technology like tablets, e-books and smartphones have changed the way teacher-librarians do their job, says patricia finlay, a consultant for the burnaby school district’s teacher-librarians.

A student approached Burnaby district teacher-librarian Patricia Finlay raving about what she learned on a website she’d found. The site touted all sorts of wonderful things a new chemical was capable of doing. Finlay looked at the site, and the description of the chemical’s makeup, and asked the student,
“Do you know what H2O is?” The amazing new chemical was water, and the site was a hoax. The situation is an example of the new role that teacher-librarians are playing now that the Internet and high-tech gadgets have seemingly brought the world’s information to students’ fingertips. “It’s a tsunami of information, it’s overwhelming,” Finlay said. “Just because they know how to operate a device doesn’t mean they know how to make sense of what they find.” Today, in addition to introducing

children to books and curating collections in school libraries, teacher-librarians are doing the same with websites and online information. They often research and vet appropriate websites ahead of time to provide to teachers when they’re covering a particular subject, just as they do with books. But they also teach students to do better Internet searches, refine their search terms, and become more independent. Part of the challenge is a trend teachers and librarians call
“satisficing,” a combination of satisfying and sufficient or suffice, said Finlay. In other words, a student’s approach is often “get what I need for an assignment and hand it in.” Teacher-librarians aim to get students to look deeper into their subjects. “They can find all this stuff and make it look good in Powerpoint presentations, but if you ask them afterwards to explain it, they don’t actually understand it.” please see heLp teAch crItIcAL, A4

When the new Edmonds Community Centre opens in the spring of 2013, it will include a children’s indoor playground for kids five and under. Of the $60,000 cost of the equipment, Burnaby-based G&F Financial Group will fund $15,000 in an agreement it reached with Burnaby’s parks and recreation department. In exchange for the partial sponsorship, said a city staff report, the credit union will receive several opportunities for recognition, including acknowledgement on the city’s website, in brochures and the centre’s program guides, verbal acknowledgement during parent advisory committee presentations to Edmonds-area schools, a plaque, participation at the opening ceremony, and the chance to host an annual event or activity in the playground area for 10 years or the life of the equipment, whichever is less. G&F will also receive the right of first refusal for all future sponsorship opportunities involving the playground for up to 10 years. see SpONSOrShIp, A3

Election changes aim to improve voter turnout
Sponsorship ‘not unusual’ ⫸
continued from frOnt page
At a recent council meeting, Coun. Colleen Jordan expressed reservations about corporate sponsorship at city facilities, but declined to comment further upon learning it was a done deal through the city’s parks and recreation commission. However, several council members pointed out such sponsorship is not unusual in the city. Coun. Paul McDonell noted that G&F Financial also contributed $15,000 toward a new bocce court at Confederation Park in time for the BC Seniors Games. For the past 10 years, the credit union, whose head office is located at Kingsway and Edmonds Street, has also sponsored events in the neighbourhood such as the Santa Claus Parade and City Fair, he added. Mayor Derek Corrigan said that Chevron Canada sponsored the weight room at Eileen Dailly Pool so “there is precedence” for the parks department accepting donations for equipment at its facilities. Coun. Sav Dhaliwal, chair of the parks commission, added the donation is in keeping with the parks department’s policy, noting Westminster Savings has sponsored free swims at certain pools for several years and Copeland Arena has sponsorships with several companies for advertising. “It’s just very small advertisements,” Dhaliwal said, “nothing overpowering, nothing that we want to be in everybody’s face.” Corrigan said such sponsorships should be encouraged. “I don’t want to discourage corporations from giving us money because I think it’s always a good idea for us to have that symbiotic relationship of them getting good public relations while we get new equipment,” Corrigan said. “It can be very useful for deferring expenses taxpayers might have to bear, for a little bit of acknowledgement.”
Electronic system will save paper, allow people to vote at any poll in city Wanda Chow

Burnaby council has approved changes to the civic election process it hopes will bring out more voters and improve efficiency. One of the major changes is adoption of the at-large voting concept, which would allow people to vote at any polling station instead of being restricted to a designated location. Previously, under a manual system of recording electors, restricting people to certain sites helped prevent voters from casting more than one ballot, said a city staff report. WATERMAIN FLUSHING The City Engineering Department will be commencing its annual program of flushing and cleaning watermains on October 1, 2012 through until December 31, 2012. This activity may cause pressure fluctuations, some discoloration and sediment in the water supply reaching your home or business. These conditions should be of short duration and do not pose a health hazard. If your water appears discolored after our crews have finished flushing, clear your water by running a cold water tap.

So they might work with teachers to change their assignments from, for instance, “tell me about this animal” to also, “what do you think is the most important adaptation this animal has to live in their habitat?” Arguably, one of the most important roles teacher librarians have today is teaching students critical thinking skills to help them determine whether the information on a website can be trusted. Finlay said she teaches students how to confirm information they find with other sources and how to find out who produces the website, and their point of view. “If you’re looking for information about lung cancer, would you go to a tobacco company site or would you go to Health Canada?” she said. Finlay stressed that teacher-librarians’ role is to show students how to look at both sides of an argument, then let them come to their own conclusions. Even just talking about the biases inherent in some information sources gets students thinking critically. And every once in a while, Finlay has fun with it, having students compare real websites with bogus ones. She’s seen students convinced, after seeing hoax websites, that Velcro is grown on a farm in California and that there’s such a thing as a Pacific Northwest tree octopus. “Some kids are more gullible,” she said with a laugh.

He dismissed the Lau family’s case, with ICBC entitled to court costs. “The result in this case should serve as a warning,” Verhoeven said.”

QUESTION OF THE WEEK:
Beef recall worries Like a nasty computer virus, the XL Foods meat recall is casting a wider net and creating more problems as each day dawns. From the initial recall of beef processed by the Alberta plant between Aug. 24 and Sept. 5, the beef recall has now extended to thousands of stores. Hundreds of products from ground beef to prepared kebabs are on the do-not-eat (or cook-’til-charred) list, even though more than a month has passed since problems were first detected. As many as 10 E. coli cases in Alberta, Quebec and Newfoundland were linked to beef products from the XL Foods plant, where E. coli was initially detected on Sept. 4, and now a B.C. man has been identified as recovering from the illness caused by eating beef processed at XL Foods. This makes the XL Foods beef recall a national issue requiring a thorough investigation if confidence in the Canadian food system is to be restored. Many questions remain about who knew what and when — and what was done about it. The laxity of procedures at the plant and the length of time it took to identify the meat products affected could have put people’s lives in jeopardy. Initial stock-taking suggests some rigorous analysis of checks and re-checks of food processing systems at XL Foods is required. Other meat processing plants should be subject to review as well. This isn’t unnecessary redtape and regulation; rather, it’s important for the industry to be able to guarantee that beef processed at plants is safe to eat. But questions also remain about the three-day lag between the time that Canadian Food Inspection Agency knew of problems of meat imported to the U.S. and when it began alerting the Canadian public. Could more have been done sooner? Let’s hope we find out. – Black Press

Big storm made big impression British Columbia is known to have more than its share of windbags but the biggest wind to blow through these parts had nothing to do with politics. Her name was Freda, and it has been half a century since the nasty girl stormed through these parts leaving tons of debris in her wake. Typhoon Freda was a tropical storm that started in the Marshall Islands in the Pacific Ocean near the equator, eventually making a beeline for the Pacific Northwest. She hit our shores on the evening of Oct. 12, 1962, and boy did she make an entrance. Freda ripped through Vancouver Island and the Lower Mainland taking down trees and much more in her wake. I was six years old when Freda came calling. My parents had chosen that weekend for a respite from raising four boys—which they fully deserved considering I was the oldest and the youngest was three. They had hired a babysitter so they could head south to see

the 1962 World’s Fair in Seattle before it wrapped up. According to reports, Freda came packing winds of 90 kilometres an hour gusting up to 145 km/h. She reduced tall trees to matchsticks all over the city. Our matronly babysitter huddled us in our modest South Burnaby home, but with the windows rattling and thunder rolling we wanted to watch the show. While we did, she scurried around the house looking for buckets to place around the house to gather the rain where the roof was leaking. The lightning provided the only light we had because Freda had knocked out the power all the way to Hope. An account on the BC Hydro website said some

That meant it could keep broadcasting when few stations up and down the coast could. I don’t recall being scared, although I should have been considering Freda took seven lives. She is considered the strongest storm to ever be recorded in the area. My most vivid memory is of the next day. Once the ill-natured Freda left town, the skies cleared and the morning after dawned a bright and sunny fall day. I woke up to look out our front window and see shingles strewn everywhere. Lawns up and down the street were littered with them. The roads and backyards were too. Burnaby had turned into Shingle City. Tree branches were all over the place. Of course, there were lots of trees for Freda to wreak

havoc on since most homeowners in that era didn’t make a habit of cutting down trees on their property. These days, that’s an activity that has as much remorse as slicing a banana into a cereal bowl. In a story about Freda on its website, Hydro said the damage in today’s dollars would be about $600 million. Roofing companies, naturally, profited the most. My parents beat a hasty retreat from Seattle, abandoning their Space Needle plans. It was the first time they had spent a night in the Emerald City. Bizarrely enough, the second was May 2, 1996. They had accompanied me to a Seattle Mariners game when a 5.6 magnitude earthquake shook the Kingdome during the sixth inning. Although we stayed the night, my mother and father vowed to never to book a motel room in Seattle again for fear of another natural disaster.

A great celebration at Nelson school Thank-you to the many hundreds of people who came to Nelson school last week to participate in the centennial celebrations. What an amazing turnout! What a fabulous event! It was such a pleasure to see people enjoying the decade displays, locating their old class pictures, and re-connecting with childhood friends. Some of the guests were over 90 years old. What a wonderful experience. Thanks to the sponsors, the army of dedicated volunteers, the planning committee, and the staff and students at Nelson for making this event a huge success. Good news Re: $1.16M in parks capital projects approved (NewsLeader, Oct. 10) As someone who used the baseball diamonds at Kensington Park for eight years, I’m thrilled to know that future seasons are
going to have some of the best fields available to them in order to better enjoy the sport they love. Previous years at Kensington often had serious drainage problems, and other potential safety concerns. Trevor Ritchie Burnaby
we must ensure respect for all Re: Evans’ plight highlights need for longterm care beds: NDP (NewsLeader, Sept. 26) I recently read of the deteriorating health of Doug Evans since he has been an acute care patient at Burnaby Hospital. I found his situation particularly hard to read of as it is similar to that of my wonderful mom, who also had Alzheimers, though in a neighbouring health authority. When a situation arose that undeniably indicated she was not safe in her home she was taken to an acute care hospital. The care my mom received, and did not receive, was heartbreaking. Her health
rapidly declined. She contracted the Norwalk virus. She was moved to a privately owned, publicly funded facility that was little more than a human warehouse. I was about to move her to a privately owned, privately paid, $6,000/month facility when a bed became available at a wonderful public facility. Unfortunately a few months later my mom returned to acute care. Rather than her health improving it further declined even more rapidly than during the previous stay. After staying with her in hospital I hired a private nursing service to help with mom’s care while I was at work. Based on my mom’s experience I do not believe there is adequate respect or oversight for the care of seniors, especially those with Alzheimers/dementia. We all have a responsibility to do what we can to ensure everyone, of all ages and abilities, is treated with the respect that allows them to maintain their dignity while
receiving the necessary and appropriate care to ensure the best possible health and quality of life. I commend the Evans family for having the courage to speak up about what Doug Evans is experiencing. My thoughts are with them. And my hope is that others will do some soul searching to explore how such situations can be addressed and eliminated. Diane Gillis, Burnaby
BurnaBy federal ridinG doesn’t need north shore Re: Proposed new Burnaby North–Seymour federal electoral district I strongly oppose the proposal to merge Burnaby North and a part of the North Shore into a new federal electoral district called Burnaby North– Seymour. I understand the need for voters to have proportional representation in the House of Commons, but I question how long the proposed new electoral
district will meet that test. Burnaby will experience significant population growth in the coming years, with thousands of new residents coming to North Burnaby, especially near major transit hubs such as the Brentwood Town Centre. We are also undergoing a revitalization of the Hastings corridor with a number of new fourstorey buildings (ground floor commercial space, upper floors residential condominiums). This will not occur over many years – it’s happening today. This means that in just a few short years, our electoral district will have to be reconfigured yet again, likely reverting back to a Burnaby North riding that no longer includes the North Shore. Voters in both the North Shore and in North Burnaby have expressed strong opposition to the proposed new boundaries—we have different needs, different populations, different infrastructure and different issues.
As stewards of our tax dollars, I urge the commission to reconsider the proposed boundaries, and to include that portion of the North Shore identified in the proposed Burnaby North–Seymour riding with the proposed North Vancouver and Coquitlam–Port Coquitlam ridings, both of which are comprised of voters with far more in common with their North Shore neighbours. Please avoid the unnecessary waste of tax dollars on a convenient, but fundamentally flawed solution. Peter Cech, Burnaby

Stewart is also seeking standing at the rates hearing and argues the province should be there too. “Because they’re talking about the prices they would charge per barrel of oil coming down the pipeline this is a perfect opportunity to discuss what other moneys might be charged,” Stewart said. “The premier has said no pipeline without more benefits. Well, this is exactly the place they
could talk about this issue with the Kinder Morgan pipeline.” The provincial government has been criticized for not seeking a formal role much earlier at the NEB hearings underway into Enbridge’s proposed Northern Gateway pipeline to Kitimat. A government spokesperson said the province has notified Kinder Morgan it is subject to the same requirements B.C. has laid down in response to Enbridge’s plans.

Crime against passengers and staff on TransLink’s transit system fell 17 per cent in the first half of the year, according to Transit Police. The change reflects a drop in reports of theft, assaults and sexual assaults. Property crime on the system, including vandalism, dropped four per cent from 2011. Chief Neil Dubord acknowledged crime rates are generally falling in North America, but called the drop in reported crime significant and noted it was accompanied The drop in crime during the first half by a 10 per cent of the year also coincided with a 10 per cent improvement in passengers’ improvement perception of safety, says Transit in surveyed Police Chief Neil Dubord. passengers’ perception of safety on the system. Transit Police investigations led to more than 500 charge recommendations to Crown counsel in the first six months of 2012. Officers also arrested 530 fugitives wanted in other jurisdictions on outstanding warrants. The force conducted 1.4 million fare checks in the first nine months of 2012 as TransLink stepped up efforts to reduce fare evasion. Dubord rejected suggestions that the 167-officer force – whose budget is about $29 million – will have much less to do once fare gates now being installed at SkyTrain stations are activated next year. “Once fare gates go in our goal is to continue to protect our passengers,” he said, adding that will likely mean more time patrolling buses. Officers will still need to conduct fare checks on SkyTrain inside the gated areas, he added, because some some fare evaders will come through the gates two or three at a time or crawl under or over the paddle turnstiles. He rejected suggestions from critics that the force could be dismantled and its duties handled jointly by existing RCMP and municipal police forces. He said the original case for a standalone force remains valid – that shared coverage by other forces would end up being spotty and public safety would suffer. Dubord said the force has redoubled its efforts to control costs. Improved scheduling has halved overtime costs, he said, adding that’s expected to save $300,000 to $400,000 this year. twitter.com/jeffnagel

Fix tunnel gridlock with tolls, not new bridge: Expert Transit advocates push alternatives to Massey rebuild

Litman argues small tolls charged now and only during peak periods would decongest the corridor and allow a free flow of traffic through the tube. The money collected could fund better bus service on the corridor and connecting routes, he said, providing a more viable transit alternative for drivers who don’t need to use their own vehicles. “You prevent the congestion from getting severe,” Litman said. “It’s the efficient, rational solution that could actually start providing benefits in a year.” Premier Christy Clark last month vowed the province will begin planning to build a new Deas crossing over the next 10 years. lanes on Highway 99 are already in place to speed buses past congestion approaching the tunnel. “TransLink has buses that can be put on the road if we had the funding,” Doherty said. “Rather than something decades away, it could be weeks away.” Richmond Mayor Malcolm Brodie has also urged increased transit as an immediate solution. Stephen Rees, the B.C. Green Party’s transportation critic, warned building a giant new bridge to replace the tunnel would be an exercise in futility, simply shifting congestion a few kilometres down the road into Richmond. “You’ve simply taken the lineup that now forms on the south end of the tunnel and you’ve put it on the south end of the Oak Street Bridge,” he said. Rees rejected the notion that talk of tolling the tunnel will force the region into a broad and fair system of road pricing, rather than ad hoc tolling of just some crossings. “Road pricing is going to be horribly unpopular,” he said. “I just don’t see that one getting off the ground, democratically.” He said it’s “very tricky” to come up with a fair system that affects every trip in the region and succeeds at controlling peak congestion. TransLink will work with the province on plans for a Massey Tunnel replacement with a view to maximizing transit, strategic planning vicepresident Bob Paddon said. He said TransLink recognizes the importance of goods movement but does not support road capacity expansions that would induce new singleoccupant vehicle trips in the region.

Knights Clan QB cleans up on Cougars shock Hawks
The St. Thomas More Knights took advantage of six turnovers to upset the province’s No. 2 ranked AAA high school football squad on enemy turf. The Knights, ranked No. 4, scored two late touchdowns to defeat the W.J. Mouat Hawks 32-28 in Abbotsford last Friday. They started the comeback with Jalen Jana taking a kick return to the three-yard line to set up major by running back Elliott Nelson. They then recovered an onside kick and a few plays later quarterback Chase Malcolm connected on a 43-yard TD pass to Giovanni Trasolini on a third-and-20. STM, though, needed an interception by Drew Belgrave deep in Knights’ territory to seal the deal. Trasolini also picked a Hawks pass off and returned it 46 yards for a touchdown, and Malcolm, who threw for 213 yards in the game, hurled a 50-yard TD toss to Kevin Marshall. Nelson led the defence with eight tackles and a fumble recovery.
Octogenarian snags sprint titles in Vegas Burnaby octogenarian Norm Lesage won two sprint races at the Nevada Seniors Games in Las Vegas last Saturday. Lesage captured the 100-metre dash in 16.34 seconds and the 200 metres in 35.77 to finish first in the men’s 80-84 age category.
Simon Fraser University Clan quarterback Trey Wheeler was named Great Northwest Athletic Conference (GNAC) player of the week for his stellar performance last Saturday. The sophomore from Seattle completed 32 of 47 passes for 378 yards and four touchdowns to defeat Azusa Pacific University Cougars (Azusa, Calif.) 66-38 at Terry Fox Field. The Clan’s scoring tied a GNAC record for most points in a conference game as SFU piled up 654 yards in offence. It matched the output of Humboldt State when it clobbered the Clan 66-20 on Nov. 13, 2010. Running back Bo Palmer had a pretty decent day too. He rushed for 302 yards and scored four touchdowns, including majors on runs of 75 and 67 yards. The Clan (3-3 overall, 2-3 in GNAC) will travel to Ellensburg, Wash., to take on the Central Washington Wildcats on Saturday.

Pendulum shifts to a buyer’s market The summer of 2012 drew to a close in September with home sale activity well below historical averages in the Greater Vancouver housing market. Residential property sales of detached, attached and apartment properties reached 1,516 in September, a 32.5 per cent decline compared to the 2,246 sales in September 2011 and an 8.1 per cent decline compared to the 1,649 sales
in August 2012, according to the Real Estate Board of Greater Vancouver. September sales were 41.6 per cent below the 10-year September sales average of 2,597. “There’s been a clear reduction in buyer demand in the three months since the federal government eliminated the availability of a 30-year amortization on government-insured mortgages,” Eugen Klein, REBGV president said.
“This makes homes less affordable for the people of the region.” New listings for detached, attached and apartment properties in Greater Vancouver totalled 5,321 in September. This represents a 6.3 per cent decline compared to September 2011 when 5,680 properties were listed for sale on the MLS and a 31.6 per cent increase compared to the 4,044 new listings in August 2012.

The benchmark price for detached properties decreased 0.5 per cent from September 2011 to $935,600. Sales of apartment properties reached 676 in September 2012, a 26.7 per cent decrease compared to the 922 sales in September 2011, and a decrease of
30.4 per cent compared to the 971 sales in September 2010. The benchmark price of an apartment property decreased 0.7 per cent from September 2011 to $368,600. Attached property sales in September 2012 totalled 246, a 33 per cent decrease compared to the 367 sales in September 2011, and a 35.8 per cent decrease from the 383 attached properties sold in September 2010. The benchmark price of an attached unit decreased 2.7 per cent between September 2011 and 2012 to $458,600.

At 18,350, the total number of residential property listings on the MLS increased 14.1 per cent from this time last year and increased 4.5 per cent compared to August 2012. “Today, our sales-toactive-listings ratio sits at 8 per cent, which puts us in a buyer’s market. This ratio has been declining in our market since March when it was 19 per cent,” Klein said. The MLS HPI composite benchmark price for all residential properties in Greater Vancouver is $606,100.
