the first Asian-Canadian in the position. Judith Guichon, who has introduced holistic management to the cattle ranching business, is a longtime resident of the Nicola Valley and the Guichon family have a deep connection to that part of the province. She should be a significant addition to the L-G roster.

he group representing local governments throughout the province has become the latest to call for the end to a war that there is no hope of winning. “For too long our communities have borne the brunt of the harmful consequences of cannabis prohibition, from increased gang violence on our streets to enormous costs of enforcing a thoroughly discredited policy,” said John Ranns, the mayor of Metchosin, which brought forward the resolution calling for the decriminalization of cannabis endorsed at last week’s Union of B.C. Municipalities convention. At first glance, you could be forgiven for asking yourself: What have these guys been smoking? The issue of marijuana decriminalization is clearly something that falls under the jurisdiction of the federal government. But on further reflection it becomes apparent that it is communities, both large and small, that feel the sting of the rising bloodshed and squandered resources caused by Canada’s failed drug policies. And B.C.’s municipal leaders are not alone. Dr. Evan Wood, professor of medicine at the University of B.C., called the UBCM resolution a “symbolic gesture” in the bid to stop a trade in which $2.7 billion annually goes to organized crime. “Prohibition has not achieved its stated objectives to reduce the demand for and supply of cannabis. Instead, current laws have resulted in negative social and economic consequences at the municipal and provincial level,” said Wood, the founder of Stop the Violence B.C., a coalition of academic, legal, law enforcement and health experts campaigning to reform cannabis laws. Prime Minister Stephen Harper has made it abundantly clear that no amount of bloodshed and wasted resources will change his mind on marijuana laws. Aldergrove Elementary, which our granddaughters attended, was closed. Again, we were told bigger and better things were on the way. Police recover rare coin collection Langley RCMP are trying to find the rightful owner of a large coin collection that was believed to be stolen. On Aug. 21, Langley RCMP Street Enforcement Unit officers were working in the Aldergrove area where they saw a man they knew driving while he was prohibited from doing so. The driver, a 30-year-old Abbotsford man, was arrested. Police checks of the license plate on the Ford econoline van he was driving showed that the plates should be on an Oldsmobile Cutlass that was not registered at all. The officers discovered a backpack within the van containing a large number of coins, believed to be stolen. Neither the passenger or the driver claimed ownership of the backpack, charges for possession of stolen property will not be recommended, said Langley RCMP Cpl. Holly Marks. Police would like to locate the owner(s) of the coins. There is a wide variety of coins from numerous countries. Some of the coins are quite distinctive and likely someone is missing their collection. If you are the owner or can assist police to identify and/or locate the owner, call Langley RCMP at 604-532-3200.

Ministry promises new Heroes sign Monique TaMMinga Times Reporter

The Highway of Heroes sign that was demolished recently in a two-vehicle crash will be replaced, promised the new Minister of Transportation. “We should have a new sign in place by Oct. 19,” said Mary Polak, Minister of Transportation. “It’s important to do.” The Langley MLA got word of the sign’s demolition and put things in motion to have it rebuilt. She says it will cost around $10,000 to replace it. Two pickup trucks were driving east along Highway 1, near the sign just before the 264 St. exit, when one of the vehicles changed lanes into the other vehicle, said RCMP Freeway Patrol. The two vehicles locked together and slid off the road, smashing into the sign. There were no injuries, said RCMP.

soldier from Aldergrove killed by the explosion of roadside bomb on July 4, 2007 and Pte. Garrett Chidley, a 21-year-old full-time soldier from Langley. He was killed on Dec. 30, 2010, after the light armoured vehicle he was driving struck an improvised explosive device.

elcome ‘back to business’ for the fall 2012 session. Over the summer months we have had a couple of changes to our Board. 1st Vice-President Jeremy East has accepted a transfer out of the Langley office and has stepped down from the Board. Secretary-Treasurer Kristine Simpson of KPMG has accepted the Board appointment into the First Vice-President position, which then vacated the Secretary-Treasurer position. We are happy to advise that Eric Wilson, Partner with BDO Canada has accepted the Board appointment to complete the 2012/13 term as Secretary-Treasurer! Anne Lavack is no longer representing Kwantlen Polytechnic University on the Board and we look forward to announcing a new appointment in the very near future. The Board of Directors participated in a day-long planning session earlier this month to plan our work program for this term which will focus on member services and events, communications, community involvement and advocacy. On the Advocacy front we are very pleased to extend our most sincere thanks to both City and

Township Councils for voting in favour of advancing to the next stage in the development of the Fraser Valley Mobile Business License Bylaw. Last February, the Chamber appeared before Councils to present our case for this initiative to help reduce red tape for mobile businesses operating within the region. We thank the City of Langley for taking the lead to co-ordinate the municipalities in the region, and we congratulate both the City and the Township for demonstrating that the Langleys truly are ‘open for business’. Another project the Board continues to work on is our lobby efforts with the Canada Border Services Agency encouraging them to continue to provide and enhance commercial processing capabilities at the Aldergrove Border Crossing. With the assistance of MP Mark Warawa, Mayor Froese and Mayor Fassbender we continue to meet with senior representatives of CBSA and neighboring community

Distracted Driving

Leave the phone alone to get there with care. Talking, texting or tweeting - we can now communicate with friends and family at any moment, even on the road. But this ability to connect can easily distract us from the task at hand, with sometimes serious consequences. A 2012 Ipsos Reid survey conducted on behalf of ICBC shows that B.C. drivers consider texting while driving to be just as risky as drinking and driving. They’re right. Distracted driving is the third leading cause of fatal car crashes in B.C., with an average of 94 deaths per year due to distractions such as using a personal electronic device behind the wheel. ICBC’s tips for safe mobile phone use: • Learn the law. “Can I text at a stoplight?” “Is using the speakerphone safe?” Review the list of common misconceptions (found at icbc.com/road-safety/safer-drivers/ distractions) about distracted driving to make sure you understand what’s legal and safe.

• Place calls before you drive.

Make any important calls before leaving the parking lot, office or home. Otherwise, wait until you get to your destination.

• Set a reminder. Download free

ringtones at icbc.com/drivesmart to remind yourself to leave the phone alone when you’re driving.

• Pull over to make or receive a call. If you must make or receive

a call while in your car, pull over to the side of the road once it is safe. Make sure you’re safely off to the side so you’re not posing a danger to other vehicles. Take a message. Let your voice mail pick up your calls. It’s easy and much safer to retrieve your voice mails and text messages at a later time.

• Let passengers make or receive calls and texts for you. If there are passengers in the vehicle, let them make and receive calls and texts for you. If you are expecting an incoming call or text that requires your immediate attention, let your passenger drive. • Plan to avoid distraction. Preserve the scene for evidence - immediately lock all doors. Don’t touch anything the robber may have. Ask all witnesses to remain on the scene and independently record their interpretation of events, including the robbers description(s). Don’t compare notes, just have everyone report what they saw. Note direction of travel and mode of transportation.

Fort Langley painter Brent Ray Fraser will be in Gasoline Alley on Saturday, as part of the village’s Cranberry Festival celebrations. The artist will paint on site, accompanied by local Latin guitarist John Gilliat. place,” says Fraser. But it’s not all candy and disco balls. Draped over the back of a red velvet sofa are half a dozen real fox tails that came off a pair of leather chaps he once used in a photo shoot; a few ammunition belts hang from the rafters. Several black plastic guns — which look frighteningly authentic to the untrained eye — and at least two gas masks round out the strange collection. “I like the beauty in things,

but I also like the gruesome part of life. It’s part of human nature,” says Fraser. “I like the duality in art — that things have a double meaning.” It’s that whole ‘can’t judge a book by its cover’ thing he enjoys. That axiom applies to the artist himself. Fraser looks like the picture of health — he’s young and fit, unfailingly upbeat and open. But in fact, his kidneys are failing and he is waiting for a

transplant that may or may not come. “I’m constantly thinking about the inevitable,” says Fraser. A pair of giant skull paintings dominate two walls of his upstairs studio — just a couple examples of a subject that has occupied his thoughts over the past few years. They signify not only mortality, the artist says, but are something that connects everyone. And it’s his art that connects him to the outside world, Fraser

admits. “I’m actually really shy, but art helps me open up to people. “The artwork is you — you put yourself up on the wall, pretty much,” he says. Fraser began drawing when he was in Kindergarten. From the outset, he found he had a knack for it — something his classmates quickly discovered. “I remember during art time (the other kids) would crowd around to see. continued, PAGE 23

Brent Ray Fraser’s rural Langley studio is like something out of a movie. Not a Hollywood blockbuster, mind you. No, this has more in common with a crazy art house film. The 33-year-old painter works in a converted grain silo not far from Fort Langley, but the interior of the green metal cylinder could not be less indicative of its farming roots. Every inch of interior wall space, as well as much of the floor and ceiling, is covered with a veritable hodgepodge of (there’s really no other word for it) stuff — reminders of the artist’s youth, remnants of some past creative endeavor or inspiration for the next. “I always wanted a …” It’s a phrase the artist repeats several times as he asked about the contents of the studio — whether it’s the circa 1980s arcade game standing against one wall, the working pay phone (there’s no cell reception inside the metal tube) the shelves lined with lava lamps, the cluster of working disco balls on the ceiling or the cabinet filled with all the different types of candy he favoured as a kid. “It’s nostalgic candy from the 1980s, I did a whole series based on candy,” says Fraser. That’s how he works, he explains. He picks a subject and exhausts it. “I have a bit of an addictive personality. I’m a bit obsessive,” he says with a laugh. To underscore the point he gestures to the 2,364 black zip ties he has affixed to a piece of mesh and wrapped around a wooden post. Then there is the collection of old muffin tins — many tacked to the ceiling, others stacked on the floor —not to mention the curious array of dolls and silk flowers, a 1910 piano he was given and a dozen or so wedding dresses he’s collected over the years. “I call it orchestrated madness . . . It’s an ongoing process, this

Have you got an idea, a camera and 50 hours to spare? Surrey Little Theatre invites filmmakers to register their team in the fifth annual 50-Hour Film Challenge. The challenge weekend starts on Friday, Oct. 12 at 6 p.m. when teams meet at Surrey Little Theatre to receive their randomly selected “inspiration package.” Over the course of the following 50 hours, each team will head out to various locations throughout the Lower Mainland to write, shoot and edit a five minute film that will include all the chosen surprise elements. LEC lands another major competition Gary ahuja Times Sports

Volleyball Canada liked what they saw and as a result another international competition will be staged at the Langley Events Centre. “We had talked about it but really we wanted to see what would happen with this event,” said Hugh Wong, the president of Volleyball Canada. “And after we saw how well it was organized, how smoothly things worked, then the three parties — the Langley Events Centre, Volleyball BC and Volleyball Canada — got together and made the decision we are going to do it.” Wong spoke to The Times following the gold medal game on Sunday between Brazil and Argentina at the inaugural U23 Pan American Cup. Brazil won 3-0 (25-18,25-13,2518) to win the five-country men’s volleyball event (see side story), which was hosted at the Langley Events Centre. The Dominican Republic defeated Canada in the bronze medal game while Mexico was fifth. With Canada not having a national U23 team, the Trinity Western Spartans represented Team Canada. Wong said the LEC is the right size to host another event, so the decision was made to stage the 2013 NORCECA men’s Continental volleyball championships next September. The decision was announced on Saturday and it will be the biggest international volleyball tournament ever held in B.C. “(The Langley Events Centre) is the right size for a Continental championship,” Wong explained. “They want something more than 3,000 but they don’t want a 10,000 seat arena, so the size fits. “And it is close enough to

Vancouver but at the same time, far enough so that it is not lost with all the other events in Vancouver.” The event will once again be staged in the LEC’s arena bowl, with seating for 5,200 fans. Wong also said that the LEC staff — whom he called “very accommodating and very efficient” — showed they have the organizational capacity to deliver another successful event. “And there is also a very strong volleyball presence in this area, so there is a source of volunteers and a source of spectators.” Wong said they would expect crowds of about 3,000 for the Team Canada matches. “We anticipate that given one year to plan and promote, that next year’s championship will exceed our expectations and we look forward to great crowds coming from throughout B.C. to cheer on our national team,” Wong said. NORCECA, which stands for the North and Central American and Caribbean Confederation, is one of five continental confederations within the Federation Internationale de Volleyball (FIVB). The 2013 championships will include some of the top teams from the zone, including the United States (currently ranked fifth in the world), Cuba (sixth), Canada (18th), Puerto Rico (21st), Mexico (23rd) and the Dominican Republic (45th). “On behalf of the Township of Langley, we are extremely excited to be hosting yet another major international event at the Langley Events Centre,” said Township Mayor Jack Froese, in a press release announcing the event. “The facility continues to attract world class events and (this) will be yet another that showcases the facility and the Township of Langley to the world.”

Friday Night Hoops ready to tip off Another season of Friday Night Hoops is ready to tip off. The league is designed to introduce girls in Grades 3-7 to basketball. The weekly sessions are designed to produce an environment that has kids learn skills, have fun and be competitive. Graduates of the program have won 11 provincial championships in the past 10 years. The players will be split into two groups: Grades 3-5 and Grades 6-7. Advanced players in Grade 5 can move up. Each session includes 60 minutes of instruction and 30 minutes of game action. The program is run by coaches Neil Brown and Chris Veale of the Brookswood Bobcats program, as well as members of the Bobcats program. The sessions are held on Friday nights at Brookswood Secondary from 5:30 p.m. to 7 p.m. Players are asked to bring their own ball. Offensive eruption for Kodiaks Aldergrove strikes for 16 goals in back-to-back victories The Aldergrove Kodiaks offence was flying high last week as they scoring 16 goals to post backto-back victories and end a three-game losing streak. The junior B hockey club struck for nine goals in a 9-3 rout of the Port Moody Panthers at the Aldergrove Arena on Sept. 26 and followed that up with a 7-4 road victory over the Ridge Meadows Flames on Sept. 28 at Maple Ridge’s Planet Ice. The Kodiaks improved to 3-3-0-0 in the Pacific Junior Ice Hockey League. In the first game, twin brothers Spencer and Scott McHafflie and Darcy Rai did the heavy lifting. Spencer McHaffie scored four goals, with his brother picking up an assist on each one. Rai finished with five assists. The game was pretty much over thanks to three goals in 46 seconds in the first period by Aldergrove. The Kodiaks led 4-0 at one point before the Panthers scored a pair of power-play goals late in the period to make it 4-2. But Aldergrove scored three times in the second and then twice more in the third before Port Moody had the final goal of the game. Brandon Dolby, Jean-Phillip Bouchard, Jackson Wanick and Stefan Gonzales had the other Kodiak goals while Brendan Sharp made 30 saves for the victory.
