Cranbrook courts in critical condition
Amount of cases older than a year are 10 per cent higher than provincial average Annalee Gr ant Townsman Staff
The B.C. government has announced sweeping changes to the province’s justice system this week, but Cranbrook’s law courts are unlikely to see delays lessen anytime soon. Samiran Lakshman, president of the B.C. Crown Counsel Association that represents the province’s prosecutors, said Cranbrook is in a
unique situation compared to courts elsewhere. There are only two provincial court judges in Cranbrook – Judge Ron Webb and Judge Grant Sheard – and a limited number of Crown counsel, and both are responsible for travelling around the region to satellite courts. “The Crown in Cranbrook works extremely hard to meet those requirements,” Lakshman said.
Cuts to Legal Aid in B.C. have further complicated the issue in Cranbrook, where less funding is available and more resources are needed. Lakshman said funding has been slashed by a third in the past few years. “It’s that doubling up of resources that really exacerbates the cuts to Legal Aid,” Lakshman said. All of these factors create more delay. In Cranbrook 26 per cent of cases are at least one year old, which is 10 per cent above the B.C. average. “That situation of delay is something that’s getting worse and
worse,” Lakshman said. “There’s an inherent, systemic delay.” In 2010/11 the Cranbrook Law Courts saw 1,193 cases concluded. The average length of a criminal case in Cranbrook is one to 60 days, representing 45 per cent of all cases. In those years there were 6,560 appearances in court before the two judges. The Provincial Court had 1,559 new cases, while Supreme Court had 576. Lakshman points to a recent sitting in Golden, B.C., when the Crown and judge travelled all the way there from Cranbrook, only to
cancel all criminal court matters in order to hear family court. The challenge is that in family matters one member is often unrepresented, which can lead to further delays. “It’s so extremely difficult for that to happen in an efficient – let alone just – manner when that person doesn’t have a lawyer,” Lakshman said. That means other matters are put off and the judges are forced to pick and choose what gets heard and what is delayed.

Local politicians plead for bigger piece of tax pie Kootenay municipalities are not happy with the formula between federal, provincial and local governments on tax dollars Sally MacDonald Townsman Staff
Local government is struggling to pay the bills without more help from the province and Ottawa. A meeting of Kootenay politicians last Friday in Cranbrook brought out a resolution pleading with the provincial and federal governments to change the funding formula for municipalities and regional districts. “We need a different
partnership,” said Cranbrook Mayor Wayne Stetski. Of each tax dollar that a B.C. resident pays, 50 cents goes to the federal government, 42 cents goes to the provincial government, and eight cents goes to the municipal government. But municipalities are expected to maintain certain services with those taxes.

Work starts on highway from Cranbrook to Fort Steele SUBMIT TED
A contract valued at almost $1.49 million has been awarded to Okanagan Aggregates Ltd. for the resurfacing of Highway 93/95 between the Cranbrook overhead and the Fort Steele overhead, and work is underway. Approximately six kilometres of highway will be resurfaced. This work includes repairs to the highway shoulder and
improvements to strengthen the road base where necessary. During construction, motorists can expect single lane alternating traffic with minimal delays. A construction zone speed limit of 70 km/h is in effect for the duration of construction. Work is scheduled to be completed by October 31. Resurfacing this section of Highway 93/95 will benefit area residents, tourists and
commercial transport vehicles along this corridor with a safer and smoother ride. This section of highway is an important route for area residents and tourists, providing access to a variety of recreational opportunities in the region, as well as an important connection to the Trans-Canada Highway. “This resurfacing work between the Cranbrook overhead and the Fort Steele overhead
will ensure smoother, safer travel for those who commute every day, as well as their families. These kinds of investments keep our roads in good shape,” said Kootenay East MLA Bill Bennett. This project is part of $207 million in new capital investments announced by Premier Christy Clark on September 28 at the annual meeting of the Union of British Columbia Municipalities in Victoria.

RCMP lace up in red for Special Olympics Annalee Gr ant Townsman Staff
The Cranbrook RCMP detachment laced up to support the Special Olympics Be a Fan Day on October 25 at Rotary Park. Members of the detachment met with the local Special Olympics team in line with the event being held nationally. Their standard police-issue black boots were a little brighter on Be a Fan Day, as they opted for red Special Olympics laces to show their support. Be a Fan Day celebrates the 25 years of contributions that the RCMP has given to the Special Olympics through the Law Enforce-
ment Torch Run movement. They took time Thursday to celebrate that unique achievement, while wearing their bright red laces in support. The Law Enforcement Torch Run raises funds and awareness for the Special Olympics through an annual run and other initiatives. 2012 is the 25th anniversary of the Torch Run. The B.C. arm of the run has raised $3.4 million since 1990. “For 25 years, the Canadian law enforcement personnel involved in the LETR have helped create opportunities for Special Olympics athletes to have life-changing experiences of empowerment, friendship, and skill development through year-
round sport programs and competitions,” said Pam Keith, chair of Special Olympics BC. Right now in B.C. there are approximately 4,000 Special Olympics athletes in 55 communities who are being supported through donations from events like the Torch Run. Those athletes are training hard now to be ready for the B.C. Special Olympics Summer Games being held in Langley in July, 2013. Special Olympics gives athletes the chance to gain skills in more than just sports, but in life in general. They also improve their health and have fun doing it. The next Special Olympics Winter Games will be in 2015.

Grant programs prohibit planning: mayor Continued from page 1 “The communities’ biggest issue is probably aging infrastructure and the impact of trying to pay for that,” said Rob Gay, chair of the Regional District of East Kootenay (RDEK) board of directors. “We feel as local government that many things get downloaded on us,” he added. “What we find in rural B.C. is our population in many cases is declining and the services that are required are the same. So the taxes go up a little bit each year just to stay even.” Mayor Stetski used Cranbrook’s roads as an example of the challenges facing local government. He said in order to get on top of the road problems, the city would need to spend $15 million a year. Presently, it spends $3 million. But each $200,000 increase to the city’s budget represents a one per cent increase in property taxes. “You do the math: that’s a 60 per cent increase in taxes in order to just make up the

shortfall for roads in Cranbrook. It is not sustainable. We need a different kind of partnership in the future,” said Stetski. Kootenay politicians also agreed that the grant formula between local government and the provincial and federal governments is ad hoc and unpredictable. RDEK Chair Rob Gay said that grant applications carry too much weight. “What it is right now is there is generally a pot of money and communities apply for it. It pits one community against another be-
cause there is only so much money to go around,” said Gay. “You spend many hours writing your best case. Well, that doesn’t show the greatest need, it just shows who’s the best writer for grants.” What’s more, according to Chair Gay, it makes it difficult for local governments to set their own priorities. If a grant program arises, the municipality or regional district will pursue it, whether the project it wants to work on is in its one-year plan, or its five-year plan, because they don’t know when
the funding will next be available. “So you do something that was five years out now. It really impacts your planning,” said Gay. “What we would rather see is: here’s some money for your community – now you have a plan, follow your plan.” Mayor Stetski agreed: “The current approach to ad hoc grants distorts community priorities and makes long term planning for infrastructure and community services extremely difficult – what we need is consistent,
predictable funding that allows us to plan and budget for the next five years.” Last Friday’s meeting at the St. Eugene Golf Resort and Casino brought together local government officials in the Association of Kootenay and Boundary Local Governments, with about 60 government officials as well as school board trustees, for a professional development workshop on the challenges of funding for local government. “We wanted to make sure our members were clear on that situation,” said Chair Gay. “They aren’t dreaming up that things are tough: they really are.” Kootenay East MLA Bill Bennett, who is the B.C. Minister of Community, Sport and Cultural Development, also attended part of the AKBLG meeting Friday, October 19 and said he would rather different levels of government discussed funding in private. However, he said that the provincial government is in difficult economic times as
well. “We want to work with local government; we understand that they have challenges. But so do we – we are trying to balance the budget and we have had to tighten our belts. So we are all in this together. If they want us to give them more money, I guess we have to raise taxes on individuals and business, and we are loathe to do that,” said Minister Bennett. He added that the BC Liberals have upped funding to municipalities. “We have actually increased funding to local government by over $2 billion since we were first elected in 2001.” The provincial and federal government is currently in talks to create an infrastructure grant program that municipalities could take advantage of in 2013 or 2014, Minister Bennett added, which could help with water, sewer and roads. “That will be a major infrastructure program with a few hundred million dollars in it,” he said.

Liberals getting through to voters: Bennett C ANADIAN PRESS
VICTORIA – British Columbia’s Liberals are gathering in Whistler knowing their threeterm dynasty has seen better days, but there’s a quiet confidence rising from the party ranks as next May’s provincial election approaches. Kootenay East MLA Bill Bennett, the co-chairman of
the Liberals campaign platform committee, said there’s a growing sense that British Columbians are starting to tune into Premier Christy Clark’s jobs and families message. He acknowledged that the New Democrats are ahead in the public opinion polls, but said voters are recognizing that B.C. is doing well while other
jurisdictions are experiencing steep economic declines. “We’ve had a pretty good two months here,’’ said Bennett. “People are starting to notice that in the context of what’s going on in the rest of the world, B.C.’s actually doing quite well.’’ But University of Victoria political scientist James Law-
son said the Liberals’ traditional supporters in the business community may be put off by government’s attempts to stage manage the Northern Gateway pipeline debate. “They are scandalized,’’ said Lawson, suggesting business thrives on stability and consistency and Clark’s battles with Alberta don’t help.

Judges can’t be in two places at once: Crown Continued from page 1
“Judges have that difficult balancing act. Something inevitably gets adjourned,” Lakshman said. Attorney General and Minister of Justice Shirley Bond announced the overhaul of the legal system on Monday following a report by lawyer Geoffrey Cowper. He concluded the problem is partly because there is Samiran Lakshman an incentive, particularly for defence lawyers, to delay cases, and no system for enforcing timely hearings of evidence. The announcement launches a new court scheduling system, but Lakshman said missing from the plan is any funding for more judges. He said the province remains 16 judges short to be fully effective. “You can’t open a court room without a new judge,” he said. Lakshman said in some areas of the province including Cranbrook, court time is booked as much as five times more than time actually allows. That scheduling means that when a matter is delayed on the trial day, another case is put forward to take its place. “They’re stacking the trial list and stacking the matters. It’s not unusual to see matters adjourned due to no court time,” he said. “When everyone is ready to go because everyone’s done their job, and everyone’s working efficiently – that’s when court gets adjourned.” Resources at the Cranbrook office are scarce, and Lakshman said it isn’t just hitting the judges and Crown counsel. Hiring freezes also effect the B.C. Sheriffs Service and court clerks. When a new employee is needed, hiring must go through the deputy minister and then the deputy premier’s office, meaning the position takes longer to fill. “The Cranbrook office operates on a very tight ship,” he said. “They are unable to access additional resources if needed.” That means that when auxiliary judges or Crown counsel are needed, they are not available, which adds to the delays. Lakshman criticized the new court scheduling system, which sets no specific court room until the day of. He wonders how in a small office like Cranbrook, Crown counsel are expected to split their time between two court rooms if their matters are set at the same time. “This trial scheduling idea is not a bad one, but it’s not really going to make a difference without staff.” With so many delays in the court system, Lakshman said it is not only concerning for taxpayers but for the RCMP officers who forward their cases on to the Crown who then recommend charges. “We expect that there will be a police officer attend when we call 911,” Lakshman said. Every case that is forwarded for charges has gone through a rigorous investigation by Crown counsel before it becomes a matter for the courts. “We have a very high standard before we even allow cases to start,” Lakshman said. “It’s only at the eleventh hour that we’re saying, ‘Oh, we don’t have time for that.’ Why are we bothering capturing the criminals? What’s the point of the police doing their job in the first place?” When a case takes months, even years to see the light of day in a court room, Lakshman said it’s obvious that witness testimony will not be as solid. “It doesn’t take an expert to know that the longer the gap between the event, the harder it is to testify about it.”

Further, as a journalist, he could report on the proceedings, all expenses paid by Higgins. He was also asked, most importantly, to lobby Ottawa to allow B.C. to form a “Responsible Government.” That is to say, a government elected by the people as opposed to one appointed by outside authorities. He proved successful in the task and thus ensured our present system of government (keeping in mind that there is a difference between Responsible Government and a government that is responsible).

Needless to say, the trip was a success and the new province of British Columbia duly joined the Dominion of Canada the following year. Henry’s partners on the trip to Ottawa all went on to much success, both in politics and business. Messrs. Trutch and Carrall became the first Lt. Governor of the province and a senator, respectively, Helmcken a respected physician. Henry was rewarded with a posting as a Customs Officer at the new port (so to speak) of Kootenay Landing in June, 1872. It was a log cabin on the grounds of what is now Baker Park (possibly near the area of the outdoor skating rink). Following his arrival he is reported by the British Colonist as saying he was so pleased with the country that he intended to bring his family out, which he subsequently did. Sadly, Henry would not long savour the fruits of his labour. He died on Mar. 27, 1876,
apparently from injuries suffered in the course of his work two years previously. Buried near his cabin he was later re-interred in the Old General Cemetery where he now rests, an important figure in our provincial history, often forgotten. A brass plaque marks his gravesite.

James Douglas (whose daughter was married to Dr. Helmcken of answer 2) did not seem inclined to take the appropriate steps required by Ottawa. Thus, much of the impetus was carried by the general public, journalists being among the most vocal. Enter Henry Seelye. That Henry had connections back east is to be assumed. As mentioned, he certainly had the ear of Samuel L. Tilley, the Minister of Customs in Ottawa. During a large public meeting in Victoria in Jan. 1868, in order to debate the question of confederation, Henry read a telegram he received from Minister Tilley recommending immediate action. Henry made a motion that a committee be formed to further the cause. He himself was chosen as one of the members. He carried the campaign to Barkerville (another important centre at the time) six months

B.C. about 1861. They travelled to the Cariboo and eventually made their way to Victoria where Henry, among other things, found work as a journalist with the British Colonist (the precursor of today’s Victoria Times-Colonist) newspaper. Henry carried letters of introduction from S. L. Tilley and A.G. Archibald, both highly respected Fathers of Confederation with whom he was presumably connected through social/ political ties. While employed at the Colonist he made the acquaintance of publisher David Higgins, editor John Robson, and former owner Amor De Cosmos among others. They too, had strong loyalist leanings and during the late 1860s were actively involved in the movement to see the numerous districts join the recently formed Dominion of Canada under one banner. British Columbia was a perfect candidate for inclusion in Canada. Its wealth of resources and Pacific seacoast would be a boon for the Dominion. There was also a growing fear that the land might be annexed by the U.S. Still, the powers in control under Britishappointed Governor

quiz. Question: 1) When did British Columbia join Confederation? 2) Who were the four men who travelled to Ottawa to negotiate the deal? So, how did you do? If you answered: 1) July 20, 1871 and 2) Joseph Trutch, Dr. John Helmcken, Dr. Robert W. Carrall and “that guy buried in the Cranbrook Old General Cemetery” then you would be absolutely right. The “guy” in question is Henry Edward Seelye. Henry was born in St. George, N.B. in 1819. As with many of his neighbors he was from a family of United Empire Loyalists – former British colonists who left the U.S. when things went against them during the American Revolution. Henry married Lucretia Dawes Howe in 1843. Henry’s sister Clementine married James Howe, Lucretia’s brother, the same year. Lucretia and James Howe, it is worth noting, were the grandchildren of William and Mehitable Howe. William Howe is celebrated for his midnight ride along with Paul Revere (Longfellow’s poem aside) from Boston to Lexington to warn of the impending arrival of the British army. Henry’s mother was the daughter of loyalist Peter Clinch, a member of the New Brunswick House of Assembly and founder of the town of St. George. The families were well connected, especially along Loyalist lines. Henry and Lucretia came to what is now

Printing books in days of yore
“R
ags! Rags!! Rags!!!” read a small ad placed in a Georgian newspaper in July of 1863. Not only were “rags” desperately needed, but also “old ledgers, cash books, old journals,” and “old blank books of any kind.” Wallpaper, as well as gift wrapping paper, would also be most welcome. Any readers who had this kind of material were asked to send it to Wellington Stevenson—the owner of the very newspaper which this odd advertisement appeared. Stevenson found himself in the worst position a publisher could ever be in: he was out of paper. By the time his ad appeared, the United States had been fractured in half for two years. The complete eradication of slavery ignited the American Civil War, with a clear line drawn between the northern and southern states. While many have at least heard of Confederate currency, less known is the Confederate imprint: thousands of books printed in what was at the time being called the Confederate States of America. As the South broke away from the rest of the country, it no longer wished to be dependent on reading material from the North. This may have been more practical than political. Whether they wanted it or not, the South wasn’t getting anything from the North. They were also unable to acquire books from Europe, and the North had effectively blockaded the South’s sea ports. With the capture of New Orleans, sheet music—of prime importance to southern culture—was no longer available. Declaring their independence from the
United States, the Confederacy wished to print “Southern thought, imagination, and taste,” hoping to instill “an independence in thought and education.” Of course, this was easier said than done. Not only had paper become an endangered species, but ink did as well. Ever resourceful, the Confederate printers tried new recipes using fig juice, poison oak, pomegranates and a plant known as American pokeweed. LOS ANGELES — Barack Obama is urging the NHL and its players to resolve their labour dispute. During an appearance on “The Tonight Show’’ with Jay Leno on Wednesday, the U.S. president took time to answer questions submitted from viewers and the studio audience. One fan from Los Angeles asked Obama if he could pull any strings to end the NHL’s work stoppage. “You know, I do have a comment on this,’’ said Obama, who is campaigning for re-election. “Every time these things happen I just want to remind the owners and players: You guys make money because you’ve got a whole bunch of fans out there who are working really hard — they buy tickets, they’re watching on TV. “You all should be able to figure this out. Get this done. The fans deserve it.’’ Canadian Press

The Lakeland Rustlers and the Concordia Thunder will play down against each other for the chance to face the Trojans in the semifinal. Should the Trojans win on Saturday, they’ll head into the ACAC final on Sunday. SAIT has eight silver medals in the trophy case and is hoping for a golden finish this time around.
Boxers head to Alberta for matches TRE VOR CR AWLEY Sports Editor
Shannon Ryan and Tyler Gallinger of the Cranbrook Eagles Boxing Club are back into the ring this weekend as they head up to Edmonton for a sub-novice tournament. The two are fresh off their first experience in the ring where they both fought their way to victory in their first-ever bouts two weeks ago during a home fight card at the Eagles Hall. “It’s for novice fighters with two bouts or under,” said Eagles box-
ing coach Bill Watson. “We got two fighters that are ready for it…so we hope to take them and get them some more action in Edmonton.” Watson will take his two students up to Edmonton, where the Beverley Broncs Boxing Club will host the event. “Two weeks ago, they had over 100 entries already so it’s a pretty big deal, a big tournament for Alberta,” said Watson. “They have a lot of sub-novice boxers there and this is a good way for those
boxers to start their careers.” Both Ryan and Gallinger are still riding the high from winning their first fights in front of a home crowd, even if they’re a little banged up. “I’m feeling good. Last week I was pretty lazy,” said Gallinger. “I was sore and just getting back into it, but I’m getting back my rhythm back in and getting pretty stoked on it.” Getting the win has also put the boxing hooks into Ryan, but she’s still got some but-
terflies preparing for the tournament. “You think after your first fight, you’re supposed to be a little calmer for your second, a little less nervous, a little more prepared, but no, I’m still the same,” she laughed. Gallinger doesn’t have a lot of expectations for the event, but knows that Edmonton is going to be a big draw for fighters looking to prove themselves. While both Ryan and Gallinger are still relative newcomers to the sport with only one
bout under their belt, Watson hope the tournament will give them some more experience in preparation for B.C. provincials. “With Shannon and Tyler, what we’re trying to do is gear them up for provincials, so if they can each get in two matches this weekend, maybe another a bout sometime in November,” said Watson, “that would take them into provincials with four or five matches under their belts and have them better prepared.”
Giants earn two-game World Series lead, beat Tigers 2-0 BEN WALKER Associated Press
SAN FRANCISCO _ A Giant dose of small ball, and suddenly San Francisco finds itself in a most unique position _ way ahead in a post-season series. Madison Bumgarner shut down the Detroit Tigers for seven innings, then the Giants took advantage of a bunt that stayed fair to eke out the go-ahead run in a 2-0
win Thursday night for a 2-0 edge in the World Series. Gregor Blanco’s single trickled to a stop inches fair on the infield dirt, setting up Brandon Crawford’s run-scoring double-play grounder in the seventh. Hunter Pence added a sacrifice fly in the eighth, and that was plenty for the Giants. Game 3 will be Saturday night in Detroit and
for once, the masters of the October comeback aren’t playing from behind. The Giants overcame a 2-0 deficit to beat Cincinnati in the best-offive division series and escaped a 3-1 hole against St. Louis in the NLCS. The loss certainly left the favoured Tigers wondering what else could go wrong. Prince Fielder was thrown out at the plate by a hair and mo-
ments later starting pitcher Doug Fister was struck squarely in the head by a line drive. The 6-foot-8 Fister managed to stay on the mound, and even excelled. Bumgarner more than matched him, however, allowing just two hits before the San Francisco bullpen closed it out before another pulsating crowd. Santiago Casilla pitched a perfect eighth
and Sergio Romo worked the ninth for a save in the combined two-hitter, leaving Triple Crown winner Miguel Cabrera in a huge hole heading back to Comerica Park. Anibal Sanchez will start for the Tigers against Ryan Vogelsong in Detroit. The Tigers looked foggy at the plate, maybe still lost following a fiveday layoff after an ALCS sweep of the Yankees.

WINDSOR, Ont. — Patrick Chan glides by the boards for a quick reminder from his coach Kathy Johnson, who gracefully points one hand toward the ceiling and tilts back her head in demonstration. At first glance, the two-time world figure skating champion and the modern dance teacher who trained at Juilliard may seem like an unlikely combination. But the 21-year-old from Toronto, who opens his Grand Prix season this week at Skate Canada International, is at ease with Johnson by his side _ and that’s a good thing in a season of change for Chan. “She has very much the same personality as I do. She is very laid back,’’ Chan said of Johnson. “Maybe sometimes even too laid back where I don’t have anybody to push me. But I’m at that point in my career where I’ve learned to push myself.’’ In his final full season before the 2014 Sochi Games, Chan has new choreographers, two new programs, and a new coaching arrangement with Johnson. He captured his second consecutive world title last spring in Nice, France, and literally the next day coach Christy Krall resigned citing a difference in coaching philosophies. His coaches are now Johnson — who had been assuming a larger role
with Chan last season — and Eddie Shipstad. “I never dumped anyone. It wasn’t like a nasty breakup,’’ Chan said of his split with Krall. “Christy decided to step down from teaching me. I didn’t imply anything for her to get fired. She definitely took the responsibility and decided to step down. “And you know what? I believe that ev-
“Patrick is extremely self-motivated, there’s never a problem getting him to the ice or getting him to work.” Kathy Johnson erybody in my career, everyone who’s brought me along and has pushed me along up to the top, has had their place in my career. And right now who I want next to me is Kathy Johnson. I want Eddie Shipstad to be by my side. Both coaches to me fulfil everything that I need to become the best in figure skating.’’ While Johnson’s background is dance, she’s worked with skaters for more than a decade. She focuses on proper use of the body’s core, not just to strengthen the artistic side of performances, but also for the technical elements such as jumps and spins. “I do things differently. If I did the same thing as most of the other skating coaches,
people wouldn’t call me in to work with them,’’ said Johnson, whose daughter was a skater. With Johnson, Chan has been able to take on more responsibility for his training after a program under Krall that was tightly scheduled. The new approach, Johnson said, has been a natural progression for the Canadian skating star. “He’s maturing and finding himself, it’s always moving into that adulthood, and there has to be that moment where you ... scoot, scoot, scoot, a bit of a kick out of the nest,’’ she said, motioning with her hands as if she was pushing a bird. “I think Patrick really did need to take a step back and reassess what he wanted and where he was going.’’ They’ve changed up Chan’s schedule to include more intense sessions for shorter periods of time. Johnson said Chan has more leeway in dictating the focus of practice. “Patrick is extremely self-motivated, there’s never a problem getting him to the ice, or getting him to work,’’ Johnson said. The summer wasn’t an easy one for Chan, who had to learn two new programs under new choreographers with very different styles than what he was used to. Chan left longtime choreographer Lori Nichol after the worlds in Nice, hiring former world champion Jeff Buttle to choreograph his short program and David Wilson his long.
ZURICH, Switzerland — Canadian captain Christine Sinclair is among the 10 candidates for the most prestigious individual honour in women’s soccer. She was on the early nomination list for the FIFA Women’s World Player of the Year award Thursday. Canadian coach John Herdman was one of 10 nominees for the FIFA World Coach of the Year for Women’s Football. Sinclair scored 23 goals in 22 matches and led all players with six goals at the London Olympics. The 29-yearold from Burnaby, B.C., had a hat trick in a tense
4-3 semifinal loss in extra time to the Americans. FIFA has since banned Sinclair for four matches for her conduct after the match. Herdman guided Canada to an Olympic bronze medal. He helped the team post a record of 14 wins, seven losses and one draw this year. Four players from the gold medal-winning American team were also nominated. They include Abby Wambach, Alex Morgan, Carli Lloyd and Megan Rapinoe. No American has won since Mia Hamm in 2001 and ‘02, the first years that FIFA made
NEW YORK — With only hours remaining before an NHL-imposed deadline to make a deal with the players’ association and preserve a full hockey season, all was quiet between the sides. By Thursday afternoon, the sides were still not in contact. NHL Commissioner
Gary Bettman already painted a pessimistic picture on Wednesday, saying it was unlikely that a new collective bargaining agreement would be reached by Thursday that would allow the NHL to play a condensed 82-game schedule starting on Nov. 2. In making its most recent offer to the players, the NHL presented
a proposal that included a 50-50 split of hockey-related revenues. But that was contingent on the sides making a deal by Thursday and getting the season under way following a week of training camp. Talks broke down last week, and the NHL turned down the union’s offer to return to the table this week with no preconditions.
coached the U.S. Olympic team, and Norio Sasaki of Japan are also nominated for the coach award. The nomination lists were chosen by FIFA committee members and France Football magazine, which co-organizes FIFA’s annual awards. Three-candidate shortlists are to be announced Nov. 29 in Sao Paulo after voting by national team coaches and captains, plus invited journalists. Winners are to be named at FIFA’s annual gala in Zurich on Jan. 7. FIFA will announce nominees for the Ballon d’Or and other men’s awards on Monday.
Bombers look to extend streak against Hamilton Scot t Edmonds Canadian Press
WINNIPEG — The Winnipeg Blue Bombers need to extend one streak and snap another Saturday to keep their slim playoff hopes alive. The Bombers are in Hamilton on Saturday for the final game at Ivor Wynne Stadium. Winnipeg hasn’t lost a regular-season game to the Ticats since Aug. 13, 2010 _ a streak of five
contests _ leaving quarterback Buck Pierce unsure as to why. “I don’t know, I think it’s just one of those things,’’ he said Thursday. “We have the confidence level when we go in and play against them. “It seems like we execute well and we match up well against them. Their offence is a big-play offence and that kind of puts the
pressure on our offence to stay on the field a little bit longer.’’ Actually, Winnipeg has won its last six straight against Hamilton, the other victory being a 19-3 decision over the Ticats in last year’s East Division final. But Winnipeg (5-11) hasn’t managed consecutive wins all season and is coming off an impressive 44-32 victo-

ry in Toronto last week. The Bombers last recorded back-to-back wins Aug. 26, 2011, the second victory, coincidentally, coming against Hamilton. Pierce is just as puzzled trying to explain that streak as well. “Lack of consistency, lack of focus would be my guesses,’’ he said. “Maybe too much confidence going in after a win.’’

Vehicle crashes into Alta school C ANADIAN PRESS
Agricultural Plan Open Houses You are invited to join us at our upcoming Agricultural Plan Open Houses. There will be seven evenings in all, led by our consultant Dave Struthers to create conversations around agriculture in the region. And, we want to hear from you! Dave will be sharing information on the 2011 Agricultural Land Use Inventory, and looking to learn more about your vision for the future of agriculture in the East Kootenay and how to work toward that vision. Although we recognize the impact the Agricultural Land Reserve (ALR) and Agricultural Land Commission policies have on agriculture in our region, we do not intend to focus on the merits of the ALR or operation of the ALC. The changes being undertaken by the ALC will be led by the Commission and are not part of the Agricultural Plan process.
ST. PAUL, Alta. _ Three people have been seriously hurt after a minivan crashed through the wall of a school in rural Alberta. Mounties said one of the injured, a child, was pinned under the minivan after it went into a classroom at Racette Junior High in St. Paul, east of Edmonton, shortly after classes
began Thursday. Health officials were unable to provide ages, but said three patients with critical injuries have been airlifted to hospital in Edmonton. Kerry Williamson with Alberta Health Services said another five people were transported by ambulance to the local hospital with noncritical injuries and three of them were
quickly discharged. RCMP said the van’s driver has been taken into custody but there is no word on whether he will be charged. Michelle de Moissac was one of many parents who rushed to the school to find out if their children were OK. She said her 11-year old son, Brett, wasn’t injured but is traumatized. A teacher told her the
van nearly hit a pedestrian a few blocks away before it drove down an alley by the school, smashed through a chain-link fence then crashed into the school. The van dove down into the classroom because it sits below ground level, she said. There were about 15 students in the Grade 6 French class at the time.

ARIES (March 21-April 19) Make it OK to drag your heels in the morning. You will hear some news that might energize you and get you out of this lethargic mood. You blossom in the afternoon. Make choices and plans for the weekend based on your current charisma. Tonight: Whatever knocks your socks off. TAURUS (April 20-May 20) Use the morning for whatever is important to you. By midafternoon, you might slow down and think about taking a nap. You could hear some news that might stop you in your tracks. Follow your instincts with a money decision. Test out a risk on someone. Tonight: Not to be found. GEMINI (May 21-June 20) Clear out some last-minute errands and return calls in the morning. You will take care of these tasks quickly and allow yourself some more free time. Zero in on what you want to do in the afternoon. Your friends are likely to be involved. Tonight: Only where the action is.
CANCER (June 21-July 22) Your mind drifts to others who are not in your immediate environment. You might want to make a call or two. Make plans to take off ASAP. Being the good sport you are, you might be left holding the bag once more. Tonight: A must appearance. LEO (July 23-Aug. 22) You could be hard to find, except by certain people. In the afternoon, you might become available, but you could have difficulty staying in the moment. Your mind is anywhere but where you are. Why not just follow your mind out the door? Tonight: Let go and enjoy. VIRGO (Aug. 23-Sept. 22) Others make all sorts of demands. Your immediate reaction is to say “no.”You have stretched yourself so thin for others that you might be fed up. Annie’s Mailbox by Kathy Mitchell and Marcy Sugar Dear Annie: Eleven years ago, we moved halfway across the country in order to live close to my husband’s family. For years, we heard about all the things they would do with our kids if only we lived nearer. My parents were still busy raising my four younger siblings and weren’t really interested in being grandparents, so all these promises sounded wonderful. It didn’t take long after we moved to discover that my in-laws were all talk. When we announced that we were pregnant with our fourth child, my mother-inlaw said, “Well, don’t expect me to babysit four kids.” I had to bite my tongue to keep from retorting, “Why would I? You never babysit the three we already have.” My mother-in-law always sounds like I’m holding a gun to her head when I ask whether she might have some time to see the kids. My children are growing up. They are completely self-sufficient and well behaved. They clean up after themselves and take care of one another. I’ve always tried to cast my in-laws in the best possible light, even though they spend less time with my children than my parents who live 1,500 miles away. But the kids are catching on. Should I continue making excuses for my in-laws? Is it OK to tell my kids honestly why they never get invited to their house? Is there any way to express myself to my in-laws so it will open their eyes about what they are missing? So far, calling my mother-in-law on her behavior has only resulted in a guilt trip and crocodile tears. It breaks my heart that my children have no relationship with these grandparents. But more than that, I’m having a hard time not resenting them for all the broken promises. -- Fran in Frisco Dear Fran: We don’t know why your in-laws switched gears. Perhaps being with all those children was more effort than they expected. But don’t badmouth them to your kids even if they deserve it. When your children ask why they don’t see their grandparents, simply say, “It’s just the way they are.” And please stop asking your in-laws to spend time with the kids. Instead, invite them to whatever occasions merit their presence, and let them see for themselves what they are reaping. Dear Annie: You’ve mentioned that men with low sex drives should be tested for low testosterone. I’m curious how many men are willing to address the problem with medication. My guy was tested, and his testosterone was very low. He was given a prescription, but said it was too expensive. A call to the doctor produced a less expensive prescription, but he didn’t fill that one, either, because it was a “hormone,” and he thinks all hormones are dangerous. We have since split up. No sex drive is one thing, but the accompanying negative personality issues made me want to hide in my own house. -- Alone Dear Alone: Low testosterone can also be responsible for depression and other mood disorders. It’s too bad your guy was unwilling to try the prescription. It may have helped him enormously. A discussion with his doctor about hormones would have been useful. Dear Annie: I disagree with your answer to “Home Alone,” whose boyfriend travels on business for months at a time. When he’s home, he spends weekdays with her but wants to spend weekends with his family or friends. You said, “You’ll have to revisit this issue if you marry and have children.” I would hope the issue would be totally resolved before even thinking of getting married. He doesn’t even make a good boyfriend. That relationship spells disaster. -- Texas Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. She was a beautician at the Walmar Hair Salon and Lorne the Service Manager at Kimbrook Motors. Once Dean was born in 1970, Beverley decided to leave the work force and concentrate on raising her two children for whom her love was immeasurable. Mom took great pride in building the family home in Silver Creek where she had great fun raising farm animals, playing with her children and meeting with the neighbourhood ladies to do crafts every week. Mom was a real artisan, crocheting and knitting and then selling her much requested works of art at local craft fairs and events. Beverley had a stroke stoke on on her her 40th 40th birthday but she was a warrior even then and battled her way back out of a wheelchair to continue to raise her family. She and Lorne were extremely active members of the Eagles Aerie #3032 and Beverley served as president of the Ladies Auxiliary 1979-1980. They both took their roles in being part of that great service club very seriously. Sadly, she lost her best friend and husband Lorne far too early in 1989 early when when he he died diedfrom froma aheart heartattached attack in but as the warrior she was, she battled on. She spent her time from 1989 until her last day with her children Melitta (Gregory) Ball and Dean (Brandi) Archibald, her grandchildren Justin Ball, Courtenay Ball, Sabrina (Dustin Keller) Archibald, Brandon Archibald and her first great grandchild Donatello Archibald-Keller. She was predeceased by her Father and Mother, Reuben and Melitta Green (Kamloops, BC) and is also mourned by her sister Janis Hazard (Courtenay, BC), brothers Kelly and Rod Green (Kamloops, BC) BC, sister-in-law Shannon (Barry) Archibald-Lacasse (Golden, BC), brothers-in-law Aaron (Rose) Archibald (Golden, BC), and Doug (Alvina) Archibald (Cranbrook, BC) along with many nieces and nephews, all whom she loved dearly. As per her wishes, there will be no service and she requested that in lieu of flowers, memorial donations be be made made in in her her name name to to the the Eagle Eagle Aerie Aerie #3032 #3032 or or to to the the Ladies Ladies Auxiliary Auxiliary #3032 #3032 to to be be donated donated in in Beverley’s Beverley’s name name to to local local charities. charities.
