Millions of dollars of provincial grant money have been turned down by the regional district for wildfire protection this year as the costs to taxpayers would be too high, says the board of director’s chair. Larry Gray said there is money for wildfire prevention to reduce the amount of standing fuel in the forest surrounding most West Kootenay and Boundary communities, but the cost to attain it would be nearly $1.5 million to Regional District of Kootenay Boundary (RDKB) taxpayers. It’s too steep of a price to be borne by a thin and already taxed tax base, Gray said. In June, 2011, the cost sharing formula, previously funded entirely by the province’s Strategic Wildfire Prevention
Initiative, but administered by UBCM, was changed to require municipalities to contribute 25 per cent of the cost fuel management planning (over $100,000). “Should we be taxing our residents, even for the 25 per cent amount, to pay for mitigation on Crown land which belongs to the province?” he said during a recent Fruitvale village council meeting. “In the past we turned down money we had actually been granted last year. The rationale for not going after the money was simple.” The amount of forest fuel mitigation necessary overall for the RDKB would be $6.1 million, with the regional district being required to cough up their quarter share of around $1.5 million. They fund it up to 90 per cent for the first $100,000, and then it is 75 per cent funded.
Those costs would be borne across the regional district, said Gray, and would require a significant increase in taxation. The RDKB would have to increase taxation through the existing protective services to cover their costs. Trail wins backto-back UBCM awards The City of Trail cleaned up at the recent Union of B.C. Postcards from Arrowhead sell for big cash on eBay

Part of an ongoing look at items of local interest selling on eBay. Several nice postcards from Arrowhead have sold recently for significant sums. Arrowhead was the northern sternwheeler terminus on the Arrow Lakes from 1895 until the SS Minto was taken out of service in 1954. It survived as a community for a few more years but was finally drowned by construction of the Hugh Keenleyside dam. It was one of West Kootenay’s most evocative towns in that it was about the only one where the main street faced the lake. The old townsite,
now privately owned, is visible from aboard the Galena Bay ferry. Very little is left, but it has a cool old cemetery. A view of the town in winter, published by H.E. Wallis of Ar-
rowhead and mailed in 1919, sold last week for $103.50 Cdn. (Another copy of this card sold last November for $112.50 US.) Whoever coloured the card airbrushed a set of mountains out to look like water and sky. The same seller sold another card showing the town from a different angle for $46 Cdn. It had the same sender and recipient as the one above: Gilbert M. to Miss Jones of the Vernon hospital. The message reads: “Hope night duty agrees with you.” It was published by Warwick Bros. and Rutter of Toronto. A third sepia-toned card titled “View from the mill,” published by
Rumsey & Co. of Toronto and mailed from Vancouver to Fernie in 1912 sold for $37 Cdn. And finally, a card showing a horsedrawn sleigh of enormous logs piled ridiculously high with several men standing on top was snapped up for the buy-it-now price of $8 US. • A rare postcard of the Harrop ferry sold for $64 US. It probably dated from the 1930s and showed either the first or second vessel to ply the route. The first, a four-car wooden cable scow, entered service in 1925. It was replaced by another wooden scow in 1937,
which was in turn replaced with a steel barge a decade later. A two-lane, 10-car ferry was launched in 1962. The present Harrop
ferry was used at Nelson until the orange bridge was completed in 1957. It was later in service at Robson, then sat idle at Nakusp until

‘Open Book’ (forged and fabricated iron)
Based on Paul Reimer’s entry in this year’s Sculpturewalk, its probably safe to deduce he was an early and avid reader. His ‘Open Book’ suggests a love of literature; it definitely attests to his imagination and talent at the forge. It’s a skill he learned at a young age, even if reading might have been a pleasure that has been nurtured later in life. When he was just fifteen, Reimer was absorbing techniques and practices under the tutelage of master blacksmith John Smith at Kootenay Forge on the east shore of Kootenay Lake. Four years later, he was in charge of the forge at historic Fort Steele outside of his home town of Cranbrook. There, he built the operation up from a one man show to seven employees and apprentices before opening his own business – Reimer and Company - where he creates architectural iron works and public sculpture pieces that are truly labours of love. “As a blacksmith and an artist, I strive for originality. I try to do what has not been done before, to make what has not yet been seen, in ways that have not yet been discovered.” ‘Open Book’ is certainly eyecatching and unique. A functional bench in the form of an inscribed book, it reads: A book is like a garden carried in the pocket. The lettering runs contrastingly across the pleasingly curved back, graphically emphasizing the life-like ‘pages’ below it. Reimer has created a simple, graceful and visually beautiful work that, as he puts

it, “is best used on a warm summer day under the shade of a tree with a good book…” The sculpture invites the viewer to sit, ponder and be pleasured by the form and practicality. Reimer crafted a stylistically similar piece that serves as the Cranbrook Public Library entrance sign. In that instance the ‘book’ is upright and closed. Here the spine is on the ground and the ‘pages’ are open, some forming the back of the bench and the majority its seat. His company makes beautifully designed and meticulously executed iron works that enhance the interiors and exteriors of homes, hotels, and conference centres across North America. One-of-a-kind railings, bathroom fixtures, chandeliers, wine racks and gorgeous kitchen vents are handcrafted as each customer wants, always with precision and flair of design foremost in mind. “While the majority of our out-

put is architectural iron work, fireplaces, signs and the like, I do enjoy working on public pieces. For me it is an opportunity to share the pleasure I get in creating with the public at large, rather than the somewhat limited audience our functional work enjoys.” He is particularly proud of ‘Conciliation’ a multi-partner project that elegantly highlights the Cranbrook International Airport departures entrance. Like ‘Open Book’, it showcases his abundant talent while telling a story.
CASTLEGAR SCULPTUREWALK 2013 CALL TO ARTISTS Castlegar Sculpturewalk is now accepting applicants from sculptors to take part in our 2013 event. Now in its third successful year, Sculpturewalk is a year-long outdoor exhibit of original sculpture by local and international artists. The sculptures are owned by the artists and loaned to the exhibit, where they are available for purchase, lease, and are open for public voting. The winner of the coveted People’s Choice Award will be purchased by The City of Castlegar for permanent display, in addition to a cash prize of $3000. Sculptures will also be judged and awarded on Artistic Merit, with prizes in that category totaling $5000.

Boundary Museum Society moves artifacts Regional briefs
The Boundary Museum Society has removed several artifacts from The Land Conservancy of B.C.’s (TLC) Hardy Mountain Doukhobor Village site to the Fructova School heritage grounds for safekeeping. Bob DeMaertelaere, secretary for the Boundary Museum Society (BMS), explained that a roof would be put on top of two storage containers to provide a secure space for the artifacts,

Sports Trail taekwon-do tournament draws big crowd at Cominco BREANNE MASSEY West Kootenay Advertser
The Koreans may have invented Taekwondo, but Silver City competitors drew a crowd in the Cominco Arena Gymnasium Saturday. Over 200 spectators filled the gymnasium to watch the annual Trail Taekwon-do Championships 2012, traveling from all corners of the province. Some even traveled to the regional championship all the way
from Camrose, Alberta. Taekwondo has earned a distinct reputation in the martial arts world because of special emphasis placed on several kicking techniques. As far as martial arts go, it’s widely understood by practitioners that the leg is the strongest weapon one can use and it’s often utilized to execute powerful strikes on components. But it’s not all about winning, 10-year-old Mackenzie Govett from
Thompson Valley Taekwando in Kamloops added. “This is my first competition and I’m a little bit nervous but I’m also really excited,” said Govett. “I’ve been training for seven months and I like the competitions . . . we have our self defense and learn it all while meeting new people.” The children’s competition attracted fighters of all types Continued on P. 9

Fund set up in Richard Fehr’s memory The Richard Fehr Memorial Fundraiser has been set up to raise money to send children with special needs to summer camps each year in memory of Richard Fehr. Fehr died when a tree fell onto a cabin he was in at Pines Bible Camp after a windstorm in Grand Forks in July. Amy Fehr, Richard’s mother, hopes

...and every level between 8 a.m. and 11 a.m. and the competition concluded with adults sparring from noon until 5 p.m. Even though there was a strong sense of camaraderie in the gymnasium, hard work from competitors did not go unnoticed by the judges. “Trail is a new tournament that’s coming up, it’s doing very well,” said judge Dan Zaleski. “Jason Ayles (Trail Martial Arts owner/instructor) is organized and the (Greater Trail community) always gets behind any event
that’s held here.” A group of judges drove home the point that regional competitions are about making friends and having a good time playing the sport. Even after 40 years of judging Taekwon-do competitions Zaleski agreed and said regional competitions a great place for emerging martial artists to start out. “But I will add that the sportsmanship among Trail players is unbelievable,” he said. “It’s an art and a sport, and I think Canadians play fairly but they also play hard. “I see these competitors from Trail and they’re nice, but they train hard.”

the contest that encouraged people to compose their own song or adapt an old standard to come up with a song about bears and garbage. Prizes included a large bear-resistant garbage can (donated by the Nelson and District Credit Union), a smaller bear-resistant garbage can (donated by Rollins Machinery) and Oso Negro Coffee and kids’ t-shirts (donated by Oso Negro Coffee). The judges were: the Chief of Nelson City Police Wayne Holland, Conservation Officer Jason Hawkes, RDCK Area E Director Ramona Faust and Nelson City Councillor Candace Batycki. Who won the prizes? All the entries were great. The judges chose the Wildflower School and their “Bear Aware Song” as the overall winner. Anneke Rosch came second with “Who Cares About Bears” and Heartsong came third with “Dirty Old Bear.” The contest was great fun, but it had a serious objective: make people aware of managing garbage so bears are not drawn to garbage in our community.
People can keep garbage indoors or in a secure structure until the morning of collection (or until they take garbage to the landfill); they can freeze the “smelly food bits” and put them in the garbage just before collection; or they can use a bearresistant garbage can. Bear-resistant garbage cans are a solution for those who do not have adequate secure or indoor garbage storage. However, the cans are not available for purchase in Nelson and area and are, in comparison to standard garbage cans, expensive. People have had to order from the coast, or Alberta and have had to pay large shipping costs. A Nelson resident, Tea Preville, is trying to help Kootenay residents solve this problem by putting together an order of at least 50 cans to Rollins Machinery to reduce costs to individuals who want to purchase a can. There is no profit involved, just an opportunity to get a bear-resistant can at a more reasonable cost. You can contact Tea for more information (teapreville@telus.net, 250352-0333).

Snowflake Gala to help digital mammography campaign SUBMITTED
The Digital Mammography campaign at the KBRH Health Foundation is a $950,000 effort. After 18 months of campaigning we are 66 per cent to target with $625,000 raised. We have received widespread support for this campaign and donations have been received from individuals, service clubs and corporations across the Kootenay Boundary. Digital Mammography is the gold standard in breast imaging. Currently, KBRH operates a film mammography machine which is 11 years old and has no Stereotactic capabilities. Digital Mammography with Stereotactic capability offers a sub-
stantial improvement in diagnostic ability for patients in the Kootenay Boundary region who require a diagnostic mammogram or biopsy to determine if an abnormality detected is benign or malignant. Securing digital mammography for our communities is very important as it will allow patients to undergo further diagnostic testing for breast cancer using a less invasive procedure and remain closer to home. Digital Mammography advantages - The computer technology results in more consistent image quality and images that can be easily sent to other specialists or between hospitals when a second opinion is needed. There is a better tumor detection rate
in women with dense breasts with Digital Mammography. A digital mammogram takes less time than a film mammogram exam to perform, which reduces radiation dose for the patient and will reduce waiting lists for diagnostic mammograms at KBRH. Stereotactic capability offers advantages – the biopsy is performed in the mammography room, not the Operating Room which means no general anaesthetic is needed during the procedure. No stitches, less scarring, better cosmetic outcomes, and an easier recovery after the procedure are other advantages for the patient. Upcoming events Continued on P. A19

New tools help with PST return Digital mammography MINISTRY OF FINANCE
New tools and information are now available for businesses on the steps they need to take when the Provincial Sales Tax replaces the Harmonized Sales Tax next spring. A recent provincewide mailing to more than 160,000 businesses and new tax bulletins posted online are among the ways government is helping keep businesses informed in advance of the April
1, 2013, transition date. Services available include: •One-on-one consultations with a ministry tax specialist - submit a request online. •Calling a tollfree number with questions about the new PST (1 877 3884440). •Emailing questions to CTBTaxQuestions@gov.bc.ca. A new provincial sales tax notice, General Transitional Rules for the Re-Implementation of the Provin-
cial Sales Tax, has now been issued. The transition rules describe how and when PST applies to transactions that straddle April 1, 2013. Over the coming weeks and months, businesses will be able to participate in online webinars and in-person seminars. Government has reached out to chambers of commerce and business associations to offer presentations with information businesses will need to prepare for the transition. Registration for
PST will start on Jan. 2, 2013. The government has issued a bulletin, Registering to Collect PST, to help businesses understand whether they need to register. The Snowflake Gala will be held at the Trail Memorial Centre- Cominco Gymnasium, starting with a champagne reception at 6 pm, followed by a four-course dinner by Gord McMar-
tin at 7 p.m. Enjoy live Jazz music by the Paul Landsberg Trio throughout the evening, featuring Laura Landsberg on vocals. Tickets can be purchased at the KBRH Health Foundation, The Doorway and Ferraro Foods Pharmacy. Tickets are $50 each or purchase a table of 8 for $360 ($45 per ticket).
