Local resident leads RCMP to arrest Cranbrook man Submitted
A quick thinking resident used her wits and observational skills to report a possible break and enter. On Saturday, October 20th in the morning, a local resident was returning to her home and noted a vehicle following behind her so she drove around the
block. When the resident came back to her home, she saw the same green GMC truck parked in her driveway with an unknown male walking from her backyard, carrying a large screen T.V. The resident immediately pulled over while watching the suspect and called police. The resident was able
to provide the RCMP with good description of the vehicle including the licence plate and a good description of the suspect. It was determined that the truck had been reported stolen out of Golden earlier in the day. On the 21st day of October 2012 the suspect vehicle was located by members of the
Vernon RCMP at which time they arrested the suspect and recovered the vehicle. A 31 year old Cranbrook male remains in custody in Vernon where he will be appearing in Provincial Court on Break, Enter and Theft and Possession of Stolen Property charges. It should be noted
that if anyone sees what they believe is a crime taking place, it is important to call the police and not to try to intervene. Any information that can be provided to the police is essential. If anyone has any additional information about this or any other crime they can call the Cranbrook RCMP at

Tipster leads RCMP to drunk driver On Sunday, October 21st in the early morning hours a green pickup truck was observed driving erratically, by another motorist who called police and reported their observations, vehicle description and last known direction of travel. Members of the Cranbrook RCMP responded and stopped the suspect vehicle on Highway 95a near the McPhee bridge. The driver was determined to be intoxicated by alcohol and was issued a 90 day Immediate Roadside Prohibition (IRP) and a 30 day vehicle impoundment. The Cranbrook RCMP would like to thank the person who called in the complaint and to encourage the motoring public to call police when they witness erratic driving they suspect may be caused by impairment by alcohol or drugs. It helps the police when a vehicle description (including a licence platewhen possible), and a direction of travel.

City Outdoor Watering Program Isn’t Just For Summer…
Residents and visitors are advised to continue to exercise both caution and common sense this fall, as the late autumn deer mating (rutting) period begins. That is the message from the City of Cranbrook. In the weeks leading up to the rut (into November and December) bucks increase their displays of dominance and indirect threats. A dominant buck typically circles a rival with deliberate steps; back arched, head low and tail flicking. Bucks can also display dominance by violently thrashing the bushes with their antlers. “We are into a transition period, where some does with fawns remain wary and potentially aggressive toward humans with dogs,” says Mayor Wayne Stetski. “Now we will likely also see an increase of particularly aggressive acts from the local urban buck population. Residents are reminded to please give deer plenty of space to move or leave the area. Do not walk closer to the deer; find another route.”
Cranbrook Fire & Emergency Services 1st Annual Community Calendar ON SALE!

Time for Ghoulish Globes
There is no way around pumpkins these days - they greet us on door steps, window sills and in stores, carved into scary grimaces as Jack-O-Lanterns. They also grace our tables as delicious treats such as pumpkin pie, pumpkin pancakes or even pumpkin spice flavoured coffee. It is believed the name was inspired by French explorers who commented on the bright orange “pompons” they encountered on the new continent. Pumpkins are a native plant to North America and have been a staple item in the diet of First Nations people for thousands of years. European immigrants started traditions such as making pumpkin pie and carving Jack-O-Lanters. Many gardeners like to grow pumpkins - they are easy and fun to grow and very attractive. There is a pumpkin variety for every use, from making pies and soups to fillings for pasta, stand-alone dishes or even roasting the seeds. For best results, pumpkins should be grown in a spot in your garden that gets full sun and has well-draining soil. Pumpkins are quite frost sensitive, so you should wait with planting until the last chance of frost has passed. Most pumpkin varieties take between 85 and 125 days to reach maturity. You can start your seeds indoors to make up for our shorter growing season or buy plants that have already been started for you at your local greenhouse when the time is right. Pumpkins need to be well watered, at least 1 to 2 inches of water a week, especially when they are blooming and setting fruit. Pumpkins are also heavy feeders, so the pumpkin patch is a great place to dig in some of your compost. Research has shown that pumpkin plants can sacrifice more than half of their leaves to bugs and disease without there being any loss in yield. Rotating pumpkins every once in a while as they are maturing will help in keeping them symmetrical. There are some tell-tale signs that your pumpkin is ready to harvest. Often the vines will start to die off and stems might actually twist and dry as well. Some pumpkins will be turning bright orange and another sure sign that the pumpkins are ready to be picked is when the shell is starting to harden. If you can still easily indent the pumpkin skin with your finger, it is too early to harvest. If Jack Frost has surprised you this fall and struck before your pumpkins had a chance to ripen, you can still get them to get to that bright orange colour. All you need is sunlight, warmth, and time. Place your pumpkins on a warm, sunny deck or patio or bring them inside to a spot with good air circulation to minimize the chance of rotting. Turn the green side of the pumpkin toward the sun and rotate the fruit from time to time to allow the sun to reach all parts of the pumpkin. If you left them outdoors, make sure to bring pumpkins in for the night to keep them from freezing. When you are carving a pumpkin to make a JackO-Lantern, it is important to thoroughly scoop out any seeds and strings. Cutting out some of the flesh will also help make carving easier. You can use the pumpkin meat to make pie filling, soup or chutney. If you cannot use the flesh right away, the best idea is to cook and puree the pumpkin and freeze it either plain or with spices and other ingredients already mixed in as a ready-to-use pie filling. Seeds don’t have to be discarded either. Just rinse the pumpkin seeds well, removing all the pulp and strings. Place seeds in a single layer on a baking sheet greased with oil, stirring to coat. You can also flavour the seeds with salt and spices. Bake the seeds at 325 F until toasted, about 25 minutes, stirring and checking at least once. After cooling, the seeds should be stored in an air-tight container. Can`t get enough of pumpkins? The orange globes will be front and centre at Fort Steele Heritage Town`s annual Halloween Spooktacular on Saturday, October 27. Either carve your own or look at the pumpkins lined up on the boardwalk and enjoy the trick-or-treating, haunted houses and all that Fort Steele has to offer. Till next time... happy gardening. Tamarack barbecue to raise funds for Food Bank The Tamarack Centre and the Fare Fight for Food Challenge will be hosting a BBQ to raise funds for the Cranbrook Food Bank. The BBQ by donation will be held on Wednesday, October 31st between 11:30am-2pm next to the new Bulk Barn store. Smokies, hotdogs, treats and pop will be served. Area students to innovate and explore On October 25 and 26, 77 budding scientists and entrepreneurs from 14 different regions of BC and the Yukon will embark on a voyage of exploration and discovery in Vancouver. Dubbed “Innovation Exploration,” students will participate in highly interactive tours and explore activities hosted by science outreach groups, post-secondary institutions, and local companies across the lower mainland. “Innovation exploration is a good opportunity for these bright minds to explore some of the educational opportunities available and it’s gratifying seeing students excited about science and technology – industry sectors that will play a vital role in BC’s long-term economic growth. BCIT staff and faculty are proud to be part of this event,” says Paul Dangerfield, VicePresident of Education, Research and International at BCIT. The students are secondary school Regional Science Fair winners who represented BC and the Yukon at the CanadaWide Science Fair and
at international science fairs this year. In recognition of their efforts, and their keen interest in science and technology, the Science Fair Foundation of BC (SFF BC) with the BC Innovation Council’s support, is providing the students and their delegates with an all-expenses paid trip to Vancouver. Four students from the area will be attending the event. Keltie Murdoch, from Mount Baker Secondary will be displaying a ‘GeoAir’ exhibit and Luke Baxter will show his ‘Pothole Prevention’ experiment. Jocelyn Tanton, from the Fernie Academy will participate with her ‘Wheelchair Bowling Ramp’ and Rosaele Tremblay, also from the Fernie Academy, will demonstrate an ‘Infrared Black Ice Detector’. “The Association of Kootenay & Boundary Local Governments recommends the replacement of ad hoc grant funding with a long term revenue sharing formula. This means: Your local government will maintain its infrastructure and continue to deliver needed services on a daily basis; Sufficient, predictable funding will ensure each local government can fund their different needs; and, All elected officials will be able to plan and budget according to established needs and priorities through collaboration with other government agencies and levels of government.” Members of the Association outlined specific concerns that need to be addressed as part of ending the use of ad hoc funding and grants: The sharing and distribution of revenues between the three levels of government must reflect the true cost of the partnership and the responsibilities that are assigned to local governments; Funding levels must be realistic, and reflect the actual cost of programs that local governments are required to deliver; Local governments need ongoing predictable funding so that budgets, infrastructure and programs can be planned in the long term; If Provincial and/ or Federal regulatory changes affect delivery of basic services, such as water and sewage treatment, the departments and agencies involved must help provide the funds required by local government to implement these changes. Wesly Graham, Councillor, Town of Creston, and Past-President of the AKBLG, says “We want to make the public aware that when the Province and Federal government shift responsibilities to local governments, this impacts our ability to pay for priorities mandated by our local tax payers.” Andy Shadrack, Director of Area D, of the Regional District of Central Kootenay, and President of the AKBLG Executive,
added that “We want the Province to work with us to end the policy of having local governments compete against each other for grants. We believe that every local government should be treated as a partner when it comes to long term planning

simply shifts the burden from income and sales taxpayers to those who pay property taxes. It does not actually look at how we might partner to deliver a program more efficiently and effectively”. Cranbrook Mayor Wayne Stetski noted
that “The current approach to ad hoc grants distorts community priorities and makes long term planning for infrastructure and community services extremely difficult – what we need is consistent, predictable funding that allows us to plan and
budget for the next five years”. The AKBLG, established in 1933, is the local government association that represents the municipalities and electoral areas of the south-eastern portion of British Columbia. The area includes the
Regional Districts of Kootenay Boundary, Central Kootenay, East Kootenay, and a number of communities, including the Town of Golden, the City of Cranbrook, the Cities of Nelson, Castlegar, Trail, Grand Forks and the Town of Creston.

The Grateful Executor seminar coming Most executors, when asked if they would ever take that task on again, answer with a resounding “No”. Although honoured when first appointed Executor, many quickly realize they lack the legal know-how to properly administer an Estate when called upon. Most Canadians are either named as Executor in a Will or have a Will of their own in which they’ve named an Executor. As Executor, certain duties must be performed, within a certain timeframe and in a specific order. Vehicle ownership must be transferred, terminal tax returns filed, taxes paid (including the possibility of capital gains tax), property transferred, accounts closed and accurate records kept. The average estate in Canada takes 18 months to settle. Even a little planning by the testator (writer of the will) now can make a big difference to the executor later when called upon. “Executors, usually at a very emotional and stressful time in their lives, need to complete a task they have never done—or did once
twenty years ago. They are required to find and gather specific documentation, know who to contact and where the government offices are, pay for numerous fees… for many, it is daunting,” says Kevin Holte, seminar presenter and B.C. representative for Peacehold, Inc. “That’s why we are thrilled to be able to provide this important information, information that can save families unnecessary headaches and estate settlement costs”. “It never ceases to amaze me how often a death in the family is the spark that ignites the underlying flame of sibling rivalry or perceived parental favouritism… add money to the mix and the executor can be looking at a Molotov cocktail of stress,” says Mr. Holte, “I’ve seen a lot of preventable confusion—just a little bit of preparedness can go a long way in making things easier for the loved ones. For example, I just finished talking with a lady in Burnaby who was in tears—she has spent two years trying to fix a problem with her late
husband’s will that was going to cost her thousands of dollars in probate fees…all because of one little oversight. Had they reviewed the will before he passed away, the oversight would have been caught, and she wouldn’t be facing the difficulties with the courts she is presently facing.” “One of the most common mistakes people make is trying too hard to avoid probate fees. People need to be aware of the risks when they joint their home with one of their kids, because sometimes the cure is worse than the disease” adds Mr. Holte. Barb Houser, one of the premier consultants for pre-arranged cremation or burial plans in the Kootenays and one of the seminar’s hosts, is enthusiastic about the seminar’s content. “It is important for the average person to walk away from the seminar with some real understanding and tangible steps they can take to make their executor’s job easier. That’s exactly what these seminars provide, and they are presented in simple English so even
the most ‘rookie’ testator or executor will benefit. When this seminar was held in Cranbrook, over 200 people came and the feedback was overwhelmingly positive…people said they were surprised that such a serious subject could end up being so much fun—they loved it!” Everyone is invited to attend. Topics include an understanding of the executor’s legal responsibilities along with a realistic expectation of costs and timelines, time-saving and moneysaving tips, dangers of joint ownership, explanation of probate, capital gains tax overview, funeral pre-planning information as well as cremation options. “The Grateful Executor” seminar will be held Tuesday November 6 at 7 PM at the Best Western, 1310-7th Avenue, Invermere and again on Wednesday, November 7th in Fernie at Cherished Memories, 8891 4th Avenue. The Cranbrook Atom Development ICE hosted an eight-team tourney last weekend. Fans in attendance had a chance to see the best young players of the
city take on equally talented youth in exciting tournament play. Cranbrook had two wins and a loss through round robin action loosing only to the Midnapore Machine. After beating the Bow
River Bruins 7-0 in the cross over game the ICE would again meet the Machine for the championship. Cranbrook would get two goals early before Midnapore tied it up late in the first. Mid-
napore would then score two early goals in the second before Cranbrook shifted gears scoring 7 goals with the final score being 9-6.

Frank Ralph Trozzo 1946 - 2012 Frank Ralph Trozzo passed away in Cranbrook, British Columbia on Sunday, October 21, 2012. He was born on October 23, 1946 in Cerisano, Italy. Frank worked in the tire business in Cranbrook for many years. He leaves behind his wife Pat, his brothers Fred and John, his sister Rosa and many relatives and friends. He was predeceased by his parents Pasquale and Eda and his sister Mary. A graveside service for Frank will be held at a later date. Arrangements entrusted to McPherson Funeral Service. OBITUARY Bannister, George D. 1932-2012 It's with profound sadness that I announce the sudden passing of my father, George D. Bannister. He passed away on October 16, 2012, at 80 years of age. He is survived, by myself, his daughter Pam (Tim) of Calgary , his wife Joan, his sister Diana (Dennis) all of Cranbrook and his niece and nephews, Darcy, Dara and Devin and their families. He will be greatly missed by his family and his many friends in Kamloops. Dad was born in Cranbrook and spent his early years living in and around Kamloops, and Canal Flats. He spent many of his young years living in logging camps with his mother and father. After he married he and my mother moved to Canal Flats where he worked for many years in the logging industry, working many years for Crestbrook Forest Industries. In 1983 he moved to Kamloops and worked for highland Valley Copper, until he retired. After his retirement he started on a new career, driving bus for Thompson Valley Charters. He enjoyed working with the staff at TVC and loved driving for the Rocky Mountaineer, where he met people from around the world. As per his wishes, no service will be held. Judy Ann Sallis 1949 - 2012 It is with great sorrow that the family of Judy Ann Sallis announces her passing on Tuesday, October 23, 2012 at East Kootenay Regional Hospital in Cranbrook at 62 years of age. Judy was a loving caring wife, mother and grandmother. She was one of the three "King Girls". Judy worked for BC Tel in her younger years and was also a bookkeeper for many companies in Cranbrook. Before her illness, she loved camping and travelling. She also loved doing jigsaw puzzles, playing on her computer, and going to the casino. Judy is survived by her three sons Chuck (Lori) Roller of Calgary; Quintin (Heather) Roller of Prince George; Blythe Roller of Prince George; three step-children Chris (Megan), Dave and Darryl Sallis; three grandchildren; two sisters Betty (Bill) Still, Connie (Mike) Bartsoff; and brother Ed (Karen) King of Cranbrook. She will also be remembered by many nieces, nephews and friends. Judy will also be missed by the residents at the Gateway Gardens in Kimberley and the Kimberley Community Bus commuters. She was predeceased by her parents Charles and Gerda King, her first husband Roger Roller, her second husband Cal Sallis and her third husband Edward Bosman. It is with great sadness we announce the passing of our father, grandfather, and great-grandfather. Louie was born on his parents' homestead near Macklin, Saskatchewan. Louie’s younger years were hard; growing up fast - at age 9 losing his father, then the loss of his mother six years later. Louie as a young child worked the farm, enduring the Dirty Thirties. In his twenties, Louie moved to BC, where he met and married Greta, his beloved wife of almost 61 years. Louie was employed in the mining industry for 33 years; working at the HB Mine in Salmo, the Blue Bell Mine in Riondel (where they raised their four children) and the Sullivan Mine in Kimberley. After retiring from the Sullivan Mine in Kimberely in 1981, Louie and Greta moved to Creston and lived a very active life, Àshing, camping, dancing, gardening and most of all travelling. Louie always enjoyed visits with friends and family Louie was predeceased by his beloved wife Greta; his daughter Dorothy Dilling and his son-in-law Bruce Anderson. Louie is survived by his two daughters, Margaret Corner (Roger), Cranbrook, Joan Anderson, Creston, and one son Raymond Wachter (Peggy), Elkford. Louie is survived also by his grandchildren, Bryce Corner, Cranbrook; Tracey Corner, Port Alberni; Scott Corner (Lisa), Cranbrook; Christine Anderson (Erik), Kamloops; Valerie Nielsen (Yari), Sooke; Sarah Serl (Kevin), Calgary; Dana Greene (Shawn), St Peter’s NS; Kim Ingham (Jay), Cranbrook; Shane Dilling (Stephanie), Kamloops; Laura Nelson (Brian), Cranbrook; and Arron Wachter, Elkford. Louie is also lovingly remembered by his fourteen great-grandchildren. Family and friends were most important in Louie’s life and he thoroughly enjoyed sharing his home. At Louie’s request there will be no Service. The family will scatter his ashes alongside Greta’s at a later date.

CVLCF funding is available for conservation projects that result in the reduction to a known threat to biodiversity. Projects that are technically sound and effective, and provide value for money through partnerships with other funders will have priority. Proponents must be a registered not-for-profit organization, First Nations band, or local government. Unqualified groups or organizations may partner with a qualified organization. Multi-year projects are acceptable to a maximum three years. A Technical Review Committee will review project proposals and make recommendations to the RDEK for final funding approval. Closing dates for project submissions is midnight October 31, 2012. Projects specific to land acquisition and/or conservation covenants may be submitted at any time during the year.
