An estimated $4-million wildfire training centre is slated to open on over 2.1 hectares just south of the Merritt Airport runway this spring, the Ministry of Forests, Lands and Natural Resources Operations announced last Friday. City of Merritt Mayor Susan Roline said the facility will bring nearly $48,000 per year in revenue, which is money that will take away from the taxpayer burden.

said. “The direct benefits are that we now have a $4-million facility that they’re building and 57 employees coming to the City of Merritt and will be living in and buying homes in the community.” The facility will bring an estimated five full-time staff, 57 seasonal staff, four three-person initial attack crews and two 20-person sustained action unit crews. The facility will provide classroom instruction and training that will simulate real-life conditions.

An annual “boot camp,” which was formerly at the Nicola Base, will be held at the new location. The training facility will replace the Nicola Base and is an important move for the Merritt Fire Zone, Kamloops Fire Centre Manager Steve Schell said. “When you’re working with aircraft, it’s nice to be right beside an airport because you can expand operations if you had to,” he said.

New location is a strategic move From Page 1 “There is room for bringing in more aircraft and parking aircraft closer to the airport and it’s just more accessible to our staff when they are responding to fires.” Two helipads were situated at the Nicola Base, but the location couldn’t accommodate expansion. “It only makes sense that if we can locate offices closer to airports, it is a wise thing to consider,” Schell said. “This was one of the locations we looked at, and it just happened that the City of Merritt was able to work closely with us to explore the options and the size of the lot that we needed.” The Ministry signed a 25-year lease with the City, with the option to extend that period for another 25 years. The facility will amalgamate two functions into one building, which are the wildfire response and the training centre. Schell noted that
two groups of 75 students will train there, annually. Each session lasts for about six to seven weeks. Wildfire Management Branch emergency response staff will also train at the facility. The dry weather in Merritt makes it an ideal training area for
providing field exercises, he added. The Ministry said in a release that the facility will improve fire response capabilities in the Merritt area. Merritt has one of the largest fire suppression zones in the province. The Wildfire
Management Branch responded to 107 fires in the 653 hectares so far this year. The new building will be at 4476 Airport Road, which is just south of the Merritt Airport runway. Wildfire crews are sent to over 2,000 wildfires in B.C. each year.
Around 92 per cent of the wildfires in the province are contained to fewer than four hectares. The fire crews help with fuel management activities when they aren’t fighting fires. The Merritt Fire Zone is one of seven areas in the Kamloops Fire Centre.

Students scrape deer hide in workshop

Students at Merritt Central Elementary School lined up to try scraping a deer hide last Wednesday as part of the Nicola-Similkameen School District 58’s initiative to teach students about Aboriginal culture. The workshop comes just a few days before the SD 58 signs an Aboriginal Education Enhancement Agreement with Aboriginal communities and the First Nations Education Council on Oct. 10. SD 58 Superintendent Bob Peacock said the programming is adding to initiatives already started in light of the upcoming Enhancement Agreement signing. The agreement is a program to enhance Aboriginal students’ achievements in schools by promoting language and culture, self-worth and identity, health and wellness, and academics. “What we’ve always attempted to do is
to ensure that nonAboriginal students have as much of an understanding about the Aboriginal culture and history of arts in the Valley as Aboriginal kids, so we try to develop programs that would teach the kids those types of things,” Peacock said. “Each of our elementary schools has an Aboriginal support worker, so they do different activities with kids in the classrooms, whether it’s beadwork, pine needle baskets or different arts activities.” Each class of Merritt Central’s kindergarten to Grade 7 students participated in the 20-minute hide-scraping workshop led by school district support worker Tim Manuel. Manuel demonstrated how to scrape hair from the hide that had soaked overnight in potash before giving students their turns. Manuel said the hidescraping demonstration is the first in a series throughout October about Aboriginal drum making. “This is just the
start,” Manuel said. “It’s been going on, but I think we’re just elevating the amount of activities that we want to promote in the school district. We want to start creating more awareness and educating a lot of the non-Native students as well about First Nations culture and about the different world views.” Manuel said students at Merritt Central, Diamond Vale, and Nicola Canford elementary schools will each end up with one completed drum per about 20 students. “Personally, I think this is long overdue,” Manuel said. “A lot of these kids are connecting with the culture, and who they are.” Kayleigh AntoinePeters was one Grade 6 student lined up to scrape the hide with her class, the 10th group to go through the workshop so far that day. “It’s originally done by a left deer rib,” Antoine-Peters said. “My mom and papa used to do 10 deer in one day and night. I’ve done it before. It’s fun.”

The Community Policing Office, Merritt Speed Watch, and the local school district are among the organizations teaming up for a School Zone Safety Blitz, in a campaign to recognize those who are driving the speed limit around schools.
Once a person is identified as obeying the rules, they are stopped by police and then a child hands the driver a ticket for a free coffee. “It’s a community initiative and I think having the kids involved is huge,” Community Policing Co-ordinator Kelly Donaldson said. “Especially in light of what happened last
week when the little girl was hit, I think this is timely more than anything.” Today, the Bench Elementary school zone was expected to be the first area for positive ticketing, starting at around 10 a.m. Other school zones designated for the ticketing include Nicola Canford and Central Elementary.

VIEWS VICTORIA – My column on skills training a couple of weeks ago gave short shrift to the NDP position: tax the banks and hand out grants for women’s studies, sociology and other worthless pursuits, while skilled jobs go begging. That’s a pretty crude caricature, so I sat down with NDP leader Adrian Dix in his legislature office last week to get a better sense of his thinking on the subject. Dix has been devoting a lot of time lately to skills training, in trades particularly. He meets frequently with business people now, and his recent speeches emphasize that every one of them talks about the growing shortage of skilled employees. Dix credits Premier Christy Clark and jobs minister Pat Bell with making some good moves recently, announcing equipment upgrades for vocational programs around the province. He says it’s because the NDP have been “pounding away at them for eight months” about freezing advanced education spending in their March budget. Dix calls that a crucial mistake and predicts the government will reverse it soon. “So I think, if we’re going to have a mission for four years as a government, if we’re elected, this is the mission: to start to address the skills shortage,” he told me. In his speech to the recent municipal convention, and again at an NDP provincial council meeting, Dix zeroed in on B.C.’s apprenticeship system.

Volunteers key in warming winter months
PHILLIP WOOLGAR Merritt HERALD Now that summer has given its last effort at heating the Nicola Valley and the leaves are starting to turn colour, it’s time to accept that winter is almost here. For many, winter represents some of the finer days of the year, whether
it means cross-country skiing on the Kane Valley trails, or the anticipation of opening presents on Christmas Day — or whatever other holiday tradition one might celebrate. This season truly has much to offer in the Nicola Valley. The Merritt Country Christmas Parade has been a landmark event in the community for many years and is recognized as one of the largest night parades in North America. This area’s residents are very fortunate to have so many dedicated

volunteers who have committed their time to making the event such a success and it appears the event has a new sponsor who will organize it this year. Details about that will be released in the coming weeks. Volunteers are also vital in maintaining the ski trails in the Kane Valley. Thanks to members of the Nordic Ski Club, the 50 kilometres of trails are regularly groomed, and the entire area is maintained. But this is just a sample of the many vol-

unteers throughout the community that bring out the best of what Merritt has to offer. The mild climate here also makes it the perfect place to enjoy the outdoors. After experiencing winters in the northern regions of Canada, it quickly becomes apparent that outdoor recreation isn’t a great option on most days. While the ponds are frozen for hockey and the hills are covered with snow for skiing, the temperature is often too cold to enjoy the outdoors. The Nicola Valley

Liberals took it from trade unions and set up a Crown corporation called the Industry Training Authority in 2004, the completion rate for apprentices has fallen to 37 per cent, he said. Dix assured me he isn’t proposing to “blow up” the ITA, or hand control back to unions. They will have “a voice,” along with business. Speaking to the NDP executive, Dix referred to Phil Hochstein, president of the non-union Independent Contractors and Businesses’ Association, as the symbol of the trades training decline. Not surprisingly, Hochstein has a different take. The 37 per cent figure is misleading, Hochstein said, because under the ITA there are currently 32,000 apprentices in the system, twice as many as when it was union controlled. Many drop out in the first year, and Alberta claims a better completion rate because they don’t start counting until the second year. And when Dix touts Alberta’s “mandatory” trade system, Hochstein said he means returning to a system where all work is restricted to journeymen or registered apprentices of that trade. “What it does is impose union jurisdiction on the training system of the entire construction industry,” Hochstein said. “So multi-skilling, multi-tasking, organizing the work in the most efficient way is blown out of the water, and it’s stuck in the old craft system of training.” The marketplace has spoken on that restrictive system, he said, and unionized construction is down to about five per cent of the market, based on payroll. Hochstein said the NDP talks a great game about getting more young people into trades. But when unions have the upper hand, they will always favour seniority. A quota of two apprentices per journeyman means another one can’t be hired. Dix agreed with me that the public school system has over-emphasized university, to the detriment of not just industrial trades but lab techs, chefs and other skilled workers that are in short supply. As B.C. Federation of Labour president Jim Sinclair recently noted, tradesmen themselves often don’t encourage their kids, because they’ve been told all their lives that they are “tool monkeys” in a dead-end job. Pot decriminalization requires scrutiny Dear Editor: We need to pay more attention to the potential results of decriminalization. Were we to outright decriminalize possession, it would increase the number of private growers, and it would remain nontaxable due to the under-the-table attitude. However, you’d see a lot more of these private growers working by and large for themselves, and people they trust, and engaging in the criminal acts of selling; the largescale trafficking would remain in the hands of the criminal element. Following so far? For-profit grow-ops cater largely to exporting, and roughly 1.315 million pounds
(or about 600 metric tons, 600,000 kg) is exported yearly. That is a large volume, which is somehow making its way out of B.C., into the U.S. and other markets. By decriminalizing marijuana, we will see a short-term boom in marijuana in BC, but over the long term, less and less money will be finding its way into pockets of organized criminals and gangs in B.C. itself, and sale of marijuana here by gangs will begin declining sharply. This will free up an everincreasing amount of resources for police, particularly in tracking the very people responsible for the export of marijuana from B.C. Those who don’t want to
smoke pot don’t have to, won’t have to. Pot will share a couple similar restrictions to cigarettes (no smoking for minors, in businesses, and so on), alcohol (must be sober to drive, no smoking in public places, not to be used or present in businesses), and will still not be available over a counter. We hold people responsible and accountable for their choices and actions in most everything with a system of law and regulation. I think it’s time we redefine where marijuana stands in our legal system, and to place it among alcohol, tobacco, and Salvia. Joe Skipsey

Arts Council celebrating 30 years Festivities include an artist showcase and a dance workshop By Phillip Woolgar THE HERALD

With the Nicola Valley Community Arts Council turning 30 this year, the group is preparing for two celebratory events. “We are really happy that we’ve been able to survive for so long, especially when it’s been difficult for all organizations to get volunteers and to be financially sustainable,” said Arts Council President Christine Dooley, whose been a member since 2005. “There will be a gala and a dance workshop to celebrate.” The Council has applied for a $5,000 B.C. Government Community Gaming Grant from which they intend to host a gala. Dooley expects a result of their grant application to be announced in the next several weeks. “We still want to have the gala,” she said. “Even if we don’t get the grant, we’ll just have to scale back a bit.” The first night is

scheduled to feature a Night for the Arts showcase of the various talented artists in the Nicola Valley, both past and present. The evening will also feature an acknowledgment of supporters in the arts. The second night is set to feature a free dance workshop for people of all ages. More details are set to be released, and the scale of the celebration depends on whether funding is approved. No dates have been set. “If it’s getting late in the year, then we will be having it this spring,” Dooley noted. The Arts Council has worked since its creation to develop cre-
ativity and art throughout the Nicola Valley. Initiatives include special events like the annual concert series, community concerts and exhibits at the Courthouse Art Gallery. In its 30th year, the Arts Council is aiming to increase its participation in “promoting and fostering the arts.” The annual Community Concert Series is set to begin on Oct. 12, and will be hosted at the Merritt Civic Centre at 1950 Mamette Ave. The acts that are expected include comedian Lorne Elliott (Oct. 12), musician John Lee Sanders (Dec.

Pride of Merritt competes at 2012 Pacific Forest Rally When she’s not taking care of patients as a nurse at a local hospital, Merritt’s own Nicki Beverley takes care of business at various rally events across Canada and the U.S. Several years ago, the 24-year-old would-be driver got talking to some of the competitors at the annual Pacific Forest Rally in her hometown. After watching the drivers “come around the corners and go over the cattle guards ridiculously fast,” she was hooked on the sport. “My first real rally was
in 2005, when I competed as a teenager in a TSD rally in Kamloops as a novice,” Beverley said. “I did terribly, but had the time of my life and it was a great introduction to the sport.” Beverley could not afford to actually compete in those days, so she volunteered with the Westcoast Rally Association and worked every position — from marshalling to stage commander — to learn as much as possible about her new passion. From there, Beverley
moved on to the organizational side of rally competitions and helped to run many of the regular Westcoast rallies — Heart of Darkness, Mountain Trials, Big White Rallycross and PFR — always with the ultimate view of competing. The opportunity to actually compete in a performance stage rally came at the 2011 PFR, and Beverley has never looked back. In the past year, she has also competed in the long, cold Alcan 5000 Rally from Seattle, Wash. to Anchorage, Alaska, as well
as the Baie des Chaleurs in Quebec. With a solid season behind her, Beverley says she feels very comfortable in a rally car and “loves racing in Merritt where the roads are incredibly challenging compared to other venues in Canada.” The 2012 Pacific Forest Rally, which will be held on Oct. 12-13 in the Nicola Valley, will mark the 57th rally that Beverley has attended in one capacity or another, and the 9th stage rally in which she has been a co-driver.
