Jim Irwin of Zaks Town Trader in Olalla’s recent acquisition of an old safe comes with a story to tell. Keremeos’ first pharmacist, John Campbell, was the first owner of the safe. His first business in the 1920s was housed in the building currently occupied by My Town Realty. In 1936 he moved to his brand new building at 615 Seventh Avenue, currently housing Berg’s Oxe Yoke store.

The safe was installed there in the 1930s, where Campbell operated the “Red and White” pharmacy until 1947 when he sold it to the Andrews family who operated it as a “United Purity” store until the late 1980s. The safe was purchased by Charlie Olsen, a well known locksmith and saw sharpener. It still has Campbell’s name on it. On September 28, the safe was moved to its new home in Olalla, and can be viewed at Zack’s Town Trader in Olalla.

respondence from Healthy Families BC Communities and a thank you note from the Social Planning and Research Council of BC for proclaiming June 2 to be Access Awareness Day. Council also approved a regional district request to approve solid waste collection and drop off services

to be extended to Indian Rock and Cottonwood Lane areas of Electoral Area “E”. The request was being asked of every stakeholder in the RDOS garbage collection service area. CFO Rob Hager told council the village budget was at or near budget so far, with legal costs up this

year. The roads budget came in under budget by roughly $20,000 after this year’s road works projects were completed. Highlights of the June 30 budget variance report: - building permit revenue reflects slow market, at 40 per cent of budget. - sale of equipment

has raised $6,700 that had not been budgeted. - borrowing revenue for 2012 was for the purchase of the dump truck and will meet budget. - grant income will meet budget. - investment income will be at or near budget. - legislative expens-

es should be down $3,000 due to reduced travel and conference expenditures. - financial implications of the June 30 variance report suggests that there are no obvious financial concerns or implications that will require addressing. Council voted to receive the budget vari-

ance report. Question period elicited questions and comments regarding the village’s downtown economic problems, the recent granting of $300,000 towards the reservoir project, and the costs surrounding business licenses in Keremeos. Council then met in closed session.

Notes from the regional district By Steve Arstad news@keremeosreview.com The regional district board agreed to endorse the following committee recommendations: Committee Recommendations - adoption of the Crown Land Telecommunications Public Consultation policy. - the Manufactured Home Park Zones bylaw. - the Bed and Breakfast Regulations review. - Short Term Vacation Rentals bylaws. - Temporary Use Permits, Enforcement Approach. - Smoke Control bylaw, with amendment for $10,000 grant to include education as well as enforcement. Kudos to R-D Chair Area “D” Director Tom Siddon took note of RDOS Chair Dan Ashton’s

dedication to duty, commenting on Ashton’s regular support and interest in meetings throughout the regional district. Siddon observed that Ashton could often be seen at town hall and other meetings throughout the regional district. Emergency Service policy Area “D” Director Tom Siddon requested information on regional district emergency services policy following recent revelations concerning the Peachland wildfire, where it was revealed by CHBC news that Peachland’s fire department was not told of the fire for 20 minutes, as it was just outside their fire protection area. Siddon wanted to ensure that regional district policies weren’t so rigid that fire departments wouldn’t jump on out of boundary wildfires. Similkameen Valley Zoning bylaw The Similkameen Valley Zoning Bylaw was given first and second readings

and will proceed to public hearing. At its meeting of September 6, 2012, the Planning and Development Committee of the Board considered and supported a series of amendments that seek to bring consistency to the Manufactured Home Park One (RSM1) and Manufactured Home Park Two (RSM2) Zones across Electoral Areas, and to remove inconsistencies and repetitions that exist between the Campsite and Mobile Home Park Bylaw No. 713, 1982, and the various Electoral Area Zoning Bylaws. At its subsequent meeting of September 6, 2012, the Regional District Board approved first and second reading of a new Electoral Area ‘H’ Official Community Plan Bylaw No. 2497, 2012, and Similkameen Valley Zoning Bylaw No. 2498, 2012. Area “B” Director George Bush was the lone opponent to the motion to proceed with the bylaw.

Mining major showing interest in Similkameen property By Steve Arstad news@keremeosreview.com WestCan Uranium Corp. (Symbol WCU.V), recently announced in a press release that the company’s management “is reacting to the recent surge in the market activity and is actively pursuing potential joint ventures on its holdings in the Hedley Gold Basin of Southern British Columbia, located 230 kilometres east of Vancouver.” The total land package involved covers approximately 16,000 hectares. Westcan’s project has attracted the attention of a senior Canadian based gold producer. Westcan was approached by the senior mining company earlier this year, (which cannot be named at this juncture due to confidentiality issues), to review the properties held under option by Westcan.

Two geologists have been sent to the area to evaluate the historical data which has been assembled over the winter, by Grant Crooker, a Similkameen based geologist who is Westcan’s qualified person for the project, and the vendor of 11,000 of the 16,000 hectares. The area concerned has been broken down into six target areas; the WP, Chevron, Blitz, Lookout, Paul and Kel, based on geological, geochemical and geophysical parameters. Westcan previously issued a news release on the WP target (see Stockwatch Feb. 8, 2012) and has finished the examination of the second of the six target areas, the Chevron target (see Stockwatch Feb. 23, 2012). Although to date there have been no discussions as to details of a potential joint venture, interest from the major is continuing.

Work on the properties is currently being carried out by Westcan for assessment purposes, and the Westcan intends to announce details of a financing shortly. The emphasis will be on the flow through units, as the property is eligible for the “Super Flow Through” tax incentive program. The Hedley Formation is considered to be the most favourable host rock for gold-skarn type deposits in the Hedley District, and hosts the strata-bound gold-skarn deposits at Nickel Plate Mountain. Gold production at Nickel Plate Mountain commenced in 1904 and continued until 1996 with production of 2,524,313 ounces of gold from the Nickel Plate and Hedley-Mascot mines. Regional burning bylaw discussed once again at regional district at committee meeting Discussion continues as board works toward adoption of contentious “best practices” burning bylaw By Steve Arstad news@keremeosreview.com Regional district directors attempted to clear up issues surrounding the smoke control bylaw when it came before the regular meeting of the board on September 20. Area “A” Director Mark Pendergraft declared his non support for an endorsement of a recommendation brought forward from the Environment and Infrastructure Committee’s September 6 meeting, saying he couldn’t support it in its present form because his constituents living above the valley floor had no issues with smoke. Oliver rural Director Allan Patton asked if the bylaw could specifically exempt Anarchist Mountain, but Pendergraft replied that his constituents were pretty much unanimous in their rejection of the bylaw. Marijuana debate presents two tough choices One of the hottest topics at the recent Union of BC Municipalities convention in Victoria involved a resolution surrounding the decriminalization of marijuana. The convention delegates voted in favour of decriminalization by a narrow margin, a vote that was probably quite reflective of societal thinking in general on the issue. It’s a tough subject to take a firm stance on. The criminal activity associated with marijuana production and use seems reminiscent of the days of bootleg alcohol and Prohibition. One can’t help but think that decriminalization and regulated use of pot would take away its attractiveness to criminal organizations, but at the same time there is the aspect of marijuana’s role in the importation and use of more powerful and more lethal drugs. The RDOS’ top cop, Brad Haugli, expressed his view to the regional district board on more than one occassion that the trade in marijuana - in B.C. - involved use of the drug as a trade item for other drugs like cocaine and ecstacy. He also pointed out that deregulation in the provincial jurisdiction of B.C. would create even more opportunities for the criminal element to provide pot to other jurisdictions where the substance is still illegal. Still, we can’t help but wonder - especially when one looks at the regulatory industry created by the strict enforcement of marijuana laws in certain U.S.states, where virtually whole economies are created from law enforcement with regard to what many people see as a recreational drug - whether deregulation might not ultimately be the best of what are ultimately two poor choices at best.

Strict attention to curbside pickup rules isn’t reasonable By Steve Arstad news@keremeosreview.com The garbage police struck my residence last week. It was a recycling week in my neighbourhood, and along with a couple of blue bags, I placed a cut up cardboard box underneath the bags at the end of my driveway. When I got home from work that afternoon, the cardboard was still at the curb.A sticker had been placed on one of the pieces, indicating that the cardboard had not been picked up because it “Cardboard must be flattened and bundled .” I couldn’t believe it, looking at the four pieces of cardboard lying there, waiting for an errant wind to blow them all over the neighbourhood. I measured the pieces with my foot. Were they oversized? Guilty as charged - they mearsured two feet, four inches by four feet, instead of the required size (two

feet by three feet by six inches). Were they bundled, as in tied together? Again, guilty as charged. When I broke the box down, I realized the pieces were large, so I cut them in half. It seemed to me that they were of a reasonable size at that point - and since I never committed to memory the exact dimensions allowed, I figured the pieces were of a reasonable size for pick up. In short, I believe I did my due diligence in obeying the garbage edicts. The three pieces of box didn’t seem to me to be such an onerous or difficult lift that I needed to waste another five minutes finding twine to tie them together. They sat underneath the blue bags, a straightforward pickup for any reasonably able bodied individual. I guess I was wrong. I had forgotten that I was dealing with a monopoly, not a company that has to compete for my business.

World weary reader shares random thoughts To the Editor: As the sunset of my life moves closer and the ticking of time seems to have found a faster beat - I have this to ponder. It has been said that it only takes one shot to start a war and I believe it takes a minority of dumb people to screw up the entire yard of the universe. The free world we live in is a crock - as like the old Earnest Tubb song reminds me - porkos are walking the floor over us. Take the tiny part of mother earth called Olalla for instance where I came to retire by choice and absolutely love it. Our rookie Area “G” director (what’s her name) recently sent out a bulletin I received on September 25, 2012 responding to some serious questions asked by Olalla residents way back on September 8. The boil water notice was certainly inadequate as it failed to mention what I consider a most important and immediate concern. My concern is children need to be constantly reminded 24/7 not to drink out of taps and garden hoses etc. as the heat of this long summer can be especially inviting to quench the thirst of a child - the mentally challenged and all those people who may have a very short memory. Personally I will now go with the flow by not attending these mostly uninformative meetings put on in the distant future by those elected that know not what. Olalla is my home and the free for all, be it filth or cleanliness that is all part of my tiny pristine geographic domain . so live and let live - cheat if you can and take what you can get as times are wasting, even for porkos that think they have the cure for what ails the entire planet. I intend not to sweat the small stuff by ignor-

ing the down-side in Olalla such as pollution filth and neglect - residents that care know the rest and can fill in the blanks. As far as planting trees, etc. do what I did buy your own trees and dig your own holes as I did with the assistants of two old hands and a shovel. The absence of white-shirts where some are so smartly starched they are actually stupid and fortunately the main mouthpieces reside on the other side of the fence far away and out of touch with the basics of our everyday life. High buildings that block out the sun and new bridges that tend to overflow onto the same plugged arterial highways and by ways as humans much like ants shuffle too and fro resembles the near completion of a disastrous nightmare on roads going no where. Unfortunately, babies born today will never know what life was like way back then as clean air cannot be stuffed into the books of history. Even in these days of electronic marvels that will eventually contaminate fading air quality and perhaps electrocute the brain of planet earth as her airways plug - her lungs collapse along with all life forms with the idiot man the first to go. Hard to write anything positive in this day and age unless you lie - are completely drunk - slur your words - lose your mind or become a porkatician chomping away on Pork Chop Hill. I am open to suggestions on what would be nice to write about - any takers? being above ground for another day is not one of them. P.S.The hunter that shot a grizzly bear was at least mauled before the magnificent animal succumbed to gunshots made me happy and sad at the same time - only for Yogi. Tom Isherwood, Olalla

What the Arab riots are really all about To the Editor: The Arab riots are about a lot more than a video, it’s about people’s basic human rights, including the right to choose lifestyle, career, and who to live with. It’s a fight by Muslim men to retain what they insist is their right to undisputed control over their families. Through the centuries they have been using religion and claims about preservation of honour as a means to force their will on women and children. The Islamist Muslims are concerned about the liberal lifestyles practiced by western societies, and they are afraid that Muslim women and children will persist in adopting those lifestyles. Burning the American flag will change nothing.

The real ‘culprit’ is “mass media”, the evolution and proliferation of YouTube, Facebook, television, cell phones, and all those tablets. People around the world are being “connected” like never before. There are no more secrets. Sharia is nothing more than a religious moral code, and just because Muslims commit to serve their God does not obligate anybody else to do the same. It is everybody’s basic human right to chose whether or not they want to believe in a God. Fighting the infidel is the wrong battle. Instead, they need to declare war on poverty, separate from their tyrannical culture of hate and suppression, and embrace a future that includes education and employment. Andy Thomsen, Summerland

Sign vandalism is the work of a true loser To the Editor: I was driving down the highway between Cawston and Keremeos, and I noticed that someone has spray painted the word “Go” over “No” on the “No National Park” signs with green paint. Most of the signs were hit, so it was not a random incident. I’m not mad, but I feel sad for the person that did it. To that person - your crime has nothing to do with the park, but it must be about our basic right of free speech.

You must be of low ecucation to not understand this. We live in a country where you can say the government sucks, it’s corrupt - whatever. The police do not come to arrest you, torture you or even kill you.They already know that half the people don’t care and the other half aren’t listening. Similkameen Elementary Secondary School inter school sports wrap up By Steve Arstad news@keremeosreview.com The Similkameen Elementary Secondary School grade eight girl’s volleyball won two games against Kettle Valley School during an away game on September 25. The SESS boys soccer team hosted Osoyoos winning 3-0, also on September 25. On September 26, the senior girl’s volleyball team played Summerland at the school, winning

three sets, while the boy’s soccer team played Princess Margaret school at SESS in a contest that saw Maggie win by a score of 5-2. Finally, the junior girls volleyball team lost to the Maggie grade nine team, two sets to one on September 27, losing 3-0 to the Maggie 10’s as well. The junior girl’s volleyball team participated in a weekend tournament at University of BC Okanagan on the weekend, placing 13/16. The SESS boys soccer team will be hosting the Valleys on October 18-19.

Legendary rocker John Fogerty proves he still has a rock and roll heart Central Okanagan’s turn to be treated to the guitar mastery of John Fogerty By Steve Arstad news@keremeosreview.com Legendary swamp rocker John Fogerty rocked a near capacity crowd at Prospera Place on September 27. It was Fogerty’s second appearance in the Okanagan in as many years - last summer he performed at the Vernon Speedway in a widely appreciated show. Thursday night’s crowd at Prospera Place got everything they were hoping for, and more, in an energetic, slickly put together show that featured multiple video screens centred on Fogerty and a constantly changing backdrop of segmented screens behind the band that offered video clips, colours and images that went along with each song. Fogerty appeared to have found some inner peace following the tumultuous years after the breakup of Creedance Clearwater Revival and a long running dispute with his record company in the 1970s and ‘80s. He was a congenial host, complimenting Kelownians on the natural beauty of the area, and taking the time at a couple of junctures to talk to the audience. In a recent interview with Fogerty by the Edmonton Journal, he described his present situation:

John Fogerty brought an energetic performance that included a great light show and pyrotechnics to Prospera Place in Kelowna on September 27. “I’ve had some different paths through this life and am now at the point where I just think it’s wonderful that I get to play music and that people still want to see me perform. I’m writing songs and playing guitar licks, and I’m glad that I’m in a line of work that allows me to do this at 67.” That attitude was evident on Thursday night. He delivered a non stop, high energy show after what seemed like an overlength lead up, not taking to the stage until 8:40. A leadup video outlining highlights and facts about his career was interesting - Fogerty runs 10 kilometres a day, and still practises four hours a day, for example - but the presentation lasted too long. Nonetheless, once Fogerty took to the stage, he had the audience wrapped around his masterful guitarist’s finger for a solid two hour plus performance. He started things off with the CCR tune, “Hey Tonight”, following that with several other easily recognizable CCR hits before moving on to some solo material, interspersing recognizable mainstream hits with other work that hasn’t generated the airplay it should have. Leading up to the CCR hit “Who’ll Stop the Rain?” Fogerty described the inspiration for the song, coming after performing at Woodstock after having

their set time moved from 9 p.m. to 2 a.m., following a performance by the Grateful Dead. One lone member of the audience, still awake, shouted encouraging words to Fogerty, who wrote the song in the days following. One could probably attend a Fogerty concert several years running and not hear the same music twice. The veteran musician has a huge repertoire of songs to choose from, from the years with CCR, to his Blue Ridge Rangers albums and his solo career. Flannel shirts, a Fogerty signature, were evident in the mainly late middle aged boomer crowd, mainy of whom were on their feet from the first song. One woman insisted on dancing most of the evening away in the aisle -while still on crutches. The evening ended after a three song encore - which included my all time favourite Fogerty song - “Bad Moon Rising” with Fogerty’s playfulness evident in his rendition when he sang, “There’s a bathroom on the right” instead of “There’s a bad moon on the rise”- which, by the way, is another Fogerty nuance. He’s covered the North and South Okanagan now - hopefully he’ll complete a triple play at the South Okanagan Events Centre sometime in the near future.

Grist Mill Hosts Montessori Visit

Contributed Forty-two Kindergarten to Grade 6 students with their teachers visited The Keremeos Grist Mill and Gardens last week. Principal, Bonnie Williams of Okanagan Montessori Elementary in Kelowna commented on the importance of keeping the heritage site open so that youngsters can learn through experience about pioneer history in our region. Keremeos Grist Mill and Gardens staff and volunteers gave the youngsters an active and educational three hours. On Sunday, October 7 Keremeos Grist Mill and Gardens holds it’s annual Apple Day event, a celebration with a barbecue, apple display, childrens games and plenty of down home music. Grist Mill and Gardens admission to the site and exhibits is $6 for adults, $5 for students and seniors with youngsters under five years, free. A major part of Apple Day is The Apple Pie Baking Contest. Deadline at the contest table at the Grist Mill is 1 p.m. October 7 with judging at 2 p.m. and apple pie sales at 3 p.m. Inquiries call 499-2638. Galileo’s discoveries are proof of his abilities as an astronomer

Unless you go to bed early, you must have noticed that bright object hanging over the eastern hills in the late evening. It is the planet Jupiter, the fifth planet out from the Sun - we live on the third. Being so bright and unmissable, it was discovered so long ago that we have no record of it. However, we do know that when Galileo got hold of a telescope in the 17th Century, he was the first person to point a telescope at Jupiter. What he saw was

important in leading him to his conclusion that the Earth and all the other planets orbit the Sun. The official opinion at the time was that everything, with no exceptions, orbits the Earth. If you have binoculars or better still, a small telescope, you can see what Galileo saw, and check his conclusions for yourself. Actually, even with cheap optical equipment, we can get a better view than Galileo did. On the occasion of the recent anniversary of Galileo’s discoveries, a cheap but remarkably good telescope kit appeared on the market. It can either be set up as a conventional modern telescope, or in a configuration similar to that used by Galileo. Trying this mode of observing shows two things: firstly that

telescopes have improved enormously since the 17th Century, and secondly, that Galileo must have been an intensely dedicated observer. These evenings, Jupiter rises during the evening, and around 10 p.m. you should see Jupiter rising spectacularly in the east. It looks like a very bright star, but if you look carefully you will see that it is not twinkling, which on most evenings is a good indicator that you are looking at a planet. Through binoculars or a small telescope, Jupiter itself appears as a tan disc, crossed by two or more darker belts. If Jupiter were higher in the sky, more magnification will show the cloud belts more clearly. However, close to the horizon our turbulent atmosphere makes using high magnification a

waste of time. What stands out very clearly is the presence of up to four faint, starlike objects, in line with the planet, like beads on a wire. If you do what Galileo did, and observe every night, sketching the positions of the planet and those “stars”, you will see their positions changing from night to night, with sometimes only two or three of them being visible. Galileo concluded correctly that he was seeing four of Jupiter’s moons, and that they are in orbit round Jupiter, all in the same plane, like marbles rolling around an invisible plate and us seeing the plate from edgeon. Galileo wanted to call them the Medician Stars, probably to get him on the good side of Cosimo Medici, Duke of Tuscany. However, they were officially named

Io, Europa, Ganymede and Callisto, and collectively, the “Galiliean Satellites”. Even today, when we know what is going on, interpreting those changing positions as a evidence the bodies are orbiting Jupiter takes quite a bit of work. Imagine how it must have been with Galileo, especially using that crude telescope. We know he had a high opinion of himself as an astronomer. Perhaps he was right. Saturn is now lost in the sunset glow. Mars is low in the Southwest after sunset. Jupiter rises around 10 p.m. and Venus around 3 a.m. The Moon will reach last quarter on the 7th. District 53 school report Contributed by Marieze Tarr, Chair, School District No.53 September has been a very busy month for the Board of Education. We had a workshop on governance which was a great learning experience for all of us. The board hosted a learning forum in Keremeos where Superintendent Young gave an overview of the BC Education Plan and how it related to our district achievement plan. We will be hosting these learning forums in all of our communities and it is the board’s hope that through these forums we can engage the public in the work that we do and showcase all the great things that are happening in our schools. In November the board will be hosting community engagement meetings where we will share enrollment, budget projections, EDI results (which indicates the social competence of children when they enter Kindergarten), as well as challenges that are facing the board. We urge the public to attend these important events as this would also be an opportunity for community members to provide input into the Board of Education’s work. Our schools all reported a smooth startup. Our enrollment still continues to fluctuate as students continue to register and students registering with YouLearn (distance learning ) are only coming in to register now. On September 18 our enrollment was 2,344 FTE which is a decrease of 48 FTE’s from September 2011. Changes in numbers that are worth mentioning are at Cawston Primary School which has 20 fewer students than September 2011, and Tuc-elNuit Elementary School which has 21 students fewer than September 2011. At the regular board meeting held on September 26 the superintendent highlighted our district goals as submitted to the Ministry of Education in the district achievement contract: • to improve student success in literacy • to improve student success in numeracy • to support schools in creating safe, positive learning environments • to increase transition and completion rates for all students with a particular focus on Aboriginal students. We are excited about “the hub”

at Oliver Elementary School. The hub is a “one stop shop” for families with various agencies like Public Health, Mental Wellness Centre, Supported Child and Development Program, Okanagan Boys and Girls Club, Ministry of Children and Families, South Okanagan Immigration and Community Services, speech therapy and others. We are finalizing schedules and protocols and the hub is scheduled for a soft opening next week. We also have a new preschool partnership at Oliver Elementary School. Osoyoos Secondary School is starting a golf academy this year and that will tie in nicely with the hockey academy which is already being offered at the school. All of our summer Read and Rec/Rhyme and rec programs were very successful and early data indicates some significant results. These programs run for three weeks in the summer and target vulnerable readers. Our pilot program at SESS with intermediate students was very successful with a 97 per cent attendance; these students will be monitored in the next couple of months and results will be reported in November. Costs for the SOSS project are higher than anticipated and the district together with the general contractor is reviewing the project to determine where reductions of approximately $1.2 million can occur. We are hoping for further information at the regular board meeting on October 24. The board received funding in the amount of $50,000 from the ministry to upgrade playground equipment at SESS and a bylaw was adopted at the regular meeting to receive the funding. The board also adopted a motion to restrict the operating surplus of $1,352,918 to various areas such as technology, staffing, ground maintenance, vehicle purchase, financial/human resources systems upgrade and accounts payable. The board also approved the audited financial statements.
