Town Centre is economic developer’s first priority KEVIN PARNELL The District of Lake Country is moving forward with several initiatives to attract more business to the area and help local entrepreneurs. The district has a new, full-time staff position dedicated to economic development and also hired a consultant to aid in the development of a strategic plan for Lake Country and its business community. One of Roycroft’s first orders of business will be working with the Lake Country Town Centre area. He said an incentive package may form

Among the other initiatives the Lake Country economic development manager has undertaken is the development of a commercial and industrial database, a business license database, and a formal Lake Country investors’
guide that would be used as a marketing tool. The district’s web site will also have a section dedicated to economic development with more emphasis placed on statistics and demographics. Roycroft says the district needs to be more proactive. “This is a fairly broadbased PR campaign to get the message out to the development community,” he said. “We
need to give Lake Country more of a presence than it has had in the past.” The report from the economic development officer drew a positive response from council. “I think this has been a big step forward for the community to have someone in the position of economic development,” said Coun. Repairs for Oyama Hall; agriculture tourism accommodation Lake Country council approved a $10,000 grant for the Oyama Community Hall at its last meeting on Oct. 16. The money will be used to fix a variety of issues with the hall including repairs to the
building’s fire exits and the foundation of the building. The society that runs the Oyama Hall has already done lots of work to the area including repaving of the hall parking lot.
IN OTHER COUNCIL NEWS: • Council has created a new zone to deal with accommodation on agriculture lots. Called agriculture tourism accommodation, the zone will deal with farmers who have secondary accom-
modation on their properties. Currently there are about 10 properties in Lake Country that have been approved to have accommodation on their farms, under old rules approved by the district.
Those farms will be governed under the old rules, but new farms will soon have to have any secondary accommodation approved under the new Lake Country zone. “We’re trying to ensure accommodation

One of the earliest steps to getting a great job is writing a great resumé Before you can get a job, before you can even get an interview, you need to have a persuasive and attention-grabbing resumé. Here are a few tips to get going in the right direction. Formatting Like any good brand, your resumé needs to be eye-catching and effective. Choose a professional font, such as Arial or Times New Roman, and ensure the font size is legible, generally 10 to 12 point, except for your name and headings which can be larger and bolded. Most hiring managers prefer an at-a-glance format using bullet points, but ensure you keep your sections lined up and consistent throughout the document. Be cognizant of the length—one to two pages for less experienced and non-management roles and three pages for senior-level applications. Also, proof read, proof read, proof read. Surveys have shown that as many as three out of four hiring
managers will discard a resumé with as few as two typos. Don’t put your faith in spell-check; have others review your document. Chronological or functional Most hiring managers prefer a reverse chronological format—listing the most recent job first with previous jobs following. This gives them a more fluid account of your career progression and typically highlights the most pertinent skills in greatest detail. This may not be the right format, however, if you have any breaks or gaps in employment or if you have a fragmented background with many jobs, professions or industries worked in a short time period. In this case, a functional resumé—summarizing key areas of experience— may be a better solution. Another option, however, is using a reverse chronological resumé and closing the gaps or fragments in employment. For instance, if you did temporary work or education between
permanent roles, list this information. Likewise, if you performed the same job function with several companies in a short time period, group this information together. For instance: Administrative Assistant, Company A, Company B, Company C 2007-2009. How much experience is enough? For older job seekers who fear age discrimination, you don’t need to include your full career summary. While situations differ based on the number of jobs held, think of including either the last three to four jobs or 15 years of experience, whichever is less. For those lacking experience, it is acceptable to include voluntary, unpaid or relevant educational involvement. If you were a committee member of a student club or volunteered for a non-profit organization, extract those duties and indicate why that experience is relevant in your career progression. What’s too personal? As marketing techniques vary by country
and culture, so do resumés. What may be expected in some countries is not required in North America, generally because it can lead to discrimination. You do not need to reference your marital status, age, children, ethnicity or religion. Also, don’t include a photo. Instead include a link to your LinkedIn page or similar where you can include a professional headshot which, through this medium, is an acceptable practice. List accomplishments, not just duties Companies are looking to make an investment in employees, in fact, aside from real es-
tate, labour is the highest cost to a company. You therefore need to prove your return on investment. Instead of simply listing your performed duties, try using CAR statements: the Challenge, your Actions, and the Result. Use keywords Many companies, particularly large ones, receive hundreds, if not thousands of resumés, and therefore use a recruitment program to sort applications. They do so by scanning your resumé for keywords that match the requirements. Review a few job postings that interest you and pay attention to cer-
tain keywords that stand out. Ensure you include these throughout your resumé and cover letter. They should appear at least three times, preferably near the top. Power-up Reduced, improved, accelerated, launched, identified, eliminated and managed—these are all power words. By starting each bullet point with one of these action words, your CAR statements will have more impact. What are your priorities? You’ve identified your CAR statements and used power words to describe them. The next step is referencing those points that are priorities in your desired job. Similar to including key words, ensure that those duties that are most closely related to the job you are applying for are at the top of your experience for each job function. Target specific opportunities Just as you customized your cover letter, do the same for your resu-
mé. Consider including a specific career objective or goal that directly relates to the job. Not all resumés are the same A resumé for the hospitality industry naturally differs from that of an accountant or labourer. Review examples online to ensure that you are presenting an accurate depiction of yourself and your experience. Like all good brands, you need to manage your professional profile. With social media making it easier for employers to check up on you, it is essential that you maintain a consistent and professional image. In addition to ensuring that there are no disparaging remarks or unwanted photos, ensure your social media profile supports what you have said in your resumé. The laws of life and death W e were driving home from Thanksgiving dinner with our daughter and the grandchildren in Vernon. It was dark, of course—darkness creeps up on us these autumn nights. The last-quarter moon had not yet risen. Suddenly, a cyclist swooped out of a side street without stopping. He took advantage of a momentary break in the stream of cars to angle across three lanes of traffic, over a central median, across three more lanes of traffic and up a side street on the far side. No helmet. No lights. No reflectors on his bicycle. No reflective clothing. Dark clothing with at black pack on his back. What was he thinking? Here in Lake Country, the local Rotary Club has had a twoyear campaign to distribute reflective armbands through the com-

ICTORIA – There was palpable disappointment among reporters when Greenpeace organizers clarified that U.S. actors Daryl Hannah and Mark Ruffalo weren’t actually going to join the sit-in against heavy oil pipeline proposals at the B.C. legislature on Monday. I was disappointed too. I would have liked to learn more about what a washed-up mermaid and an easily confused Incredible Hulk really believe about the North American oil industry. In the spirit of celebrity slacktivism, both sent statements of support. To be fair, Ruffalo may still be busy searching for the “truth” about 9/11. In 2007 he declared that the official U.S. government report on the terrorist attacks was “completely illegitimate” because “buildings don’t fall down like that.” I wonder what the relatives of those aboard the hijacked airliners think of him.

Tom Fletcher Hannah has had lots of free time since starring in the 1984 mermaid fantasy film Splash. Now she’s mostly famous for getting arrested, and she did so again in Texas on Oct. 3, standing in front of earthmoving equipment building the southern section of the Keystone XL pipeline. It’s worth noting that the project Hannah tried to stop has the support of the Barack Obama administration. The southern section from Cushing, Oklahoma oil storage facilities to Texas refineries is indeed being built by the sinister foreign TransCanada Corp.,
but it doesn’t carry the dreaded Canadian “tar sands” oil that eco-celebrities are convinced will end life on Earth as we know it. It’s the northern section that Obama has temporarily opposed, after fervent demonstrations such as the one in Washington DC where Hannah’s first celebrity arrest occurred in 2011. At that time, Hannah recited the familiar talking points of the U.S. environmentalists who exclusively target Alberta. In a new book, oil sands pioneer and Suncor founder Rick George dissects Hannah’s claims, and asks why they were reported so widely and uncritically. Hannah claimed “the contribution to the carbon in the atmosphere is unprecedented.” George cites a Royal Society of Canada report that concludes the entire oil sands operation is responsible for five per cent of Canadian emissions. Fossil-fuelled electricity generation is
16 per cent of Canada’s total. Vehicles and other transportation account for 27 per cent. “How does the oil sands contribution possibly qualify as unprecedented?” George asks. Another Hannah quote: “I’ve been hearing about how many people have cancer that live downstream from the tar sands project.” Canadians heard that too, thanks in large part to an alarmist CBC documentary by David Suzuki featuring jet-set movie director James Cameron. George describes how this allegation was made in 2006 by a doctor who claimed a cluster of rare bile cancer cases in the remote village of Fort Chipewyan, and blamed it on oil sands mining. Headlines blared around the world. George details the Alberta Health Services study that followed, identifying three such cases in 12 years. Statistically higher, yes. A general risk, no. Other types of cancer in Fort Chip
were lower than the general population. This finding was endorsed by Australian, New Zealand, U.S. and Canadian researchers. The doctor who diagnosed the original bile cancers admitted: “These results were based on a small number of cases— there is no cause for alarm.” Was this news trumpeted around the world? You can guess the answer. My point here isn’t to make fun of ill-informed celebrities. It’s to counteract the fawning, scientifically ignorant coverage they are routinely given by the mainstream media. And I’m not promoting the oil sands or pipelines. Clarifying misunderstandings about Canada-China trade
I
have received communications in my office recently asking that the federal government stop the agreement between Canada and China for the Promotion and Reciprocal Protection of Investments, also known by the acronym FIPA. This is not to be confused with the China National Offshore Oil Corporation’s (CNOOC) proposed acquisition of Nexen Inc., currently being reviewed under the Investment Canada Act. Although the Internet is a valuable source of information, it is clear from the concerns being expressed that it’s also a source of erroneous information about FIPA. For instance, claims are being made that this agreement means the wholesale selling off of Canada to China, that it allows China to do business in Canada while ignoring Canada’s environmental standards, and that it gives China uncontrolled ability to extract Canada’s natural resources. Let me assure constituents that under the terms of FIPA, none of this is accurate. The agreement in question, negotiations of which began in 1994 and concluded earlier this year, is available to the public and online at www.international.gc.ca. Documentation related to the parallel environmental assessment is also available there. Furthermore, the agreement, which offers equal protections under the law to investors both in Canada and in China, explicitly confirms that in no way does FIPA override the Investment Canada Act, which reviews acquisitions by foreign investors to ensure they are of net benefit to Canada. In determining whether an investment is of “net benefit,â€? the trade minister considers the following factors: • The effect on the level of economic activity in Canada, on employment; on resource processing; on the utilization of parts and services produced in Canada and on exports from Canada • The degree and significance of participation by Canadians in the Canadian business or new
Ron Cannan Canadian business and in any industry or industries in Canada • The effect of the investment on productivity, industrial efficiency, technological development, product innovation and product variety in Canada • The effect of the investment on competition within any industry in Canada • The compatibility of the investment with national industrial, economic and cultural policies; and • The contribution of the investment to Canada’s ability to compete in world markets. The Investment Canada Act is also available online at www.ic.gc.ca In accordance with the agreement and in terms of public debate, it must be ratified by Parliament and as a result will be tabled for 21 sitting days. As per the rules of the House of Commons, Opposition parties, elected by the people of Canada, have the opportunity to put forward a motion on this issue so that it can be debated. In addition, the Standing Committee on International Trade, of which I am a member, is reviewing the agreement and providing Opposition members with the opportunity to examine it. Transcripts of these meetings are available at www.parl.gc.ca. Finally, under the Competition Act, the Competition Bureau has a mandate to review any mergers to determine whether they are likely to result in a substantial lessening or prevention of competition. Canada and China have shared ties with each other for many years and have had official diplomatic relations for 42 years. On the economic front, China is Canada’s second largest, single-nation trading partner and our most important mar-
ket in Asia, with twoway merchandise trade reaching almost $65 billion in 2011. With a population of 1.3 billion and a rapidly expanding middle class, China is one of the largest and fastest growing markets in the world. In time, it’s expected to become the world’s largest economy.
As a result, Canadian business has enthusiastically pursued trade and investment opportunities in China. The country is Canada’s third-largest merchandise export market, after the United States and the United Kingdom. The federal government is committed to
creating a secure, predictable environment for Canadian investors, and our investment treaty with China will ensure that the interests of Canadian investors are protected under the law. I encourage constituents to avail themselves of the information that is available and to resist the misinformation
that our economic relationship with China will hurt Canada. On the contrary, Canada and China have forged a positive relationship with each other for many years. It would be regressive to give in to forces that would turn back the clock just when Canadian businesses, and

I doubt if there’s any conscious mentality operating at all—just a blind conviction that bad things only happen to other people, never to me. Perhaps, deep down, we all harbour that delusion. When I read about a bus crash, a train wreck, a collapsed building, I automatically imagine how I might act in such a situation. Somehow I always imagine myself able to offer heroic help to other victims. I never think of myself as pinned beneath the rubble, or frying in a fire, or bleed-
ing to death from severed limbs. Experience might seem to support that conviction. Over 70-plus years I’ve managed to survive quite a few falls, car accidents and medical emergencies. I even got my mortgage paid off just before interest rates skyrocketed in the 1980s. You probably have your own collection of good luck stories. Everyone does. Because, if you stop to think about it, the people who run out of luck are no longer around to tell their stories. The car that didn’t quite make it across the railway tracks in time. The cyclist who miscalculated the gap in traffic. The rock climber whose foothold failed. The ped-
estrian who wasn’t noticed in time. If there’s a belief operating here, it’s that I— whoever I am—exist separately from the world around me. The laws that apply to everyone else—human laws or natural laws—don’t apply to me. I am above them. I transcend them. Little wonder that almost every religion imagines its God or gods as transcendent too. They live on Mount Olympus or in heaven. They don’t grow old or catch colds. They live beyond our petty limitations. After all, why would I want a God who is less than I am? If I can think of myself as above the realities of my world, wouldn’t any God be

Band takes its cue from Dylan and Guthrie in making own style KEVIN PARNELL Standing on the side of a highway in Roswell, New Mexico, with a broken down tour bus may not seem like the glamourous side of the music business. But such is life for the Abrams Brothers, a family band that plays bluegrass rock music and will be coming to the Creekside Theatre in Winfield on Nov. 8 to support the band’s first album of original music. Consisting of brothers John and James Abrams and cousin Elijah, the Abrams Brothers are
in the midst of a North American tour behind the album Northern Redemption. The Abrams Brothers are the fourth generation of Abrams to make music. They grew up in a musical household in Kingston, Ont. “We grew up playing a lot of music in the family living room so naturally James and I started playing as well,” said John Abrams in a phone interview with the Lake Country Calendar. “We started playing classical violin and then gravitated to the bluegrass and folk music that our dad

It’s really cool and a special thing that we have been able to carry on the legacy of our family.” While Northern Redemption is the Abrams Brothers’ first album of original material, it’s actually the group’s third studio album after recording an album of traditional bluegrass songs for its first record-
ing and a tribute to the songs of Arlo Gutrhie and Bob Dylan for its second album. It was in making the recordings of Guthrie and Dylan that led the group to make its own music. “We were inspired by some of their great songwriting,” said John. “It pushed us to want to create our own music.”
The Abrams Brothers have also been influenced by the Canadian landscapes as they travel around the country. The group is making just three stops in B.C., including Lake Country, and plan to put on a high energy show with a unique sound and youthful energy. All three players in the band are 22 years old or younger.
“We really try to put a huge amount of energy into our live show,” said John. “It’s kind of like folk music on overdrive. There is a lot of intensity in the music. It’s our hope that people’s lives will be touched when they leave the show.” After busing around North America, the Abrams Brothers are going to be happy to make
the trip into B.C. Living and growing up in Ontario means they haven’t been out west too often. But the landscapes are what drew them back to the Western Canada. “We’ve done a couple tours of Western Canada and every time we drive through B.C. and Alberta we are continually inspired,” said John. “We forget how magnificent our country is and just how vast and how incredible the landscapes can be.” The Abrams Brothers play Creekside Theatre Nov. 8. Parents wary of proposal to move Grade 7s Parent advisory council members from three area schools intend to fight the plan to move Grade 7 students into George Elliot Secondary School. The proposal by the school district (further outlined in the story below) is to move the Grade 7s from Davidson Road, Peter Greer and Oyama Traditional schools to the second floor of the high school. A similar proposal was raised two years ago. This year, parents say the difference is a specif-
ic area will be designated at George Elliot for the Grade 7s, which the school district calls a step toward eventually building a new middle school while, for now, alleviating enrolment pressure at the lower grade levels. That plan was approved in principle by the school board in June, and it’s now part of the long-term facility strategy for which the school district is holding open forums to get public feedback. A public consultation meeting in Lake Coun-
try to discuss the contents of that plan will be held Thursday at George Elliott Secondary School, 6:30 to 8:30 p.m. Parents from the three elementary schools plan to voice their objections to the Grade 7 proposal at the meeting. Patty Welborn, with the Oyama Traditional School Parent Advisory Council, said in a press release that parents can present their case against the plan, but won’t be able to make a formal presentation at Thurs-
day’s meeting. Welborn said of the three elementary schools affected, Davidson Road would be the most affected. “In our view, Davidson Road is the school with the growth issue and all area PACs have agreed we’d rather see portables at Davidson than send our (Grade 7) students to George Elliot,” said Welborn. The school district strategic plan proposal calls for the move of Grade 7 students to George Elliot and
boundary changes to balance the enrolment in the three elementary schools. The long-term goal is to build a Grade 6 to 8 middle school by September, 2017. The new school is in the school district’s capital plan request to the ministry of education but no funding has yet been committed. Concerns are being expressed about the Central Okanagan School District’s longterm facility plan, which proposes shifting Grade 7 students from Oyama Traditional, Davidson Road and Peter Greer
elementary schools to George Elliot Secondary School. “We want the best choice for our kids. Moving the kids over is not the best choice,” said Ryan Murdain, spokesperson for the schools’ parent advisory councils. The district’s plan calls for relocating all Grade 7 students to GESS to address overcrowding at the elemen-
tary level in September 2013. But Murdain says that until a middle school can be constructed by 2017, parents want the Grade 7 students to remain in the elemenary schools. “The district is going to put portables at GESS for the students because it’s already full, so we’re saying put portables at Davidson Road because that’s the only elemen-
tary school that’s full.” There is a concern that Grade 7 students will not be segregated from the higher grades. “Grade 7 students are very young and easily influenced,” said Murdain. “They will be exposed to all of the vices of the older kids.” The facilities plan will be the focus of a community meeting 6:30 p.m. Thursday, Oct. 25

The future of a proposed gravel pit in Oyama is unknown. Lake Country council was supposed to discuss a soil processing and removal permit for an Old Mission Road site Tuesday. But just prior to the meeting, the applicant withdrew the item from the agenda. “There’s no real indication of where things stand with the matter,” said Coun. Owen Dickie. “It’s difficult to know what the plan is.” The applicant had
been seeking a temporary use permit and soil removal permit for the 8.34-hectare site. Because it’s on agricultural land, the application would have also had to go to the provincial Agricultural Land Commission for consideration. Lake Country staff was recommending against permits, and Dickie admitted he has concerns if the proposal comes forward again. “Our official community plan states that any development of gravel plants should be discouraged until
existing plants are depleted and reclaimed,” he said. “There are existing plants and they are still operating and they have viable product.” Based on other gravel operations, Dickie said common concerns from residents are visual appearance, traffic and noise. Being near orchards is also a complicating factor. “There have been concerns about the ability to sell apples because of dust (from the operation),” said Dickie. —Vernon Morning Star

Steel Magnolias is a comedy/drama about the bond among a group of southern women in northwest Louisiana. It was written by Robert Harling, based on his experience with the death of his sister. The title suggests the “female characters are as delicate as magnolias but as tough as steel.” The magnolia specifically references a magnolia tree they are arguing about at the beginning of the play. The action centers on Truvy’s beauty parlour and the women who regularly gather there. The story begins on the morning of Shelby’s wedding to Jackson and covers events over the next three years, including Shelby’s decision to
have a child despite having Type 1 diabetes and the complications that result from the decision. There is also a glimpse of the unlikely friendship between Clairee and Ouiser; Annelle’s transformation from a shy, anxious newcomer in town to a goodtime girl and finally to a revival-tent Christian; and Truvy’s relationships with the men in her family. Although the main storyline involves Shelby, her mother and Shelby’s medical battles, the underlying group friendship among all six women is prominent throughout the drama. Steel Magnolias is at Creekside Theatre Friday and Saturday nights Oct. 26, 27, and Nov. 2

manager Kevin Smith says rolling out a small business should not be taken lightly. “Having your own business can be very rewarding,” said Smith. “But, as any small business owner will attest, success doesn’t come without a lot of hard work. Before embarking on any business venture or pursuing a potential opportunity, you should fully understand the risks and rewards involved.” One of the top reasons older workers cited for wanting to start a new business before retirement was the opportunity to make more money and, in turn, create greater retirement income. For those who are comfortable starting their own business later in life, Smith offers some words of advice. “Do your homework,” said Smith. “With about a third of start-ups failing after the first year, success lies in the preparation, in particular creating a business plan, unearthing hidden costs and securing financing. “There are risks involved with every business venture and there are never any guarantees. You have to have a solid business plan and realistic expectations—espe-
cially in the later years— as any personal losses will be harder to regain.” According to the Government of British Columbia, small businesses make up more than 98 per cent of all start ups in B.C., employing about one million people. “Small businesses are the lifeblood of our local economies,” said Smith. “For those who have identified a gap in the market, the next step is A choosing a trusted financial partner. Godbout to launch his second novel Neil Godbout will debut his second book, titled Dissolve, at Mosaic Books in downtown Kelowna on Friday, Oct. 26, 7 to 8:30 p.m. Godbout attended high school in Lake Country and is a graduate of George Elliot Secondary School. Dissolve is the second book of the Broken Guardian trilogy and the sequel to Disintegrate, released last year. It is a young adult urban fantasy, set in Kelowna and Prince George, with stops in Vancouver, Ottawa, Los Angeles and London. Sean Cummings, the Saskatoon-based urban fantasy author of Poltergeeks, calls Dissolve “intelligent fiction for young adults who are tired of the same old fare.”

Lake Country Public Art Collection Grows "PROTECTOR" is the name of the sculpture at the Recreation Centre. It represents a hockey goalie, whose job it is to protect the goal. The idea of Protector is also symbolic of other ways and times when we might want to protect someone or someplace. The sculpture, created by local artist, Graham Allport, is made of naturally rusted steel, cut and assembled to form the sculpture.
Artist Graham Allport has played a major role in increasing and enhancing the Lake Country Public Art inventory by creating and donating two sculptures.
"HORSE" is the name of the sculpture that has recently been installed in Beasley Park. It was originally created by the same artist, Graham Allport, and given to ArtWalk the year that the Theme was "Country Reflections". After serving as a featured Theme Sculpture at ArtWalk, it was then donated to Lake Country to be added to the Public Art collection.

There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday.
School District Long-term Facility Plan Public Consultation School District No. 23 is in the process of updating the District’s Long-term Facility Plan. The Plan will be driven by educational program requirements, community and enrolment demographics, school operating capacities, as well as the current condition of facilities.
