Wave of relief follows tsunami J.R. Rardon Gazette editor PORT HARDY— Hundreds of North Islanders caught up in the voluntary evacuation following Saturday night’s tsunami warning were displaced for only a few hours. The lessons learned by local emergency personnel in the hours following a magnitude 7.7 earthquake off Haida Gwaii may have a much longer-lasting impact. “Each of the communities are doing their own individual debriefings, and our North Island regional planning committee will

be getting together in the next week to review procedures,” said Cori Neilson, the Regional coordinator for the Provincial Emergency Program. “It was a learning experience.” There were no injuries or property damage reported on the North Island in the aftermath of the tsunami, which measured little more than 12 centimetres by the time it reached the area. But the event did provide a valuable live exercise for emergency workers and revealed flaws and questions in local plans. In Port Hardy, there was some question about local

emergency shelters. An older brochure indicates Avalon Adventist Junior Academy is the muster station for Storey’s Beach and Fort Rupert residents, but Neilson said the more recent regional plan directs them to the Civic Centre in Port Hardy. “There’s nothing set up at Avalon,” said Neilson. “There’s no one to staff

it or man it, and that’s why we’re using the Civic Centre.” During a meeting held Tuesday at noon, though, Port Hardy PEP coordinator Bob Hawkins said a director would be trained to staff Avalon in the future. On the other hand, the current plan indicates Wakas Hall is to be used for residents of Tsulquate Reserve,

but they were largely sent to the Civic Centre by Port Hardy Fire Rescue personnel who cruised Tsulquate beginning shortly after 9 p.m. “There was some miscommunication there,” said Bob Swain, the PEP coordinator in Tsulquate. “We’re going to have a local emergency committee meeting Thursday that will also serve as an information session for the community. “When something like this happens is when we need a lot of help. We need volunteers.” Neilson was on the job almost immediately, hav-

ing felt the quake shortly after 8 p.m. at her Port McNeill home. When the quake subsided, she went online to connect with the stream of information coming in from B.C. provincial emergency authorities and other sources. Later, she joined other local PEP coordinators in a series of conference calls to collect reports and share information. “I felt like I was wellequipped to do the job I needed to do,” said Neilson,

Career Expo a hit with visitors Gazette staff PORT HARDY— The Coordinated Workforce Initiative’s Career Expo 2012 was a big hit last week. Students and jobseekers came out to the Civic Centre, where around fifty exhibitors had information booths set up and ready to greet them. Penni Adams of the Mount Waddington C o o r d i n a t e d Workforce Initiative, which organized the event in conjunction with Community Futures of Mount Waddington, North Island Employment, the Port Hardy and District and Port McNeill and District Chambers of Commerce, North Island College and the North Vancouver Island Aboriginal Training Society, said that the turnout was “Beyond what we could have expected.” The event began the

previous night, with a welcome reception at the Community Hall in Port McNeill which gave participants a chance to meet and mingle before a keynote address from Strategic’s Jon Lok. On Friday, visitors to the Civic Centre were greeted by an array of employers, educators, industry representatives and more, spanning the breadth of opportunities in Mount Waddington. Jemaine Campbell, a teacher at Eke Me-Xi school who came with his students, praised the ‘passport’ scheme that was in place at the event. Students were given a passport page which exhibitors would stamp after students asked a question of them, something Campbell said helped break the ice for a lot of students, and made it easier for them to interact with the exhibitors.

Traffic Information Notice The southeast curbed traffic island at the intersection of Goodspeed Road and Douglas Street (Highway 19) will be temporarily removed to facilitate the transportation of wind turbine equipment. The original location of the traffic island will be marked with paint to ensure that traffic flows accordingly. A curbed traffic island will be reinstalled upon completion of the project.

Thank you for your understanding and patience.

“These guys are really engaged — it’s great to see,” he said. Students were given extra motivation to fill in their passport with the chance to win the iPads for Passport prize draw, sponsored by Marine Harvest and Neucel, which joined a range of other door prizes that were up for

grabs during the event. In the BC Hydro Room, adjacent to the main hall, presentations ran throughout the day on the Skilled Trade Employment Program and Working in Health, interspersed with panel discussions on North Island success stories. Organizers were

unsure if the event will be repeated on a regular basis, but were pleased to have set the bar on what was possible on the North Island. “We’ve shown what can be done here,” said Adams. “If someone picks it up in the future, we’ve demonstrated what’s possible.”

Council decline to uproot for view Aidan O’Toole Gazette staff An arboreal dilemma led to discussion at the Port Alice Council meeting last week. Louise Belway wrote to the councillors requesting permission to remove a tree on Village property that blocked the view from Dave Belway’s house. Louise explained that she wanted to sell the house and the tree was an issue that would affect the sale. She offered to pay for the removal but sought permission since the offending tree was on Village property. Councillors agreed that the tree in question could benefit from

being cut back but were less convinced of the merits of completely removing it. “Unless it’s sick we can’t just cut it down,” said Mayor Jan Allen to nods of agreement. Councillors also expressed concern about setting a precedent in the Village, worrying that the interests of individual homeowners should be allowed to trump the natural visual appeal of the Village. In the end, the councillors set upon a compromise solution. The Village would write back, informing Louise of their decision to agree to add the tree to its mainte-

Council Meeting Port Alice nance schedule, to be pruned during the next round of trimming, but declined to consent to the tree’s removal. Policing levels The Village moved to draft a letter expressing their concerns over the current funding available for policing levels in Port Alice. Administrator Madeline McDonald explained that, of late, Port Alice’s RCMP officers were increasingly being assigned duties in Port Hardy, with administrative

staff working out of Port McNeill. As a result, Village residents were finding simple services increasingly difficult to come by. By way of example, residents requiring criminal record checks could only do so on Thursdays, the only day that administrative staff were based in Port Alice. Rumble beach marina project McDonald brought council members up to date on the Rumble Beach Marina Project. Consulting firm Strategic Forest Management has prepared an application to the DFO for the proj-

ect and are working to complete a Foreshore and Subtidal Habitat Assessment in order to meet prerequisites. McDonald stated that, given the history of slides in the area, the assessment was unlikely to uncover any particularly sensitive marine habitats. The application was expected to be completed by the weekend. Village staff are also working with Herold Engineering to source the materials listed in the design criteria, with plans still in development to source rock locally for the breakwater portion of the project.

Tech Career Opportunities Booming in B.C. British Columbia has a ready source of great jobs and careers in technology. Our education programs need to keep up with that demand. John Leech, Executive Director of the Applied Science Technologists and Technicians of BC, explains that, “Every system we rely

on – water, roads and transportation, telecommunications and Internet, hydro and natural gas, environment, health, forestry, and many more – utilizes engineering and applied science technology professionals working in the background. BC’s telecom and IT, animation and many other sec-

Leech says the opportunities for those seeking work in the technology field are considerable given a wave of retirements of presentgeneration B.C. technology professionals that is already underway. “Every region of B.C. shows growing demand,” Leech concludes.

Evacuees crash concert from page 1 who was facing her first major emergency situation on the North Island since taking over the PEP coordinator position from Chuck Lok last year. However, rescue crews in each community were not sent into action until nearly an hour after the quake, a delay which caused criticism of provincial authorities in the immediate aftermath. In Port Hardy, fire rescue crews were mustered shortly after 9 p.m. to inform residents in Storey’s Beach, Beaver Harbour, Tsulquate Reserve and beachfront motels of the evacuation notice. Some evacuees made their way to Seven Hills Golf and Country Club; many more simply parked alongside Highway 19 to await updates on their radios or smart phones. Others went to Port Hardy Secondary School, where they were redirected to the Civic Centre. Several hundred, including visitors dislodged from IV’s Quarterdeck Marina and the Glen Lyon Inn, went to the Civic Centre, where the North Island Concert Society was hosting folk singer-songwriter James Keelaghan in the first event of its 201213 season. The Lions Club opened up its concession to provide free coffee, water and juice boxes, and Grade 7 students from Eagle View Elementary School hosting a fundraising bake sale at the concert offered their remaining treats free to the newcomers. On stage, the band took a short break and returned to play a low-key jam session. The out-of-town visitors included a youth hockey team from Saanich and the staff of

Vancouver Aquarium that had spent the day with the Aqua Van at Quatse River Salmon Stewardship Centre. “We were having a late dinner at the restaurant (at Glen Lyon),” said Bill Carter of the Saanich Braves peewee hockey club. “The staff came in and said we had to leave because of a tsunami.” “Not everyone had a chance to pay their bills,” Saanich coach Neil Johnson added. “We’ll go back and pay in the morning.” The quartet from the Vancouver Aquarium, who were to depart Sunday morning for their next tour stop in the Comox Valley, sat on the Civic Centre floor in pyjamas and played a game of Dinoopoly while waiting for the evacuation to be lifted. They credited the hockey team with helping spread the word about the evacuation from the Glen Lyon. “That’s how we found out about it,” said Sarah Evans between rolls of the die. “The hockey kids came running out yelling, ‘We’re all gonna die!’” In Port McNeill, firefighters first contacted live-aboard boaters at the harbour, then rolled down Beach Drive notifying residents of the tsunami warning. Eventually, at least 30 people were logged in as having checked into the local muster station at North Island Secondary School. “Our evacuation zone in town is only six metres above sea level,” said Keith Balcke, Port McNeill’s PEP coordinator and also a member of the volunteer fire department. “We went through the planned evacuation route, were done and clear in 54 minutes and were at the safe spot checking for people going in.”

Reports coming in throughout the evening Saturday indicated no such loss of life and little or no property damage throughout the quake region. A tsunami of 44 centimetres was recorded at Langara Island in the Queen Charlottes, and had diminished to just 12 cm by the time it reached Tofino on Vancouver Island’s west coast. But command centres were hastily assembled in both Port Hardy and Port McNeill to monitor developments and direct resources in the event of a worst-case scenario. Bob Hawkins, PEP coordinator for the District of Port Hardy, was joined in council chambers by acting mayor John Tidbury, Gloria Le Gal of the District staff and various members of Port Hardy Fire Rescue, Port Hardy’s RCMP detachment and District employees. Mayor Bev Parnham, who was traveling, was brought in on a call over speaker phone from Regina. She was then connected with Neilson, the regional PEP coordinator, by Tidbury holding two phones together to create a low-tech conference call between the two. “Better to be safe than sorry,” Parnham said after being informed the initial tsunami reports indicated a fastmoving, but low wave from the quake. In Port McNeill, the command centre was set up in the fire hall. Coincidentally, Mayor Gerry Furney, like his counterpart Parnham, was traveling out of the area, and deputy mayor Shirley Ackland was attending the concert in Port Hardy and, later, en route back to Port McNeill. Town administrator Sue Harvey was

brought in on a conference call at the fire hall to monitor events. The evacuation order, which Balcke emphasized was voluntary, was called off in Port McNeill shortly after 11:35 p.m. and residents at the NISS shelter offered the option to return home. The evacuation order in Port Hardy remained in effect until approximately nearly 1 a.m. Sunday, when high tide had passed and all tsunami activity had ceased.

Let’s talk A recurring theme emerged Tuesday in the first District of Port Hardy Emergency Preparedness meeting since Saturday night’s tsunami warning. Between discussion of the shortcomings in the Provincial Emergency Program’s upper-level operations, recognition of the work of firefighters and other rescue personnel in evacuating people from low-lying areas, and useful infrastructure recommendations like tsunami evacuation route signage and sirens, the conversation repeatedly veered back to the need for better communication in a large-scale emergency. That communication was found to be lacking in several directions Saturday night, whether from the provincial authorities down to the command centres on the North Island, between responder units and, particularly, from the District to the public at large. The local radio station provided an erroneous all-clear signal more than an hour and a half before the evacuation was lifted, and fire rescue personnel were dismayed to watch vehicles streaming past them back to the low-lying residential areas. The District provided updates on its website but few were aware of it. Newspaper staff were isolated from our waterfront office and cut off from reports from the command centre over the last two hours of the evacuation. Any revised emergency plan needs to provide for a communications director, and needs to bring all local media into the loop. We do not make this request in the name of selfinterest. We do so in the interest of the public.

Little new in B.C. Liberal renewal WHISTLER – B.C. Liberal delegates gathered for their convention on the weekend at the Chateau Whistler, the same luxury hotel where Gordon Campbell fired up the troops in 2008. Back then the advertising slogan was “Keep BC Strong.” Unveiled at Premier Christy Clark’s pre-election pep rally: “Together. Building BC.” This slight change hints at the big difference. Campbell led a front-running party to a third straight majority, while Clark is a struggling underdog pleading for unity to turn back an NDP tsunami. Hence “Free Enterprise Friday,” a discussion open to non-party members. Clark began with an upbeat speech urging party members to “reach out our arms, open the tent and be as big as we can possibly be.” So did they? were some provocative suggestions to appeal to those inclined to support the resurgent B.C. Conservatives. An accountant spoke to a packed room about the growing unfunded liability of public sector pensions, most of which are still of the “defined benefit” variety. Based on bond interest rates that have since sunk to all-time lows, these government-guaranteed pensions are now a free ride for those lucky enough to have them, funded by the taxes of pri-

vate sector workers who in many cases have no pension plan at all. There was talk of passing a law that all new public sector hires be restricted to a “defined contribution” plan where the employee and employer contribute equally and the pension is based on what those contributions yield. This would provoke the mother of all confrontations with the B.C. Federation of Labour, but there was no evidence yet that this is going beyond the talking stage. The resolutions continued the theme of confronting the labour movement, ritual combat that seems to be an inescapable part of B.C. elections. Delegates passed two motions, one calling for public sector unions to disclose what they spend on salaries, political activities and lobbying, and another advocating a ban on unions spending compulsory dues on political campaigns. Like all the policy resolutions debated at the convention, these ideas are not binding on the government. Again, there is no actual change on the horizon. Delegates rejected another motion that would have made membership in the B.C. Teachers’ Federation optional. This would have been a declaration of war on B.C.’s most militant union, just as Clark and Education Minister Don McRae embark on a long-shot bid to end the decades of confrontation that have defined that relationship since teachers were relegated to the industrial union model of labour relations. The good news for Clark is that the 2012 convention was a high-energy, wellattended event that contradicts the notion of a party in disarray. The bad news is, nothing has really changed. PEP coordinator responds to emergency action Dear editor, As Regional Emergency Coordinator I would like to share the following timely information to help our citizens identify their geographical tsunami zone, and to help assist them in their tsunami responses and preparation. Within the Mount Waddington Regional District are tsunami zones B and C. http:// www.pep.bc.ca/hazard_ preparedness/TSU_BC_ Zones_2005-2.pdf Zone B

extends from above Bella Bella to Sayward. Zone C extends most of the West coast of the Island from Hope Island, NW of Port Hardy to just below Port Renfrew. It is also important for everyone to recognize the different degrees of tsunami risk communications. The three key terms to understand are; a Warning, a Watch, and an Advisory. A Red Tsunami Warning happens when a tsunami has been con-

firmed, residents should evacuate. A Yellow Watch is when a tsunami MAY have been generated but there is not sufficient evidence to confirm if there is one or not. An Orange Tsunami Advisory is given when no significant inundation is expected but strong currents dangerous to those in or near the ocean is possible. In the event of a tsunami evacuation the muster (gathering) stations and local coordinators or con-

tacts are; Winter Harbour – WD Moore Logging Camp or Village Schoolyard, Graham Lasure Quatsino – Quatsino School, Gwen Hansen Port Alice – Port Alice Community Centre, Kevin Cameron Port Hardy – Civic Centre, Bob Hawkins Port McNeill – NISS/High School, Keith Balcke Hyde Creek – Hyde Creek Community Hall, Cam Brady Sointula – FO Hall, Linda Sowden Mitchell Bay – Higher Ground, Ross Weaver Alert Bay – Alert Bay School,

Shannon Alfred Tsulquate Reserve — Wakas Hall, Bob Swain Storey’s Beach area — Civic Centre, Bob Hawkins

Those with emergency packs should take the pack with them to their muster station in the event of an evacuation. My sincere gratitude goes to our wonderful citizens who responded accordingly to the Tsunami Warning issued the night of Saturday, Oct. 27. I realize for some it may have been an inconve-

nience but we responded in a manner appropriately and to the best of our abilities. If you have any questions concerning your tsunami response plan please contact myself or your local emergency coordinator listed above. Also, tsunami zone maps are available to view at your local town office. Cori Neilson Emergency Program Coordinator Regional District Mount Waddington

Thank you Hardy Pickup was one of a kind Dear editor, We would like to thank the many citizens of Port Hardy who came forward to help a group of visitors through what could have been a long, cold and confusing night. Because of your generosity of time and spirit, it became a warm and fun-filled bonding time, a night that we will remember fondly. Our team of 11 and 12 year old hockey players and families had driven up from Victoria Saturday morning, played a game in Port McNeill and had just finished a late dinner at the Glen Lyon Inn when the news to evacuate came in. The staff at the Inn showed great compassion, giving us as much information as they had and were far more concerned with our safety than they were with the dinner bill. As you can imagine our kids were pretty wired up, some scared, some excited.

But we were welcomed into the Civic Centre, given lots of room (and lots of leeway) to burn off that excitement, immediately offered coffee, tea and water, then later as the night progressed, a whole buffet of snacks. Thank you to the Lions Club and Civic Centre staff, for your selfless dedication. I’m sure you all had your own worries that evening, but you stayed to make sure we were comfortable and well taken care of. Thank you also to those who kept us updated on the progression of the waves, some who were working with the emergency command centre and others who were just passing through with news. And lastly, thank you to the Tri Port PeeWee hockey team for two exciting games. See you in Victoria! With much gratitude, The Saanich Braves PeeWee B Hockey Team Victoria

Dear editor, I read with interest the article on Marilyn Crosbie (Former resident pens book on Flying Doc, Oct. 18), who is writing a book about Dr. Jack Pickup from Alert Bay. I talked to Dr. Pickup a lot during the course of my time up in Port Hardy, and want to share a few stories about him. With respect to the inquest of the girl who died from complications of appendicitis, I have one observation about that. One day in the pharmacy, I got a call from a doctor who wanted to phone in a prescription for some narcotics, etc., for a patient from Alert Bay. That was fine, so after he finished giving me the prescription, I asked him for his name. He told me, and I apologized and said that I was unfamiliar with him, could he give me his doctor’s number. He got fairly irate and asked me if that was standard practice. I just told him that I only knew of one doctor from Alert Bay and that was Jack Pickup. This got him upset a little more and he icily informed

me that he had been there for a “number” of years and that he was the physician from Alert Bay. I apologized again, but did tell him that Dr. Pickup must be doing a booming side business, because he was the only doctor I ever saw prescriptions from for Alert Bay up until that point. I guess the moral of this little anecdote is that people voted with their presence, and Jack must have been doing OK in that department. With respect to Jack’s flying career, Jack was famous everywhere throughout flying circles. I took my pilot’s licence, and when it was time to get my medical renewed, I asked around and Jack was recommended as a person who did medicals. I duly booked an appointment in Alert Bay, and flew my plane over and because it was such a nice day, did a few touch and go’s at the airport and low circles of the island and surrounding area. (Alert Bay has a beautiful airstrip). When I got to the clinic, I was ushered in to see Jack, and he had not only seen the plane, but walked

out to watch me flying around etc. He proceeded to tell me all about my particular type of plane, and then regaled me with flying stories for the next 45 minutes. When his nurse knocked on the door and informed him that she was running behind, we did a speed medical, which actually now is about the amount of time that you get to see a physician (what is that, about five minutes?). Talk about pressure, trying to do a urine test when Jack is telling me to hurry up because he talked too long. Anyways, Jack was one of a kind, and in my time there, I honestly had never heard bad things about the man, because people respected him for being there, 24/7 for all those years. He did it all, surgery, anesthesia, and to boot, would come and get you if you couldn’t get to him. (And he would come in ANY kind of weather) The North Island was lucky to have a man like that settling up there, but then, the North Island is lucky like that. Craig Stout Kamloops

Live-aboards unfairly tarred with one brush Dear editor, For the last few days I’ve been fuming over an article I read recently in The Globe and Mail regarding live-aboard boaters who are being systematically “kicked out” of their marinas by the Town of Port Hardy on northern Vancouver Island. They are citing run down derelict boats, a fight on a dock, and sewage as the

issues. They say they want to “clean up the harbour”. The article also goes on to mention that the above seems to be a trend in B.C. coast communities. Living in a boat, on the water is a viable life style. The vast, vast majority of live aboard boaters are very responsible, middle-class people who have good jobs, or are retired as is the case

Letters to the editor

with me and my wife. We have live-aboard friends who include a former VP of the Port of Vancouver, federal government employees, and a pair of computer engineers. All of us take great and loving care of our boats. We pay our taxes through our moorage (as a condo renter does through their rent). The marina where we lived in Vancouver prior to

moving to Vancouver Island had a large percentage of live-aboards, and was known as the safest and most secure of all the marinas in the Lower Mainland, because of the live-aboards' presence. Sewage is an issue however. Virtually all live-aboard boaters would be more than happy to pay extra for moorage if pump out facilities were reasonably available.

We live in Campbell River, where there is one facility, two marinas away. In other words, facilities are very few and far between, so don’t blame the boaters. The coast of B.C. is both beautiful and unique. As some people love to live only in houses, in condos, on farms, in motor homes, some of us love to live on the water. It is a life style,

no more. I simply do not understand what the fuss is all about. Just because one sees a derelict boat now and then does not mean that we are all bums. How often do municipalities force home owners or renters out of their homes for a fight or garbage in the front yards? Robert Low Campbell River

Live-aboards presented an array of problems Gazette staff The question period after the Port Hardy council meeting gave an opportunity to discuss the recent expulsion of the live-aboards from the harbour. As discussed by several media outlets last week, the District of Port Hardy served notice to a number of people living aboard their boats at the marina in Hardy. Keith Dorward, the live-aboard at the centre of the media attention, penned a statement to the Gazette thanking the Port Hardy residents for their smiles over the years, the ‘Mugwaps’ for their acceptance, and to the pet lovers who aided him in keeping his dog. Dorward also expressed his feelings towards the municipal council, labeling them as bullies who forced him off the dock. “It is unfortunate

that the reputation of Port Hardy is not in the warm hearts of the many but in the hand

Council Meeting Port Hardy of the arrogant few who believe they have the right to impose,” the statement closes. Mayor Bev Parnham painted a different picture of the situation, one where the District was forced to act after continued, long-term problems with the live-aboards and a cacophony of complaints. She explained that, while no single incident was to blame, a series of complaints from several sources forced the District’s hand on the issue. The RCMP, the Harbour Authority and other boat owners have had issues, and safety, fire, and environmental

concerns were also a factor. The Mayor explained that many of the boats in question were derelicts, and one had recently broken loose from moorings and drifted into the estuary. She also said that many of those affected were behind on moorage fees. “Basically, we don’t want them there,” she said. The Mayor pointed out that the $400 per month moorage fees could easily translate to a bachelor apartment in Port Hardy, and said that there were social assistance programs available for those in need. AVICC Proposals In the meeting itself, councillors had a slew of sugges-

Councillor Jessie Hemphill suggested ‘food security’ as a topic worth discussing at the conference. “Say the ferry couldn’t come over from the mainland,” she proposed, “how are we making sure locallyproduced food is being distributed locally?”

The Mayor agreed with the topic, “When you talk about food security you are talking about economic security.” The Mayor informed the council that food was one is Vancouver Island’s largest imports last year. The councillors discussed steps that could be taken to allow Vancouver Island to be more self-sufficient in food terms, Other topics suggested by the council-

The Mayor queried “What can we do as a local community to retain and attract physicians and other medical personnel?” Council agreed the motion, which does not restrict the CCC from considering the other recommendations in the report but does request suggestions on the immediately actionable issues. The motion was carried without discussion.

VIHA recommendations The issue of health care in Port Hardy was again on the table as Mayor Parnham tabled a motion to refer two recommendations, which were highlighted in the Mount Waddington Local Working Group’s report to VIHA, to the newlyformed Community Consultative Committee for discussion. The recommendations in question deal with the recruitment and retention of physicians to the area — a key issue in improving health care.

Zoning review wraps up J.R. Rardon Gazette editor PORT HARDY— Carriage houses, windmills, urban agriculture and even chickens could become part of the Port Hardy landscape, depending on the findings of a group of consultants in meetings with local residents last week. The three consultants with Urban Systems met with business owners, civic leaders and residents in a series of meetings designed to bring the District’s zoning bylaw into alignment with the Official Community Plan passed in 2011. “The basic bylaw we’ve been dealing with was done in 1999,” said Gloria Le Gal, director of economic development for the District. “In 2006 we did a bit of a rewrite. It prettied it up a bit but didn’t look at the body of it. “That’s what this is about.” The Urban Systems consultants — Stephanie Johnson, Dan Huang and Ryan Beaudry — unveiled a preliminary outline of their factfinding week during an open house held at Council Chambers last Thursday. “We’re asking participants to confirm, did

“We’re asking participants to confirm, did we get it right?” Stephanie Johnson

we get it right?” said Johnson. “And what did we miss; can you write down your comments? The next step is to provide a summary to council and get their direction on some of the proposed changes to the bylaw.” Urban Systems will return shortly after the New Year with a draft bylaw, which will be presented to council and to the public. That would be followed by the formal statutory land use regulation process, including two readings of the bylaw in public meeting, a public hearing, and then final passage. “There will be two more meetings for the public to have a stab at it,” Le Gal said. All zoning categories have been addressed, from residential to commercial, industrial and general holdings, a category covering large acreages currently designated only for wood lots and selected forestry use. “For people who have those properties, the last bylaw took a lot away from them,” said

Le Gal. “We’re looking at the best way to give that back to them. We’re looking to rectify shortfalls of the past.” The top request among those large-lot holders is the ability to put a family home on the property. Other requests included those for hobby farms or small, home-based businesses. “Those requests match with the Official Community Plan, and we’re definitely going to be taking a look at that,” said Huang. He noted another emphasis of the OCP was sustainability, and to that end the consultants will examine the allowance for emerging green technologies and existing technology, including windmills and solar panels. Related to sustainability is an increased emphasis in many communities for food security. That could result in food security allowances like urban agriculture, honey bee colonies and possibly backyard chickens. Though, Huang admits, the chicken issue seems

to be something of a hot-button issue inside town limits. “Some are for it, some are against,” he said. “It’s really how you maintain it and can you keep it clean? Can you be a responsible chicken owner?” Perhaps the top recurring theme in residential zones dealt with secondary accommodations on residential property. Currently, the bylaw allows for studio, or “mother-in-law” apartments, but only when they are contained within the primary dwelling, like a basement suite. The Urban Systems staff heard multiple requests for secondary dwellings, either selfcontained in a separate structure or built above a detached garage or shop. “Other communities are doing it,” said Huang. “The example we’re using is the bylaw in Nanaimo, and we’re asking the question, ‘Will this work in Port Hardy?’ We’re not saying just because it works in Nanaimo it must work here; we’re just asking the question. “We’re in the information-gathering stage, to see what resonates with Port Hardy.”

Alexi Alexi came to live in Port Hardy 6 1/2 years ago when she was 8 weeks old. In her younger years she was “a little hellion”. Forest trails are an adventure for her as well as the washed up logs along the shoreline. Alexi welcomed her baby sister 3 years ago and taught her all about the necessities of life. She dislikes her serum injections (allergies), cats and her biweekly baths. Alexi likes all people & dogs. Food is also right up there as is destuffing toys, sleeping in the middle of the bed, her younger sister and, best of all, cuddling with me. — Connie Cowan Alexi wins a $50 gift certificate from Alex’s Little Critters

This photo was taken a couple summers ago. It was an extremely hot day in Port Hardy. As we came home we saw Cinnamon sprawled out on the front porch. We’re not sure how old Cinnamon is, she adopted us about 14 years, meowing at our back door and looking hungry. — Kevin & Shari Ogren Cinnamon’s owners win 2 rounds of golf at Seven Hills Golf & Country Club

Honourable Mention The prize money was divided evenly between both North Island Cat’s Meow Chapters and both North Island animal shelters.

The Town of Port McNeill thanks all who entered the North Island Pet photo contest for raising awareness and funds for the Animal Shelters/Pounds and Cat’s Meow Societies in Port McNeill and Port Hardy. Thank you!

Folk master takes tsunami in his stride A review by J.R. Rardon PORT HARDY— Veteran singer-songwriter James Keelaghan is the first to admit he has carved out something of a niche with his catalogue of historical songs based on disaster and tragedy. Boy, was he in the right place Saturday night. Shortly after Keelaghan kicked off the second set of his show with sidemen David Woodhead and Hugh McMillan, smart phones at the Civic Centre lit up with news of the 7.7-magnitude earthquake off Haida Gwaii, which resulted in a tsunami warning being issued for North Vancouver Island. The Civic Centre is well above the tsunami zone in Port Hardy. As such, however, it also serves as the town’s evacuation centre in case of emergency. When an evacuation of low-lying areas was confirmed in and around Port Hardy,

North Island Concert Society president Brian Hicks interrupted the music and, apologizing to the band, let the crowd know they might soon be joined by a group of refugees. “I don’t know how much longer James and the guys were planning to play …” he said, turning expectantly to the stage. “Well, we were gonna play a couple of really depressing songs,” Keelaghan deadpanned. What should have been a celebration of Keelaghan’s 25 years of performing and recording — and was well on its way to just that — will more likely be remembered locally as the night the Civic Centre concert was interrupted by a tsunami. Which Keelaghan will not only shrug off, but will probably work into future song introductions. Hell, had the tsunami turned out to be more than an inconvenient ripple,

James Keelaghan, flanked by David Woodhead on guitar and Hugh McMillan on bass, performs during Saturday’s North Island Concert Society season opener at the Civic Centre in Port Hardy. J.R.Rardon

he might well have penned a tune about the evening. Just two songs before Hicks stepped in to announce the tsunami warning, Keelaghan regaled the audience about the time he took the stage before an audience of three fans in Labrador, only to learn later the rest of the town was busy attending a court case involving the posses-

sion of a dead wolf. “I have to say, this is going right up there with possession of a dead wolf, now,” he said after Hicks’ announcement. All kidding aside, Saturday’s bizarre night at the centre overshadowed what would on any other evening have been a demonsration of one of Canada’s musical masters at the top of his craft.

The crowd was modest, granted, at just more than 120. But it took roughly two songs for Keelaghan to draw them into his lyric and melodic mastery of Canadiana. From the classic folk of Harvest Train and House of Cards, the title song of his latest CD, to the country stylings of Hope-Princeton Road to the eerie and haunting Woodsmoke and

Oranges, Keelaghan spanned the breadth of his 11-album career. A physically imposing presence, Keelaghan put the crowd at ease with a dry wit and selfeffacing manner. He then simply stole its collective heart with his solo rendition of McConnville’s — a ballad that features a bottle of whiskey, a pub in Northern Ireland and the untimely death of a working-class Joe. Under all that, the song is about the response of real people to real-life adversity. After he sang the song, he walked the walk. When the evacuees began streaming in, rather than collecting their pay and hitting the road, Keelaghan, Woodhead and McMillan agreed to stick around, following a second intermission, and continue playing for the displaced, those who wrapped their children in blankets and placed them beneath tables against

the walls to keep them clear of traffic areas. Mind you, these are not young guns making their way in the industry. Keelaghan noted he would be celebrating his 53rd birthday the following day, and he audience serenaded him with “Happy Birthday to You” when he returned from intermission. The trio had played in Vancouver the previous evening, then ferried and drove all day to get to Port Hardy for Saturday’s show. A nap might well have been in order. Directors and volunteers with the North Island Concert Society also stepped up, rolling out additional chairs for the newcomers and sticking around to monitor the room, as well as providing occasional updates to the situation. The night may well go down as the NICS’s most memorable concert. It certainly made for the best emergency shelter stay, ever.

Run & Fun Gazette staff PORT McNEILL—The annual Districtwide cross-country run for elementary school students was moved from Sointula to Port McNeill, and dominated by Port Hardy runners. Even a mishap resulting from a wrong turn did nothing to diminish the medal haul for Port Hardy runners after cougar sightings on Malcolm Island prompted organizers to move the event to Port McNeill's Sunset Elementary School. The Harris family of Fort Rupert Elementary collected two victories in very different fashion. Madyson Harris bolted to the front and won the peewee girls race by a minute-and-a-

half. Sister Kaleigh moved up through the pack and had to overtake Sunset's Hope McClendon on the final straightaway to clinch the bantam girls win. Jaylon Grenier of Eagle View won the bantam boys race, which resulted in two blue ribbons. Teammate Steven Williamson crossed the line first, but had taken a wrong turn and cut about two minutes off his run. He placed third and was given an honorary blue ribbon for sportsmanship. Faith Gage of Avalon Academy won the tyke girls race. Sunset runners, with Joey Grant and Rhys Dutcyvich won the boys tyke and peewee races. Full results appear in Scoreboard, page 21.

Less than best good enough for atoms J.R. Rardon Gazette editor PORT McNEILL— After watching his team dispatch Cowichan Valley 5-2 Saturday, North Island Eagles atom development coach Marty Gage came away with mixed reviews of his young hockey club. "Well, that wasn't our best game," he said. "In the first period the guys were bang on. Then we let them back into it a little bit." Even without wireto-wire dominance, it was still an impressive showing for a small squad evenly mixed between first- and second-year atom skaters. Mathew Saunders scored a pair of goals and Kayden Jones came up with several

key saves as the Eagles, who suit up just 12 players, improved to 8-3 on the season. "It's a small team, so they're coming together really well," said Gage. Most of our second years played rep last year, but it's a big jump up for the new kids. "I'm lovin' it." The atoms raced out to a 3-0 lead on first-period goals by Saunders, Rhys Dutcyvich and Luke Gage, then pushed their advantage to 4-0 on Saunders' second goal of the game midway through the second period. That's when Cowichan Valley began its, behind back-toback goals from Jake Norton at 7:41 of the second period and 1:24

of the third to bring the Capitals within 4-2. But the Eagles buckled down defensively, and finally broke through for the final score when Payton Laming took a nifty crossing pass from Dutcyvich for an easy, point-blank chip into the open side of the net with 6:45 to play. "It was a good defensive game," said Gage, who awarded player of the game honours to blueliner Liem Wadhams. Dutcyvich finished with a pair of assists and Laming and Aidan Watson added helpers. Watson will help inaugurate his home rink when the Eagles face Nanaimo this Saturday at 3 p.m. at Port Alice Arena.

Mum raised her kids with a gentle hand; a tissue tucked in her sleeve for all emergencies; and a bar of Mackintosh toffee ready to crack into equal portions for all. She loved her children and grandchildren; her cats; the birds outside her window; a cup of coffee and a chat with a good friend; and a nice slice of lemon meringue pie. The end of her life came peacefully, just as she had always lived it. Completely seless to the end, she waited for her youngest child to make it across the country on October 23rd , then held on for twenty minutes more before making her exit gently and gracefully, but with a surge of spirit that her surrounding children felt as she left, and for this we are thankful. Mum, you are now “the gentle autumn rainâ€?.

Mum was born in Edinburgh, Scotland , one of twelve children. Her sisters described her as “the quiet, sweet one, words that have always suited Mum perfectly. She crossed the Atlantic after the war, beginning life anew in Canada. There she twirled in polka dots in the Olympic Gardens dance hall in Halifax; stomped (and fell) in snowshoes in a village on Hudson’s Bay as she did nurse’s training; stayed out til the wee hours with other nurses in Montreal; and gently side-stepped date requests as she connected male callers in her job as a telephone operator in Vancouver. Nursing took her to Alert Bay, where she was told soon after arrival that “girls don’t stay single for long in this town. Sure enough, she didn’t, marrying Robert Huddleston in 1959. Together they raised four children in Port McNeill.

Our centre is supportive of programs in our community, like Skills for Success and ECE Students providing training, hands on work experience and mentoring. Quality care can be achieved through a combination of experience, commitment and devotion to children and their parents, education and a love for children. It is important for me as a care provider, that what I teach your child today will have a lasting effect on tomorrow.
