being offered an introductory deal when the new tolled Port Mann Bridge opens in December. The province last month unveiled half-price tolls for regular motorists until at least the end of February, and those who sign up by then get the 50-per-cent discount for a full year. The discount is 25 per cent off the $6 toll for light trucks and cars hauling trailers, and one-third off the $1.50 motorcycle toll. But drivers of semis and tractor trailers get no such break – they’ll pay the full $9 per crossing toll for big rigs from the outset. “It’s not fair,” says Surrey trucker Jason Law. “There’s nothing for us. Everybody’s getting these discounts except the trucks.” Jason Law Law hauls lumber in containers from a North Surrey sawmill to Vancouver port terminals and crosses the Port Mann four to six times a day. At $9 a crossing he figures he stands to pay up to $12,000 a year since neither his employer nor their customers appear likely to pick up the cost of tolls. “That’s a good chunk of money,” Law said. “Every truck driver around is pretty choked about these tolls. It’s just crammed down your throat and this is what you’re going to pay.”

A YOUNG man accused of murdering North Delta teen Laura Szendrei two years ago admitted in court Thursday that he killed the 15-yearold. The accused, who was originally charged with first-degree murder, entered the surprise guilty plea to second-degree murder in Surrey Provincial Court on what was scheduled to be the last day of his preliminary hearing. Because the killer was a minor at the time of the crime, he cannot be identified under the

Glitches during first week of new waste pick-up program to be expected, Surrey says

City ‘asking for a little bit of patience’

collection system got off to a good start last Monday (Oct. 1), but it was not without some glitches. Rob Costanzo, Surrey’s deputy operations manager in the engineering department, said about 1,200 out of 100,000 Surrey residences in the program had not received the new garbage carts from the city in time. As well, some garbage pick-up was late, and some residents were having trouble finding space for the carts. None of that is unexpected and all of it can be sorted out, Costanzo said. “We anticipated that we would have some bumps and grinds,” Costanzo said. “We’re just asking for a little bit of patience.” Costanzo said the launch actually went better than expected, with 90 per cent of Surrey residents putting out the proper combination of garbage carts on Monday. “Once the dust settles, we firmly believe our customers will see this is just a fantastic model for waste collection.” As part of preparing for the roll-out of the new service, Costanzo said the city required the contractor to have extra trucks in reserve to cover missed pick-ups. That was good news for Surrey resident Mike Kristensen, who said none of the six detached houses on his 19A Avenue cul-de-sac near 160 Street got picked up Monday. Kristensen said he kept getting busy signals when he phoned the city’s waste hotline to report the problem. Late Tuesday, two trucks came by and emptied both his bins. Rob Costanzo South Surrey resident Ralph Semple, who lives in a townhouse on 24 Avenue near Highway 99, had a different problem. He said his small garage doesn’t have enough room to store the three large-size bins dropped off by the city. He intends to get the smaller waste carts. Costanzo said less than 10 per cent of Surrey residents have asked for smaller or larger. What the city is asking for, he said, is for people to try the bins for “two or three weeks” before they decide if they want something bigger or smaller. On a related matter, Costanzo noted some callers have been asking which bin to use for disposing of dog waste. The correct answer, he said, is none of them. The Metro Vancouver website says pet waste should be disposed by flushing it down a toilet or composting it in the backyard. Esther Bérubé, a Metro Vancouver project engineer, said cat feces should not be flushed because they may contain parasites that could harm aquatic wildlife. While technically banned from garbage, too, Bérubé said small amounts from a household with one to three cats, double-bagged, can be “tolerated.” She also recommends against flushing cat litter, even the “flushable” variety, because it can clog the sewage system.

McEwan rendered his decision last Monday in B.C. Supreme Court in Vancouver. He said the taping of the phone calls was a breach of client-solicitor privilege and, when combined with the other issues, was “hazardous to (Bacon’s) psychological health and integrity.” It had been the position of the authorities at Surrey Pretrial Services Centre that the calls were accidentally recorded due to a technical error and that the problem had been rectified. However, McEwan said it appears the phone system remains vulnerable to abuse, and this remains a “significant concern” if Bacon is returned to the centre. He ruled that Bacon must be provided with a phone system for calls to his lawyer that is “not vulnerable to breaches of solicitor-client privilege, intentional or accidental.” He also ordered that any recordings of the previously taped calls still in the possession of the Surrey Pretrial Services Centre be turned over, and that Bacon’s legal costs be covered.

Delta Police said the family was aware of the plea agreement and endorsed it, knowing that the Crown is seeking an adult sentence. Szendrei’s parents left the courthouse Thursday in tears and did not speak with media. Delta Police spokesman Const. As well, if raised to adult court, he would receive an automatic life sentence and wouldn’t be able to apply for parole for up to seven years. A youth sentence for second-degree murder is a maximum of seven years, only four of which can be served in custody. A sentencing hearing is scheduled for Feb. 18-21 in Surrey Provincial Court.

Big rigs: 50% discount between the hours of 9 p.m. and 5 a.m. Unlike other drivers, truckers won’t have the option to buy a monthly pass giving them unlimited crossings either – something Law said would help. Paul Uppal, a Canadian Auto Workers’ union official who represents container truckers, said many other big rig drivers are in the same position – needing to take the Port Mann regularly or facing a long, inefficient detour if they use an untolled bridge. “It’s definitely unfair to the drivers to take on this extra expense – on top of all the other expenses that have been rising, such as fuel costs,” he said. B.C. Trucking Association president Louise Yako said it’s “disappointing” the first-year discount wasn’t extended to big trucks, adding she’s heard some complaints. “But I think most of my members are taking a look at the bigger picture and seeing there’s a very good opportunity for improvements in trip times,” she said. “I think they’re taking the long view on this.” If transportation ministry estimates of the expected travel time savings are accurate, she said, paying the $9 each way should be worthwhile. Port Mann/Highway 1 project spokesman Max Logan noted large trucks are being offered a 50-per-cent overnight discount if they travel between 9 p.m. and 5 a.m. – an incentive that aims to reduce peak period congestion by encouraging more big

open later in 2013. “Everyone always wants as much of a break as they can get,” he said. Yako agreed the overnight discount is welcome but said she doubts many truckers will switch to late-night runs in order to save on Port Mann tolls.

“I don’t think that’s really going to (be an incentive for) a change in behaviour,” she said. “Most truck drivers don’t get to choose when they’re going to be travelling from point A to B. That’s dictated by customers.

The changing food chain

he massive and unprecedented recall of beef that emerged from a Brooks, Alberta processing plant should cause people to pause and think about the food chain, and how demands for low consumer prices may have a long-term effect that goes far beyond this recall. The way that meat goes from farm to the table has changed dramatically in the past 50 years. There used to be many more slaughterhouses than there are today. They were smaller and, by today’s standards, pretty primitive. There were several in B.C., including what was once called Pacific Meats and later Intercontinental Packers, in South Vancouver. There were also many small slaughterhouses, including Borsato’s in Langley and others. B.C. farmers and ranchers produce a large supply of cattle for the meat market each year. But for the most part, they are now shipped off to huge feed lots on the Prairies for a final fattening up before being butchered. A few farmers and ranchers raise some cattle to full size and sell meat to customers or specialty butcher shops directly. In virtually all cases, this meat is more expensive – but it comes with the assurance that the final consumer knows just where the meat originated and how it has been handled. Almost every large grocery retailer buys beef from a handful of huge plants, such as the Brooks facility. It has been estimated that up to 40 per cent of the beef sold in B.C. comes from that plant. That’s why the recall list is such a long one. Years ago, the much-loved Woodward’s chain used to have an annual grass-fed beef sale, from cattle on the Douglas Lake Ranch, owned by company president Chunky Woodward. It was a huge success. Grocery chains today have to offer low prices to get customers in the door. Getting good value for your dollar has never been more important. But as details about the recall emerge, it seems clear the volume of cattle moving through the Brooks plant and the sheer difficulty in keeping E.coli infections under control are major factors in this serious health issue. And this is serious. It’s not just ground beef that has been affected, but steaks and roasts. These cuts have rarely been reported as being infection risks in the past. It is vitally important to cook meat thoroughly, and instructions about how to do so are readily available. But it is also important to know where your meat comes from. A push for low prices isn’t a bad thing, but it should never be at the expense of good health.

That’s a pretty crude caricature, so I sat down with NDP leader Adrian Dix in his legislature office last week to get a better sense of his thinking on the subject. Dix has been devoting a lot of time lately to skills training, in trades particularly. He meets frequently with business people now, and his recent speeches emphasize that every one of them talks about the growing shortage of skilled employees. Dix credits Premier Christy Clark and jobs minister Pat Bell with making some good moves recently, announcing equipment upgrades for vocational programs around the province. He says it’s because the NDP have been “pounding away at them for eight months” about freezing advanced education spending in their March budget. Dix calls that a crucial mistake and predicts the government

tive system, he said, and unionized construction is down to about five per cent of the market, based on payroll. Hochstein said the NDP talks a great game about getting more young people into trades. But when unions have the upper hand, they will always favour seniority. A quota of two apprentices per journeyman means another one can’t be hired. Dix agreed with me that the public school system has over-emphasized university, to the detriment of not just industrial trades but lab techs, chefs and other skilled workers that are in short supply. As B.C. Federation of Labour president Jim Sinclair recently noted, tradesmen themselves often don’t encourage their kids, because they’ve been told all their lives that they are “tool monkeys” in a dead-end job. And would NDP student grants be targeted to need? Dix’s answer was a definite maybe.

Good parents dealing with acts of petty crime

While out on my morning run recently I came

across a huge piece of playground equipment tossed at the side of the road on 194 Street and 68 Avenue. Across the street is a neighbourhood park that on any given night provides evening entertainment for numerous families. It seems that someone with nothing better to do thought it would be a good idea to dismantle a children’s playground, either for fun or in hopes of selling the metal. It is absolutely heartbreaking to come across such heartless acts of vandalism. On another occasion, someone used wire cutters to cut down the wall of climbing ropes. We have all read stories over recent months

about the state of Clayton Heights with its crime, overcrowded schools, and now alley after alley of monstrous garbage bins. We are told to watch for things out of the ordinary, but with a transient population of tenants it is hard to know if the people coming and going between houses are renters or robbers. I have had my barbecue stolen off my porch and our street lights are stripped of their wiring every six months. I don’t know if Mayor Watts has toured Clayton Heights in the last year, but it would be nice if a little more thought could be put into approving development or regulating suites until money

is put aside to fund community infrastructure. Those of us that are doing our best to raise kids with a moral compass are having to deal with so many acts of petty crime. It disgusts me that so many teenagers are roaming the streets and their parents don’t seem to care that they have a collection of spray paint cans or hood ornaments. I will continue to do my best to teach my kids manners, respect for property and the importance of family. We will sit down to a family dinner each night and then walk up to our neighbourhood park to play on what is left of the playground equipment. Lindsay Summers

Perplexed over proper poop procedure

While i Am completely on board

with the new waste management program, I am totally stunned that there hasn’t been more information provided to the tens of thousands of pet owners about how to dispose of their pet waste. Let’s face it, those of us that own dogs all “poop and scoop” in our own backyards and deposit the poop bag in our garbage cans. Likewise, when we take our dogs to the park, we poop and scoop and deposit the bag in the receptacles provided at the park. And just to make it even easier, many of these parks also provide the poop bags. I now read in the literature provided with my new waste management carts that I am not allowed to deposit pet waste in the (green) organics cart or the (black) garbage cart, and honestly who would put it into their (blue) recycle cart, so what on Earth am I supposed to do with it? I have thoroughly read the guidelines provided at www. metrovancouver.org that Surrey residents are being referred to for more information about disposing pet waste. The Metro Vancouver website gives us the following options: compost it, flush it, bury it, start a worm farm, or call a pet waste collection service. In the spirit of doing the right thing, I went right down to Petsmart to buy a Doggy Dooly waste system (basically a composter designed for dog waste) only to be told they don’t carry this item (although it was referred to on the Metro Vancouver website). I checked online and found

If I don’t want to go to all of this expense, and I don’t really, I can dig a hole in my backyard, fashion some kind of a cover for

it, buy the composting powder somewhere in Surrey, or online if necessary, and once again, presto, problem solved. Now, while I am going to all of this effort, I am wondering about where all of the poop bags that are deposited in the park receptables are going, and why can’t my poop bags go in the same place? I am also wondering about all of the pet owners who dwell in

apartments, townhouses and condos that do not have access to a backyard – are they going to start digging holes in the boulevards to compost their beloved pets’ waste? I’m all for a more efficient waste management system, but I’m afraid the city has overlooked this issue. What is a pet owner to do? Barbara Porth, Surrey

Liberals have been bad enough reckless spenders, but the NDP will be far worse, make no mistake. If British Columbians don’t want an ever-increasing proportion of their rising (under the NDP) taxes

going to service interest on the provincial debt, they better think twice before voting the super spenders back in. Whatever the flaws of the Conservative party in B.C., we can at least expect them to hold the line on spending and on taxes, and to create a better climate for business here. That will mean more jobs and more revenue for provincial coffers. Experience shows the NDP and Liberals will take B.C. in the opposite direction.

How can humanity justify snuffing out wild animals that stray into human-occupied communities when humans were the ones who came along and procured the animals from their formerly wild territory, clear-cutting their forest homes occupied by them for millennia, to make way for our own homes and infrastructure? Too often it’s only a matter of waiting for wild, stray animals, like cougars and bears, to threaten or attack human inhabitants before the latter act – which is usually to kill such animals. Of course, we could make it a regulation to dose these animals with as much potent tranquilizer as necessary to relocate them alive and well. But it appears that humanity’s superior-minded nature allows its collective conscience to simply snuff such animal life for reacting in their natural, predatory manner, while we humans immorally occupy the former’s longheld territory. Target waste at its source

re: frAnk Bucholtz, “Waste reduction, overhauling garbage,” The Leader, Sept. 27. I am all in favour of reducing waste, but I must disagree with the entire point of this editorial because Surrey’s new Rethink Waste Collection Program is not something to be celebrated. Instead, it should be recognized for what it is, a program that reduces current service levels and penalizes taxpayers for something completely out of their control. The article states Surrey was one of the first cities to contract out garbage collection with immediate savings. I think it goes without saying that in the subsequent years of contracting out garbage collection, the cost to the taxpayers of Surrey has constantly increased. That rate would have been much less if the city had continued to provide garbage collection. I believe the only benefit from contracting out the service is it removes a bargaining chip from the unions. Nonetheless, Surrey’s Rethink Waste Collection Program basically punishes consumers. By making the taxpayer sort the garbage, store the garbage for an additional week because of the reduced service, and financially penalizing any household that cannot maintain garbage within the arbitrarily set limitations, I am not sure how anyone could even try to say this program is innovative. I am sure there are unique family dynamics like blended families, etc. that will be penalized simply because of a large number of children living at home generating more waste through consuming more than your “average” household. What about the families that must keep generations together in the same house just to afford housing costs? The only thing I see from this program is further increases in illegal dumping throughout Surrey which is already a big issue. The Rethink Waste Collection Program is no different than punishing a drug addict for the drug trade. Households are being held accountable for all of the waste made by manufacturers of products. Instead of punishing households for the management of garbage we should expand our efforts to reduce waste at its source, not at its end use.

The CFIA said the intricate web of food distribution systems allowed wide distribution of the recalled beef. Some went from XL to other distributors where it was processed further before going to retailers. Some small retailers and meat markets also repackaged the XL beef, leaving it unlabelled or unbranded and more difficult to identify as recalled. E.coli was first identified in beef trimmings from XL on Sept. 4 but the CFIA did not declare an immediate recall because it wasn’t thought to have reached the marketplace. The first public alerts weren’t issued until Sept. 16.

The Surrey bylaw department mailed a notice of business licence cancellation to the Motel Bollywood at 6670 King George Blvd., giving it 30 days to shut down. Philip Huynh, Surrey’s assistant city solicitor, confirmed Thursday that the business licence has been cancelled and said the 30 days’ notice gives long-term motel guests a chance to find other accommodation. One of the main reasons for the cancellation, Huynh said, was an alleged failure to maintain the guest registry according to the business licence bylaw. “(There were) continued fire safety hazards observed by the fire department,” Huynh said. “Also violations of the Surrey property unsightly premises bylaw.” The owner of the motel did not want to comment on the matter. The owner can appeal the business licence cancellation before council on Dec. 3.

The cafés are free to the public and the first two sessions will be held at the new Surrey City Centre Public Library (10350 University Dr.) from 7-8:30 p.m. in meeting room 120 on the main floor (the location of the 2013 cafés is still to be confirmed). Each begins with an introductory talk by a scientist, followed by an open discussion of the topic. Here’s the rundown: • Oct. 9: SFU chemistry professor Dr. David Vocadlo kicks off the series talking about the role of diabetes as one of the existing conditions that increases the risk of Alzheimer’s disease, and how lifestyle changes could reduce development of the neurodegenerative disease. • Nov. 21: Jonathan Choy, an assistant professor of molecular and biochemistry at SFU, will share details about how the human body protects itself from constant exposure to bacteria, viruses, fungi and other infectious organisms, and how the immune system functions. • Jan. 16: Glen Tibbits, a professor of biomedical physiology and kinesiology at SFU, will unravel the mystery of why a young, healthy athlete dies suddenly in the middle of an athletic event. He’ll talk about the mechanisms behind these deaths and steps to reduce the incidence and impact of untoward electrical events in the heart. • Feb. 20: Chemistry professor Andrew Bennet will examine how the influenza type A viral infection continues to be a serious health problem facing populations worldwide and

how anti-viral drugs are being designed. • March 20: Sharon Gorski, a professor of molecular biology and biochemistry, will explain how cells keep themselves clean and protected from damage by recycling or “selfeating” old or damaged components – and how inhibiting cellular selfeating is being used to improve anti-cancer therapies. Olson’s lawyer, Craig Sicotte told Black Press that he was “happy” Gardner ruled to release her. He had warned his client beforehand that the decision had not been a certainty, he said. Olson is now due back in court on Oct. 31. The date is the same that was set Tuesday for four other women – Diane Young Hale, Christine Carter, Michaela Schnittker and Natalia Borojevic – who are also facing charges as a result of the police investigation. Only Young Hale and Carter appeared in person that morning. Wray told the court that both Schnittker and Borojevic were in the process of completing a diversion program, and that Carter, who arrived at court using a walker and on oxygen, is expected to be considered for a diversion referral. Carter, a Surrey resident, told the court that she doesn’t have a lawyer and won’t be getting one to defend herself against the theft charge that was laid in connection with a March 25, 2007 incident in New Westminster.

judge has dismissed a lawsuit against the manufacturer of a hot air balloon that burst into flames over Hazelmere RV Park & Campground in August 2007, killing two people. The pilot of the balloon, Stephen Pennock, sued manufacturer Aerostar International, arguing the fire was the result of the “improper assembly” or “unsafe design” of the propane fuel line by Aerostar. In response, Aerostar said there was no evidence of a defect in the hose, adding that in over 30 years of building balloons, it has never had what was described as a “pull-out failure.” In his written reasons for judgment released last week, B.C. Supreme Court Justice Gregory Bowden said the evidence establishes the fire was caused when a fuel hose separated from a tank, “allowing liquid propane to spray uncontrollably around the gondola and ignite.” But it was not possible to say exactly why the hose came loose, the judge declared. “… there is no direct evidence of the cause of the failure of the hose,” Bowden said, and dismissed Pennock’s claim.
